Résumé :
The development of modern railways has had a profound impact on Chinese cities, especially, in the context of the aggression to modern China. Harbin, once a rural area nearby Songhua River, has been transformed into an international city of modern China, the most significant reason is the construction of the Chinese Eastern Railway during 1898-1903. It became the external force that changed Harbin. With the railway's opened, Harbin became the center of commodity trade exchange, while more and more people settled in Harbin. Immigrants who came from different countries and places brought their own culture and customs into Harbin, which impacted Chinese people who lived in Harbin. Therefore, this paper examines the impact of the construction of the Chinese Eastern Railway on the cultural diversity of Harbin city from the perspective of railway-induced social change.

Résumé :
In the scientific study, the authors presented some results of the analysis of the existing and prospective cargo base of the Eastern Polygon of the Russian Railways, as the most significant direction in recent years for the promotion of export and import cargo flows. It was revealed that the time of container promotion decreased by about 20% from the level of 2021. It was noted that the transformation of the transport and logistics block of cargo transportation at the Eastern Railway Testing Ground that has begun requires immediate resolution. The situation is complicated by the low level of throughput and processing capacity of the railway transport infrastructure, as well as limited transshipment capacities at the Far Eastern seaports of the country. According to the collected data, the growth potential of export container traffic at the Eastern Railway Landfill has been compiled for the widest range of goods. Technical solutions aimed at developing the potential of the freight base of the Eastern Polygon of railways, allowing to increase the level of competitiveness of the industry, to stabilize the state of container logistics, are presented.

Résumé :
The paper considers the process of church construction on the Kaidalovskaya branch of the Trans-Baikal Railway (one of the branches connecting the Chinese Eastern Railway with the Russian railway network). The history of how the branch was constructed and operated has been left beyond the scope of scholars’ interests, which explains the focus of the paper. The research relies on archive records data and aims at assessing the role of the state in the spread of Orthodoxy in Transbaikalia and the Far East through the main stages of the branch railway construction at the turn of the 19th – 20th centuries. It also sheds light on how the Department of Railways of the Ministry of Railways and the Department of the Committee of the Trans-Baikal Railway solved the practical issues. The study spotlights a special agreement between the Trans-Baikal and Chinese Eastern Railways, which was concluded in order to boost efficiency of the CER railway section from the Chinese border to Manchuria station. It helps to evidence the specificity of church construction in the region under consideration: the trend towards constructing churches on the territory of large settlements near the railway and introducing mobile church cars. In such a way, the abbots of churches at the stations could travel hundreds of kilometers and meet the religious needs of workers and employees who lived along the railway line. The paper concludes that church construction has become a manifestation of Russian national policy aimed at strengthening its stance in the east of the country. The churches on the Kaydalovskaya branch, funded by philanthropists, local residents, and special purpose funds, still exist and should be seen as cultural heritage sites.

Résumé :
Wildlife railway research is highly underrepresented in science despite documented wildlife–train collision mortalities. Gathering baseline information is imperative to the development of effective train collision mitigation, especially for at-risk or small reintroduced populations such as elk (Cervus elaphus Linnaeus, 1758) in eastern North America. We tested our hypotheses that elk–train collision rates vary in relation to railway structure and weather by using a combination of radiotelemetry and railway mortality surveys. Elk were closer to the railway in winter than in any other season. Elk–train collision sites were significantly closer to the apex of bends in the railway than random locations along the railway, and collision rates were positively related to snow depth. Railways may be perceived by elk as easy travel corridors, and deep snow likely prohibits escape from oncoming trains. This study gathered important information about an under-studied aspect of wildlife–human conflicts and provides a basis for the investigation of other species that may be affected by railways.

The Galician rail network in Austria and Austria-Hungary was built before the outbreak of World War I. The first railway construction projects were developed in the 1830s. The construction of the first rail tracks began in the late 1840s. The first railway connecting Western and Eastern Galicia was put into operation in 1861. Before WWI, the Galician rail network spanned a total length of more than 4,000 km. The construction of local wide and narrow gauge railways began in the same period. The railway construction process, transport capacity and the railway infrastructure in Galicia have never been comprehensively studied in view of recently emerged data. This article offers a thorough analysis of the Galician network of strategic and local railways beginning from their construction to the outbreak of WWI.

The subject of the research is the process of transportation by rail in the Russian Far East. The purpose of the work is to consider: the limitation of the throughput of the Eastern range of railways and the prospects for the development of the Trans-Siberian and Baikal-Amur Mainlines infrastructure. The growth in the volume of export flows of coal towards Asian countries led to a lack of carrying capacity of the railways. The quotas for the transported cargo since 2020 are actually discriminating against companies when accessing the railway infrastructure. The development of railways in the Far East lags behind the planned dates and does not correspond to the promising parameters for the development of maritime transport

Résumé :
This article covers the topic of museumification of railway architecture along the eastern sections of the former Great Siberian Railway located in the Russian Far East and Northeast China. Currently this is the lines of the Far Eastern Railway (part of Trans-Siberian Railway) and the Chinese lines of Binzhou and Binhai. Analysis is conducted on the museum objects that are diverse in their origin, but belonged to the large-scale railway construction of the late XIX &ndash; early XX centuries and played a significant role in the development of scarcely populated regions: 1) placed in former locomotive depots that are no longer used as intended; 2) new models based upon former passenger terminal buildings. The article reviews the experience of museumification of railway architecture not only in the Russian cities, but also the works of Chinese colleagues, employees of the center for conservation of Russian heritage in Harbin, on projects of which were reconstructed dozens of railway objects &ndash;along the former Chinese Eastern Railway. The authors believe it is important in light of the study of the problems of conservation of similar objects in the territory of Russia (Khabarovsk &ndash; Vladivostok, Ussuriysk &ndash; Grodekovo, etc.). A brief overview is given to utilization of the objects of railway architecture in the Russian Far East &nbsp;(Khabarovsk, Vyazemsky) and People&rsquo;s Republic of China (Harbin, Manchuria, Handaohezi, Buhedu, and Anyang). The article also describes the projects aimed preservation of the regional heritage of the turn of centuries, carried out by the students of Pacific National University in Khabarovsk.

Résumé :
On February 20, 1912, Premier Richard McBride announced the creation of the Pacific Great Eastern (PGE) railway. The line was to be built from Vancouver, 460 miles northeast to Prince George, passing through Squamish, Lillooet, Williams Lake, and Quesnel. McBride committed government guaranteed bonds of $35,000 per mile or $16,100,000 for construction. The construction contract was awarded, without contest, to Foley, Welch and Stewart (FW&S) with a contractual completion date of July 1, 1915. By November 30, 1915, however, FW&S had exhausted all the bond money but had only completed 164 miles of track between Squamish and Clinton. On February 22, 1918 the BC government assumed control of an insolvent PGE project and immediately became liable for interest charges of more than $900,000 annually plus repayment of the principal. This study examines a wide range of primary documents, including a Legislative Select Committee report, British Columbia statutes, Royal Commissions, financial audits, mortgage documents, reports commissioned by the Legislative Assembly, legal records, political debates and newspapers. Comparative, statistical, deductive and economic methodologies are used to support synthesized analysis establishing the culpability of Premier McBride in the mismanagement of the PGE. Statistical analysis of the private and social values of the railway demonstrate that it was not feasible as a private venture and the amount of necessary investment to realize its social value made it an irresponsible project for McBride to initiate given the limited financial capacities of BC in 1912. This study concludes that the failure and ultimate insolvency of the Pacific Great Eastern Railway by 1918 was the result of mismanagement by Premier McBride in letting contracts which were incentive-incompatible with public interests and acted in violation of sections of the Railway Act; opportunistic contractors who, in the interests of maximizing profit, exploited poorly-crafted contracts and provincial government ineptitude; and economic conditions which, prior to 1912, created optimism about the PGE but after 1912 indicated that the project was not viable.

Zarov, Filipp. « Modeling fault probability in single railroad turnouts in Eastern Region, Sweden, with the use of logistic regression models : A step from preventive to predictive preventive maintenance in railway maintenance planning ». Thesis, KTH, Transportplanering, 2019. http://urn.kb.se/resolve?urn=urn:nbn:se:kth:diva-273639.

Texte intégral
Résumé :
Turnouts are an important part of railway infrastructure for two reasons: infrastructure andmaintenance. For the infrastructure they provide the flexibility to allow the formulation and branchingof railway network and for maintenance they consume a large part of maintenance budget and have aprominent place in maintenance planning policy and activities. This is because as a “mechanical object”,a turnout often experiences malfunctions. The problem becomes even more complicated, since a turnoutis composed of many different parts and each of them fails for very different reasons (e.g. switch bladesvs crossing part). This is reflected in the different needs for maintenance activities, as railways areforced to pour in excessive amounts of resources to carry out emergency repairs, or to carry outunnecessary scheduled maintenance works in turnouts, which do not need to be inspected or repaired. Therefore, it is difficult to plan and organize maintenance activities in turnouts in an efficient manner. This raises the question of whether malfunctions in turnouts can be predicted and used as informationfor the maintenance planning process in order to optimize it and develop it into a more reliablepreventive maintenance planning. The aim of this analysis is to attempt to model the probability of various malfunctions in turnouts asa function of their main geometric and operational characteristics by using logistic regression modelsand then input these results into the maintenance planning process in order to optimize it. First, it wasimportant to objectify the railway track system and the turnout components, both in terms of parts andinterrelationships. Furthermore, the process and basic elements of railway maintenance planning weredefined, as well as arguments that motivate a turn towards preventive maintenance planningmethodologies. This was done through a comprehensive literature study. The basis of this research was case studies, which described the relationship between geometricaland operational characteristics of turnouts and their wear, as well as risk-based modelling methods inrailway maintenance planning. To create the analysis model, data from turnouts in eastern regionprovided by the Swedish Transport Administration were used, both from the point of view of describingthe underlying causes of turnout malfunctions and to formulate an object-oriented database suitable forusing in logistic regression models. The goal was a logit model that calculated the malfunctionprobability of a turnout, which could be used directly into a maintenance planning framework, whichranked maintenance activities in turnouts. The results obtained showed that although the model suffers from low correlation, differentrelationships between input variables and different functional errors were established. Furthermore, thepotential of these analytical models and modeling structures was shown to be able to developpreventive, predictive railway maintenance plans, but further analysis of the data structure is required, especially regarding data quality. Finally, further possible research areas are presented.

This thesis begins with the analysis of the freight transportation flows in the Central and Eastern European Countries (CEECs), from 1989 up to membership of the European Union (EU) in 2004. During more than a decade, the CEECs have gone through deep political and macroeconomic structural changes that led to the opening up of the CEECs’ trade with the EU. The fall of the Berlin wall was followed by the reorientation and restructuring of the railway networks and services along the national borders, which are revealed by the freight flows. Although the transport demand changes as a result of the new trade exchanges, which give more importance to the road transport, railway networks are challenged by new factors of uncertainties generated by the transition process itself, such as the restructuring reforms initiated by CEECs’ governments, as part of the negotiations to enter the EU. Railways respond by implementing what is described as being surviv al strategies, and in some cases rehabilitate former socialist institutions that were actually abandoned in the early stage of the transition. Throughout the whole transition process, the railways demonstrate a strong capacity of inertia against change, whilst incarnating a needed form of stability during the periods of rapid and chaotic changes of transition

Taiwan’s geology is composed primarily of cracked rock mass, and contained great amount of groundwater veins; therefore, when excavating tunnel, the effects of exterior environment on the geological conditions may cause construction disasters, such as gushing, collapse and damaged supporting system, so as to delay the construction schedule and exploded the construction budget. Furthermore, in order to respond to Taiwan’s geographical environment of densely populated areas; thus, traffic construction shall be an unavoidable measure for those neighboring geographical locations with same geological conditions. As a result, this study intended to compare the construction methods between adopted by Taiwan Railways Administration in 1980s and Railway Reconstruction Bureau (RRB), Ministry of Transportation and Communications in 2011 for the constructions of old and new Tze-chiang Tunnel. It’s almost been 3 decades, but the old and new construction teams were all encountered the silt section, as well as occurring serious disasters. However, during these 2 construction periods, the original tunnel construction methods were changed and then they could pass through such silt section. Therefore, the purpose of this study is to use the old and new data of planning and design, tunnel excavation method, disasters record and disasters countermeasures for Tze-chiang Tunnel, and with comparison and analysis to investigate the planning and design measures, countermeasure of disaster cause and solving measure between the different time and space conditions for these two tunnels. It hopes to make further understanding of the countermeasure of tunnel when passing through the silt section, as well as provides the standard levels for future tunnel design and construction. This study analyzed the collected and organized record and data of planning and design, geological factor, the countermeasures when occurring disasters and follow-up measures for old and new Tze-chiang Tunnels, in order to investigate the occurrence causes of disasters, and after comparing the inductive analysis to obtain the following conclusions, (1) Both old and new Tze-chiang Tunnels adopted the disaster treatment of New Austrian Tunneling Method (NATM) to reduce and clear up the area of tunnel excavation surface to enlarge the range of the bedrock independent arch ring, and then to maintain the stability of tunnel excavation; (2) Tunnel construction would occur serious disasters when encountering the silt section, thus the investigation on the occurrence cause of disasters for silt section discovered that silt would be weakened and muddy when blending with water, the tunnel excavation disturbed its surrounding rock and soil, and the silt geology has also been affected by excavation disturbance, as well as the groundwater infiltration softened silt, so as to cause the original independent and stable excavation surface to be gradually weakened and muddy, and then turned into mudflow to result in tunnel’s collapse and damaged supporting system. (3)Types of tunnel disasters can be categorized primarily the combined disaster, especially the groundwater seepage (gush) out caused the great amount of disasters, as well as the most serious and frequent ones. (4) When the tunnel passes through the silt section, the tunnel excavation shall be executed by using small cross-section and related auxiliary working methods (such as geological improvement) to reduce the influence by groundwater (such as drainage and sealing), and increasing the corresponding working methods (such as the artificial supporting system and pre-supporting operation before excavation), and wait it to pass through the silt section, then carry out the excavation operation of tunnel expansion.

Résumé :
The article studies the place and role of the Chinese Changchun Railway (CCR) in the tangible and intangible heritage of the Chinese-Eastern Railway (CER). It presents a historical overview of the joint Russian-Chinese railways in Northeast China and analyzes a range of facts and problems that 80 necessitated the study of the history of the CCR. Examining the Russian historiography regarding the history of the CER and CCR, the article identifies the issues yet to be researched. It concludes that the Russian historiography lacks works that focus on the history of the CCR. Moreover, there is no research projects or publication in the Russian language where scholars argue the importance of incorporating the CCR history as an integral part of Russian-Chinese relations and Russian history.

Résumé :
Since the industrial revolution of the 18th century, the modern economic system gradually matured and rapidly expanded in the world, especially the state capital investment relying on the railway, which drastically changed the urbanization process and city agglomeration pattern around the world. At the end of the 19th century, due to the important strategic value of the Far East, Russia raised state capital, built the Siberian Railway directly to Vladivostok, especially the C.E.R. across Northeast China, induced capital competition among China, Japan and Russia around the port and railway construction right and management right, formed the SMR system centered on Dalian, the C.E.R. system centered on Vladivostok, and the Chinese railway system centered on Huludao, laid the city structure of the “hub-railway network-hinterland” model centered on the port city in Northeast China, which promoted the development of commercial cities, hub cities and industrial and mining cities. Under the special tariff system, China, Japan and Russia relied on port-railway capital competition, forming the city development dynamic mechanism oriented by the export-oriented economy, that has the important theory value for how to effectively use the state capital advantage to promote the development of the macro-regional city system in the context of economic globalization.

Résumé :
The article presents the issue of variability in the approach to the interpretation of tax law by courts. The author’s goal is to determine how changes in the approach to the interpretation of regulations may affect the implementation of the tax stimulating function. The analysis was carried out on the example of Polish regulations governing real estate tax, in particular providing for two types of tax exemptions: for harbour infrastructure and for railway infrastructure. Since in Poland the real estate tax paid on infrastructure facilities is a significant burden for entrepreneurs, tax exemptions have a large stimulating function by encouraging taxpayers to build and maintain certain types of assets (e.g., harbours, railway lines). The author presents how the approach taken by the courts to the interpretation of the exemption for harbour infrastructure resulted in the exclusion of river harbours from the scope of the exemption. At the same time, contrary to this approach, the subsequent line of interpretation of the courts regarding the railway exemption enabled taxpayers to exempt railway sidings from tax. Despite this change, in the case of river harbours, the courts are still sticking to the old approach, as a result of which the stimulating function of the tax exemption for river harbours does not work.

Résumé :
<p>Xihoumen Highway and Railway Bridge is located in Zhejiang Province, on the eastern coast of China. The bridge carries 250km/h double-track high-speed railway and 6-lane Highway, and both the highway and railway were arranged at the same deck level. The physics conditions of the bridge are complex. The maximum water depth at the bridge site is 93m, the design basic wind speed is 44.8m/s, the maximum wave height is 8.81m, and the bedrock is exposed in seabed. The main bridge is a cable-stayed suspension cooperation system bridge with a main span of 1488m, with a total length of 2664m.The bridge adopts spatial main cable, the transition zone of stay cable and hanger rope was innovatively adopted; three separate steel box cross section with excellent wind resistance performance and comprehensive wind resistance measures were adopted for stiffening girder. The stiffening girder erection scheme of synchronous erection of both cable-stayed section and suspension section and closure in transition zone is adopted; The construction depth of bridge foundation has exceeded 60m for the first time in China, and a complete set of technology for the design and construction of 6.3m super-large diameter hollow bored pile foundation has been initiated. The bridge is planned to be completed in 2028, and will become the largest highway and railway bridge in the world.</p>
