Résumé :
I am not opposed to international cooperation in all economic matters, but in this lecture, I stress the counterproductive consequences of the international coordination of macroeconomic policy. I believe that many of the claimed advantages of cooperation and coordination are wrong, that there are substantial risks and disadvantages to the types of coordination that are envisioned, and that an emphasis on international coordination can distract attention from the necessary changes in domestic policy. Moreover, the attempt to pursue coordination in a wide range of macroeconomic policies is likely to result in disagreements and disappointments that reduce the prospects for cooperation in those more limited areas of trade, defense, and foreign assistance where international cooperation is actually necessary. In stressing the limited scope for the international coordination of macroeconomic policy and exchange rates, I do not wish to imply that such action is never appropriate. There are some small and very interdependent countries where such coordination should undoubtedly be the general rule. There are also some conditions when the potential gains from coordination are such that all countries could expect to benefit from participation. But the active coordination of the macroeconomic policies and of exchange rates among the United States, Japan, and Germany will generally be inappropriate. Moreover, as I shall explain in these remarks, the United States is particularly unsuited to participate in an ongoing process of economic coordination.

Résumé :
The article discusses the role of coordination in the development of tourism and in increasing social and economic benefits of tourism activities. Defined is the concept of "coordination" with regard to tourism activities. The article examines levels of coordination in tourism: global (international), national, regional (local). The author suggests the definition of the concept of "coordination mechanism improving the socio-economic benefits of tourism activities." The article considers its practical manifestation in the regions of the Baikal area (Irkutsk region and the Republic of Buryatia), demonstrating that, despite the presence in these tourist destinations of public and private institutions that are able to coordinate the sphere of recreation and tourism, the effects of coordination mechanisms in these regions are different. That is, the effective coordination of tourist activity presupposes not only forms of coordination, but also some attributes to characterize an effective coordination mechanism. Defined are the attributes of effective coordination mechanism, which include: the ability of the central coordinating unit to coordinate goals, business processes and actions of actors in sphere of recreation and tourism; the presence of a single information system, which determines the method for producing and distributing information among actors in the sphere of recreation and tourism; adequate organizational structure of the central coordinating unit; the overall strategy of forming relationships between actors in the sphere of recreation and tourism; a system for monitoring coordination; informal relations. The author conducts an analysis of the relevant coordination mechanisms to improve the socio-economic benefits of tourism activities in the Irkutsk region and the Republic of Buryatia. It is concluded that to improve the socio-economic benefits of tourism activities there is a need for not only a coordinating mechanism per se, but also its corresponding efficient attribute.

Coordination of economic policies and convergence of economic performance within the European Community are objectives already laid out in the Treaty of Rome. A number of later decisions by the Council of Ministers reaffirm and specify these principles. The 1974 Convergence Decision provides a procedural framework for review of the economic situation and policy with the aim of bringing about greater convergence of macroeconomic performance. In this process a central place is given to the setting of budgetary policy guidelines. In addition, the EMS provides a potentially strong mechanism for coordinating monetary policy under the constraint of fixed, but adjustable, exchange rates and, in principle, free capital movements.

Résumé :
The coordination plays central role in the economics. The conventional economic theory looks at the market and enterprise (or hierarchy) as two different, separated manner of coordination of economic goods and services. However the modern organization theory, price theory and institutional economics show that different types (not only market and enterprise, but also several types of hybrid forms) of coordination (or governance structure) necessarily live together in the current economic system. Based on my previous research on the field of regional clusters in the food industry I came to the conclusion that the cluster is one of the spheres where economic coordination can occur. At the same time I pointed out that the ways of coordination can be ordered on an ordinary scale according to its normative or positive nature. I’ve also found that the choice between the coordination spheres (market, enterprise or cluster) is not arbitrary, but instead depends on the interest’s dimension which is represented by the exchange of goods and services in question.

Résumé :
Economic agents (humans) exchange information and thus can consider each other’s activities. This allows them to coordinate their activities. This study identifies three basic forms of coordination, depending on the communication options between agents: 1) the contractual form, which is possible with direct communications between agents; 2) the stigmergy, possible with indirect communications; 3) the common rulesbased action form, possible in the absence of communications. The presentation of the observed processes of economic coordination as various combinations of these three basic forms corresponds to their description at micro level. Such a micro level representation has signs of a fundamental one, since the proposed three basic forms of coordination fully reflect the diversity of a person’s natural abilities to consider the activities of other people. As an illustration, a description of the known methods of economic coordination (market, hierarchical and network) is presented as combinations of basic forms of coordination. Within the framework of this micro level approach, the features of economic activity are analyzed, which determine the structure and main characteristics of the system of economic coordination processes. The analysis showed that, at the micro level, the processes of economic coordination are a complex hybrid of the three basic forms of coordination. This approach creates a unified methodological basis for the analysis of diverse methods of coordination used in the economy. The results obtained allow one to explore directions for improving coordination processes in the economy.

Résumé :
In the conditions of intensification of world globalization processes the role of international tourism in the system of international economic relations grows. Such activities provide an opportunity to intensify the socio-economic processes of development of developing countries and affect the growth of their competitiveness. In an environment where the service sector is becoming dominant, tourism plays a key role in international society, as it contributes to sustainable economic development, employment and poverty reduction, resource management, exchange of mental values, and mutual understanding between peoples. Therefore, special attention is paid to socio-economic transformations in developing countries, the search for new forms of international tourism in order to form a developed market for international tourism services. The experience of different countries shows that the success of tourism development directly depends on how the industry is perceived at the state level, to what extent it is provided by state support. The potential of tourism in many countries allows to attract significant funds to the state budget, increase the income of related sectors of the economy, promote employment, improve the state of tourism infrastructure. Various organizational systems for tourism management are now in place, from independent or related ministries to national administrations directly subordinate to the government. In addition, some countries in the world regulate tourism activities only at the level of regional government, others – do not have government leverage over tourism. The tourism policy of the countries, regardless of the chosen model of state regulation, is aimed at strengthening the tourism economy and increasing the economic efficiency of this sector of the national economic complex. And the final positive result of such a policy largely depends on the effectiveness of management decisions and the interest of the authorities in their further implementation for the sustainable development of the tourism sector.

Résumé :
There are differing views about the need for economic policy coordination in the EU and about the adequacy of the system that has evolved under EMU. This article examines the case for such policy coordination, then describes and assesses the current arrangements for both ‘hard’ coordination — epitomised by the much-maligned Stability and Growth Pact (SGP) — and the ‘soft’ forms of coordination that have evolved in the EU to complement formal rules. Although the system achieves more than is sometimes recognised, it is shown to have weaknesses. Options for reforming the SGP and other facets of the system are discussed.

Résumé :
The Belt and Road (B&R) is a new strategy and measure for China to extend its opening up. To explore the influence of the spatiotemporal distribution of the national road network along the B&R on economic growth, this paper adopts the subjective and objective integrated weighting method to build a regional economic evaluation model, a transportation network evaluation model, and an economy–transportation coupling coordination degree model (E-T model). We also quantitatively analyze and evaluate the coordinated development of the economy and transportation in the countries along the B&R. Our results show that: (1) There are some differences in the comprehensive scores of economic level and transportation network in different countries, and the B&R has promoted the general economic and transportation level of various countries. (2) Approximately 84% of the countries have not reached a good coordination level, and the regional differences are significant, which indicates that the overall economic and transportation coupling coordination needs to be improved. (3) In recent years, driven by the B&R, the coupling coordination of approximately 30% of the countries has improved significantly. Therefore, the B&R not only has a positive impact on the economy and transportation of countries along the belt but also plays an important role in coordinating the economic and transportation development of countries, which is of great strategic significance.

Résumé :
Coordination’s re-appropriation is becoming increasingly necessary because more and more organizations worldwide are unable to deal with their troubling versatile chains, re-appropriate exercises in coordination with the outsider coordinators (3PL) or professional co-operatives in coordination. Through redistributing teamwork exercises, businesses will focus on their business tasks at the core while at the same time achieving economic productivity and enhancing transport delivery and customer loyalty. Transport structure and the board of directors are of fundamental benefit to 3PLs. You can transport your own armada or haggle with at least one external carriers. In addition, 3PLs have traffic light inbound and outbound. To boost the courses, transport uses various transport methods and administration of installations. Switch coordination is one form of coordination that has an important impact on the board through ecological implementation and growing client awareness. The purpose of this paper is to enable heads of organization to determine most appropriate invert collaboration modes of operating with the complex models. There are three basic work method of coordinating for big corporations: self-supporting, joint endeavor and redistribute. To rank the other options, we applied TOPSIS as a dynamic apparatus. At long last, a model has been delineated to feature procedural execution of proposed model.

Résumé :
Coordinating the “green” and “gray” infrastructure construction and the socioeconomic development is essential to sponge city construction. Most previous research has investigated the structural and non-structural approach for urban water management, such as operational practice, engineered measures, technical solutions, or planning management. However, there is a shortage of strategic management approaches to identify pilot sponge cities, which is essential to cities in developing countries under huge financial pressures. Hence, this paper proposed a coupling coordination evaluation index system to assess the coordination degree between economic development and infrastructure construction in Henan Province in central China. Then, the paper analyzed the differences of the coordination level and its spatial statistical pattern of the coupled and coordinated development of sponge city construction in Henan Province. The results show that: (1) from the perspective of comprehensive level, the problems of inadequate and unbalanced development of infrastructure construction and economic development level are prominent; (2) from the perspective of coordinated development level, the level of coupling and coordination development in Henan Province increased during the sample period, but the level of coupling and coordination development in each region was small; (3) from the perspective of relative development, Zhengzhou City is lagging behind in infrastructure, indicating that economic growth is faster than infrastructure construction, and other regions are lagging economic development, indicating that infrastructure construction is faster than economic growth; and (4) from the spatial statistical analysis, there is spatial positive correlation, that is, the area with high coupling degree of infrastructure construction and economic development level tends to be significantly concentrated in space. Studies have shown that Henan Province should focus on strengthening the construction of “green” infrastructure and increasing the infiltration of the underlying surface to counter the precipitation in urban areas in extreme climates.

Résumé :
In article authors investigate questions of the operating legal regulation of coordination of economic activity of independent economic entities, including questions of its legisla- tive definition and signs. Article contains the detailed analysis of the most interesting examples of judicial practice and practice of antimonopoly authorities on the matter. Authors, analyzing the current legal regulation, also give an assessment to the planned changes in the legislation in this part and state the point of view about dependence of legal assessment of actions of the coordinator and the economic entities coordinated by it on operating conditions of commodity markets on which it is carried out. As a result of a research authors drew a conclusion on need of legislative changes in a part of admis- sibility of the forbidden coordination provided that the advantage for consumers of such coordination exceeds negative effects for the competition.A significant amount of works of the modern scientists and experts investigating a per- spective of institutes of the antitrust law is devoted to questions of legal qualification of coordination of economic activity of independent economic entities in legal scientific literature. The matter was also raised in publications and authors of the "Rossiyskoye Konkurent- noye Pravo I Ekonomika" magazine, at the same time, it should be noted that to consid- eration of questions of coordination of activity smaller attention is paid, than, for ex- ample, to questions of cartels. Thus, degree of scientific readiness of the matter in general is rather high, at the same time to authors the relevance of this subject and need of the analysis and assessment of the operating regulation taking into account economic features of the present stage of development of the markets seems to be of high interest.

Résumé :
This article examines how the institutional design of borders affects international trade. The authors explore variation in the effects of borders by comparing new international borders that follow precedent and thus have a prior institutional history with new international borders that lack such an institutional history. The former minimally disrupt—or restore—previous economic networks, while the latter fundamentally disrupt existing economic networks. A variety of empirical tests show that, consistent with this institutional perspective on borders, new international boundaries that follow precedent are associated with significantly faster recovery and greater increase in subsequent trade flows. By contrast, when new international borders are truly new, they disrupt local economic networks, introduce new transaction costs, and impose higher adjustment costs on states, which the authors show to have long-term deleterious effects on trade.

Résumé :
According to the panel data from 2008 to 2020, empirical research is conducted on the coupling and coordination relationship between the higher vocational education and the regional economic development in the Yangtze River economic belt by constructing a comprehensive evaluation indicator system and using a coupling and coordination degree model. The research results show that, the development levels of the higher vocational education system and the regional economic development system in the Yangtze River economic belt have been on the rise over the past 13 years. There existed a sound coupling interaction between the two systems. However, their coupling and coordination degree were not high. By the end of 2020, 73% of the provinces (cities) were in transition and imbalance, and the coupling coordination degree showed a gradient phenomenon of “high in the East and low in the west.” To improve the coupling and coordination level between the two systems, the Yangtze River Economic Belt shall deepen the supply-side reform of the higher vocational talent training in accordance with the needs of industrial development, optimize the layout of higher vocational specialties to boost the adaptability of education to economy, and strengthen regional overall coordination to accelerate the cluster development of regional higher vocational education.

Résumé :
Although international economic coordination was one of the major questions arising in international economics after World War I, when the British hegemonic stability broke down, it mainly attracted the interest of economists from the 1960s onwards, as economic interdependence revealed itself to be a significant phenomenon, with an expansion of research during a period that began in the mid-1970s and ended in the late 1980s. During those fifteen years, a major theoretical effort yielded a significant body of literature which may be analyzed as an outcome, independently of its practical application. In fact, international economic policy coordination remained a speculative matter which, it seems, did not adequately support or persuade policy-makers to implement concrete economic coordination among countries. Far from explaining why this happened, a detailed investigation of the assumptions and logical aspects on which theories were grounded may provide insights into their practical workability.

Résumé :
Coordinated macroeconomic policy is a special element within the integration process in addition to the four freedoms usual for economic integration: free movement of goods, free movement of services, free movement of labor, and free movement of capital. Macroeconomic coordination was, from the very beginning, a key idea behind each stage of the process of Eurasian economic integration. The politico-ideological foundation of the Eurasian idea is the facilitation of growth for Eurasian countries on the basis of economic pragmatism. The macroeconomic coordination process within the Eurasian Economic Union is based on the coordination of strategic planning systems in each Member State. Strategic planning plays an important role in macroeconomic coordination. Strategic planning documents have a sound legal basis in the Treaty establishing the Eurasian Economic Union. At the same time Eurasian integration provides a platform for best practice exchanges and coordination of strategic planning between the Member States.

Résumé :
There is a gap in literature as to how multidimensional satisfaction fits into a nomological network with continuity, coordination and cooperation. Furthermore, most studies focusing on these constructs are limited to a buyer perspective. The objective of this study is to fill this gap by testing a model whereby continuity, coordination and cooperation are regarded as mediators between economic and non-economic satisfaction specifically within business-sales representative relationships, thereby establishing a foundation to assess the structural properties between economic satisfaction and non-economic satisfaction within a business sales context. Managerial implications offered in the paper were discussed and the practical relevance and implementation thereof validated by experienced sales directors. This study contributes by revealing that continuity, coordination and cooperation to some extent mediates separately as well as cumulatively the relationship between economic satisfaction and non-economic satisfaction within a business sales context. Subsequently, it contributes by extending our understanding in relation to existing theory and previous studies of business relationships to a business sales perspective.

Résumé :
On the basis of regional tourism economic development, this paper uses the entropy method and the coupling coordination model to analyse the comprehensive development level and the degree of coupling coordination between tourism and regional development and uses the GM (1, 1) grey prediction model to forecast the degree of coupling coordination between tourism and regional development in China in the next five years, based on the data related to tourism and regional development in China from 1996 to 2015. The results show that the degree of coupling and coordination between tourism and regional development is steadily increasing, with the coupling level moving from low level coupling to antagonistic stage and the coupling coordination level reaching from low level disorder to good level coordination.

Résumé :
The sustainable development of the water–energy–food (WEF) system has gained global attention as a result of limited land resources, inadequate energy supply and growing water stress. Coordination degree is an important indicator to measure the sustainable development of the WEF system. Improving the coordination degree contributes to the sustainable development of the WEF system and affects regional economic development. The extended Cobb–Douglas function is applied to examine the relationship between coordination degree of the WEF system and regional economic development in 31 provinces of China during the period of 2007–2018. By using the system generalized method of moments (GMM) estimation, empirical results indicate that in the regions with low coordination degree, improved coordination degree of the WEF system will hinder regional economic growth. In the regions with high coordination degree, it will promote regional economic growth. The results indicate that there is a lag period for the influence of improved coordination degree on regional economic growth. When making resources management policies, shortening the lag period is conducive to achieving sustainable development and promoting regional economic development. Governments of various regions should formulate different resource management policies based on the conditions of each region and the different relationships between coordination degree of the WEF system and regional economic development.

Résumé :
The Ebinur Lake Basin is an important ecological area in China. The sustainable development of the basin is imperative, particularly the coupling and coordination between the agro-ecological environment and economy. Six counties in the Ebinur Lake Basin were studied and CRITIC—the entropy weight method used in the construction of regional agro-ecosystem and economic evaluation index systems for 2001–2021. The entropy weight method and coupling coordination were used to evaluate and analyze the systems. The results indicate that: (1) The integrated index grew slowly, increasing from 0.15 in 2000 to 0.18 in 2020. The agro-economic integrated index grew rapidly, increasing from 0.08 in 2000 to 0.25 in 2020. (2) High quality coupling was achieved from 2000 to 2010, with 50% superior coupling in 2010, which then decreased to reach 17% in 2020. (3) The agro-ecological–economic system coupling was high at 0.8; however, the coordination degree was low, at 0.36. (4) Most counties suffered from economic lag before 2010, with an average Ue/Us of 0.93 in 2010. Ecological lag has dominated since 2010, and the average Ue/Us value reached 1.48 in 2015. Coupling and coordinating the agro-ecological and economic systems is important for the sustainable development of local agriculture.

Résumé :
The coupling coordination mechanism between economic resilience and high-quality economic development is clarified not only to improve the capacity of economies to withstand external shocks but also to boost the level of sustainable economic development. However, economic resilience and economic quality research are still in their infancy. This study constructs an economic resilience indicator system based on the data of 28 prefecture-level cities in the urban agglomeration in the middle reaches of the Yangtze River (UAMRYR) from 2010–2019. The entropy approach was then coupled with the coupling coordination model to determine the level of coupling coordination between the two. Finally, the geographical detector was employed to reveal the coupling coordination process and driving elements. This study demonstrates that: (1) The economic resilience and high-quality economic development of the UAMRYR are on the rise; (2) The coupling coordination degree between economic resilience and high-quality economic development is improving, with the average value increasing from 0.33 in 2010 to 0.46 in 2019, exhibiting a Core-Periphery spatial distribution pattern with Wuhan, Changsha, and Nanchang as the core; (3) The economic resilience resistance subsystem plays a substantial role in the driving influence of the coupling coordination degree, where the total retail sales of consumer goods indicator have an explanatory power of 0.8 or higher for coupled coordination. Innovation and inclusiveness thoroughly drive the coupling coordination degree among the five subsystems of high-quality economic development, where the q-value of the number of urban basic endowment insurance participants index is at least 0.9. Additionally, the interplay of the components demonstrates a complementary enhancement impact and a two-factor enhancement effect; (4) Economic resilience and high-quality economic development are complementary and provide a powerful incentive for the sustainable development of urban economic systems to achieve higher quality, more efficient, more egalitarian, and more sustainable economic development. Overall, this study improves the analysis of mechanism between economic resilience and high-quality economic development, and it provides more targeted guidance for economic development in the UARMRYR.

Résumé :
The intensity and scale of communication between people, which have grown significantly over the past three decades, have not yet led to comparable improvements in the coordination of the activities of socioeconomic agents. One of the reasons is the lack of a full-fledged digital transformation of coordination mechanisms. Therefore, an urgent scientific task is to determine methodological approaches for the full digitalization of coordination processes. Cognitive sciences offer a fundamental description of the processes of socioeconomic coordination in the form of a shared mental model of participants in joint activities. Based on this, the concept of coordinating the activity of agents, which is the basis of all coordination processes, is defined. This approach made it possible to identify and analyze the main elements of the fundamental process of coordinating activities, as well as to determine the opportunities for its digitalization. This paper discusses the opportunity to create a unified coordination mechanism based on computer technologies, which, on the one hand, could replace the traditional market and hierarchical mechanisms, and on the other hand, could be used to coordinate all types of joint activities, including non-economic ones.

Résumé :
Industrial structure plays a vital role in social and economic progress, as well as the core in the domain of industrial economics. This paper reviewed the coordination of industrial structure and employment rate in primary, secondary, and tertiary industry, respectively by looking at its coordination coefficient. More importantly, this paper examined the relationship between industrial structure and economic growth using panel data from 2011 to 2019 and constructing a GMM model to measure the effects. Our findings indicate that the acceleration in economic growth, to a large extent, can be credited to an enhanced contribution from the service sector.

Résumé :
The G20 has emerged as a key informal forum of global economic governance after the economic crisis of 2008. The paper argues that the rule of law aspect of the G20 economic policy coordination is a limited one. It is mainly due to the fact that the economic policy coordination, such as macroeconomic, monetary or financial services, focuses primarily at the target of public good rather than at the rule of law. Emergence of a tax evasion coordination at G20 level creates a specific case of economic policy coordination. It targets multilateral coordination of taxation – a policy which is subject to national sovereignty. The paper analyses the rule of law impact of the tax policy guidance of G20 for the G20 members and others, through the channels of existing international organisations and beyond.

Résumé :
Accurately understanding the relationship between grain production and economic development is of great practical significance for ensuring national food security and coordinating inter-regional economic development. Using 2012 counties as research units, we analyzed the spatial coordination between grain production and economic development in China using the coupling of grain and economy (CGE) index, as well as the curve of gravity center and thematic map series methods based on statistical data from counties between 2000–2017. The results showed that: (1) Grain production was weakly coordinated with the economic development in China; but this coordination was enhanced. (2) China’s conversion between various types of grain production and economic development mainly occurred in the central and western regions, which are characterized by a much higher grain agglomeration level than the economic agglomeration level. (3) The northeastern region was prone to the grain agglomeration, the central and western regions were characterized by a grain-economy balance and the eastern region was dominated by economic agglomeration. (4) The increase of China’s CGE gradually increased from the southwest to northeast. Therefore, we proposed that the government should pay more attention to grain circulation in the eastern region and main grain-producing areas in central region should develop an accurate benefit compensation system, support leading grain processing enterprises and implement cultivated land protection policies in order to ensure national food security.
