In modern conditions, the main vector of development of almost all spheres of activity is digitalization. The implementation of digital technologies is associated with the solution of strategic tasks in the economy and public administration. Digitalization makes it possible to use various sources to collect data in order to make management decisions after their analysis and evaluation. The results of digitalization of public administration are expected to digitalize the functions of authorities, increase citizens' satisfaction with the quality of state and municipal services and the speed of their receipt, create conditions for interaction between the population, business and the state using information technology. The paper attempts to determine the possibilities of digital transformation of public administration. The essence of this process is considered, the analysis of experience, including foreign, and problems of using information and communication technologies (ICT) in public administration is carried out, prospects in this area are identified. As a methodology, general theoretical meta-odes and special tools were used: analysis, synthesis; system, complex, dialectical approaches. It is summarized that the digital transformation of public administration in Russia is at the initial stage. The problems of using ICT in public administration are determined by the presence of separate unrelated information and analytical systems, the lack of integration between them, their lack of flexibility, the inability to assess the real effect of the implementation of initiatives, projects, government programs for socio-economic development or a specific group of the population. The next stage of digitalization provides for data–centricity – the use of objective data in public administration.

Companies and governments have embraced digital transformation as the elixir of the 21st century. But what impedes digital transformation? This case study article is based on data gathered from field research with the Italian Parliament and the Digital Transformation High Commissioner’s Office in the Ministry of the Interior. The case surfaces the context, challenges, and solutions for large-scale public administration digital transformation. The case study highlights how public administration digital transformation in a large democracy is never a technical but a sociotechnical solution. Successful digital transformation needs to understand, address, and change sociopolitical and sociotechnical mores that often define the culture. Underscoring this research is an analysis of digital transformation within the Italian public administration. Public administration encompasses all governmental and public services, including services provided by federal, regional (e.g. states and provinces), municipalities, and local agencies. The Italian public administration, with 60 million people, 8000 municipalities, and 22,000 local administrations, highlights how a digital renaissance is a preface for innovative disruption challenges. The Digital Transformation case uses Italy as the backdrop and Team Digitale, a team of talented individuals embarked on building public administration efficiencies and rebooting Italy’s digital innovation footprint, as the protagonist. For granularity, the case focuses on two digital transformation projects: ANPR, a unified public registry for all Italian residents, and PagoPA, a universal digital payment platform for public administration. This case surfaces the best practices and challenges faced when trying to tackle a mega-project across an entire economy. The case offers digital transformation recommendations, generalizable across any global democracy. The case analysis and recommendations bring to light how, contrary to private organizations, institutionalizing a disruptive innovation in a democratic country at a time of fiscal austerity highlights interesting decision-making issues and facets.

Digital transformations are the defining trend of the current society development stage. Digitalization covers all areas of human life, identifying both opportunities and threats. The state is called to ensure the use of digital development, creating an appropriate institutional and legal environment, institutional infrastructure, and eliminate the negative effects of digitalization, which highlights the study. The aim of the study is to determine the content and features of modern transformations of the Ukrainian public administration system in conditions of digitalization and promising areas of administrative state influence to realize the potential of digital technologies in various fields. The methodological basis of the study are methods of systems analysis, functional analysis, index. The study considers the categories of "public administration", "transformation", "digitalization", based on the generalization of which the content of transformations of the Ukrainian public administration system in conditions of digitalization is determined and structured. It analyzes the index of digital economy and society, which characterizes the digital development of EU countries and emphasizes the key role of digitalization processes. The paper groups the directions of digitalization in public administration and identifies the advantages and disadvantages of digitalization for public administration. The authors also consider the main tasks of public administration on digital transformation and describe the international cooperation of Ukraine on digital transformation processes. Based on the analysis, they substantiate the need to develop the state concept of digital competencies in order to eliminate digital gaps and digital "inequalities". The practical significance of the study is identifying promising areas for further transformation of the public administration system in order to ensure the use of the benefits of digital development. Important areas of further research are the development of security technologies for digital rights guarantees, educational digital models, the development of the model of public administration platform and simplification of public services, the formation of the digital economy model - the product state.

In modern conditions of emergence of a new “digital” picture of the world, the study interest is represented by the changes taking place in the system of public administration in Russia, as well as the main barriers hindering the digital transformation of management practices. To this end, the authors of the article analyzed statistical data for 2019-2021, characterizing the “digital maturity” of domestic authorities, conducted their own sociological study on the problems of digitalization of public administration. The results obtained indicate that, in addition to the insufficient and uneven pace of technological change (in the context of Russian territories), the lack of necessary digital skills among employees and the population, the effectiveness of digital transformation significantly reduces the lack of understanding by civil servants of the value, essence of digital transformation and its tools. In addition, modernization of the state system in the interests of the population is impossible without effective communications “population-government”, the construction of which is currently complicated by mutual distrust.

Technological progress, having reached the digital level of its development, has set before society the tasks of digital transformation of the entire structure of social and economic life. In particular, this also applies to the reengineering of the public administration system.The impact of digitalization on public authorities is reflected in changing the way of acting and communicating with citizens in order to achieve the integration of civil society institutions and government. In Ukraine, as in the rest of the world, important steps are being taken in this direction. However, there is clearly a long way to go in digital adoption as many public sector organizations continue to use legacy legacy systems and technologies that need to be replaced. Taking this into account, the purpose of the study is to determine the main promising areas of digital transformation in public administration based on the study of documents and a comparative analysis of world experience.Among the areas of digital transformation of public administration, the most promising are identified as: the development of digital competencies of public officials, digitalization of territorial communities, digital transformation of municipal government, development of digital interaction between government and business, the introduction of digital technologies into the electoral system. These directions are analyzed taking into account the world experience and the prospects for their formation in Ukraine are outlined.In conclusion, it is noted that the transfer of world standards to national soil will be mediated by local characteristics, but the attempts in this direction will contribute to digital transformations of society and increase the efficiency of public administration. Further developments and research in this area are promising in all spheres of economic and public life, without exception, but it is digitalization in the field of public administration that will either give an impetus to the country's further progress, or become a brake on this movement.

The article discusses the priorities and socio – economic risks of the digital transformation of public administration. The main approaches to the problem of the use of advanced digital technologies in the activities of state and municipal government bodies aimed at the formation of a modern system digital environment are investigated. The main directions of the digital transition in public administration are considered, which include the digitalization of communications between public authorities, the active introduction of digital technologies into the practice of providing state and municipal services to business structures and households, stimulating the introduction of effective digital solutions as one of the important conditions for social dynamics.The article identifies the factors and social risks affecting the digital transformation of public administration in the Russian Federation. Among them are the high level of digital inequality, deep social differentiation of regional development, the costly nature of digitalization, risks to the labor market and traditional forms and conditions of employment, problems of adaptation of citizens to the active use of digital technologies in the public administration system, as well as the unconditional provision of citizens' rights and information security in the digital environment. The importance of the course of the Russian state to dynamize the digital transformation of the state and society in the conditions of unprecedented aggravation of international relations in the modern world and tough economic and political sanctions imposed against our country was confirmed.

The article describes the features of digital transformation for public administration and civil service. Public administration should become the basis of changed public relations; ensure the solution of the most significant issues affecting citizens through the use of data in a single information (digital) space. The purpose of the article is to characterize the conditions for the transformation of pub- lic administration in the digital age. The relevance of the research is connected with the actively spreading digital innovations, which increasingly cover the frontiers of public ad- ministration, forming a new framework for institutional changes. These changes need competent reflection and systematization. The theoretical part of the work is devoted to the discussion of the concepts of “open government”, “digital government”, “digital trans- formation”, which have become one of the key elements of public management discourse. The process of digitalization involves the free flow of information from public authorities to the public and third parties, such as civil society organizations and the media, as well as from the public and third parties to the authorities, and is at the heart of well-function- ing open governments that are successfully undergoing the path of digital transformation. Methodologically, the article is based on expert interviews with representatives of public authorities of St. Petersburg, aimed at forming an idea of the institutional framework for the transformation of public administration in the context of digitalization. The author of the article conducted a number of expert interviews with the deputy heads of the districts of St. Petersburg and the deputy chairmen of the committees. As a method of interview analysis, the content analysis of the interview was used using the software ATLAS.ti 9 (http://atlasti.com). The main procedures implemented in this program are coding and grouping by category. As a result of the study, 16 codes were identified, which were com- bined into 3 semantic categories: macro-institutional conditions, micro-institutional condi- tions, and technical conditions for successful transformation of public administration in the context of digitalization. Analyzing the interview data, the author comes to the conclusion that the success of the transformation of public administration in the era of digitalization is directly related to the efforts and resources allocated by public sector bodies to imple- ment the law or policy, both at the time of implementation and over time. In other words, the interweaving of macroinstitutional, microinstitutional, and technical conditions plays a critical role. At the same time, the competencies of civil servants at all levels of govern- ment are a unifying element, a generative factor in the implementation of both macro-in- stitutional, micro-institutional, and technical conditions for the transformation of public administration in the era of digitalization.

Abstract The pandemic changed the paradigm of education at all levels. From primary schools to universities, teachers and students must conform to new patterns for teaching and learning. The goal of this paper is to share the experience resulted from the pilot project developed at the National Institute of Administration in order to deliver online training for public administration in the pandemic context. The project entitled PPP online (Romanian abbreviation for “online training programs”) was a challenge which supposed the redesign of the curricula and finding the best alternatives for delivering knowledge and interaction between trainers and participants. We must emphasize that there was only very limited experience in online training for Romanian public administration until 2020. In this paper we expose the choices considered for the transition to online training and the results of a study about participants’ perception regarding difficulties they encountered and the quality of programs. In this regard, we collected and analysed the feedback from more than 1000 participants (respondents to an online questionnaire). Our study has an optimistic conclusion about changing teaching and learning through technology in public administration. It can be appreciated that both trainers and participants can rapidly adapt to the conditions of the online learning environment and the proposed structure of training programs was validated by the results and positive feedback. We also present some best practices achieved during the pilot project.

In this article we focus on identifying the specificity of digital transformation within the public sector. The aim of the article is to present the main mechanisms resulting from the introduction of digital innovations that have changed the functioning of the public sector. Starting from a discussion on the technological requirements of digital transformation, we briefly characterise the use of computers and the Internet in public administration, resulting in the development of e-services and administration. The main part of the article is devoted to discussing the specificity of the implementation of the new digital technologies in public administration, focusing mainly on artificial intelligence and blockchain technologies. Our thesis is that the impact of innovative digital technologies on the operation standards and structure of public administration should be analysed through the prism of interrelated mechanisms of datafication and platformisation, characteristic for the digital economy. The adopted methodology, which is based on an analysis of the subject literature and an analysis of new technology implementations in public administration in EU countries, indicates the pilot, random and non-transformational nature of these implementations, partly due to the lack of well-established methodologies to study and assess the maturity of digital transformation within the public sector.

Digital transformation of society and Russian economy has become a significant task for governing authorities and dictates the need for further changes at the level of the final consumer of these transformations – a person included in the system of network relationships, where family is the primary unit. Although family personifies traditional parental relations, it has its own dynamic processes taking place within it; they are associated with age, gender, status, and other differences that are intensified during the digitalization of society. Using the example of a model family, with its traditions and values, consisting of retirees (grandparents), parents (adults), and children from pre-school age to adolescents starting an independent life, the author proposes to consider changes that the state policy in the field of digital economy and digital society will bring in the life of such model unit of society. The modern family is an interested and active subject of the digital space. Taking into account the above, the authors are sure that it is necessary to conduct more active state policy in this direction. The lack of research on this topic also emphasizes the relevance of this article.

The paper is devoted to the examination of the concepts of “digitalization,” “digital transformation” and interrelationship between the concepts at issue with the concepts of “informatization” and “robotization.” The author provides his own interpretation of the concept “digitalization of public administration” and defines it as the process of introduction of digital technologies to the work of state bodies, which allows them to carry out qualitative transformation in the implementation of public functions and provision of public services, and to ensure effective interaction between citizens and the State. At the same time, digital transformation implies specific socially significant results appearing due to the application of digital technologies in public administration. The author substantiates such an approach when digitalization is seen as a public administration solution and defines legal risks, namely: a large number of simultaneously acting documents that have different states and regulate digitalization of public administration; lack of uniformity of tasks, objectives and measures aimed at achieving them in the fundamental documents. Such fundamental documents include: ”Digital State (IT State)” Subprogram and the federal project “Digital Public Administration.” The paper also describes serious deficiencies in the structure and contents of the passport of the federal project under consideration.

It is proved that digital transformations in the public sector of Ukraine are the basis of its reform and a potential example for the whole country, how to use the advantages of the "digital" world, which will significantly stimulate the development of open information society as one of the essential factors of democracy in Ukraine. productivity, economic growth, job creation, as well as improving the quality of life of Ukrainian citizens.

Aim. The presented study aims to determine the peculiarities of introducing digital tools in public administration using different types of competencies.Tasks. The author describes major prerequisites for the transformation of the public sector in the context of digitalization; analyzes modern digital technologies and the mechanism of their implementation in public services using digital platforms, assesses their role, and identifies obstacles to the digital transformation of public administration.Methods. This study uses general scientific methods, such as the monographic method, analysis and synthesis, induction and deduction, description, and applied methods of structural, systems, and comparative economic analysis.Results. Digital transformation of the public administration system changes the understanding of management from management as execution of functions to management as a network of relationships between the state and its citizens. Reformation of the public administration model based on the implementation of digital solutions forms the new public administration concept. However, the results of the public administration system’s reformation using digital platforms are ambiguous and require study. One of the main obstacles to the formation of a “digital government” is the lack of competent specialists and qualified personnel skilled in the field of information technology (IT), Internet of Things, artificial intelligence, etc. These and other technologies are vital for the formation of a high-quality public administration system. Furthermore, the new information reality places increased demands on the skills of modern public officials, whose level of competence largely determines the quality of management. This study identifies and analyzes the necessary competencies of employees involved in the public administration system at different levels.Conclusions. Over time, digital transformation of public administration will become more evident and meaningful. It can be assumed that digitalization will make it possible to leave behind subjective decisions of individual public officials, improving the quality of provided services and reducing costs as much as possible. Digital transformation of public administration is not limited to the automation and optimization of some processes in the execution of public functions, as it also involves the implementation of modern information and communication technology (ICT) systems to improve the quality of the public administration system as a whole.

The aim of our research is to highlight the main features and mechanisms of the digitalization of a public administration that would allow the promotion of a sustainable development and a more inclusive society. The proliferation of information and communication technologies in all fields along with the reporting of both economic and social benefits give us hope that these technologies will also find a role in the transformation, efficiency, or progress of public administration. The main research method was the bibliographic study, both descriptive and analytical. Through specialized software tools we highlighted the relationships and correlations between various concepts. The results obtained are encouraging and have highlighted the future courses of action, both theoretical approaches and the exchange of good practices.

One of the basic values of the modern state is the orientation of all its services towards meeting people’s needs. Client-centricity was included in the list of 42 initiatives for socio-economic development of Russia until 2030, approved by the Russian Government in 2021. Information-driven interactions between state bodies and the use of up-to-date reliable information published, inter alia, in an open data format will allow to increase the effectiveness of the public administration system. The purpose of the article is to assess the goals, objectives, and basic technologies of the digital transformation of public and municipal administration. In accordance with the purpose identified, the objectives of the study are as follows: to substantiate the need for digital transformation in public administration, identify the strategic direction of such transformation, and reveal its limitations and advantages. The results of the study include an overview and analysis of certain digital services and products used at the federal and regional levels as part of the digital transformation of public administration. The main conclusion of the article is the substantiation of the role that the digital transformation plays in improving the quality of public and municipal services.

The purpose of this study is to identify legal constraints for the digitalization and digital transformation of public administration, based on the introduction and application of breakthrough digital technologies. The research methodology is based on the distinction between the stages of informatization, digitalization and digital transformation, as well as the identification of legal barriers to digitalization and digital transformation of public administration by individual stages of the management cycle and individual public functions. As a result of the analysis, both general barriers to digitalization and digital transformation of public administration, and special barriers for each stage of the management cycle were identified and systematized. The necessity of eliminating the identified legal barriers to the digitalization and digital transformation of the public administration has been substantiated by introducing a set of changes in federal legislation and sub-legal regulatory legal acts.

Purpose: The objective of any change in public administrations is to improve their management system to provide a better service to the citizen user. This is how policy makers defend their political agendas. However, the effectiveness of the digital transformation of public services is not limited to the promulgation of laws but to their impact on the satisfaction of users of public administration and its perception by the public agent and the citizen. The objective of this article is to analyze the impact of digital transformation on the satisfaction of users of public administration, and more particularly of tax administration. Design / Method / Approach: This is an empirical study with a quantitative approach using a questionnaire administered to 107 taxpayers. We analyzed data through the structural equation method with SmartPls software to study the relationship between five sub-variables of digital transformation and user satisfaction. Originality / Value: The results show a significantly positive relationship between three sub-variables of digital transformation and user satisfaction: perceived ease of use, perceived usefulness, and website design. Research Limitations / Future Research: In addition, public administrations need to stay abreast of current trends in service digitalization. The success of the digitization of the administration is conditioned by the commitment and involvement of all stakeholders. The article is dedicated to researching the impact of environmental factors on the processes of digital transformation of public administration. In today's digital economy, the effectiveness of the executive branch providing public services to citizens and organizations largely depends on the political will of the country's leadership, the socio-economic situation, as well as the technological and technological development of the public sphere. The authors to assess the impact of environmental factors were pest analysis, which reveals the most significant aspects of the impact of the macro environment and develop a strategy for the development of public authorities in the context of the digital transformation of their activities. The methodological basis is research into the problems of the system of providing electronic public services, the regulatory framework for their digitalization, the study of statistics, indicating the level of quality of the provision of public services. The results of the study revealed the most significant political, economic, social and technological factors of the macro environment and presented the main directions for improving the processes of digital transformation of public administration. Specific measures have been proposed for each group of factors to enable the executive branch to adapt to the external environment, thereby improving their performance. The results of the study can be used to develop programmes and plans for government agencies to digitize their public services

The purpose of the article is to highlight the main aspects of the transformation of public administration in the context of digitalization. It is established that digitalization is not a new model of public administration. It is proved that digital technologies as a tool for implementing the strategy of modernization of public administration, determine the main directions of change. It is proved that in the conditions of digital economy there is a transformation of the concept of public administration – in service. Digital transformation leads to a radical change in approaches to the organization of government with the use of digital technologies and algorithms. Digital technologies create opportunities for a completely different type of interaction between participants – in online communication. The basis for this nature of interaction is platform. To analyze the concept of digital transformation in public administration, the main stages of digitization are identified: digitization of processes, in which the introduction of traditional digital technologies to improve the efficiency of government, data management; e-government, which involves the introduction of digital technologies, especially based on the use of the Internet, to improve public administration; digital government, in which the latest generation of digital technologies (such as the Internet of Things, artificial intelligence, predictive analytics) allow to take into account the preferences of users in shaping the composition of services provided and the procedures associated with their receipt. A study of the main trends in the digitalization of the economy and public administration of Ukraine. Peculiarities of digitalization and transformation of public administration of the world are considered. Ukraine has developed “Concept for the development of the digital economy and society of Ukraine for 2018-2020” (Cabinet of Ministers of Ukraine, 2018). However, according to the results of the analysis, Ukraine has a low level of readiness for digitalization. In the UN ranking of e-government development in 2018, Ukraine ranked 82 nd. Ukraine is characterized by an insufficient level of infrastructural support for public administration transformation. Thus, the coverage of high-quality Internet communication does not cover the entire territory of Ukraine and, as a result, reduces the rate of development of the digital economy. The analysis of the most successful countries of the world showed that the level of digitalization is directly dependent on the level of economic development of the country, infrastructure. The transformation of public administration in the context of digitalization will affect, first of all, the quality of public administration services, improving communication, reducing the cost of maintaining public administration, additional opportunities for businesses and citizens to receive services.

Abstract. The increasingly widespread implementation of databases with geographical component, as well as the impregnation of geolocation culture, is driving a transformation in the storage, management and exploitation of geospatial information. Real-world elements go from being modeled as mere geometric representations, with just cartographic purposes, to be features with their own entity. Unique identifiers and lifecycle management are assigned to these features, allowing interactions between feature instances from different databases, that is, facilitating digital transformation and, therefore, increasing exponentially the exploitation possibilities.In this regard, the National Geographic Institute of Spain (IGN, by its Spanish acronym) have implemented several processes in its National Topographic Database, such as the connection with the cadastral information, in order to take advantage of its updates and give feedback to improve cadastral data; or the link with the information, in addresses form, provided from different public administration, that is processed to geolocate features in the topographic database. Likewise, work is being done in order to implement new processes that allow linking with other data sets.These processes, in addition to reusing information produced by different public administrations, constitute an advance towards the objective of geospatial information databases continuous updating.

In view of recent world events i.e., global pandemic, increase in the share of services in the world economy, emergence of new financial instruments, digital transformation is becoming one of the highest priority tasks of the strategic management of developed countries. All these prerequisites for the formation of the structure of information society in the Russian Federation are manifested at historically large scale. The problem solution of digital transformation at the national and regional level requires the development and implementation of appropriate strategies. Some have already been implemented and provide an opportunity to study their applicability. Others are theoretical developments with differentiated input data. The article examines global trends in the digital transformation of the economy and social environment, studies the foreign experience of developed countries, analyzes the features of the consistency of Russian national and regional strategies for the digitalization of public administration. An overview of Russian and foreign experience in digital technologies in public administration is made, their impact on the existing environment, the strengths and weaknesses of appropriate strategizing are analyzed. The aim of the study is to analyze the impact of various aspects of digitalization on the strategizing processes. In the course of the study, strategic planning documents were analyzed in the field of digital transformation of public administration. Trends in the introduction of digital technologies into the activities of public and private organizations were identified. The current problems of strategizing the digital transformation were revealed, taking into account the diversification factor of the Russian regional economy. The results of the study were obtained on the basis of statistical data from Novosibirsk region, appropriate ways to improve the efficiency of digital strategizing processes were proposed, and directions for further research were indicated.

The present study concerns the position of marketing and its digital transformation as an administrative function in public higher education organizations in Greece. The study started from the need to understand the attitudes of Greek public university managers towards the need to adopt new practices such as marketing and its digital transformation, through discourse, perceptions and explicit or implicit views, as well as the factors that shape them. Therefore, the aim of the research was based on the comparison of attitudes with the digital activities of public schools versus private companies employing marketing tactics with a strategic and tactical development of the 4 ps of the marketing mix. The methodology was qualitative in nature, employing the strategy of ‘Criterion sampling’. The results point to the fact that the duration of a university is directly related to the formation of perceptions about marketing and how to act in the context of digital Darwinism, so it can be anticipated, as a conclusion, to the need to equate public administration of higher education (university) with the tactical and functional approach of private companies

Purpose: the article defines modern approaches to establishing a balance between digital transformation and the social responsibility of the state and business based on identifying trends and principles for introducing digital technologies into human life, taking into account the priority of social responsibility.Methods: the study is based on a systematic approach to the digital transformation of society. Within the framework of this approach, the use of the achievements of scientific and technological progress is considered: in public administration – for the purpose of breakthrough development of the country and the interconnected solution of socio-economic problems; in the business sphere – to improve the quality of economic activity and strengthen competitive benefits.Results: a review of the current state of the digitalizing society, the demand for digital services and satisfaction with the quality of their receipt, the readiness of Russian regions to provide electronic public services. The trends of digital transformation of public administration and the stages of evolution of digital maturity of the state are revealed. It is emphasized that the successful solution of the issues of the digital agenda by the state becomes a stimulating factor in the digital development of business structures. The analysis of digital trends in the business environment has shown their conjugacy with the digitalization of public administration in the presence of a number of differences. The key role of company management in promoting the ideology of digital transformation is noted. Since the use of digital technologies, along with positive effects, can pose a threat to human security, the preservation of his rights and freedom, it becomes necessary to use the concept of social responsibility in carrying out digital transformations of society. The principles of social responsibility in carrying out digital transformations are defined.Conclusions and Relevance: the processes of digital transformation have firmly entered into all spheres of society. Despite the technological nature, digital development should take place in the logic of a humanistic approach. It is based on the principles of morality, recognition of the inviolability of human rights, with the emphasis on the importance of social responsibility of all actors of digital transformation. At the same time, Russia should build its own model of digital transformation based on respect for dignity, freedom and human rights guaranteed by the Constitution.

The article identifies and establishes the main problems in the implementation of the digital transformation of public administration in education, science and innovation, in particular, focuses on the lack of conceptual characterization. The study is due to the lack of foundation of the theoretical and methodological approaches to the digital transformation of public administration. The article shows that the digital transformation of public administration is a requirement of the current times, since the new society is in the process of computerization and dissemination of innovation in different areas. In fact, the need to add public administration in the digital transformation by socio-cultural means as the basis of innovative society in education and science has been corroborated. In the course of our research, we used the method of integration of the synthesis of the structure of the image and the analysis of content, research and descriptive method, the characterization of educational activities in the framework of digital transformation. By way of conclusion, the results of the study confirm that digital transformation is a requirement of the current times and that it is also an unpostponable process.

The purpose of the article. The aim of the article is to study the processes of digital transformation of the model of public administration in the regions. Methodology. The theoretical and methodological basis of the study are the scientific works of scientists in the study of the system of digital transformation of public administration in the regions. To achieve this goal, the following research methods were used: theoretical generalization – determination of the main directions of modernization of public administration with the use of digital technologies; methods of statistical analysis – characteristics of the number of public authorities and local governments that provide the opportunity to use the tools of e-democracy. Results. The current state and main trends of digitalization of public administration are studied, which allowed to identify areas and areas of modernization of public administration on the basis of digital transformation, namely: modernization of public services; development of branch e-government; ensuring electronic interaction of state electronic information resources, unification and standardization of electronic registers, state databases, cross-border interaction centers; development of e-democracy and transition to digital document management systems. The level of application of these technologies differs significantly not only at the regional level, but also at the level of municipalities and individual communities and depends primarily on the political will of public administration and local self-government. An analysis of the state of digital transformation of public administration in Odesa region using surveys and studies of national and international rating agencies, which allowed to determine the current comparative state of digital adaptation of public administration in Odesa region and identify the most problematic issues that are typical for other regions and necessary to take into account when developing and implementing a regional strategy for digital transformation of the region for the next planning period, namely: administrative (comparative limited open data on budget information, regulations and procurement, insufficient use of e-democracy elements in management processes); technical (low quality of the basic information and communication infrastructure of e-government; insufficient level of IT support of internal document flow; understaffing of the workforce with the latest technology; problems with communication and quality of the Internet in some areas); organizational (lack of effective coordination, cooperation and control between different departments, functions and subsystems of public administration, low level of data protection) personnel (lack of highly qualified specialists) and financial. Practical meaning. Analysis of the data on the number of public authorities and local governments that provide the opportunity to use the tools of e-democracy will determine the prospects for further work for public authorities. Prospects for further research. Accelerating the transition to the digital administration model requires reengineering management systems, processes and functions in accordance with the capabilities provided by new technologies, in particular using a process approach to management and networking, creating a single regional platform, interactive databases, implementation of electronic democracy in decision-making processes.

Digitalization is an objective and inevitable process, which is impossible to halt. The development of the digital economy should allow the Russian economy to integrate into the global context and legal aspects of this process need to be analysed. This paper aims to to study the influence of digitalization on public administration (especially in economic sectors) in Russia, to outline new requirements to public administration in digital era as well as to analyze new challenges caused by implementation of technical decision within global process of digitalization. The program “Digital Economy of the Russian Federation” dictates new requirements for the system of public administration. But despite the fact that the implementation of the Program requires serious simplification in the interaction of market operators and the state, interdepartmental interaction, it does not fully respond to the challenges of digital transformation of the public administration system. It should lead to a radical change in the approaches to the organization of the work of public authorities through the digitalization, reducing the “bureaucratic burden” when issuing electronic documents. It deals with the formation of conditions ensuring the development of information technologies and effective interaction of a state and business, which covers legal regulation, information infrastructure, personnel and information security, etc. As a result the authors came to conclusion that now it is not a primary task to set out new electronic systems in new fields as much as to improve already existing systems and the system of public administration itself in order to duly adapt it to new digital environments that was established. It is necessary to establish the limits for implementation of various electronic systems to ensure the proper protection of fundamental rights (for example, the right to the protection of personal data, the right to privacy, etc.) as well as to set up some limits for automated individual decision-making.

The demand for facilitating access to services, in particular public services, and boosting the economy, to which the digital transformation can contribute, makes this study relevant. The purpose of this study is to analyse current trends in the digital transformation of public administration and public authorities. The study employed general scientific methods, in particular analysis and synthesis, and comparative methods. Areas for improving the efficiency of decision-making by public authorities through the use of information and communication technologies and digitalisation were considered. It has been substantiated that the intensified use of the latest information technologies in providing various services by public authorities determines the beginning of the formation of its own model of digitalisation of public administration. The digital transformation of public administration is defined as a problem-solving tool for the society that can provide significant savings in public expenditure, benefiting the administration and the citizens, whose daily needs and concerns are placed at the centre of public administration strategies. The impact of digitising services for citizens has been shown to be effective, in particular in facilitating access to and use of services. The necessary conditions for successful digital transformation were identified

The introduction notes the irreversibility of the processes of digitalization of social and economic relations. In order to identify the current state of digital transformation, an assessment was made of the readiness and degree of penetration of digitalization in the public sector, including public administration. The analysis showed an increase and increase in the efficiency of digitalization of the provision of public services and public administration. Despite tangible successes, there are a few difficulties and barriers to digitalization. At the end of the article, the main directions of further development were considered and the possible effect of the digital transformation of the public sector of the economy was assessed

The article defines the concepts of strategic planning, digitalisation, digital transformation in relation to public administration. The specifics of digital transformation in this field at the regional level are analyzed and an assessment of the effectiveness of the implementation of its components is made. The authors note that the direct use of foreign models of strategic planning in the field of digital transformation is problematic in Russian practice, since they do not consider the specifics of the Russian economy associated with the weak economic development of territories. It is concluded in the text that it is necessary to create a system of state strategic planning that takes into account these features. Disadvantages of strategic planning of digital transformation are investigated, mechanisms of research of typical errors are studied. The basis of this research was the analysis of strategic attitudes in the field of digital transformation of business processes and social interactions of the Krasnoyarsk Krai of the Russian Federation. A critical assessment and completeness of the methodological provisions of the federal project Digital Public Administration is carried out, the positive and negative aspects of this document are investigated. The article assesses its impact on the digital transformation in public administration in the Krasnoyarsk Krai. The authors reveal the inconsistency of goal-setting with the idea of digital transformation, the lack of alignment of relations between stakeholders, the low methodological study of the issue and the insufficient assessment of regional specifics. It is concluded that at present the digital economy development strategy is not fully provided with the necessary amount of funding and does not reflect the needs of strategic planning of digital transformation in the public administration system.

The challenges of the digital economy are leading to radical changes in public governance, creating conditions for convenient and prompt access to public services and public information. Moreover, the pandemic has caused drastic changes in the use of digital public service – it has become a necessity. Ukraine has significant prerequisites for the development and effective transformation of public administration to a higher technological level. Furthermore, during the time of crisis (2013-2014, 2020-2021), the government priorities were shifted to support digital transformations to improve the effectiveness of public administration and ensure the sustainability of public finance. The purpose of the paper is to investigate and assess a correspondence between efficiency of governance and sustainability of public finance based on digital transformations under the Ukrainian approach. The main scientific question was: How does the active digital transformation in public governance affect the sustainability of public finance in Ukraine? Methodology. Seeking the solution, own methodological developments were used; correlation analysis of main indicators of government effectiveness and sustainability of public finance was estimated. To assess the impact of digitalization on public governance efficiency, Ukrainian governance practices over the past 13 years were analyzed, expressed by indicators of governance effectiveness, through the introduction of digital technologies. Results. Based on empirical research, it has been found that due to several limitations, a strong direct relationship between active digital transformation and the sustainability of public finances (debt security) has not been identified. But at the same time, significant progress has been made in efficiency of public governance through the implementation of costly but effective digital change. This correspondence is especially noticeable during the crisis caused by the pandemic (2020-2021), during which the involvement of citizens in digital services is very high. Practical implications and value/originality. The convergence of synergies between key aspects – public governance, digitalization, finance, and security – has great potential for relevant solutions that provide a broader view of sustainable development issues. It can be noted that this issue is extremely relevant for further research in the field of public administration and finance in the context of sustainable development of the digital economy.

The institutional role of change agents is increasing. Digital transformation managers, digital commissioners, and professions that are fundamentally new to the public administration system are designed to ensure the successful implementation of digital technologies in the management process. The article is devoted to the study of the mission of specialists in digital transformation in the implementation of the state program "Digital economy". They are responsible for implementing the principles of agile project management, the core values of open government - service-orientation, self-support, self-organization, and proactive interaction with citizens. The results of the study show that the institutional role of change agents is to enhance reflexivity – the main feature of the digital public governance.
