A partir de un análisis del planteamiento koselleckiano de una ciencia de la historia, el artículo enfoca los problemas que se vislumbran al asumir acríticamente los presupuestos que subyacen en esta concepción, mostrando que Koselleck ofrece su elaboración teórica para garantizar la necesaria comunicación diacrónica entre contextos distintos y restaurar así la unidad de la historia con una fundamentación trascendental que exige la adopción de categorías «a priori». Las dificultades que emanan de esta propuesta se exploran desde una alternativa histórico-conceptual que es tributaria de la lectura de Otto Brunner y las investigaciones del Grupo de Padua dirigido por Giuseppe Duso.

Résumé :
Tomando como punto de partida el planteamiento de Giuseppe Duso sobre el concepto de representación política, el artículo se focaliza en el problema de la presencia política del ciudadano. Para ello se muestra la conexión interna entre la naturaleza representativa de la forma política moderna y la emergencia histórica de un concepto de ciudadano que enfatiza su dimensión política, es decir, que no sólo recala en su condición de representado sino en su capacidad de acción. No se trata, por lo tanto, de oponer a la representación política un concepto de participación que le es exterior, sino de buscar en el interior de este concepto las condiciones para pensar el problema del ciudadano y su potencia política. Para abordar estos problemas, proponemos un desvío metodológico que precise la distinción entre orden político y orden conceptual y que nos servirá como vía de exploración durante nuestro recorrido.

Dans la presente etude, nous examinons la declinaison des substantifs feminins et masculins en-a dans le dialecte du village de Gatnje, situe au sud du Kosovo. Du fait qu?il a bien conserve la flexion des substantifs en -a, le village de Gatnje peut etre rattache au type des parlers du sud de la Metochie, du sud et centre du Kosovo, qui appartiennent a la grande aire linguistique de Prizren - Sud de la Morava. Un plus grand nombre de cas se sont conserves au singulier qu?au pluriel. Nous avons constate que la flexion est bien conservee dans un grand nombre de constructions avec des prepositions regissant le genitif au singulier, et que l?influence de l?analytisme dans ces constructions ne peut etre observe que dans un petit nombre d?exemples, a l?exception de l?instrumental. La forme du datif singulier s?est bien conservee avec la signification d?attribution, de possession et de direction. Les constructions po + locatif singulier et prema + locatif singulier se sont egalement bien conservees, et nous avons meme pu constate des constructions u + locatif singulier et na + locatif singulier dans un moindre nombre d?exemples. A part les noms de personnes comportant plus de deux syllabes - qui ont un vocatif singulier identique au nominatif - les autres substantifs ont soit la terminaison -o (sestro, duso), soit la terminaison -e pour les substantifs en -ka (Ljupke, strinke). La diversite des formes du datif pluriel des substantifs en -a (kravama, kravima, kravema, kravami) s?explique par le contact avec les formes du datif d?autres types de declinaisons.

Airborne mineral dust is thought to have a significant influence on the climate through absorbing and scattering both shortwave and longwave radiations and affecting cloud microphysical processes. However, a knowledge of long-term dust emissions is limited from both temporal and spatial perspectives. Here, we have developed a quantitative climatology: the column-integrated mass of the dust aerosol loading in Central Asia by incorporating the dust module (DuMo) into the Weather Research and Forecasting coupled with Chemistry (WRF-Chem) model and accounting for regional climate and Land-Cover and Land-Use Changes for the 1950-2010 period in April. This data set is lowly to moderately correlated (0.22-0.48) with the satellite Aerosol Optical Depth in April of the 2000s and lowly correlated (0.02-0.11) with the Absorbing Aerosol Index in April of the 1980s, 1990s, and 2000s. The total dust loading is approximately 207.85 Mton per month in April during the recent decade (2000-2014) over dust source regions. Although only the month of April was simulated, results suggest that trends and magnitudes are captured well, using the WRF-Chem-DuMo.

Résumé :
Zodiacal light is a night sky phenomenon that can occur before or after dusk. Additionally, zodiacal light is referred to as false dawn (fajar kadzib) or false dusk. Zodiacal light is emitted by the dust leftovers of asteroids, comets, and other extraterrestrial objects colliding along the planet Mercury's orbit to Mars. This remaining material orbits the Sun in the same direction as the four planets. When the Sun illuminates the leftover dust, it appears as a zodiacal light in the hemisphere that experiences dawn or dusk. By using linear fittings we detect the presence of zodiacal light on the light curve of the night skybrightness. The Observations were made using a digital camera and SQM. From a number of observational data obtained at six locations, it shows that there is an identical linear pattern. From this linear model, it can be seen that the zodiacal light has been observed since the sun's position at -60 degrees below the horizon. Recognizing the presence of the zodiacal light is very important to know the time of the appearance of true dawn which is the beginning of the time for the dawn prayer.

Dust particles carry microbial and chemical signatures from source regions to deposition regions. Dust and its occupying microorganisms are incorporated into, and can alter, snowpack physical properties including snow structure and resultant radiative and mechanical properties that in turn affect larger-scale properties, including surrounding hydrology and maneuverability. Microorganisms attached to deposited dust maintain genetic evidence of source substrates and can be potentially used as bio-sensors. The objective of this study was to investigate the impact of dust-associated microbial deposition on snowpack and microstructure. As part of this effort, we characterized the microbial communities deposited through dust transport, examined dust provenance, and identified the microscale location and fate of dust within a changing snow matrix. We found dust characteristics varied with deposition event and that dust particles were generally embedded in the snow grains, with a small fraction of the dust particles residing on the exterior of the snow matrix. Dust deposition appears to retard expected late season snow grain growth. Both bacteria and fungi were identified in the collected snow samples.

Accurate dust-source characterizations are critical for effectively modeling dust storms. A previous study developed an approach to manually map dust plume-head point sources in a geographic information system (GIS) framework using Moderate Resolution Imaging Spectroradiometer (MODIS) imagery processed through dust-enhancement algorithms. With this technique, the location of a dust source is digitized and recorded if an analyst observes an unobscured plume head in the imagery. Because airborne dust must be sufficiently elevated for overland dust-enhancement algorithms to work, this technique may include up to 10 km in digitized dust-source location error due to downwind advection. However, the potential for error in this method due to analyst subjectivity has never been formally quantified. In this study, we evaluate a version of the methodology adapted to better enable reproducibility assessments amongst multiple analysts to determine the role of analyst subjectivity on recorded dust source location error. Four analysts individually mapped dust plumes in Southwest Asia and Northwest Africa using five years of MODIS imagery collected from 15 May to 31 August. A plume-source location is considered reproducible if the maximum distance between the analyst point-source markers for a single plume is ≤10 km. Results suggest analyst marker placement is reproducible; however, additional analyst subjectivity-induced error (7 km determined in this study) should be considered to fully characterize locational uncertainty. Additionally, most of the identified plume heads (> 90%) were not marked by all participating analysts, which indicates dust source maps generated using this technique may differ substantially between users.

Airborne particles of mineral dust play a key role in Earth’s climate system and affect human activities around the globe. The numerical weather modeling community has undertaken considerable efforts to accurately forecast these dust emissions. Here, for the first time in the literature, we thoroughly describe and document the Air Force Weather Agency (AFWA) dust emission scheme for the Georgia Institute of Technology–Goddard Global Ozone Chemistry Aerosol Radiation and Transport (GOCART) aerosol model within the Weather Research and Forecasting model with chemistry (WRF-Chem) and compare it to the other dust emission schemes available in WRF-Chem. The AFWA dust emission scheme addresses some shortcomings experienced by the earlier GOCART-WRF scheme. Improved model physics are designed to better handle emission of fine dust particles by representing saltation bombardment. WRF-Chem model performance with the AFWA scheme is evaluated against observations of dust emission in southwest Asia and compared to emissions predicted by the other schemes built into the WRF-Chem GOCART model. Results highlight the relative strengths of the available schemes, indicate the reasons for disagreement, and demonstrate the need for improved soil source data.

This report details laboratory and field experiments on BioPreferred® dust suppressants to assess performance and corrosion characteristics. Numerous bio-based dust suppressant products are marketed, but little data are available to assess performance for dust abatement and corrosion of common metals. A laboratory study used an air impingement device and the Portable In-Situ Wind ERosion Laboratory (PI-SWERL) to simulate wind speeds similar to those in field conditions for rotary wing aircraft. Laboratory corrosion studies used metal coupons imbedded in soil treated with dust palliative. Field trials were conducted using ground vehicle traffic to minimize cost and lower safety concerns while increasing surface wear from repetitive traffic. These studies clearly show that bio-based products demonstrate low corrosion potential with similar dust abatement performance to synthetic-based agents.

Dust aerosols often create hazardous air quality conditions that affect human health, visibility, agriculture, and communication in various parts of the world. While substantial progress has been made in dust-event simulation and hazard mitigation over the last several decades, accurately forecasting the spatial and temporal variability of dust emissions continues to be a challenge. This report documents an analysis of atmospheric conditions for a series of dust events in North Africa. The researchers highlight four analyzed events that occurred between January 2016 to present in the following locations: (1) the western Sahara Desert; (2) East Algeria and the Iberian Peninsula; (3) Chad-Bodélé Depression; (4) Algeria and Morocco. For each event, the researchers developed an overview of the general synoptic, mesoscale, and local environmental forcing conditions that controlled the event evolution and used a combination of available lidar data, surface weather observations, upper-air soundings, aerosol optical depth, and satellite imagery to characterize the dust conditions. These assessments will support downstream forecast model evaluation and sensitivity testing; however, the researchers also encourage broader use of these assessments as reference case studies for dust transport, air quality modeling, remote sensing, soil erosion, and land management research applications.

Dust aerosols can pose a significant detriment to public health, transportation, and tactical operations through reductions in air quality and visibility. Thus, accurate model forecasts of dust emission and transport are essential to decision makers. While a large number of studies have advanced the understanding and predictability of dust storms, the majority of existing literature considers dust production and forcing conditions of the underlying meteorology independently of each other. Our study works to-wards filling this research gap by inventorying dust-event case studies forced by convective activity in the Desert Southwest United States, simulating select representative case studies using several configurations of the Weather Research and Forecasting (WRF) model, testing the sensitivity of forecasts to essential model parameters, and assessing overall forecast skill using variables essential to dust production and transport. We found our control configuration captured the initiation, evolution, and storm structure of a variety of convective features admirably well. Peak wind speeds were well represented, but we found that simulated events arrived up to 2 hours earlier or later than observed. Our results show that convective storms are highly sensitive to initialization time and initial conditions that can preemptively dry the atmosphere and suppress the growth of convective storms.

Dust storms can be hazardous for aviation, military activities, and respiratory health and can occur on a wide variety of spatiotemporal scales with little to no warning. To properly forecast these storms, a comprehensive understanding of the meteorological dynamics that control their evolution is a prerequisite. To that end, we chose a major dust storm that occurred in Southwest Asia during July–August 2018 and conducted an observation-based analysis of the meteorological conditions that influenced the storm’s evolution. We found that the main impetus behind the dust storm was a large-scale meteorological system (i.e., a cyclone) that affected Southwest Asia. It seems that cascading effects from this system produced a smaller, near-surface warm anomaly in Mesopotamia that may have triggered the dust storm, guided its trajectory over the Arabian Peninsula, and potentially catalyzed the development of a small low-pressure system over the southeastern end of the peninsula. This low-pressure system may have contributed to some convective activity over the same region. This type of analysis may provide important information about large-scale meteorological forcings for not only this particular dust storm but also for future dust storms in Southwest Asia and other regions of the world.
