This study aims to identify and describe the strategy of Digital Public Relations in conveying information via Instagram @bdg.disdik based on the perspective of the concept of The Circular Model of Some put forward by Regina Luttrell. The method used is descriptive with a qualitative approach which in its implementation goes through several stages, namely observation, in-depth interviews and documentation. The results of this study indicate that the Digital Public Relations strategy in conveying information via Instagram @bdg.disdik is in accordance with the four aspects of The Circular Model of Some with indicators: First, the share stage is carried out by utilizing various features to attract public participation, provide feedback as an effort to connect with the public, build trust. Second, the optimize stage is carried out by providing an in-depth understanding of the public and building interaction through uploading information content. Third, the manage stage is carried out by monitoring Instagram's performance through media monitoring and presenting actual information in real time. Fourth, the engage stage is carried out by setting targets based on the relevance of the information context, as well as collaborating on content.

Résumé :
One of the basic values of the modern state is the orientation of all its services towards meeting people’s needs. Client-centricity was included in the list of 42 initiatives for socio-economic development of Russia until 2030, approved by the Russian Government in 2021. Information-driven interactions between state bodies and the use of up-to-date reliable information published, inter alia, in an open data format will allow to increase the effectiveness of the public administration system. The purpose of the article is to assess the goals, objectives, and basic technologies of the digital transformation of public and municipal administration. In accordance with the purpose identified, the objectives of the study are as follows: to substantiate the need for digital transformation in public administration, identify the strategic direction of such transformation, and reveal its limitations and advantages. The results of the study include an overview and analysis of certain digital services and products used at the federal and regional levels as part of the digital transformation of public administration. The main conclusion of the article is the substantiation of the role that the digital transformation plays in improving the quality of public and municipal services.

In modern conditions, the main vector of development of almost all spheres of activity is digitalization. The implementation of digital technologies is associated with the solution of strategic tasks in the economy and public administration. Digitalization makes it possible to use various sources to collect data in order to make management decisions after their analysis and evaluation. The results of digitalization of public administration are expected to digitalize the functions of authorities, increase citizens' satisfaction with the quality of state and municipal services and the speed of their receipt, create conditions for interaction between the population, business and the state using information technology. The paper attempts to determine the possibilities of digital transformation of public administration. The essence of this process is considered, the analysis of experience, including foreign, and problems of using information and communication technologies (ICT) in public administration is carried out, prospects in this area are identified. As a methodology, general theoretical meta-odes and special tools were used: analysis, synthesis; system, complex, dialectical approaches. It is summarized that the digital transformation of public administration in Russia is at the initial stage. The problems of using ICT in public administration are determined by the presence of separate unrelated information and analytical systems, the lack of integration between them, their lack of flexibility, the inability to assess the real effect of the implementation of initiatives, projects, government programs for socio-economic development or a specific group of the population. The next stage of digitalization provides for data–centricity – the use of objective data in public administration.

The purpose of this study is to identify legal constraints for the digitalization and digital transformation of public administration, based on the introduction and application of breakthrough digital technologies. The research methodology is based on the distinction between the stages of informatization, digitalization and digital transformation, as well as the identification of legal barriers to digitalization and digital transformation of public administration by individual stages of the management cycle and individual public functions. As a result of the analysis, both general barriers to digitalization and digital transformation of public administration, and special barriers for each stage of the management cycle were identified and systematized. The necessity of eliminating the identified legal barriers to the digitalization and digital transformation of the public administration has been substantiated by introducing a set of changes in federal legislation and sub-legal regulatory legal acts.

The article is devoted to the problem of building a structural and logical scheme for the realization of digital transformation of Russian regions on the example of the Leningrad region. The article analyzes regional processes and forms a sequence of implementation of digital solutions in various regional processes in accordance with public needs. The article also presents an algorithm for the realization of digital transformation of the region, which consists of five consecutive stages. These are the stage of goal setting, the stage of analysis, the stage of design, the stage of implementation and the stage of scaling. As a result of the realization of digital transformation of the Leningrad region, it is supposed to form a regional digital ecosystem, which will integrate the implemented digital solutions and technologies, as well as previously available digital technologies.

The research to find out deeply about the management of digital public relations on the @kabupaten.bogor Instagram account carried out by Diskominfo Bogor Regency referring to the concept of social media management, namely The Circular Model of Some by Regina Luttrell, through four stages including: share, optimize, manage and engage. The study used a qualitative approach with descriptive methods through interview and observation data collection techniques. The results of the study concluded that Diskominfo Bogor Regency in managing the Instagram account @kabupaten.bogor went through several stages. First, the Diskominfo share stage determines the social media you want to use so that it makes it easier to build relationships and trust. Second, at the optimize stage, Diskominfo pays attention to developments that occur on social media to study public desires and improve strategies. Third, Diskominfo at the manage stage conducts media monitoring which aims to see the spread of information flows. The last stage is engage, Diskominfo knows the existence of the audience with the aim of designing a better strategy so that information can be widely spread.

Outre un usage récréatif, la plateforme est devenue un outil transversal, servant la visibilité à la fois des entreprises, des groupes militants, des personnalités publiques et politiques mais également permettant à des communautés de se regrouper et d’échanger. Mobiliser un hashtag va permettre aux individus de se réunir et de se reconnaitre. C’est là le point de départ de cette thèse car l’utilisation de hashtag permet à TikTok de référencer du contenu afin de construire sa base de données. L’objectif est donc de comprendre le fonctionnement d’une mobilisation socio-numérique par et pour le grand public à l’aide d’un hashtag.L’étude s’axe sur une mobilisation lycéenne qui a eu lieu en France en 2020, le #lundi14septembre, lors de laquelle des filles ont réclamé le droit de se rendre au lycée vêtue d’un crop top.Ayant constaté l’illusion d’un espace public numérique et d’une dimension militante, cette thèse démontrera que les caractéristiques des mobilisations socio-numériques donnent lesentiment d’une parole plus égale sans pour autant s’inscrire dans un réel processus démocratique. En comprenant les enjeux derrière une mobilisation sur TikTok, ce travail démontrera que les mobilisations socio-numériques sont symptomatique de notre société moderne vers des nouvelles caractéristiques où l’individu prend le pas sur le collectif et la cause sociale devient secondaire à des recherches de visibilité, d’émancipation et de reconnaissance
Since 2017, the world has seen a new digital social network added to the list of existing ones: TikTok. In addition to recreational use, the platform has become a cross-disciplinary tool, serving the visibility of businesses, activist groups, public figures and politicians alike, but also enabling communities to come together and exchange. Mobilizing a hashtag allows individuals to come together and recognize each other. Thisis the starting point of this thesis, as the use of hashtags enables TikTok to reference content in order to build up its database. The aim is therefore to understand how socio-numerical mobilization by and for the general public works using a hashtag.The study focuses on a high school mobilization that took place in France in 2020, #lundi14septembre, during which girls demanded the right to go to school wearingcrop tops. Having noted the illusion of a digital public space and a militant dimension, this thesis will demonstrate that the characteristics of socio-numerical mobilizations give the feeling of amore equal voice without actually being part of a real democratic process. By understanding the stakes behind a mobilization on TikTok,this work will demonstrate that socio-numerical mobilizations are symptomatic of our modern society's move towards new characteristics where the individual takes precedence over the collective, and the social cause becomes secondary to the search for visibility, emancipation and recognition

The study of e-governance in developing nations is informed by the idea that new technologies, reshaping the very nature of public services, can generate better outcomes in their provision. Beyond objective changes in governance infrastructures, the subjective perception of the state, as it is constructed by service recipients, is exposed to a parallel process of change, whose study has generated a novel research domain in the field of egovernance for development. With a view of contributing to this domain, this thesis studies the role of ICTs in processes of image formation on the state, as experienced by citizens in a developing country context. The theory on which the thesis is developed views technology as embedded in its sociopolitical context, and conceives e-governance as implicated in the reconstruction of images of the state. This vision is applied to the computerization of the main food security programme in India, the Public Distribution System (PDS), as it has been devised and implemented in the state of Kerala. Through an interpretive case study of the object at the core of computerization, known as the Electronic Public Distribution System or e-PDS, the thesis investigates the ICT-led processes of image construction by the state, and the ways in which citizens, confronted with new images, structure their perception of these. Through inclusion of front-end PDS services in existing infrastructure, and through the inscription of a clear problem-solution nexus in e-PDS, the state is found, as expected, to be using e-governance as a means to reconstruct its own image. At the same time, though, the loci of image formation that are found in citizens (direct experience, social networks, and political circuits) systematically escape control by governmental action, and seem to be, in fact, only marginally touched by the ICT-induced reinvention of governance. The thesis results, therefore, in an extension of existing theory in this respect: the capability of the state to reconstruct its image, through the usage of new technologies, is limited by the spaces of image formation which citizens experience in their daily lives.

Research workflows in higher education have converged onto digital formats. While the technology to store data has improved at an increasing pace, personal and organizational behaviors have not adapted as rapidly. The study sought ways to communicate digital preservation skills to researchers to improve the permanency of their research data. This study proposes three temporal contexts digital ? short-term, long-term and trans-generational. Study questions asked selected participants about how they manage their digital data. The study used Diffusion of Innovation theory concepts within an Activity Theory construct and the Open Archive Information System to model key areas of transformation. The key areas were determined by analysis of interviews, surveys and institutional data. The model provides a new way to understand the complex set of issues that can inhibit data preservation. The study used descriptive statistics and social network analysis to elaborate ways to transmit new data preservation attitudes and behaviors more effectively. In particular, the data management plan requirement for National Science Foundation grant submissions was found to be a potentially powerful motivator for a limited number of researchers. The study found that there is an opportunity for the institution to create group activities, such as workshops, that specifically include faculty with NSF grants and those who share other grant submission experience with them. The study also found that information technology staffs need to understand research problems from the researcher perspective better to overcome some trust issues. Finally, campus leadership needs to identify their role in addressing the issue for the long-term benefit of the institution. Strategic goals are an important first step. Building a robust digital preservation environment is an iterative process dependent on many perspectives. The goal of this research is to speed the process by developing a systems-level model for exposing problem areas.

This dissertation explores both the evolving nature of the public encounter--where state and citizen meet--and the virtual civic space in which the meeting occurs through an examination of selected state and federal web sites. The examination uses multiple qualitative measures and an architectural perspective to bridge the gap between traditional physical-space based government and the virtual-space of e-government. The research focuses on identifying salient e-government issues and explicating their implications for public encounters, public administration practitioners and scholars, and traditional government institutions. The implications of e-government on the exercise of administrative discretion, the digital divide, and policy making are explored. Select prescriptions are offered for public administration education, practitioners and scholars. E-government architecture is conceptualized along two dimensions: the normative and the aesthetic. The normative dimension refers to the extent to which certain key norms or values are fulfilled or emphasized in web site architecture while the aesthetic dimension refers to whether certain technical features of what is considered good message design or high message quality are present. The normative tradition of public administration in combination with prior e-government research is used to construct evaluation criteria for assessing latent public values contained in government web site features and content. Information architecture, information presentation, and instructional message design literature are used to construct aesthetic criteria for determining the message character of web sites. Focus groups and a survey questionnaire are used to both challenge and triangulate the web site data analysis. An argument is made for eliminating the distinction or dichotomy between the two modes of government action--traditional and that of e-government. A unification of the two is proposed as part of an overall strategy for addressing the restructuring and reorganization of extant institutional arrangements necessary to support an integrated approach to e-government and traditional service delivery. Caution is urged with respect to proposals for embedding government services and information within existing commercial and entertainment web sites lest democratic values be subordinated to financial interests.

With this work, our aim is to analyze how and why the different approaches to model and measure the Information Society have determined what is meant by the concept of access to Information and Communication Technologies and digital development. And, based on this first analysis, work on and propose a 360º digital framework that can serve policy-making while, at the same time, be able to state whether and why governments should seek to foster the development of the Information Society.
Thus, the goal of this research is to identify the relevant factors that promote digital development, to define and describe - on that basis - its different stages and to explain the causes why a particular country might therefore be classified as a digital leader or a laggard and, lastly, answer whether and why governments should foster the Information Society.
To address this goal we have split our research into three main areas:
Analyzing the available tools for measuring the digital economy; and
Defining the stages of digital development, their characteristics and their causes; in particular, isolating the role of the public sector.

In the first area of research we cover the impact of ICTs, the concepts of access and the digital divide and the need to foster digital development. Our research questions in this area are:
What is "access"? What are its components?
What are the main approaches to defining access and why?
Is there any evidence that access to ICTs has had a positive or negative impact on the general socio-economic development of a country?
Why may there be a lack of access in a particular country or region, or to use a more familiar term, a "digital divide"?
Is it worthwhile for governments to attempt to foster digital development to accelerate the positive impacts of access to ICTs?

The second research theme explores, broadly and in depth, the ways in which access, digital development and the digital divide have been measured over the years, in particular through the use of composite indices. The related research questions are as follows:
What are the main models that depict digital development?
What are the approaches that these models follow to describe digital development?
What are the consequences of the different approaches followed in defining digital development models?

The third and final research theme focuses on the different stages, or phases, of digital development, their main characteristics and the reasons why digital development at the country level might be unevenly distributed.
Can we group countries according to their different levels of digital development and thus define a comprehensive model for measuring it?
What are the characteristics that enable us to cluster together countries according to their specific level of digital development?
What are the characteristics that distinguish between different levels of digital development?
Why some countries are more digitally developed than others?

The findings and reflections arising from these research questions should enable us to test the general hypothesis that guides our research. We believe that narrow institutional interests and a lack of appropriate data have led to a biased or fragmented measurement of digital development that is often focused on specific purposes. But if digital development is conceived as a continuum and described by means of a comprehensive model, then, at the country level, it can be observed that digital development happens in stages. These stages can be characterized by common features and distinguished by the scores achieved on certain key indicators. The improvement of its general economic indicators - such as income and wealth - characterizes the progression of a country along this continuum depends mainly on. Besides these basic economic aspects, if there is an appropriate Economic Incentive Regime, strong Government prioritization of ICT and a high importance afforded to ICTs in the Government's vision of the future, then digital development is much more likely to happen. In some cases, these policies may allow leapfrogging so that a country can progress faster in its digital development than would be predicted by its general level of economic development.

Net neutrality is currently one of the most topical government policies up for debate. In the following paper, I will examine three cases in which net neutrality has been threatened by internet service providers and the Federal Communications Commission and reinforced by public interest groups, major website companies, and the public. The online regime has been a critical instrument in the outcome of all three cases, highlighting the role and influence of internet users in the virtual and physical public spheres. Some say that the battle is already lost. FCC Chairman Ajit Pai and his Republican majority in the agency are set on and have the capacity to push through legislation that will undo strict regulation of ISPs set by the Obama administration. The vote has yet to take place later this month, but the result should not detract the democratic nature and value from the decade-long debate. Net neutrality has been demonstrative of a civil society, one that uses all the tools, techniques, and platforms available to them in the fight against corporate interest. For its relation to First Amendment rights, its goals of redeeming public interest to rightful owners, and its use of new public spheres to organize civic participation, net neutrality is not only necessary for the success of the Internet, but the debate around it is also indicative of and essential to the growth of democratic debates around public policy.

Partant, il s’agira de réinsérer le droit public dans le paradigme du réseau numérique afin d’y dégager les moyens de repenser les moyens d’intervention de l’État sur les activités numériques et notamment les activités économiques numériques. This work is about the reconstruction of the public law because of digital new uses, reviewing the transformation of the main public law concepts. This in order to identify which concepts can withstand, change or disappear because digital new uses. This will be the moment to mention the new digital items, to confront their compatibility by the public law. Moreover, we will consider how the public law is able to comprehend news uses and digital reticulated communication structures. Then, the purpose of this work is to reintegrate public law into the network paradigm in order to find out the ability for the public government to take part efficiently in most digital activities and digital business activities. In this way, we will be able to design how to guide the conceptual transformation of the public law in the digital transition of the government facing new digital challenges

Cette thèse propose un examen empirique du programme de modernisation de l’État articulé en France, entre 2014 et 2017, autour du concept d’« État plateforme » et interroge l’intérêt étatique pour la modernité technologique des administrations — souvent qualifiée de numérique. Le cahier des charges confié aux modernisateurs de l’État était le suivant : simplifier la réalisation des démarches administratives des usagers, évaluer et améliorer la qualité des services publics, investir dans des équipements informatiques communs aux administrations, expérimenter de nouveaux modes de gouvernement ; le tout en faisant participer les usagers et les agents publics. Ce programme d’action ne prétendait pas transformer tout l’État, je soutiens qu’il se présenterait plutôt comme une boursoufflure technologique sur le paysage administratif, un pli. Pour rendre compte de ce nouveau monde de la modernisation et de ces conséquences politiques et matérielles, mon travail se positionne au croisement des études des sciences et des techniques, de la sociologie de l’activité et de la sociologie de l’État. À partir d’une enquête ethnographique menée dans le service du Premier ministre responsable de l’activité coordonnée de réforme de l’État, j’analyse cette modernisation en train de se faire, sous la forme alors déterminante des projets. La thèse s’ouvre sur un état des lieux des littératures sur la réforme de l’État et les phénomènes de modernisation. Elle est ensuite divisée en quatre chapitres, chacun retraçant un projet. Tous les projets instrumentés par le design, l’ergonomie, l’informatique, l’économie et la sociologie parcourent une facette de l’action coordonnée de transformation technologique de l’État, en même temps qu’ils explorent un lieu de l’État
This thesis offers an empirical examination of the programme of state modernization developed in France, between 2014 and 2017, around the concept of the ‘Platform State’. It examines the state’s interest for the technological modernity of public administrations – often labelled digital. The state modernisers’ mandate was as follows: simplify the implementation of administrative procedures, assess and improve the quality of public services for users, invest in digital infrastructure, experiment with new modes of government, involve users and public officials. This programme did not claim to transform the state as a whole. I argue that it constituted rather a technological swelling on the administrative landscape, a fold. To account for this new world of modernisation and its political and material consequences, my work is positioned at the crossroads of science and technology studies, the sociology of activity and the sociology of the state. Based on an ethnographic study carried out in the Prime Minister’s department in charge for the coordinated activity of state reform, I analyse this modernisation in-the-making as a process, and a project. The thesis starts with review of the literature on the reform of the state and the phenomena of modernisation. It is then divided into four chapters, each analysing one specific project. All projects, instrumented by design, ergonomics, computer science, economics and sociology, engage different facets of the state’s transformation, and explore different sites of the state

Políticas públicas educacionais, com o objetivo de inserir tecnologias digitais nas escolas públicas têm sido implementadas, a partir da década de 1980, em tese, a partir de um regime de cooperação e colaboração, que tem envolvido todos os níveis de governo - estadual, municipal e federal -, indústrias, empresas, escolas e universidades. Até o século XX, estas políticas eram materializadas com a implantação de laboratórios de informática, onde era disponibilizado até 20 computadores por instituição. A partir do século XXI, o governo federal começou a comprar e distribuir dispositivos móveis, como laptop e tablets. O que temos observado na implementação dessas políticas é a ausência de diálogo – entre Ministério da Educação, escolas e universidades - que desencadeia insuficiências nos projetos e programas, quanto a problemas de infraestrutura das escolas, limitações de hardware e software nos equipamentos e a velocidade insuficiente da internet, o que tem impactado diretamente nas atividades propostas/desenvolvidas nesse cotidiano. Dessa situação, brotaram nossas questões de pesquisa: quais as possibilidades de articulação entre as instâncias de governo, responsáveis por essa política, e destas com as empresas, universidades e escolas envolvidas nesse processo? As responsabilidades previstas, definidas no Projeto para cada ente federado, para implementação das suas ações estão sendo observadas? Existem relações com políticas públicas em áreas afins para fortalecimento e execução das ações pensadas para inserção das tecnologias nas escolas? Se existem, como elas acontecem? Trata-se de uma pesquisa qualitativa. Para construção das informações no campo, optamos por entrevistas, observações e pesquisa documental. A amostra foi composta por dez escolas do Estado da Bahia, participantes da fase piloto de um Projeto do governo federal, denominado Um Computador por Aluno (UCA). Dentre os resultados, destacamos: essas ações tem se constituído como política de governo e não de Estado; não há relações com políticas em áreas afins; apesar de estados e municípios terem firmado termo de cooperação técnica para implementação do Projeto, as insuficiências desses entes, no que tange a recursos financeiros, possivelmente compromete a efetivação do que foi pactuado.
ABSTRACT Educational public policies with the purpose of inserting digital technologies in public school's everyday have been implemented from the 1980s, in theory, from a regime of cooperation and collaboration, which has involved all levels of government - state, municipal and federal -, industries, companies, schools and universities. Until the twentieth century, these policies were materialized through the installation of computer labs, in which were available up to 20 computers per institution. From the twenty-first century, the federal government started buying and distributing mobile devices such as laptops and tablets.We have been observing, in the implementation of this policies, that there is a lack of dialogue - between the Ministry of Education, Schools and Universities - which triggers insufficiences in the projects and programs, regarding problems related to the schools‟ infrastructure, hardware and software limitations in the equipments, and the insufficient internet speed, which has directly impacted in the activities proposed and developed in this routine. From this situation, sprouted our research questions: What are the possibilities of coordination between levels of government, responsible for this policy, and those with companies, universities and schools involved in this process? The responsibilities foreseen, defined in the Project for each federated entity to implement their actions are being observed? Are there relationships with public policy in related areas for strengthening and execution of actions designed for insertion of technology in schools? If there are, how do they happen? This is a qualitative research, the nature of the study is focused on critical ethno-research. To the construction of information in the field, we chose interviews, observations and documentary research. The sample was consisted of all the schools in the State of Bahia, the participants of a project of the federal government in its pilot phase, known as Um Computador por Aluno (UCA). Among the results, we highlight: these actions have been established as government policy and not State; there are no relations with policy in related areas; despite of the state and municipalities enter into technical cooperation agreement for implementation of the Project, the shortcomings of these entities, in which refers to financial resources, possibly compromise the realization of what was agreed

AbstractAn important part of scientific communication nowadays is to communicate backgrounds and results of research to the interested public and to other researchers, following the general principle of ‘open science’. The part of such scientific communication oriented towards the general public is often interchangeably called, for instance, popularisation, democratisation or dissemination, to mention some of the frequent denominations. In this conceptual chapter, a continuum of categories is proposed for this type of scientific communication intended to insert some relevant differentiations. Following a knowledge communication approach with a focus on knowledge asymmetries between senders and receivers, the proposed principle is that of level of participatory ambition, that is, to what extent the researcher wants to construct the knowledge asymmetry as one allowing the non-expert to participate in the knowledge generation or not. The four-stage continuum reaches from infotainment over dissemination and popularisation to citizen science as the knowledge communication type with the highest degree of participatory ambition. The continuum is intended to be used as a basis for linguistic studies of the ways the different level of participatory ambition is affecting text formulation.

AbstractThe National Health Insurance Administration (NHIA) began a pilot telemedicine program for people in remote areas after the Ministry of Health and Welfare expanded the eligibility for telemedicine. The impact of the COVID-19 pandemic on the healthcare system also accelerated the inclusion of telemedicine in the scheme. This chapter discusses how 5G facilitates telemedicine services; for example, the virtual National Health Insurance (NHI) card could bring comprehensive medical service to more settings, such as home-based medical care, by virtualizing the identification process.The NHI played a pivotal role in Taiwan’s battle against COVID-19. Besides providing travel history, occupation, contact history, and cluster to medical providers on the NHI MediCloud systems, the NHI virtual private network system was used to distribute medical masks through contracted pharmacies in the early stage of the pandemic. Moreover, the NHIA pulled in data, including vaccination history and polymerase chain reaction test results, from the NHI database to the NHI Express app so that the public can manage their health promptly. The last part of the chapter discusses Taiwan’s successful story of opening data to the private sectors to carry out the name-based medical mask distribution system.

AbstractWord processing software evolved from rudimentary yet highly specialized tools for programmers in the early 1960s into very sophisticated but user-friendly PC applications for the general public in the 1980s and early 1990s. The history of word processing—from debugging code on teleprinter terminals in computer labs to authoring everyday documents on personal computers with graphical user interfaces—is therefore also the story of how computing technology came to the masses and how it transformed our concepts, instruments, and practices of writing. This is the first of three chapters on word processing covering the initial stage of the development. It gives a summary of the early ideas and technologies that would eventually lead to the ubiquitous writing tools available for PCs, laptops and other mobile devices today. The beginnings of word processing, however, were not as smooth as modern applications may suggest. A large set of technological innovations in both hardware and software, conceptual shifts concerning writing and novel business strategies for the computing business were needed to finally realize today’s paradigm of digital writing. The chapter’s historical account ends around 1990 with the emergence of Microsoft Word for Windows as the de facto industry standard for word processing.

AbstractThe COVID-19 policies in the education sector have been particularly diverse, often with distinct approaches adopted not only across Europe but even at the regional level within one country, for example, in Spain or Germany. Furthermore, there has been a wide range of measures depending on the level of education. While universities largely switched to online learning, nursery and primary schools that initially also faced restrictions on face-to-face learning became crucial in providing support to parents working from home in the later stage of the pandemic. School closures during the lockdown periods largely disrupted education, leading to potential long-term consequences for children and increasing existing educational inequalities. Emerging research on the impact of the COVID-19 pandemic on the education sector has shown that suspension of in-person learning has contributed to learning loss, exacerbating achievement gaps in several European countries and negatively impacted students’ well-being. At the same time, the switch to distance learning accelerated the digitalisation of education institutions and education systems across Europe, amplifying economic disparities across the countries. With digital learning becoming the dominant policy measure, supranational actors, such as the EU and the UN intensified competition for global education governance, proposing own policy solutions. This chapter discusses differences and similarities in education policy measures adopted during the COVID-19 pandemic in the countries of the European Economic Area and the role of supranational actors. It explores the country-level factors that influenced the policymaking process, such as economy, ideological stances of the government, level of education governance within the country, contrasting them with the COVID-19-related developments, such as the number of COVID-19 cases and deaths. Thus, it aims at providing an in-depth comparative examination of the emergency policymaking in the field of education during the COVID-19 pandemic.

AbstractThis paper discusses ways of collecting, storing and sharing 3D datasets of large archaeological assemblages, taking as a case study the Lepenski Vir anthropological collection. Several hundred human bones from individuals dated to Mesolithic-Neolithic have been digitalised through the use of image-based modelling, as well as volumetric and dedicated 3D scanners. The project was centred on providing undisturbed and meaningful options for accessing 3D scans of normally restrictively available physical samples, as well as establishing a base ground for further use of digital output. The results have been presented through the 3DHOP environment, providing a proxy to geometry and texture information, as well as contextual information about the finds. The authors elaborate on the workflow and storing strategies, as well as the possibilities for the public to interact with the digital catalogue. The paper also takes note of sensitivity of the digital 3D content created on the basis of archaeological record – and specifically human remains – for the process of online sharing.

AbstractDigital transformation of the German public sector is embedded in a large-scale reform focussing on digitalisation and de-bureaucratisation of public services. By 2022, 575 public services will have been digitised. Digitalisation is, however, a contested topic in Germany: modernisation efforts have been stalled resulting in backlogs and the delay of IT consolidation of outdated legacy systems. At the same time, however, innovation pockets are emerging across all levels of government. The chapter first provides an overview of the legal basis of digital transformation, centralised and decentralised organisational embeddedness of administrative responsibilities and then highlights insights into selected implementation cases.

AbstractThis two-stage study examines the perception and perspectives of experts and cooperative members on Austrian cooperatives during the Corona crisis. For this purpose, a Delphi study among experts and an online survey among members of cooperatives were conducted. The findings show that the members and experts perceive cooperatives as well positioned to meet current and future challenges. The most significant potential is seen in the agricultural and energy sectors. However, the members urge that the values traditionally ascribed to cooperatives, such as participation, promotion of the members, and democracy, should be further implemented within their cooperative and better communicated to the public. If this happens, they see a legal form well suited to underpin its advantages, for example concerning the increasing importance of sustainability issues. Members are ambivalent about digitalization. They welcome integrating digital tools if they help improve the efficiency of cooperative’s administration and business operations. However, when it comes to digital decision-making processes or general meetings, members are reluctant because they fear that this reduces direct contact between members. For them, digital tools should primarily be used as a supplement.

The access and use of the Internet in public spaces is becoming more extensive, and increasingly regarded as a transitional stage to achieving the ultimate goal of private internet access for all citizens (Viseu et al., 2006). Internet in public spaces does not only narrow the digital divide and promote digital inclusion, but is also a basic requirement for the realization of the information society. However, there may still be inequal access to information and communication technologies (ICT), especially for people with disabilities (PWDs), that has been widely overlooked. This ‘digital disability divide’ (Dobransky and Hargittai, 2006; Sachdeva et al., 2015) is widely acknowledged as affecting the equal participation of PWDs in society, hindering the construction of an inclusive society. The current academic literature related to digital inequality has focused on internet access and use of a diverse population segment, but there is deficient research on the ‘digital disability divide’, especially focusing on public ICT facilities. In order to bridge this gap and promote social inclusion, this paper takes the social model of disabilities as an objective group, exploring the public disabilities inequality theories and exclusive phenomenon through a deep literature review and onsite observation. This paper summarizes the four forms of public interactive behaviours of PWDs based on the four elements of ICT engaging with the public space from Abdel-Aziz et al. (2016). Also, a framework of public digital disability barriers that correspond with the ICT elements in public spaces has been proposed. By applying inclusive design thinking and principles, this paper identifies the deficiencies in design of existing ICT facilities. This paper also identifies and discusses key directions for improving digital disabilities inclusion in public spaces from a design policy and practical perspective. Suggestions for further study directions are also offered.

Digitalisation is gradually penetrating all spheres of society The rationale for this study is the unprecedented measures taken by the President and the Government of the Russian Federation to encourage the population to engage in physical education and sport in order to preserve and improve health and increase the life expectancy of Russians. Federal targeted programmes have made it possible to build and commission thousands of modern sports complexes. The study was primarily aimed at the elaboration and implementation of a technique of digital information and diagnostic support of mass health surveillance. The research methodology developed at our University contains three process phases: measurement, calculations, and appraisal. The implementation of these procedures allows both the individual trajectory of the complex development of each subject and the processing of unlimited amounts of information concerning normative test takers. At each stage, digital technologies are used to generate the database, to store it, to process the results obtained and to pass them on to other organisations upon demand, making the achievements of the methodology transparent and open. The scientific novelty of the research lies in the fact that the methodology, by monitoring the dynamics of individual and collective achievements, handles information on all groups of the population in a prompt, reliable and valid manner and is used by us not only to modernise the process of physical education, but also to assess the health-promoting activities of any organisation. Digitisation originated from the Internet and BigData era, entails raising the level of evidence-based decision-making in physical education and sport to a new, modern level.

This research represents sustainable building modernization model, which creates knowledge-based decision-making method for old public buildings refurbishment seeking to reach the best energy performance during the design stage. Despite the fast development and spreading standards, challenging research opportunities arise from process automation and BIM adaptation for existing buildings’ requirements. To aid decision-making, building simulation is widely used in the late design stages, but its application is still limited in the early stages in which design decisions have a major impact on final building performance. Building design is a multi-collaborator discipline, where architects influence design decisions, engineers, contractors, and building owners. Using digital systems and simulations this modernization method performs already expected building energy consumption in a quickest and economic way. This model is BIM-based where design and refurbishment are based on pre-built indicators, which allows assessing the building energy demand and eco-building parameters.

The author of the paper examines the prerequisites and factors of the formation of a new socio-technological reality – a new socio-technoworld, and features and structural components of this phenomenon. He notes that engineering and technology have always been very important for man and society, at the same time, the current stage of sociotechnogenesis is distinguished by the fact that for the first time in the history of civilizational development, technical and technological know-how are aimed at strengthening not only the physical, but also the intellectual qualities of people. That’s why the author draws his attention to a number of formal, legal, socio-cultural and value problems of the functioning of artificial intelligence systems in the structure of human and social activities. The author analyses various points of view of experts regarding advantages and disadvantages of modern digital technologies in a comparative context. He writes that the existing polyphony of views on these processes is caused by ambiguity of concepts, poorly structured base of empirical observations, lack of evidence-based long-term studies, as the problem of “man and the digital world” has been formed recently. An acute nature of these contradictions dictates the author's desire to substantiate the framework conditions for the coordinated participation of various social subjects (state, public institutions, scientific community, educational institutions and institutions of educational work) in solving a new class of problems of the rapidly developing digital world. Priority areas of this work are also highlighted.

The work highlights, albeit in a reduced form, the main concepts and legal supports that govern early childhood education in Brazil and, subsequently, we present the relationship between this stage of basic education and Digital Information and Communication Technologies. We describe the experience carried out in a kindergarten class, with students aged 4 and 5, using Artificial Intelligence to work on the field of experience “The self, the other and the us”. We conclude the report by proposing that the experience be replicated in different schools in Brazil, public or private, based on its relevance and replicability.

The public sector is under increasing pressure to deliver efficient citizen-centric services, accentuating the significance of innovative GovTech solutions. Gender disparities, however, persist in the public sector, more so in leadership positions, impeding women's capacity to co-design and implement inclusive public services. To address this imbalance, the GovStack Initiative launched the "Women in GovTech Challenge", a pioneering program aimed at supporting a more diverse and inclusive GovTech ecosystem. Drawing on relevant literature, this paper investigates the necessity for the "Women in GovTech Challenge" program. The analysis delves into the theoretical foundations that shaped the program's six-stage development and novel design, with its emphasis on moulding digital transformation leaders through mentorship-enriched, challenge-based learning experiences. The study acknowledges the need for further research, particularly on how to expand the program beyond the pilot, how to sustain it in the future, and the program's influence on participants' professional development and the broader GovTech ecosystem.

Numerous statements and pamphlets indicate that governments should increase the transparency of ICTimplementations and algorithms in eGovernment services and should encourage democratic control. This paper presents research among civil servants, suppliers and experts who play a role in the automation of spatial policymaking and planning (e.g. environment, building, sound and CO2 regulation, mobility). The case is a major digitalisation programme of that spatial planning in the Netherlands. In this digital transition, the research assumption is that public and political values such as transparency, legitimacy and (perceived) fairness are difficult to validate in the practice of the design process; policy makers tend to lose sight of the algorithms and decision trees designed during the ICT -implementation of eGovernment services. This situation would implicate a power shift towards the system level bureaucrat. i.e., the digitized execution of laws and regulations, thereby threatening democratic control. This also sets the stage for anxiety towards ICT projects and digital bureaucracies. We have investigated perceptions about ‘validation dark spots’ in the design process of the national planning platform that create unintended shifts in decision power in the context of the legal planning process. To identify these validation dark spots, 22 stakeholders were interviewed. The results partially confirm the assumption. Based on the collected data, nine validation dark spots are identified that require more attention and research.

Digital technologies, the introduction of which began in the middle of the last century and subsequently acquired significant proportions, have become the most important tool for progressive development in various areas of public life. In industry, they are a means of improving the factors of production. The progressive development of the last decades is linked to the course of the third industrial revolution. The author of the article designates the current period as a transitional period between the third and fourth industrial revolution. The article notes the accelerating growth of the global technology markets associated with the processes under consideration. The dominance of companies from the United States, with which firms from Western Europe compete, is noted. There is a weak manifestation of these trends in the Russian markets. At the same time, it is emphasized that digital transformation has been adopted in Russia as a national development goal, with the corresponding consolidation of action plans in the program for the development of the manufacturing industry. The conclusion is made about the preparatory stage of the digital transformation of the domestic industry at the present time, as well as the assumption about the possibility of achieving parity with the leading countries in this area in the event of the start of large-scale implementation of planned activities.

The government-led digital strategy in Bangladesh began well before the Covid-19 pandemic; the pandemic itself simply accelerated the digitalisation of public services globally. This report examines digital innovations across essential public services in Bangladesh, particularly those spurred on by the Covid-19 pandemic. It highlights major accountability and access outcomes, especially for marginalised groups across different capacities, identities, and geographic regions. The report looks at digitalisation experiences in key areas, including education, health, social protection, accountability, and addressing violence against women. While the pandemic accelerated these efforts, it also revealed persistent digital inequalities in terms of access, capacity, and structural factors such as human capital, political economy, and social and cultural norms. Rather than framing technology as an automatically efficiency-enhancing tool, the report illustrates on the ground realities and constructs a more nuanced perspective. It positions technology as an enabler in realising better futures together, while also underscoring challenges around digital rights and government oversight. The report calls for deliberative approaches in designing digital public services, enabling digital ethics in regulation, and gathering critical data on minority groups, connectivity, and actual digital service users. This frames technology as part of a broader, inclusive development agenda, rather than an ends in itself.

The food services sector has been evolving rapidly over the past decade, accelerated by the Covid-19 pandemic. The traditional linear model of food producers selling through wholesalers to brick and mortar retailers, restaurants and hospitality venues is increasingly being displaced by complex interactive digital ecosystems of online food services providers. Consumers are increasingly able to access food directly at various stages along the traditional value chain via interaction with digital platforms and rapid home-delivery networks, realising greater convenience, more variety in food products and services from a dynamic start-up scene, and overall enhanced value. FSA needs to stay abreast of these changes and develop regulatory responses to ensure these innovations are aligned with the public good and do not compromise food safety and public health.

In 2020, ARL’s Advocacy and Public Policy Committee launched a digital rights initiative focused on understanding and safeguarding the full stack of research libraries’ rights: to acquire and lend digital content to fulfill libraries’ functions in research, teaching, and learning; to provide accessible works to people with print disabilities; and to fulfill libraries’ collective preservation function for enduring access to scholarly and cultural works. Our objective is to make sure that these rights are well understood by research libraries, by Congress, by the US Copyright Office, and by the courts. This report discusses licenses and contracts for digital content in the context of the US Copyright Act. The report presents advocacy and public policy strategies, such as rights-saving clauses, open access, state strategies, and federal exemptions. The report concludes with next steps, including a test case and ARL strategies.

In the literature on Philippine public procurement, knowledge gaps exist in terms of coverage of the period of reform implementation and the scope of reform application. This study helps close these gaps by analyzing Philippine public procurement history up to the years of application of the 2016 implementing rules and regulations of the General Procurement Act and using data for the usual three procurement categories: civil works, consulting services, and goods procurement. It also suggests a logit model of procurement specifically for the Philippines, given the available data in the Philippine Government Electronic Procurement System (PhilGEPS). The study finds that persistent issues include delays in procurement, non-conformance with procedures, poor bid design and evaluation, weak capacity to implement procurement procedures, and corruption. It also describes new challenges, such as the use of digital payments and the promotion of innovations. Running the logit model using PhilGEPS data, the study finds a general tendency toward weaker competition despite the 2016 reforms. The study then offers recommendations to improve the PhilGEPS, minimize corruption, improve procurement capacity, and address emerging challenges. It also recommends future areas of research, namely, procurement policies outside the GPRA, bid rigging, red flags of corruption, and procurement of scientific, scholarly, or artistic work.

Digital transformation in water utilities can provide numerous benefits for the utilities themselves and the customers they serve. There are many factors that impact an organizations ability to implement digital strategies, such as access to infrastructure and capital, cultural expectations, awareness of new and innovative technologies, and technical skills. The research identified two pressing challenges: access to financial capital and access to skilled labor. It also revealed opportunities to focus on improving sensing systems for water assets, the speed of internal information communication, closing the Knowing-Doing gap, and using digital technologies to improve customer education with regard to water and wastewater issues. The paper also provides potential creative investment approaches for Caribbean utilities. These include new ways to engage with development banks, private microproject funds, and public-private partnerships to improve operational efficiency and revenue generation for utilities in the region. The target audience is anyone interested in the Caribbean utility sector, with a particular focus on stakeholders in the innovation ecosystem.

Digital technologies can boost regional and sectoral productivity, yet firms in Latin American and Caribbean (LAC) countries are experiencing shortfalls in digital uptake and innovation. This is partly due to a scarcity of knowledge suppliers able to respond to the region's or countries' diverse needs. Digital innovation hubs (DIHs) can offer a collaborative, location-based approach and address these gaps. This study analyzes data from over 300 DIHs in Europe, revealing that university-affiliated DIHs offer sophisticated services, such as collaborative research and testing facilities, while industry-affiliated DIHs focus on activities closer to the market, including mentoring and ecosystem building. Three case studies show that establishing a DIH is not achieved overnight but is instead a learning and improvement process; that a DIH evolves in response to regional needs and assets; and that DIHs require reliable funding for their development, particularly public financing, in their early stages. Hence, LAC policymakers should take in to account the need for a context-sensitive, context-adaptive strategy when promoting DIHs as a tool for public policy. Voucher programs and regional policies for productive development, such as smart specialization strategies, could also refine and mobilize the demand for specific digital technologies, facilitating the establishment of DIH-type initiatives.

The Institute for Policy & Social Research (IPSR) at the University of Kansas received funding from the Economic Development Administration at the U.S. Department of Commerce under the CARES Act to study broadband access in the state of Kansas. To conduct this study, IPSR examined existing data, fielded our own survey of broadband speeds and access, conducted focus groups, and commissioned a chapter on the digital divide within the state of Kansas. The report discusses available data sources and introduces the speed test data collected by IPSR in order to map the broadband access landscape in Kansas. Along with speed tests, the Kansas broadband survey collected information regarding broadband access, adequacy, affordability and satisfaction. The survey data were enhanced by interviews and focus groups that allowed Kansans to share their struggles with internet access in their own words. The report also investigates digital equity using surveys and interviews conducted at public libraries that revealed the challenges faced by library patrons, including lack of digital access and literacy. The report that is summarized below indicates a rural-urban digital divide in terms of access, affordability, and satisfaction with broadband services. The data in this report indicate that up to 1,000,000 Kansans live in regions that lack access to highspeed broadband services, now considered to be 100 megabits per second (Mbps) download and 20 Mbps upload (100/20). Close to half of survey respondents (46%) report dissatisfaction with broadband services.
