Whether the attribution is correct I cannot say, but the political and geographical entity that we now know as Nigeria was most certainly a creation of the European scramble for Africa in the nineteenth century, and it was indeed the British who coined the name Nigeria itself.As the Secretary of State for the Colonies was the Minister charged with the duty of advice to the Crown on matters relating to Britain's overseas dependencies, the library of the Colonial Office (CO) naturally reflected these wideranging official concerns and developed into what Sir Charles Jeffries described as “a unique and comprehensive collection… an institution of which the Office is justly proud”.

Launched in March 2005, The European Library is the operational result of a 3-year European Union funded project to create a cooperative framework and specify a system for integrated access to the major collections of the European national libraries. The project included the rudiments of a business plan and, unusually for a European Union project, intended from the beginning to try to make an operational service. The project gave proof of concepts in both technology and cooperative working across national boundaries. At the end of the project the Conference of European National Librarians (CENL) adopted The European Library and an Office was set up within the Koninklijke Bibliotheek in The Netherlands in May 2004. From June 2004 work was undertaken to turn the project and the experimental technology into a fully fledged robust service. The European Library will give access to digital and non-digital records and items from nine European national libraries. This numbers around 15,000,000 at launch, of which half a million are digitized objects. This paper covers the technological innovation, cooperation and business development required to launch and run this collaborative pan- European service. It also gives some examples of how research and discovery has benefited from this collaboration.

AbstractThis paper empirically examines coincidences between “rejection citations” (i.e., those cited as grounds for rejections) added by the United States Patent and Trademark Office (USPTO) and “X/Y patent citations,” which are also added as grounds for rejections at the European Patent Office (EPO) within the same patent family, based on more than forty thousand families of triadic application sample. We consider the release timing of European search reports and the timing of rejection actions by the USPTO for the same family of patent applications. We find that the frequency of rejection (X/Y-equivalent) citation coincidences between the USPTO and the EPO according to family-to-family citation criteria increases after the release of search reports by the EPO. It suggests that the US examiners capture spillovers of search efforts from the EPO, namely, the USPTO examiners rely on prior art information collected and disclosed by the EPO. The results also reveal that International Search Reports (ISRs) prepared for Patent Corporation Treaty (PCT) applications, as well as applicant-submitted citations, play important roles for the convergence of rejection citations between the two patent offices. We furthermore find that the US examiners are less likely to add the same patent citations as the EPO examiners when rejections are persistently repeated at the USPTO. The methodology in this paper introduces the novel use of patent examiner citations to compare examiners’ citing behavior across jurisdictions.

For several decades she had been Curator of the Prints and Drawings Department at the old India Office Library before it amalgamated with the British Library. It was through her pioneering work on cataloguing those diverse and unknown collections that a new branch of art history came into being, an art form she called “Company” painting; art that had been drawn by European or Indian artists during the time of the East India Company.

The purpose of this community service is to answer the problem where the learning community has not been realized, the guidance and stimulus for library members has not run optimally, library competitions and festivals are still not optimal. The method of implementing community service is carried out by discussion, providing material explanations about the use of office facilities and infrastructure for state civil servants and the public/visitors/members of libraries and archives. As a result, the Library and Archives Office of Siak Regency has a unique and interesting building, this is adapted to the characteristics of Siak Regency in its development that adopts Arabic and European architecture. The building that was originally walled with wood and houses on stilts has now become magnificent. Various facilities and infrastructure are available for both internal and external visitors. Internally, for example, attractive bookshelves, a very comfortable adult reading room. Then from the outside of the building or externally the availability of facilities for competitions (gazebo) and a large parking area. Everything that has been built by the Siak Regency Government needs to be utilized so that it is able to educate people's lives.

O queijo Coalho é um dos produtos lácteos com o maior volume de fabricação e de consumo na Região Nordeste do Brasil, sendo produzido, principalmente, nos estados do Ceará, do Rio Grande do Norte, da Paraíba e de Pernambuco. O objetivo deste estudo prospectivo foi realizar o levantamento da quantidade de patentes, artigos, teses e dissertações a partir de termos específicos relacionados a queijo Coalho de leite de cabra como “queijo Coalho caprino, embalagem, produção e novos produtos”. As buscas foram realizadas nas bases de dados do United States Patent and Trademark Office (USPTO), da Intellectual Property Digital Library da World Intellectual Property Organization (WIPO), do European Patent Office(Espacenet), do Instituto Nacional de Propriedade Industrial (INPI), do Periódicos CAPES, da Scientific Electronic Library Online (SciELO), do Google Acadêmico e da Science Direct. Os resultados demostraram, considerando todas as bases pesquisadas, que existem 30 patentes e 12 documentos acadêmicos acerca do tema, abrindo-se uma nova perspectiva de pesquisa e inovação para o queijo de leite de cabra tipo Coalho condimentado e o não condimentado.

Macao's judicial system is rooted in the Portuguese judicial system (including Spain, Belgium and the Netherlands, all of which are rooted in the French judicial system), namely the inquisitor or non adversarial type of judiciary. is the term Magistrate is used in various systems of government and statutes to refer to the civil officers who administer the law. Both Indonesia and Macau adhere to the European continental legal system. However, in the role of the Prosecutor's Office and the Prosecutor's Office have differences and similarities in the implementation of their duties, functions and obligations. With this study of the role of the Prosecutor's Office, it is hoped that it can provide inspiration for the Attorney General's Office in Indonesia so that it can correct existing deficiencies. This research is a normative research (normative approach), that is, besides relying on normative research, the law is also coupled with a theoretical approach. Furthermore, in analyzing the data, a qualitative approach was used and it was also based on library-based studies, which means that the materials needed for research must be available in libraries, archives and databases, laws and other documents.

O crescente interesse científico evidencia o destaque nas citações da Subclasse A23C, relacionando-se diretamente com a área da maioria das publicações em periódicos, fator em ascensão para o queijo caprino.

Not all customer deposits will be guaranteed by the Deposit Insurance Corporation, meaning that customer deposits are only guaranteed by the Deposit Insurance Corporation for Rp. 2,000,000,000.00 (two billion rupiah). The establishment of the Deposit Insurance Corporation must basically be able to protect customer funds. This research aims to determine the process of accountability of returning customer deposits of liquidated foreign banks in Indonesia and the execution of assets of foreign banks in the context of returning customer deposits in Indonesia. The research used is legal research that analyzes library research, by analyzing through legislation, literature, and other reference materials related to the regulation of Foreign Banks. The results of this research explain that. With the existence of the Deposit Insurance Agency, if the foreign bank is liquidated, the institution will replace customer deposits and complete the liquidation process. When the liquidation process of the assets of the foreign bank branch office is insufficient, bank assets abroad will be executed if the head office does not want to be responsible for the obligations of its branch office in Indonesia by completing it at the ICSID convention arbitration body (International Center for Settlement of Investment Disputes). Actually in taking assets abroad in the case of execution of assets that are overseas can be done if there are international agreements such as those carried out by the European Union by making an agreement on the European union convention on insolvency proccedings, this will facilitate the taking of assets in overseas

O SARS-CoV-2 (severe acute respiratory syndrome coronavirus 2) é um vírus com alta capacidade de disseminação que pode causar uma forte pneumonia. Como ainda não há um tratamento efetivo recomendado pela Organização Mundial de Saúde (OMS), o presente estudo realizou uma prospecção científica e tecnológica, destacando possíveis tratamentos que possam ser eficazes no combate à Covid-19. A coleta de artigos e de patentes sobre o SARS-CoV-2 foi realizada por meio de palavras-chave nos bancos Web of Science, SciELO (Scientific Electronic Library Online), PubMed (Public MEDLINE) e Scopus e nas bases de patentes World Intellectual Property Organization (WIPO), United States Patent and Trademark Office (USPTO), Instituto Nacional de Propriedade Industrial (INPI) e European Patent Office (EPO). Na prospecção, foram contabilizados 81 artigos acerca do tratamento e nenhuma patente depositada nos bancos supracitados, evidenciando forte procura para o tratamento, apesar de não apresentar registro de patentes para o produto ou para o processo.

This article lists the requirements of European data protection law as regards the contents of a contract between cloud provider and cloud client. Based on these requirements the contracts for the provision of Google Apps for Work and Microsoft Office 365 for small and medium enterprises are evaluated and compared from the data protection perspective. The article also discusses the shortcomings of the current legal framework for data protection with regard to cloud computing, and analyses the possible improvements made by the General Data Protection Regulation.A cloud client usually plays the role of a data controller, while the provider may be a data controller, data processor or he may not fall under the scope of data protection law. The relationship between the client and cloud provider, as a data processor, must be governed by a contract stating that the provider is bound by the instructions of the client as well as describing the security measures.The contract for Microsoft Office 365 was found to be compliant with data protection law. The contract for Google Apps for Work suffers from several deficiencies that may cause a breach of data protection law.The current data protection framework lacks unification, clarity and scalability. With the exception of unification, the General Data Protection Regulation is not expected to bring a substantial improvement if it is adopted using the proposed wording. To cope with the current law, cloud clients and providers may use the Cloud Service Level Agreement Standardisation Guidelines.

This paper describes work undertaken by Data Intensive Cyber Environments Center (DICE) at the University of North Carolina at Chapel Hill and the University of Liverpool on the development of an integrated preservation environment, which has been presented at the National Coordination Office for Networking and Information Technology Research and Development (NITRD), at the National Science Foundation, and at the European Commission. The underlying technology is based on the integrated Rule-Oriented Data System (iRODS), which implements a policy-based approach to distributed data management. By differentiating between different phases of the data life cycle based upon the evolution of data management policies, the infrastructure can be tuned to support data publication, data sharing, data analysis and data preservation. It is possible to build generic data management infrastructure that can evolve to meet the management requirements of each user community, federal agency and academic research project. In order to manage the properties of the data collections, we have developed and integrated scalable digital library services that support the discovery of, and access to, material organized as a collection.The integrated preservation environment prototype implements specific technologies that are capable of managing a wide range of preservation requirements, from parsing of legacy document formats, to enforcement of preservation policies, to validation of trustworthiness assessment criteria. Each capability has been demonstrated and is instantiated in multiple instances, both in the United States as part of the DataNet Federation Consortium (DFC) and through multiple European projects, primarily the FP7 SHAMAN project.

The objectives of this article are a source study and the first critical translation of a source, known among West European scholars as the Decursio de gradibus, or “Treatise on Roman and Frankish Offices”. Palaeographical and codicological analysis permits to reveal the history of creation, the circumstances of its transfer to the Vatican Apostolic Library. The authors of the article analyze the reception of late Roman law and Isidore of Seville’s tradition by an anonymous author who compiled this source around the 7th—8th centuries. A hypothesis based on the text is insistent on ecclesiastical belonging of the well-educated anonym, as well as denominates the purpose of this source in the education of his pupils and explanation of crucial Roman offices to Frankish nobles and kins’s court.

ABSTRACT Introduction: Food is a key factor both in prevention and in promoting human health. Among the functional food are highlighted probiotics and prebiotics. Patent databases are the main source of technological information about innovation worldwide, providing extensive library for research sector. Objective: Perform mapping in the main patent databases about pre and probiotics, seeking relevant information regarding the use of biotechnology, nanotechnology and genetic engineering in the production of these foods. Method: Electronic consultation was conducted (online) in the main public databases of patents in Brazil (INPI), United States (USPTO) and the European Patent Bank (EPO). The research involved the period from January 2014 to July 2015, being used in the title fields and summary of patents, the following descriptors in INPI "prebiotic", "prebiotic" "probiotics", "probiotic" and the USPTO and EPO: "prebiotic", "prebiotics", "probiotic", "probiotics". Results: This search haven't found any deposit at the brazilian patents website (INPI) in this period; US Patent &Trademark Office had registered 60 titles in patents and the European Patent Office (EPO) showed 10 documents on the issue. Conclusion: Information technology offered by genetic engineering, biotechnology and nanotechnology deposited in the form of titles and abstracts of patents in relation to early nutritional intervention as functional foods, has increasingly required to decrease the risks and control the progression of health problems. But, the existing summaries, although attractive and promising in this sense, are still incipient to recommend them safely as a therapeutic tool. Therefore, they should be seen more as diet elements and healthy lifestyles.

In this study, we attempted to fill an important gap that literature has yet to investigate: the characteristics of the 3D printing global industry chain and value chain innovation network. The network characteristics analysis is based on patents and the patent data download from the European Patent Office (EPO) database covering the period from January 1, 1989 to December 31, 2017. The concept of the 3D printing global industry chain and value chain network is defined, then the network model is divided by employing case analysis, and finally the network characteristics are analyzed by using social network analysis. This research enriches the relevant theories of global innovation networks in emerging industries and provides theoretical support for the development of global innovation strategies and policies for the 3D printing industry.

The article provides a bibliological review in the historical retrospective of book marks on the publications of the library of Lutsk-Zhytomyr seminary, which is stored in the funds of the department of library collections and historical collections of the Institute of Bibliology of the National Library of Ukraine named after V. I. Vernadsky. Materials of bibliographic works of E. Khvalevik, S. Mishchuk, I. Tsiborovska-Rymarovych on the study of literature and book signs from the library of Lutsk-Zhytomyr seminary are represented. The composition and filling of the library fund of Lutsk-Zhytomyr seminary are analyzed. When applying the chronological method of research, the classification of book signs in historical retrospect is given. Bookmarks of foreign bookstores and various European bibliophiles (XVIII—XIX centuries), book marks of the Soviet period in Ukraine are singled out. The analysis of various information resources on book marks made it possible to find out the ways of forming the library fund of Lutsk-Zhytomyr seminary and storing books from the seminary library in various private and public libraries. Due to the use of various information resources, the informativeness of the source material of book signs has been expanded, which has contributed to their more thorough study and attribution. Book studies and historical information on the role of foreign book trade in Kyiv, Moscow and St. Petersburg in the process of replenishing the library of the Lutsk-Zhytomyr Seminary are provided. The bibliological information about books from private libraries, which got into the funds of the library of Lutsk-Zhytomyr seminary, is given. The receipt of the books of the seminar library in the funds of the library of the Office of Arab-Iranian philology in Kyiv, which was created under the leadership of A. Krymsky, is noted.

Modern terrorism is global and decentralized like cyberspace. While the Darknet is mostly used by terrorists for fundraising campaigns and illicit trading, publicly accessible social platforms such as Twitter, Facebook or YouTube are abused for terrorist propaganda. Combating terrorism remains one of the top priorities of the European union (hereinafter as “the EU”). The approach towards the online content possibly connected to terrorist propaganda has become stricter.This paper focuses on the development of the EU legislation on the offence related to terrorist activities: the public provocation to commit a terrorist offence, as well as on the obligations of hosting service providers. It also analyses the impact of the Directive (EU) 2017/541 of the European Parliament and of the Council of 15 March 2017 on combating terrorism and replacing Council Framework Decision 2002/475/JHA and amending Council Decision 2005/671/JHA. The article observes a changing attitude on private monitoring of online information in the development of the EU legislation. It analyses changes in the Proposal for a Regulation of the European Parliament and of the Council on preventing the dissemination of terrorist content online. These changes signify a shift in the perception of the necessary level of freedom to receive and impart information through the internet.

In April 2016, the Digital Public Library of America (DPLA) and Europeana officially introduced RightsStatements.org, a new controlled vocabulary for international, standardized, machine-operable statements about the copyright status of digital resources. This article describes the rights statements, provides guidance and examples on how to apply the most common ones, and addresses common pitfalls. It outlines how assigning rights statements fits into the digital resources workflow at Penn State, including contributing to the DPLA through PA Digital, Pennsylvania’s Service Hub. Finally, it offers suggested resources for libraries and other cultural heritage institutions to help make their own rights determinations when they lack the expertise of a copyright officer.

This study analyzes the implementation mechanism of local working patents from both European and Indonesian perspectives, using normative research methods and secondary data obtained from library research. The implementation of Patent Act Number 13 of 2016 has faced criticism from various parties, including patent holders who find it complicated and difficult to comply with the local working patent provisions. The Ministry of Law and Human Rights has issued regulations to facilitate patent holders who are unable to implement Article 20 by allowing them to request patent postponement. However, the Job Creation Act No. 11 of 2022 has made it easier for patent holders to fulfill their obligations regarding local working patents. The Directorate General of Intellectual Property (DGIP) is responsible for monitoring, evaluating, and reporting on intellectual property protection. However, rules and procedures related to monitoring mechanisms, especially those related to implementing local working patents, have not been fully regulated by the DGIP Office.

Public universities library projects financed from the national and European funds at the disposal of state-level and regional institutions in PolandThe main objective of this article is to provide an overview of potential financing sources for library projects which can be executed by public universities. The most important authorising officers of the funds for pro-development activities of libraries are state-level and regional institutions represented by the Ministry of Science and Higher Education, the Ministry of Culture and National Heritage, Digital Poland Project Centre, the National Centre for Research and Development and Marshall’s Offices. The applied method of analysis and synthesis of the acts, regulations and guidelines within the scope of eligible expenditure and adetailed description of national and regional operational projects has allowed for the types of projects which can be financed form non-university national and European resources to be identified. The national and regional level institutions supporting the activities for the development of libraries are mainly focused on the projects concerned with pre­servation of the unique library resources of high importance for science or its heritage, developing scientific library resources and making them available in digital form, as well as increasing access to data bases which contain scientific information, including Virtual Library of Science. The above mentioned institutions finance or co-finance both the building and the expansion of interoperational scientific digital repositories of regional or national scope, which are user-oriented and co-finance the activities for the improvement of skills in managing information and using professional data bases in educational process. The variety of project types which are subject to external financing makes it possible to execute projects which are in accordance with current strategies for the deve­lopment of libraries, expressing their current and future plans. The research conducted has shown current availability of funds for the activities for development of scientific libraries on the level of both state and regional institutions. The availability of these funds by means of competition enables the execution of innovative projects, the main purpose of which should be to achieve competitive advantage of specific academic centres on the market of library services in Poland. The research has also confirmed the possibility of obtaining funding form the European or national funds up to 100% of eligible expenditure of the projects concerned first of all with the development of e-science. It is particularly important in the situation when university budgets cannot ensure financing for all the expenditure connected with pro-development needs of their libraries.

Leveduras são integrantes microbianos da biodiversidade brasileira que representam uma valiosa fonte de potenciais aplicações biotecnológicas. Esses micro-organismos que podem crescer e sobreviver em diferentes substratos naturais e produzir uma grande variedade de enzimas hidrolíticas, as quais podem ser empregadas no desenvolvimento de produtos e otimização de bioprocessos industriais. Neste estudo, foi realizada uma prospecção científica e tecnológica, do período entre 2012 e 2022, sobre emprego de enzimas hidrolíticas de leveduras ambientais. Para a prospecção científica, foram verificadas as produções sobre o tema nas bases MEDLINE/PubMed, Scientific Electronic Library Online (SCIELO) e Catálogo de teses dissertações da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). Para a prospecção técnológica, foi realizada busca por depósito de patentes nos bancos de dados do Instituto Nacional da Propriedade Industrial (INPI), European Patent Office (EPO) e The United States Patent and Trademark Office (USPTO). Foram identificados um total de 3.067 artigos científicos, 143 dissertações ou teses e 267.352 depósitos de patentes relacionados às enzimas de interesse deste estudo (amilase, celulase, pectinase e protease), sendo o maior volume, tanto de produções científicas como tecnológicas, corresponte à enzima protease. Quanto à classificação internacional de patentes (IPC), houve destaque para a produção de álcool combustível, com quatro publicações no total. Concluiu-se, por meio deste estudo, que há diversas perspectivas de aplicações tecnológicas e de inovações envolvendo enzimas hidrolíticas advindas de leveduras e, os bancos de dados de publicações e de patentes podem servir como fonte de insights para inovações biotecnológicas envolvendo enzimas microbianas.

I became involved in science communication over 20 years ago. With a background in microbiology and genetics, I had started my working life editing and abstracting science journals while taking a postgraduate course in information science. That led to 3 years running a scientific library for Cadbury Schweppes and then a position as biotechnology information specialist at the British Library. This was in the early 1980s and was the first flowering of commercial biotechnology. The European Biotechnology Information Project (EBIP) was intended to help scientists get to grips with information sources in hitherto unfamiliar areas such as legislation, intellectual property and marketing. In practice, we found that scientists, being resourceful types, were quite happy delving into any sort of literature with minimal help, but we did find we had a ready audience of teachers, journalists, legislators and venture capitalists among others who needed our help to explain what this ‘new’ science was all about. It was at this point that I realized that I was happier (and better) at explaining biology and its applications to non-biologists than explaining the finer points of EU regulations to scientists. So when, in 1985, I saw an advertisement from the Biochemical Society for a ‘Research and Information Officer’, it seemed like a good career move.

In modern musicology, which studies various polyphonic traditions intensively, it would appear that there are no longer any unknown types of polyphony and undiscovered forms of notating music. The most exotic musical phenomena have been researched and transcribed, and a good many of them have been digitized. Still, one must recognize that the focus of these studies up until now has been predominantly on Western and Central European polyphonic schools, while one significant polyphonic tradition, namely, early Russian polyphony, which, moreover, occupied a fairly extensive historical period, is only now beginning to be investigated systematically. The purpose of this article is to introduce my project involving a critical edition of Russian neumatic polyphony. This edition is the culmination of my work on deciphering neumatic scores of the most festive type of early Russian polyphony—four-part Demestvenny singing (or Demestvo). The object of the present study is the Demestvenny All-Night Vigil recorded in a unique source—a ceremonial illuminated codex belonging to the 17th-century Choir of the Tsar’s and Patriarchal Singing Clerics, which is now kept in the British Library—Add. MS 30063. The edition is planned as part of the dissertation project “The All-Night Vigil in early Russian polyphony,” which I am preparing under the guidance of Professor Dr Christoph Flamm at the Musicology Seminar of the University of Heidelberg. Within its scope, the dissertation examines three types of early Russian polyphony using examples from the All-Night Vigil office. A comprehensive analysis of the hymns themselves will be included in the dissertation but remains outside the scope of this publication.

<p><strong>Abstract:</strong> This article examines the early history and recent developments of dayah santri in Aceh. This research is a combination of library research and field research. The approach used in this study is a historical approach. This study proposes that the modernization of the santri is divided into two phases. The first phase of pre-modernization, modernization of Acehnese santri only recognizes the world of students wearing a kupiah (cap), sarong, balee, reciting the Koran 10-25 years ago, returning to the village, establishing a small dayah, and so on. The second phase is the modernization phase, in this phase, the students experience modernization, in which students begin to openly follow formal education from Elementary School to Higher Education (S1-S3). The political transformation of 1989, as well as Poland’s accession to the European Union in 2004, had a significant impact on the cultural sector and the forms of its organisation and funding. These events also contributed to setting new directions for Polish cultural policy. This is a part of a wider public policy, understood as an intentional and deliberate process of achieving objectives in particular areas of public life. Currently, the library policy is an integral component of Polish cultural policy. It aims to achieve specific objectives and implement tasks in the field of the social circulation of library books and the preservation of the linguistic, cultural and civilisational heritage for future generations. Since 2001, public spending on culture in Poland has remained below 1% of the total expenditures of the state budget. The limited financial resources earmarked for culture in the national and provincial budgets are the main reasons for performing a comparative study of the technical efficiency of cultural institutions in Poland using the example of libraries. The Polish system of public libraries consists of national, educational, school, medical, agricultural, prison and military libraries. The operations of these institutions require adequate funding to guarantee meeting society’s reading and informational needs. The main aim of this paper is to gauge the efficiency of the regional system of libraries in Poland. The research focuses on analysing the public libraries operating in Polish provinces, using data from Polish Statistical Office resources (The Local Database), and one of the nonparametric methods, i.e. the results-oriented CCR model of data envelopment analysis (DEA). It was found that the major reason for the lack of efficiency in most Polish libraries is the insufficient amount of local government’s financial support combined with the lack of self-financing opportunities for such cultural institutions
