Résumé :
AbstractNot infrequently the concern for unity (both ecumenical and social) and the concern for mission are played off against each other among Pentecostals. In this article it is argued that these two topics neither oppose each other nor do they simply reflect the two sides of the same coin. Rather, the Missio Dei precisely is to bring back to unity all aspects of life in a world suffering from division and alienation. By analyzing the relation of mission and unity in some of the New Testament books, it is argued that the mission of the church is inseparably linked to the topic of unity; division cannot take place without harming the church's mission to be a visible demonstration of God's renewing power in this world. Some concluding implications for a Pentecostal theology of missions are outlined.

Résumé :
Drawing on insights from Buddhism and personal experience in Japanese-occupied Burma during World War II, the author brings an understanding of mission to the work of the third person of the Trinity. Faithfulness in mission implies recognition of being enlisted in God's design for the redemption of the world. Christ's ministry on earth was characterized from start to finish by the in-filling of the Holy Spirit. For the church, the eschatological community, mission is the most urgent activity, as history is drawing to a close with the imminent return of Christ. There is also urgent need for the church to express its missionary obedience in unity and not in confusing and scandalous division in the midst of a world, which, though unbelieving, is desperately seeking the way out of its predicament.

The article begins with a brief definition of “World Christianity” and elaborates three theses for conceiving the relationship between missiology and theology, the understanding and practice of Christian missions, and the teaching of missiology. I argue that outside missiology there is no theology. I also reject the separation between church history and missiology, the division between the historic churches of the West and the “mission lands” of the rest, and a narrow focus of the goal of Christian missions on conversion and church-planting. Finally, I recommend a shift from “church history” to “history of Christianity.”

Résumé :
National defense universities around the world have developed a joint philosophy on the importance of strategic and comprehensive understanding of national defense and security for military section commanders and senior managers of the national sector. However, there is a lack of consensus in our country, particularly in the national sector, which has resulted in inappropriate strategic training for division commanders of the army, especially the managers of the national sector in the field of defense and national security. In this regard, a study was conducted to identify the missions of The Supreme National Defense University (SNDU) of Iran and the internal and external obstacles to the realization of these missions from the perspective of several experts in the Division of Army. For this research, a qualitative survey research strategy was adopted, and semi-structured in-depth interviews were conducted with 12 experts related to SNDU to collect data. The researchers analyzed the data by thematic analysis method and drawing of thematic networks. The Trustworthiness of the findings was assessed using four criteria. Accordingly, the findings of the research reveal a network of themes consisting of a global theme, including the "strategic training of national high managers and army based on comprehensive defense and national security" as the fundamental mission of the university, and four organizing themes, including missions, mission domains, internal obstacles, and external challenges. The implications of this research show the necessity of focusing more on the defense and national security sectors, based on the fundamental mission and the various missions under it. Subsequently, it is necessary to revise the architecture of education, research, counseling, discourse building, and diplomacy. The study of internal and external challenges indicated that the SNDU has a long way to go to achieve social authority in its mission. Finally, the research presented a set of suggestions to shorten this path and facilitate and accelerate the fulfillment of the fundamental mission of SNDU and its missions.

Abstract This article considers implications of the IAMS 15th Assembly theme “Powers, Inequalities, and Vulnerabilities: Mission in a Wounded World.” After describing the theme’s origins and reflecting on wounds and woundedness in Christian mission, it develops a framework to consider missiology shaped by the theme, that is, when prioritizing mission as constituted by its setting in a wounded world shaped by powers, inequalities, and vulnerabilities. After presenting that framework, which features the medical terms triage, diagnosis, therapy, and prophylaxis, it offers brief and tentative missiological discernment of the present moment, highlighting, besides climate change, 1) rampant religious disaffiliation among onetime Christians and 2) intra-Christian polarization and divisions as particularly urgent priorities for missional engagement and contemporary mission studies.

As the United States’ largest intercollegiate athletic event, the National Collegiate Athletic Association (NCAA) Division I men’s basketball tournament consistently generates high television ratings and attracts higher levels of advertising spending than the Super Bowl or the World Series. Given the limited analysis of the organizational conditions that frame these broadcasts’ production, this study examines the impact of influential actors on the representation process. Using a mixed-method approach, this paper investigates production conditions and processes involved in producing a sample (n= 31) of NCAA Division I men’s basketball tournament broadcasts, examines the extent to which these broadcasts are consistent with the NCAA’s educational mission, and considers the dominant institutional logic that underpins their reproduction. In so doing, this analysis provides a critical examination of the 2006 NCAA Division I men’s basketball tournament broadcasts, and how such broadcasts constitute, and are constituted by, choices in television production structures and practices.

Résumé :
Swarm robotic systems, unlike traditional multi-robotic systems, deploy number of cost effective robots which can co-operate, aggregate to form patterns/formations and accomplish missions beyond the capabilities of individual robot. In the event of fire, mine collapse or disasters like earthquake, swarm of robots can enter the area, conduct rescue operations, collect images and convey locations of interest to the rescue team and enable them to plan their approach in advance. Task allocation among members of the swarm is a critical and challenging problem to be addressed. DTTA- a distributed, Time-division multiple access (TDMA) based task allocation framework is proposed for swarm of robots which can be utilised to solve any of the 8 different types of task allocation problem identified by Gerkey and Mataric´. DTTA is reactive and supports task migration via extended task assignments to complete the mission in case of failure of the assigned robot to complete the task. DTTA can be utilised for any kind of robot in land or for co-operative systems comprising of land robots and air-borne drones. Dependencies with other layers of the protocol stack were identified and a quantitative analysis of communication and computational complexity is provided. To our knowledge this is the first work to be reported on task allocation for clustered scalable networks suitable for handling all 8 types of multi-robot task allocation problem. Effectiveness and feasibility of deploying DTTA in real world scenarios is demonstrated by testing the framework for two diverse application scenarios.

After World War II, France’s rural Catholic youth associations (Jeunesse agricole catholique [JAC] and its sister organization, Jeunesse agricole catholique féminine [JACF]) organized a traveling home expo for agrarian families. The Rural Home Expo promoted a vision of rural modernization that drew on gendered models of postwar consumerism, economic development, and Catholic teaching on the family. The new rural home envisioned by JAC helped popularize and advance policies to industrialize French agriculture. By the mid-1950s, female activists resisted the gendered division of labor on which this vision was based. In 1957, JACF shifted its mission to promote women’s participation in the agricultural profession.

Résumé :
In Bergoglio’s thinking, to build on fraternity in order to create a culture of encounter and justice means to move together towards unity, which helps to be committed “to allow people to serve as a body despite differences of viewpoint, physical separation and human ego”.[1] This attitude and these commitments will prevent us from falling into uniformity while respecting the values and richness of plurality. In fact, in today’s world, while we are more and more interconnected we experience a deep sense of division, especially at the social and economic level. Our societies and communities are more and more fragmented and this creates dangerous polarizations, as it is seen in politics and social life. Fraternity will help to foster dialogue at all levels and this will enable people “to generate a shared horizon toward which we can all move forward together”.[2] This does not mean, in Pope Francis’ understanding, denying tensions and differences. It rather calls for the engagement of everyone and all communities to work for a wider unity where all differences remain and coexist while working together. This reading of the present reality can help us react to the pandemic as a people, as a whole humanity with its differences and riches. But we need the courage “to restore an ethics of fraternity and solidarity, regenerating the bonds of trust and belonging. For what it saves is not an idea but an encounter.” [1] Ibid., p. 68. As the world becomes increasingly interconnected and unstable, the US Army’s mission becomes more complex. This reality, when coupled with a smaller force, is increasing the Army’s reliance on foreign partners and its need for non-traditional skills. Given these challenges, deployed units often offset capability gaps using “reachback,” the act of contacting external organizations for critical expertise. Based on recent support to the 1st Infantry Division in Iraq, the United States Military Academy (USMA) possesses considerable reachback potential; however, to fulfill such requests, USMA must first understand its capability and capacity. With this in mind, our research shows that although USMA’s faculty is quite willing to help deployed units, no formalized process exists to catalogue and leverage its collective intellectual capital. As such, we identify the requirement for an intuitive system to fill this void, and we develop and analyze several alternatives

Résumé :
Indonesia is one of the Police Contributing Countries (PCC) in the United Nations Peacekeeping Operations. Since 1989, Indonesia has deployed their police officers into various peacekeeping missions, either individually or in the units called Formed Police Units (FPU). In deploying the FPU, Indonesia as the PCC is not only responsible for preparing the personnel, but also equipping the FPU in logistics and infrastructure, which includes appropriate camps in the mission area. These camps have an important role as the operational and administrative base of the FPU, personnels accommodation, assets storage facility, and notably as the symbol of Indonesia’s commitment to its contribution to world peace. Garuda Camp Indonesian FPU in MINUSCA, Central African Republic, was built in 2018 by the International Relations Division of The National Police with total assets more than 500 billion rupiahs. During the 2 years of placing the Indonesian FPU in MINUSCA, several security threats have occurred in this camp, such as theft and burglary. In this case, the camp security is an important element to ensure the Unit's success in performing its mission mandate. Therefore, the author sees the need for an evaluation using the perception of Crime Prevention Through Environmental Design (CPTED) to increase the level of security at Garuda Camp. This is based on CPTED which has a basic idea that proper and effective design in the use of the built environment can lead to a reduction in crime and fear of crime, as well as an improvement in the quality of life in an environment. The author explores threats and use qualitative methods to identify the compliance of physical security requirements in the camp. The result of the study shows that Garuda Camp is included in the medium level threat category. Thus, a threat prevention strategy is needed.

Résumé :
Argentina is a country with a very specific system of territorial division carried out for the optimization of public administration and collection of statistics. Historically developed spatial heterogeneity of socio-economic development has several specific features, as well as non-trivial factors, due to which the country is formed by a peculiar pattern of territorial inequalities. In addition to administrative divisions into provinces and departments, Argentina has a number of statistical division grids for the lower scale levels. However, the organization of the collection of statistical data for different levels of territorial division is not optimal: for a number of regions, statistical data in the public domain are practically absent, or presented in aggregated form. The aim of the research is to identify territorial differences in socio-economic development between regions and at various scale levels. The use of GIS methods made it possible to obtain the missing data for the lower level of territorial division, such as the spatial data on the administrative boundaries, population and income. The analysis of spatial autocorrelation of income distribution in Argentina can identify regions of growth as well as the influence of local factors on the territorial inequality in Argentina. The value of the coefficient of spatial autocorrelation of population income is one of the highest around the world.

Résumé :
Mimas, the smallest and innermost of Saturn's mid-sized moons, has a heavily cratered surface devoid of the intricate fracture systems of its neighbor, Enceladus. However, Cassini measurements identified a signature of an ocean under Mimas’ ice shell, although a frozen ice shell over a rocky interior could not be ruled out. The Mimas ocean hypothesis has stimulated inquiry into Mimas’ geologic history and orbital evolution. Here, we summarize the results of these investigations, which (perhaps surprisingly) are consistent with an ocean-bearing Mimas as long as it is geologically young. In that case, a ring origin for Mimas is favored over primordial accretion. An independently developed model for the formation of a gap in Saturn's rings provides a potential mechanism for generating a late-stage ocean within Mimas and may have assisted in the development of Enceladus’ ocean and associated geologic activity. Rather than a battered relic, Mimas may be the youngest ocean moon in the Saturn system, destined to join Enceladus as an active world in the future. The presence of oceans within Saturn's mid-sized moons also has implications for the habitability of Uranus’ moons; the Uranus system was chosen as the highest priority target for the next NASA Flagship-class mission. ▪ Models of Mimas’ tides and rotation state support a present-day internal ocean. ▪ Mimas’ craters, impact basin, and lack of widespread tectonism are compatible with a stable/warming ocean. ▪ The formation of the Cassini Division within Saturn's rings provides a potential pathway to a present-day ocean within Mimas. ▪ If Mimas has an ocean today, it is geologically young.

Résumé :
The article highlights the activities of the United Nations and the UN Security Council during the Russian-Ukrainian war of 2014-2023 and the activity of Ukrainian diplomacy in defending Ukraine's independence and territorial integrity. The author analyses, in particular, the voting processes at the UN General Assembly and Security Council meetings on issues related to the Russian aggression against Ukraine and points out their ineffectiveness. The author emphasises the need to reform all UN activities in accordance with the current challenges of the global world in the context of the formation of a new, multipolar system of international relations. Particular attention is paid to the acute problem of transforming the most influential body of the United Nations - the Security Council, its structure and decision-making mechanisms, which have been based on the principle of division into permanent and non-permanent members since 1945. The principle of division into permanent and non-permanent members and veto power for the former - the United States, the USSR (and today its illegal successor, the Russian Federation), the People's Republic of China, France and the United Kingdom - no longer corresponds to current realities, as the exclusive possession of veto power by the leading players in world politics is a direct violation of the principle of equality of UN member states. The article also examines the active work of the Ministry of Foreign Affairs of Ukraine during the Russian war against Ukraine. It is not only about the realisation of the complex current tasks of expanding an effective pro-Ukrainian coalition in the world, restoring universal respect for the UN Charter and the equal rights of independent states and peoples, but also about the prospects for post-war arrangements in Europe and the world with Ukraine's active participation. It is concluded that Ukrainian diplomacy, in the difficult conditions of martial law and the crisis of the UN and the entire international security system, is quite adequately fulfilling its responsible mission of protecting Ukraine's national interests in the modern global world.

This article aims to analyze the problem of conflict that occurred due to the division of the congregation in the Maluku Protestant Church (GPM). In particular, the Congregation of Passo became the locus of research. Using qualitative descriptive, the researcher found data from congregants against and pro of church expansion. This research used the functional perspective on social conflict from Lewis A. Coser to analyze various conflict variables in the Passo Congregation. I found that the conflict in Passo was influenced by multiple external factors, such as an understanding of the customary land, the perspective of the urban community, the relationship between the church and local government, and the interests of local politicians. The church's mission in the world is to build a peaceful fellowship. Therefore, this article finally proposes a theological perspective on the community of peace as a theological approach in understanding the issue of conflict between congregations.

Résumé :
Energy make a emergence a good, sufficient and just life. The worldwide endorsement of "energy access for all" has come from Sustainable Development Goal 7. Fifty-six percent of people in Pakistan still rely on conventional biomass fuels. Current study aimed to evaluate the space heating access of rural household in districts of Rawalpindi division. For this intend, a framework has been operationalized put up by Energy Sector Management Assistance Program (ESMAP) World Bank for the very first time. This framework involves a comprehensive comparison of dimensional storage to determine various aspects of energy access i.e. electricity, cooking solutions, and space heating.. Primary data of 730 rural households of the Rawalpindi division using Multi stage random sampling techniques was collected through a wellself-structured questionnaire from districts namely, Rawalpindi, Attock, Jhelum and Chakwal. There are varying reflections of energy access of heating among districts of Rawalpindi division. Results of the analysis referred that Heating access rate was predominantly spoiled by collection time of fuel and lack of capacity to get their localities warm at desirable level in district Jhelum by scoring 56,8 points Weekly more than 7 hours is being spent on collection of fuel across rural households in all Districts. 40 % of the time, households are not able to get themselves warm in face of cold conditions. The study recommends that in order to place sixty percent households of lower tiers to finish in arena of higher energy access rate and with mission to escaping energy poverty, rigorous efforts would be required, through implementation of area specific interventions rather more generalized endorsements.

Now … Ann Wagner is a Mechanical Engineer in the Facility Management Division of the Facilities Engineering and Technical Services at the 1121-acre Goddard Space Flight Center in Greenbelt, Maryland. She designs, improves, repairs, and replaces systems that deliver utilities-heat, light, cooling, water, and power-to the fifty buildings there. Goddard was established as the National Aeronautics and Space Administration's first space-flight center in 1959. Its mission, “to expand knowledge of the Earth and its environment, the solar system and the universe through observations from space,” tells the significance of the work here, which is to research and to support communication of all kinds throughout the world. The Hubble Space Telescope Control Center; the Flight Dynamics Facility, which supports space-shuttle operations; and vast communication networks are among the many resources at Goddard that simply cannot be shut down for some period of time for repairs to a utility cable, pipe, or pump.

Résumé :
The military successes achieved by the Wehrmacht in the first years of World War II, provided Nazi Germany with the opportunity to realise a long-dormant ambition of cultural hegemony. This article, focusing on film distribution in German-occupied Belgium (1940–1944), investigates the concrete steps that were taken to bring this new cultural order into practice and identifies the obstacles the German Propaganda Division (‘Propaganda-Abteilung Belgien’) encountered. Through various measures, the number of Belgian film distributors, and the number of films offered by them, were reduced. The market position of German film in general and of German film distributors Ufa and Tobis in particular, was fortified. Nevertheless, these measures did not lead to a complete German market monopoly. This would have been politically undesirable, but also turned out to be economically impossible. Towards the end of the war, the cultural, ideological, but also the undeniable economic mission to make German films as strong as possible in occupied Belgium, proved incompatible with the German war economy.

The european integration programme is a unique and ambitious attempt on the part of numerous nations, with a long history of armed conflicts and diverse cultural, linguistic, legal and economic traditions, to become integrated under a ‘new legal order’. Indeed, the European Union (‘EU’) can look back with much satisfaction on its record of transforming a large part of Europe, once afflicted by wars, nationalist divisions, Nazism and Fascism, into a region where peace, political moderation and protection of human rights prevail. Now, the EU wishes to externalise its success. As Robert Kagan has argued in Power and Weakness, ‘the transmission of the European miracle to the rest of the world has become Europe’s new mission civilisatrice. Just as Americans have always believed that they had discovered the secret to human happiness and wished to export it to the rest of the world, so the Europeans have a new mission born of their own discovery of perpetual peace’.

This study attempts to investigate the impact of Horizontal Learning Program (HLP) in capacity building of Union Parishad in Bangladesh. In this study, six Union Parishads (UPs) were selected under five divisions of Bangladesh purposively with different identical nature like where the HLP concept was already disseminated, which UPs were already used for piloting of HLP and which were the best performer of HLP good practice. Horizontal Learning Program (HLP) was initiated in November 2007 as a one-year pilot by Local Government Division (LGD) with support from WSP in collaboration with Swiss Development Corporation (SDC), Water and Sanitation Programme (WSP) of World Bank, Water Aid, Dhaka Ahsania Mission, Plan Bangladesh and Japan International Cooperation Agency (JICA) has been a partner organization of HLP since 2007. The study found that 97% of the UP Secretaries have knowledge about HLP. 76% UPs are currently involved with HLP whether 16% UPs are not currently involved with HLP. Out of 84 UPs 25 % have 1≤2 number of good practices; 21 % have 3≤4 number of good practices; 17 % have 5≤6 good practices; 13 % have 7≤8 good practices and 11 % had 10 + good practices. The study also reveals that 75% UPs are satisfied with HLP activities. Furthermore, four overarching themes have identified which clearly represent the overall picture of HLP, such as, how HLP contributed; was it supportive program for UPs; how it helped to enhance capacity of UPs; challenges and others.

Résumé :
The overall mission of community colleges encompasses several key components and principles, such as being cost-effective, accessible, serving as a pathway to four-year institutions, and preparing students for the workforce entry-level positions. However, 1,167 community colleges in the United States of America have been facing one of the worst threats to humanity in the 21st century, the coronavirus 19 (COVID-19) pandemic. COVID-19 is a communicable sickness caused by the SARS-CoV-2 virus (World Health Organization, 2022).1 The viral outbreak took the entire world by surprise with paralytic consequences on health, economy, and education. Millions of people lost their lives related to the COVID-19 infection. Worldwide, individual and public lifestyle changes, such as wearing facemasks, travel bans, and quarantines became mandatory due to the fast virus outbreak. Actions were taken worldwide to contain and slow down the spread of the virus and its adverse effects. On March 13, 2020, US President Trump declared a national coronavirus emergency.2 People were mandated to stay and work from home in isolation. In the United States, specifically in the academic sector, instantaneous unscheduled closures of schools were implemented. Faculty and students were forced to stay at home and convert to remote learning. Reviewing the impact of COVID-19 on community college faculty and students, we conducted a literature search of hundreds of publications on the impact of COVID-19 and its effects on health and education, and surveyed several students, faculty, and staff in our division. We found multiple publications on the consequences of the pandemic on education, healthcare providers, university staff, and students. This article presents the impact of the COVID-19 pandemic on the faculty and students in the division of Nursing, Allied Health, Life, and Physical Sciences (NAHLPS) at an inner-city HBCU Community College.

Résumé :
In 1972, worldwide political unrest caused major national division among nations. With the Olympics on the horizon, the games committee had made it their mission to use this event to promote worldwide unity and peace. 1972 marked the first time Germany had hosted the Olympic Games since the Second World War, which put Germany in the unique position to use this event to express a new more peaceful identity. One way that the Olympic committee decided to promote their new vision of Germany was through a heavy narrative between sports and art. They pursued this goal by commissioning several notable artists to complete works for this particular year, most notably Josef Albers and Jacob Lawrence. This year allowed for a new age of Olympic art as the Olympic committee intentionally sought out relevant artists to help design the promotional art for the games. This essay discusses how Germany strategically choose these specific artists to share how the Olympics were moving from traditional advertising to fine art, and how they used these artworks as propaganda to better shape the perception of Germany.

Optometry has made significant contributions to the United States military for over a century. Assuring good vision and eye health of soldiers, sailors, airmen and marines is critical to maximizing the military functions necessary to achieve victory. There was little organization or recognition of the profession in World War I, but optometrists were essential in achieving the mission. Recognition of the profession of optometry was still limited in World War II but it was improving, especially with commissioning as officers occurring in the Navy. Through the Korean and Vietnam Wars, optometry grew in stature and strength with all services eventually commissioning all optometrists, and Army optometrists were assigned to combat divisions. Continuing through the more recent conflicts in the middle east, the profession has continued to make an impact and has become an essential part of the armed forces of the United States. Doctors of optometry are now an integral part of the Department of Defense. The nation cannot field an effective fighting force today without the dedicated performance of these officers.

Résumé :
Toyohiko Kagawa served as the leading Christian voice in Japan from the 1920s through the 1940s. While nationally respected throughout Japan, he also became a hero among American Protestants. Kagawa's popularity in the West rose during a time of transition for mainline Protestantism. The American mainline's optimism and dominance as the religious “establishment” began to falter. It faced both religious and economic depression, internal theological divisions, and a reassessment of their mandate for missions. In the 1930s, mainline Protestants in America were searching for a voice, and Kagawa provided one. Long before the recent scholarship on the rise of global Christianity, the mainline had turned to World Christianity as a model. It was not simply Kagawa's message as a world statesman, however, that drew American Protestants. They also employed him as a symbol for their own aims and ambitions. At a time of reevaluating the foreign mission enterprise, Kagawa and an indigenous Eastern church reminded the mainline of past success while promising hope for the future. As an interpreter of social issues, Kagawa likewise spoke a contemporary idiom. For a short time, the Japanese Christian Toyohiko Kagawa became a Western hero, but a hero shaped through a particular Western lens.

Africans are known for their traditional commitment to harmonious relationships at all levels of existence; a harmonious universe in which life is lived meaningfully. Unfortunately, African memory is one painfully scared as a result of deep divisions, gross injustice and severe conflicts. Added to the list today is the global Covid – 19 havoc which has not only complicated but also compounded the already existing problems in the continent. As world leaders are working to contain the pandemic and its havoc on human society, ascertaining the role of the Church in the entire scheme becomes pertinent. Amidst the pandemic, how is the Church responding to her universal mission and mandate? How is the Church witnessing and living out this mission in the pandemic? It is on this basis that the paper investigates the role of the Church in Africa as a source of communion, hope and strength in this period of crisis.

Résumé :
This article follows the debate on the implementation of the road cess in late nineteenth-century Bengal. To understand how ‘cess’ was defined, it enters the discussion on the problematic category of the ‘local’. The debate in the official circles mainly addressed two questions: whether ‘cess’ was a legal tax or not, and whether cess should be a local tax or a centralized one. The thematic division of the article coincides with the chronology of the road cess in India. The Bengal District Road Cess Act was passed in 1871. The debate on the appropriate incidence of the tax—whether its burden was to be borne by travellers on these roads, or by landholders for the construction of the roads—had intensified by the 1850s. Decades earlier, in the 1810s, the revenue officers of Bengal set out to inquire into the probable existence of a road tax in Shahabad district of Bihar. This article will trace the protracted stages of the history of the road cess in India from the 1780s to 1900, traversing through the theoretical debates on the Permanent Settlement and the practical experiences of cess collection in various districts.

Emblazoned across the front page of The New York Times on Sunday, 15 November 1981 was a large photograph of hundreds of US soldiers from the army's 82nd Airborne Division parachuting into the vast western desert of the Sinai Peninsula. The photo was eerily reminiscent of the images from October 1956 when Israeli soldiers dropped into the same desert as part of their effort, along with British and French forces, to topple the government of Egyptian President Jamal ʿAbd al-Nasir. But the American soldiers were on a much different mission. Rather than attempting to bring down Egypt's government, they were there to participate, alongside Egyptian forces, in “Operation Bright Star,” the largest American military exercise in the Middle East since World War II. During the next ten days, more than 6,000 US soldiers participated in the “war games,” which stretched from Egypt to Sudan, Somalia, and Oman, at an estimated cost of more than 50 million dollars (157 million dollars in current figures). On 25 November, the penultimate day of the operation, a half dozen American B-52s flying from North Dakota dropped a cluster of bombs over the Egyptian desert and then returned home on a thirty-two-hour journey without stopping, demonstrating the vast reach of the American military.

In 1984 Colin Rowe was finally persuaded to write an introduction for a book on the work of James Stirling. In his text, Rowe claimed that he had previously resisted a similar invitation in 1973, due in part to an inability at that time to account for Stirling's lack of interest in facades. He wrote: ‘According to my reading, these [Le Corbusier's Villa Schwob and Garches] were all masters of the vertical surface; and clearly, it must have been the relative absence of this concern in Stirling which arrested my writing in 1973 and which remains my reservation about Stuttgart’. For Rowe, the missing facade of Stirling's museum extension to the Staatsgalerie stood metonymically for the absence of Stirling's visible engagement with the articulation of an ideal world, because the facade was ‘the existential interface between eye and idea’. Without a facade Rowe could not be sure that Stirling adhered to the sort of idealism that satisfied his own architectural and philosophical concerns.

Through the extended metaphor of asick person, the author, a prestigious Islamic educator and thinker, picturesthe Muslim ummah as an ailing body that needs immediate treatment.Through his professionalism and expertise, he prescribes the remedy. The book’s first half provides the reader with a general overview of thecurrent situation of theMuslim ummah’s retarded position and explains howeducation and developing cognitive modules are particularly needed for therescue mission.A “nation” that contains about one-fifth of the world’s population, coversan area extending from the Atlantic to the Pacific, and has an illustriouspast of scientific discoveries now has a combined GNP (Gross National Product)less than that of France or Germany. This humiliating fact, accordingto AbuSulayman, speaks of the ummah’s current ailment. The author pointsto underdevelopment, division, tyranny, oppression, and education assome of the maladies. Yet instead of treating the symptoms of such maladies,as many scholars tend to do, he calls attention to the need to search forthe causes in order to devise a permanent treatment. One of the main causesthat AbuSulayman discusses is the imitation and replication of western education, which is alien to the ummah’s consciousness and cultural goals ...

Résumé :
The author attempts to present Nestor (Anisimov), the recognized spiritual leader of the Far Eastern branch of the Russian emigration, as a religious philosopher whose work grows from the depths of Russian culture. It is argued that philosophy is not present in the legacy of Vladyka in its "pure form", but is dissolved in the living tissue of his works. It is noted that the language of the archpastor is peculiar and differs in emotional expressiveness, semantic saturation, symbolic imagery. The main themes of his work related to the fate of Russia, Orthodox-patriotic enlightenment, the national question, and the Russian idea are identified and disclosed. The methods used in the course of the study are hermeneutic, source studies, historical, comparative. It is proved that the ideal in Nestor's political ontology is theocracy, in which the realization of Russia's historical mission as a peacemaker-mediator between the West and the East is possible. It is shown that the eschatology of salvation dominated in the legacy of Nestor over apocalyptic moods, since the bishop believed in the revival of his Fatherland through national unity and conciliar purification from enmity, leading to the division of the Russian world. The author of the article concludes that the religious and philosophical views of the archpastor not only influenced his contemporaries, but are relevant for Russia at the present time, which requires spiritual renewal.

Résumé :
The systematic division into section sheets adopted in the International World Map is the standard in many countries. This division is used for most types of small-scale maps. Due to the scope of application, it is also often the basis for indexing orthophoto images and data from laser scanning. Data accumulated in central State resources cover entire countries. Their coverage includes more than information obtained and processed for the users’ needs in the source format. Increasingly often, data is transformed into formats that facilitate their application (e.g. setting up a GRID for a digital terrain model). The need for quick spatial identification is a determinant of the availability of resources stored in these databases. The dynamic development of Open Source software in the fields of GIS is another increasingly broad area of study, and the research focus of scientists from around the world. They see it not only as a ready-made tool for conducting spatial analyses, but also in terms of searching for algorithmic solutions to meet the needs resulting from the requirement to process ever larger amounts of this type of data. The present paper discusses the method for designating a map sheet identification number (index) in a selected scale, based on the longitude and latitude of the given point. An unquestionable advantage of the presented solution is the possibility of dividing map sheets into scales, which were missing in their basic description. It follows from the fact that this spatial indexing method is indispensable for large amounts of data.

Five focused group interviews were conducted with heads of various structural divisions and average teachers of selected higher education institutions. The relationship and coexistence of such main tasks of a modern university as "teach", "enlighten", "educate", "research", "earn" are analyzed. The main specifications and features of the perception and practice of the status of a research university in Ukrainian socio-cultural and historical realities are defined. The practical experience of the functioning of Ukrainian higher education between the poles of elitism and mass, "vocation and profession" is given. The issue of the effectiveness of higher education institutions and how it can be investigated and measured has been studied. In particular, the place and role of higher education institutions in the economic development of the country has been investigated. The main dilemmas of differentiation, cooperation and competition are formulated as key processes in the modern higher education system of Ukraine. The conclusions regarding the perception of the main subjects of the educational process of the mission of the university in (post)modern conditions are argued. Prospective directions of further sociological studies of the mission of university education have been determined.

Résumé :
This essay deals with the relationship between Christianity and other religions. Part one looks briefly at the matter of religion itself. Part two provides a condensed historical survey of the attitude of Christianity toward the world outside itself: the approach of the church to other religions changed from initial appreciation through a long phase of rejection to an increasingly affirmative posture in recent times. This shift is explained by a number of causal factors that gave rise to new understandings regarding God’s work in the world and Christian mission, which in turn led to the emergence of various theologies of religion. The question confronting religious people today is how to foster the removal of interhuman divisions and the promotion of justice and peace. One potential means of achieving this goal is interreligious dialogue. In part three, the author delineates his concept of the four facets of dialogue: that of histories, of theologies, of spiritualities, and of life. Dialogue at all four of these levels is key to the establishment of interreligious convivance, which in our present world is prerequisite to the security and well-being of humanity.

Résumé :
The utilization of peacekeepers to protect civilians confronting devastation remains an issue of considerable debate about whether sufficient capacity exists to take on the task. This paper examines the difficulties of providing resources both for quick response civilian protection against ongoing devastation and follow-on longer-term activities that can help guarantee against a resurgence of violence. Research drawing on the CPASS database of worldwide peacekeeping operations reveals two clusters of troop contributing countries: a UN set and a cross-cutting “Western” agendas group. The fist cluster has demonstrated a willingness to deploy to long-term multidimensional peacekeeping missions that can help dampen the prospects of resurgence, and the second group (plus one important idiosyncratic actor) has demonstrated a willingness to take on usually shorter but more dangerous peace enforcement missions. For the foreseeable future, the most promising prospect for the protection of civilians involves the two clusters operating either in parallel or in sequence. While this division of labor may not be the most efficient way of doing business in an ideal world, it is the best we can expect for the world in which we live.

Résumé :
This study discusses Mohammad Natsir’s concept of integrated education from the Qur’anic perspective. Natsir was concerned with the need to develop the Muslim ummah in Indonesia through educational approaches. He disagreed with the system of Islamic education as represented within Islamic boarding schools known as pesantren, arguing that graduates from such institutions were not equipped with worldly knowledge to maintain their survival and contribute to the development of the ummah in the real world. He equally criticized graduates of Western education for being highly motivated by material interests. The purpose of education, according to Natsir, cannot be separated from the mission of life in this world: that is to promote justice and to eradicate evil practices in the community. Natsir disagreed with the division of knowledge into Eastern and the Western, asserting that both realms of knowledge belong to God. The study attempts to discuss the relevance of his educational thought today as a contribution to the concept of Islamization of knowledge.

This lecture brings together two subjects that are not often discussed together: national economic policy and the structure of American federalism. My thesis is that the policies needed to improve the health of the U.S. economy over the next decade or two require a new look at the division of responsibilities between the federal government and the states. In particular, I will argue that the states should have much clearer responsibility for most kinds of public investment, especially for improving the skills of the labor force and upgrading public infrastructure. The federal government should concentrate on a different set of missions, including interaction with the rest of the world, strengthening social insurance, and contributing to national saving by running a surplus in the unified federal budget.

Résumé :
In the context of growing military tension in Europe in the second half of the 1930s and the eventual Italian threat, the Turkish leadership was looking for ways to ensure national interests and push the threat of war away from Turkish borders. The system of international military-political alliances and bilateral pacts was considered by Turkish diplomats as a sufficient guarantee of sovereignty and preventing the advance of war to Turkish territory. One of the trends was a change in Turkey’s foreign policy orientation from relying only on the Soviet Union to connections with England. The fact that Germany remained the main trade and economic partner of the Turkish Republic also had a significant impact. In the context of growing political tension in Europe and the division of Czechoslovakia, the Soviet government proposed holding mutual consultations on security issues and possible opposition to the aggressor. On April 29, 1939, Deputy People’s Commissar for Foreign Affairs V.P. Potemkin was sent to Ankara. The main topic of discussion in Ankara was the conclusion of a multilateral pact of mutual assistance and security against the backdrop of growing German-Italian expansion. Despite the assistance provided by V.P. Potemkin, the negotiations in Ankara left the Soviet leadership with a taste of understatement and a feeling of veiled bargaining, giving a clear understanding that in the coming world war, Turkey, despite the system of international defensive pacts built by its leadership along the perimeter of the country, would be guided by the principles of national selfishness.

Résumé :
OBJECTIVEInternational collaborations between high-income (HICs) and low- and middle-income countries (LMICs) have been developed as an attempt to reduce the inequalities in surgical care around the world. In this paper the authors review different models for international surgical education and describe projects developed by the Division of Neurosurgery at the University of Toronto in this field.METHODSThe authors conducted a review of models of international surgical education reported in the literature in the last 15 years. Previous publications on global neurosurgery reported by the Division of Neurosurgery at the University of Toronto were reviewed to exemplify the applications and challenges of international surgical collaborations.RESULTSThe most common models for international surgical education and collaboration include international surgical missions, long-term international partnerships, fellowship training models, and online surgical education. Development of such collaborations involves different challenges, including limited time availability, scarce funding/resources, sociocultural barriers, ethical challenges, and lack of organizational support. Of note, evaluation of outcomes of international surgical projects remains limited, and the development and application of assessment tools, such as the recently proposed Framework for the Assessment of International Surgical Success (FAIRNeSS), is encouraged.CONCLUSIONSActions to reduce inequality in surgical care should be implemented around the world. Different models can be used for bilateral exchange of knowledge and improvement of surgical care delivery in regions where there is poor access to surgical care. Implementation of global neurosurgery initiatives faces multiple limitations that can be ameliorated if systematic changes occur, such as the development of academic positions in global surgery, careful selection of participant centers, governmental and nongovernmental financial support, and routine application of outcome evaluation for international surgical collaborations.

Résumé :
The crisis in Myanmar has also affected the beginning of the activities of high-ranking officials who recently took office. Cambodia, represented by Prime Minister Hun Sen, took over the baton as ASEAN Chairman, Singaporean diplomat Noelene Heizer was appointed Special Envoy of the UN Secretary-General to Myanmar. Cambodia's Foreign Minister Prak Sokhonn replaced Erivan Yusof as ASEAN's Special Envoy for Myanmar. The Prime Minister of Cambodia caused dissatisfaction of his ASEAN colleagues and outrage of the world community due to his visit to Myanmar a week after officially taking office. The first visit of the head of State to Myanmar after the military coup was perceived as ensuring the legitimacy of the military administration. At the same time, due to a misunderstanding between the guest and the host party on the issue of the release of an Australian citizen, the leader of Cambodia "lost face". Noelene Heizer underestimated the power of public opinion. She was fiercely attacked by opponents of the military regime because of the use of an unsuccessful thesis about the "division of power". The Office of the Special Envoy tried to "save face" by insisting that Heizer had never suggested power sharing as an option, and the interview with N. Heizer was misinterpreted. The mission of the new ASEAN Special Envoy, Prak Sokhonn, was not crowned with great success either. During his visit to Myanmar, he met only with representatives of the regime and did not meet with all interested parties, which contradicts the five-point consensus.
