Résumé :
The aim of this paper is to examine the mental models of actors in Tunisian firms with respect to the environmental pollution. The authors use a cognitive map to observe these mental diagrams and to visualize ways to conceptualize the environmental pollution and to understand this concept through the presentation and analysis of the cognitive maps of Tunisian firm’s actors. Each actor’s systematic exploration grid shows a balance of concepts that expresses their cognitive orientation. Thus, the authors visualize the concepts (variables) that structure the cognitive universe of the actors, which is projected in terms of influences and dependencies. This research provides some lines of thought about environmental and pollution reporting that should be explored further. The research can only help to launch a debate on corporate accountability and transparency.

Do US air pollution offset markets disproportionately relocate pollution to or from low-income or minority communities? Concerns about an equal distribution of environmental quality across communities--environmental justice--have growing policy influence. We relate prices and quantities of offset transactions to the demographics of the communities surrounding polluting plants. We find little association of offset prices or offset-induced movements in pollution with the share of a community that is Black or Hispanic or with mean household income. This analysis of 12 prominent offset markets suggests that they do not substantially increase or decrease the equity of environmental outcomes.

This paper utilize generalized impulse response function of the VAR model and variance decomposition method to investigate the effects of long-term dynamic characteristics between environmental pollution indicators and GDP per capita in 11 provinces of western China in the 1992-2010.Impulse response analysis showed that:on the one hand economic growth is a major cause of environmental pollution.Environmental pollution on the other hand, economic growth, there are also a reverse effect.however, this force has a certain lag effect. Variance decomposition results show that although environmental pollutionis an important variable to forecast economic growth, the economic growth has little contribution to explain various types of environmental pollution predictor.

Résumé :
The Indian textile industry is significantly contributing to the socio-economic development of the country but is often condemned for adverse environmental impacts. The textile industry encompasses huge consumption of raw material and produces high volume of waste as byproduct. When the waste is released into the environment, it contaminates the environment by polluting air, water, land and soil. The pollution impact of wet processing and fiber production is very detrimental to the environment. Whereas, yarn formation and fabric formation are responsible for heavy noise and dust generation in the workroom. Taking this forward, current study has makes an attempt to present an overview of environmental sustainability status of Indian textile industry and provide necessary suggestions. It is found from the study that pollution impact from fiber formation and wet processing of textiles is spread beyond shop floor but pollution impact of yarn formation and fabric formation are limited to the workroom only. An efficient waste management system can reduce these impacts.

Résumé :
Developing new productivity adapted to local conditions and actively promoting the green transformation of industries is the key to improving environmental pollution control levels. Based on data from 697 listed companies in heavily polluting industries nationwide from 2012 to 2022, this paper empirically examines the impact mechanisms, paths, and heterogeneity of technological finance, technological innovation, and financing constraints on environmental pollution control levels. The study shows that technological finance significantly improves the environmental pollution control levels of heavily polluting enterprises. However, there is some greenwashing behavior in the utilization of technological finance funds. Technological innovation and financing constraints play a partial mediating role in the process of improving environmental pollution control levels through technological finance. Compared with non-state-owned enterprises, state-owned enterprises are more sensitive to the enhancement of environmental pollution control through technological finance. To improve the environmental pollution control levels of heavily polluting enterprises, those located in strictly regulated “dual control areas” are less influenced by technological finance compared to those outside these areas. This paper also attempts to explore the factors affecting the sustainable green development of heavily polluting industries and provides policy recommendations for improving the environmental pollution control levels of heavily polluting enterprises.

Résumé :
With the continuous improvement of our environmental monitoring system, environmental monitoring laboratory has actually become the typical small pollution sources, which caused very prominent environmental pollutions. However, the pollution problems in the environmental monitoring laboratory are basically in the neglected state and without the standardized management. The paper analyzed the common polluted emissions and characteristics about the process of environmental monitoring in the laboratory. How to reduce laboratory contamination from the sampling, chemical analysis and monitoring processes was discussed. The main pollution problems were caused by the lack of laboratory environmental awareness and the laboratory contamination control at the expense. In conclusion, strengthen the environmental monitoring laboratory management and environmental education, recycling the laboratory waste, separating collection, and treating by different methods are the main ways to solve the pollutions in the Lab. The monitoring departments at all levels must improve its environmental quality in order to reduce the environmental pollutions and make efforts to avoid the pollution of the monitoring laboratory waste.

Résumé :
Transboundary pollution between neighboring regions seriously affects the efficiency of overall environmental governance; however, there are few studies focused on how to estimate the degree of transboundary pollution between different regions. With China as a case study, this article developed a new measurement to estimate the degree of transboundary pollution among regions, and comprehensively investigated the influencing factors of transboundary pollution in China between 2000 and 2013. The results indicate that transboundary pollution effects exist in China. In ascending order, the regions most affected overall by transboundary pollution from polluting enterprises were as follows: eastern region < central region < western region. The reduction in transboundary pollution effects was most prominent for severely polluting enterprises in the eastern and western regions and lightly polluting enterprises in the central region. An analysis of the influencing factors reveals that the regional environmental regulation intensity has a negative feedback effect on the transboundary pollution effects. These findings indicate that polluting enterprises in regions with a low environmental regulation intensity are more inclined to operate in border areas to obtain both the environmental benefits associated with the low local environmental regulation intensity and the market economy benefits associated with neighboring urban regions, thereby aggravating environmental pollution in border areas.

Résumé :
Industrial pollution is a Buzzword of the present world. At the same time, there needs industrial development along with the mitigation of pollution, but in practice, industries are increasing with polluters although protection of pollution is lagging. The conservation of natural wealth is growing through various processes without thinking about the future. As an overpopulated country, a large number of industries have been contributing to enrich the economy of Bangladesh. In addition to there is no specific legal mechanism in the country to control industrial pollution which causes danger for the environment. The paper endeavors to find out the present legal instruments regarding environmental pollution caused by industries in Bangladesh, whether these are sufficient to prevent such pollution or not. Therefore, there is no specific legislation under IEL to mitigate industrial pollutions The research will contribute to the courtier's policymaking in the field of environmental protection, very few research has done in this area. As there is no specific legislation dealing with industrial pollutions, the Article tries to facilitate the need for specific legislation or mechanism on this matter by mentioning critics of existing legislations and found that, in absence of specific legislation the country is facing environmental threats every day. The data is analyzed with qualitative methods, both primary and secondary data is analyzed for the same. The research is done with doctrinal based analytical research.

Résumé :
This paper explores the relevance for the debate on “pollution havens” of two cases from the international political economy of Japan-Southeast Asia relations. It begins by suggesting that the typical focus of the pollution havens literature is too narrow, and concentrates instead on the broader question of the extent to which the environmental transformations associated with particular sectors influence their international siting patterns. The first case—the changes in Japanese FDI to Asia in the 1970s—demonstrates that Japanese firms and the Japanese state consciously attempted to relocate highly-polluting industry in order to escape anti-pollution protest in Japan. The second case—the effort to create in Asia and the Pacific an export-oriented industrial tree plantation (ITP) sector supplying regional pulp and paper markets—shows, somewhat counterintuitively, that political contestation related to the environmental problems caused by ITPs has encouraged Japanese companies to concentrate their tree planting activity not in Southeast Asia but in Australia.

Résumé :
To promote third-party environmental pollution control in China, it is necessary to dissect the mechanism of fiscal policy in third-party environmental pollution control. This study first discusses the acting paths of fiscal policies on third-party environmental pollution control in theory. A tripartite evolutionary game model involving the local government, the polluting enterprise, and the third-party enterprise is established. The replicator dynamics, evolutionary stability strategies, and numerical simulation of the behavior of the three participants are analyzed to further study the acting mechanism of fiscal policy in third-party environmental pollution control. In addition, the influences of other parameters on the implementation of third-party environmental pollution control are evaluated. The results show that the behaviors of the local government, the polluting enterprise, and the third-party enterprise influence each other. Furthermore, strengthening the relevant fiscal policy, reducing the risks of the polluting enterprise and third-party enterprise, and improving the benefit to the local government are conducive to promoting third-party environmental pollution control in China. Based on these results, this study proposes the following policy implications: formulating fiscal policies for third-party environmental pollution control, implementing fiscal policies in a dynamic and progressive manner, improving the market mechanism of third-party environmental pollution control, and strengthening the environmental performance assessment of the local government.

In recent years, the concept of pollution prevention has overtaken end-of-pipe controls as the paradigm of choice for effecting environmental protection. Through cooperative mechanisms, significant progress Is being made to reduce or eliminate upstream processes and practices that can lead to downstream pollution. These efforts, coupled with productive interactions with the public, are making an impact. The Science Advisory Board released a report in January that described the “next wave” of pollution prevention. Specifically, the report described approaches for anticipating environmental problems of tomorrow so that preventive actions can be taken today. The potential of air pollution problems figures prominently in the Board's vision of the future.
