Résumé :
Purpose The purpose of this paper is to explore the antecedents of development idiosyncratic deals (i-deals) from an organizational politics and a situationist perspective. The paper tests a moderated mediation model in which networking skills is indirectly related to development i-deal in a context of high hierarchical plateau. Design/methodology/approach The authors test the research model with a sample of 252 engineers, 88 percent male, who work in an economically wealthy region of France and who are thus well positioned to negotiate development i-deals. Findings The authors lead analyses with the Preacher et al.’s macros on SPSS. Results support the hypotheses. The authors find that support-seeking behaviors partially mediate the relationship between networking skills and development i-deals, and that this relationship is significant only in a context of high plateauing. Originality/value Overall, this study contributes to a deeper understanding of i-deal antecedents by bridging the literatures on i-deals and careers. It also shows that socially skilled employees are able to seek support and in turn, to proactively negotiate development i-deals. This process is a way to cope with perceptions of hierarchical plateau.

Mitrofanova, O. « Experience and Peculiarities of Reconciliation of Contradictions between Germany and France ». Problems of World History, no 15 (14 septembre 2021) : 106–24. http://dx.doi.org/10.46869/2707-6776-2021-15-5.

Résumé :
The article is devoted to the study of the experience and peculiarities of reconciliation of contradictions between Germany and France. The positions of the Presidents of France and Chancellors of the Federal Republic of Germany regarding the theoretical foundations and practical steps of the implementation of French-German reconciliation are studied. This paper deals with the problem of Alsace-Lorraine, a region with a border identity, which repeatedly became the cause of Franco-German disputes and passed from one state to another. The role of the individual in overcoming the contradictions between Germany and France is highlighted. The factor of European integration is considered, which not only contributed to the reconciliation of contradictions between Germany and France, but also turned the two states into leaders of a united Europe. The Elysee Treaty and its implementation were analyzed. The military cooperation between France and Germany is investigated. The problem of historical memory and the desire to reconcile the contradictions between Germany and France are revealed. It is proved that the experience and peculiarities of reconciliation of contradictions between Germany and France testify to the fact that the real reconciliation of the two leading states directed their efforts towards a more global goal – the creation of a common Europe. It was concluded that the mechanisms for achieving Franco-German reconciliation are interesting for studying and borrowing, taking into account national characteristics in the reconciliation of other European countries, and regions with borderline identities. The French-German experience may be useful for application in Polish-Ukrainian relations. The main conclusion from the analysis of the experience and the peculiarities of reconciling the contradictions between Germany and France is that their implementation led to unexpected and far-reaching consequences that once seemed just a dream. At the beginning of European integration in the 50s of the twentieth century, it was difficult to imagine the contemporary EU with its common currency, the Schengen area, developed economy, social programs. Franco-German reconciliation was transformed into the fruitful work of the Franco-German tandem, on the success of which depends not only the future of France and Germany, but the evolution of the entire united Europe.

This paper retraces the author’s personal experience of the COVID-19 lockdown from March to July 2020 at the Franco-German border from a threefold perspective: that of a cross-border worker living in Kehl, Germany, and working in Strasbourg, France; that of a Franco-German citizen with a family and children of both French and German nationality; and that of a researcher specialized in border studies. The paper deals with national re-bordering policies and their direct personal and psychological consequences for borderlanders, and also questions whether such measures are adequate to contain the pandemic, especially in a context of European Union integration which is based on the principle of a “Europe without borders”.

Résumé :
The objective of this article is to analyze the consequences of the political, social, and economic ruptures of Yugoslavia and France on the trajectories of Yugoslavs recruited by the Peugeot company in France after the the 1965 Franco-Yugoslav bilateral agreement on the employment of temporary labor. Using a monographic approach to the case of the employment area of Sochaux, it is clear that (post-)Yugoslav workers went through periods of upheaval and even disillusionment after their arrival in France. This study mainly deals with a generation of men born in the 1940s and 1950s and recruited by Peugeot from 1965 onwards, but also includes other members of the family and the plurality of generations. The history of Yugoslav immigration to France has rarely been the subject of research, although studying it makes it possible to analyze relations between a western country and a communist country and the consequences of the breakup of a country for emigrants living abroad. To do so, this article relies on archival sources (files on foreigners kept in the archives of prefectures, archives of associations, and the Peugeot company’s archives) and on interviews with former workers.

Abstract The article deals with the history of state exception in France since the Algerian War. From this point of view, what is happening in France falls into two overlapping genealogies of exception: a colonial genealogy of exceptionalist logics, in which Algeria plays a central part; and a more metropolitan genealogy of political repression that could be traced back to the monarchy. The author thus divides her remarks into three sections. First, she addresses the double genealogy of exception in France; second, the discriminatory character of the exception; and last, the normalization of exception.

Résumé :
Abstract Francisco Oller was one of the most distinguished and influential artists to emerge from the Caribbean in the mid-nineteenth century. Often referred to as the painter of Puerto Rico, he is most noted for his depictions of everyday life on the island, landscapes, still lifes, portraits, and history paintings. However, his four lengthy journeys to Spain and France throughout his life indelibly marked his artistic production. This essay reconsiders the impact of French art on Oller. It deals with two heretofore unstudied paintings (both in private collections). A tabletop still life with peonies and other flowers reminds us of his interest in Henri Fantin-Latour and his contemporaries in Paris. Oller’s small but panoramic landscape of the pilgrimage shrine to Our Lady of Lourdes in southern France opens up questions regarding the artist’s own religious leanings and his interest in depicting public spaces.

The article deals with the edict of Fontainebleau, signed by Louis XIV on October 17, 1685 and registered five days later by the Paris Parliament, which drew a line under the policy of religious tolerance in France at that time. The text of the edict is published in Russian for the first time (Annex № 1). Thanks to Henry IV and his edict of Nantes (1598), France became the only country that legally recognized religious dissociation, which allowed to complete the religious war that exhausted the state. The edict of Nantes was called "eternal" and "irrevocable". Edict Fontainebleau, who abolished it, initiated a gradual transfer of leadership from France to the UK and, more broadly, to the Anglo-Saxon world. This transition was accompanied by a change in the model of governance in France: the decline of the absolute monarchy and attempts to establish a constitutional monarchy.

He article deals with the peculiarities of Belgian verbs at different levels of the linguistic system. The author focuses on the analysis of four types of verbs: verbs not used in France, such as borrowings from the Dutch language; archaic verbs; verbs that function in France, but have a different form of expression, and verbs that are used in France, but are used in other syntactic constructions. Belgian verbs are studied in various constructions, the most common of which correspond to transitive/non-transitive models with a subject and a direct object. As a result of this study, the author concludes that the Belgian national version of French differs from the French of the metropolis, and that these differences manifest themselves at the lexico-grammatical and syntactic levels of the language system.

Résumé :
Clean energy transition is one of major transformation processes in the EU. There are different approaches among EU countries to decarbonization of their energy systems. The article deals with clean energy transition in France with the emphasis on power generation. While this transformation process is in line with similar developments in the EU, the Franch case has its distinct nature due to nuclear power domination in electricity production there. It represents a challenge for the current model as the transition is linked to a sharp drop of nuclear share in the power mix. It is important to understand the trajectory of further clean energy transition in France and its ultimate model. The article reviews the historical roots of the current model (which stems from Messmer plan of the 1970-es) and its development over years, as well as assesses its drawbacks and merits in order to outline possible future prospects. The conclusion is that the desired reduction of nuclear energy is linked not solely to greening process but has a complex of reasons, the ageing of nuclear reactors being one of them. Nuclear power remains an important low-carbon technology allowing France to achieve carbon neutrality by 2050. A desired future energy model in France can be understood based on the analysis of new legislation and government action plans. The targeted model is expected to balance of nuclear and green energy in the generation mix in 50% to 40% proportion by 2035, with the rest left to gas power generation. Being pragmatic, French government aims at partial nuclear reactors shut down provided that this will not lead to the rise of GHG emissions, energy market distortions, or electricity price hikes. The balanced French model is believed to be a softer and socially comfortable option of low-carbon model.

Next the author deals with the Roma as a national minority living in France, where it is not yet recognised as equal to other national or ethnic communities. Even though Romany people are protected by law, their legal status is unstable due to their cultural dissimilarity. Numerous dilemmas arise, thus making it difficult to accept any official recognition of the Roma as a supranational or national minority.Relations between France and the European Union have deteriorated since the incident connected with the Roma deportations in 2010. There have been many accusations aimed at the French authorities, and also a threat of bringing proceedings against France before the Court of Justice. The EU strongly condemned France and its immigration policy. This, however, did not change French attitudes towards the Roma. The reaction of the EU did not result in a sudden change in French legislation which aims at preventing an influx of immigrants. In addition, France has introduced special acts to protect the country from a return influx of the Roma minority. The Directive on the free movement of citizens between EU countries has not been fully enforced in France. In the ensuing situation, the ratification of this document will occur in 2011.

Résumé :
This article reflects on the history of medicine as an academic discipline. It analyzes in particular the debates that took place in France between the second half of the 20th and the beginning of the 21st century. The first part recalls the main features of the discussions about the history of medicine since it was identified as an autonomous discipline up to the epistemological turn that, in the middle of the 19th century, opposed partisans of a “philological and scientific” to partisans of a “heroic” history of medicine. The second part deals with the debates that began in France in the 1960s-1970s over the legitimacy of a history of medicine written by physicians, and the foundation of a history of medicine written by professional historians. The third part proposes a reflection on the future of research and teaching in this field in France, and highlights the need for cooperation between physicians and specialists in the human and social sciences.

Résumé :
AbstractThis paper presents the state of research on Hobbes in France these last 7-8 years. First of all, it explains how the generation of forerunners in the 1970s and 1980s has been replaced by the birth of a vigorous French school of Hobbes scholars in the 1990s and then by a new generation of academics during the recent years. The first part of this paper deals with the institutions and the institutional life concerned with Hobbes in France (Centre Hobbes, Groupe Hobbes, conferences, etc.). The second part is devoted to eight recent monographs on the English philosopher. The third one is focused on various collections of papers as well as special issues. The fourth part reckons five recent translations into French of some of Hobbes's works (Elements of Law, Latin Leviathan, Vitae, De cive). The whole gives a complete account of the intense activity of scholars on Hobbes in France today, including works that are about to be published.

Résumé :
This article deals with varieties of sponsorship, with regulation, with the number and types of programs sponsored on terrestrial television, and with the types of advertisers who sponsor them. In France, the 1980s were characterised by expansion and experimentation in sponsorship which outpaced regulation; by contrast, the first network program sponsorship in the United Kingdom was in 1989. The effect of the European legislation of 1989 was to tighten control in France and ease the regulatory framework in the United Kingdom. However, the perceived power of commercials and the strict regime imposed by the British ITC Code of Television Sponsorship, although further liberalised in 1997, continue to limit the penetration of sponsorship in the United Kingdom, Given that in 1995 only 2 per cent of television's advertising income in Britain, and 6 per cent in France, came from sponsorship, there is no evidence to date that sponsorship has had an adverse effect on program quality or diversity.

Résumé :
This article deals with the emergence of the Umbrian truffle business in the period between 1860 and 1918, paying special attention to the Franco-Umbrian connection in truffle affairs. The central question is how and why the French truffle sector, which during the whole nineteenth century completely dominated the global truffle market, could cede its hegemonic position to a handful of Umbrian companies. Thematically, the focus is on the role of technical expertise in this commercial exchange, especially on the mutual transfer of packaging techniques. It is argued that the advances made by Umbrian companies in food preservation were closely linked with local industrial activity and that this technological knowledge turned out to be one of the key factors in the rise of Umbrian truffle commerce. From a cultural point of view, this article also illustrates the role of truffles in the gastronomic rivalry between France and Italy.

Résumé :
This paper analyzes a recent policy initiative in France to deter copyright infringement. In 2009, France passed two laws aimed at fighting online piracy through graduated response, a warning and sanction system. Graduated response depends on surveillance of internet uses and encourages technological regulation (code), such as internet filtering and blocking. We analyze the rationales advocated for copyright and the internet and the argumentation for surveillance and technical protection measures. In the French debate on graduated response, much attention was given to the policy goal – reducing piracy, while the means of reaching the policy goal – surveillance and code, were rarely discussed. Graduated response deals with much more than copyright. It promotes informational control by copyright holders and contributes to the normalization of surveillance and to an increase of centralized control on the internet.

Résumé :
PurposeThis work deals with social representations of gender equality in the workplace. Little academic work deals with the way workers define gender equality. My research also deals with the implications of this definition in terms of policy implementation.Design/methodology/approachThis work is based on a mixed-method approach. A quantitative study based on an online survey conducted in 2015 at a French company is mobilized to identify and measure the main representations of gender equality among the workers. Then, a qualitative study is used to explore these representations in depth and to examine how they influence the implementation of policy on gender equality.FindingsThis work shows that for French workers, equal pay and equal access to responsibilities are the most important dimensions of gender equality, while gender diversity and work-life balance seem less important. The representation of gender equality varies according to gender, professional field and managerial status. These variations help to understand the difficulty of implementing such policy.Practical implicationsManagerially, these results would strongly indicate that companies in France, but also in other developed countries, should consider carrying out awareness campaigns aimed at employees in order to promote a common culture and definition of gender equality. Indeed, the coexistence of various representations of gender equality partly explains the insufficient implementation—and thus the poor performance and general effectiveness of gender equality policies, both in theoretical and practical terms. Companies should also consider introducing awareness campaigns that specifically target men, who grant less importance to gender equality than women.Originality/valueThis study deals with social representations of gender equality in France, a subject which has been largely neglected or overlooked in existing fields of gender research. The international literature on gender equality shows that variations in representations of gender equality constitute a major subject for research and policies about gender, whatever the country. However, this topic still remains inadequately addressed. This research aims to strengthen such research literature dedicated to the issue of gender equality.

Résumé :
Abstract. The Franco-Geneva region has been a pioneer region since the establishment of a "Transborder Commission" in 1973 which deals with international problems. One of the most important results of this international Cooperation was a financial agreement. 3.5% of the wages earned by the French frontaliers working in the Canton of Geneva are redistributed to French regional authorities. The total amount which was 10 million Swiss francs (for 25 000 workers) in 1974 has risen to 40 million Swiss francs at present. It allows local communities to finance infrastructures and Services for the resident population. This agreement is a model case in Europe. However, not all the problems related to the presence of a national boundary dividing an economic region and a labour market are solved. The French side of the region is often regarded as a peripheral area for Geneva. As its agricultural belt and recreational zone with secondary homes, skiing areas and regional parks, it offers Services to the overcrowded Center. Owing to the centralization, however, the French population does not benefit from all the Services offered by the government of Geneva. France has its own Systems of education, public health and administration. Even if people live and act in this regional entity, administrative barriers are still in effect. Solving common problems are one of the main objectives of local authorities in order to create a real Regio Genevensis. While the private sector can deal with local adavantages on each side of the border with relative ease, it takes longer for the "national System" to react to the evolutionary trend toward a closer Cooperation.

This paper deals with openings and closings in 400 service encounters in tourist offices situated in Belgium’s two main language communities, Flanders and Wallonia, in the north of France and the south of the Netherlands. On the basis of a detailed, bottom-up quantitative analysis of the structural properties of the openings and closings, we draw part of the interactional profiles of the tourist office encounters. Differences between the four regions are shown to be related to the degree of volubility and involvement of the interactants and to the degree of ritualisation and efficiency of the opening and the closing section.

Résumé :
In the article, the author deals with the political and social influences of the relationship between the state and religious communities in France. The first part of the paper is an analysis of historical context and the construction (evolution) of laicism in France through its local characteristics, values and social strengths, contributing to its formation. The fact that Catholic Church was one of the main legitimizing pillars of ?the old regime?, permanently determined the relationship between church and state, most importantly - it?s subsequent social exclusion under the Republic. The 1789 French revolution in conjunction with the 1905 law on the Separation of church and state, up until present time, have been seen as the most important events in defining the relationship between political and religious entities in France. The second part of the paper continues in outlining the founding logic and principles of the contemporary relationship between religious communities and the French state. The article concludes in suggesting that through its persistence of a purely Laicistic model of state-church affiliation, view of the nation as a community of citizens, Weberian definition of the State, and the acceptance of the public sphere as common space in which communal interests are negated, France today represents an isolated island on the European continent.
