Résumé :

This article assesses how the character of emerging legislative elites conforms to the broader patterns of post-communist social transformation by comparing Estonia, Lithuania and Moldova. We argue that the pace and direction of change among MPs has been significantly shaped by the nature of regime change in each country. We first address the issue of pace and scope of elite replacement. Second, we examine whether and to what extent, over time, changes occurred in the parliamentary representation of major social categories (in particular, ethnic minorities, women, age groups). Third, we examine the dynamics of political professionalization.

Résumé :

This paper is designed to shed some light on possible impacts of globalization and Europeanization on social security reforms in one of the new EU member state - Lithuania. The paper is based on 67 expert interviews conducted with the political elite, academics, journalists, senior civil servants, interest group representatives and the economic elite. The paper highlights the higher influence of globalization through the activities of such supranational agencies as the World Bank and the International Monetary Fund compared to the impact of cognitive Europeanization on social security reforms.

Résumé :

AbstractThe attitudes of the elite of the Grand Duchy of Lithuania and especially of representatives of Radziwill family (Krzysztof and Janusz) towards the election of the last two Vasas are an interesting problem for deliberations and research, especially taking into account differences in the country’s internal and foreign situation in 1632 and 1648, which determined the activities of mentioned above. This article was mainly intended to discuss the problem connected with the attitudes of the Lithuanian nobility towards the election of a new king and also indicating the role of connections of Wladyslaw IV and Jan Kazimierz with the Jagiellonians in political games. Answering the question of what and how influenced the attitudes and moods among the nobility, their argumentation to support one or other candidate requires many years of research and use of methods developed by other humanities, such as sociology, social psychology or political science.

Résumé :

This article gives an analysis of the borrowing statistics of the Grand Duchy of Lithuania for the early part of the Livonian War (1555–1569), until the Union of Lublin, and the social characteristics of the people and groups of people who became the most prominent lenders. The borrowing in question was conducted via pledge lordships. For the examined period, we have registered 160 pledge-lordship contracts with a stated pledge amount totalling 515,667 sexagenas of Lithuanian groats. Of these, 149 pledge-lordship contracts totalling 496,709 sexagenas were from the Grand Duchy of Lithuania proper. In comparison with the earlier period, between 1502 and 1522, revenue from pledges with a known face value increased ninefold. The total amount borrowed for this period was equal to approximately three times the yearly wartime treasury revenue. The most prolific lenders were members of the established elite. Altogether, members of eight noble houses provided 32.4% of the entire amount lent to the state using pledges. Compared to the earlier period in terms of lenders was the first appearance of burghers (Vilnius, Gdansk, Livonian) as lenders, as they were granted pledge-lordship contracts.

Résumé :

Mass emigration to the United States of America began in the last decades of the 19th century. It has been estimated that about 500 thousand people left Lithuania before WWI. Lithuanian elite of that time perceived emigration as a problem. The article examines the views on emigration and its dangers for the individual and the country, as expressed in the articles of two of the most prominent intellectuals of the late 19th century who had a decisive influence on the formation of the national and civic consciousness, Vincas Kudirka and Juozas Tumas-Vaižgantas. It discusses the themes and problems of emigration highlighted by Kudirka and Vaižgantas, as well as similarities and differences in their attitudes towards emigration. Using the premise of cognitive linguistics that any type of discourse reflects the linguistic, social, ideological, and psychological attitudes of the author, the article shows that the language of Kudirka’s and Vaižgantas’s journalism is inseparable from their thinking and imagination, because language, as it exists in human consciousness, reveals the specificity of reasoning and the way of understanding the world. It concludes that the opposed worldviews of Kudirka and Vaižgantas determined the differences of the value-based attitude towards emigration manifested in their articles.

Résumé :

The article aims to reconstruct the concept of the Lithuanian political elite from the citizens’ perspective, focusing on how the concept is perceived, how the political elite is recognized in social life, and what attributes are associated with this particular concept. Applied qualitative in-depth interview data gathering and inductive data analysis approaches demonstrate that the Lithuanian political elite concept consists of two images: legalistic and charismatic. Although these two images are completely divergent, they are intertwined and successfully coexistent in the minds of citizens. The citizens are tending to apply either a legalistic or charismatic image depending on the circumstances: the legalistic image is applied in recognizing and describing the political elite as an externally existing referent; meanwhile, the charismatic image is applied in building up the normative political elite portrait.

“I AM LOOKING FOR YOUR GRACE IN ALL FOUR CORNERS OF THE WORLD…” LETTERS OF ANTONI KAZIMIERZ SAPIEHA TO ADMINISTRATOR OF MERKINĖ WOJCIECH KURZEWSKI (1720–1732) Researchers have focused for decades on the epistolographic legacy of individuals from various social groups. Letters are a valuable ‘complement’ for other sources, serving as an ‘insight’, giving the narrative a multi-voice, and, depending on the author’s social position, can provide many valuable details unfelt in other types of sources. Correspondence of public officials usually receives most attention from the researchers, because it reveals the mechanisms of the functioning of power. However, letters of the social elite also reveal different aspects of everyday life, including administration of domains, which have gained importance. The basis for this article became the letters by the elder of Merkinė, Antoni Kazimierz Sapieha (1689–1739), to Wojciech Kurzewski, administrator of this domain, kept in the Manuscript section of the Wroblewski Library of the Lithuanian Academy of Sciences. Due to his humble duties and difficult financial situation A. K. Sapieha cannot be considered one of the most prominent members of the Sapiehas family, although his persistent ambition to stay out of the “margins” of public life and, in particular, his involvement in 1733–1736 whirlwind of interregnum events, indicates that he was an extraordinary person. This is evidenced by his wide circle of correspondents, among whom we find not only close relatives but also a number of state officials and top hierarchs of the Church. Aspirations of the elder of Merkinė to participate in the political life of the state have already been noticed by the researchers, however his daily economic activities have not been researched at all. Analysis of the letters from the 1720–1732 period by the elder of Merkinė Antoni Kazimierz Sapieha to Wojciech Kurzewski, administrator of this domain, reveal a significant part of A. K. Sapieha’s daily life, i.e. the nature of administration of the domain, which required considerable effort, attention and time from the elder of Merkinė. The article deals with the subject matter of letters, economic activities carried out in the eldership of Merkinė, and requirements for the administrator. All of this provides an opportunity not only to reconstruct the relationship between Sapieha and Kurzewski, but also to see the broader issues that each major landowner has faced (or may have faced). Résumé :

The article explores the biographies of Peter Kisel and Cimafiej Hurka, who represented the Viciebsk district at the Diet of 1569 and directly participated in the conclusion of the Union of Lublin. For a long time in historiography, attention was paid only to the most influential figures of this Diet. However, the simple, «unremarkable» representatives of the wide circles of the Grand Duchy of Lithuania’ nobility played their role in the negotiations on the union. Interests and ideas, conscious and values, and finally, the personal experience of these people directly determined their social and political position, and therefore, to one degree or another, the life of the entire state. The aim of research is to reflect the most important forms of social activity of the Grand Duchy of Lithuania’ petty and middle nobility in the second half of the 16th century on the example of two Viciebsk noblemen’s unique destinies. It shows the influence of the military and political events of the 1560s on political activities of Peter Kisel and Cimafiej Hurka. The Livonian War’s experience definitely influenced their position on the conclusion of the union between the Grand Duchy of Lithuania and the Polish Kingdom in 1569. The author concludes that it was the cardinal transformations of the 1560s (state reforms, the establishment of the Commonwealth) that allowed them to actively participate in a public life of the Grand Duchy of Lithuania. It also enabled Kisel and Hurka noble families to take a firm place among the political elite of the Viciebsk district for a long time. It is emphasized that a detailed study of «unremarkable» noblemen’s biographies provides advanced research of the noble estate of the Grand Duchy of Lithuania.

Résumé :

This study endeavours to make an analysis of the major issues that Lithuanian families are facing. In doing so, it is the purpose of the research to uncover the changes and problems that have taken place in Lithuanian society since the country gained independence from the Soviet Union. The Lithuanian case will be compared with Tanzania and other eastern and western European countries. This helps to identify and understand problems that Lithuanian society and families with dependent children have been experiencing.

The current situation of families in Lithuania is based on traditional model, where men are breadwinners and women are the ones who take care of the households. However, families are undergoing changes whereby, dual model support is taking over, especially to young generation. The two models are functioning in the country but majority of the population prefer traditional model. It is observed that, due to changes and difficulties in life, people have no other way than accepting dual model support.

Families with children are facing problems which hinder them to develop well in life style. Although the family policy in Lithuania provides family benefits to the families which deserve allowances, still children are in danger of lacking proper care and guidance. Families with dependent children have been experiencing poverty at a high rate that the rest of the population. Families with more than three children are more affected than the ones with fewer children.

The analysis of this study has shown how the issue of unemployment affects the raising of children. Many citizens have lost their jobs due to privatisation although on the other hand, privatization has been proved to increase the economy of the studied countries.

This study has also shown that women in Lithuania are more disadvantaged than men. Even if women labour force participation is quite high in Lithuania, still there are many problems. Namely, women in Lithuania have lower wages compared to men; there also few women in the decision making bodies and the parliament. Both Lithuanian and Tanzanian governments have taken measures to encourage women to participate in political arena and labour market. Good relationships within the families have proved to be crucial in good bringing up of the children. The responsibility of bringing up the children is also extended to the relatives.

All in all provision of family benefits is not the only solution but it has to be associated with education to families and community on how to raise children morally, physically and psychologically so that they become responsible adults.

I argue that contemporary journalists paradoxically require a subjectivist epistemology to comply with the standards of what is known as "the ideal of objectivity." Because of this, these writers have lost much of the fact-claiming and meaning-making ability that makes their work so important. In order to understand how knowledge and meaning are constructed in journalism, we need to look past the surface rhetoric of the reporter and uncover the institutional rhetoric that has developed during the course of the 20th century. In this dissertation, I apply the classical rhetorical terms kairos and nomos to the political economy of the news industry and the professional conventions produced by that industry.

This study examines different national constructions of contemporary European identities. The assumption is made that the construction of states'identities and identification of threats is a mutual process. For this reason special attention is paid to the construction of threats, embedded in a specific structure of the securitisation process. The process of democratization in the successor states of the former Soviet Union has been widely studied by political scientists, sociologist and experts in area studies. Academic literature mainly focuses on the factors which would facilitate and/or hinder the process of democratization in the post-Soviet era. These include economic development, political culture, the nature of previous regime type, structural factors and the role of elite. This thesis analyzes the process of democratization in Georgia while focusing on the elite choices and initiatives. It mainly focuses on democratic achievements as well as the failures in democratization under the rule of three post-Soviet presidents of Georgia, Zviad Gamsakhurdia, Eduard Shevardnadze and Mikheil Saakashvili. While doing so, it compares and contrasts the practices, priorities and policies of three leaders and evaluates on the impact of different leadership patterns on the process of democratization. This thesis argues that democratization in post-Soviet countries in general and in Georgia in particular is mainly an elite-led process. The success and failure of this process depends on the elite choices and initiatives and the power relations between and within the elite groups.

This study discovers sex differences in multiplex links on formal and informal networks of Swedish local elite. Elites are widely known to have an immense influence on a country’s politics and governance, and proportional representation of women in elite positions is an indicator of democratization and gender equality. Sweden has long been known for democratic and gender equal regulations, and women occupy more elite positions relative to other countries, yet they are still heavily underrepresented in the elite. Previous research on Swedish local elite revealed that women in the elite do not differ from their male peers in terms of local network properties on formal and informal networks; however, the circumstances on the multiplex links are unknown. In this study, multiplexity approach is adopted as it is known for allowing to capture social processes in social network analysis, which could otherwise be overlooked. The formal and informal networks of the community elite from four mid-sized municipalities in Västra Götaland region in Sweden are transformed into multiplex networks, and they were analyzed for local network configurations by using exponential random graph model (ERGM) estimation method. The findings showed that women in the community elite tend to have more multiplex relationships than men; however, they significantly lack valuable brokerage positions on the multiplex level compared to men. Male closure on the multiplex level was found to be higher than females at a partially significant rate, and gender-based homophily on multiplex networks was not found to be statistically significant. One implication of the study is women’s position and integration in the community elite do not appear identical to men’s, and women’s access to social capital in the elite networks is more constrained than it was presumed previously. Another implication is that special attention should be paid to multiplexity in social network analysis research, as it is a valuable tool for improving the apprehension of social mechanisms.

While at the time of Goethe, Turkey and other parts of the world seemed to be far away. Today’s Germany is confronted with the pressure of globalization. With regard to environmental issues or the threat of terrorism, international co-operation and combined efforts are strongly demanded. Unfortunately, the German higher education system is not prepared to face these challenges. The article calls for the education of an elite at German universities, which is fit to work in national as well in international institutions. The author presents the Master’s of International Relations coursework at the Technical University of Dresden.

This chapter provides a detailed and extensive assessment of Finland’s high participation system (HPS) of higher education, in a historical perspective and with focus on Finland’s core values of equality and equity. The country case challenges some of the HPS propositions. The Nordic model is built upon a distinctive cultural tradition in which the state administers a social consensus based on solidarity, equality, and trust, and higher education is of high quality and has equal esteem. Since World War II equality of opportunity has been central in national policymaking. The chapter focuses especially on the nature of access to higher education and continuing binary diversity between the university sector and the Universities of Applied Sciences (UAS, the former polytechnics) .While there is continuing social competition for access to elite professional programmes, and cultural capital provides certain families with advantages, the Finnish HPS is less competitive and stratified than other HPS.

The UK pensions system is in danger. How did we get here? Moreover, what exactly is it that is endangering UK pensions? This introductory chapter explores the main narratives of pensions crisis in elite and public discourse in the UK—centred around population ageing and increased longevity—and argues instead that pensions imperilment is a product of the UK’s dysfunctional political economy. Traditional private pensions practice has become increasingly incompatible with the financialization of economic life. The chapter introduces the book’s key analytical concepts, such as financialization and statecraft, and explore how the social sciences, particularly political economy scholarship, tend to treat generational change and inter-generational relations. Understanding private pensions provision as a set of temporal management mechanisms, organized cross-generationally, is integral to understanding the source of pensions imperilment—and how it can be overcome.

This chapter presents the first English translation of an essay that was originally presented in 1989 by Claude Lefort at the Colloquium on Latin America, sponsored by the École des hautes études en sciences sociales (EHESS), organized by Daniel Pécault. In this essay, Lefort affirms his important thesis regarding the disembodiment of power in representative democracy and begins to elaborate institutional conditions for its modern practice. He emphasizes that representation must be supported by independent political organizing by social movements and dissenting groups within institutions such as labor unions, schools, and hospitals. He also emphasizes the importance of participation, understood distinctively neither as voting nor as taking to the streets but as a feature of political judgment that he terms a “capacity to understand the political game,” a feature that he considers to be lacking where there exist great divides between elite political actors as mass publics.

ABSTRACT The achievement of international and mainly Olympic sporting success is increasingly vital to a country with a well-developed sport system. The number of medals won in Olympics Games and, other international sports competitions offer the most self-evident and transparent measure of success in high-performance sport. Increasing competition between nations to succeed in international sporting events also leads to increased financial investments in elite sports from state sources. Many countries invest in sports in which they have built traditions of success or are their social capital. In this article, the theoretical framework assumes that nations that give priority to the financing of certain sports improve the efficiency of the allocation of funds. The purpose of this study is to identify the indicators (criteria) for financial support of elite Bulgarian sports and answer the following questions: (1) whether and to what extent it is necessary to prioritize the financing of sports in Bulgaria; (2) if it is a guarantee of success; (3) and which are the sports that are given the highest priority. The technique of the coefficient of concentration or the share of funding allocated to the four most funded sports within this Olympic cycle was used. In 2021, 46 sports were funded, of which 33 were Olympic and 13 non-Olympic, with a budget of 27.459 million. The data collected show that the first four federations receive about 33.3% of the total budget share for the year — the next four -24.125%. So, the first eight funding proposals receive about 60% (59.175%) of the MMC’s total budget, the remaining -40%. Establishing the link between performance (sports performance) and the country’s policy on sports funding is a rather ambitious task. International sporting success in both summer and winter Olympic sports is primarily determined by factors that cannot be controlled solely by a country’s sporting policy, which makes success relatively relative.
