Människor har i allt högre grad digitaliserat sina vardagliga liv och ställer krav på att den offentliga sektorn följer med i utvecklingen. Den digitala transformationen kräver teknisk kompetens men studier visar att ledarskapet är avgörande för en lyckad digital transformation. Mellanchefen som befinner sig mellan den strategiska ledningen och den operativa verksamheten har en viktig roll i förändringsarbetet vid den digitala transformationen. Den digitala transformationen innebär stora förändringar varför denna blir intressant att undersöka i kontexten av offentlig sektor, som enligt litteraturen är stabil och trögrörlig. SYFTE & FORSKNINGSFRÅGOR: Syftet med denna studie är att skapa en djupare förståelse för hur mellanchefen inom den offentliga sektorn bedriver förändringsledning vid digital transformation. - Utifrån Kotters modell, hur arbetar mellanchefer inom den offentliga sektorn för att skapa en grund för och vidare implementera förändring? - Hur arbetar mellanchefer inom den offentliga sektorn för att bemöta hindrande faktorer, liksom motstånd från medarbetarna, vid förändringsledning? SLUTSATS & KUNSKAPSBIDRAG: Studien bidrar till litteraturen kring ledarskap och förändringsledning vid digital transformation genom att rikta fokus på mellanchefen inom offentlig sektor. Studien visar att mellanchefsrollen är mångsidig och komplex. Med hjälp av en organisationsstruktur som uppmuntrar till förändring och ett tydligt uppdrag kan mellanchefen hantera och balansera ett tryck från både externa och interna intressenter. TITLE: The Change Agent within the Public Sector - A qualitative multiple case study of how the middle manager in the public sector conducts change management in digital transformation AUTHORS: Ebba Jonsson and Jennifer Lindén SUPERVISOR: Janet Johansson BACKGROUND: The society is going through a digital transformation. Citizens are increasingly digitalizing their everyday life and they require that the public sector is following the technological development. The digital transformation requires technical competencies, but studies show that leadership is crucial for a successful digital transformation. The middle manager situated between the strategic management and the operational level will have an important role in the change process. The digital transformation comes with major and rapid organizational changes. An interest awakens to examine the digital transformation in the context of the public sector, which according to previous literature is stable and inert. AIM & RESEARCH QUESTIONS: The aim of this study is to create deeper understanding of how the middle manager within the public sector conducts change management within digital transformation. - Based on Kotter’s model, how do the middle managers within the public sector create a solid ground for implementing a change? - How do the middle managers within the public sector handle hindering factors, such as resistance to change from the employees, when leading a change? CONCLUSION & CONTRIBUTION: The study contributes to the literature on leadership and change management in digital transformation by focusing on the middle manager in the public sector. The study shows that the middle manager role is complex and versatile. Having an organizational structure that encourages change together with a clear mission, the middle manager can handle and balance pressure and interests from both external and internal stakeholders. The middle manager's structural proximity to both the operational forces and the strategic management lead to that the change can be anchored in all parts of the organization and adapted to the operations. Cette thèse propose un examen empirique du programme de modernisation de l’État articulé en France, entre 2014 et 2017, autour du concept d’« État plateforme » et interroge l’intérêt étatique pour la modernité technologique des administrations — souvent qualifiée de numérique. Le cahier des charges confié aux modernisateurs de l’État était le suivant : simplifier la réalisation des démarches administratives des usagers, évaluer et améliorer la qualité des services publics, investir dans des équipements informatiques communs aux administrations, expérimenter de nouveaux modes de gouvernement ; le tout en faisant participer les usagers et les agents publics. Ce programme d’action ne prétendait pas transformer tout l’État, je soutiens qu’il se présenterait plutôt comme une boursoufflure technologique sur le paysage administratif, un pli. Pour rendre compte de ce nouveau monde de la modernisation et de ces conséquences politiques et matérielles, mon travail se positionne au croisement des études des sciences et des techniques, de la sociologie de l’activité et de la sociologie de l’État. À partir d’une enquête ethnographique menée dans le service du Premier ministre responsable de l’activité coordonnée de réforme de l’État, j’analyse cette modernisation en train de se faire, sous la forme alors déterminante des projets. La thèse s’ouvre sur un état des lieux des littératures sur la réforme de l’État et les phénomènes de modernisation. Elle est ensuite divisée en quatre chapitres, chacun retraçant un projet. Tous les projets instrumentés par le design, l’ergonomie, l’informatique, l’économie et la sociologie parcourent une facette de l’action coordonnée de transformation technologique de l’État, en même temps qu’ils explorent un lieu de l’État
This thesis offers an empirical examination of the programme of state modernization developed in France, between 2014 and 2017, around the concept of the ‘Platform State’. It examines the state’s interest for the technological modernity of public administrations – often labelled digital. The state modernisers’ mandate was as follows: simplify the implementation of administrative procedures, assess and improve the quality of public services for users, invest in digital infrastructure, experiment with new modes of government, involve users and public officials. This programme did not claim to transform the state as a whole. I argue that it constituted rather a technological swelling on the administrative landscape, a fold. To account for this new world of modernisation and its political and material consequences, my work is positioned at the crossroads of science and technology studies, the sociology of activity and the sociology of the state. Based on an ethnographic study carried out in the Prime Minister’s department in charge for the coordinated activity of state reform, I analyse this modernisation in-the-making as a process, and a project. The thesis starts with review of the literature on the reform of the state and the phenomena of modernisation. It is then divided into four chapters, each analysing one specific project. All projects, instrumented by design, ergonomics, computer science, economics and sociology, engage different facets of the state’s transformation, and explore different sites of the state

Today's organizations struggle to remain competitive due to challenges regarding changing technology and customer expectations. Although many organizations strive to digitally transform their business, they still fail due to digital incompetence, unpreparedness and ignorance. Thus, the thesis aims to investigate how to transform organizations into digital businesses, the required competencies of digital leaders and the interaction between digital leadership and digital transformation strategies. For this purpose, we conduct a systematic literature review to build a conceptual framework that, by hypotheses and propositions, may serve as a point of departure for future empirical research. With this model, we propose that leaders with higher levels of digital leadership, in terms of management skills, customer skills, digital skills and organizational skills, have a positive influence on the establishment of digital transformation strategies. Thus, this thesis contributes to an understanding of digital leadership, digital transformation strategies and the interlinkages between these.

Background: Research in digital transformation has previously focused on understanding top management and operational roles but the role of middle management has rarely been examined. This despite several studies showing that the middle manager has a central role in change processes. A few studies have shed light on how the middle manager influence and contribute to digital transformation, however, there are few empirical studies that examine how the middle manager works to drive change in digital transformation. Purpose: The purpose of this study is to create a deeper understanding about middle management’s role in digital transformation.  Methodology: This is a qualitative case study of a company in household services. It is based on five semi-structured interviews and a literature review. The study has adopted an abductive approach. Conclusion: The study shows that the middle manager acts as a connecting link between management and operational level. The results show that middle managers drive change in digital transformation by identifying problems and business opportunities, initiating change, interpreting and translating management language for employees, promoting and raising ideas from the operational activities and following up and modifying change processes to achieve better results. They have the opportunity to do this because of their intermediate position in the organization.
Bakgrund: Forskningen inom digital transformation har tidigare fokuserat på att förstå lednings- och operativa roller, men till stor grad negligerat mellanchefsperspektivet. Detta trots att flera studier belyst att mellanchefen har en central roll i förändringsarbete. Ett fåtal studier har undersökt hur mellanchefen influerar och bidrar till digital transformation. Däremot finns det få empiriska studier som undersöker hur mellanchefen faktiskt arbetar för att driva förändring inom digital transformation. Syfte: Syftet med denna studie är att skapa djupare förståelse för mellanchefens roll i digital transformation. Genomförande: Detta är en kvalitativ fallstudie av ett företag inom hushållsnära tjänster. Den utgår från fem semistrukturerade intervjuer samt en litteratur genomgång. Studien har antagit en abduktiv ansats. Slutsats: Studien visar att mellanchefen fungerar som en förbindelselänk mellan ledning och operativ nivå. Resultaten visar att mellanchefer driver förändring i digital transformation genom att identifiera problem och affärsmöjligheter, initiera förändring, tolka och översätta ledningens språk för medarbetare, främja och lyfta idéer från den operativa verksamheten och följer upp och modifierar förändringsprocesser för att uppnå bättre resultat. De har möjligheten att göra detta på grund av deras mellanliggande position i organisationen.

This dissertation poses that the digital transition is best understood as simultaneously a technological and cultural phenomena. As a physical change in the means of distribution, transmission, and reception of media content, the digital transition is an important factor in changing technological, aesthetic, and legal norms. As a cultural form, the digital is positioned as a moderator between continuity and discontinuity. Through a reading strategy inspired by Walter Benjamin this dissertation reads the physical and cultural implications of the digital transition in television in the United States through political categories. The chapters are case studies in the adoption of digital televisions for home use, digital television production technologies, digital transmission technologies, and digital distribution systems. Each case study examines the tenuous production of publics in the context of the dialectical pressures of the digital. By taking this approach I intend to contribute to the rhetorical dimension of television studies, the digital turn in rhetorical and public sphere studies, and the legal and aesthetic dimensions of production studies. The dialectical approach to the digital allows the study of television to theorize the trajectory of emerging media and the political implications of that movement.

The public sector healthcare system is facing challenges of demographical changes. The solution of digitalization is expected to decrease costs and increase efficiency. Digitalization is the collective concept of differing and interrelated phenomena which are rearranging traditional market conditions and causing a turbulent and competitive environment. In response to these impacts, organizations seek organizational change through digital transformation. IS researchers has contributed with limited findings of digital transformation within the public sector healthcare. This thesis investigates organizational response towards digitalization and conditions of digital transformation through a case study within public sector healthcare in Sweden. The study successfully identifies external tensions of digitalization which underlie the reorganization and internal tensions which motivates progress towards digital transformation.

Background: As the world is moving from an industrial to a digital one an increasingly important factor for companies has become their digital transformation. This, Industry 4.0, has brought forward a new set of challenges but conventional strategy-making has not been able to keep up with them, whilst considering that change, in practice, is difficult to implement. The strategy execution for digital transformation has therefore become increasingly important but the challenges faced has not been researched to a sufficient degree. Research question: What are the main challenges with strategy execution during a digital transformation process and how can they be managed? Purpose: The purpose of this thesis is to find and describe the main challenges with strategy execution for digital transformation that has been experienced and or perceived by practitioners working in companies that are a part of a concern. These findings will be conceptualised out of which guiding principles will be created and presented.    Method: In this study a qualitative method has been used together with an abductive approach to reasoning. Semi-structured interviews have been performed with eight respondents chosen by a strategic selection for their knowledge about the studied field. Theoretical frame of reference: Theories about strategy execution, change-management, what a digital transformation is, and how it evolves as well as the activity-based process model have been put forward. Within digital transformation some earlier seen challenges that has been a basis for this research are discussed. Conclusions: An overall conclusion that can be drawn from the analysis is that the primary areas that have been looked at, i.e. strategy development; strategy execution and digital transformation, in themselves create challenges. Whether they are correlated with each other or would exist no matter the other factors cannot be discerned from the findings of this thesis, resulting in the fact that the results of the analysis while able to give a foundation and interpretive thoughts, are, in their nature, uncertain. This would mean that albeit an answer to the research question can be presented by the conceptualisation and guiding principles they should not be seen as general for any given population but rather as a description and analysis of the studied population.

Digitization has fundamentally changed businesses, segments of society, and individuals’ life. There are two changing perspectives in the history of digital transformation. One is the expanding boundary of digitization, from a transformation within organizations, through innovations in interactions among businesses and customers, to societal changes at large. The other is the shifting focus of digitization, from digitizing production and delivery of goods and services, to digitizing all aspects of everyday life. However, extant research in digitization has not paid much attention to its impacts beyond the organizational boundary and the business relationships, and often adopted a technology-deterministic view of digitization. In this dissertation, I propose the notion, “digital citizenship”, to reexamine the nature and impact of digitization from a human-centric perspective and embed digitization in a broader social context. To elaborate on the notion of digital citizenship, I study the informative, automate, and transformative roles of digitization, and why and how various types of digitization enhance overall welfare for all parties of digital citizens. These three studies, presented as separate essays herein, i) evaluate the effectiveness of Intelligent Transportation Systems adopted by local governments transforming urban traffic management, ii) explore enhancing drivers’ traffic safety effort due to the deterrent potential of automated surveillance technology on the road, and iii) examine the mechanisms of information provision on customers decision making on churn and the implications for firms on the challenge of digital channel attribution. In regard to each, I discuss the relevant theory, the methodology, data sources, results, and implications. I conclude by highlighting the contributions of my work, and possible avenues for future research.

In the modern world, the digital communication is beginning to play an increasingly significant and comprehensive role. This is particularly important when information becomes one of the means of solving geopolitical problems and is used as a means of forming a certain socio-political platform to promote the interests of regional and global players in world politics on the territory of other countries. The use of electronic signatures, the digital release of documents and information, or the electronic invoicing both in the public sector and in the private sector are no longer news. Nowadays, citizens can actively participate in the life of society through online tools, and it represents the digital transformation of citizenship. Considering the importance of this issue, it is necessary to educate people to digital citizenship. The effectiveness of Public Administration due to the use of digital communications is: • the level of openness and accessibility of the activities of public authorities; • the level of trust of citizens in these bodies; • the degree of public involvement in making public power decisions; • the level of corruption of public authorities.
У сучасному світі цифрова комунікація починає грати все більш значущу і всеосяжну роль. Це особливо важливо, коли інформація стає одним із засобів вирішення геополітичних проблем і використовується як засіб формування певної суспільно-політичної платформи для просування інтересів регіональних і глобальних гравців світової політики на території інших країн. Використання електронних підписів, цифровий випуск документів та інформації, електронне виставлення рахунків як в державному, так і в приватному секторі вже не новина. В даний час громадяни можуть брати активну участь в житті суспільства за допомогою онлайн-інструментів, і це є цифровою трансформацію громадянства. З огляду на важливість цього питання, необхідно навчити людей цифровий громадянськості. This study introduces the demand for rapid digital transformation in this changing digital era. While all companies face challenges when approaching digital transformations, SMEs are at a disadvantage in regard to their resource constraints. However, the existing academic field lacks in research about rapid digital transformation for SMEs. Therefore, this study aims to answer the research questions “How can SMEs rapidly digitally transform?” and “How is rapid defined in the context of digital transformation?”. The purpose is to understand the process of digital transformation to develop a conceptual framework on how SMEs can undergo a rapid digital transformation. We approached this with an abductive and qualitative method. Semi-structured interviews were performed with Swedish consultants, a CDO and a CEO of a SME. The gathered data was analyzed together with the frame of reference, which was structured into four categories. These are digital transformation, strategy, business model and digital culture. The findings of this study presented the definition for rapid in the context of digital transformation to be a timeframe up to twelve months. Moreover, we constructed a model that guides SMEs to achieve a rapid digital transformation. However, as the model was not tested in practice, we recommend future researchers to do so.

Electronic government (e-Government) in terms of public service delivery and administration has endured signification transformation over the last decade. More recently, modern second generation web technologies (Web 2.0) have started to be used to deliver e-Government. However, this in turn has brought about additional challenges. By its nature, Web 2.0 is more interactive than the traditional model of information provision or creation of digital services and as such opens up a new set of benefits, costs and risks to those who make use of it as part of their e-Government approach. In the main, the usage of Web 2.0 is in its infancy within e-Government and this creates a need for research into exploring the application of Web 2.0 technologies in e-Government and to provide practical advice to practitioners. This research draws on the existing literature to present a novel conceptual model that could be used to guide implementation and evaluation of Web 2.0. The conceptual model draws the existing literature into the traditional information systems (IS) evaluation model (benefits, costs and risks) specifically in terms appropriate to Web 2.0. In turn that evaluation is set in the context of the impact on the organisation in terms of organisational, technological and social consequences. This conceptual model was tested in a United Kingdom local government authority (LGA) that had recently started to make use of Web 2.0 in terms of service delivery and for internal work purposes by its employees. The result was a qualitative enquiry making use of interviews and documentary evidence to explore the validity of the conceptual model as a tool to assist decision making in this field. The findings elicited from the in-depth case study offer an insight into IS evaluation criteria and impact factors of Web 2.0 from both a practical setting and an internal organisational perspective. An interesting finding of this study was the contrast between the agreement on the need for evaluation of Web 2.0 tools and how to carry that out, and the fact that this had not been formally carried out by the case study with respect to its early Web 2.0 projects. This study concludes that a combined analysis of the evaluation and impact factors rather than a singular approach would better assist the decision making process that leads to effective application of Web 2.0 technologies. Berättelser bidrar med en djupare förståelse för hur sensemaking konstrueras och struktureras i en organisation under digital transformation. Sensemaking och berättande visar hur organisationen konstruerar olika förändringsbilder av digitalisering, hur dessa fluktuerar, samt vad detta kan innebära för organisationens arbete med detta.
This study shows how both sensmaking and storytelling serve as a tool for providing in-depth understanding of the implications that digitalization entails for modern organizations and thereby the interaction between organizing and digitization. Stories contribute with a deeper insight of the way in which sensmaking is constructed and structured within an organization undertaking digital transformation. Sensemaking and storytelling show how the organization portrays various change images of digitization, the way these fluctuate, and what implications they may pose for organizations.

From changing consumer relationships to demands for new experiences, performing arts institutions are under increasing pressure to embrace digital transformation. Technology is altering how audiences engage with the arts. Preferences and consumption habits are rapidly evolving. Strategies to sustain existing formats, customers, and revenue models are unlikely to succeed. Cultural institutions in general and performing arts such as orchestras, ballets, and operas are rapidly adopting technology – with millions of social media followers, streaming services, and online ticketing. Yet, these initiatives are fragmented, hard to assess, and there is very little known on how to digitally transform performing arts institutions overall. This research asks: What are the mechanisms driving digital innovation in performing arts institutions, and specifically in orchestras? The research approach includes three qualitative studies, which use a semi-structured questionnaire with fifty performing arts organizations. Study 1 explores the overall practice of digital innovation in the performing arts. Study 2 more specifically examines the role of engagement as a mechanism to understand digital transformation in the performing arts in general, and orchestras in particular. Study 3 maps the mechanisms of digital engagement to uncover digital transformation in the performing arts and defines engagement. This research makes several contributions to theory and practice by identifying the performing arts as an important area for applying digital transformation. A research framework was developed through synthesis of performing arts, innovation, business model, and engagement literature. Engagement was defined and identified as an important construct for digital transformation. The components, development, instantiation, and impact of engagement were elaborated in a set of propositions that summarize the role of digital transformation in the performing arts. Finally, the research provides recommendations and action items for arts administrators.

More and more institutions have begun to implement digital transformation. Identifying the reasons behind institutions’ digital transformation can help them make the right strategies. This thesis focuses on the digital transformation taking place in the financial industry and uses organizational institutionalism theory to analyze the influence of external pressures, and what responsible strategies institutions may adopt. We use qualitative methods to conduct the research. We interview eight employees from different institutions in the financial industry in China. Our findings show how coercive, mimetic, and normative pressures affect these financial institutions differently, and in responding to these pressures, these financial institutions develop office management systems and new digital products and services. The study evaluates to which extent the new digital reality fits the theory of the influence of external pressures on institutions. For managerial practice, the findings provide guidance in describing and diagnosing external pressures that drive digital transformation, and in coping with these pressures appropriately to formulate effective digital transformation strategies.

This thesis is a study of socio-economic change and local electoral politics in a Central Thai district and is based on ethnographic research carried out between 1989 and 1990. Local electoral politics has received little attention in Thai studies in recent years. This thesis aims to fill this gap with detailed case studies of instances of elections for subdistrict head and provincial councillor positions. The cases reveal the practical and ideological strategies pursued by candidates and the means by which they mobilise the rural electorate and enlist the support of political patrons. The study describes candidates' use of local 'vote brokers', 'vote-buying' and political patronage. The parts played by members of a district-wide manufacturers' association, by national politicians and by religious leaders are also examined. The case studies serve to expose the contradictions between the rhetoric and practice of Thai local-level democracy.The strategies and structures of local politics are set within the context of a rapidly changing rural political economy. Two aspects of this, household economic differentiation and rural industry, are examined in detail. Economic differences between households are extreme and new relations of production are emerging. After surveying economic and social differences between households, the study focuses on a recently established brickmaking industry in 'Banglen' district. The industry is highly differentiated and relations of production are correspondingly complex. It is argued that owners of larger enterprises use patronage in their efforts to solve their problems with labour. The study describes an industry association that larger manufacturers have set up. The association promotes the interests of producers in several ways, not least by supporting members' attempts to win local office.Comparison of politicians' electoral strategies and employers' strategies with regard to labour reveals that there exists between them an underlying similarity. Both politicians and employers attempt to achieve their ends by drawing on the ideology of patronage and obligating the other in the relationship. Both use capital to construct obligations with moral connotations.

Not only has it led to a market of fierce competition and the inevitable pursuit for competitive advantages, but it also has required actors to explore and exploit the agile development of digitization. Organizational initiatives to harvest the benefits of digital technology and address the challenges have been referred to as “Digital Transformation”. The concept is running rampant through all industries and sectors, and no firm is any longer immune to its impacts. In the context of small and medium-sized enterprises, they are commonly referred to as being in a predicament of inadequate resources and limited capabilities to digitally transform. This study aims to shed light on how leaders of small enterprises, with their current conditions of digital transformation, can address key challenges through the use of digital transformation strategies. More specifically, a multiple case study was conducted based on the small tech reselling market of Portugal. Both leaders and employees were interviewed and asked about their current challenges, what efforts are made to digitally transform the companies, and how the leadership contribute to that end. From this, the paper suggests ways of managing these challenges and at the same time incubate digital transformation through assessment and measurement models.

Due to rapid technological development and its increasing impact on our everyday life, the way we work, and the conditions under which we do so, organizations may lose their competitive edge if they do not participate in the digital transformation. Extant literature highlights individually researched areas on how digital transformation changes work design such as virtual teams or communication technologies but rarely examines the phenomenon in more general terms. However, because work design is vital for a range of outcomes including but not limited to employee cognitions and learning, productivity and innovation, job satisfaction and commitment, as well as employee health and well-being providing a broad view on how digital transformation affects work design in today’s organizations is beneficial. Therefore, this Master Thesis provides an overarching picture of the changes in work design owed to digital transformation in contemporary societies, combining previously researched change dimensions with new insights from empirical data in a comprehensive framework. Two different qualitative methods, an online qualitative expert survey conducted with 39 participants followed by three semi-structured expert interviews revealed that changes in work design owed to digital transformation can - in line with the literature reviewed prior to conducting the study though varingly strong discussed - be categorized into the following six domains: Performance measurements, higher job demands and increasing competency requirements, increasing technologization, increased influence, work-life setup, communication and collaboration. Next to that, results suggest performance measurements as another change dimension evolving from digital transformation. Moreover, this Master Thesis suggests a strong relation between changes in work design and changes in leadership owed to digital transformation, wherefore future research may aim to study the interrelations between changes in both subject areas in more depth.

One question that continues to occupy the minds of scholars of e-government is whether information and communication technologies (ICT) can transform public administration. General opinion on the subject is sharply divided: some believe that e-government can shape public administration, while others doubt that it can have this effect. At the empirical level, the testing of the influence of e-government on public administration has been largely ignored. Consequently, the fundamental question remains unanswered, as do the further questions of precisely how and with what effects might information and communication technologies be reshaping public administration. These are the questions that motivated the research presented here, which examines and describes the transformative powers of e-government by focusing on the use of information and communication technologies to transform a particular public agency, the Kenya Revenue Authority. The research used two main methods of data collection and construction: interviewing senior management at the Kenya Revenue Authority (KRA) and reviewing documents obtained from the KRA and other public sources. A transformation change analytical framework was used to analyze the KRA before the implementation of ICT-enabled reforms as an organization needing change and after these reforms as a transformed organization. The results of the findings suggest that, although ICT has had some beneficial effects on the KRA, the changes produced to date fall short of being described as transformative. While the KRA has experienced significant improvements in performance in terms of revenue, it has yet to fully integrate its operations, change its organizational structure to achieve optimal efficiency, or transform the organizational behaviour and culture of its staff in ways that improve its operations or enhance its public image.

Now a days, most manufacturing companies face the challenge to understand how to form their business models to ensure that it reflects the real value of a digital solution. A company with a traditional structure will most probably struggle with today’s constant need of business model renewal, where the business models of today should be more flexible and adapted to long term opportunities. In this qualitative extensive case study, the authors aim is to further explore values created by digital solutions and digital transformation of business models in manufacturing companies.  The result includes a framework of the most prominent values created by digital solutions and how they affect the business models in manufacturing companies. The empirical findings show that developing a business ecosystem with the customer as provider of the data is key for digitally transforming the business model. The value of data facilitates the process of developing comprehensive product-service systems in order to provide values such as availability and proactive abilities.

The research presented in this thesis is about recordkeeping in the public sector, focusing especially on the relationship between the public administration and its archives, and selected aspects affecting the way this relationship is developing in the digital era. Two research questions are addressed: RQ1: What are ‘archives’ and ‘recordkeeping’ in the digital context and the developing e-government? RQ2: What are the indications of current and future challenges regarding the cooperation between public administration and archives? Six studies resulting in six papers form the basis of the thesis. Each study explores a unique aspect of how current developments, discussions, and decisions affect contemporary understanding and practices regarding archives and recordkeeping. Public records are authoritative information resources, crucial in the everyday lives of citizens. Public recordkeeping develops continuously alongside administrative practices, technological achievements, and political goals. Examples include the development of shared services within the public sector and the involvement of the private sector in public infrastructure projects through outsourcing. These processes are currently affected both by digital technologies, which offer new possibilities to create, use, and preserve records, and by e-government, characterized by the combination of information and communication technologies with organizational change to improve public services and democratic participation. In these processes, existing practices are reviewed and revised, and the concepts of ‘archives’ and ‘recordkeeping’ redefined. The research was pursued using an interpretive approach. The research methods used were concept analysis; discourse analysis; literary warrant analysis; phenomenography; critical theory; and the records continuum model as a theoretical structure. The results shows that common usage of the terms ‘archive’ and ‘recordkeeping’ is fluid and changing, which can make decision-making challenging and affect the relationship between archives and administration. Efforts to develop recordkeeping strategies may be hampered by factors related to the different ways in which the nature and role of archives and recordkeeping are perceived, including differing understandings of related concepts; varying discourses on what an archive (or e-archive) is or should be, and different ways of interpreting legal frameworks and their significance.

In July 1965, Lyndon Johnson committed the United States to the ground war in Vietnam. This thesis argues that the 1965 decision marks a turning point in American foreign policy by creating a near Machiavellian Moment for the United States characterised by the question of Republic or Empire? To understand how the near-Machiavellian Moment changed American foreign policy, this thesis compares and contrasts Dean Rusk and Henry Kissinger. They will be compared and contrasted by asking three general questions. How did they view the United States? How did they view the World? How did they view the United States' role in the world? Dean Rusk represents a pre-Machiavellian Moment figure. His foreign policy philosophy of liberal internationalism reflects a belief in America's exceptionalism. Rusk justified the war by arguing that the United States' commitment to a decent world order was under threat in South Vietnam. Lyndon Johnson represents the Machiavellian Moment figure. He was caught between the international system, the commitment to a decent world order, and the domestic sphere, a commitment to deliver America's promise to all citizens. To overcome the dilemma, Johnson attempted to wage war and carry out reforms simultaneously. The decision created an imbalance at the heart of the Republic. The imbalance within the American regime and between the American regime and the international system brought the United States to the brink of Empire. Henry Kissinger represents a post-Machiavellian Moment figure. He rejected Rusk's foreign policy universalism. For him, the United States is a "normal" country that pursues a limited foreign policy based upon realpolitik. Rather than seeking to reform the international system, Kissinger sought to manage it. The thesis concludes that Rusk and Kissinger and their foreign policy alternatives represent the inherent tension between the American regime and the international system it supports.

Problemformulering: Hur påverkas organisationer vid digitala transformationer?  Syfte: Uppsatsens primära syfte är att redogöra för hur en digital transformation har påverkat organisationers affärsmodeller samt påverkat verksamheters användande av strategier. Vi ämnar även att undersöka varför organisationer genomgick en digital transformation och vad som önskades att uppnås med förändringen.  Metod: En kvalitativ datainsamling med en deduktiv ansats. Det empiriska materialet samlades in via strukturerade intervjuer på respondenternas arbetsplatser.  Slutsats: Studien påvisar att organisationerna efter en digital transformation har kunnat skapa ett högre värde genom kostnadsminimering och effektivisering genom användning av mindre medel. Studien visar även att organisationsförändringen förändrar en verksamhet från grunden eftersom nya strukturer och system tillämpas samt delvis påverkar affärsmodeller. Det är därför av vikt att ha en digital strategi, en handlingsplan och mål för förändringsprocessen.

Résumé :
In December 2007, the Ministry of Public Safety published the Report of the Correctional Service of Canada Panel Review, a comprehensive analysis of Canada's federal prison system. The release of this report, and the 'transformation' agenda that it presents, is being hailed as a pivotal moment in Canadian corrections, one that will significantly change the manner in which prisons and prisoners are governed. Using a form of Foucauldian discourse analysis, this study 'unpacks' the various meanings and effects that are produced by this report. Drawing on these findings, and through an application of the work of Michel Foucault and the governmentality approach, it then engages with the different ways in which mentalities and strategies of government, discipline and sovereignty are implicit in the 'transformation' agenda that is put forth. In doing so, it engages with Foucault's notion of the 'triangle' of governmentality. The conclusion of this study explores how the agenda presented constitutes a programme of governance with a dual mandate of repression and responsibilities, one that vacillates between strategies of coercion and subjugation and more 'gentle' and 'distant' technologies of self-government.

This thesis deals with the digitization of public services. It seeks to explain why some countries appear to digitize their public service offer at greater speed and with more ease than others, despite similar backgrounds in terms of wealth, IT infrastructure and administrative capacity. For this, the cases of Denmark, France and Germany are compared with respect to their implementation of encompassing, national systems for the provision of citizen-friendly public services online. The time frame under observation roughly covers the years 2000 until the late 2010s. Expert interviews and governmental documents form the basis for the analysis. The dominant administrative culture as well as the politicoadministrative structure that governs responsibility for administrative service provision emerged as the principal forces to explain the speed and success of states’ digitization efforts. A bureaucratic cultural legacy slows down the drive to digitize public services. A decentralized and incoherently organized administrative structure renders digitization more difficult, time-intensive and costly and leads to a disjointed service offer.

Purpose – The purpose is to explore how SMEs can initiate transformation towards AI. The purpose will be fulfilled through identifying which opportunities that exist for SMEs and which challenges they are facing. Additionally, we will identify which requirements are necessary to face these challenges. Method – A qualitative approach was most suitable for this study since the purpose is to explore how SMEs can initiate transformation towards AI. It was also suitable since we have collected data through interviews. We have done a single case study where we have studied one supply chain. Finally, we have had an inductive research approach which means that we have gathered a theoretical background which has founded the base and the background for our study, but our interviews have founded the result of the study and created a conclusion based on that. Findings –The result of the study provides identified opportunities with AI for SMEs, what challenges can occur, and which requirements that are needed to face the challenges. The opportunities are identified as forecasting, maintenance and repair, self-optimization, and tracing and tracking. The identified challenges when initiating transformation towards AI are cultural difficulties, lack of external communication, lack of internal communication, limited internal processes, and lack of resources. The requirements are identified as automation, data, strategy, and capabilities. The opportunities, challenges and requirements are summarized in a framework. Theoretical and Managerial Implications – We have contributed to literature by exploring how an SME, as a mass production company, can benefit from AI by identifying opportunities, challenges, and requirements. Additionally, the framework guides SMEs to prepare for opportunities with AI and ensure that they have all of the requirements. Further, by understanding which requirements that are necessary for a transformation and which challenges that can occur, managers can reduce risk of failing projects. Limitations and Future Research –The number of studied companies together with that the study is a single case study limits the generalizability. It creates a suggestion for future research where a wider set of data can be collected. Additionally, we have identified challenges that can occur, however how companies should face these challenges in the best way is a suggestion for future research.

Local governments have been developing online services, aiming to better serve the public and reduce administrative costs. However, the impact of this work, and the links between governments' online and offline activities, remain uncertain. Using a new full-population dataset of the UK government web, this thesis directly analyses the structure and content of government online. It argues that recent digital-centric public administration theories, typified by the Digital Era Governance quasi-paradigm, are not empirically supported by the UK local government experience. Instead, it argues for a positive but critical attitude to the value of technology in public administration. New methods are developed for full-text empirical analysis of government web crawl data and the use of machine learning approaches for adding attributes to full-population data. Webometric and content analyses of the .gov.uk web are conducted, together with a time-series panel regression of English local government cost, service quality, satisfaction, and an expert assessment of web provision. English local government online is highly heterogeneous and there is remarkably little intrinsic structure to the .gov.uk web. Geography is weakly visible in online government structures, but there is little evidence that online structures closely reflect the offline activities of government. Empirically, English local governments' web development levels are found not to be associated with improvement in the cost of, quality of, or satisfaction with council services, challenging the merit of online approaches to service improvement. Overall, the importance of digital-centric approaches to local government service improvement is challenged. A more nuanced theoretical approach to online service delivery is advocated, which discards utopian enthusiasm and focuses on concrete service improvements. It is recommended that full-population quantitative analyses be used more broadly in political science, with awareness of both the opportunities and the challenges associated with them.

Digitalisering genomsyrar fler och fler delar av dagens samhälle. Ett område där man nyligen börjat bedriva forskning är digitalt underhåll. Detta område är särskilt intressant när det gäller komponenter med lång livslängd som i exempelvis gruv- och transportindustrin då tiden för driftstopp av enheten kan minskas och rätt typ av underhåll kan ske genom rätt typ av diagnos. Detta leder till sänkta kostnader för företagen som implementerar digitalt underhåll. Fördelar med digitalt underhåll finns beskrivna i litteratur, men de viktiga faktorerna som behöver bearbetas för att kunna implementera det finns det i dagsläget inte mycket forskning kring. Syftet med denna studie var att utforma ett ramverk för vilka viktiga faktorer som bör tas i beaktning och dess samband då en organisation vill implementera digitalt underhåll, samt identifiera det resultat som uppstår då övergången till digitalt underhåll har genomförts. För att uppnå syftet genomfördes en abduktiv fallstudie kring digitalisering av järnvägsunderhåll på Sweco Rail AB, med fokus på deras största kund Trafikverket. En litteraturstudie genomfördes för att skapa en bild av problemet och data samlades in genom insamling av dokumenterat material och 26 intervjuer i tre faser; explorativa, semistrukturerade och uppföljande. Den data som samlades in analyserades sedan genom komparativ analys och tematisk kodning för att bidra till studiens resultat. Slutligen validerades resultatet med hjälp av experter inom området. Resultatet av studien var ett ramverk där fem faktorer som identifierats som viktiga att bearbeta för att implementera digitalt underhåll presenteras, deras samband samt det resultat som uppstår av att implementera det digitala underhållet visas. Ramverket innehåller faktorerna Digital teknik, Organisatorisk utveckling, Förändrade arbetssätt, Regelverk och Informationssäkerhet. I varje faktor identifierades även underkategorier. Ramverket visade även vad resultatet blir av att implementera digitalt underhåll.  Det praktiska bidraget är att ramverket hjälper organisationer att fokusera på de delarna som identifierats som viktiga. Detta för att implementeringen av digitalt underhåll ska bli så lyckad som möjligt, samtidigt som det visar de resultat som går att uppnå som en tydlig målbild. Det teoretiska bidraget är en fördjupad förståelse för området digitalt underhåll. Framtida forskning kan undersöka faktorerna hos företag som redan har genomfört en implementering av digitalt underhåll för att på så sätt verifiera resultaten från denna studie.

Background: The advancement and spread of digitalization is reshaping the commercial landscape for firms, executing proper and adequate digital transformations have therefore become a necessity in order to thrive in the digital era. Existing literature has indicated that the unique and distinctive characteristics that family businesses possess may shape the way such firms handle various change efforts. However, research of how family firms handle digital transformations is heavily undeveloped, where the non-financial aspects’ influence on such transformations has yet to be assessed. Purpose: The purpose of this thesis is to investigate how non-financial aspects could influence a digital transformation process in family businesses. By fulfilling this purpose, additional insights can be contributed and enable a more thorough understanding of how non-financial aspects influence digital transformations in a family business. Method: This qualitative and exploratory thesis, guided by an inductive approach, has utilized a multiple case study containing four different cases in order to generate more insights and create a better understanding regarding the topic at hand. Eleven semi-structured interviews have been conducted and a thematic analysis has served as guidance when interpreting and analyzing the data. Conclusion: The results of the research reveal that four non-financial aspects were identified through the multiple case study. However, merely three of the four non-financial aspects identified were found to influence digital transformations in family businesses, encompassing both advantages and challenges which consequently affect a digital transformation. Additionally, the results show that one of the non-financial aspects solely had a positive influence on digital transformations, while the other two had both a positive and negative influence.

Between 1990 and 2010 changing perceptions of water-scarcity and evolving adaptation strategies to water stress transformed water management in San Diego, California. This project examines how perceptions of water scarcity affect the programmatic variety, geographic scale, and types of adaptations that are undertaken. It also investigates whether a cultural consensus developed within San Diego County as a whole about what causes particular water problems. Lastly, the research shows how adaptation responses to the collective action problem of water provisioning contributed to resolving the other collective action problems of wastewater production and water conservation. The project presents San Diego as an example of polycentric governance arrangements that were adaptive to the challenges of a changing social-ecological system.

Background: Digitalization and sustainability are two of the most impactful topics concerning businesses today which pose a nascent research field. Sustainability presents businesses with massive challenges in order to find new business models, improve processes, utilize resources more efficiently, and change their interactions with suppliers and other stakeholders. Simultaneously, digitalization is often characterized by its disruptive nature and the ways in which it creates new avenues for creating and capturing value and changes relationships. Furthermore, there are few industries in need of new ways to become more sustainable than the clothing industry.   Purpose: The purpose of this study is to explore the facilitating opportunities that digitalization presents for the clothing industry to achieve sustainability goals. The findings of this study are expected to contribute beneficial knowledge and concrete examples that managers, decision-makers, and IT personnel can use to better understand the existing prospects that digital transformation poses for their various sustainability goals.    Method: A qualitative design has been employed to perform this study. Five semi-structured interviews were conducted with various individuals representing Swedish clothing brands. An inductive approach was utilized alongside a grounded theory design.   Conclusion: The results show that there are many opportunities for digitalization to facilitate clothing companies’ sustainability goals. This comes in the form of enabling effects with their downstream suppliers through: improved environmental traceability, shifting supplier relationships, and improving working condition transparency. Moreover, upstream effects are observed in adaptions to new business models and relationship improvements with consumers. Finally, within the firm, improving processes and shifting capability requirements are changing the way that firms operate, and the knowledge sets needed to function. These findings were developed into a framework presented on page 40.

Abstract Background:  Due to the COVID-19 pandemic a series of regulations and recommendations were imposed. This resulted in firms transitioning their co-located teams into virtual teams in an effort to slow down and prevent the spread of COVID-19. This research focuses on the individual team member’s experience of the transition. The transition is a digital transformation and organizational change and its effects on the individual team member is being studied.  Purpose:  The purpose of this research study is to explore how individual team members experience the transition from a co-located team into a virtual team. Trust, communication and social interactions are previously known challenges for virtual teams. Therefore, we strive to explore how these aspects have been affected by the transition and how the individual team member has experienced it.  Method:  This study follows a qualitative research design and the method of choice is semi-structured interviews that have been carried out in a virtual environment due to the current COVID-19 pandemic. Eleven interviewees have contributed to the empirical study. The main findings are presented in chapter 4 and analyzed against existing literature in chapter 5, to finally be concluded in chapter 6.  Conclusion:  Trust has previously been listed as a major challenge for virtual teams. However, our empirical findings have not identified trust as a major challenge and therefore contradict this. Communication has changed and the biggest two contributors to this is that the communication is digital and that body language becomes less effective in a virtual setting as compared to face-to-face communication. However, communication has not been a major issue during the transition but rather a complication. Social interactions were identified as the aspect affecting the team members the hardest since they had become non-existent except for in the virtual environment in many cases. A high level of digital maturity and the teams previously being co-located is seen to have made the transitions easier in terms of trust and communication. Furthermore, team members struggle to find their work life balance and often work more hours.

As society becomes increasingly digitalised, pressure is put on public organisations to keep up with technological developments. Thus, digital transformations, which is a strategic relocation of the business, have become essential for organisations. Digital transformations are associated with complexity and a high failure rate, partly due to organisational barriers and the necessity of structural changes and possessing several dynamic capabilities. Private organisations have led the way in the era of integrating technology with business, and public organisations have attempted to follow. As a result, governing inspired by private organisations have been developed for public organisations, namely new public management. However, this governing does not cover values essential for public organisations, e.g., public value, nor facilitating digital transformations. Governance that enables adaptation and responsiveness as well as creating public value is necessary, e.g., adaptive and agile governance. This thesis aims to investigate digital transformation in public organisations and the effect governing principles have on it. The study also explores the potential of adaptive governance and if digitalisation can enable municipalities to work with sustainability. To answer this, an exploratory study is conducted, which includes a case study, and a framework is constructed based on a literature review together with four in-depth interviews with scientists. The framework is then applied to the case study, consisting of 11 semi-structured interviews. The findings indicate that digital transformations of public organisations can be conducted without considering governing principles. However, governance can affect how successful the transformation is and what value creation it can bring. Using governance that does not facilitate the transformation could impact its success. Adaptive governance can solve many issues in municipal digital transformations, but may not solely be the solution. It emphasises learning and trial and-error and observes the transformation through an ecosystem perspective. However, the practical implications of it are limited as no methods exist. Thus, combinations with other governing principles may be required. Additionally, digitalisation cannot enable municipalities to achieve sustainability aims on its own. Instead, digital technologies are tools that the municipality can use to achieve sustainability. The study contributes to research by investigating the effect governing principles has on digital transformations of public organisations in a Swedish context, which previously was lacking. The framework can provide a guide and analysis tool for public organisation’s digital transformation, and shows potential to be applied in practice.
När samhället blir alltmer digitaliserat pressas offentliga organisationer att hålla jämna steg med den tekniska utvecklingen. Således har digitala transformationer, som är en strategisk förflyttning av verksamheten, blivit väsentligt för organisationer. Digitala transformationer är förknippade med komplexitet och hög andel misslyckanden, delvis på grund av nödvändiga strukturella förändringar och innehav av flertalet dynamiska kapaciteter, såväl som organisatoriska hinder. Privata organisationer har lett vägen i att integrera teknik med verksamheten och offentliga organisationer har försökt följa med. Detta har resulterat i att styrningen av offentliga organisationer inspirerats av näringslivet, nämligen new public management. Denna styrning täcker dock inte värden som är viktiga för offentliga organisationer, t.ex. offentligt värde, eller underlättar digitala transformationer. Styrning som möjliggör anpassning och lyhördhet samt skapar offentligt värde är nödvändigt, exempelvis adaptiv och agil styrning. Denna uppsats syftar till att undersöka digitala transformationer i offentlig sektor och vilken effekt styrande principer har på det. Studien undersöker också potentialen för adaptiv styrning och om digitalisering kan göra det möjligt för kommuner att arbeta med hållbarhet. För att svara på detta genomförs en undersökande studie, som inkluderar en fallstudie, och ett ramverk skapas baserat på en litteraturgenomgång tillsammans med fyra djupintervjuer med forskare. Ramverket tillämpas sedan på fallstudien, bestående av elvasemistrukturerade intervjuer. Resultaten tyder på att digitala transformationer av offentliga organisationerkan genomföras utan att ta hänsyn till styrande principer, men styrningen kan påverka hur optimal transformationen är och vilket värdeskapande den kan ge. Att använda styrning som inte underlättar transformationen kan påverka hur framgångsrik den är. Adaptiv styrning har förmågan att lösa många problem som finns i kommunala digitala transformationer, men är inte enskilt lösningen. Den betonar lärande och experimenterande samt observerar transformationen ur ett ekosystemsperspektiv. De praktiska implikationerna av den är dock begränsade, då den inte innehar specifika metoder. Således kan kombinationer med andra styrande principer krävas. Därtill medför inte digitalisering att kommuner uppnår hållbarhetsmål på egen hand. Istället bör digital teknik ses som verktyg som kommuner kan använda för att uppnå hållbarhet. Studien bidrar till forskning genom att undersöka vilken effekt styrande principer har på digital transformation inom offentliga organisationer ur ett svenskt perspektiv, vilket saknas i tidigare forskning. Ramverket kan tillhandahålla ett guide- och analysverktyg för offentliga organisationers digitala transformation och visar potential att kunna användas i praktiken.

Digital technologies are disrupting firms of all sizes in all industries. This prompts firms to stipulate responses to the ongoing changes and challenges digitalization spawns. Especially family businesses, with their unique structural and behavioral characteristics and economic importance, in traditional industries must reinvent themselves and transform their business digitally to ensure longevity. Despite the recent increasing contributions of academia for the digital transformation phenomenon, attention for specific organizational forms, in particular family businesses is still scarce. A better understanding of how these organizations undergo a digital transformation is vital for family business adaptation and future survival. Therefore, this study emphasizes on the specific attribute of long-term orientation. Hence, the purpose of this study was to investigate family businesses’ long-term orientations impact their digital transformation process. For the intention to contribute to academia through theory building, we have chosen a qualitative, exploratory research design using a multiple case study of six selected family businesses. 14 semi-structured interviews with seven family managers and seven non-family managers were conducted to collect data. The results show that family businesses prepare a basis for their digital transformation through the influence of their long-term orientation. Building on our findings we developed a model of a digital foundation for family businesses endeavors in their digital transformation process to manage the three phases of digital transformation. This digital foundation as a capability affected by a family business long-term orientation impacts their digital transformation process in distinct ways.

Informationsteknologi, IT, och hållbarhetsarbete har blivit två strategiska frågor i nästintill alla företag. Företag måste implementera IT för att optimera nuvarande verksamheter och transformeras till IT-drivna affärsmodeller som kräver hög kompetens och strategiskt tänkande vilket många små- och medelstora företag, SMF, saknar. Att köpa rekonditionerad IT-hårdvara är ett alternativ till att agera hållbart. Däremot erbjuder de företag som levererar rekonditionerad IT sällan mycket mer än just hårdvara eftersom de också ofta saknar de resurser som krävs för att tillhandahålla ytterligare tjänster inom IT. IT-tjänster är ofta avgörande om SMF ska bli kunder eller inte eftersom att köpa all IT från en leverantör minimerar administrationskostnader samtidigt som det skapar djupare relationer mellan kunden och leverantören. De bristande interna resurserna bland SMF har lett till att de frigör delar eller hela verksamheter till externa leverantörer. Frigörandet är däremot inte riskfritt för SMF. Att överlämna delar av verksamheten till externa leverantörer kräver nära relationer med leverantörer vilket gör kommunikationen mellan dem avgörande. Ett sätt för leverantörer att skapa relationer med kunder är genom att utveckla tjänstefiering, det vill säga gå från varucentrerat till tjänstecentrerat erbjudande. För att utveckla tjänstefiering, trots avsaknaden av interna resurser, måste leverantörer samproducera erbjudanden. Genom att skapa ett interaktivt samarbete i nätverk där aktörer tillsammans tillhandahåller erbjudanden har lett till nya värdeskapande system kallat värdekonstellationer. Leverantörer och kunder är nu tillsammans med och skapar värde och kunden ses inte längre som konsument utan snarare medproducent då de är med och deltar i produktionen. Aktörernas roll har således blivit vidgade. De bristande resurserna är inte längre ett hinder för att utveckla nya erbjudanden eftersom de i konstellationen bidrar med resurser samtidigt som de bygger relationer med varandra.
Information technology, IT, and sustainability work have become strategic questions in almost any business. Not only do firms have to implement IT to optimize current operations, they must transform into new business models which requires high level of competence and strategic thinking which especially small and medium-sized enterprises, SME, tend to lack. Buying refurbished IT-hardware is an option for SME to act sustainable. However, suppliers of those goods seldom offer much more as they too tend to lack the resources needed to provide IT services. IT services are usually critical whether SME will become customers or not since buying IT from one supplier minimizes administration costs as well as it creates deeper relationships. Lack of internal resources has led to SMF outsource parts or whole operations more frequently to external suppliers. But the outsourcing does not come harmless. Leaving an operation to an external supplier requires close relationship with the supplier to maintain quality, making the communication vital. A way for a supplier to facilitate relationships is to develop servitization, i.e go from product- to service-centric offers. To develop servitization regardless the scarce resources suppliers have to co-produce offers. Creating an interactive strategy in networks consisting of actors that co-produce offers creates new value creating systems- value constellations. Suppliers and customers are now part of the value creation as they both participate in the production. Their roles have been broadened and the scarce resources as a barrier has now been eliminated as they now share competences while their relationships are being flourished.

The objective of this exploratory thesis has been to study how leaders incorporate innovations into the business processes with the help of technical solutions and their competencies. The study takes into consideration the best practices of consulting companies, multinational manufacturing companies, and digitally creative consultant companies where leaders are able to bring innovation with the help of technical solutions. It deals with questions on what technical solutions help leaders to implement innovations, and also, what are the skills and competencies required by leaders to bring innovation with the help of digitalization. The findings of the research aim to develop a profound understanding on the concepts of leadership, innovation and also digitalization in the modern era. The thesis was carried out in light of semi- structured interviews, to understand the study areas, and proceed further with the data processing, empirical findings, analysis and conclusions. Owing to the rapid development in technologies, and the innovative ways of working, organisations lose their competitive advantages with the growing times if their leadership doesn’t evolve with the advancement that prevails. There has also been previous literature on how digitalization helps leadership to bring innovation and transformation within business organizations, however, there has been lack of studies and research gap to show that leadership has its extensive role to bring innovation within organizations with the help of digitalization and leadership competencies. Therefore, this master thesis worked to combine previous research on leadership, digitalization along with the modern insights based on empirical data. The research has used one qualitative method of semi-structured interview, revealing insightful findings on the data collected for our thesis. Moreover, this Master thesis will serve as a foundation for the future studies and research within the areas of leadership, innovation and digitalization.

Bakgrund: Samhället genomgår just nu en övergång till mer datadrivna verksamheter och dåblir kopplingen mellan IT och verksamhetsstyrning högst relevant att undersöka. Den ökade digitaliseringen verkar påverka företags sätt att bedriva verksamhet och den skapar både möjligheter och utmaningar. Digitaliseringen är inte längre en fråga för endast IT- avdelningen utan för hela organisationen. Det handlar inte om att digitaliseringen påverkar företag, utan hur den gör det. Syfte: Syftet med denna studie är att förklara på vilka sätt digitaliseringen kan förändra och påverka verksamhetsstyrningen. Genomförande: Denna studie har en kvalitativ karaktär med utgångspunkt i ett realistiskt perspektiv. De empiriska data är insamlade genom sex semistrukturerade intervjuer med respondenter från sex olika företag som befinner sig i olika branscher. Slutsats: Det går att konstatera att digitaliseringen har påverkat fallföretagens verksamhetsstyrning i en mängd olika avseenden. För att lyckas i det nya och mer föränderliga företagsklimatet som digitaliseringen bidrar till krävs det omstrukturering av organisationen och nya roller i företagen samt nya typer av kompetenser. Den digitala transformationen underlättar bland annat informationsflöde, transparens och skapandet av mer effektiva kedjor samt bidrar till ökad kundorientering tack vare möjligheterna att analysera kundmönster genom data. Det leder i sin tur till att företag kan bredda och förändra sina erbjudanden och det finns en strävan efter att utgå från kärnprodukten. En viktig aspekt kopplat till detta är att understryka att digitalisering av aktiviteter inte nödvändigtvis leder till positiva resultat för företagen och det gäller därför att företagen vet vad de vill få ut av den digitala transformationen innan investeringar görs. Slutligen verkar det som att företagens digitala mognadsgrad får påverkan för i vilken grad verksamhetsstyrningen förändras.
Background: The society is currently going through a change to more data-driven companies which makes the connection between IT and control most relevant. The increased digitalization affects companies’ ways of managing and creates both possibilities and challenges. Digitalization is no longer a question for the IT-department alone, but for the entire organization. It is not a question if digitalization affects companies, but how. Purpose: The aim of this study is to examine in which ways digitalization can change and affect operating control. Completion: This study is characterized by a qualitative methodology and has a realistic perspective. The empirical data has been collected through six semi-structured interviews with respondents from six different companies within different industries. Conclusion: The digitalization has affected the studied cases’ operating control in many ways. To be able to succeed in the new and constantly changing environment, companies need to restructure their business and create new roles within the organization. Companies are also searching for new competencies. The digital transformation facilitates the flow of information, transparency and the creation of more effective value chains and contributes to increased customer orientation thanks to the possibilities of analyzing customer behavior through data. This in turn leads to companies being able to broaden and change their offerings, and here there seems to be an endeavor to start from the core product. An important aspect connected to this, is that the digitalization of activities does not necessarily lead to positive results for companies and therefore they need to know what they want to achieve with a digital transformation before making investments. Finally, it seems like companies’ degree of digital maturity has an impact on the extent to which operating control change.

Digital government, encompassing output-focused e-government (delivering services online) and outcomes-focused e-governance (developing ICT-enabled citizen interaction and participation) has been proposed as the next step in online interaction between government and its citizens. Local government is still coming to grips with providing a mechanism for implementation of both facets of digital government, particularly those of e-governance. The Local Digital Government Framework (LDGF) was developed in this study to incorporate the citizen-centric focus of e-governance, facilitating the move from the organisational, New Public Managementbased focus of e-government. The LDGF extends existing frameworks, providing continuity in the literature. It comprises a new conceptual model of Citizen-Centric Digital Government (CCDG) and a new ICTenabled management paradigm of Cybercentric Management (CM). Survey, website assessment and interview research strategies developed in this study, based on the LDGF, have validated its use as a benchmarking framework for the level of implementation of local digital government in Western Australia.
