of the European Commission, constitute the cornerstone of the Community cultural policy. This thesis analyzes the embodiment of European identity in the Community cultural policy with a special focus on three selected areas: audiovisual, educational and language policies. In conclusion, this thesis maintains that the mild, abstract and ambiguous notion of &ldquo
unity in diversity&rdquo
that accommodates heterogeneous European cultures and characteristics in conformity with the multi-layered EU polity is the most plausible and desirable mode of European cultural identity for the EU bureaucratic elites. However, this identity building strategy has limitations stemming from the intrinsic nature of the EU and the absence of a coherent definition of European identity.

Texte intégralDenna avhandling undersöker hur Europa skapas i gränslandet mellan arkeologi, pengar och politik inom den Europeiska Unionens kulturpolitiska finansieringsprogram. Vid sidan av symboliska attribut såsom flagga och nationalsång har företrädare för den Europeiska Gemenskapen och EU engagerat sig i idén om ett gemensamt europeiskt kulturarv, på ett metaforiskt såväl som ett materiellt plan. Politisk legitimitet har sökts med hänvisning till en mångtusenårig samhörighet. I samband med detta engagemang har arkeologer och kulturarvsarbetare sedan 1970-talet erhållit finansiellt stöd för restaureringsprojekt på platser av europeisk betydelse och transnationella samarbetsprojekt som kan skapa europeiskt mervärde. Studien undersöker banden mellan EU och arkeologi genom att lyfta finansiering som en plats för interaktion och meningsskapande. En etnografisk metod har tillämpats, där empirin består av fältobservationer från en praktikantperiod på Europeiska kommissionen, 41 intervjuer med olika aktörer, samt policydokument och arkeologiska texter. En databas med 160 arkeologiska projekt har även skapats. Diskursanalys och nätverksteoretiska begrepp såsom översättningar och svarta lådan har använts för att lokalisera och begreppsliggöra iakttagelser och meningsfulla skärningspunkter i materialet. Studien visar hur EU-tjänstemän, expertgranskare, konsulter och arkeologer alla deltar i utformandet av arkeologiska problemställningar och byggandet av professionella nätverk. EUs mjuka strategier, inom vilka instruktioner och utvärderingskriterier främst bestämmer ramarna men inte innehållet i de finansierade projekten, har inspirerat sökande att tänka Europa utan att tänka. När en ansökan skrivs och lämnas in startar en kedja av översättningar som leder till att olika aktörer avpolitiserar skapandet av Europa i samtiden. I resultaten framkom att arkeologiska projekt, genom att använda EUs målformuleringar i sina projektansökningar, ofta har utnyttjat EUs förväntningar på arkeologi om att skapa en europeisk identitet. I flera projekt knöts en europeisk samhörighet i det förflutna samman med dagens EUropa. Dessutom fortsatte många projekt att använda EUs mål och symboler i sina outputs. Här var EU-kopplingen tydligare i publika sammanhang än i akademiska. Sammantaget visar studien att val av finansieringskälla spelar stor roll. EUs finansieringsprogram har blivit en del av arkeologins politiska ekologi, en sammanflätning som är oundviklig men viktig att kritiskt uppmärksamma. Dessa band påverkar både vår syn på det förflutna och samhällets syn på arkeologi idag.

Texte intégralFokus för denna avhandling är spridningen av begreppet interkulturalitet inom utbildning. Utbildningspolicy, akademisk litteratur och mängden kurser i högre utbildning ägnade åt begreppet vittnar alla om dess betydelse i försöken att förena det kulturellt partikulära med det universella. Med Europas koloniala förflutna i åtanke och dess skapande av hierarkier mellan vad som definieras som kunskap, ämnar denna avhandling undersöka vilka kunskaper som krävs för att bli interkulturell. Syftet är framför allt att besvara frågan vad som händer med interkulturalitet om kulturella skillnader istället förstås som koloniala skillnader. Utifrån ett dekolonialt perspektiv som fokuserar på hur skillnader skapas och upprätthålls utifrån föreställningar om kulturella identiteter, analyseras EU-policy, akademisk litteratur samt intervjuer med studenter som avklarat en kurs i interkulturalitet. Analysen visar på hur interkulturalitet, i dess nuvarande tappning, riskerar fastna i en singulär europeisk utblick på världen upphöjd till universell lag. Snarare än att mildra eller förändra maktrelationer och skapa möjligheter till mellanmänskliga möten, riskerar därför interkulturaliteten att bidra till fortsatt förtryck av den som anses kulturellt annorlunda. En alternativ utgångspunkt står att finna i en annan översättning av interkulturalitet – interculturalidad – hämtad från ursprungsbefolkningarnas kamp för att bli synliggjorda, att dela makten, på den offentliga arenan i Bolivia, Ecuador och Peru. Genom att lyfta fram begreppet interculturalidad, som just har sitt ursprung i singulariteten och bär med sig själva erfarenheten av kolonialism, tillförs en möjlig distansering från interkulturalitet med dess implicita eurocentrism. Avslutningsvis argumenteras för att befrielse från kolonialismens ok kräver att interkulturalitet omkodas som inter-epistemisk.

Texte intégralThis research explores the implementation of the communitarian Cohesion policy in the Sicily Region, focusing on its cultural component. An approach at the microscopic scale based on numerous interviews discloses an ineffective operating framework. The extreme complexity of the Cohesion policy, which is the produce of a multilevel governance system, presents difficulties when it comes to its articulation with the national or regional Development policies. Its implementation at the grass root level shows flaws that heavily hinder its effectiveness. Culture is acknowledged for its contribution to the development of a heritage-based tourism, which is considered to be a major local asset. And yet, the increasingly divergent interpretation of the cultural referential in Brussels, Italy or Sicily has weakened its role, reflecting a simplistic vision focussing only on its economic impact. In addition, Cohesion policy promotes the principle of partnership, implying the involvement of all the stakeholders in a region. However, in Sicily the powerful regional government is still by far the main beneficiary of these structural funds at the expense of the cultural field, which is poorly organised and remains largely excluded. Finally, the Cohesion policy reveals a political crisis at the European and Sicilian levels: some institutional players on the island opt for inertia, while the lack of response from the communitarian institutions could reflect the unwillingness to promote true European cohesion

Texte intégralFrance's Spanish policy from 1957 to 1979 is approached through three very distinct periods. Three steps, three levels : observation (1957-1963), trading negociations (1963-1970 ), political commitments and daring relationships (1970-1979). Confronted with the evolutions of Franco's dictature and then democracy, the French government is constantly adapting. The Spanish foreign policy turns out to be sharp: Spain is a restless and pugnacious neighbour. Yet the French Foreign Affairs Department considers this situation as an opportunity to enhance the prestige of de Gaulle's policy. With a high economic potential, Spain offers many opportunities for French exports. As a Mediterranean country, Spain is likely to change the centre of gravity of the European Community in favour of France, whose role of platform would be reinforced. As a Latin country, Spain represents a link between an ambitious France and South America. As a developing country, Spain provides a support for the French attempt to deal with the Third World. From both perspectives - Spanish and French - this PhD gathers and updates previous works which were used to build this study. Besides, one should not ignore Spanish grievances or expectations regarding France. From a larger perspective : France provides a European partnership, Spain tries to outbid between Washington, Bonn and Paris, while a Mediterranean cooperation structured around Madrid, Rome and Paris is highly wished for. This study is carried out into the frame of three different historiographic schools: the history of Franco-Spanish relationships, the political history of Spain and the history of representations among French elites

Texte intégralThe main purpose of the research is to identify the European Union's strategy in the Dispute Settlement Body of the WTO and to determine the role that international trade disputes play on the European level. Particularly, the EU participation specificity, compared to other Members of the WTO and the reasons for its involvement, are examined in the frame of an analysis on the manner in which international disputes inscribe into its external policy. We also analyze the EU disputes contribution to the development of international law. The research articulates around two main parts which contribute to the study of coherence of the EU strategy in the DSB.EU policies are frequently attacked in front of the DSB. The EU uses recourse to international trade disputes as an instrument to promote to the international level its non trade values and essential interests and to defend its historical acquis according to main directions of its policies. These EU ambitions explain the specificity of its international trade disputes. The first part of the research analyses the particular nature of international trade disputes of the EU and intends to answer the question to know by what means the EU tries to impose its own experience of trade liberalization onto international level (Part I).In the second part we are analyzing the EU choice of modes of dispute settlement depending on different criteria. So, the dispute settlement means depends on the parties to the conflict and the stakes of the dispute. We also examine if institutional conditions for its participation to settlement of international trade disputes and special mechanisms of Common Commercial Policy existing in the EU are compliant with WTO law requirements, and if they are consequently profitable for efficient defense of the EU trade and non trade interests (Part II)

Texte intégralThis thesis discusses Greek cultural policy in Western Europe as well as its place in the country’s effort to participate in European integration from the aftermath of the Second World War until the accession of Greece to the EEC. From its foundation, the neo-Hellenic state used its historic past as a central point of reference. In this context, the question arises as to when and how the political leadership decided to project this past on the level of its political relations with the post-war European institutions. Cultural policy uses the history and civilization of a nation for the benefit of politics. In most cases involving Greece, the 'messages' of its cultural policy were 'addressed' to the Europeans, a phenomenon that is particularly visible during the period of accession negotiations. This was projected both at the intellectual level (for example by people such as Tsatsos, Kanellopoulos) and at the realm of practical politics by the political world (for example Karamanlis). This study, extending to a period longer than thirty years, examines the development of cultural relations between Greece and Europe, the initiatives and organization of Greek cultural policy within a European and international context as well as the role of cultural policy and Greece’s cultural arguments in the effort to achieve accession to the EEC.The foreign cultural policy that Greece exercised towards the Europeans until 1979 refers to national identity, the sentiment of belonging, the cultural connotations of the European project. Thus, to the extent that it is part of Greece's European policy, it is inextricably linked to the history of European integration

Since the ages of 1980s, the devekopment of new audiovisual communication techniques is changeful. In order to face the changes of the developments of the audiovisual techniques and industries economics, the European Communities are active to research on the management of audiovisual services and to promote the concept of opening audiovisual market and to provide the high quality, low cost services to European people, so it would be effective on politics, economic and culture society of Communities. And besides, the formation of single audiovisual market could enable to raise the competitive ability of audiovisual industries within Communities, thus which could compete with American and Japan. The aim of this thesis is to study the fundamental rules of EC'Audiovisual Policy. Now our country also faces the revolution of audiovisual techniques, perhaps this thesis could offer our people the fundamental understanding for EC' new policy. Literrature analysis method is used to analyze the policy. Judging from the result of this study, the audio- visual policy brings three effects to EC: for politics, by free circulation of information, it will help EC to guide the policies and laws and to promote European Unification ; for economic, it will raise the competitive ability of audiovisual industries and speed the formation of information society; for culture society, the EC's people could enjoy high quality audiovisual services which promote the cultural circulation and understanding between all Member States.
