The article focuses on the critical analysis of sources of the late 16th century – “shert’” letters, that were discovered by the author in the Russian archive of ancient acts. The author discusses the origins of these documents and the circumstances of their discovery in the Archive’s funds. The first discovered source is the shert’ of Khan Kuchum given to Tsar Ivan the Terrible in 1571/72. Although this document was known in the first half of the 17th century, its original was considered lost. This paper presents a transcription of this shert’ letter, preserved in the collection of diplomatic correspondence. The second discovered source is “shert’ of Yermak” 1580 (1582). Different versions of this document are contained in the Esipov Chronicle, in the Pogodin Chronicle, as well as in a copy of the turn of the 18th – 19th century, as part of documents collected by A. F. Malinovsky. The last-mentioned version was published by V. I. Sergeev in 1976. This publication, however, has several inaccuracies. Comparison of publications and archival versions of sources showed, that over the years, researchers used defective editions, that had a bunch of incorrectness. In light of the fact, the need for further archival research aimed to discover the earlier existence of these valuable sources becomes apparent. The text of the documents is published in this article according to the simplified rules for publishing historical sources.

This paper discusses the portraits of two imperial ambassadors to the Ottoman Porte, Sigismund Baron Herberstein, who met with Sultan Suleiman the Magnificent in 1541, and Walter Count Leslie, who led the Grand Embassy to Sultan Mehmed IV in 1665–1666. The portraits are discussed in the context of their commissions, focusing on the diplomatic robes and the self-representative intentions of the commissioners. Herberstein’s decision to illustrate his autobiographical works with full body portraits is presented in the context of glorifying poems printed in some prestigious editions of his works, and in the context of the family’s portrait galleries. New light is shed on the painted portraits of Walter Leslie based on documents from the family archives, as well as on engraved portraits of the ambassador illustrating the travelogue of his mission.

Abstract MS-804 from the Municipal Library of Porto, Portugal, is a unique copy of the journal of the first voyage to India under Vasco da Gama’s (ca. 1460–1524) command. It describes the voyage subsequent to the departure from the Tagus River, Portugal, on 8 July 1497 until the return up the shallows of the Grande River de Buba, Guinea, on 25 April 1499. The author of the original of this account is probably Álvaro Velho (fl. 1497/1507), born in Barreiro, but the arguments are still weak, being only achieved by deduction. The copyist is also probably John Theotonius, CRSA. The great merit of this document is the fact that the author was a direct eyewitness of all events. In the last appendix, at folio 45, it has a list of 122 useful daily words and expressions in Portuguese and their translation into Malayalam, a provincial Dravidian language spoken in Kerala State, India. It is a relevant testimony of a variety of Malayalam at the end of the 15th century, despite certain transcription mistakes and the scribe’s censorship of some vulgarisms. In this new semi-diplomatic edition, I applied rigorous transcription criteria and corrected earlier editions, adding English translations and Malayalam equivalences.

In planning this editorial I was reflecting on the new year. I began thinking about what was happening a hundred years ago, back in 1919. The most significant diplomatic event was the Paris Peace Conference, (image 1) and domestically the ratification of the 18th and 19th Amendments, but that seemed a bit much to cover in an editorial. In a quest for different ideas, I looked through the February 1919 edition of the Monthly Catalog—or Monthly Catalogue United States Public Documents. As I looked at what was published, it amazed me how many issues that we are dealing with now were also being addressed back then.

Examination of each letter and its possible links, abbreviations, and auxiliary signs. Graphic comparison with her signature in twenty-four documents –almost all unpublished– entitled to her name but made by different scribes. Diplomatic analysis of all this specifying typology and form. Mention of those others cited by some historian but do not exist in the archives. Full transcription of the missives written by her according to current editing standards.

In this article, the author merely indicates the selected results of the work on the edition of Diariusz legationis JWJMci Pana Strażnika Wielkiego Koronnego odprawionej roku 1732 (The diary of the 1732 diplomatic journey of Crown Great Guard) kept in the archives of Adam Mickiewicz University Library in Poznań. The research carried out in order to prepare the editorial work presented in this article was focused on the authenticity, source and the author of the text. The analysed diary is a late-eighteenthor early-nineteenth-century copy of an earlier version made between 1744 and 1826 – which is when it was acquired for the library of Czerniejewo-Radomice owned by the Skórzewski Counts. It was dated as a result of research that covered such issues as the paper it was written on, the watermarks in it and the entries describing its origin. The copy was made in a manor, most likely in Waplewo Wielkie owned by the Sierakowski family of the Ogończyk coat of arms. It has been determined that apart from the copy kept in the University Library in Poznań and a related record of the diplomatic journey published in Kuryer Polski (Polish Courier) from 1732 to 1733, there were at least two versions of the text: a diary included in the collection of Waplewo library and the original it was a copy of, which could be both the diary and additional documents and letters related to the diplomatic journey.

The purpose of this article is to investigate the specifics of Ukrainian studies in the cultural and scholarly activities of the Ukrainian military emigration. Based on its archival documents and research publications, such issues are covered: the origins of cultural and scholarly activities of the Ukrainian military emigration in view of its internment in 1920–1921; the place of the Ukrainian studies direction in the activities of scientific military societies and respective museum departments; Ukrainian studies aspects concerned by the representatives of the Ukrainian military emigration in their scientific works.The research process provided such results: the cultural and scientific activities of the Ukrainian military emigration stemmed from the work of the Military Section of the Ukrainian Diplomatic Mission and cultural and educational commissions, which provided camp soldiers with lectures on Ukrainian studies, literary and theatrical arts, and library work. The activities of scientific military societies and museum departments presented the direction of Ukrainian studies in the collection of archival documents and materials on the National Liberation War of 1917–1921, publication of thematic editions, lectures on Ukrainian history, and participation in ceremonial and memorial events, which were conducted in the academic environment of the Ukrainian emigration. In their research works, representatives of the Ukrainian military emigration touched upon aspects of the history of Ukraine during the National Liberation War of 1917–1921, the Cossacks, Ukrainian ethnography and geography. They managed to have accumulated significant intellectual outcome in the field of Ukrainian studies, which is still relevant today. The achievement of the author of the study is a synthesis created on the basis of a comprehensive study of sources and historiography, which consider the problem of Ukrainian military emigration in the interwar period in the light of Ukrainian studies, which is quite unusual for the respective field of domestic historiography. This made it possible to obtain new conclusions.

Scattered comments stimulate us to infer that the former was largely responsible for the text and the latter for the apparatus. Beyond that, they devote only a few sentences to discussing the ways they went about their business of producing the text published here and, it must be said, what they say there is by no means particularly encouraging for those who might have been expecting a diplomatic text edition:Dans le travail éditorial, dont résulte l'ouvrage présenté ici, si aucune coupure n'a été pratiquée, nous avons effectué quelques aménagements: la ponctuation a été revue, les incorrections grammaticales éliminées, de trop longues phrases ont été portagés, des prépositions supprimées. Research on international relations today is no longer limited to diplomatic contacts but also includes economic and cultural ties. Another factor that should not be neglected is the people themselves; the personalities who shaped politics. This text focuses on those concerned with German-Soviet relations in the 1930s, both at the “centre” in Moscow and at the Soviet plenipotentiary representation in Berlin. This article deals with this range of problems against the background of Soviet-German relations in the 1930s both in the Kremlin and in the Soviet mission in Berlin. The article is based on archival ma- terials discovered and published in the framework of the edition project “Germany and the USSR 1933–1941” pursued under the aegis of the Joint Commission on the Study of Contemporary History in Russian-German Relations. The methodological guidelines are borrowed from the works of Western historiography. The documents under scrutiny shed the light on the functioning of one of the primary foreign-political instruments — the diplomatic corpus of the Soviet Union and Germany. In the documents published in Volume 2, three main areas of the People’s Commissariat for Foreign Relations’ (Narko- mindel) functioning are covered: the personnel responsible for the Soviet-German relations, the inner life of the Soviet mission in Berlin, and the work of the central apparatus in Moscow. On the basis of the interdepartmental correspondence of the Narkomindel staff, their memoranda, and the impressions of the German diplomats, one can get an impression of the level of professionalism of at least some Soviet diplomats. In sum- mary, owing to the publication of such a large amount of documents from the Russian and German archives, historians from different countries can now pursue research on a wide range of problems related to the international relations of the 1930s and early 1940s, which is extraordinarily important for understanding the causes and mechanisms which led to World War Two.

Esta dissertação apresenta a edição fac-similar e diplomática em perspectiva genética de 53 notas de planejamento do romance Avalovara de Osman Lins. Esta seleção permitiu verificar quais foram os procedimentos empregados na composição do texto, da estrutura rigorosa do livro e o registro da utilização destas notas na obra publicada em 1973. A edição contempla documentos autógrafos, datiloscritos e impressos rasurados que, de modo geral, contêm um discurso indicativo. Com isso, é possível perceber certas particularidades relacionadas ao processo de criação do romance além de estabelecer novas propostas de estudo para a obra.
This dissertation presents the diplomatic and fac-simile edition of 53 planning notes of the Avalovara, a novel by Osman Lins, through a genetic perspective. The selection was limited to these documents in order to check the procedures employed in the text composition and in its rigorous structure, as well as the record of the use of these notes in the volume published in 1973. The edition includes handwritten, typed and scrapped printed documents that, in general, display an indicative discourse. Through this edition, it is possible both to notice certain peculiarities related to the creative process of the novel and to establish new perspectives of study for the novel.

John Gwenogvryn Evans was an important figure in late nineteenth and early twentieth century Welsh Celtic Studies, because he published accurate diplomatic editions of medieval manuscripts that are still used today. He also compiled an important and detailed Report on Welsh Manuscripts for the Historic Manuscripts Commission that was of significant utility to scholars of his day, and still has uses for its detailed description of manuscripts. His extraordinary talent for accuracy in the reproduction of medieval script came to the attention of John Rhŷs, then Professor of Celtic at Jesus College, Oxford. Through Rhŷs he was exposed to the best scholarship of his day, and with the assistance of scholars such as Egerton Phillimore and John Morris Jones, he was enabled to produce work of enduring value. Due to his limited training in Welsh linguistics, and in research methodology, there were, from the start, serious flaws in his interpretation of early Welsh. Later, on losing contact with academic influences due to unwise actions, he fell into a pseudoscientific mentality more common earlier in the 19th century, seeking to find historical fact in poetry of legend and prophecy. Major errors arose from his later inclination to consider the date of a manuscript and the date of the content to be identical, and the ridicule that resulted from his 'amendments and translations' to early poetry so undermined his credibility that he never completed the full range of his intended series of texts. This study traces the origins, manifestations, and consequences of his dual nature through seven chapters. It considers the value of his solid earlier work, and balances it against the follies of his later translations, and seeks to give a fairer view of the value of his work to his own generation, and to those that followed on from him.

Edição semidiplomática de corpus selecionado a partir do códice ?Ofícios do Vice-Rei para o Governador da Capitania 1793/98?, visando a fornecer fonte fidedigna para futuros estudos filológicos, lingüísticos, históricos e culturais do período. Trata-se também de um estudo mais detalhado desse códice catarinense que contextualiza historicamente os documentos que o compõem, assim como aborda aspectos paleográficos, codicológicos e diplomáticos com o propósito de responder a questionamentos e hipóteses surgidos durante a edição acerca de sua composição, criação e origem. Este trabalho descreve codicológica e paleograficamente o códice em geral, apresenta uma demonstração de diferentes punhos e procura levantar traços de natureza fonológica de um manuscrito dentro do códice. Consta também deste trabalho uma tentativa de identificação tipológica mais adequada através da composição de um verbete descritivo do corpus.
Semidiplomatic edition of the selected corpus from the codex ?Oficios do Vice Rei para o Governador da Capitania 1793/98? (Memorandums from the Vice-king to the Governor of the Province 1793/98?) seeking to provide a trustworthy source to further philological, linguistical, historical and cultural studies of such period. It is also a thorough study of this Catarinense (from Santa Catarina) codex that put its documents into a historical perspective. It touches its paleographic, codicological and diplomatic aspects aiming to address questionings and hypotheses raised during the editing process concerning its composition, how it was assembled, and its origin. This work describes the codex general paleography and codicology. It presents a demonstration of different handwritings and attempts to raise traces of phonological aspects from the codex. This project also proposes a more adequate typological identification of the documents, through descriptive summaries of each memo.

Nesta dissertação, apresenta-se uma edição de 122 documentos pertencentes ao Arquivo da Faculdade de Direito do Largo São Francisco, da Universidade de São Paulo. O recorte temporal feito para este trabalho compreende o intervalo entre 1827 e 1829, ou seja, são destacados os primeiros anos do estabelecimento do Curso Jurídico em São Paulo. Os documentos retratam o funcionamento da Academia de Sciencias Juridicas, atual Faculdade de Direito da Universidade de São Paulo, quando ainda não havia modelos para se administrar uma instituição de ensino superior no Brasil. Grande parte dos documentos foi remetida pelo Ministério do Império no Rio de Janeiro ao recémcriado Curso Jurídico de São Paulo e trata da escolha e cessão do Convento de São Francisco da Província de São Paulo para a implementação da Academia, da administração cotidiana da Escola e de outras questões envolvendo o corpo docente, os funcionários e os alunos. Tais registros são apresentados preponderantemente na forma de avisos, mas há, também, ofícios, atestados, abaixo-assinados, requerimentos, certidões, inventário, bilhete e lista. Entre os avisos, há correspondências entre Joze Clemente Pereira, Ministro do Império, e o primeiro diretor do Curso, José Arouche de Toledo Rendon, as quais tratam da contratação dos primeiros lentes, das reformas no Convento para o início das aulas, da permanência de franciscanos no Convento durante todo o ano de 1828 e dos constantes desentendimentos oriundos da questão da cessão espontânea do estabelecimento, além de outros assuntos pertinentes ao início de curso superior em Direito no Brasil. Optou-se pela edição semidiplomática, acompanhada por reproduções mecânicas (fac-símiles) dos documentos, por permitir que os mesmos tornem-se acessíveis a pesquisadores, bem como aos leitores em geral. Desta forma, este trabalho não só contribui para pesquisas filológicas e de língua portuguesa, como também para outras áreas interessadas na história social da cidade de São Paulo no século XIX.
On this dissertation, I present an edition of 122 documents in which most of them are manuscripts that belong to the Archive of Largo São Francisco Law School from São Paulo University. The time cut for this paper is about a break between 1827 and 1829, when the first years of the law course in São Paulo are considered. The documents show the way things worked in Academia de Sciencias Juridicas (Juridical Sciences Academy), which is now Faculdade de Direito da Universidade de São Paulo (Law School from São Paulo University) when there were no models to manage a college in Brazil yet. Most part of the documents were sent by the Empire Ministry in Rio de Janeiro to the newborn law course in São Paulo. They are about the choice and cession of São Francisco Convent from São Paulo Province for the implementation of the Academia (Academy), the everyday management of the School, and other issues evolving the staff, the teachers and the students. Such records are presented mostly as warnings, but there are also some official letters, certificates, petitions, applications, inventories, notes and lists. Among the warnings, there are letters between Joze Clemente Pereira, the empire minister and the first headmaster of the course, José Arouche de Toledo Rendon, which are about the hiring of the first employees, the renovation of the convent for the beginning of the school year, the stay of Franciscans in the convent for the whole year of 1828 and the constant disagreements coming from spontaneous cession of the establishment, besides other matters related to the beginning of the law school in Brazil. I chose the semi diplomatic edition, followed by mechanic copies of the documents, for letting them to be accessible for general readers and researchers. This way, it doesnt only contribute to philological and Portuguese language researches, but also for other areas that are interested in the social history of São Paulo City in the XIX century.

Les éditions critiques numériques sont des ressources patrimoniales annotées, sous une forme numérique. De telles éditions prennent la forme d'une transcription des ressources originales, augmentées d'un apparat critique, c'est-à-dire, la forme de données structurées. Dans un contexte collaboratif, a structure de ces données est définie explicitement par un schéma, document interprétable qui contraint la manière dont les éditeurs vont pouvoir annoter les ressources primaires et va de ce fait garantir une certaine homogénéité dans le respect de la politique éditoriale. Les projets d'édition critique numérique font classiquement face à deux problèmes techniques. Le premier a à voir avec l'expressivité des langages d'annotation, qui empêchent l'expression de certaines informations utiles. La seconde tient au fait que, par expérience, les schémas qui sous-tendent une édition critique vont être amenés à évoluer au cours de la réalisation de cette édition ; cependant, modifier le schéma implique qu'il faille mettre à jour l'intégralité des données structurées validées par ce schéma, ce qui est habituellement effectué à la main par les éditeurs, au moyen de scripts ad-hoc – si les éditeurs, faute de moyens ou de temps, ne renoncent pas à faire évoluer la structure de données. Dans ce travail de thèse, nous définissons les fondements théoriques pour l'établissement d'un système éditorial dédié à l'édition critique numérique. Digital Scholarly Editions are critically annotated patrimonial literary resources, in a digital form. Such editions roughly take the shape of a transcription of the original resources, augmented with critical information, that is, of structured data. In a collaborative setting, the structure of the data is explicitly defined in a schema, an interpretable document that governs the way editors annotate the original resources and guarantees they follow a common editorial policy. Digital editorial projects classically face two technical problems. The first has to do with the expressiveness of the annotation languages, that prevents from expressing some kinds of information. The second relies in the fact that, historically, schemas of long-running digital edition projects have to evolve during the lifespan of the project. However, amending a schema implies to update the structured data that has been produced, which is done either by hand, by means of ad-hoc scripts, or abandoned by lack of technical skills or human resources. In this work, we define the theoretical ground for an annotation system dedicated to scholarly edition. We define eAG, a stand-off annotation model based on a cyclic graph model, enabling the widest range of annotation. We define a novel schema language, SeAG, that permits to validate eAG documents on-the-fly, while they are being manufactured. We also define an inline markup syntax for eAG, reminiscent of the classic annotation languages like XML, but retaining the expressivity of eAG. Eventually, we propose a bidirectional algebra for eAG documents so that, when a SeAG S is amended, giving S', an eAG I validated by S is semi-automatically translated into an eAG I' validated by S', and so that any modification applied to I (resp. I') is semi-automatically propagated to I' (resp. I) – hence working as an assistance tool for the evolution of SeAG schemas and eAG annotations

Este trabalho apresenta a edição semidiplomática de 68 documentos manuscritos da segunda metade do século XVIII, entre os anos de 1767 e 1775, referentes ao período de governo de Dom Luís Antonio de Sousa Botelho Mourão como Capitão General da Capitania de São Paulo. O conjunto desses documentos, originalmente avulsos, encontra-se reunido em um livro manuscrito de número 170 no Arquivo do Estado de São Paulo (AESP). A fim de melhor estudar tal livro manuscrito, esse trabalho compõe-se de um capítulo acerca da descrição codicológica e paleográfica, seguido da classificação das espécies documentais existentes no corpus transcrito. Além de um capítulo sobre o momento histórico em que foram executados os documentos. Após os capítulos de análise do corpus, há o núcleo do trabalho: a transcrição semidiplomática e justalinear face a face com a reprodução facsimilar de cada fólio dos documentos. No livro manuscrito há também páginas impressas, que foram anexadas após as transcrições, embora não façam parte do presente estudo. Uma vez que os documentos aqui publicados encontravam-se inéditos, a sua divulgação certamente contribuirá para os estudos filológicos, linguísticos e históricos da época.
This essay presents the facsimilar copies and the semi diplomatic editions of 68 manuscripts from the second half of the eighteenth century, between the years 1767 and 1775, during the government of the General Captain of the São Paulo Captaincy, Dom Luis Antonio de Sousa Botelho Mourão. This corpus was selected in the Arquivo do Estado de São Paulo (AESP) and all of the documents are covered in the manuscript book number 170, where they follow the same order as presented here. In order to study the manuscript book, this work is composed by a chapter about Codicology and Palaeography of the studied documents, followed by the classifications of the documental species of the corpus. Before the transcriptions, there is a chapter about the historical moment in which the documents were executed. The transcription of the handwriting part of the codex is semi diplomatic, line by line and face to face with the respective facsimilar reproduction of each manuscript. There are also printed documents in the manuscript book, which were attached to this work, though they are not the object of study. Since the documents are not yet published, their divulgation can certainly contribute to the philological, linguistic and historical studies.

Trata da preservação de documentos arquivísticos produzidos e mantidos no meio digital através da análise do Portal de Gestão da Prefeitura Municipal de Porto Alegre tendo por base teórica a diplomática contemporânea. Parte da origem do termo arquivo à análise da sociedade contemporânea sob os pontos de vista da sociedade da informação, sociedade do controle e da sociedade de vigilância. Diferencia os paradigmas Custodiai e Pós-Custodial e discute a proposta da arquivística integrada. Analisa a diplomática voltada aos documentos medievais, a diplomática especial e a diplomática arquivística contemporânea. que une os preceitos da Diplomática e os conceitos da Arquivologia. Apresenta o Projeto InterPARES, sua base teórico-metodológica e os resultados já obtidos pelo projeto e aplicados na presente pesquisa. Discute a preservação de acervos documentais, tradicionais e digitais, destacando as peculiaridades da preservação dos documentos arquivísticos digitais, fidedignos e autênticos. Apresenta os resultados da pesquisa realizada concluindo que o Portal de Gestão é um documento arquivístico digital, que mantém outros documentos, e pela necessidade do estabelecimento de um plano de preservação para garantir seu acesso de longo prazo.
This paper focuses on the preservation of archival documents produced and maintained in the digital environment trough analysis by the Porto Alegre City Hall Management Portal based on theoretical contemporary Diplomatic. It sets off from the origin of the term archive to the analysis of contemporary society from the views of information society, society of control, and surveillance society. It distinguishes Custodiai and Post-Custodial paradigms and discusses the proposal of an integrated archival. It analyzes the Diplomatic focused on medieval documents, the Special Diplomatic and the Contemporary Archival Diplomatic, which gathers the precepts of the Diplomatic and the concepts of Archival. It presents the InterPARES Project, its theoretical and methodological basis, and the results already achieved by the project and applied in this research. It discusses the preservation of documentary, traditional and digital collections highlighting the preservation of digital archival documents peculiarities while maintaining its reliability and authenticity. It presents the results of the survey, concluding that the Management Portal is a digital archival document which holds other documents, and that it is necessary to establish a preservation plan to ensure its longterm access.

The vast amount of documents available nowadays presents a great opportunity for advancing Political Sciences. At the same time, this deluge of information poses a problem, because it is no longer feasible for researchers to analyze every document manually. Modern natural language processing techniques have an essential role in helping with this process. The goal of this work is to create a tool based on natural language processing techniques that helps researchers to navigate an important database, Cablegate, which is a corpus of over 250 thousand diplomatic cables sent between US embassies that was published as part of WikiLeaks. This is a very important database that can shed new light at key historical moments of the twenty-first century.
A enorme quantidade de documentos disponíveis atualmente representa um grande potencial de avanço para as Ciências Políticas. Ao mesmo tempo essa riqueza de informações gera um problema, pois não é mais possível que pesquisadores analisem todos os documentos manualmente. Técnicas modernas de processamento de linguagem natural têm um papel essencial a cumprir para auxiliar tal avanço. O objetivo desse trabalho é criar uma ferramenta baseada em processamento de linguagem de natural que ajude pesquisadores a navegar uma base de dados muito importante, o \textit{Cablegate}, que é um conjunto de mais de 250 mil cabos diplomáticos de embaixadas dos Estados Unidos que foi publicado como parte do \textit{WikiLeaks}. Essa é uma base muito importante que pode trazer uma nova luz sobre vários momentos-chave do início do século XXI.

The four documents published for the first time in extenso are dedicated to the memorable events such as the last uprising of Strel’tsy, the two investigations organized by the authorities, and the execution of the culprits. The documents bring some new details about the rebellion, but they prove to be much more interesting from another point of view – that of the setting up of the image of the young tsar in the diplomatic documents of that time. In this sense, Paul Heins’ letters prepare the image of Piter the Great that will be created by the panegyrics of the tsar in the XVIIIth century.

AbstractIn the sixteenth century, Wittenberg developed into one of the most important centers of printing in Germany. The works of Martin Luther and Philipp Melanchthon became exceptional bestsellers. Sacrosbosco’s Sphaera appeared between 1531 and 1600 in more than forty editions. Economically successful printers such as Georg Rhau, Hans Lufft, and Johann Krafft, as well as the booksellers and publishers Moritz Goltz, Christoph Schramm, Conrad Ruehel, Bartholomäus Vogel, and Samuel Selfisch—all of whom were involved in the Wittenberg editions of the Sphaera—influenced local affairs as members of the town council and confidants of the prince electors. Analyzing tax lists, contracts, and historic town maps makes it possible to identify the houses they owned and to reconstruct their locations. Mapping the real estate of printers, booksellers, and bookbinders who lived in Wittenberg in the sixteenth century shows this group’s economic success quite plainly and points to professional and private relationships. Some of the houses still exist. They are three-dimensional documents of the taste and home decor of a new elite.

Non-state actors not only play the role of diplomatic consumers in the international community, but also as diplomatic participants. Especially before the diplomatic relations between China and South Korea, non-state actors, through economic exchanges, played a particular role in improving the relations between the two countries. This study analyzes the improvement of China-South Korean ties from the perspective of non-state actors participating in economic exchanges divided into beginning, expansion, and maturity periods. It also, demonstrates the importance and irreplaceability of non-state actors before the establishment of diplomatic relations.

The information, containing the entire world experience of mankind and serving as historical memory of the nation and the basis for further economic and spiritual progress of society, is stored in libraries. The preservation for future generations of this invaluable information and its carriers – the books that make up the library funds, has become a global task that all civilized countries of the world are solving. In order to preserve the Jewish cultural documentary heritage in the Library named after I. Manger, the department “Rare Book” has been functioning since 2000. Its fund has more than 1500 copies of documents. The collection in Hebrew includes mainly religious books published in the XIX and early XX centuries. The rarest of them are 2 Torah scrolls, volumes of the Babylonian Talmud, published in 1848–1880 in Lemberg, the edition of the Torah (Pentateuch of Moses), dated 1874; Books of the Prophets 1904 and 1914 editions, Zohar 1910, Haggadah. The collection of these rare and valuable books was formed partly through acquisitions in Bukinist bookshops, but the main part was received as a gift from residents of Chisinau and Moldova. Libraries are firstly designed to perform a dual function: to store documents published and written in the past and to provide access to them for present and future generations.

Abstract: After the Iraqi Republican Revolution of 1958, the resultant government commissioned two parallel projects for two great Stadiums in Baghdad, with similar complementary features: one to the Swiss architect Le Corbusier – who had developed a previous project (1955-1958) for the monarch Faisal II –, continuously designed in his Paris studio until his death in 1965; another to the Calouste Gulbenkian Foundation, in Lisbon, entirely funded and supervised by this institution, and designed by two prominent Portuguese architects at the time: F. Keil do Amaral and Carlos M. Ramos. Facing a progressive administrative and financial chaos in the country, the Iraqi authorities opted for the Gulbenkian Foundation’s solution – built between 1962-1965 and inaugurated in 1966, after an intriguing diplomatic process -, postponing Le Corbusier’s proposals yet without breaking their contract with him. This essay presents an explanation for this mysterious “affair” based on a recent research conducted at the Presidency Archive of the Calouste Gulbenkian Foundation, but also at the Canadian Centre for Architecture (CCA) where different documents reveal the continuous mismatch between Le Corbusier’s will and the Iraqi authorities procedures. Resumen: Después de la Revolución Republicana iraquí de 1958, el gobierno resultante encargó dos proyectos paralelos para dos grandes estadios en Bagdad con características similares: uno a lo arquitecto suizo Le Corbusier - que había desarrollado un proyecto anterior para el monarca Faisal II (entre 1955 y 1958 ) -, diseñado de forma continua en su estudio de París hasta su muerte en 1965; otro a la Fundación Calouste Gulbenkian, en Lisboa, totalmente financiado y supervisado por esta institución, y diseñado por dos destacados arquitectos portugueses de la época: F. Keil do Amaral y Carlos M. Ramos. Frente a un caos administrativo y financiero progresivo en el país, las autoridades iraquíes optaron por el proyecto presentado por la Fundación Gulbenkian – construido entre 1962-1965 e inaugurado en 1966, después de un intrigante proceso diplomático -, posponiendo las propuestas de Le Corbusier todavía sin romper su contrato con él. Este ensayo presenta una explicación para esta "trama"misteriosa, basado en una investigación reciente - llevada a cabo en el Archivo de la Presidencia de la Fundación Calouste Gulbenkian, sino también en el Centro Canadiense de Arquitectura (CCA) -, en la que los diferentes elementos documentales revelan la falta de correspondencia continua entre la voluntad de Le Corbusier y los procedimientos de las autoridades iraquíes. The exhibition space of a Collector's House Museum, the specific case of the Ema Klabin House Museum (HMEK), offers the field of exhibition design a unique place for research due to its nature, which moves from the private to the public and presents artifacts that allow entering the biography of objects and understanding them from a material culture perspective. The present research, still in progress, has as a case study, the environment of the Dining Room at HMEK, which evokes, more than any other room, domesticity and the memory of home while at the same time convoking the experience of the museum space. The research proposes the centrality of the Dining Room both in the practices of the former residence and in the discursive elaboration of the current museum. In this context and in the proposal of this research, the study of the Dining Room, its materialities, uses and spatial organization in both historical moments is an exemplary case for the implementation of research in a house museum, serving its study, based on the indicated variables, to highlight possibilities in this type of institution based on its physicality. The former residence of collector, businesswoman and patron Ema Gordon Klabin houses a multicultural collection that encompasses visual arts, ethnographic objects, books, furniture and decorative arts, exhibited in preserved environments from a house register with exhibition design that highlights the practices of the house, collector and building of modernized classical architecture. It is considered that artifacts are memory supports, vectors capable of preserving or reviving them, provoking relationships between what has been experienced and the situations of the present time. The Dining Room, used for diplomatic and social purposes, is a space measuring 4.80m X 5.30m and connects to the social rooms of the house with a large glass door accessing the external patio, environment with tropical plants and an Italian fountain. It is accessed through a gallery - a must-see for visitors to the house and now, to the museum - and the living room. On the opposite wall, a camouflaged door accesses the kitchen and service areas – currently the museum's reception area – where the French service was carried out. Currently, the Dining Room is organized in accordance with photographs and other historical records that attest to its use before its change to museum status. It exhibits documents and objects that attest to the memory of the uses and customs of this space, for example, the Reception Book, in which the hostess described each event, her guests and the planning of the reception. The research proposes an understanding of the cultural trajectory of objects and the implication of design in the activation of private memories of a domestic environment that, by becoming a museological space, provokes collective memories through its exhibition design, investigating the application of design to address the feedback between experience and history.

Interstate natural gas transmission pipelines have performed some standardized integrity management processes since the inception of ASME B3.18 in 1942. These standardized practices have been always preceded by new technology and individual company efforts to improve processes. These standardized practices have improved through the decades through newer consensus standard editions and the adoption of pipeline safety regulations (49 CFR Part 192). The Pipeline Safety Improvement Act which added to the list of these improved practices was passed at the end of 2002 and has been recently reaffirmed in January of 2012. The law applies to natural gas transmission pipeline companies and mandates additional practices that the pipeline operators must conduct to ensure the safety and integrity of natural gas pipelines with specific safety programs. Central to the 2002 Act is the requirement that pipeline operators implement an Integrity Management Program (IMP), which among other things requires operators to identify so-called High Consequence Areas (HCAs) on their systems, conduct risk analyses of these areas, and perform baseline integrity assessments and reassessments of each HCA, according to a prescribed schedule and using prescribed methods. The 2002 Act formalized, expanded and standardized the Integrity Management (IM) practices that individual operators had been conducting on their pipeline systems. The recently passed 2012 Pipeline Safety Act has expanded this effort to include measures to improve the integrity of the total transmission pipeline system. In December 2010, INGAA launched a voluntary initiative to enhance pipeline safety and communicate the results to stakeholders. The efforts are focused on analyzing data that measures the effectiveness of safety and integrity practices, detects successful practices, identifies opportunities for improvement, and further focuses our safety performance by developing an even more effective integrity management process. During 2011, a group chartered under the Integrity Management Continuous Improvement initiative(IMCI) identified information that may be useful in understanding the safety progress of the INGAA membership as they implemented their programs that were composed of the traditional safety practices under DOT Part 192, the PHMSA IMP regulations that were codified in 2004 and the individual operator voluntary programs. The paper provides a snapshot, above and beyond the typical PHMSA mandated reporting, of the results from the data collected and analyzed from this integrity management activity on 185,000 miles of natural gas transmission pipelines operated by interstate natural gas transmission pipelines. Natural gas transmission pipeline companies have made significant strides to improve their systems and the integrity and safety of their pipelines in and beyond HCAs. Our findings indicate that over the course of the data gathering period, pipeline operators’ efforts are shown to be effective and are resulting in improved pipeline integrity. Since the inception of the IMP and the expanded voluntary IM programs, the probability of leaks in the interstate natural gas transmission pipeline system continues on a downward slope, and the number of critical repairs being made to pipe segments that are being reassessed under integrity programs, both mandated and voluntary, are decreasing dramatically. Even with this progress, INGAA members committed in 2011 to embarking on a multi-year effort to expand the width and depth of integrity management practices on the interstate natural gas transmission pipeline systems. A key component of that extensive effort is to design metrics to measure the effectiveness to achieve the goals of that program. As such, this report documents the performance baseline before the implementation of the future program.
