Résumé :

A new international network (ECAINECE) of environmental law enforcement agencies was established in May 1998 covering countries of central and eastern Europe and Central Asia. It is different from existing European networks (e.g. IMPEL) in not focusing on a common set of legislation, but shares common goals of exchange of information and experience. Success of the network would significantly aid the development of environmental law and its enforcement in non EU accession transition states.

Many countries in Eastern Europe, particularly ones from the former Soviet Bloc, are facing a potential crisis regarding their deteriorating precast panel apartment buildings. These complexes were built using industrial methods in response to the housing shortage during the 1960s, 70s and 80s. An ending lifecycle in combination with the poor design and construction quality makes these buildings extremely vulnerable to earthquakes that are frequent in the region. This thesis addresses the need to act urgently in order to rehabilitate these structures and ensure that they meet today's building code requirements. It is achieved through a case study that explores the effectiveness of global bracing seismic mitigation techniques on an existing precast panel building located in Sofia, Bulgaria. The in-situ building is first analyzed using SAP2000 and then again after the bracing is added to the model. A variety of parameters such as drift, floor acceleration and seismic damage are compared with cost and plausibility of the chosen options. As a final outcome, the external bracing scheme used in this study does in fact decrease both the floor accelerations and the interstory drift by at least 10% and in some cases as much as 85%. During the thesis, several local experts and practicing structural engineers were interviewed and consulted. For this study it is assumed that the building has a close statistical representation of other buildings with similar structural system both in Bulgaria and neighboring Eastern European countries.

The dissertation is a comparative study of three multilateral development banks (MDBs)-the World Bank, European Bank for Reconstruction and Development (EBRD), and European Investment Bank (EIB)-and their struggles to operationalize and implement relatively new environmental mandates. MDBs are increasingly being relied upon to address environmental issues in their activities, while at the same time facing criticism for allegedly promoting serious environmental degradation in borrowing countries. The dissertation focuses on the activities of these banks in Central and Eastern Europe, where the fall of the Iron Curtain revealed the most polluted countries in Europe, and where these MDBs are among the top donors. There is significant variation in the degree to which these MDBs have incorporated environmental goals into their work. The World Bank has played an important role in providing policy support for environmental reform in the region, while financing the largest scope of "green" projects of the three banks. The EIB has responded to its environmental goals in minimal ways, and the EBRD has an intermediate position between the other two. I argue that external pressure from major shareholder countries, usually supported or pushed by NGOs, is a key factor determining the depth of an MDB's commitment to new mandates, such as the environment. However, shareholder commitment is a necessary but not sufficient condition in explaining the banks' environmental behavior. Governance structures for all three banks are diffuse, and, as a result, institutional design and incentive systems play critical roles in how environmental objectives are translated into activities. In all three cases, the banks' internal incentive systems are poorly aligned with their environmental goals, and even where institutional variables are structured to promote greater awareness of environmental issues within the banks, they do not always work as envisioned. Theoretically, the dissertation argues that different causal variables matter at different stages of the policy process. Neorealist approaches have the most explanatory power in accounting for how environmental ideas are brought to the MDBs, but are insufficient in explaining outcomes. Approaches drawn from institutionalist and organizational theories, in turn, provide guidance in analyzing the mechanisms by which environmental objectives are translated into practice. The argument calls for a better integration of international relations theories emphasizing the importance of shareholder politics with theories that focus on how institutional arrangements shape behavior.

In generale, quando si parla di allargamento ad est si include anche la Romania e la Bulgaria, entrate nell'Unione successivamente, nel 2007, in quanto non furono in grado di rispettare i criteri prestabiliti dalla Commissione (Criteri di Copenhagen). In particolare, questi ultimi due stati suscitarono forti critiche e preoccupazioni riguardo la loro capacità di rispettare i principi di adesione, in quanto ancora non sufficientemente preparati e qualificati per la membership. All'inizio delle negoziazioni, tutti gli stati dell'allargamento ad Est del 2004-07 stavano affrontando delle profonde trasformazioni sociali, politiche ed economiche. Romania e Bulgaria, tuttavia, rimangono due stati controversi, in quanto entrambe stentarono ad applicare e trasporre le regolamentazioni dell'Unione. Nel primo capitolo di questa tesi vengono date una serie di definizioni che saranno necessarie per una comprensione più dettagliata dell'argomento in quesitone. In particolare due concetti, la condizionalità e la compliance, strettamente connessi in quando la condizionalità è uno strumento fondamentale per stimolare i paesi membri a rispettare le regolamentazioni dell'Unione. This thesis defends the position that the Eastern Orthodoxy has the potential to develop, on the basis of its core concepts and doctrines, a new political theology that is participatory, personalist and universalist. This participatory political theology, as I name it, endorses modern democracy and the values of civic engagement. It enhances the process of democracy-building and consolidation in the SEE countries through cultivating the ethos of participation and concern with the common good among and the recognition of the dignity and freedom of the person. This political-theological model is developed while analyzing critically the traditional models of church-state relations (the symphonia model corresponding to the medieval empire and the Christian nation model corresponding to the nation-state) as being instrumentalized to serve the political goals of non-democratic regimes. The participatory political-theological model is seen as corresponding to the conditions of the constitutional democratic state. The research is justified by the fact the Eastern Orthodoxy has been a dominant religiouscultural force in the European South East for centuries, thus playing a significant role in the process of creation of the medieval and modern statehood of the SEE countries. The analysis employs comparative constitutional perspectives on democratic transition and consolidation in the SEE region with the theoretical approaches of political theology and Eastern Orthodox theology. The conceptual basis for the political-theological synthesis is found in the concept and doctrines of the Eastern Orthodoxy (theosis and synergy, ecclesia and Eucharist, conciliarity and catholicity, economy and eschatology) which emphasize the participatory, personalist and communal dimensions of the Orthodox faith and practice. The paradigms of revealing the political-theological potential of these concepts are the Eucharistic ecclesiology and the concept of divine-human communion as defining the body of Orthodox theology. The thesis argues that with its ethos of openness and engagement the participatory political theology presupposes political systems that are democratic, inclusive, and participatory, respecting the rights and the dignity of the person. The political theology developed here calls for a transformation and change of democratic systems towards better realization of their personalist and participatory commitments. In the context of the SEE countries the participatory political theology addresses the challenges posed by alternative authoritarian political theologies practiced in neighboring regions.

AbstractDuring the preindustrial era one of the major migration waves headed eastward to Eastern Europe, where scores of migrants, in their pursuit of happiness, hoped to fulfil their dreams, have their own farm or set up a company, achieve a higher social status, and benefit from religious freedom and tolerance. The first wave of migration was connected with German colonization and the establishment of settlements following the German law. The alluringly large expanses of “pristine” land, together with tax privileges and the prospects of relative autonomy, attracted scores of bold, enterprising and hard-working settlers to relocate to the East. Most of them were peasants and townsfolk from the German states and the Netherlands, but there were also Jews escaping discrimination in Western Europe as well as West-European Protestants and Catholics attracted by religious tolerance in the East. Prospects of freedom and economic success encouraged them all to choose Poland and the Polish-Lithuanian Commonwealth as their second homeland.

Résumé :

The article concerns the properties of bitumens and modified binders manufactured in Poland and used in Central and Eastern Europe for road paving. The aim of the article is to evaluate the properties of bituminous binders in terms of the climatic conditions of Central and Eastern Europe, taking the Polish climate as an example. In order to obtain a qualitative assessment of binders taking into account their role in the formation of road surface and its operating conditions in a wide range of temperatures, extensive research of the binders most commonly used in the construction of asphalt pavement were carried out. Aside from the results of standard tests, this article also presents the results of studies determining the functional properties of binders according to the SUPERPAVE method. Based on the results, it was found that the bituminous binders meet the requirements specified in European standards and technical guidelines. The temperature range of viscoelasticity of all the tested bituminous binders is very wide and exceeds 80 °C. However, in view of the Polish climate, an unfavourable phenomenon is a shift in the temperature range of viscoelasticity towards higher operating temperatures, at the same time lowering the binder performance at low temperatures.

Résumé :

Purpose – The article presents the results of a study evaluating the efficiency, benefits, and contribution to the sustainable development of destination of the Certification Leading Quality Trails – Best of Europe in the Czech Republic in Lužnice Valley Hiking Trail. Methodology – The cost-benefit analysis was used for the evaluation of the efficiency of the certification. HEAT (Health economic assessment tool) method was used for quantification of the economic benefits from improving health due to hiking activity on the monitored route. The evaluation of non-financial benefits was based on indicators of the sustainability of destination development in the economic, social, and environmental areas, and on the aspect of visitors´ satisfaction. Findings – The economic efficiency of the certification is low. However, the non-financial benefits of the certified trail are significant. The research showed the benefits of the trail certification in several aspects: the improvement of the quality of the tourist hiking trail led to greater satisfaction of tourists and their better experience. Another benefit is the increase of the image of the destination (Toulava). The certification of the trail contributed also to the sustainable development of the destination in all three pillars. Contribution – The investigation confirmed the importance and benefits of the trail certification. There was a significant improvement in the quality of the route and increased tourist satisfaction. This creates potential for further sustainable development of the destination and related services. Therefore, it is recommended that other hiking trails in the Czech Republic also undergo certification.

Abstract After analyzing the historical data of neighboring wells adjacent to the drilling site, 11 bit trips were required due to the low mechanical performance of the bottom hole assembly elements. This observation is based on maximum circulation hours and low helical bucking values that make it uneconomic to drill the sections with a positive displacement motor drive system. A redesign the bottom hole assembly was proposed to achieve an improved mechanical performance which allowed the section to be drilled with a single assembly. With a focus on increasing the mechanical limitations of the downhole elements, the use of 4 ¾" equipment is considered instead of the 3 ½" standard equipment used in this hole size. One of the biggest challenges was modifying the 4 ¾" positive displacement motor (PDM) to fit into the 5 ½" hole given that the mud motor has a maximum unmodified diameter of 5 ½". Using the force analysis module of a State-of-the-art BHA modelling software suite, multiple iterations were performed to simulate and validate an alternative PDM design and accompanying directional assembly. This new design featured modifications to an existing 4 ¾" PDM deploying a long gauge bit in combination with a fit for purpose measurement while drilling system. After numerous runs using this assembly design, it was found that there was no additional or unexpected wear of the modified Mud Motor components or associated elements of the downhole equipment. These observations act to validate the pre-job engineering force analysis. With the improved mechanical specifications of the 4 ¾" Bottom Hole Assembly (BHA) components, circulating hours were increased from 100 hours to 250+ hours in a stepwise process. This enabled drilling of the entire 5 ½" section with a single BHA, comparing favorably to the legacy approach with an average of eleven bit runs. The modified 4 ¾" PDM coupled with long gauge bit technology enabled a reduction in the oriented to rotate drilling ratio and an associated increase in the overall rate of penetration (ROP). It can be concluded that the substitution of 4 ¾" drilling equipment for 3 ½" in the 5 ½" hole section, increased the drilling efficiency between 30-50% according to field data obtained in Ukraine. The modified 4 ¾" PDM combined with long gauge bit technology has the potential to improve 5 ½" hole drilling performance in other locations. Following a structured planning process using State-of-the-art BHA modelling software suite enabling the evaluation of the significant forces that act in the drilling assembly and so significantly reducing the risks associated with exceeding the original design limits of the assembly. By improving the mechanical performance of the drilling assembly in a 5 ½" hole, new territory for drilling engineers and design engineers is now available to increase the drilling performance in slim wellbores.

Résumé :

The microseismic monitoring is a method of monitoring of fracture propagation during hydraulic fracturing process. The method uses array of geophones to localize micro tremors induced by liquid pumped underground at high rate and pressure. The acquired information helps to optimize fracturing process and prevents fracture growth to aquifer levels. It was proved to be useful on several unconventional hydrocarbon reservoirs in the USA. Conducted investigation was aimed at evaluation of the possibility of using the technology on Polish unconventional reservoirs. In order to stand better chances of success the analysis of several variants of monitoring was made. East Pomerania geological structure was compared to similar structures in the USA. With this knowledge, financially feasible configuration was selected. The array of geophones was dispatched around the drilling site and data acquisition was performed. The present paper is mainly focus on geological structure, hardware selection, damping factor and noise level analysis. The usefulness of used receiver configuration is also assessed.

Political culture is the values, beliefs, and emotions that members of a society express about the political regime and their role in it (Pickering, 2022, p. 5). Norms, values, attitudes and practices considered integral to a “culture of democracy”, according to the Council of Europe, include: a commitment to public deliberation, discussion, and the free expression of opinions; a commitment to electoral rules; the rule of law; and the protection of minority rights; peaceful conflict resolution. The consolidation of democracy involves not only institutional change, but also instilling a democratic culture in a society (Balčytienė, 2021). Research on democratic consolidation in various countries in Central and Eastern Europe (CEE) finds that a key impediment to consolidation is the persistence of old, authoritarian political culture that undermines political and civic participation. This rapid review looks at aspects of democratic culture and potential ways to foster it, focusing on educational initiatives and opportunities for civic action — which comprise much of the literature on developing the values, attitudes and behaviours of democracy. Discussion on the strengthening of democratic institutions or assistance to electoral processes is outside the scope of the report.

In the last few decades, the southern route’s use for drug trafficking gained prominence as increased law enforcement and unrest in the Middle East made the traditional ‘Balkan route’ less viable. This southern route transports drugs, mainly heroin, from its production in Afghanistan to Pakistan or Iran, to eastern Africa – including Tanzania and Mozambique- and consequently to South Africa, after which it is moved to Europe (Aucoin, 2018; Otto & Jernberg, 2020). Notable targets of trafficking via the southern route have been the United Kingdom, Belgium, and the Netherlands (UNDOC, 2015). It is difficult to know for certain the quantities of drugs being trafficked through eastern Africa, but the literature puts it at up to 40 tonnes, with 5 of those staying behind, while the rest is transported overseas (Haysom et al., 2018a, 2018b). Due to various political and economic shifts, methamphetamines produced in Afghanistan recently also began to be trafficked alongside heroin shipments through the southern route, with recent estimates putting it at 50% of drugs being trafficked (Eligh, 2021). Most of the literature agrees that, in recent years, drug trafficking routes in eastern Africa have shifted due to political changes, but there is no evidence to suggest that the amount being trafficked have decreased.
