Résumé :
The aim of our research is to highlight the main features and mechanisms of the digitalization of a public administration that would allow the promotion of a sustainable development and a more inclusive society. The proliferation of information and communication technologies in all fields along with the reporting of both economic and social benefits give us hope that these technologies will also find a role in the transformation, efficiency, or progress of public administration. The main research method was the bibliographic study, both descriptive and analytical. Through specialized software tools we highlighted the relationships and correlations between various concepts. The results obtained are encouraging and have highlighted the future courses of action, both theoretical approaches and the exchange of good practices.

Résumé :
The objective of the article was to study the mechanism of public administration, which manifests itself at the state and municipal levels of regulation of socioeconomic processes in society. During the research, methods such as logic, dialectic and modelling were used. The result of the study was that an effective solution to societal problems is possible in terms of maintaining a stable interaction of public administration entities on the basis of effective communication in terms of public recognition and support from the authorities currently operating. The scientific novelty justified the need to support a variety of constructive forms of cooperation within the public administration between government officials, private companies and NGOs in the digital transformation to achieve the sustainable development of public administration. The practical significance of the study is that ways to improve the system were proposed in the context of digital transformation. It is concluded that a qualitative change in the interrelations of the system with an application of modern digital technologies of public administration is urgent, as a key means of modernizing the formation of various public information resources.

The Romanian Digitalization Authority is currently proposing a new vision in the public sector through the digital transformation component. It's a vision of the business environment. It is estimated that the benefits of digital transformation, such as efficiency, transparency, and simplicity, could lead to much higher process productivity. The vision that ADR will develop in its work is based on the awareness of the need for new technologies by the leaders of public institutions, the continuous adaptation to the requirements of citizens, quality, secure and fast online public services. However, the question arises whether this vision also considers the perspective of sustainable development in Romania in terms of sustainable development indicators. To be able to answer this question, we used as a research method the documentary analysis doubled by an analysis of the indicators of the sustainable development of Romania for the last five years. The review of the specialized literature gave us the chance to identify the particularities of the digitalization of public administration from other countries and to highlight the specific characteristics of Romania. A comparative analysis of sustainable development indicators will be the subject of our further research.

The challenges of the digital economy are leading to radical changes in public governance, creating conditions for convenient and prompt access to public services and public information. Moreover, the pandemic has caused drastic changes in the use of digital public service – it has become a necessity. Ukraine has significant prerequisites for the development and effective transformation of public administration to a higher technological level. Furthermore, during the time of crisis (2013-2014, 2020-2021), the government priorities were shifted to support digital transformations to improve the effectiveness of public administration and ensure the sustainability of public finance. The purpose of the paper is to investigate and assess a correspondence between efficiency of governance and sustainability of public finance based on digital transformations under the Ukrainian approach. The main scientific question was: How does the active digital transformation in public governance affect the sustainability of public finance in Ukraine? Methodology. Seeking the solution, own methodological developments were used; correlation analysis of main indicators of government effectiveness and sustainability of public finance was estimated. To assess the impact of digitalization on public governance efficiency, Ukrainian governance practices over the past 13 years were analyzed, expressed by indicators of governance effectiveness, through the introduction of digital technologies. Results. Based on empirical research, it has been found that due to several limitations, a strong direct relationship between active digital transformation and the sustainability of public finances (debt security) has not been identified. But at the same time, significant progress has been made in efficiency of public governance through the implementation of costly but effective digital change. This correspondence is especially noticeable during the crisis caused by the pandemic (2020-2021), during which the involvement of citizens in digital services is very high. Practical implications and value/originality. The convergence of synergies between key aspects – public governance, digitalization, finance, and security – has great potential for relevant solutions that provide a broader view of sustainable development issues. It can be noted that this issue is extremely relevant for further research in the field of public administration and finance in the context of sustainable development of the digital economy.

Abstract: Bigdata is a potential instrument to transform traditional governance into smart governance. There are a long debate and discussion on the application of big data for the transformation of traditional public administration to modern and smart public administration in the academician, researchers, and policymakers. This study aims to explore the suitability and applicability of big data for smart governance of public agencies. A systematic review of literature and metaanalysis method is employed with various levels of scales and indicators. Literature survey shows that a number of models have been developed to explain smart governance but systematic research on the suitability and applicability of big data for smart governance of public agencies is still lacking. This article argues that the application of big data for smart governance in the public sector can increase the efficiency of the public agencies fastest public service delivery, enhancing transparency, reducing public hassle and helping to the become a smart agency. This paper further argues that implementation of big data for smart governance has a significant role in timely, error-free, appropriate and costeffective service delivery to citizens which leads to the sustainable economic development of a country. The findings suggest that every public-sector agency should be brought under smart governance which should be a fully promoted under big data technologies for easy access, transparent and accountable, and hassle-free public agencies

The 21st century is characterized by the rapid development of digital technologies and their implementation in various fields. This process had a significant impact on governance and led to a paradigm shift in public administration. Today, effective public administration is unthinkable without e-governance. E-governance is a tool for sustainable development of public administration, ensuring the transformation of public administration through the use of modern digital technological innovations. The introduction of innovative e-governance solutions based on digital technologies is a serious problem for the country, both at the central and local levels. The article examines the global technological innovation - blockchain, analyzes the problems, advantages and disadvantages of its implementation, which is important for the formation of electronic governance as a new form of government. Internal and external factors influencing the development of e-governance in Georgia using blockchain technology are proposed. Internal factors - associated with an in-depth study of the blockchain system from a technological point of view. The biggest challenge in implementing a technology is realizing its real potential. In this regard, let us single out the architecture of technology and the problem of information security. External Factors - refers to the study of areas and issues that blockchain technology will affect. In this regard, let us highlight the issue of legal regulation. Georgia is one of the first countries in the world to implement blockchain technology. The technology was originally used to register real estate. In July 2020, a study was conducted by the National Agency of Public Registry (NAPR) to identify the advantages and disadvantages of using blockchain in this area. The research results are described in detail in the article. We believe that the introduction of blockchain into e-governance in Georgia gives us the opportunity to reduce bureaucracy, budget spending, corruption risks, improve the efficiency of public administration, and this is a prerequisite for taking a worthy place among innovative states. Introduction: The development of more assertive public policies in libraries, in accordance with the dynamics of telecommuting that are being created, is an essential debate in the field of Information Science. Objective: This article discusses the evolution of public educational libraries in telecommuting to serve a community of professionals who work and communicate in a network. Methodology: Methodologically, the research has an exploratory level, a qualitative approach, developed through bibliographical research and elaborated from the data of a doctoral research that uses the action science method. Results: The results highlight the possibility of innovation through remote work in the federal public service, especially with the advent of Decree 11,072, of May 17, 2022; the opportunity to innovate in the public sector with a promising service performed by public educational libraries at federal institutes; and the inseparability between work and research agendas, as well as between social development and digital transformation. Conclusion: It is concluded that the paths for the digital transformation in the world of work can become even more productive, innovative, profitable and sustainable, when the continuous and adequate investment in library infrastructure that fulfills an educational function and is of a public nature is sought; and in policies that ensure the performance of librarians as agents of innovation in federal institutes.

Citizens are an essential part of the process of smartification and sustainable development of cities as they must adopt, understand and interact with the enabling technologies of digital transformation of societies, cities, and public administration. Therefore, technology acceptance is crucial to creating smart and citizen-centered cities. This is even more challenging in small towns that suffer from an aging population, desertification, lack of infrastructure, and especially the digital divide. The purpose of this research is to investigate the adoption of an Urban Services Technology (UST) in tourism management within a tourism-oriented small town in Southern Italy. A questionnaire was then constructed according to the 12-variable Urban Service Technology Acceptance Model (USTAM), and 216 responses were obtained from a defined group of 1076 subjects. Analyzing the data with a quantitative approach by conducting Exploratory Factor Analysis (EFA), Confirmatory Factor Analysis (CFA), and Structural Equation Modeling (SEM), the assumptions of the initial model were all rejected and new five factors emerged. The path diagram shows that only the factors Sustainability, Ease and Value have a positive correlation with technology adoption. Future research might investigate the mediating role of socio-demographic variables on technology acceptance by considering geographical and cultural diversity among small towns.

Introduction. The article discusses approaches to describing recommender systems in public administration in the context of digital transformation of smart cities. Recommender systems are information filtering and recommendation mechanisms designed to facilitate and increase the speed of decision making. The effectiveness of public administration depends on the ability of state bodies not only to promptly respond to emerging challenges, but also on the ability to foresee such situations, to develop possible scenarios for future developments based on a retrospective analysis of available data, which will become possible due to the implementation of recommendation systems in the general canvas of the state digital platforms. Despite the lack of unambiguity in understanding the concept of a smart city, the scientific community emphasizes the importance of technological infrastructures not only for the life of the urban area, but also for the process of making management decisions. The scientific corps crystallizes the idea of a smart city as a functional urban area created by means of information and communication technologies, without which it becomes impossible to manage the city in an efficient and sustainable way. Over the past 20 years, the original concept of a smart city, conceived as a way to achieve more sustainable urban development, has gradually evolved to address the problems of ineffective governance. In this context, striving to improve such aspects as the quality of life of citizens, as well as the empowerment of their rights and opportunities, the smart city becomes a kind of environment in which the citizen is the center of all services and initiatives taking place in a given territory, where the use of technology plays the most important role.Materials and methods. The methodological basis of the research is characterized by the following general scientific methods: analysis, synthesis, systemic and functional approaches.Discussion and conclusion. As a result of the study, it was revealed that recommender systems should become part of the decision-making process in the field of public administration. The question of the quality of the recommendations provided remains unresolved, since the effectiveness of the recommendation systems depends on factors that go beyond the quality of the forecasting algorithm.

At the same time, the digital transformation of public administration is of particular importance in the conditions of increased socio-economic risks. Recent research and publications analysis. Problems of digitization, formation and development of electronic governance, provision of electronic services to the population, formation of open government, formation of electronic democracy, introduction of electronic technologies in public administration analyzed foreign and Ukrainian scientists, in particular: O. Bernazyuk, T. Birkovich, V. Birkovich, V. Dreshpak, N. Hrytsyak, O. Ka- banets, O. Karpenko, P. Klimushyn, V. Kuybida, I. Lopushynskyi, I. Makarova, V. Na- mestnik, O. Orlov, M. Pavlov, O. Parkhomenko-Kutsevil, Yu. Pigarev, H. Pocheptsov, V. Rakipov, O. Skoryk, S. Chukut, and others. Highlighting previously unsettled parts of the general problem. The purpose of the article: the introduction of digitalization of public administration in Ukraine requires a systematic analysis of foreign experience of digitalization of public administration. Presenting main material. The regulatory and legal basis for ensuring e-government activities in the USA are the following laws: Law on the elimination of paper carriers of documents in state bodies; Law on electronic signature; Freedom of Information Act (FOIA); Law on introduction of smart cards in state bodies for identification of employees, payment of travel expenses, calculation of wages, etc.; S.803 E-Government Act of 2002; Government Performance and Efficiency Act of 1993/ «Open government» (Open government), or «government of open information», also called «government 2.0» (Gov 2.0), is a further development of the concept of digitalization of public administration and enjoys great attention in the US from both the upper echelons of government and local authorities and the public. The experience of the United States demonstrates that the creation of digitalization of public administration takes place in the course of reforming the entire system of public administration in the direction of greater openness and the introduction of competitive and contractual principles; creation of specialized management structures with increased responsibility for performance results; increasing the role of ethical requirements for management; active interaction with civil society. At the same time, the following advantages of digitalization of public administration are also obvious: simplification of bureaucratic procedures, significant reduction of deadlines for the preparation of documents, provision of easily verified, strict tax accountability of legal entities and individuals through the introduction of a unified electronic accounting system, increase in the level of budget revenues, reduction of the scale of corruption and, accordingly , the growth of citizens’ trust in government institutions. Modern digital technologies have a positive impact on the quality and speed of providing administrative (state) services. The process of interaction of citizens and legal entities with executive authorities is simplified, making them more attractive and less time- consuming. The well-being of the population and the economic development of the country depend on the level of digitization of the public administration process. The information openness of state authorities is increasing. It can be noted that now there is a need to develop standards in the field of digitalization of public administration with a mandatory report on the satisfaction of the population with the work of public administration bodies. All this will increase the quality of the activities of state authorities and, accordingly, the quality of life of the population. In the perspective of further investigations, it is planned to analyze patterns, principles, methods, and tools for the development of digitalization of public administration in the countries of the European Union. Conclusions of the research and prospects fo further studies. Modern digital technologies have a positive impact on the quality and speed of providing administrative (state) services. The well-being of the population and the economic development of the country depend on the level of digitization of the public administration process. Digitization provides informational openness of state authorities. Currently, there is a need to develop standards in the field of digitization of public administration with a mandatory report on public satisfaction with the work of public administration bodies. All this will increase the quality of the activities of state authorities and, accordingly, the quality of life of the population. In the perspective of further investigations, the author intends to analyze patterns, principles, methods, and tools for the development of digitalization of public administration in the countries of the European Union.

The COVID-19 pandemic has significantly reshaped administrative relations and put emphasis on the digital transformation of public administration that is urgently needed to support a sustainable recovery from the pandemic crisis and future sustainable development in the post-pandemic era. This paper presents a comparative study on the ways the first wave of the COVID-19 pandemic impacted general administrative authorities on the local level with respect to various aspects of their functioning and digitalization in five European countries. With a sample of 926 respondents from the Czech Republic, Germany, Poland, Romania, and Slovenia, the study shows that the pandemic-imposed changes are very similar in these countries. The results reveal that, except for Germany, the biggest problems of pandemic-related regulations are their obscurity. For all countries under study, parties to the procedures are shown to be the main driver of digitalization and not the public administration itself, generally lagging behind in this sense. Nevertheless, the pandemic has also created several potential opportunities, whereby public managers, especially in Germany, have acknowledged the importance of digitalization right after the protection of health, as confirmed by the wider use of ICT equipment, particularly in Germany and the Czech Republic. Moreover, Germany and Romania exhibit the greatest potential to accelerate digitalization. Finally, the critical factors influencing accelerated digitalization after the pandemic are also identified. The paper’s evidence-based findings could prove useful while formulating recommendations for the sustainable practices of public administrations during this and any future pandemic crisis.

Introduction: one of the national development goals of the Russian Federation until 2030 is digital transformation, which implies the achievement of “digital maturity” of key sectors of the Russian economy and social sphere, including healthcare and education, as well as public administration. The goals, objectives, and measures for the implementation of state policy designed to promote the formation of the digital economy in Russia, the use of science and technology as a key factor in the development of the country, to ensure national interests and the implementation of strategic national priorities are defined by the Strategy for the Development of the Information Society in the Russian Federation for 2017–2030. Purpose: to analyze the main directions of digital transformation of the science and education sector in connection with the intensification of the process of digitalization of all spheres of society, fixed as one of the priorities of Russia’s development at the state level; to study the conditions for effective interaction of universities with industry and business. Methods: the methodological framework for the study is the methods of scientific cognition, among which the main ones are the methods of systematicity, analysis, and comparative law. Results: the necessity of defining a new role of education for the sustainable development of Russia and ensuring structural changes in the country’s economy is revealed; new trends related to the transfer of knowledge and technology from universities to the industry are described, legislative initiatives and other instruments of its stimulation are considered; some problems of the development of science, education, and entrepreneurship in the light of the implementation of the national project “Digital Economy” are identified. Conclusions: a system of educational quality criteria for creating a digital educational environment is defined; it is established that the mechanism of commercialization of the results of scientific applied research and development in the Russian Federation does not function effectively enough; the problems and directions of improving the legal regulation of relations in the field of public-private partnership, the results of artificial intelligence, the development of the digital educational environment are shown.

Introduction. The main participants in the transformation processes of the national economy are representatives of government, community and business. Producers and providers of economic products and services act on the business side, and consumers of economic goods and services act on the community side. The government expresses its complicity in the formation of mechanisms of transformational processes of the national economy in the form of normative-legislative and social-regulatory influence on the formation of economic phenomena and processes. The purpose of the article is to form a mechanism of transformation processes of the national economy on the basis of design management. Results. It is proved that Ukraine has a value and is aimed at improving investment and tourism attractiveness, competitiveness and strengthening the sense of pride and political consciousness, respectively, analyzed the impact of the value of Ukraine's brand on some macroeconomic indicators: GDP, foreign direct investment, capital investment, export and import goods. Conclusions. It is proposed that in the context of program-targeted approach and design management under the economic mechanism of transformation processes of the national economy to understand the concerted actions of government, community and business aimed at achieving sustainable development goals through institutional, regulatory and budgetary reforms and implementation of state development programs, modern program-targeted methods and tools (social contract, digital government, digitalization of education, medicine and economics, subsidies, subventions, transfers, loans and other fiscal instruments, national brand), with the involvement of public and business representatives in public administration processes. The proposed mechanism of transformational processes of the national economy requires the improvement of social guidelines and social responsibility at the level of formation of public consciousness. Relevance. Even though there is a general agreement regarding the importance of the transition to a green economy, this process still has a long way to go, which makes the research on the role of smart territories particularly relevant. Research objective. The study aims to describe the opportunities and areas of digital transformation of territories with a focus on the transition to a green economy. Data and methods. The research methods include content analysis, case study, mapping, and matrix analysis. The data sources were scientific articles presented in the Scopus database, materials from the Ministry of Finance and Economic Development, the Ministry of Mineral Resources, Green Technologies, and Energy Security, materials from the Central Bureau of Statistics of Botswana, the Botswana Energy Company. Results. Using the case of Botswana, the study showed that the establishment of a smart territory is the core mechanism of a transition to a green economy. Smart territories help regional governments to reach the sustainable development goals by using cutting-edge digital technologies. Conclusions. The article proposes a new approach to analyzing the transition to a green economy. This approach can also be applied to reconsider the composition and roles of the drivers of territorial development. The proposed methodology can be used to create a smart contour for the development of a given territory, taking into account the region’s industrial specialization, and to identify the most promising areas and "bottlenecks".

The issues of recognizing the rights of the LGBTQ+ community around the world and developing appropriate anti-discrimination policies and laws are one of the main topics for discussion in the global agenda. This is due to the commitment of the world community to protect human rights and meet the needs of society. The paper aims to assess the relationship between socio-economic development indicators of some European countries and the Rainbow Europe Index. To find out how discrimination against the LGBTQ+ community affects various social and economic development indicators of some European countries, a data matrix was developed and the Spearman rank correlation coefficient was calculated. The obtained results confirmed a positive relationship between the Rainbow Europe Index and GDP per capita, the Human Development Index, the Corruption Index, and the Index of Happiness. Calculations have shown that the Rainbow Europe Index had a significant impact on these indicators. The study proved the dependence of indicators and demonstrated the need to provide freedoms and rights for LGBTQ+ affiliated members in Ukraine and other European countries. Assessments of the validity and effectiveness for setting and achieving goals in strategic planning documents in the framework of development programming at the federal, regional and municipal levels of government are presented. The state of institutional support for the tasks of setting goals of socio-economic development in the multi-level structure of public administration bodies is characterized. Axiological aspects of targeting coordinated activities in various types of organizational systems are described. The article analyzes the features and role of ownership rights to natural and intellectual resources by the implementation of the concept of sustainable development in the social state. The features of the implementation of property rights to natural and intellectual resources in the context of the implementation of the concept of sustainable development of the social state are analyzed. The role of property relations in the initiation and coordination of purposeful activity of economic agents in the space of national development has been determined.Conclusions and Relevance: The results of the study allow us to formulate a number of conclusions. Firstly, further improvement of the methodology of strategic management should be carried out in the context of the interrelated modernization of national models of economy, development and management. Secondly, the advance of methods and tools for substantiating long-term development goals should take into account the axiological foundations of goal-setting. And third, digital transformation allows to differentially describe the motivational function of public ownership by natural and intellectual resources of development.

The increasing role of emerging technologies, such as big data, the Internet of Things, artificial intelligence (AI), cognitive technologies, cloud computing, and mobile technologies, is essential to the business process manager profession’s sustainable development. Nevertheless, these technologies could involve new challenges in labor markets. The era of intelligent business process management (BPM) has begun, but how does it look in real labor markets? This paper examines the hypothesis that the transformation of the business process manager profession has been caused by certain determinants that involve the need for an improvement in BPM skills. The main contribution is a model of the dimensions of the impact of digital technologies on business process management supplemented with skills that influence the business process manager profession. The paper fills the gap in research on perspectives of the impact of digital technologies on business process management, considering both a literature analysis and labor market research. The purpose of the literature review was to identify the core dimensions that drive the use of emerging technologies in business process management. The labor market study was conducted in order to analyze the current demand for core skills of business process managers in the Polish labor market with a particular emphasis on the intelligent BPM concept. Additionally, to study the determinants that slow down the iBPM concept’s development, the digital intensity level of the enterprises and public administration units in Poland was studied. Finally, a fuzzy cognitive map presenting the core determinants of the business process manager profession’s transformation is described.

The article highlights the current problems of the transport system of Ukraine, as well as identifies areas for the development of relevant legislation. It is noted that current geopolitical conflicts, the challenges of world trade, the pandemic caused by COVID-19, have affected global supply chains, led to the transformation from traditional approaches for doing business to digital ones. It is highlighted that Ukraine as a logistics hub between the Europe and Asia faces the global economics challenges and needs to realize comprehensively its export and transit potential. However, according to the International Trade Administration data, only 25-30 % of the country's transit potential is currently used. In terms of the Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other part, Ukraine's transport system should ensure synergy of all modes. The current trends for smart-port infrastructure development, uberization in the transport industry, new mode of logistics management – 4th generation logistics (4PL) are being discussed. The author emphasizes that the development of domestic legislation on public-private partnership is the priority task concerning transport industry. In addition, the author states that the priority development areas’ model should be applied for developing ports and logistics hubs in Ukraine providing non-fiscal incentives. The researcher concludes that a balanced legal policy is needed, taking into account the interests of the state, private investors, the environment and society. In addition, the appropriate legal basis should be provided for the sustainable development of Ukraine's transport system. It is concluded that the priority tasks are as follows: The proposed steps are as follows: adopting the specific Laws of Ukraine “On Railway Transport”; “On Multimodal Transport”, “On Inland Waterway Transport”, forming an independent regulatory body for natural monopolies in the field of transport, providing fair economic competition in the field of rail freight transportation.

The goal is to reveal the need to account the potential risks of digitalization for the sustainable development of agricultural sector. Methods - economic-statistical, analytical, evaluation and comparison. Results – the directions of using digital technologies implemented by the Ministry of Agriculture of the Republic of Kazakhstan in agro-industrial complex of the country are considered. The risks accompanying digital processes and their impact on the competitiveness of agro-industrial production are identified. The importance of improving methods of public administration and self-government based on the involvement of business entities in this movement is shown. The role of the use of information and communication systems that consolidate the state, business and society in the context of global socio-political and economic transformations is emphasized. Arguments about digital impact on ensuring the transparency of allocation and spending budget funds are presented. The demand for expanding the use of the Qoldau Digital application platform to increase digital participation and literacy of agricultural producers, online programs for selling and buying goods and services via the Internet (marketplace) is justified. Conclusions - currently, certain elements of digitalization, which are common in international practice, are being applied in the republic. There is an opportunity to more actively use the Qoldau application of the "Fund for Financial Support of Agriculture". Measures to create a digital environment in AIC, including costs of the national project "Technological breakthrough through digitalization, science and education", are insufficient and require the development of a concept for digital transformation of agro-industrial complex, covering households as a key factor on the way to innovative society. The effectiveness of digital economy can be achieved by providing information activities, learning based on real cases with the involvement of practitioners and subsequent support.

The study’s relevance relates to the transformation of the human capital reproduction during the transition to a new socio-economic model and changes (digitalization, cyberization, customization, etc.) that are now taking place within Industries 4.0 and 5.0. The purpose of the study is to formulate the content and key directions of learning processes based on modeling and the formation of digital twins for the production and consumption of goods. The research method is based on the analysis of structural links in socio-economic systems, where the potential of human capital is realized. The study describes a trialectic model for the system development mechanism, which gives grounds to distinguish three types of essential components of implementing the specialists’ competencies (material, information, and communication). Based on the concept of “system of systems”, the necessity of multifunctional training of specialists for socio-economic systems is substantiated and shown on the list of personal knowledge/skills in the renewable energy sector. Recent trends in the reproduction of human capital, such as intellectualization, increased communication, internationalization, acquisition of skills, customization, and communication with consumers, are stated in line with Industries 4.0 and 5.0. The potential for future research is aimed at harmonizing relations between humans and cyber-physical systems, motivating the needs for self-development, and using disruptive technologies in the reproduction of human capital. Relevance. Modern Russia is a succession of transformations of the national economy. The reforms carried out in the country affect the issues of social, scientific, scientific-technical (including the modernization of higher education), and general economic nature. The key mechanism for transforming Russia's economy is national projects, based on a series of documents developed and adopted by the government between 2002 and 2011. All ongoing transformations are based primarily on the development of human capital; systems related to education, health care; transformation of infrastructure; modernization of industry and public administration. The success of such transformations can be ensured by the state policy aimed at increasing the competitive advantages of the Russian economy in the field, science, and digitalization of the economy. Purpose. To analyze the current state of the Russian economy under the conditions of digital transformation and give recommendations for improving the mechanisms of macroeconomic regulation of the accelerated development of the Russian economy based on proactive industrial policy. Objectives. To substantiate the conceptual directions of the breakthrough development of industry in the Russian Federation in the strategic perspective, as the basis for sustainable socio-economic development of the country in the context of digitalization. Methodology. The study used methods of comparative analysis, economic-statistical and methods of expert evaluations. Results. The industrial complex, based on advanced technologies, is not only an indicator of the pace and efficiency of knowledge-intensive production, stabilizer of socio-economic processes but also serves as a guarantor of the national sovereignty of the country. Conclusions. The state socio-economic policy aimed at the introduction of advanced technologies affects not only the high-tech sector of the economy but also traditional industries. This policy will make it possible to transform the institutions of economic development and modernize existing business models, as well as to create conditions for improving the ongoing industrial policy.

The disruptive technologies and cyber-physical production systems are important factors that bring transformations to socio-economic formations. The paper aims to formulate the content, key directions, positive and negative effects of additive economy (AE) in the current transition phase to Industry 4.0. The research method is based on the analysis of structural links in socio-economic systems, where the additive economy potential is realized. The additive economy is treated as a new approach to production technological aspect based on the additive principle of manufacturing and aimed at minimizing the use of primary natural resources for dematerialization of social production. AE is the antithesis of the subtractive economy, which dominates today and uses only a tiny proportion of extracted natural resources. Among the positive effects of AE, there are the reduction in energy intensity of products, dematerialization of production, solidarity of society, economic systems sustainability, and intellectualization of technologies and materials. Among the negative expectations of AE, there are increased information vulnerability of production, risk of losing control over cyber-physical systems, expanding the unification of individuals, and increasing psychological stress. The additive economy is more sustainable than the subtractive economy since it does not require extra components to the production spheres, reduces the resource scarcity, and could satisfy more economic agents’ needs. Therefore, improved production efficiency due to AE promises economic growth acceleration, environmental burden and social risk reduction. The method used in this study uses the adoption of the TOGAF ADM 9.2 framework, which consists of five phases: Preliminary, Architecture vision, Business architecture, Data architecture, Application architecture, while determining the clustering of villages by taking into account several aspects of the assessment released directly by the Ministry of Village, The Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia in the form of a village index building the IDM which aims to identify and facilitate analysis of village capabilities and the characteristics of village government at each level. The output produced in this study is in the form of an enterprise architecture smart village design that will assist the village government in describing a target in the form of a digital development design on the e-Government dimension in the form of several application platforms covering various management of public administration services, public development aspirations, and management. Relevance of the research topic. The information and knowledge flow management is an important component for regional development in the context of the fourth industrial revolution. It allows taking advantage of the opportunities hidden in the digital transformation of the business community and providing the transformations necessary to reorient development towards inclusive and sustainable growth. Managing the process of introducing Industry 4.0 technologies based on effective state and collective strategies opens up opportunities for regional development, but requires the development of special decision support tools, scientific substantiation of the model of systemic transformation of the region, identification of the main stakeholders and the mechanism of their interaction. Analysis of recent research and publications. The works of such researchers as Yasheva G. A. and Fateev V. S. (Belarus), Lenchuk E. B. (Russia), Götz M. and Jankowska B. (Poland), Ciffolilli A. and Muscio A. (Italy) and others are devoted to the issues of territorial and regional development in the context of the fourth industrial revolution. Selection of unexplored parts of the general problem. The mechanism of small businesses involving in the process of the necessary systemic transformation in the context of the fourth industrial revolution has not been sufficiently studied. Setting the task, the purpose of the study. The purpose of the study is to analyze the theories of regional development in the context of the fourth industrial revolution and to propose an organizational and economic mechanism for the digital transformation of the regional business community, including the SMEs’ sector. Method or methodology for conducting research. The research used the methods of analogies, analysis and synthesis, sociological survey. Presentation of the main material (results of work). The article analyzes the main concepts of regional development, concludes that it is necessary to consolidate regional actors according to the ‘Quadruple Helix’ model based on inter-organizational information systems in order to introduce Industry 4.0 technologies. An algorithm for the development of an electronic platform from a cluster site to an information system of integrated supply chains is proposed on the example of the Novopolotsk innovative and industrial petrochemical cluster. The field of application of results. The results of the research can be used by companies providing activity in regional development and small business support, in scientific and educational institutions, in public administration. Conclusions according to the article. Networked connections between regional actors, innovation networks based on the open innovation paradigm and integrated supply chains promote region development in the context of the fourth industrial revolution, this requires appropriate institutional conditions.

Целью данной статьи является оценка текущих тенденций и разработка методологических положений по изучению взаимосвязанности модификации отношений собственности и развития корпоративных отношений, исследование направлений трансформации теории собственности и корпоративных отношений в цифровой экономике. Определены факторы, влияющие на изменения отношений собственности, поскольку установление современных факторов трансформации отношений собственности является краеугольным камнем не только для развития экономической науки в целом, но и для реализации стратегических национальных задач государственного управления. К существенным изменениям в отношениях собственности приводит цифровизация экономики, появляются новые формы собственности, а существующие институты собственности переосмысливаются и формируются в соответствии с происходящими процессами: усложняются по структуре, становятся более подвижными. Особое внимание в статье уделяется процессам цифровизации. Цифровая трансформация стала серьезным испытанием, определяющим изменения отношений к участникам корпоративных отношений. Преобразованиям подвергаются различные условия деятельности, цифровые технологии усиливают воздействие информации, которая становится одним из ключевых ресурсов. Применяя инструменты цифровизации, корпорации меняют организационную структуру, модель поведения, ключевые установки. Затрагиваются взаимоотношения с участниками корпоративных отношений, повышается скорость распространения информации, меняются способы и объем ее подачи, что, в свою очередь, влияет на формы работы со стейкхолдерами. Увеличивается возможность своевременно определить, на какие аспекты деятельности корпорации с позиции устойчивого развития может непосредственно воздействовать цифровизация. Научная новизна заключается в акцентировании авторами внимания на основных проблемах сбоев и перекосов в современной системе корпоративных отношений, которые можно решить только совместными усилиями государственных, корпоративных и социальных институтов. This paper presents an analysis of the interrelated development of corporate property and corporate relations. The purpose of this article is to assess current trends and develop methodological provisions for the study of the interconnectedness of the modification of property relations and the development of corporate relations, to study the directions of transformation of the theory of property and corporate relations in the digital economy. The factors influencing changes in property relations are identified, since the establishment of modern factors of transformation of property relations is a cornerstone not only for the development of economic science as a whole, but also for the implementation of strategic national tasks of public administration. Digitalization of the economy leads to significant changes in property relations, new forms of ownership appear, and existing property institutions are rethought and formed in accordance with the ongoing processes: they become more complex in structure, become more mobile. The article pays special attention to the processes of digitalization. Digital transformation has become a serious test that determines changes in attitudes towards participants in corporate relations. Various conditions of activity are undergoing transformations; digital technologies enhance the impact of information, which becomes one of the key resources. By applying digitalization tools, corporations are changing their organizational structure, behavior model, and key attitudes. The relationship with the participants of corporate relations is affected, the speed of information dissemination is increasing, the methods and volume of its submission are changing, which, in turn, affects the forms of work with stakeholders, increases the opportunity to determine in a timely manner which aspects of the corporation's activities from the perspective of sustainable development can be directly affected by digitalization. The authors considered the main problems of failures and distortions in the modern system of corporate relations, which can be solved only by joint efforts of state, corporate and social institutions.

CHARM European University offers an inter-institutional Master’s (MSc) in Global Challenges for Sustainability across five European university campuses using innovative, challenge-based, transdisciplinary, and student-centered pedagogies. However, delivering modules across multiple locations at the same time poses a major challenge. Multiple hybrid classrooms solve this challenge by offering spaces for students and staff to teach and learn locally and remotely. This study describes the first Participatory Action Research (PAR) cycle iteration of the design, implementation, testing, and delivery of hybrid classrooms within a European university alliance. Hybrid classroom collaboration was facilitated through videoconference software, and this research describes a collaborative space design for transdisciplinary teamwork within this environment. Perspectives from a technical expert on virtual learning environments, an educationalist who supports teaching staff, and a classroom-based teaching assistant are presented. Integrating educational principles and module learning outcomes, aligning physical build specifications, testing hardware and software, identifying pedagogical needs, facilitating professional development, and ensuring adequate time for testing is crucial for successful hybrid classroom delivery. This research contributes practical use cases and recommendations for educational and support staff delivering digital transformation through hybrid classrooms across inter-institutional co-operations.

The development of innovation activities is of great importance on the path to achieving the goals of sustainable development. Success on this path is closely related to the presence of comparable information on the development of innovation activities at the regional level. The aim of the paper is to assess the development of innovation activities in the regions of Ukraine and identify differences in results. The study is performed using relative indicators for the assessment of the development of innovation activities in the regions of Ukraine. The indicators were averaged and normalized. To analyze how innovation activities change over time, the dynamic indices based on the geometric mean of the growth rate of the relative indicators were used. The obtained results have significant differences in the regions being assessed. Most regions have a heterogeneous development of innovation activities. At the same time, they are at the top and bottom of the rankings of the regions in different indicators of the development of innovation activities. Only Cherkasy and Zaporizhzhia oblasts are at the top of the rankings in at least 75% of indicators. However, in 2017‒2019, all indicators improved in at least 29% of regions. In addition, 75% of indicators improved in at least 54% of regions. Therefore, over time, most regions progressed in the development of innovation activities. Management decisions for the development of innovation activities should be complex for all regions and implemented primarily in the regions where there is no improvement over time. The COVID-19 pandemic has hit organizations and employees in every sector worldwide in unprecedented ways. It became extremely difficult for organizations and employees across sectors to operate under increased mobility restrictions. The pandemic effectively disrupted previous operational models and imbued changes such as telework and digital adoption that are pervasive and may potentially last beyond the pandemic. Amid these circumstances, it was essential to ask how organizations and employees will sustain themselves in the post-COVID-19 ”new normal”. Although so much research is conducted about COVID-19, there is no comprehensive view of the changes at the meso (organizational) and micro (individual) levels. This article aims to explain this using the emergency-learning-institutionalization-new normal (ELIN) framework, which is based on the timeline of the pandemic. The article aims to bring forth the overall trends in how organizations and employees are adapting to the pandemic, the lessons they have learned, and how they will change and adapt in a post-COVID-19 “new normal”. We have analyzed existing policy papers, articles published in business, public administration, nonprofit journals, and other studies to achieve this. We find an increasing trend towards the adoption of telework and digital tools at both meso- and micro-levels. The effective implementation of telework policies and digital transformation plans at the meso-level will ensure the sustainability of organizations and jobs in the new normal. Although these trends vary across sectors and within and across countries, there is an overall increase in the flexibility of organizations and employees in adopting new solutions, making them more open to innovation. The article makes important recommendations for organizations to make these transitions more sustainable in the medium and long term.

South African universities experience increased pressure to comply with and implement environmentally friendly practices. Specifically, state-funded universities need to enhance environmental management efficiency and environmental awareness. However, measuring the implementation of green initiatives in higher education takes time and effort. South African models for state-funded universities are absent, and international models are inapplicable. Therefore, this study aims to develop and empirically test the model by investigating existing theories and models and identifying potential factors for higher education. The paper determined ten initial factors from 31 environmental studies, limiting their number to five. The finally selected factors are cost of green products, awareness, training and education, top management attitude and commitment, committee for sustainable accountability, and digital transformation. This qualitative study uses a five-point Likert-scale questionnaire sampling 149 university managers. Structural equation modeling retained three of the original five factors in the model: cost of green products, top management attitude and commitment, and digital transformation. However, knowledge of the environment (SRW = 0.76) is also crucial. Ten theoretical measuring criteria are retained as valid measures of implementing green initiatives. The model has good fit indices (CMin/Df = 4.07, CFI = 0.944, GFI = 0.909), despite RMSEA exceeding 0.10. The developed conceptual model can be used to measure the implementation of green initiatives by South African state-funded universities.

In modern conditions, the main vector of development of almost all spheres of activity is digitalization. The implementation of digital technologies is associated with the solution of strategic tasks in the economy and public administration. Digitalization makes it possible to use various sources to collect data in order to make management decisions after their analysis and evaluation. The results of digitalization of public administration are expected to digitalize the functions of authorities, increase citizens' satisfaction with the quality of state and municipal services and the speed of their receipt, create conditions for interaction between the population, business and the state using information technology. The paper attempts to determine the possibilities of digital transformation of public administration. The essence of this process is considered, the analysis of experience, including foreign, and problems of using information and communication technologies (ICT) in public administration is carried out, prospects in this area are identified. As a methodology, general theoretical meta-odes and special tools were used: analysis, synthesis; system, complex, dialectical approaches. It is summarized that the digital transformation of public administration in Russia is at the initial stage. The problems of using ICT in public administration are determined by the presence of separate unrelated information and analytical systems, the lack of integration between them, their lack of flexibility, the inability to assess the real effect of the implementation of initiatives, projects, government programs for socio-economic development or a specific group of the population. The next stage of digitalization provides for data–centricity – the use of objective data in public administration.

Purpose Digital India, the flagship programme of Government of India (GoI) originated from National e-Governance Project (NeGP) in the year 2014. The programme has important aspect of information security and implementation of IT policy which supports e-Governance in a focused approach of Mission Mode. In this context, there is a need to assess situation of the programme which covers a study of initiatives and actions taken by various actor involved and processes which are responsible for overall e-Governance. Therefore, the purpose of this case study is to develop a Situation-Actor-Process (SAP), Learning-Action-Performance (LAP) based inquiry model to synthesize situation of information security governance, IT policy and overall e-Governance. Design/methodology/approach In this case study both systematic inquiry and matrices based SAP-LAP models are developed. Actors are classified who are found responsible and engaged in IT policy framing, infrastructure development and also in e-Governance implementation. Based on a synthesis of SAP components, various LAP elements were then synthesized then which further led to learning from the case study. Suitable actions and performance have also been highlighted, followed by a statement of the impact of the efficacy i.e. transformation of information security, policy and e-Governance on the Digital India programme. Findings On developing the SAP-LAP framework, it was found that actors like the Ministry of Electronics and Information Technology of the Govt. of India secures a higher rank in implementing various initiatives and central sector schemes to accelerate the agenda of e-Governance. Actions of other preferred actors include more investments in IT infrastructure, policy development and a mechanism to address cyber security threats for effective implementation of e-Governance. It was found that actors should be pro-active on enhancing technical skills, capacity building and imparting education related to ICT applications and e-Governance. Decision making should be based on the sustainable management practices of e-Governance projects implementation to manage change, policy making and the governmental process of the Indian administration and also to achieve Sustainable Development Goals by the Indian economy. Research limitations/implications The SAP-LAP synthesis is used to develop the case study. However, few other qualitative and quantitative multi criteria decision making approaches could also be explored for the development of IT security based e-Governance framework in the Indian context. Practical implications The synthesis of SAP leads to LAP components which can bridge the gaps between information security, IT policy governance and e-Governance process. Based on the learning from the Situation, it is said that the case study can provide decision making support and has impact on the e-Governance process i.e. may enhance awareness about e-services available to the general public. Such work is required to assess the transparency and accountability on the Government. Social implications Learning based on the SAP-LAP framework could provide decision making support to the administrators, policy makers and IT sector stakeholders. Thus, the case study would further help in addressing the research gaps, accelerating e-Governance initiatives and in capturing cyber threats. Originality/value The SAP-LAP model is found as an intuitive approach to analyze the present status of information security governance, IT policy and e-Governance in India in a single unitary model.

Digital transformations are the defining trend of the current society development stage. Digitalization covers all areas of human life, identifying both opportunities and threats. The state is called to ensure the use of digital development, creating an appropriate institutional and legal environment, institutional infrastructure, and eliminate the negative effects of digitalization, which highlights the study. The aim of the study is to determine the content and features of modern transformations of the Ukrainian public administration system in conditions of digitalization and promising areas of administrative state influence to realize the potential of digital technologies in various fields. The methodological basis of the study are methods of systems analysis, functional analysis, index. The study considers the categories of "public administration", "transformation", "digitalization", based on the generalization of which the content of transformations of the Ukrainian public administration system in conditions of digitalization is determined and structured. It analyzes the index of digital economy and society, which characterizes the digital development of EU countries and emphasizes the key role of digitalization processes. The paper groups the directions of digitalization in public administration and identifies the advantages and disadvantages of digitalization for public administration. The authors also consider the main tasks of public administration on digital transformation and describe the international cooperation of Ukraine on digital transformation processes. Based on the analysis, they substantiate the need to develop the state concept of digital competencies in order to eliminate digital gaps and digital "inequalities". The practical significance of the study is identifying promising areas for further transformation of the public administration system in order to ensure the use of the benefits of digital development. Important areas of further research are the development of security technologies for digital rights guarantees, educational digital models, the development of the model of public administration platform and simplification of public services, the formation of the digital economy model - the product state.

Technological progress, having reached the digital level of its development, has set before society the tasks of digital transformation of the entire structure of social and economic life. In particular, this also applies to the reengineering of the public administration system.The impact of digitalization on public authorities is reflected in changing the way of acting and communicating with citizens in order to achieve the integration of civil society institutions and government. In Ukraine, as in the rest of the world, important steps are being taken in this direction. However, there is clearly a long way to go in digital adoption as many public sector organizations continue to use legacy legacy systems and technologies that need to be replaced. Taking this into account, the purpose of the study is to determine the main promising areas of digital transformation in public administration based on the study of documents and a comparative analysis of world experience.Among the areas of digital transformation of public administration, the most promising are identified as: the development of digital competencies of public officials, digitalization of territorial communities, digital transformation of municipal government, development of digital interaction between government and business, the introduction of digital technologies into the electoral system. These directions are analyzed taking into account the world experience and the prospects for their formation in Ukraine are outlined.In conclusion, it is noted that the transfer of world standards to national soil will be mediated by local characteristics, but the attempts in this direction will contribute to digital transformations of society and increase the efficiency of public administration. Further developments and research in this area are promising in all spheres of economic and public life, without exception, but it is digitalization in the field of public administration that will either give an impetus to the country's further progress, or become a brake on this movement.

The article discusses the priorities and socio – economic risks of the digital transformation of public administration. The main approaches to the problem of the use of advanced digital technologies in the activities of state and municipal government bodies aimed at the formation of a modern system digital environment are investigated. The main directions of the digital transition in public administration are considered, which include the digitalization of communications between public authorities, the active introduction of digital technologies into the practice of providing state and municipal services to business structures and households, stimulating the introduction of effective digital solutions as one of the important conditions for social dynamics.The article identifies the factors and social risks affecting the digital transformation of public administration in the Russian Federation. Among them are the high level of digital inequality, deep social differentiation of regional development, the costly nature of digitalization, risks to the labor market and traditional forms and conditions of employment, problems of adaptation of citizens to the active use of digital technologies in the public administration system, as well as the unconditional provision of citizens' rights and information security in the digital environment. The importance of the course of the Russian state to dynamize the digital transformation of the state and society in the conditions of unprecedented aggravation of international relations in the modern world and tough economic and political sanctions imposed against our country was confirmed.

The article is dedicated to researching the impact of environmental factors on the processes of digital transformation of public administration. In today's digital economy, the effectiveness of the executive branch providing public services to citizens and organizations largely depends on the political will of the country's leadership, the socio-economic situation, as well as the technological and technological development of the public sphere. The authors to assess the impact of environmental factors were pest analysis, which reveals the most significant aspects of the impact of the macro environment and develop a strategy for the development of public authorities in the context of the digital transformation of their activities. The methodological basis is research into the problems of the system of providing electronic public services, the regulatory framework for their digitalization, the study of statistics, indicating the level of quality of the provision of public services. The results of the study revealed the most significant political, economic, social and technological factors of the macro environment and presented the main directions for improving the processes of digital transformation of public administration. Specific measures have been proposed for each group of factors to enable the executive branch to adapt to the external environment, thereby improving their performance. The purpose of the article is to highlight the main aspects of the transformation of public administration in the context of digitalization. It is established that digitalization is not a new model of public administration. It is proved that digital technologies as a tool for implementing the strategy of modernization of public administration, determine the main directions of change. It is proved that in the conditions of digital economy there is a transformation of the concept of public administration – in service. Digital transformation leads to a radical change in approaches to the organization of government with the use of digital technologies and algorithms. Digital technologies create opportunities for a completely different type of interaction between participants – in online communication. The basis for this nature of interaction is platform. To analyze the concept of digital transformation in public administration, the main stages of digitization are identified: digitization of processes, in which the introduction of traditional digital technologies to improve the efficiency of government, data management; e-government, which involves the introduction of digital technologies, especially based on the use of the Internet, to improve public administration; digital government, in which the latest generation of digital technologies (such as the Internet of Things, artificial intelligence, predictive analytics) allow to take into account the preferences of users in shaping the composition of services provided and the procedures associated with their receipt. A study of the main trends in the digitalization of the economy and public administration of Ukraine. Peculiarities of digitalization and transformation of public administration of the world are considered. Ukraine has developed “Concept for the development of the digital economy and society of Ukraine for 2018-2020” (Cabinet of Ministers of Ukraine, 2018). However, according to the results of the analysis, Ukraine has a low level of readiness for digitalization. In the UN ranking of e-government development in 2018, Ukraine ranked 82 nd. Ukraine is characterized by an insufficient level of infrastructural support for public administration transformation. Thus, the coverage of high-quality Internet communication does not cover the entire territory of Ukraine and, as a result, reduces the rate of development of the digital economy. The analysis of the most successful countries of the world showed that the level of digitalization is directly dependent on the level of economic development of the country, infrastructure. The transformation of public administration in the context of digitalization will affect, first of all, the quality of public administration services, improving communication, reducing the cost of maintaining public administration, additional opportunities for businesses and citizens to receive services.

The paper examines the events of the Gaidar Forum – 2021 dedicated to the features of digital transformation. By analyzing the speakers’ presentations, the author notes the need to minimize the negative consequences of the coronavirus pandemic for the world economy, to unleash the creative potential and sustainable development of countries. At the same time, the question of creating an image of the future, a semantic paradigm, a strategy for the development of an integral system remains relevant. This requires strengthening business partnerships, well-coordinated interaction of government agencies (departmental and interdepartmental), and improvement of the digital economy during its transformation. The digitalization of economy enhances economic growth, creates opportunities for structural transformations, and necessary conditions for the “post-covid” development of the healthcare system. One of the basic values of the modern state is the orientation of all its services towards meeting people’s needs. Client-centricity was included in the list of 42 initiatives for socio-economic development of Russia until 2030, approved by the Russian Government in 2021. Information-driven interactions between state bodies and the use of up-to-date reliable information published, inter alia, in an open data format will allow to increase the effectiveness of the public administration system. The purpose of the article is to assess the goals, objectives, and basic technologies of the digital transformation of public and municipal administration. In accordance with the purpose identified, the objectives of the study are as follows: to substantiate the need for digital transformation in public administration, identify the strategic direction of such transformation, and reveal its limitations and advantages. The results of the study include an overview and analysis of certain digital services and products used at the federal and regional levels as part of the digital transformation of public administration. The main conclusion of the article is the substantiation of the role that the digital transformation plays in improving the quality of public and municipal services.

The purpose of the article is to determine performance indicators for the digital transformation of public administration in Russia, to implement the benefits of the program, achieve its goals and improve the quality of public administration in our country. The study identified factors and criteria for the quality of digitalization of public administration at the international and regional levels. Using correlation analysis, it was determined that the current performance indicators of the "Information state" program are only indirectly related to improving the quality of public administration. That is why despite quite significant progress digitalization, the quality of public administration remains low. On the contrary, surveys about public services were positively interconnected with governance quality indicators. It was also proved that indicators and indexes of digitalization of public administration have a positive impact on governance quality indicators. Based on the results of the analysis, it was proposed to include the above-mentioned factors as performance indicators for the new program "Digital public administration", along with performance indicators of the program itself for quality control of its implementation.

Digitalization is an objective and inevitable process, which is impossible to halt. The development of the digital economy should allow the Russian economy to integrate into the global context and legal aspects of this process need to be analysed. This paper aims to to study the influence of digitalization on public administration (especially in economic sectors) in Russia, to outline new requirements to public administration in digital era as well as to analyze new challenges caused by implementation of technical decision within global process of digitalization. The program “Digital Economy of the Russian Federation” dictates new requirements for the system of public administration. But despite the fact that the implementation of the Program requires serious simplification in the interaction of market operators and the state, interdepartmental interaction, it does not fully respond to the challenges of digital transformation of the public administration system. It should lead to a radical change in the approaches to the organization of the work of public authorities through the digitalization, reducing the “bureaucratic burden” when issuing electronic documents. It deals with the formation of conditions ensuring the development of information technologies and effective interaction of a state and business, which covers legal regulation, information infrastructure, personnel and information security, etc. As a result the authors came to conclusion that now it is not a primary task to set out new electronic systems in new fields as much as to improve already existing systems and the system of public administration itself in order to duly adapt it to new digital environments that was established. It is necessary to establish the limits for implementation of various electronic systems to ensure the proper protection of fundamental rights (for example, the right to the protection of personal data, the right to privacy, etc.) as well as to set up some limits for automated individual decision-making.

While the notion of digitalization and sustainability has become prominent in current research, more can be done to bridge these two concepts and explain the interaction between them. Plenty of literature has focused on the impact of digital technology applications and business model innovations on environmental performance but has not considered the counterforce of environmental performance on digitalization. We investigated this question from the perspective of digital ecosystem architects to explore more organic relationships. By analyzing data from 1083 listed firms from 2014 to 2019, we found various effective paths for architects to participate in the digital ecosystem and determined that improved environmental performance has led to more efficient convergence. Digital servitization adopted by private architects contributes to financial performance, whereas the addition of digital infrastructure enables public architects to play a greater role. This is reflected in the discovery that firms with “high” environmental performance can improve their financial performance far more significantly with the help of digital servitization compared to other firms. However, digital infrastructure development can benefit all firms almost indiscriminately. We encourage firms and governments to work together to strengthen digital infrastructure, build digital ecosystems, and focus on environmental performance while transitioning to digital servitization.

In this article we focus on identifying the specificity of digital transformation within the public sector. The aim of the article is to present the main mechanisms resulting from the introduction of digital innovations that have changed the functioning of the public sector. Starting from a discussion on the technological requirements of digital transformation, we briefly characterise the use of computers and the Internet in public administration, resulting in the development of e-services and administration. The main part of the article is devoted to discussing the specificity of the implementation of the new digital technologies in public administration, focusing mainly on artificial intelligence and blockchain technologies. Our thesis is that the impact of innovative digital technologies on the operation standards and structure of public administration should be analysed through the prism of interrelated mechanisms of datafication and platformisation, characteristic for the digital economy. The adopted methodology, which is based on an analysis of the subject literature and an analysis of new technology implementations in public administration in EU countries, indicates the pilot, random and non-transformational nature of these implementations, partly due to the lack of well-established methodologies to study and assess the maturity of digital transformation within the public sector.

The article examines the features of public administration of digital development and the processes of digital transformation of Ukrainian society. The current situation of digitalization of Ukraine, new digital trends and efficiency of state institutions are analyzed. It is determined that the implementation of an active state policy and effective work of state institutions and the Ministry of Digital Transformation of Ukraine is necessary. The main problems that may arise in the process of applying digital technologies in public administration are identified. It is proved that digital transformations in the public sector of Ukraine are the basis of its reform and a potential example for the whole country, how to use the advantages of the "digital" world, which will significantly stimulate the development of open information society as one of the essential factors of democracy in Ukraine. productivity, economic growth, job creation, as well as improving the quality of life of Ukrainian citizens.

The report identifies the development of e-government in Ukraine as the main trend in the transition to digital government. It is noted that the digital transformation helps to increase the efficiency of providing administrative services to citizens and reduce their cost and generally leads to savings in the state budget. It is claimed that Ukraine is gradually bringing its current regulations in the field of digital transformation in line with European legislation in three areas. The importance of creating state institutions in Ukraine, the activities of which are aimed at the digital development of the state, is emphasized. It is proposed to supplement the principles of the state policy of digital development in Ukraine in order to overcome the negative trends that arise in the process of digital transformation of society. It is concluded that Ukraine has all the conditions for the transition of public administration to a higher technological level of development.

The study included consideration of approaches by domestic and foreign cars, including international organizations, to assessing the level of e-government development in countries. The authors developed an approach to diagnostics of implementation of regional projects within the framework of the National Program «Digital Economy of the Russian Federation». The relevance of the study is due to the high significance of the processes of digital transformation of an overwhelming number of spheres of society, priority direction in modern strategies of state administration and high level of application of digital technologies in systems of interaction of business entities. The aim of the study is to develop a methodology for assessing the effectiveness of the implementation of regional projects in the Krasnoyarsk Krai. The authors set the following tasks: generalization of experience in the field of e-government development assessment; study of trends, problems and prospects of e-government in Russia; development of methods for evaluating the effectiveness of regional projects of the Krasnoyarsk Krai, implemented in the field of ensuring the development of information infrastructure, information security, digital government, the formation of personnel for the digital economy and digital technologies. The practical significance of the study results lies in the development of an approach to the formation of a monitoring system aimed at improving the efficiency of the public service delivery process in order to improve the quality of life of the population. The results of the assessment allowed the authors to draw the conclusion that in the Krasnoyarsk Krai some successes have been achieved in the field of digitalization of public administration. The results of the calculations show the effectiveness of the implementation of regional projects of the Krasnoyarsk Krai in the field of digital economy.

The need for modern infrastructure as a prerequisite for sustainable development, poverty alleviation, and improvement of the quality of life of the population is a global problem that requires searching for and attracting large amounts of long-term investments. The presence of this problem in recent decades has led to the increasing implementation of complex and costly infrastructure projects through the public-private partnership (PPP) mechanism with high potential for attracting investment. This mechanism, in conditions of limited financial opportunities, allows one to combine the financial resources of the public and private parties for the implementation of major infrastructure projects. The limited use of existing tools at different stages of PPP projects and the increasing need for additional resources make it necessary to consider the possibility of using digital tools that complement traditional ones. For this purpose, the authors analyze existing financing tools, revealing their advantages and disadvantages, and identify and justify the possibility of using digital tools in the implementation of PPP projects. However, digitalization includes not only financing tools but also the development of infrastructure, including digital platforms needed to conduct such operations in the digital environment. As a result, a combined financing toolkit can be formed for each phase of project realization, including traditional and digital tools. The results of this study will become a basis for revealing the directions of the digital transformation of the PPP mechanism.
