Résumé :
The full-scale military invasion of Ukraine by the Russian Federation in 2022 triggered a massive wave of forced migration to Poland. This has resulted in the phenomenon of ‘unintended transnationalism.’ Transnational migrants do not part with their country of origin forever but live a double life, act as members of two socio-cultural communities and become carriers of a double culture. This study aims to systematize the socio-cultural peculiarities of the unintended transnationalism of military migrants from Ukraine to Poland. The theoretical foundations of migrants’ transnationalism are systematically analyzed and its main characteristics are systematized. The emergence of the so-called unintentional transnationalism of military migrants is revealed. A comparative analysis made it possible to compare transnational processes in Poland and Ukraine. The study found that migrants’ transnationalism is manifested through sharing their cultural values, traditions, and customs in a new cultural environment. The culture of migrants includes elements of the host country’s culture, elements of the culture of the migrants’ homeland, as well as new elements arising from the interaction of these two cultures. The main manifestations of migrants’ culture are language and communication, education, religious practices, intercultural dialogue, relations between representatives of different cultures, and other aspects of their daily lives. The study has shown that the transnationalism of military migrants can generate various cultural processes, including multilingualism, hybridization, cultural diffusion, cultural preservation, and intercultural dialogue.

Résumé :
Abstract A group's collective identity is a complex phenomenon which is always difficult to delineate and understand, but however one does so, historical antecedents must be a crucial element. This year's "Presidential Address" explores this important question, which was raised in an earlier presidential discourse. On that occasion, Robert Craig Brown noted that "historical knowledge is an essential component of a nation's sense of cultural identity. ' ' Professor Wallot elucidates this theme: without a concept of what you have been, you cannot know who you are, or what you can be. As one of the characters in Joy Kogama's novel Obasan observes, "you are your history. If you cut off any of it, you're an amputee. ' ' Professor Wallot sets out to explore this problem by examining the Lower Canadian identity between roughly 1780 and 1815, in order to place the colony within the context of the culture of the North Atlantic world. Though Quebec/Lower Canada has often been portrayed as a closed society, relatively homogenous in its attitudes, cut off from its intellectual roots, and somewhat unsympathetic to new ideas, study of aspects of its culture suggest otherwise. The colony had access to contemporary international thought, in all of its variety, and was more than a passive observer in the clash of ideas and the rhythms of cultural change then current in Europe. In arriving at these conclusions, the author presents a two-part defence; in the first part of his paper, he examines the means of cultural diffusion, the role of printed materials in the formation of attitudes and the rapidity with which European ideas were transferred to Quebec. He concludes that, when one removes the time required to transmit these ideas, the colony was aware of, and deeply involved in, the intellectual cross-currents of the North Atlantic world. The author then proceeds to test the validity of this point by examining three quite different aspects of public culture: the discussion aroused by the fear of overpopulation and consequent impoverishment; the banking system and money, and finally, parliamentary theory and practice. In each of these fields, Professor Wallot concludes, the colony's cultural élite, at the very least, was aware of, and responsive to, recent European thought. In a society which boasted nearly universal literacy, this conclusion suggests a culture far more up-to-date than previous work would lead us to expect.

Résumé :
South Korea is often called the ‘time machine’ or ‘world’s best laboratory’ to get a glimpse of how broadband services may evolve in the future. However, the Internet was not embraced actively en masse until 1998, when the nation was suffering a deepening economic crisis. In only half a decade, South Korea leapt to the most wired nation. What brought such a drastic change? This article seeks an answer by exploring the symbolic and semiotic aspects of information and communication technologies (ICTs), focusing on the implications of personal computer (PC) use. Against economic essentialism, this study examines the relationship between ICTs and discourses of ‘modernity’, ‘progress’, and ‘national identity’ in Korea in comparison with Japan.

Résumé :
Sourced mostly by documents from Patrick Geddes’s archive at Strathclyde University (SUA, Glasgow), including accounts and rough drafts, this article reveals the backstage organization of the Evergreen, a Northern Seasonal (Edinburg and London, 1895-97), as well as the financial and commercial concerns the amateur editors an aesthetic magazine had to face. The economics of publishing and the various stages through which the production of the Evergreen moved are explored. Three aspects, given the original editors’ project, inform the final product: the publishing venture (printing and financial aspects); the aesthetic medium (format, lay-out and artwork, as well as the magazine’s circulation); promoting culture (a Celtic Revival through international networks). Cultural activities related to the magazine served as platform for dialogue between literature, art, science, life, tradition, and modernity. A so-called ‘little magazine’ seen from the business perspective helps better understand the networks of periodicals’ diffusion and reception and the role they may play in a cultural marketplace. As methodology, this clarifies the compromises made under the hardbound cover of an aesthetically appealing magazine, and shows how the editors adapted their aesthetic and political ideals to material matters.

Résumé :
In 2011, the political events of the “Arab Spring” that spread in almost all Arab countries shed light on what were perceived as new actors, new forms, and new voices of youth political expression. Among the new actors, groups of football fans, known as Ultras, came to the forefront. The sociolinguistic aspects of their cultural productions have so far attracted little academic attention apart from a few papers dealing with emblematic songs that recently became popular protest chants. This paper aims at investigating a few characteristic linguistic features present in numerous Moroccan Ultras songs, such as language mixing and affrication, and comparing them with more general youth language practices. Do Ultras’ performances contribute to the generalization of certain youth traits as well as to the diffusion of a more global aesthetic and masculine ethos? The emotional aspect of the Ultras’ culture makes them “natural” candidates for expressing the people’s discontent, thus pointing to similarities between political slogans and Ultras songs.

Résumé :
The paper argues that discredit pertains not only to individuals, but also to the implements of aid that discredited persons use to overcome their situation. Focusing on the mobility aids of blind people, the paper demonstrates that as a consequence of the diffusion of discredit, the users of guide-dogs and long-canes mould their usage practices in particular ways. Namely, according to norms which the users conceive to be unobjectionable to sighted people. Thus cane-users considered the sound that their canes emitted to be embarassing, and tried to avoid causing it. Also guide-dog usage was inhibited as a result of traditional Middle-Eastern attitudes towards dogs. In concluding, the ambiguity of blind people toward their mobility aids is juxtaposed with their accepting attitude toward television sets in their homes. The latter are conceived by blind people as a natural element of the material culture of the sighted environment. Consequently, even blind people for whom television sets are manifestly unsuited introduce them into their lives. This leads to the conclusion that material artifacts are conceptualized in society generally, according to practices that are attuned to the dominant social stratum. The data are drawn from observations made in the course of ethnographic field-work in a population of blind people in Israel.

Résumé :
Abstract The aim of the paper is to indicate which determinants had the major impact on the spatial diffusion of the Bollywood cinema in two aspects: the first appearance of this cinema in different countries and the number of films distributed there. The distance between the country and Mumbai and the size of the diaspora were taken as key determinants. The concept of Hägerstrand was adopted as the spatial diffusion model. The procedure involved gathering data for 5,832 Hindi movies produced in Mumbai distributed in cinemas in 76 countries from 1970 to 2010. The hypotheses were verified and it was proved that the spatial diffusion of the popular hindi cinema was influenced by a number of social, cultural and political determinants, of which the size of the Indian diaspora was the most important. The paper can be a reference to the discussion about diaspora identity and the intersection of cultures.

Résumé :
Since the first Confucius Institute was set up by the Chinese government for the promotion of Chinese language and culture overseas in 2004, the development of Confucius Institutes has become exponentially increasing. Currently, there are 29 Confucius Institutes in the United Kingdom among over 500 Confucius Institutes abroad; meanwhile, the activities of the British Council in China also became popular as one of the central paradigms for educational communication between China and the United Kingdom. Although there have been several studies on Confucius Institutes and British Council, respectively, little research exists about them from the international comparative perspective, with regard to both of them being cultural institutes abroad and the establishment of Confucius Institutes benefitting from the United Kingdom’s experience in promoting its national languages and culture. This article aims to discover the general similarities and differences between Confucius Institutes and the British Council in three aspects: the organisation structures and culture diffusion models, the language teaching and learning resources and activities, and the cooperation that the two institutes have with the other organisations.

Résumé :
ABSTRACT This study aims to analyze and explain the adaptation of the balanced scorecard (BSC), through the theoretical model by Ansari, Fiss and Zajac (2010), in a fuel distribution company (nicknamed Oil Company), which is characterized in this article as a late adopter. By doing so, we place the adaptation process at the heart of our research on the diffusion of management accounting practices. The results showed that the BSC adopted in the Oil Company is compatible with other technologies observed in the organization. Regarding the cultural aspect, there was low adaptation of the practice to the organizational culture; however, no political misfits were observed. Due to this low cultural fit between the BSC and the Oil Company, in the latter the BSC has high fidelity and low extension in relation to the model observed in the extant literature. The article builds on the theoretical and empirical evidence that a specific adaptation pattern depends on the fit between the technical, cultural, and political characteristics of the practice implemented and the characteristics of the company. This is a distinctive aspect of our study, as it seeks to explain variations in the organizational practices by analyzing their consistency with the needs, objectives, and structure of the adopting company, especially considering the cultural and political aspects involved in the adaptation process.

Résumé :
In the conditions of global economic transformation, the development of socio-economic systems is possible only through the implementation of innovative national, regional and corporate strategies. The evolution of technology and science is changing the socio-economic environment, innovations are becoming a key factor in economic growth and competitiveness of countries and organizations. But, despite the great potential of innovations, their effective implementation does not always take place. Under such conditions, the topic of this study becomes especially relevant. The purpose of the article is to identify the determinants of the effective diffusion of innovations in socio-economic systems and its evaluation. The object of the research the process of effective diffusion of innovations in socio-economic systems. Methods used in the study: methods of scientific knowledge, namely analysis and synthesis, induction, measurement, observation, formalization, logical-analytical techniques. The main hypothesis of the study is the assumption that the effective diffusion of innovations in socio-economic systems depends on a set of factors, the management of which allows identifying problem areas and improving the mechanisms for solving them. Presenting main material. The study, based on the theory of innovation diffusion, identified the key determinants of the efficiency infiltration of innovation in socio-economic systems. It is appropriate to include: technical features of innovations, cultural and ethical differences between different groups of consumers, availability of financial resources for the implementation of innovations, effectiveness of communication mechanisms and interaction networks between participants of the socio-economic system, degree of involvement and support of participants, level of education and information literacy of the population, cultural, social and political aspects, etc. The world experience in methods of assessing the effectiveness of national innovative activity, on the basis of which international indexes and ratings are determined, including Global Innovation Index, European Innovation Development Scoreboard, Bloomberg Innovation Index, Global Competitiveness Index, etc., is analyzed. It has found that international indexes and ratings have a number of shortcomings that do not allow to correctly assess the effectiveness of the implementation of the results of innovative activities and to identify the main problematic aspects that prevent the diffusion of innovations in socio-economic systems. The originality and practical significance of the research lies in the fact that the identified determinants of the efficiency of innovation diffusion of socio-economic systems can be used to identify problematic aspects and increase the level of innovative development of countries. Conclusions and prospects for further research: the determinants of the effectiveness of the diffusion of innovations in socio-economic systems are determined. The study of their interaction and their management can increase the effectiveness of the diffusion of innovations at the macroeconomic level. It has been established that the indicator systems used to evaluate the effectiveness of innovative activities of socio-economic systems at the macroeconomic level characterize various aspects of national innovative development, reflecting not only the results of innovative activities, but also available innovative resources. However, there is still no clear idea of the composition of the system of indicators for evaluating the effectiveness of the diffusion of innovations and their number. In order to eliminate subjectivity in further research, it is advisable to use mathematical methods of forming such system of evaluation indicators.

The first chapter of this dissertation presents a theory of child development and parental rearingpractices. In the model, a benevolent parent seeks to transmit cultural norms to her child, whoacquires cognitive skills and develops a capital of appreciation for adopting behaviors that accordwith these norms. Our cultural perspective on the issue of cognitive development provides aninterpretation grid for various results established in the empirical literature. It also permits to identifythe parental characteristics that are conducive to various parenting styles, to child neglect and tochild maltreatment. The second chapter provides a theory of religious prohibition against usury and innovation and itsconsequences on economic activities and occupations. As an economic prohibition from themajority religion is sustained by a threat of social exclusion from that cultural group, it has lesseffects on religious minorities. It then creates an occupational pattern where only the religiousminorities choose activities that transgress the prohibition. By creating resentment against thereligious minorities, this occupational pattern strengthens the diffusion of the majority religion in thepopulation. An economic prohibition is then instigated by the clerics in the majority religion, because it allows them to consolidate their norms and to increase the scope of their control overpopular masses. This work also demonstrates that an economic prohibition lasts longer whenreligious clerics can legitimize secular rulers and when the competition on the religious market isweaker. In the last chapter, we present a microfounded theory of multi-candidate political competition takingan "industrial organization" perspective of politics. The analytical framework is shown to be exibleenough to address several applications on the topics of special interest politics, coalition formationin the legislature in proportional elections, and redistribution under alternative electoral rules

This dissertation explores the complex relationship between state identity, foreign policy, and systemic norm diffusion. Based on an empirical examination of the international military response to the humanitarian crises associated with the Yugoslav wars of secession (1991--1995), Somali civil war and famine (1991--1993), Rwandan genocide (1994), and Zairian refugee crisis (1996), I contend that a state's foreign policy is primarily a product of its international identity. The country case studies (Canada, France, and the United States) are not merely isolated narratives. Drawing on the logic of 'system effects' analysis, with its emphasis on the role of feedback and indirect effects, I then situate each state within the larger systemic narrative, highlighting the systemic normative consequences of each state's policy choices. In addition to demonstrating that states from outside the great power club can exert significant international normative influence (a heretofore unexplored phenomenon), the study paints a much clearer picture than presently exists about the possibilities for, and limits to, ethical normative evolution in world politics.

The present paper discusses the cultural and stylistic issues in the translation of a part of the 2004 Republican Party Platform. Political text in American English and Swedish is in focus, and translation examples are accounted for and categorised according to Vinay & Darbelnet’s (1995) system theory of translation procedures. The conclusion is that cultural issues caused fewer problems than stylistic ones when the Republican Party Platform 2004 was translated.

In this chapter, we examine the role of Discourse Studies in social media disinformation research. While currently underrepresented, Discourse Studies can provide key insights into why disinformation gains traction through credibility building, tapping into existing political narratives and stereotypes. Discourse Studies, we argue, can also bring much-needed attention to the constitutive role of antagonism in disinformation and to the connection between political practices, power relations and platform designs; aspects that are often overlooked. Drawing on three empirical cases – revolving around the Russian Internet Research Agency, fake Muslim Facebook pages and far-right conspiracy theories disguised as tabloid news – the chapter aims to provide a clearer view of the application of Discourse Studies (in its various forms) to disinformation.

Résumé :
AbstractOn the surface, adopting technology presents itself as a technical issue. Yet, the real challenge of digital transformation in educational contexts necessitates a second-order change to disrupt and realign interconnected systems. A significant component of digital transformation in K-12 schools is an understanding of the unique affordances of digital tools and technologies and how these can be leveraged to align with learning goals and targets to impact teaching and learning in new ways. While there are several models for innovation diffusion and technology adoption in K-12 contexts, they fall short, particularly in describing the nature and interactions of these interconnected systems. These aspects of technology implementation remain a mystery. As a result, efforts to enact change in K-12 organizations often fall short due to a lack of understanding of context, inadequate goal-setting, insufficient professional development and personalized supports to build capacity, and a failure to evaluate progress. In K-12 educational settings, the people, the competencies, and the culture, alongside the strong leadership, resources, and organizational context, are all essential to effect sustainable change. We propose a model for digital transformation that considers all of these factors and interconnected systems.

Résumé :
This article aims to discuss relations between aspects of democracy and different mathematics classrooms with the potential to become landscapes of investigation. The theoretical framework is based on the concepts of mathemacy, dialogue, representativeness, equity, inclusion, collaboration and criticism, which are essential for the maintenance and promotion of democracy. Three episodes of different mathematics classrooms are reflected upon: a class on functions in Brazilian higher education, high-school students visiting a quilombola community, and a mathematics class with Colombian adolescents. The likelihood for the three episodes to move into landscapes of investigation is discussed. Aspects that could have led these classes away from the path of landscapes of investigation are highlighted: these include the demand of the school institutions for teachers to follow a specific teaching material and/or regulate class time, students’ movements to reinforce the culture of exercises, and the failure of education managers to legitimise work aimed at the development of democracy. The analysis of the episodes showed the presence of aspects that could contribute to the promotion and maintenance of democracy: the dialogical posture of the teacher, and both teachers and students’ opportunities to discuss social, cultural, political and ethnic issues in mathematics classes.

This paper focuses on the analysis of Moscovia, written by Antonio Possevino soon after his diplomatic mission (1581-1582) to the Tsar Ivan IV. The text, composed as a geographical and ethnographical description of a given territory, became a collection of theological and controversial writings on the topic of the eastern Greek and Muscovite schism during its 40 years of editorial history. A deeper analysis of some political aspects of the text, though, shows how these different parameters were somehow inextricably connected within the catholic vision of the ‘orthodox’ East.

AbstractThis chapter turns to social media platforms and looks at the figure of the sad girl as she emerged online as an indirect response to a popular culture overtly focused on happiness. It discusses how she appeared on primarily Tumblr and Instagram, exploring the general sad girl discourses on these platforms as well as some examples that received extra attention. These include the artist Audrey Wollen and her sad girl theory, the girl group Sad Girls Y Qué, the Instagram club Sad Girls Club, the social media brand My Therapist Says, and prominent Instagram accounts. Here I look at the critical and acritical tendencies within the figure, acknowledging both the potentially subversive aspects of the activist-oriented sad girls and the more commercialized versions of popular sad girls. This chapter explores how Tumblr sad girls might be seen as resting in sadness; how relatability is employed as a political strategy by some Instagram sad girls; the ambivalence of normalization; and the limits of using commercial social media platforms for meaningful social action.

Résumé :
Abstract The 2013 education reform to Mexico’s education system had two main goals, one explicit, to improve the quality of education and one implicit, to reassert federal authority over the education sector. Beginning with institutional and political mechanisms that introduced evaluations to the teaching profession, the reform sought a shift in Mexican educational culture. This chapter will begin by analyzing Mexico in international and domestic contexts to understand the urgency of the reform. It will then use Reimers (2020b and 2020c) five perspectives on education change to analyze the reform and evaluate the sequence in which it was implemented. The chapter concludes by outlining the results of the reform to date and summarizing the relationship between the five perspectives. Ultimately, we argue that the initial deprioritization of technical aspects, including pedagogical and curricular ones, stymied the cultural shift towards an educational model grounded in twenty-first century competencies that the reform sought. When coupled with a limited political cycle and uneven implementation at a state level, the reform’s sequence left little time for full implementation of its more pedagogical aspects, such as the new education model, and ultimately faced dramatic reprisal from the new presidential administration.

James H. Grayson illustrates how “transnationalism” provides an excellent opportunity to consider the theoretical issues involved in the transmission of culture or aspects of culture across the boundaries of cultural spheres, and within the “internal” boundaries of cultural spheres. He draws on his own theory of “emplantation”, widely used by scholars of religion in East Asia, which provides a model for explaining the process of the diffusion or transmission of culture, specifically the cross-cultural transmission of religion. The transmission of Buddhism from the Indian culture world into the Chinese culture world over a 700-year period from the first to the seventh century is used as a case study to illustrate both the periodisation of the process of cultural transmission and the social, political, and cultural factors which impede or assist in the process of such diffusion.

In the study „Performer Valentina Cojocaru: aspects of heritage creation in the Folklor Orchestra” the author proposes a new interpretation of the meaning of ideational and pragmatic structures, represented by genres and styles included in the repertoire of neo-traditional music from the Soviet era of Moldovan SSR. The study focuses on issues concerning the context of the emergence and assertion of neotraditional art in the 1960s and 1980s as a branch of popular culture and mass culture, closely connected to the political agenda of the Soviet government. The path and stages of the artist's professional evolution are highlighted. Valentina Cojocaru's repertoire delimits two strategic aesthetic directions: one focused on the traditional folk ethos, the other – on the values of the new communist vision of the world. The main genera, styles and thematic species are discussed and exemplified.

Résumé :
"The period of approving the Constitution of the Republic of Iraq for the year 2005 was surrounded by a state of political turmoil that usually accompanies any transitional phase that carries many political variables through the transition from a phase of dictatorial rule to a new phase bearing the features of democracy. In its approval, the lack of clarity in the political vision and the weakness of the constitutional legal culture of its authors, as well as the way in which it was approved by a popular referendum, which is voted on by yes or no, and does not allow an opportunity to discuss its articles and articles and diagnose its shortcomings. One of the shortcomings in our constitution is that it does not refer to regulating the resignation of the Prime Minister. This position has a political nature, and an administrative nature, and its occupant has the right to decide not to continue with this position and be satisfied with working in this field for any reason, and this must be in accordance with the context Organized legal, which is known as resignation., and this is what we dealt with in this research. For the purpose of researching this topic, we asked a research question that is... How can we address the legislative shortcomings that surrounded the Constitution of the Republic of Iraq for the year 2005 and related to regulating the resignation of the Prime Minister? From this research question, we derived several secondary research questions... 1- What is the limitation of legislative shortcomings? 2- What are the reasons for the legislative deficiencies in the Iraqi constitution? 3- Does the Prime Minister have the right to resign during his tenure? 4- To whom is the resignation submitted? 5- Who is the party that decides whether or not to accept the resignation? 6- What are the procedures that follow the acceptance of the resignation? By discussing these questions, we will try to reach the possibility of developing a legislative text that deals with a complete organization of the resignation of the Prime Minister, especially since the idea of amending the constitution and to this day is still valid and possible, because many political, social and economic conditions in the country have changed from the time of entry into force of this constitution, which makes the idea of the amendment obligatory and necessary"

Résumé :
What causes national differences in culture? Past attempts to answer this question take insufficient account of how slowly culture changes or of the fact that culture itself influences the social structural, political, and demographic variables identified as causes. Convincing causes of cultural differences must meet three criteria: They should reflect the formative historical experiences of societies, they should not be influenced reciprocally by culture, and theoretically plausible process should explain their impact on culture. I propose and explain causes of national differences in cultural embeddedness, a value orientation that calls upon people to find meaning in life through identifying with their in-group, participating in its shared way of life, and striving toward its shared goals. Analyses of data from 77 cultural groups (74 countries) demonstrate that cultural embeddedness is greater in ethnically heterogeneous societies, with a relatively short history of viable state institutions, whose historically dominant religion was Islam rather than Protestantism or Roman Catholicism. These causal findings are not due to diffusion of culture to nearby countries or colonies. They hold up even when predicting differences in cultural embeddedness among eight world regions or within Eastern and within Western Europe. This research can be a model for investigating causes of various cultural differences among nations and other groups.

Résumé :
Political culture is the values, beliefs, and emotions that members of a society express about the political regime and their role in it (Pickering, 2022, p. 5). Norms, values, attitudes and practices considered integral to a “culture of democracy”, according to the Council of Europe, include: a commitment to public deliberation, discussion, and the free expression of opinions; a commitment to electoral rules; the rule of law; and the protection of minority rights; peaceful conflict resolution. The consolidation of democracy involves not only institutional change, but also instilling a democratic culture in a society (Balčytienė, 2021). Research on democratic consolidation in various countries in Central and Eastern Europe (CEE) finds that a key impediment to consolidation is the persistence of old, authoritarian political culture that undermines political and civic participation. This rapid review looks at aspects of democratic culture and potential ways to foster it, focusing on educational initiatives and opportunities for civic action — which comprise much of the literature on developing the values, attitudes and behaviours of democracy. Discussion on the strengthening of democratic institutions or assistance to electoral processes is outside the scope of the report.

Résumé :
The problems of the correlation of cosmopolitan and national identities are too complex to be unambiguous assessment, let alone alternative values (related to the ecological paradigm and the spiritual traditions of other cultures). However, it is obvious that without preserving the national identity, the integrity and independence of the national state becomes problematic. On the other hand, without taking into account the consequences of information wars and aggressive cosmopolitan tendencies of global media culture, there is a threat of losing the national information space and displacing it to the periphery of socio-political and economic life in Ukraine and in the modern world. In the process of working on research issues, the author of the article came out on the principles of objectivity, systematic and determinism, which in combination of their observance made it possible to determine the influence of the post-industrial information society on the formation of a new type of mass consciousness. As a result of the influence of globalization processes, there was a filling of the domestic information space with a supernational mass culture of entertainment, which in most cases leads to the spread of a primitive world outlook based on the ideology of consumption society, without leaving places to preserve sociocultural traditions and national identity. Therefore, given the problems of preserving national identity, it is necessary should be mentioned the information security of the state, which occupies one of the most important places, among various aspects of information security, since the unresolved problem of protection of the national information space significantly complicates the processes of formation of national identity.

Résumé :
The article deals with the ways in which social networks and the blogosphere influence the formation and implementation of a PR campaign. Examples from the political sphere (election campaigns, initiatives), business (TV brands, traditional and online media) have revealed the opportunities that Facebook, Telegram, Twitter, YouTube and blogs promote in promoting advertising, ideas, campaigns, thoughts, or products. Author blogs created on special websites or online media may not be as much of a tool in PR as an additional tool on social media. It is noted that choosing a blog as the main tool of PR campaign has both positive and negative points. Social networks intervene in the sphere of human life, become a means of communication, promotion, branding. The effectiveness of social networks has been evidenced by such historically significant events as Brexit, the Arab Spring, and the Revolution of Dignity. Special attention was paid to the 2019 presidential election. Based on the analysis of individual PR campaigns, the reasons for successful and unsuccessful campaigns from the point of view of network communication, which provide unlimited multimedia and interactive tools for PR, are highlighted. In fact, these concepts significantly affect the effectiveness of the implementation of PR-campaign, its final effectiveness, which is determined by the achievement of goals. Attention is drawn to the culture of communication during the PR campaign, as well as the concepts of “trolls”, “trolling”, “bots”, “botoin industry”. The social communication component of these concepts is unconditional. Choosing a blog as the main tool of a marketing campaign has both positive and negative aspects. Only a person with great creative potential can run and create a blog. In addition, it takes a long time. In fact, these two points are losing compared to other internet marketing tools. Further research is interesting in two respects. First, a comparison of the dynamics of the effectiveness of PR-campaign tools in Ukraine in 2020 and in the past, in particular, at the dawn of state independence. Secondly, to investigate how/or the concept of PR-campaigns in social networks and blogs is constantly changing.

Texte intégral
Résumé :
Establishing School-Based Management Committees (SBMCs) is one of the most widely adopted and widely studied interventions aimed at addressing the learning crisis faced in many developing countries: giving parents and communities a certain degree of control over aspects of school management is assumed to increase school accountability and contribute to improvements in learning. Examining the case of Nigeria, which in 2005 adopted a national policy to establish SBMCs in state schools, this paper reviews the evidence available on SBMCs’ ability to mobilise communities, and the potential for this increased community participation to translate into improved learning. The paper shows that while local community participation can help improve school performance, the donor and state supported SBMCs struggle to stay active and have positive impact on school performance. Yet for ministries of education in many developing countries establishing SBMCs remains a priority intervention among the many initiatives aimed at improving education quality. The paper thus asks what makes the establishment of SBMCs a priority intervention for the Nigerian government. By presenting an analysis of the SBMC-related policy documents in Nigeria, the paper demonstrates that an intervention aimed at involving local communities and developing bottom-up approaches to identifying and designing education policies is itself entirely a product of top-down policy making, envisioned, developed, and funded almost entirely by the international development community. The entire process is reflective of isomorphic mimicry—a process whereby organisations attempt to mimic good behaviour to gain legitimacy, instead of fixing real challenges. Adopting the policy to establish SBMCs, which is heavily promoted by the international development community and does not require actual reform of the underlying political-economy challenges hindering investment in education, enables education ministries to mimic commitment to education reforms and attain the endorsement of the international community without addressing the real challenges. Like all cases of isomorphic mimicry, such policy adoption and implementation has costs: national ministries, as well as state- and district-level education authorities, end up devoting time, resources, and energy to planning, designing, and implementing an intervention for which neither the need nor the evidence of success is established. Additionally, such top-down measures prevent state agencies from identifying local opportunities for delivering the same goals more effectively and perhaps at a lower cost. The paper illustrates this with the case of the state of Kano: there is a rich indigenous culture of supporting community schools, yet, rather than learning why local communities support certain kinds of school but not state schools, and trying to replicate the lessons in state schools, the SBMC model introduced is designed by development agencies at the national level and is administratively complicated and resource-intensive. The opportunity for local learning has not been realised; instead, both the agenda and the implementation framework have been entirely shaped by international aid agencies. The paper thus demonstrates how apparently positive policy interventions resulting from pressure exerted by the international community could be having unintended consequences, given the national-level political-economy dynamics.

Résumé :
The Changes in Nature Visitation and the Potential of Mobile Big Data for Visitor Monitoring workshop was held in Helsinki on 28.9.2023. We organized the workshop as part of the five-year MOBICON research project (Mobile Big Data for Understanding People in Nature - Detecting short- and long-term changes and their implications for biodiversity conservation) funded by Kone Foundation. The aim of the workshop was to collect expert opinions related to the changes in the recreational use of nature, the monitoring needs related to the changing visitations, and to discuss the possibilities of various new data sources to meet managerial information needs. Eight experts from different organisations (Metsähallitus, City of Helsinki, Uusimaa Recreation Area Association Uuvi and Suomen Latu r.y.) participated in the event. Prior to the workshop, the participants had answered a survey about their experiences and information needs related to the changing visitations. The discussion progressed from the results of the survey to more in-depth discussions. Below we summarize the key results from the discussions. The recreational use of nature was seen to be changing. Recreational use is increasing and its temporal rhythms are changing. At the same time, the visitor base becomes more diverse because of the general diversification of society and the fact that new user-groups have started to explore nature. Activities and ways of being in nature are also diversifying. Approaching the changes through four megatrends (social, environmental, political and technological changes). The social and environmental drivers of change were seen as the most important. social changes were identified to be related to the ageing of the population and the diversification of nature visitors. Climate change, as an environmental factor, was identified as the most important driver of change, impacting both nature but also human behaviour. Among the political drivers of change, particularly the increasing polarisation of society emerged in the discussion. In addition, political decisions relating to everyone's rights, biodiversity protection and resources directed for the management of recreational areas were seen as important. Technological changes were identified as important and this change taking place as part of the broader technologization of society. On the one hand, this general technologization increases the opportunities for access to and sharing of information. On the other hand, the increased ‘measurement culture’ also affects the amounts of recreational use, as people are aiming to reach their kilometer or step targets. The information needs of organisations were recognized to include 1) planning of management actions, 2) justifying one's own activities for securing funding and 3) informing visitors. Information is needed on visitor flows and their spatial and temporal distribution. In addition, information about the visitors themselves was considered necessary, especially as the visitor base is becoming more diverse. The workshop participants also expressed concern about those who do not visit recreational areas: how get more information about them and the factors that limit nature visits. Collecting visitor data was seen as expensive and time-consuming, which is why finding new kinds of data sources has potential. Mobile data was evaluated as an interesting source of information and its various aspects were discussed through a SWOT analysis. However, it was clear that in operational use, information must be reliable and easily accessible and some doubts were raised on the potential of mobile big data from this aspect. The event was organised by Aina Brias Guinart, Matti Hästbacka, Tatu Leppämäki, Jussi Torkko and Tuuli Toivonen. Johanna Eklund participated in the workshop from maternity leave. Résumé :
The Swiss labour market will shrink without immigration. But even with high immigrationnfigures, it will not be possible to maintain the previous growth of the labour market. Employers need to adapt to this situation. This study compiles and arranges different measures for dealing with the labour shortage, with the aim of showing different approaches to deal with the situation. The measures are arranged following the formula: Number of person-hours x efficiency = output The increase in the number of person-hours includes, on the one hand, measures to make employers more attractive. These are relative competitive advantages in the labour market. In a survey, 1,000 employees from German-speaking Switzerland were asked about their satisfaction with different aspects of their work and these areas of satisfaction were compared with their overall satisfaction, loyalty toward their employer and intentions of quitting their jobs. It showed that development opportunities (both personal and in terms of their career) and the appreciation by an employer who matches one’s values are the most important employer attributes for employees, but it is precisely the development opportunities that are often not offered to a satisfactory extent. The increase in the number of person-hours comprises, on the other hand, measures to expand labour market participation, which means that more person-hours are worked in the market. There are many options for this. Where remote working has become the norm, there are not many obstacles to offshoring work abroad. In addition, pensioners are open to working on a project-by-project basis and, if need be, could be recruited via “gig-economy” style platforms for individual tasks. A corporate platform could lower the hurdle for pensioners who worked for that company (in terms of psychology and also the bureaucracy) and create a broad but casual recruitment pool. Furthermore, career and pension advice could encourage women to increase their working hours or at least to not to give up their jobs completely despite high childcare costs. Political measures could also be introduced to lower the latter. It is probable that the labour market of the future will have to cope with fewer people, despite all efforts to increase person-hours. The formula suggests another factor: the increase in efficiency. Automation of work processes is one example of an efficiency measure. In a survey of managers, half of the respondents thought that about 20% of the work could already be automated today. However, there was a lack of competencies (also a consequence of the labour shortage), of a technology-savvy culture and of confidence that quality can be maintained. In addition, respondents to the employee survey also perceive about 20% of the work they do as unnecessary (excessive emails, meetings, administrative tasks, etc.). This is partly attributed to too much in-house bureaucracy and too many managers – which is the occupational group that has grown the most in the swiss labor market since 1991. The connection between wages and value generation seems to be restricted both within companies and in society as a whole. The labour shortage is often also caused by an allocation problem. Even measures to increase efficiency do not necessarily lead to less need for staff. Rather, the consequence of increased efficiency is often an almost automatic expansion GDI Gottlieb Duttweiler Institute 5 of output. In order to cope with the labour shortage, it is necessary to deal with output carefully and to reflect on where output should be expanded, capped or even reduced so that any reduction in output is done in a controlled manner. Especially in the context of an increasing relevance of sustainability, there are services and products in all companies that need to be questioned and the elimination of which would promote the credibility of sustainability strategies and thus also increase the chance that the corporate values match those of young employees. Perhaps other legal forms are necessary in order to avoid the pressures for growth which are linked with a shareholder structure. Alternative models are possible.
