Résumé :
The article focuses on the critical analysis of sources of the late 16th century – “shert’” letters, that were discovered by the author in the Russian archive of ancient acts. The author discusses the origins of these documents and the circumstances of their discovery in the Archive’s funds. The first discovered source is the shert’ of Khan Kuchum given to Tsar Ivan the Terrible in 1571/72. Although this document was known in the first half of the 17th century, its original was considered lost. This paper presents a transcription of this shert’ letter, preserved in the collection of diplomatic correspondence. The second discovered source is “shert’ of Yermak” 1580 (1582). Different versions of this document are contained in the Esipov Chronicle, in the Pogodin Chronicle, as well as in a copy of the turn of the 18th – 19th century, as part of documents collected by A. F. Malinovsky. The last-mentioned version was published by V. I. Sergeev in 1976. This publication, however, has several inaccuracies. Comparison of publications and archival versions of sources showed, that over the years, researchers used defective editions, that had a bunch of incorrectness. In light of the fact, the need for further archival research aimed to discover the earlier existence of these valuable sources becomes apparent. The text of the documents is published in this article according to the simplified rules for publishing historical sources.

Résumé :
This paper discusses the portraits of two imperial ambassadors to the Ottoman Porte, Sigismund Baron Herberstein, who met with Sultan Suleiman the Magnificent in 1541, and Walter Count Leslie, who led the Grand Embassy to Sultan Mehmed IV in 1665–1666. The portraits are discussed in the context of their commissions, focusing on the diplomatic robes and the self-representative intentions of the commissioners. Herberstein’s decision to illustrate his autobiographical works with full body portraits is presented in the context of glorifying poems printed in some prestigious editions of his works, and in the context of the family’s portrait galleries. New light is shed on the painted portraits of Walter Leslie based on documents from the family archives, as well as on engraved portraits of the ambassador illustrating the travelogue of his mission.

Résumé :
Abstract MS-804 from the Municipal Library of Porto, Portugal, is a unique copy of the journal of the first voyage to India under Vasco da Gama’s (ca. 1460–1524) command. It describes the voyage subsequent to the departure from the Tagus River, Portugal, on 8 July 1497 until the return up the shallows of the Grande River de Buba, Guinea, on 25 April 1499. The author of the original of this account is probably Álvaro Velho (fl. 1497/1507), born in Barreiro, but the arguments are still weak, being only achieved by deduction. The copyist is also probably John Theotonius, CRSA. The great merit of this document is the fact that the author was a direct eyewitness of all events. In the last appendix, at folio 45, it has a list of 122 useful daily words and expressions in Portuguese and their translation into Malayalam, a provincial Dravidian language spoken in Kerala State, India. It is a relevant testimony of a variety of Malayalam at the end of the 15th century, despite certain transcription mistakes and the scribe’s censorship of some vulgarisms. In this new semi-diplomatic edition, I applied rigorous transcription criteria and corrected earlier editions, adding English translations and Malayalam equivalences.

Résumé :
In planning this editorial I was reflecting on the new year. I began thinking about what was happening a hundred years ago, back in 1919. The most significant diplomatic event was the Paris Peace Conference, (image 1) and domestically the ratification of the 18th and 19th Amendments, but that seemed a bit much to cover in an editorial. In a quest for different ideas, I looked through the February 1919 edition of the Monthly Catalog—or Monthly Catalogue United States Public Documents. As I looked at what was published, it amazed me how many issues that we are dealing with now were also being addressed back then.

Résumé :
In this article, the author merely indicates the selected results of the work on the edition of Diariusz legationis JWJMci Pana Strażnika Wielkiego Koronnego odprawionej roku 1732 (The diary of the 1732 diplomatic journey of Crown Great Guard) kept in the archives of Adam Mickiewicz University Library in Poznań. The research carried out in order to prepare the editorial work presented in this article was focused on the authenticity, source and the author of the text. The analysed diary is a late-eighteenthor early-nineteenth-century copy of an earlier version made between 1744 and 1826 – which is when it was acquired for the library of Czerniejewo-Radomice owned by the Skórzewski Counts. It was dated as a result of research that covered such issues as the paper it was written on, the watermarks in it and the entries describing its origin. The copy was made in a manor, most likely in Waplewo Wielkie owned by the Sierakowski family of the Ogończyk coat of arms. It has been determined that apart from the copy kept in the University Library in Poznań and a related record of the diplomatic journey published in Kuryer Polski (Polish Courier) from 1732 to 1733, there were at least two versions of the text: a diary included in the collection of Waplewo library and the original it was a copy of, which could be both the diary and additional documents and letters related to the diplomatic journey.

Résumé :
The purpose of this article is to investigate the specifics of Ukrainian studies in the cultural and scholarly activities of the Ukrainian military emigration. Based on its archival documents and research publications, such issues are covered: the origins of cultural and scholarly activities of the Ukrainian military emigration in view of its internment in 1920–1921; the place of the Ukrainian studies direction in the activities of scientific military societies and respective museum departments; Ukrainian studies aspects concerned by the representatives of the Ukrainian military emigration in their scientific works. The research process provided such results: the cultural and scientific activities of the Ukrainian military emigration stemmed from the work of the Military Section of the Ukrainian Diplomatic Mission and cultural and educational commissions, which provided camp soldiers with lectures on Ukrainian studies, literary and theatrical arts, and library work. The activities of scientific military societies and museum departments presented the direction of Ukrainian studies in the collection of archival documents and materials on the National Liberation War of 1917–1921, publication of thematic editions, lectures on Ukrainian history, and participation in ceremonial and memorial events, which were conducted in the academic environment of the Ukrainian emigration. In their research works, representatives of the Ukrainian military emigration touched upon aspects of the history of Ukraine during the National Liberation War of 1917–1921, the Cossacks, Ukrainian ethnography and geography. They managed to have accumulated significant intellectual outcome in the field of Ukrainian studies, which is still relevant today. The achievement of the author of the study is a synthesis created on the basis of a comprehensive study of sources and historiography, which consider the problem of Ukrainian military emigration in the interwar period in the light of Ukrainian studies, which is quite unusual for the respective field of domestic historiography. This made it possible to obtain new conclusions.

Our [documentary editors'] duty is to present the record, the documents, with a disinterested devotion solely to the document. We search for these documents in order to create an historical record….Our duty…is to present the record, whether we approve of it or not.Il me restait à décrypter ces pages, écrites en lignes serrées par crainte de manquer de papier, très fréquemment raturées, surchargées au point de devenir presque illisibles, et à en faire une édition critique avec les notes et commentaires nécessaires…Claude-Hélène Perrot and Albert Van Dantzig have remarkably little to say about their modus operandi in this long-awaited edition of Marie-Joseph Bonnat's account of his at times enforced stay at and around the court of Asante from 1869 to 1874. Scattered comments stimulate us to infer that the former was largely responsible for the text and the latter for the apparatus. Beyond that, they devote only a few sentences to discussing the ways they went about their business of producing the text published here and, it must be said, what they say there is by no means particularly encouraging for those who might have been expecting a diplomatic text edition:Dans le travail éditorial, dont résulte l'ouvrage présenté ici, si aucune coupure n'a été pratiquée, nous avons effectué quelques aménagements: la ponctuation a été revue, les incorrections grammaticales éliminées, de trop longues phrases ont été portagés, des prépositions supprimées. Le parti que nous avons pris est sans doute discutable.

Résumé :
Research on international relations today is no longer limited to diplomatic contacts but also includes economic and cultural ties. Another factor that should not be neglected is the people themselves; the personalities who shaped politics. This text focuses on those concerned with German-Soviet relations in the 1930s, both at the “centre” in Moscow and at the Soviet plenipotentiary representation in Berlin. This article deals with this range of problems against the background of Soviet-German relations in the 1930s both in the Kremlin and in the Soviet mission in Berlin. The article is based on archival ma- terials discovered and published in the framework of the edition project “Germany and the USSR 1933–1941” pursued under the aegis of the Joint Commission on the Study of Contemporary History in Russian-German Relations. The methodological guidelines are borrowed from the works of Western historiography. The documents under scrutiny shed the light on the functioning of one of the primary foreign-political instruments — the diplomatic corpus of the Soviet Union and Germany. In the documents published in Volume 2, three main areas of the People’s Commissariat for Foreign Relations’ (Narko- mindel) functioning are covered: the personnel responsible for the Soviet-German relations, the inner life of the Soviet mission in Berlin, and the work of the central apparatus in Moscow. On the basis of the interdepartmental correspondence of the Narkomindel staff, their memoranda, and the impressions of the German diplomats, one can get an impression of the level of professionalism of at least some Soviet diplomats. In sum- mary, owing to the publication of such a large amount of documents from the Russian and German archives, historians from different countries can now pursue research on a wide range of problems related to the international relations of the 1930s and early 1940s, which is extraordinarily important for understanding the causes and mechanisms which led to World War Two.

AbstractThe International Committee of the Red Cross (ICRC) Library was first created at the initiative of the ICRC's co-founder and president, Gustave Moynier. By the end of the nineteenth century, it had become a specialized documentation centre with comprehensive collections on the International Red Cross and Red Crescent Movement, international humanitarian law (IHL) and relief to war victims, keeping track of the latest legal debates and technological innovations in the fields related to the ICRC's activities. The publications collected by the Library until the end of the First World War form a rich collection of almost 4,000 documents now known as the ancien fonds, the Library's Heritage Collection.Direct witness to the birth of an international humanitarian movement and of IHL, the Heritage Collection contains the era's most important publications related to the development of humanitarian action for war victims, from the first edition of Henry Dunant's groundbreaking Un souvenir de Solférino to the first mission reports of ICRC delegates and the handwritten minutes of the Diplomatic Conference that led to the adoption of the 1864 Geneva Convention. This article looks at the way this unique collection of documents retraces the history of the ICRC during its first decades of existence and documents its original preoccupations and operations, highlighting the most noteworthy items of the Collection along the way.

Résumé :
The history of Old Believers in Lithuania in the 19th century is insufficiently studied. Well, we know the main centers, events and names of the most important figures, the key moments in the history of the Old Believer society are identified. But there are any generalizing monographs in this field and now the main task is to accumulate empirical material and try to put them in a future common historical narrative. The Old Believer community of Rimkai is one of the oldest in the central part of present-day Lithuania. In 1856 an Old Believers’ church assembly was held in the village of Rimkai. This assembly has so far been unknown in historiography, so this is the first time information about the meeting is being introduced into scientific circulation. The resolutions of the assembly are preserved in the only manuscript, which i s now held at the Russian State Library as part of E. V. Barsov’s collection no. 1025. The resolutions consist of 33 articles discussing the Old Believers’ iconolatry as well as regulation of ritual and everyday norms of behaviour applicable to both church leaders and ordinary parishioners. The documents were signed by 13 Old Believers’ spiritual fathers and monks from Lithuania and East Prussia. This study contains a diplomatic edition of Rimkai resolutions too. The text of the document is supplemented by historical commentary and source analysis.

The article has archeographic nature and contains the text of two documents in Polish found in the Manuscripts Department of Vasyl Stefanyk Lviv National Scientific Library, the report of a certain apprentice of the nobleman Krzysztof Fasz about the siege of Gomel and the report prepared for the command of the crown army about Cossack diplomatic mission to the field hetman of Lithuania Janusz Radziwiłł in June 1651. The purpose of the article is to make the first edition and scientifically comment on the mentioned documents together with their translation into Ukrainian. The year 1651 promised to be a turning point for the young Cossack state, which was trying to establish itself on the map of Europe. At the end of the winter, the Zaporozhian Army, the Crimean Khanate, the Polish Crown, and the Grand Duchy of Lithuania began preparations for a new round of armed conflict. The war, as two years before, was to last on two fronts – the Cossack-Polish and the Cossack-Lithuanian.Cossack regiments led by Martyn Nebaba, Matvii Gladkyi and Prokop Shumeiko, as well as certain Tatar units were transferred to Liubech and Loyev. The Cossacks guarded the crossings across the Dnieper and Sozh, preparing for the possible arrival of Lithuanian troops or the beginning of the Cossack offensive to the north. In the spring, Sivershchyna, which was a border region, became the scene of small skirmishes between the Cossacks of the Chernihiv Regiment and some units of the Lithuanian army. These skirmishes quickly escalated into full-fledged hostilities. Finally, on May 26, the Cossacks began the siege of Gomel Castle.Although the course of the siege of Gomel has been well studied by M. Hrushevskyi, the published document (№ 1) contains valuable and unique evidence of the activities of the Cossack departures, the mood in the besieged castle and the mention of the massacre of the burghers made by the Lithuanian garrison, also movement of the main Lithuanian army to repel Gomel. The second document, a report from the Lithuanian camp about the Cossack embassy to J. Radziwiłł, is already known to researchers. For the first time, M. Hrushevskyi partially introduced it into scientific circulation, using several fragments of it translated into Ukrainian. However, the historian did not pay much attention to the interesting data given in this report, first of all those concerning the description of the reception of envoys, their life in the Lithuanian camp, etc. Also, the researcher failed to correctly read certain fragments, including the name of one of the Cossack envoys.

Résumé :
The article is devoted to one of the most important summits at the highest level at the end of the Cold War. During the implementation of the renewed Soviet international policy of New Thinking, the American side was apprehensive about taking reciprocal steps aimed at breaking the bipolar structure of the world. Many obstacles had to be overcome by both the USSR and the USA: mutual distrust that had been developing for several decades, insufficient coordination within the administrations of diplomatic missions, loud statements by independent American media, contradictory situations in the intelligence services, etc. The author of the article pays attention to the espionage scandal that took place on the eve of the upcoming meeting, which significantly slowed down the negotiation process. She has studied in detail the documentary materials of the US State Archive of National Security, which provided an opportunity to cover the events of 1986 in a more multifaceted and accurate way. The article contains references to the publication of US intelligence reports to the president, as well as a personal letter from Mikhail Gorbachev to R. Reagan, which is known to the Russian scientific world only as recorded from Gorbachev's words. An analysis of the 1986 Reykjavik meeting is based on English-language documents as well as archival video materials from the Reagan Presidential Library. Memoirs of eyewitnesses of the summit made it possible to trace the historical and psychological aspects of the negotiations. The author used the personal diary of President R. Reagan and the complete edition of the memoirs of Secretary of State J. Schultz, which have not yet been translated into Russian, that made it possible to give a more accurate picture of the motives and fears of the White House on the eve of the Soviet-American meeting in 1986.

Résumé :
In the article, the author claims that in the modern world and in Ukraine, the issue of using the language of diplomacy is extremely relevant, but the role of this field in interstate relations has been known since ancient times. The study analyzed more than 120 terms of diplomatic language. The diplomatic understyle is used in the field of interstate official business relations. The language of diplomatic documents should be simple and concise, without epithets and comparisons, but sometimes artistic images or References: to historical facts of another country are used. The text of a diplomatic appeal must precisely correspond to its semantic load. The author briefly examines the history of the formation of diplomatic terminology, and also examines the terminological system of the diplomatic sub-style, as it is the main informative layer of the vocabulary that is still being formed. The phenomenon that the diplomatic terminological system has a large number of international words (for example, from Latin, Greek, German, French, English languages) is considered in detail, as this speaks of modern trends of international cooperation. One of the important characteristics of the term, which the author of the article draws attention to, is that it must have a clear, unambiguous understanding, the terms of diplomacy must denote the same phenomenon, and he also provides definitions of the term in different languages to illustrate this. The study determined that there are two types of terms (one-word terms (consul, attache, repatriation, etc.) and compound ones (international agreement, verbal note persona non grata, etc.)), the emphasis is on the fact that phrase-terms predominate. The prospect of continuing the research in the future is also outlined.

Résumé :
This study examines the representation of international conflicts and diplomatic tensions in International Newspapers in 2019. It x-rayed the pattern of representation of international conflicts and diplomatic tensions if they were more negative and guided by national and economic interests than humanitarian. It investigated the degree of prominence comparatively accorded the reportage of the issues in developed nations and Africa; and further ascertained the direction of reportage of the issues. The study reviewed the Agenda Setting theory which flows from the functional theories as appropriate to explain the work and adopts the Content Analysis method with an expected population consisting of 120 editions of the two selected newspapers, The Guardian of the UK and New York Times of the US from the deluge of global newspapers. The sample size was drawn from the population using the Taro Yamane formula to arrive at 24 editions. However, 22 editions of the newspaper had stories on international conflicts and diplomatic tensions, with over 31 stories. The contents were quantitatively analyzed with tables. From the findings, the study concluded that international newspapers though reported significantly international conflicts and diplomatic tensions, their representations were more guided by aligned interests of some world powers and laced around economy rather than humanitarian or global peace. The study recommended advocacy representation of international conflicts and diplomatic tensions by being responsible and fair to all people, race and nations in the international newspapers and de-emphasis economic interest.

Balhae was mentioned in Choi Chi-won's diplomatic letter to Tang's emperor and bureaucrat. It shows that Choi Chi-won was very interested in Balhae. However, there are some differences between the documents Choi Chi-won mentioned about Balhae. He described Balhae completely differently from the people who are receiving the diplomatic document. Despite the fact that diplomatic documents can show how perceptions of Balhae have changed, Choi Chi-won mentioned about Balhae because it was closely connected to the current world situation at that time. As an example, he mentioned Balhae for sending an envoy after a new king was crowned there, and comparing the affairs between Silla and Balhae at that time. As a conclusion, Choi Chi-won mentioned Balhae differently in all diplomatic documents to ensure Silla’s international position and suitable treatment in Tang.

The type of script dates it to within the late-fourteenth century, while the document provides information regarding society and the economy of the town during the middle part of the century. Following an extensive discussion of the contents of the document, a diplomatic editio princeps is also included.

Résumé :
AbstractIn this paper, a number of stylistic features of contemporary diplomatic Arabic will be investigated. These are the interference of historical and contemporary Arab-Islamic thought and terminology with accepted stylistic standards in international documents as well as certain metaphorical, including euphemistical, elements of style that are germane to Arabic. Subject of the discussion will be bi- and multilateral treaties that are either concluded in Arabic or in which Arabic is one of the official languages. Furthermore, diplomatic correspondence that originates in Arabic will be considered. Certain linguistic features of Arabic as surfacing in the said documents, independently of any religious implications, will be closely followed, if relevant for the interpretation of the documents under discussion. One of the main foci of attention will be the vast diplomatic correspondence that has been surrounding the Iraq-Kuwait-crisis. Finally, the unique case of an Arabic diplomatic poem will be cited.

Résumé :
The article is based on the first Japanese collection of diplomatic documents, Zenrin Kokuhōki (1470), related to official diplomatic correspondence between Japan and Korea for the period from 1392 to 1428, that is to say during the reigns of the 3rd and 4th Ashikaga shoguns. For Koreans the main themes were suppress of piracy (anti-piracy program) and repatriation of Koreans who had been captured by Japanese pirates. Japanese embassies were concerned with Korean version of the Buddhist canon and repeatedly asked for the Koryŏ Tripitaka and sometimes even for a set of printed blocks for the Korean versions of the Buddhist canon. Almost all documents refer to Japanese requests for Korean printed copies of the Buddhist canon. Buddhist canon continued to be one of the top themes in Japan-Korea relations in the 14th and 15th centuries. It was not until the early 16th century that the number of such requests dropped dramatically. A total of eight documents for Japanese-Korean correspondence were included in Zenrin Kokuhōki for the specified period, while there were thirteen documents for Japanese-Chinese correspondence. The article quotes fragments of diplomatic documents that have not been translated into Russian, most of them have not yet been translated into European languages.

Abstract The social history of diplomacy includes many elements, one of which is assemblage, or the material spaces of diplomatic activity and the various bodies they include. Another is the state effect – the documents and objects of diplomacy – as well as the state affect – the more intangible understandings and beliefs that condition diplomacy and lay well outside the state itself. Assemblage, effects, and affects, taken together, must form the basis of a deeper understanding of diplomatic relations and a new diplomatic history.

The documents selected by the editor from the National Archives of Sweden offer information reflecting the preoccupation of the Swedish diplomacy to be well informed with regard to the Eastern Question developments. In 1813 such information was necessary in order to guide the Swedish government’s policy in reaching its essential goal, the integration of Norway in the Swedish political system. In order to have a broader perspective on the international events and circumstances of the period marking the end of the Napoleonean Empire is necessary that these documents shall be corroborated with other documentary sources, such as, for instance, the ones included in the seventh volume of the foreign policy documents collection entitled “Europe and the Porte. New Documents on the Eastern Question”.
Abstract The theme is decoding the “literary field of the Romanian proto-diplomatic document”, designed to replace the art of diplomacy and cultural regeneration. It is the observation field over the products of literature’s habitat, the “art of the word”. Therefore, to confirm the “Romanian tradition”, we have analysed several of the “literary works” of some Romanian writers from the 19th Century. Under these circumstances, attention is drawn on the role of the document/deed, on its importance in the universe of cultures. Attention is drawn on the occurrence of proto-religious documents and of the proto-diplomatic documents. During the evolution of scripts in the mid 17th Century – presented by Nicolae Iorga as “abandonment of the Franciscan spirit, a change of the entire meaning of the religious literature”, we have included in the study the role of Slavic monks (refugees from Mount Athos on our lands) and their apprenticeship in the atmosphere of “mysticism and culture”, the impact caused by founders of monasteries, turned genuine centres of culture. Within these monastic places, the art of calligraphy and miniature develops, revived under Matei Basarab, Vasile Lupu and especially during the reign of Constantin Brâncoveanu.

Résumé :
The article is devoted to the study of the ethical speech strategy in the Spanish diplomatic discourse. The article deals with the functioning of speech strategy in Spanish diplomatic documents. The relevance of the study is due to the importance of studying of the speech impact on the addressee of the communication. Particular attention is paid to the theoretical aspects. The article gives an overview of the concepts of «speech genre», «speech strategy», «ethical genres». The subject of study are the texts of diplomatic documents of the Spanish Ambassador to Russia, Duke de Liria during the reign of Emperor Peter II and Empress Anna Ioannovna. The Duke de Liria ethical speech strategy involves numerous areas of silence about the most important historical events of Russia during this period, which is evidence of the modality of persuasion of the addressee in the absence of active domestic political life in the country and the formation of public opinion in accordance with the goal, the conclusion of a treaty between Russia and the Holy Roman Empire. The author of the article shows that modern ethical speech strategies of the Spanish diplomatic discourse also exist mainly in the modality of persuasion, today they use a large arsenal of means to achieve this goal, which includes repetition, synonymous series and periphrastic constructions, outdated words and expressions, which gives the right to speak about a high degree of conservatism of ethical speech strategies in the Spanish political discourse. The author of the article concludes that etiquette speech strategies on the one hand reflect global trends, on the other hand, demonstrate a high commitment to national principles of diplomatic documents construction.

Under the new law on travel documents, in addition to authority that has the Government of Serbia, in terms of issuing travel documents and a shared competence between the Ministry of Internal Affairs and the Ministry of Foreign Affairs depending on the type of travel document in question. Ministry of Foreign Affairs is authorized to issue a diplomatic passport, official passport and travel document, while all other travel documents are issued by the Ministry of Internal Affairs. When it comes to the passport as the most important travel document the jurisdiction of the Ministry of Internal Affairs is fully established. Diplomatic and Consular Missions of the Republic of Serbia abroad can now only receive requests for passport, but the issuance of travel documents of this type is exclusive jurisdiction of the Ministry of Internal Affairs. Such jurisdiction of the state administration in the process of issuing travel documents, along with other novelties which significantly modernize this kind of special administrative procedures should in practice very quickly enable the efficient issuance of travel documents, thus achieving the complete freedom of movement as one of the rights guaranteed by the Constitution to the citizens of the Republic of Serbia.
