Résumé :

The global economic system, as well as the planetary civilization, as a whole are experiencing an era of “great changes”. The transition is overdue from an economy based on the paradigm of “economic man” – calculating, selfish, competitive, striving to maximize profits – to a regenerative one, based on solidarity and cooperation, built into natural cycles and focused on the welfare of the majority. The solidary economy (SE), which is replacing the existing one, is at the same time a transition to a future regenerative economic system. Its positioning is due to the fact that its institutional design consists of forms of organization integrated into the late modern, but whose potential in terms of prospects for social development goes beyond its limits, crossing the border separating modernity from postmodernity. SE can be understood as an ecosystem of practices that already exist – some old, some new, some still emerging. International organizations consider the solidary economy to be the key to implementing the paradigm shift envisaged by the UN Agenda for the period up to 2030 and achieving the Sustainable Development Goals (SDGs). The key understanding of the SE as a system produced by the evolution of the modern economic system, which does not presuppose its revolutionary replacement with forms that constitute an alternative to existing institutions, the authors drew to its description the cooperation that best meets the needs of the transition to a new quality of socio-economic organization.

Résumé :

This paper provides an analysis of the practical implications of the concept of solidarity economy and the elements of public policies that affect the solidarity economy in Croatia. In a broader sense, solidarity is a common component of economic behaviour. In a narrower sense, solidarity refers to a set of economic practices that meet the criteria of balancing economic, social and environmental sustainability, joint ownership and participatory governance. Solidarity economy supports the construction and maintenance of common economic goods, which may occur within legal entities, as well as in contractual relations or informal cooperation. Solidarity economy is close to the concept of social economy, and significantly different from collaborative (sharing) economy. Public policies that encourage solidarity-based economic practices have their origins in the welfare state regime and the level of solidarity in society, which is followed by ideologies, strategies and activities of political and economic actors. The social contributions of the solidarity economy and the risks to which it is exposed justify state intervention in this area, which can be reflected in regulation and institutional, financial and tax support to its actors and processes. Public policies in Croatia generally do not recognise the importance of the social and solidarity economy and its actors, such as cooperatives and social enterprises. Although the recognition of possible contributions of the social and solidarity economy to society and the economy in Croatia is growing, the incentive framework is incomplete and insufficient, which is reflected in the results and future prospects of this sector. The coalition cabinet in which Solidarity played a leading role, but which also included Communists and their allies, won Parliamentary approval on September 12, 1989. This coalition inherited from the Communists an economy in deep crisis: inflation was raging, shortages of virtually all goods were rampant, and the black market was all-pervasive. The new government pledged to restore the market economy. This paper discusses the economy under Solidarity rule, focusing on stabilization and the restoration of private enterprise.

Résumé :

Solidarity economy theory has challenged the ideology and agenda of neoliberalism since the 1980s. However, are the two theories always opposed? For example, microcredit is often assessed positively as a practice of solidarity economy because it targets beneficiaries who are generally excluded or marginalised from a traditional financial infrastructure and enhances solidarity and reciprocity between people. However, other researchers have criticised it as an instrument for promoting and sustaining neoliberal politico-economic restructuring. This paper examines whether microcredit is part of solidarity economy or neoliberalism, using concrete examples of microcredit operations in rural Bangladesh. The following two questions will be addressed, as the tenets and effects of microcredit are judged, as supporting solidarity economy or neoliberalism. (i) Are microcredit services largely provided to economically or/and socially disadvantaged people? (ii) What relationships are built in local society, including microfinance institutions, through microcredit? This paper addresses these questions in field-based micro-level case studies and field data. In this examination, the paper will demonstrate and discuss articulation of the solidarity economy and neoliberalism, as well as how the effects of microcredit can be enhanced as a part of the solidarity economy instead of being an item on the neoliberal agenda.

Résumé :

This article presents this trajectory, starting from the work of Milton Santos on the circuits in the urban economics in the underdeveloped countries and their relation to the popular economy. We also discuss the solidarity economy, which originated within the framework of European associativism, and in Brazil assumes peculiar contours when focusing on self-managed collective production. Finally, we discuss how the current Latin American debate articulates the questioning of the market society and the proposition of an “other economy” focused on work and on the plurality of economic principles. In this sense, “social and solidarity economy” would be, in peripheral and in central countries, a set of initiatives oriented to an ideal economic system, to replace the “economy of capital”.

Recent legal changes in Ecuador have impacted non-financial cooperatives, prompting a study on their potential effects. Rooted in solidarity and sustainability principles, Ecuador's social and solidarity economy draws from indigenous traditions and social movements. The study aims to assess legal modifications, evaluate their impact on cooperatives, and analyze their role in the broader social economy. Challenges arising from economic diversity and reliance on primary exports call for a more supportive and sustainable economic framework, with solidarity markets and intercultural economic circuits playing crucial roles. Despite challenges, embracing solidarity and sustainability can lead to a more equitable and resilient social economy in Ecuador.

The globalizing economy is not only offering affluence to the elite but also a form of idolatry, in which the idol is ‘the golden calf of global capitalism’. In this article I attempt to inquire a God-talk which engages the challenge of global greed and stimulates solidarity for the people who make up the base of the economic pyramid — ‘a triune economy of gift’. I propose an Asian perspective of Trinitarian economy which explicates fragility, frugality, and solidarity as divine characteristics. In so doing, I explore some ecumenical documents and four different voices from Asia which assess structural evil: the theology of ajur-ajer of Father Mangunwijaya, the public theology of Felix Wilfred, the theology of God’s life and emancipation of Paul S. Chung, and the theology of multitude of Kwok Pui-lan. In this, I hope to contribute to global liberation theology.

Microfinance is the provision of financial services to individuals or small businesses who lack access to traditional banking system because of lack of guarantees. It aims to support underserved groups through microcredit and other financial services. It differs from traditional funding in its size and flexible terms. This study aims to explore the role of microfinance in supporting the solidarity economy. We have used a descriptive and analytical approachtoshed light the importance of microfinance and the solidarity economy, and we have analyzed some of the Arab experiences that have succeeded in this activity. The study found that microfinance has a crucial role in supporting solidarity economy by enabling poor and economically marginalized groups access the necessary funding to develop small and medium-sized enterprises. This contributes to foster financial inclusion and create new job opportunities helping reduce the economic gap between classes and promoting social solidarity. The study also confirmed the success of Arab experiences in the field of microfinance and solidarity economy support. These experiences have shown their ability to promote financial inclusion, economically empowervulnerable groups, and support small enterprises that contribute to sustainable development and social solidarity enhancement.

In this sense, it is a reflection on the interrelations between state, economy and society. The approaches are: 1. How to institutionalize solidarity economy (SE) in the structures of the state? What are the interrelationships between the SE and other public policies? How to establish permanent and effective instruments of participation of SE in management policies? The solidarity economy contemporary experiences would be inducing new models of public action? Or in other words, the experiences would be manipulated by the mechanisms of power and money as Jurgen Habermas argues in his theory of communicative action? There are no simple answers, experiences in solidarity economy is configured as a constant building process.

Alternative economies are responses to conventional economic systems, such as the solidarity economy, which tend to have an impact on changes in food supply systems, aiming for a transition to sustainability. With this in mind, the article addresses the importance of the solidarity economy for food production in the interrelation between the terms solidarity economy and food. This is a comprehensive review, which its approach is organized into four sections: the first discusses the path to food security and the sustainability of food systems, demonstrating the challenges for global food security. The second refers to the principles of cooperativism, particularly its social organizations, with an emphasis on cooperatives and the solidarity economy. The third describes the influence of short chains on alternative food supply networks, based on an overview of the interdisciplinary dimension of these short food circuits. And finally, the fourth covers the debate on organic production as an alternative in food networks, presenting innovations achieved by organic farming. This is an analysis of studies already carried out on the global food system linked to a complex multifactorial dimension, in which organic farming and the solidarity economy can be an alternative to the transition to sustainability in food production chains.

The contradictions of the contemporary world reach alarming levels, which endangers the planetary sustainability, both environmental, social , or economic, which requires rethinking the current economic - production model. The Solidarity Economy (SE ) is presented as an alternative to the current system , focused on the socio-economic inclusion , self-management, equity and solidarity. The present study sought to identify and analyze the strategies used by three developments of solidarity economy that have achieved a certain degree of consolidation and success on projects from all congeners in action in the region of Londrina - PR. The article sought through exploratory , descriptive and qualitative research via document analysis and interviews with leading executives from each of the projects, understand the choice of strategies and their performance in the market. It is perceived that conventional strategic models do not apply to most solidary enterprises considering its particularities and purposes. The question and the point of tension that emerge from these experiments is how to replace or combine the traditional logic of profit maximization with maximization of social inclusion and alternative sociability, fundamental elements of the Solidarity Economy.

This article introduces a special issue of Work, Employment and Society on solidarities in and through the experience of work in an age of austerity and political polarisation. It commences by discussing the renaissance of studies of solidarity in the workplace – and beyond. Debates on solidarity as a concept are reviewed in relation to moral economy, labour organising-mobilisation, emotional labour and public sociology. Each of the special issue articles assess the value of the solidarity concept under contemporary conditions. Between them they explore solidarity among gig economy delivery riders (Italy and UK), special needs teachers (England), volunteer lifeboat crews (UK and Ireland) and international ‘social factory’ activists. Two articles examine solidarity within organised labour: first, internationalism among dock workers and second, North American police unions’ construction of a divisive ‘blue solidarity’. The article concludes by calling for continued study of different forms of solidarity in and through work, especially among migrants and individualised workers.

Résumé :

The article studies the essence and peculiarities of using social and solidarity financing mechanisms in the modern economy. The development of the social and solidarity economy, which balances the goals and priorities of sustainable development with the goals and values of the market economic system, raises the issue of financing organizations in this sector that do not always adhere to economically sustainable business models. Companies of the social and solidarity economy are a tool for forming a new and efficient system of the national economy, providing environmental protection, cultural development, education, healthcare, social security, implementation of civil society initiatives, etc. However, as they pursue primarily social rather than economic goals, the issues of their financial support and achieving financial sustainability in the long-term context are being raised. The article analyzes the transformation of social and solidarity financing mechanisms, defines their essence in the current context, and identifies the primary sources of social and solidarity financing by potential providers. The latter include individuals, participants, shareholders, other stakeholders, foundations and philanthropic organizations, financial intermediaries, and public authorities. The next stage of the study systematizes the main types of social and solidarity financing mechanisms in the modern economy, including traditional (donations, grants, loans, subsidies, etc.) and innovative forms (ethical, impact investing, tolerance capital, social stock exchanges, etc.). Based on the analysis, the authors substantiate the reasons for the growing role of social and solidarity financing in the modern business sector, which include an increase in demand for qualified personal and social services as a result of the long-term COVID-19 pandemic and Russian aggression in Ukraine; and the actualization of social inclusion issues due to the growing social inequality and uncertainty of specific population groups and the need for their social adaptation.

Résumé :

This paper presents the state of the art on interoperability developments for the social and solidarity economy (SSE) community web based information systems (WIS); it also presents a framework of interoperability for the SSE' WIS and the developments made in a research-in-progress PhD project in the last 3 years. A search on the bibliographic databases showed that so far there are no papers on interoperability initiatives on the SSE, so it was necessary to have other sources of information: a preliminary analysis of the WIS that support SSE activities; and interviews with the representatives of some of the world's most important SSE organisations. The study showed that the WIS are still not interoperable yet. In order to become interoperable a group of the SSE community has been developing a Dublin Corre Application Profile to be used by the SSE community as reference and binding to describe their resources. This paper also describes this on-going process.

Résumé :

Social and Solidarity Economy (SSE) initiative which has been implemented in Malaysia and shows it success when four case studies reported SSE communities or organization displayed efforts in helping the public on exiting economic crisis. However, the information miss-governance destroys the SSE business value, slow down organization and creates unnecessary risk to the SSE communities when the government and state neglected SSE successful initiatives in combating economic crisis of the public, yet not having them as a solution to the economic downturn. A case study was conducted to identify implication of information governance towards social solidarity economy initiative. Information Governance Framework were tested to two focus group using empirical study. The framework was simulated on the focus group to analyze its significant impact. The results of the study indicates that information governance increase income generation with significant achievement. The results of this study is important to demonstrate application of IG towards SSE decreases opportunity of business operation mistakes and dark data composition.

The article is a review of existing research on the concept of a solidarity economy (SE) and the role of cooperation in this area. The authors analyze various aspects of the SE, such as equity, sustainability, resource allocation, social inclusion and environmental sustainability. The paper emphasizes the relevance of the study of solidarity economy and cooperation in the context of modern challenges. The authors draw attention to the fact that the SE is focused on meeting social needs, unlike the traditional economy, which is focused on profit and cost reduction. The authors point out that the solidarity economy does not require a complete replacement of existing economic forms, but is complementary and compatible with existing market relations. Various methods were used in the research process, including the analysis of scientific literature and international practices, as well as the study of data and statistics. The authors analyze and compare various studies and approaches related to the SE and cooperation. The main conclusions of the article emphasize the importance of a solidarity economy and cooperation in creating a fair, sustainable and socially inclusive society. The authors note that a solidary economy and cooperation can contribute to an equal distribution of resources, promote environmental sustainability and innovative practices. The article provides valuable information for researchers, economists and practitioners interested in solidarity economy and cooperation. The results of the study and the proposed approaches can be used to develop policies and programs aimed at developing a SE and improving socio-economic conditions. The role of energy cooperatives in the sustainable development and decentralization of energy systems is considered.

The transition from Fordist manufacturing to the so-called knowledge economy confronts organized labor across the advanced market economies with a new and more difficult landscape. Many scholars have suggested that the future of egalitarian capitalism depends on forging new political coalitions that bridge the interests of workers in the “new” and “old” economies. This article explores current trajectories of change in Denmark and Sweden, two countries that are still seen as embodying a more egalitarian model of capitalism. The authors show that labor unions in these countries are pursuing two quite different strategies for achieving social solidarity—the Danish aimed at equality of opportunity and the Swedish aimed at equality of outcomes. The article examines the origins of these different strategic paths and explores the distinctive distributional outcomes they have produced. The conclusion draws out the broad lessons these cases hold for the choices currently confronting labor movements throughout the advanced industrial world.

The aim of the paper is to present solidarity economy reintegration entities and to analyse the actions they undertake for labour market reintegration and social inclusion of people at risk of social exclusion and for social and vocational rehabilitation of the disabled in the Warmia and Mazury region. The paper provides a review of the literature on the subject, based on an analysis of data from public statistics published by Statistics Poland, current studies of the Regional Centre of Social Policy in Olsztyn and scientific studies dedicated to the field of the social and solidarity economy. The analysis has revealed that all solidarity economy entities operating in the region are focused on taking comprehensive measures aimed at counteracting social exclusion and promoting social and vocational reintegration of people who, for various reasons, are not able to perform their social and professional roles independently and effectively.

The Economy of Solidarity suggests that society claims responsibility on the basis of solidarity in the production, distribution and consumption, and that the economic practice regenerates social life with models of reciprocity and redistribution outside the capitalist system. The first part of the text summarizes the historical circumstances of the emergence of civil society organizations in Latin America, whose various alternative initiatives came together in the so-called World Social Forum since the year 2000. The second part explains the proposal of the Economy of Solidarity as part of that movement by highlighting the role of the gift culture, and the concepts of reciprocity and redistribution, which are defined in detail due to their relevance in the alternatives to capitalism. This article presents a case study of the solidarity economy in Italy: the Italian G.A.S. – Gruppi di Acquisto Solidale, which I translate as Solidarity Purchase Groups. GAS are often conceptualized as "alternative food networks". Beyond this categorization, I highlight their novelty in relational, political, and ecological terms, with respect to their capacity to forge new partnerships between consumers and producers. Introducing an ethnographic study that I have developed in a recent monograph (Grasseni 2013), I dwell here in particular on how the solidarity economy is embedded in practice. I argue that gasistas' provisioning activism is something different to mere "ethical consumerism." Activists use the notion of "co-production" to describe their engagement as a concurrent rethinking of the social, economic, and ecological aspects of provisioning. Building also on a quantitative survey of the GAS movement in northern Italy, I pursue an ethnographic understanding of "co-production." Social and solidarity economy (hereinafter referred to as SSE) is traditionally defined by forms of economic organization that have goals for economic activity and income extraction, oriented to the needs of society and managed on the basis of democratic principles. The structures of the SSE reproduce the relations of mutual assistance, solidarity, cooperation, equality and collectivism. The article considers the models of social and solidarity economy of four Asian countries - Japan, China, Malaysia and South Korea. The purpose of the study was to identify the historical and cultural features of the genesis and development of solidarity forms of the economy in these countries. An important characteristic of the enterprises of the Asian solidarity economy is their conditionality with traditional worldview doctrines and power ideas closely related to those. At the same time, the article emphasizes that paternalism in relation to the SE often leads to the loss of its autonomy by its subjects and the deprivation of the principles of direct democracy. Based on the analysis of empirical data, the authors compiled a table – diagram of the economic entities of the Asian SSE, reflecting the essential qualities, which made it possible to visualize their distinctive features from the enterprises of the commercial sector. The formation of the SE, according to the authors, is complicated by the lack of legislative, organizational, statistical, financial, and informational support for this sector of the public economy, which creates unjustified difficulties and risks of the form of economic organization demanded by societies. The materials of the International Labour Organization (ILO), which contain the formulation of the problem of theoretical understanding of the phenomenon of the solidary economy, provided significant assistance in conceptualizing the SSE.

Objective: To analyze social and solidarity economy (SSE) contribution aiming on associations and cooperatives, concerning dynamics of artisanal fishing and fish farming in Colombia. Theoretical Framework: This study values the contributions of New Economic Sociology (NES) and Convention Theory (French), based on analytical concepts of social networks, embeddedness, conventions and social construction of markets. Approaches to markets and the social and solidarity economy are connected to the theoretical framework. Method: This research is characterized as descriptive, exploratory and typological, therefore, with a qualitative emphasis. The typological construction of social networks considered eight qualitative variables that allow us to understand the nature of social networks in their interactions with markets, and associations and cooperativism contribution in the outlined social networks Results and Discussion: Four social networks were identified: one of them is related to artisanal fishing (artisanal fishing net) and three belong to fish farming, namely: fish farming network; fish farming in network “transition” and; commodity fish farming network. Social and solidarity economy is present in artisanal fishing networks, fish farming networks, and fish farming networks in “transition”, while associations are the most predominant manifestation, with practices that aim at improving productive processes and quality of life. Research Implications: To understand the contribution of social and solidarity economy of the artisanal fishing network and the three Colombian fish farming networks, regarding the strong spirit of fishermen and fish farmers for the practices of solidarity cooperation and to observe the limits and perspectives that can contribute to cooperative entrepreneurship. Originality/Value: Analyze the contribution of social and solidarity economy in artisanal fishing and fish farming context, based on the notion of social networks, which allow us to observe different patterns present on fishermen and fish farmers’ behaviors in their fishing enterprises and the role played by both Associativism and Cooperativism in different described and analyzed networks.

Many scholars today are deepening economic issues by looking at new paradigms based on the relationship between communities and the resources of the territory. The proposals are different, mainly focusing on economic theories such as solidarity economy, a mix of theories and practices based on equity, sustainability, democracy, and reciprocity. The growing legislation on solidarity economy implies to develop tools to support Administrations and Communities throughout the process of effective realization. The aim of this study is to propose a methodology for evaluating the Vocation to Solidarity Economy (VSE) by means of a composite indicator (VSE index) and apply it to the territory of Friuli Venezia Giulia Region in the northeast of Italy. A series of basic factors concerning social, economic, and environmental aspects was defined by multidisciplinary experts and used for VSE index calculations. The spatialization of VSE index allows the assessment of the vocation of territories in supporting the paths to become Communities of Solidarity Economy as defined by a recent regional law. As results of subsequent VSE spatialization we obtain the maps which highlight different characteristics within the Region (i.e. urban/rural relations) helping local administrations to improve current policies towards sustainability.

This article explores the “quality battlefield” in the food economy – the dispute over value conventions between mainstream business actors and alternative food networks. It shows how actors in one particular alternative network – the solidarity economy – shift such notions from product qualities to the qualities of relations in production. Opposing the standardized criteria characterizing private certification schemes and organic certification, they struggle to establish the value of their products by creating and circulating verifiable stories proving their involvement in the solidarity economy. These stories further emphasize the distance to standard business motivations, for instance by accentuating the cooperative rather than competitive relations with other producers. The article illustrates the features and tensions of value conventions in alternative food networks by contrasting actors in mainstream agriculture with an expanding organization of agricultural producers adhering to solidarity economy and operating in the grocery sector in Sicily, Italy.

The research suggests how the full potential of the enterprises and organizations of the Social and Solidarity Economy in promoting sustainable development may be better understood by representing cultural, social, economic, and environmental issues within an integrated analytical framework. On these premises, an extended version of Coraggio’s scheme (2015) is obtained by adding a fourth sector of economic activity, namely the global economy, as opposed to the popular economy. Looking at Coraggio’s integrated scheme, an additional institutional space related to the social and solidarity economy emerges, representing the field of digital solidarity and cooperation. Then, the research helps to clarify what a local context is and how it relates to the notion of place. Finally, the notion of place is contrasted with the notion of system, as the attractiveness of the former depends on its distinctive features, while the latter emphasizes the instrumental value of its elements.

Action-research methodologies were adopted using the following guidelines: participation in meetings, direct observation with popular solidarity economy ventures, field diary aiming to record information and observation in formative, organizational and celebratory events of the ventures. Participation in the meetings of the Regional Forum on Solidarity Economy and the State Forum of Solidarity Economy. There was also privileged spaces for training and organization. In light of the individualisation, dispersal and pervasive monitoring that characterise work in the ‘gig economy’, the development of solidarity among gig workers could be expected to be unlikely. However, numerous recent episodes of gig workers’ mobilisation require reconsideration of these assumptions. This article contributes to the debate about potentials and obstacles for solidarity in the changing world of work by showing the processes through which workplace solidarity among gig workers developed in two cases of mobilisation of food delivery platform couriers in the UK and Italy. Through the framework of labour process theory, the article identifies the sources of antagonism in the app-mediated model of work organisation and the factors that facilitated and hindered the consolidation of active solidarity and the emergence of collective action among gig workers. The article emphasises the centrality of workers’ agential practices in overcoming constraints to solidarity and collective action, and the diversity of forms through which solidarity can be expressed in hostile work contexts.

Amidst shrinking budgets for community development in most of sub-Saharan Africa, the social solidarity economy is touted as a model in local development. This article situates solidarity initiatives and capability-focused outcomes that deliver enhanced livelihoods, social security and community development. The conceptual framing of social theory, social capital and social economy informs this case study with focus on the Ndong Awing Cultural and Development Association, North-West region, Cameroon. The analysis of semi-structured interviews and secondary sources suggests that solidarity networks such as njangis, cooperatives, quarter development unions and diaspora networks promote village-centric development. These overlapping networks generate scarce financial and human resources–essential packages for livelihoods and welfare. Emerging state policy is yet to calibrate these mechanisms of ground-up, mutual development drives. Galvanising these solidarity assets require meaningful co-productionand revamped state−community relations. This article offers a paradigm shift in how village groups mobilise income, capital and financing of village projects, nurtured through human development and agency.

Objective: Analyze the current organization of the popular and solidarity economy for the development of entrepreneurship, since through this financial income will be generated to improve poverty due to unsatisfied basic needs. Theoretical Framework: The research is based on the Organic Law of the popular and solidarity economy and the popular and solidarity financial sector. Method: To carry out the research, the rural parish of San José, Santa Clara canton, Pastaza province, Ecuador was selected. Three participatory workshops were held with 250 individuals (leaders-entrepreneurs and entrepreneurs), as a result of these a survey was developed, for its validation a pilot test was carried out with 15 leaders-entrepreneurs and 15 entrepreneurs from neighboring parishes, after this activity was designed the definitive survey that was applied to 75 leaders-entrepreneurs. Results and Discussion: The results revealed that poverty due to unmet basic needs in the rural area was 52.0% and, in the parish under study, 96.7%. Therefore, it is considered that the current organization of the popular and solidarity economy must be reformulated. Research Implications: The limited development of businesses for the inhabitants of the San José parish has not allowed them to obtain income to purchase the products of the basic family basket, which currently amounts to $799.73 dollars. Originality/Value: This study contributes to the country's public policy managers reviewing the current organization of the popular and solidarity economy, since it is not contributing to the development of entrepreneurship.

Prison institutions, in Brazil, should be an effective instrument for the rehabilitation of people previously incarcerated after serving their sentence. However, the prison sphere has not provided effective opportunities to prepare these individuals. The principal objective of this article was to identify the challenges faced by people previously incarcerated for their insertion in the world of work and the contributions that the public policy of Solidarity Economy can provide in this process. It was a multi-case study and the data collection method consisted of semi-structured interviews with individuals who have already been in prison and are part of Solidarity Economy Cooperatives in the city of Araraquara, São Paulo state. As results found by the research with the people previously incarcerated, when trying to re-enter work environments, the following difficulties can be pointed out: prejudice and discrimination, lack of documentation, fine due with justice, low education, insufficient professional qualification to access more valued jobs in the world of work and the absence of programs that generate opportunities, both on the part of public power and society. The results of this research also point out that the Solidarity Economy public policy, which encourages the organization of people previously incarcerated in Solidarity Economy Enterprises, can be one of the alternatives to prevent criminal recidivism.

A América Latina hoje é palco de inúmeras experiências que buscam enfrentar a tragédia socioambiental causada pela hegemonia neoliberal das últimas décadas. A economia solidária- ES, no espectro da diversidade cultural do nosso continente, se apresenta como um dos caminhos de afirmação de novos valores nas relações sociais de produção (Lianza & Chedid, 2012). Neste viés, a cidade de Santa Maria-RS é reconhecidamente um dos principais pólos de geração de trabalho e renda por meio de Economia Popular e Solidária no Brasil e na América Latina. É a cidade onde vêm ocorrendo conjunta e anualmente a Feira de Economia Solidária do Mercosul, a Feira Nacional de Economia Solidária e a Feira Estadual do Cooperativismo do RS (FEICOOP) organizadas pelo projeto Esperança/Cooesperança com apoio e articulação de diversos segmentos da sociedade. Neste ambiente e com a pretensão de trazer a lume as raízes desse movimento (que transformou questões sociais que assombravam as economias periféricas, nos tempos pós- muro de Berlim, em questões proeminentemente políticas dentro da agenda governamental brasileira e latino-americana), o presente artigo investigou a evolução do Movimento Social da Economia Solidária (ES) a partir da criação do Projeto Esperança/Cooesperança na cidade de Santa Maria-RS. Pretendeu-se também compreender as origens, as correlações e o nexo de o Fórum Mundial de Economia Solidária ocorrer na cidade de Santa Maria apresentando a visão sociopolítica e o relato de uma das principais lideranças do movimento.Palavras chave: economia solidária; Fórum Mundial de Economia Solidária; Santa Maria - RS - Brasil. Abstract: Latin America today is the scene of countless experiences that seek to confront the environmental tragedy caused by neoliberal hegemony in the last decades. The solidarity economy - SE, in the spectrum of cultural diversity of our continent, is presented as one way of affirmation of new values in the social relations of production (Lianza & Chedid, 2012). In this bias, the city of Santa Maria - RS is recognized, in Brazil and Latin America, as one of the main centers of employment and income generation through Popular and Solidarity Economy. It is the city where the annual Fair and Solidarity Economy of Mercosur occur together, the National Solidarity Economy and Fair State Fair of Cooperatives RS (FEICOOP) organized by Hope/Cooesperança project with support and coordination from various segments of organized society. In this environment and the desire to bring to light the roots of the movement that transformed social issues that haunted the peripheral economies in the post- Berlin Wall, prominently in political issues within the Government agenda and Latin American time, this paper investigated the evolution of the Social Movement of Solidarity Economy (SE) from the creation of Project Esperança/Cooesperança in Santa Maria - RS. The intention was also to understand the origins, correlations and causation of the World Forum for Solidarity Economy occur in the city of Santa Maria, having as parameter the political vision and the report of one of the main leaders of the movement.Keywords: solidarity economy movement; World Solidarity Economy Forum; Santa Maria - RS - Brazil.
