Résumé :
Separatism in Great Britain is one of the biggest problems. It is closely connected with the building of the British Empire and continues to exist as a cause of it disintegration. Home and internationalcauses of separatism in Great Britain are detected in this article. One concerns home affairs and deals with the processes of separation of Northern Ireland and Scotland from Britain. The other lies in thesphere of international affairs and deals with the exit of Great Britain from European Union. The background of these processes has been analyzed and was proved that military actions have not beensuccessful. The best way is the three parts negotiations and compromises from the metropolitan state. It was exposed that to solve issues of international affairs such as separation of Great Britain from EUat the same time with separatism movements at home gives the latters the opportunity to leave metropolis and gain independence.

Résumé :
The article reveals development and essential changes of higher education in Great Britain in XX–XXI centuries. During last century Great Britain higher education system has changed dramatically – from elite higher education in the beginning of XX century, which was available for very small part of society, to mass higher education with variety of institutions and education programs. Nowadays there is almost half of Great Britain population (of certain age group) obtaining higher education certificate or diploma. The junction of XX and XXI centuries was signed with significant shift in the gender structure of higher education students: more women obtained fist university degree than men. Ten years later the same was recorded in higher degrees. The intense change of Great Britain higher education from elite to mass inevitably influenced the higher education finance sector. Great Britain used to cover all expenses of higher education from the budget. However, the financial crises occurred in the last decade of XX century, and the government was forced to seek for new financing models of higher education. First time in Great Britain higher education history the tuition fee was introduced. Striving to ensure the higher education accessibility for all social groups in Great Britain, the tuition fees were complemented with the grants and loans with special repayment (or without) conditions. Nevertheless, the financial reform, started in 1998, already was changed several times and has raised lots of critics. Along with the financial reform Great Britain deals with the higher education quality issues. There was no essential discussions about higher education quality in the beginning of the XX century as it was elite higher education. Moving to the mass higher education with variety of institutions and dramatically growing student number, the quality question becomes relevant. Despite the owning the largest number of worldwide level elite universities in Europe, Great Britain seeks to ensure the quality in all higher education institutions in the country. Therefore the Quality Assurance Agency for Higher Education was established. The Agency puts students and the public interest at the center of everything they do. Great Britain higher education quality policy is implemented basing on the Quality Code for Higher Education.

Résumé :
Abstract The article deals with legal enforcement of teacher education in Great Britain. It has been found out that in Great Britain, the sources of education legislation are statutes and acts adopted by British government. All current statutes relating to education are classified either as public or private. Public laws contain general rules, that is, designed for all individuals and for repeated application. They operate throughout the country, addressed to all subjects of educational relations. Private statutes accumulate private norms, which refer to specific legal entities or individuals and contain strictly defined directives for them. They are addressed to a particular country or specific organization or group of individuals. It has been indicated that the system of education legislation in Great Britain in the context of teacher education is provided by a range of legal acts, such as the Education Reform Act of 1988, the Further and Higher Education Act of 1992, by the Teaching and Higher Education Act of 1998, The Education Act 2002, The Education Act of 2005, The Education and Inspections Act of 2006, The Education and Skills Act of 2008, The Education Act of 2011, The Education and Adoption Act 2016, The Higher Education and Research Act 2017 as well as legal acts of European authorities. It has been concluded that the orientation of the content of British legal acts toward quality teacher training should be successfully implemented into Ukrainian education legislation so that the national system of teacher training may be improved. It has been suggested that the prospects for further researchers are seen in studying the legal enforcement of teacher education in leading European countries (Sweden, the Netherlands, Germany, France, Switzerland etc.).

Résumé :
Public diplomacy of Great Britain is one of the most developed in the EU and in the world. The United Kingdom has developed an extremely efficient public diplomacy mechanism which includes BBC World Service (which due to its popularity boosts the reputation and the image of Great Britain), Chevening Scholarships (provides outstanding foreign students with opportunity to study in Great Britain and thus establishes long-lasting relations with public opinion leaders and foreign countries elite) and the British Council, which deals with international diplomatic ties in the field of culture. The British Council is a unique organization. Being technically independent, it actively and efficiently works on consolidating Great Britain’s interests in the world and contributes to the development of public diplomacy in Great Britain. The author studies the efforts of the British Council as a unique public diplomacy tool of the United Kingdom. Special attention is paid to the role of British Council, which is independent of the governing board and at the same time finds itself under the influence of the latter due to the peculiarities of the appointment of Board’s officials, financing etc. The author concludes that the British Council is a unique organization established in 1934, which is a non-departmental state body, charitable organization and public corporation, technically independent of the government. The British Council, thanks to its commercial activities covers the lack of public funding caused by the policy of economy conducted by the government. It has good practices in this field worth paying attention by other countries. It is also worth mentioning that the increment in profit was getting higher last year, however the issue of increasing the influence of the government on the activities of British Council is still disputable. Although the Foreign Minister officially reports to the parliament on the activities of the British Council, approves the appointment of the leaders of organizations, the British Council preserves its independence of the government, which makes it more popular abroad, and makes positive influence on the world image of Great Britain. The efficiency of the British Council efforts on fulfillment of targets of the United Kingdom public diplomacy is unquestionable, no matter how it calls its activities: whether it is a cultural relations establishment or a cultural diplomacy implementation. Keywords: The British Council, public diplomacy, cultural diplomacy, cultural relations, Foreign Office, Her Majesty’s Government, official assistance for development

This thesis follows the evolution and transmission of the Green New Deal concept through time and space by examining the British, Irish and Northern Irish Green New Deal documents from a comparative perspective. It uses quantitative and qualitative methods including Corpus Linguistics, Critical Discourse Analysis and the collection of elite oral history interviews to respond to the guiding question, “How can the discourses and embedded ideologies of the Green New Deals of the Republic of Ireland, Great Britain and Northern Ireland be understood in relation to one another and their respective contexts?”. The thesis explores the influence of contexts and groups on the discourses and ideological contents of the Green New Deal texts, ultimately finding that though the Green New Deals have the potential to act as transitional documents in a move towards a just green political economy, further work must be done to develop key themes in the texts and ensure they realise their transformative potential rather than simply reinforcing currently dominant ideologies

Résumé :
Chapter 5 deals with the codification of international maritime law at the second Hague peace conference and the London naval conference. In addition, it is concerned with Great Britain’s position on the process of codification, as well as how Great Britain shaped an international legal order as guidance in a future maritime conflict. As the foremost sea power at the time, Great Britain not only possessed the most comprehensive state practice on international maritime law but also significantly influenced the process of codification. The chapter illuminates Great Britain’s preparatory work for the conferences and evaluates the importance of state practice for the process of codification. The three topics which were particularly important for Great Britain are treated in detail in this chapter: blockade, contraband, and neutrality. Although the Declaration of London provided a comprehensive legal framework, it also illustrated the challenges and limitations of codification with regard to a future maritime conflict.

Résumé :
Abstract The chapter describes the many, mostly violent, trade wars and instances of economic warfare from around 1500 to 1956, the year of the Suez Crisis. It shows the predatory European expansion into the Americas, Asia, and Africa, and the attending introduction of mass slavery. It deals with the East India Company and its Dutch equivalent. It shows that China and Russia expanded their empires, too. It concentrates, though, on the experience and example of Great Britain, because that country proved exceptionally successful in trade and economic warfare, and formed the entire international system during the nineteenth century. It shows how geography, institutional reforms like the rule of law and reliable finance, naval mastery and the fortunes of war, progress in ideas about trade, and the industrial revolution, all helped Britain to achieve its towering position, and how in the twentieth century the United States took over most of Britain’s former role.

Résumé :
This article deals with the foundation of the Communist Party of Britain (CPB), a 1988 split from the Communist Party of Great Britain (CPGB), which was overseen by a group around Tony Chater, whom had earlier been involved with splitting the Morning Star newspaper away from the CPGB. The CPB was unsuccessful in uniting its preferred constituency, party trade unionists; and appears to have alienated many CPGB oppositionists due to its tactics and agitation for a split. It did manage to group together wider layers of people who had been oppositionists in the old CPGB as the 1990s wore on but, by the middle of the decade, this process had pushed initial leadership figures such as Mike Hicks, Mary Rosser and others into hostility towards those who were perceived to have been oppositional rivals in the 1980s. Thus, the divisions in the CPGB at the foundation of the CPB cast a long political shadow.

Résumé :
The article deals with the issue of accent discrimination – the focus on prejudice against regional accents. It has been noted that lack of regional lexicon is one of the main reasons as to why ‘accentism’ is still going strong. It has been articulated that the reasons for glottophobia are hegemony of the monolingualism in France and class divisions in Britain that can lead to a skewed view of the world. Examples of accent bias are given. It has been found that there is currently no legislation to protect someone from accent discrimination. It has been studied that ‘Received Pronunciation’ or the ‘Queen’s English’ in Britain and standardized French in France seem to sound ‘very intelligent’ and it is a wide held view. It is being identified that academic institutions still support the idea of a single language model and accent prejudice. It has been concluded that in multicultural and multilingual Britain and France the solution is reasonable accommodation. It is required that the speaker is to make themselves understood whatever accent they choose.

Focussing upon one group of workers, Nicole Robertson deals with the Association for Women’s Clerks and Secretaries (AWCS), which emerged in 1912 from earlier roots to become an all-female trade union representing lower middle-class female clerks. Concentrating upon the First World War and the immediate post-war years she establishes that female clerkship was already well established before the Great War, that the AWCS fought against inequalities unemployment and the inequalities of pay but gradually became much more involved in the fight for equality and justice, and was part of a feminist movement which did not, as many writers have suggested, fall away during the Great War and afterwards. Above all, Robertson’s work challenges the view that there was a lack of collective identity and action amongst the lower middle classes in early twentieth-century Britain.

This chapter provides an introduction to the history of the infrastructures of modernity in India that begins during the era of the Indian Mutiny, the end of rule by the East India Company and that coincides with direct rule from Great Britain. It deals with the varied interpretation of colonial information infrastructures in India, highlights in particular the advent of railways and the telegraph, and the ways in which infrastructure as spectacle reinforced the conceits to do with imperial prowess, ingenuity, and superiority. It also highlights the fact that even in colonial times, infrastructures were contested—with the Sepoy Mutiny of 1857 as a potent example of deliberate attempts made by “natives” to subvert and curb the uses of railways and the telegraph as a means to control native populations.

Abstract The British delegation was led by her Foreign Secretary, Lord Curzon, formerly Viceroy of India. He stayed on despite a change of government in London. The fall of Lloyd George ensured that Britain would not risk going to war in defense of her just-defeated Greek ally. Curzon succeeded in achieving three objectives. He internationalized the Straits; he separated the new Turkey from an alliance with the Soviet Union, and he postponed the final disposition of the city of Mosul until the League of Nations would deal with it a year later, as it happened in a manner favorable to Britain. But the reconfiguration of imperial power at Lausanne disclosed how deeply wounded Britain was by the costs of war and by the clear separation of the foreign policy of France and Italy from that of Britain.

Résumé :
The article deals with the specific features of the development of the party and political system of Great Britain in the XIXth century. The author emphasizes the role of the parliamentary reform of 1832, which marked the beginning of serious transformations of the parliamentary system of the state. As a result, there was a transformation of the bipartisan tandem of “Whig – Tory” into a bunch of “Liberals – Conservatives”. It is also argued that by the end of the XIXth century mass political parties of the modern type were created in Great Britain.

My contribution deals with the issue concerning the question arising on the applicable law in and after the transition period set in the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community. The aim of this contribution is to analyze how the English and European laws simultaneously influence one another. This analyzation will lead to the prognosis of the impact Brexit will have on the applicable English law before English courts and the courts of the states of the European Union. The main key question is the role of lex fori in English law. Will English law tend to return to common law rules post-Brexit, and prefer the lex fori?

Résumé :
Researchers and practitioners have been modeling the street networks of metropolitan and geographical regions using space syntax or configurational analysis since the late 1990s and early 2000s. Some models even extend to a national scale. A few examples include the island of Great Britain, within the national boundaries of England, over half of the Combined Statistical Area of Metropolitan Chicago and the entirety of Chatham County, Georgia and the City of Savannah in the USA, and the Chiang-rai Special Economic Zone in northern Thailand bordering Myanmar and Laos. Researchers at Qatar University constructed a space syntax model of Metropolitan Doha in 2018. It covered a land area of 650 km2 , encompassing over 24,000 streets, and approximately eighty-five percent (~85%) of the total population (~2.8 million) in Qatar. In a short time, this model led to a deeper understanding of spatial structure at the metropolitan and neighborhood level in Doha compared to other cities of the world, especially in the Gulf Cooperation Council region. The paper presents the initial results of expanding this model to the State of Qatar, which provides ideal conditions for this type of large-scale modeling using space syntax. It occupies the Qatari Peninsula on the Arabian Peninsula adjacent to the Arabian/Persian Gulf, offering natural boundaries on three sides. Qatar also shares only a single border with another country to the southwest, which Saudi Arabia closed due to the current diplomatic blockade. The expanded model includes all settlements and outlying regions such as Al Ruwais and Fuwayriţ in the far north, Al Khor and the Industrial City of Ras Laffan in the northeast, and Durkan and Zekreet in the west. Space syntax is serving as the analytical basis for research into the effect of the newly opened rail transportation systems on Doha's urban street network. Researchers are also utilizing space syntax to study micro-scale spatial networks for pedestrians in Souq Waqif, Souq Wakra, and other Doha neighborhoods. The paper gives a brief overview of this research's current state with an emphasis on urban studies.

Résumé :
European Groupings of Territorial Cooperation (EGTCs) were set up to facilitate cross-border, transnational and interregional cooperation between Member States or their regional and local authorities. EGTCs enable these partners to implement joint projects, share expertise and improve coordination of spatial planning. Unlike the older cooperation structures which governed cross-border, transnational and interregional cooperation before 2007, the European Grouping of Territorial Cooperation is a legal entity and as such, will enable regional and local authorities from different European states, to set up cooperation groupings with a legal personality. The contribution deals with an analysis of European Grouping of Territorial Cooperation, new form of cross-border cooperation in the European Union. The main objective of the submitted contribution is to analyse historical development of this cooperation between years 2008–2022, based on own research and study of relevant Committee of Regions documents (for example EGTC Monitoring Report). The assessment of the EGTC can be described as a comparative time and space analysis, because different units are being compared not just in time, but also from the point of view of their geographical location. The contribution discussed the growing relevance of the EGTC as instrument of regional development, uneven development in individual countries (Hungary, France, Slovakia x Scandinavia, the Baltic States, Great Britain and Ireland), terminological problems and validity of EGTC databases.

Résumé :
There is a great need for Master-Craftsmen who are highly valued in industry locally but are not afforded the same recognition as in Germany, so in order to encourage more applicants a bridging progression to a Bachelor’s degree should be devised. There are several paths to the education of engineers. Traditionally students of engineering attend secondary school from which they matriculate to a tertiary institution. In many countries candidates may opt to do an Associate degree articulating to a Bachelor’s degree. However, in some countries, it is possible to become an engineer without a traditional degree, usually in a more practically-oriented apprenticeship programme. In Britain for example, such candidates complete National Vocational Qualifications(NVQs) in engineering while working at a company. NVQs typically range from Level 1 to Level 8, Levels 6 and 7 being equivalent to Bachelor’s and taught Master’s degrees respectively. In Germany, there is also an alternative qualification to the Bachelor’s degree, the more practically-oriented Meister (Master-Craftsman in English), both of which are equally recognized and respected professionally and are both pegged at Level 6 in the 8-Level German National Qualifications Framework (NQF). The MIC Institute of Technology has adopted a Master-Craftsman programme which is accredited by the German Chamber of Crafts and Trades. Candidates have to first complete the (trimester) Journeyman programme comprising three years, about 50% of which comprise industrial attachments/internships. Successful Journeyman graduates can progress to the Master-Craftsman qualification by completing an extra (trimester) year of study. This paper deals with the progression of Master-Craftsman graduates, through advanced placement, in a Bachelor of Technology programme. The Master-Craftsman curricula have to be mapped against a typical Bachelor of Technology programme to determine the gaps in mathematical, theoretical and other areas and mechanisms to fill any gaps.

Résumé :
Abstract This paper deals with technologies used for decommissioning and decontamination of the A-1 Nuclear Power Plant in Slovakia and their comparison with advanced worldwide approaches. Present status and main results in the field of D&D of this first Czechoslovak NPP A-1 at Jaslovské Bohunice are described. NPP A-1 has one unit with reactor cooled by CO2 and moderated by heavy water. Plant was in operation from 1972 to 1977 and its final shutdown and closure were done due to relatively serious accident. The A-1 NPP Decommissioning Project – I. phase is performed at the present time and represents the most important project of NPP decommissioning in Central Europe. The main goal of the project is to achieve radiologically safe status of the NPP. It includes following activities: • conditioning, storage and disposal of liquid radioactive waste, solid and metallic radioactive waste, sludge and sorbents, • development, manufacture and verification of advanced methodologies and technologies for D&D of nuclear facilities, • decontamination of specified equipment and structures to reduce free activity, • technical support and preparation of following phases within the A-1 NPP overall decommissioning process. The project should give the complex solution of problems related to decommissioning and decontamination of NPPs in Slovakia. Verified methodology and technology should be used as a generic approach for decommissioning of the V-1, V-2 (Jaslovské Bohunice) and Mochovce Nuclear Power Plants as well as the other European NPPs with WWER reactors. Significant part of paper deals with following issues within D&D of the A-1 NPP: • computer aided technologies, • decontamination, • dismantling, demolishing and remote handling manipulators, • dosimetry measurements within D&D, • radioactive waste management. This paper also includes basic comparison with advanced worldwide approaches to decommissioning and decontamination mainly in USA, Japan and West Europe and the recommendations are done when it is possible. The comparison shows that trends in the field of D&D in the Slovak Republic are compatible and comparable with the most significant world trends. It is noted that some sorts of D&D technologies like for example telerobotic systems developed in the world are at the relatively higher technical level. Decommissioning technologies in Slovakia should be permanently improved on the base of experiences from home and abroad industry and from the real operation. It is supposed that after short time could be achieved technical level comparable with the best D&D robots and manipulators. A basic strategy of NPP decommissioning in the Slovak Republic is regulated by standards, which are in accordance with recommendations of international bodies like the International Atomic Energy Agency, European Commission, U.S. Nuclear Regulatory Commission, OECD Nuclear Energy Agency etc. In the field of NPP D&D the Slovak Republic co-operates with many international organizations and also with main active countries in D&D like Germany, France, Belgium, Great Britain, USA, Japan, Russian Federation, Hungary, Poland and Czech Republic. Intensive international co-operation at all levels has already been established at the present time.

Résumé :
European Council Directive 85/337/EEC, as amended by Council Directive 97/11/EC, sets out a framework for the assessment of the effects of certain public and private projects on the environment. It is known as the Environmental Impact Assessment (EIA) Directive. The Directive is implemented in Great Britain (GB) for the dismantling or decommissioning of nuclear power stations and other nuclear reactor by the Nuclear Reactors (Environmental Impact Assessment for Decommissioning) Regulations 1999 (EIADR99). The Health and Safety Executive (HSE) is the competent authority for EIADR99 in GB, and has carried out public consultations on environmental statements that accompanied applications for consent to carry out decommissioning projects at two nuclear power stations in GB. HSE understands that these applications for consent are some of the first under the revised EIA Directive. HSE has developed a strategy for managing applications for consents under EIADR99. This strategy covers two main areas. The first area is public involvement, including identifying a large number of organisations in addition to the consultation bodies identified in the Regulations, providing information through the internet, and making responses to the consultation process publicly available. The second area is interfaces with legislation and Government policy, including town and country planning legislation, related health, safety and environment legislation, and decommissioning timetables. Experiences of implementing the strategy to deal with the environmental statements are described.
