Résumé :
O presente artigo versa sobre as Elegias de Buckow [Buckower Elegien], produzidas por Brecht a partir de meados de 1953. Para análise e comentário foram selecionados 8 poemas da obra. Nestes procura-se verificar a crítica do autor à situação político-social da Alemanha Oriental nessa época, num quadro de reapresentação de elementos fascistas numa sociedade a que se atribuía a construção do socialismo. No plano formal, procura-se salientar – apelando-se também a poemas anteriores, escritos durante a guerra – a maneira com que, nas elegias, Brecht altera a perspectiva do lamento para atender a necessidades historicamente configuradas.

Gegenüber der Lyrik des späten Rilke herrscht nach wie vor, einiger Konjunktureinbrüche zum Trotz, ein Rezeptionsmodell vor, das entfernt an ein überliefertes Geschehen vor dem Delphischen Orakel erinnert. Die Priester übersetzen die göttlich inspirierten Verlautbarungen der Pythia für ein begrenztes Publikum in eine exklusive Mitteilung, die ihrerseits für eine breitere Öffentlichkeit einer praxistauglichen Auslegung bedarf. Die enormen Verstehens-, Auslegungs- und Vermittlungsprobleme speziell mit den Duineser Elegien1 konnten der hartnäckigen Enträtselungsarbeit der Exegeten nichts anhaben2, auch wenn immer wieder eine Stagnation oder gar Vergeblichkeit der Textaufhellung eingeräumt und die Ergiebigkeit mancher Zugangsversuche bezweifelt wird.3 Gerade das Fortbestehen nach wie vor ,,dunkler“ Textpassagen wird eher als Symptom für die Unzulänglichkeit des literaturwissenschaftlichen Instrumentariums4 denn als Anzeichen für dichterische Defizite auf Seiten des Textproduzenten genommen. Trotz aller Vorbehalte, die er gegenüber den Implikationen und der Konzeption der Elegien vorbringt, kapituliert beispielsweise Hans Egon Holthusen vor ,,Zauber, Beschwörung der Gedichte“: ,,Das Schöne spricht eine andere Sprache als die Vernunft und ist gegen ihre Einwände gesichert“5. Noch grundsätzlicher spricht Franz Josef Brecht diesen Dichtungsbegriff aus: ,,Dichten ist das ursprüngliche Nennen des Seins und seiner uns übertreffenden Mächte“6. Glücklicherweise ist diese Auffassung in solcher Konsequenz längst nicht mehr anzutreffen, sonst müsste man auf der Stelle verstummen.

Cette étude se propose d'approcher les "Elégies de Duino" sous l'angle de leur travail d'écriture. Elle suit d'abord la direction indiquée par le titre : celle de la plainte. Elle conclut à la désespérance d'un sujet ne connaissant de la temporalité que les aspects négatifs et vivant sur le mode de la nostalgie dans la conscience aigüe du moment qui fut pour lui décisif : celui du renversement catastrophique opéré par la "conscience dialectique" de l'homme. Forte de cette découverte, la lecture se réoriente à la lumière des contradictions de la "Quatrième Elégie". A l'acmé de la déploration, elle découvre le désir qui inscrit, lui, le texte dans le sens de la progression. Un renversement second s'opère alors. Il est redressement salvateur et inscrit l'homme dans son sens : celui de la loi dynamique et féconde du processus. Le texte s'avère champ de forces, son enjeu : la quête de la totalité toujours partielle d'un sujet vivant maintenant dans un présent toujours plus riche du passé. La métamorphose apparaît comme lieu privilégié de cette entreprise de totalisation. La lecture n'a plus qu'à repenser le cycle en se demandant s'il réalise cette métamorphose, si dans l'instant privilégié de sa rédaction, il pose lui-même la totalité du genre dans lequel il déclare s'inscrire. Cette réflexion conduit à une prise en compte de l'histoire du cycle, elle même. Ayant découvert le processus comme enjeu et "moyens" du poème, elle le découvre active dans sa genèse même. Le travail se démarque ainsi de certaines analyses réduisant l'oeuvre rilkéen à une seule structure anhistoriquement prise en charge par la parole poétique
This study intends to deal with the "Elegies of Duino" from the angle of the work of their writing. It first follows the ways indicated by the title, the one of the complaint. It concludes with the despair of a subject who knows nothing of temporality but the negative aspects and who lives on a nostalgic mode with the acute consciousness of the moment that was decisive for him, the one of the catastrophic reversal opered by the "dialectic consciousness" of man. The reading thus strengltened with such discovery is altered in the light of the contradictions of the "fourth elegy". At the climax of lamentation, it discovers the desire that is what sets the text on to the way of progress and of the law of process. A second reversal is then to be operated. It functions as a saving shift and sets man in his way, i. E the one of the dynamic, fertile law of process. The text turns out to be an area for forces to converge. What is at stake is the quest of the ever partial totality of a living subject now in a present that keeps enriching itself with the past. The metamorphosis appears as the privileged place for this attempt at totalisation. The reading must finally ponder over the cycle and wonder whether it realizes this metamorphosis, whether in the privileged instant of its drafting, it sets the totality of the genre within which it proclaims to define itself. This reflexion leads to the realization of the very history of the cycle. Having discovered the process as the stake and moving force of the poem, it now discovers it as active in its very genesis. The work thus differs from some studies that reduce the rilkean work to one single structure anhistorically taken in charge by poetic speech

A pesar del gran esfuerzo de investigación que se ha llevado a cabo sobre el tema de la valorización de residuos en materiales de construcción, no se han encontrado protocolos para evaluar de forma sistemática la viabilidad de un residuo para formar parte de una matriz de base cemento. Acometer esta parte es el objetivo de esta investigación, que presenta unas reglas generales para analizar la viabilidad del uso de residuos en la fabricación de hormigón. El procedimiento se ilustra con un ejemplo, obteniendo hormigón autocompactante (SCC) que incorpora un sedimento dragado de un puerto español. La razón para elegir sedimento dragado como residuo se debe a que las contribuciones en este tema se han centrado fundamentalmente en la reutilización de residuos industriales y de demolición, no siendo tan frecuente encontrar trabajos en los que se incorporen sedimentos dragados en la fabricación de hormigón, a pesar de la gran cantidad de sedimentos que se dragan cada año en el mundo. Se ha elegido SCC como ejemplo por las características del propio residuo, considerando además las características de este material como tecnología intrínsecamente amigable desde un punto de vista medioambiental: fluye bajo su propio peso, eliminando la necesidad de vibrado, lo que implica un considerable ahorro energético, de horas hombre y de tiempo de construcción. Adicionalmente, contribuye a un entorno laboral más saludable al eliminar el impacto del ruido y la vibración, que a su vez repercuten en un bienestar social al acortar y hacer menos molestos los periodos de obras.DOI: http://dx.doi.org/10.4995/HAC2018.2018.5637

This article is focused on analysis of the hypothesis of the local song folklore origins of the famous poetic phenomenon chuci (elegies/songs of Chu) that represents the literary heritage of the southern (Yangtze Basin) region of the Ancient China (the Zhou epoch, 11th–3rd centuries B. C.) and is associated with the emergence of the Chinese poetry. Although today the thesis about the folklore origins of chuci, or rather of the poetic pieces presented by the Chuci (Verses/Elegies of Chu, Songs of the South) collection, is generally accepted, the author argues that, first, during the 1st–7th centuries A. D. the chuci poetry was stable considered within the Chinese book knowledge to be created by exclusively the literary genius of Qu Yuan (4th–3rd centuries B. C.), the great poet of the Chu Kingdom (11th–3rd centuries B. C.). Secondly, the views on chuci as an autochthonous (“southern”) poetic tradition dating back to the local folk art emerged in the 12th–13th centuries and finally established itself in the Chinese literature studies of the first third of the 20th century, all these under the influence of the ideological processes, caused by synchronic historical and political events. Thirdly, although the existence of developed song-poetic folklore in Chu Kingdom seems quite permissible, it for some reason remained out of fixation by that day written sources, including transmitted texts and archaeological materials (epigraphic inscription and excavated manuscripts). Therefore, almost nothing is known as a matter of fact of the hypothetic Chu song folklore what makes it impossible to recognize its true influence on origins and further on evolution of the chuci tradition.

La actual situación epidemiológica por la que atravesamos representa un escenario nuevo para la sociedad. No solo para los encargados de tomar decisiones, sino también para personas comunes que -en un tiempo acotado- nos hemos visto bombardeados de información dónde se nos enseñan cosas simples; desde reaprender a lavarnos las manos, hasta complejidades como entender qué material elegir para poder confeccionar una mascarilla casera. Sin embargo, dentro de este pool de información recibida, es difícil discernir e identificar la que es verdadera y confiable, más aún con las tecnologías actuales y las redes sociales.

El año en que una mujer resulta elegida congresista la cifra de feminicidios en un distrito disminuye cerca de un 10%, pero no se observa ningún efecto en el número de víctimas de violaciones. Al considerar toda la duración de la legislatura, el efecto sobre los feminicidios desaparece y se produce un aumento significativo de cerca del 25% en el número de víctimas de violación. Este patrón es coherente con un aumento de las denuncias, más que con un aumento de la prevalencia real de la violencia. La disminución en la cifra de feminicidios se debe principalmente a un efecto disuasorio derivado de una mayor capacidad de respuesta y acción policial para resolver los delitos de género.

A háború visszatérése Európába paradigmaváltást idézett elő a német külpolitikában. Az egy évvel ezelőtt hivatalba lépett „jelzőlámpa-koalíció” a külpolitikai prioritások újradefiniálására kényszerült. Több évtizedes tabuk dőltek meg, a tartózkodás hagyományával szakítva Németország fegyvereket szállít Ukrajnának a hadviseléshez, a NATO-előírásnak eleget téve növeli a védelmi kiadásait és nagyarányú Bundeswehr-korszerűsítésbe kezd. A német keleti politika kudarcot vallott, a gazdasági érdekeken alapuló, Oroszország iránti pragmatikus politika súlyos függéshez vezetett, amelynek feloldása azonnali feladatként jelentkezett, a szövetségesek bizalmának helyreállítása, az európai és a transzatlanti szolidaritás erősítése érdekében is. Annalena Baerbock zöldpárti külügyminiszter a hivatalba lépésekor értékalapú külpolitikát hirdetett meg, az ukrajnai háború kitörése óta ez a moralizáló külpolitika került előtérbe, amelynek középpontjában az egyetemes értékek védelme áll. A dolgozat azt vizsgálja, hogy ez az értékalapú német külpolitika mennyiben újszerű, hogyan viszonyul az érdekekhez, és általában eddig milyen eredményeit láthatjuk.

El turismo en Colombia, es un sector importante en la economía; el departamento del Huila posee un potencial alto de desarrollo en este sector; este trabajo se realizó en el municipio de La Plata, en un ámbito de desarrollo turístico sostenible; entendiendo esto como el equilibrio entre el sector privado, publico, académico y la comunidad. El objetivo del presente trabajo fue estructurar el plan estratégico y prospectivo del municipio de La Plata Huila para convertirlo como eje regional de desarrollo en el turismo sostenible 2020 – 2030. Para esto se utilizaron los métodos de prospectiva estratégica planteados por Mojica (2010); se desarrolló el análisis del sector, a través de estudios bibliométricos, patentometría, vigilancia tecnológica, aplicaciones como Mic-Mac, Mactor y ábaco de Regniere. También se realizó la estructuración de variables estratégicas, el análisis morfológico de los escenarios, la postulación de estos escenarios en los ejes de Peter Schwartz y la determinación del grado de gobernabilidad de las acciones a desarrollar. Los resultados mostraron que el desarrollo del sector turístico en el mundo, ha tenido como eje fundamental el turismo sostenible integrado con el ámbito rural. El escenario “La Plata Ciudad Región” fue elegido como reto, y en este se aprovecharon los potenciales del turismo rural y cultural, permitiendo que los turistas hicieran una inmersión en las actividades y los ambientes tradicionales. Además, presenta alianzas entre el estado y la empresa privada para potencializar estos cambios; en este escenario el turista disfruta de un parque automotor acondicionado, pensando en la comodidad y la seguridad.

En los últimos años, los líderes gubernamentales han enfrentado varias denuncias por incumplimiento de los planes de desarrollo regional. Esto causa tal insatisfacción en los electores que inician de procesos de revocatorias que desgastan la figura pública del gobernante. Por ello, el presente artículo analizó la jurisprudencia y la normatividad colombiana, en materia de la responsabilidad de los mandatarios: en lo concerniente a la ejecución de los programas y proyectos enmarcados en los planes de desarrollo local, regional o nacional. La metodología aplicada consiste en un enfoque investigativo, del tipo cualitativo, por medio del rastreo y análisis de la información presente en bases de datos públicas. En específico, considerando la pérdida de confianza de los ciudadanos en las propuestas de programas de gobierno de los candidatos, se realizó un recorrido entre lo normativo y los sucesos históricos del país. Para esto, se examinó el proceso de elección popular, el voto programático, la construcción de un plan de gobierno, el cumplimiento del plan de desarrollo y la posibilidad de un referendo revocatorio. A partir de los resultados obtenidos, se evidencia que aun cuando existen procesos reglamentados para la revocatoria de los gobernantes, no hay una norma legal vigente que determine el grado de responsabilidad para aquel mandatario que incumplió su programa de gobierno por el cual fue elegido y que, más tarde, se convirtió en plan de desarrollo. Por último, se recomienda para futuras investigaciones profundizar en la necesidad de considerar a los ciudadanos como actores cruciales en el seguimiento y control del cumplimiento de los programas de desarrollo.

El acceso al empleo constituye uno de los factores que ocupan en mayor mediada a las diferentes naciones debido al desajuste existente entre la demanda laboral y la oferta de personal competente, asunto que se relaciona directamente con la productividad de los países y que preocupa a cada individuo que necesita generar ingresos para su subsistencia, hecho que impacta en la población de los recién egresados de las Instituciones de Educación Superior (IES), que están sometidos a las difíciles exigencias de en un mundo laboral altamente competido, dado que su falta de experiencia profesional constituye un detractor al momento ser elegido en n procesos de selección, este asunto forma parte del presente estudio de carácter cuantitativo en el cual se ha consultado información mediante la aplicación de una encuesta. La investigación de tipo cuantitativo y carácter exploratorio buscó conocer las opiniones de los egresados sobre aspectos presentes al buscar empleo, que tienen que ver, en parte, con las gestiones de la universidad y con la disposición del sector productivo para contratar recién egresados de la Universidad Nacional Abierta y a Distancia (UNAD) en la Escuela de Ciencias Administrativas, Contables, Económicas y de Negocios (ECACEN) de la Zona Occidente (ZOCC); el instrumento fue aplicado en el mes de noviembre de 2020 a una población de 1164 egresados de la ZOCC con una muestra de 289 de los graduados y se obtuvo un total de 324 respuestas, también se buscó información en fuentes secundarias. Los resultados logrados permiten observar como un gran porcentaje de los egresados considera que su paso por la universidad ayudó a desarrollar competencias aplicables en el mercado laboral, adicionalmente, al consultar sobre los principales factores presentes en el proceso de búsqueda de empleo, se pudo ver que sobresalen palabras como: experiencia, formación, competencias, conocimiento y oportunidades; la falta de respuesta a otras preguntas dejan la sensación de una posible lejanía o desinterés de los egresados hacia la UNAD ECACEN ZOCC, además se puede mencionar sobre los datos recabados que, se evidencia un desinterés de los encuestados en relación con la necesidad de aprender a gestionar bolsas de empleo al momento de buscar una ubicación laboral; lo cual puede ser usado como material para nuevas investigaciones orientadas a lograr una relación mas cercana entre los graduados y la institución.

The French composer Francis Poulenc had a profound admiration and empathy for the writings of the Spanish poet Federico García Lorca. That empathy was rooted in shared aspects of the artistic temperament of the two figures but was also undoubtedly reinforced by Poulenc’s fellow-feeling on a human level. As someone who wrestled with his own homosexuality and who kept his orientation and his relationships apart from his public persona, Poulenc would have felt an instinctive affinity for a figure who endured similar internal conflicts but who, especially in his later life and poetry, was more open about his sexuality. Lorca paid a heavy price for this refusal to dissimulate; his arrest in August 1936 and his assassination the following day, probably by Nationalist militia, was accompanied by taunts from his killers about his sexuality. Everything about the Spanish poet’s life, his artistic affinities, his personal predilections and even the relationship between these and his death made him someone to whom Poulenc would be naturally drawn and whose untimely demise he would feel keenly and might wish to commemorate musically. Starting with the death of both his parents while he was still in his teens, reinforced by the sudden loss in 1930 of an especially close friend, confidante and kindred spirit, and continuing throughout the remainder of his life with the periodic loss of close friends, companions and fellow-artists, Poulenc’s life was marked by a succession of bereavements. Significantly, many of the dedications that head up his compositions are ‘to the memory of’ the individual named. As Poulenc grew older, and the list of those whom he had outlived lengthened inexorably, his natural tendency towards the nostalgic and the elegiac fused with a growing sense of what might be termed a ‘survivor’s anguish’, part of which he sublimated into his musical works. It should therefore come as no surprise that, during the 1940s, and in fulfilment of a desire that he had felt since the poet’s death, he should turn to Lorca for inspiration and, in the process, attempt his own act of homage in two separate works: the Violin Sonata and the ‘Trois Chansons de Federico García Lorca’. This exposition attempts to unfold aspects of the two men’s aesthetic pre-occupations and to show how the parallels uncovered cast reciprocal light upon their respective approaches to the creative process. It also examines the network of enfolded associations, musical and autobiographical, which link Poulenc’s two compositions commemorating Lorca, not only to one another but also to a wider circle of the composer’s works, especially his cycle setting poems of Guillaume Apollinaire: ‘Calligrammes’. Composed a year after the ‘Trois Chansons de Federico García Lorca’, this intricately wrought collection of seven mélodies, which Poulenc saw as the culmination of an intensive phase in his activity in this genre, revisits some of ‘unheard voices’ and ‘unseen shadows’ enfolded in its predecessor. It may be viewed, in part, as an attempt to bring to fuller resolution the veiled but keenly-felt anguish invoked by these paradoxical properties.
