Copyright provides the creator of an original work, such as a journal article or a scientific poster, with exclusive rights to authorize and reproduction and sharing copies of the work. Issues regarding copyright have become more prominent as digital technologies have made copying and distributing information easier. In a research environment, there is ample opportunity to share print and electronic resources among colleagues, which may represent noncompliance with copyright law. The desire to remove the paywall from the published literature has led to several versions of open access (OA), differentiated by the fees charged to the author as article processing charges, where the article is stored, and when the published article becomes freely available as OA. A number of government agencies and major research funders in the U.S.A. and the EU have implemented specific guidelines as to where and how their funded research can be published. Although OA publications can be read for free, they are still subject to various license limitations regarding sharing and reuse.

Traditional watermarking techniques extract the watermark from a suspected image, allowing the copyright information regarding the image owner to be identified by the naked eye or by similarity estimation methods such as bit error rate and normalized correlation. However, this process should be more objective. In this paper, we implemented a model based on deep learning technology that can accurately identify the watermark copyright, known as WMNet. In the past, when establishing deep learning models, a large amount of training data needed to be collected. While constructing WMNet, we implemented a simulated process to generate a large number of distorted watermarks, and then collected them to form a training dataset. However, not all watermarks in the training dataset could properly provide copyright information. Therefore, according to the set restrictions, we divided the watermarks in the training dataset into two categories; consequently, WMNet could learn and identify the copyright information that the watermarks contained, so as to assist in the copyright verification process. Even if the retrieved watermark information was incomplete, the copyright information it contained could still be interpreted objectively and accurately. The results show that the method proposed by this study is relatively effective.

<span>Recent growth and development of internet and multimedia technologies have made it significant to upload data; however, in this situation, the protection of intellectual property rights has become a critical issue. Digital media, including videos, audios, and images are readily distributed, reproduced, and manipulated over these networks that will be lost copyright. Also, the development of various data manipulation tools like PDF converter and Photoshop Editor has resulted in digital data copyright issues. So, a digital watermarking technique has emerged as an efficient technique of protecting intellectual property rights by providing digital data copyright authentication and protection. In this technique, a watermarked document was integrated into electronic data to prevent unauthorized access. In this paper, A robust watermark algorithm based on a 5-level DWT and Two Log was proposed to enhance the copyright protection of images in unsecured media. Our lab results validate that our algorithm scheme is robust and forceful against several sets of attacks, and high quality watermarked image was achieved, where the algorithm was assessed by computation of many evaluation metrics such as PSNR, SNR, MAE, and RMSE.</span>

Digitalne tehnologije omogućile su stvaranje arhiva elektroničkih radova. Tako su ovi naučni repozitoriji postali javno dostupni u režimu otvorenog pristupa. Open access uključuje slobodan i univerzalan pristup i korištenje informacijskog sadržaja baza podataka i drugih digitalnih resursa na internetu. Da bi se zaštitili interesi nositelja autorskih prava radova koji su u režimu otvorenog pristupa, morale su biti unesene mnoge inovacije u zakon o autorskim pravima. Najpoznatija licenca za otvoreni pristup je Licenca kreativne zajednice (Creative Commons Licence – CCL). Prva internacionalna deklaracija o otvorenom pristupu je Budimpeštanska deklaracija (inicijati-va) (Budapest Open Access Initiative, 2002). 2007. godine utvrđene su osnovne smjernice za primjenu otvore-nog pristupa u bibliotekama od strane IFLA (International Federation of Library Associations and Institutions), eIFL (electronic Information for Libraries) i LCA (Library Copyright Alliance koja obuhvata pet najvećih biblioteč-kih udruga u SAD). = Digital tehnologies allowed forming the archival repository of electronic issues. These scientific repositories became publicly available within the open access regime. Open access includes open and universal access and usage of the content data bases and the other internet digital resources. With the aim to protect the interests of the all entitled to the open access regime, many inovations connected with copyright law have had to beimplemented. The most famous open access licence is the Creative Commons Licence – CCL. Budapest Open Access Initiative is the first international declaration of the open access. In 2007, the implementation of fundamental principles of the open acces in the libraries were confirmed by IFLA (International Federation of Library Associations and Institutions), eIFL (electronic Information for Libraries) and LCA (Library Copyright Alliancewhich involved five greatest library associations in the USA

This study investigated the factors for the development of electronic library in university libraries in Southern Nigeria. The study adopted a descriptive research design with a population of 107 which comprised all the systems librarians, electronic librarians and digital librarians in the federal, state and private universities in Southern Nigeria. An online questionnaire using Google form was the main tool for data collection with a total of 107 librarians who responded appropriately. The study revealed that ICT tools, information resources and facilities were used for the development of e-library in university. The findings also showed that there was a general consensus among the respondents concerning ICT tools and resources that were used for the development of e-library such as: CD-ROM, wireless network, and interactive board, office and electrical equipment, information resources (e-book, e-journal, e-newspaper) and subscription to databases. The findings further revealed that funding, authentication, digital preservation process, copyright issues, training, and ease of access were challenges affecting the development of e-library in Nigeria. The researchers therefore recommended that universities, colleges of education and polytechnics in Nigeria should endeavor to develop its e-library by considering the findings in order to achieve its mandate of delivering quality information services to the library patrons.

The purpose of the article is to improve the organization of the control over settlements in e-commerce by developing an organizational and information model. Being a promising and quite attractive form of doing business, e-commerce is characterized by specific risks: errors in the operation of the applied software, illegal withdrawal of funds, copyright infringement, leakage of corporate information, cybercrime and fraud with financial transactions, violation of personal data protection and their use for personal purposes, etc., which has an impact on the organization of control over settlements in this sphere. It is identified that the improvement of the organizational principles of control over settlements in e-commerce will contribute to a better control measure and will positively affect the overall efficiency of the system of management of an e-commerce entity. As result of the study, an organizational and information model is developed and substantiated, which takes into account the peculiarities of this sphere of economic activity and consists of six blocks: the purpose and objectives of control over settlements in e-commerce; objects and subjects of control over settlements in e-commerce; system of economic indicators of control over settlements in e-commerce; information base of control over settlements in e-commerce; methodical methods of processing primary (incoming) information of control over settlements in e-commerce; methodical methods of generalization and implementation of the results of control over settlements in e-commerce. The use of the presented development will contribute to better preparation of the control measure, optimization of control over both the time and cost parameters. Prospects for further research in this area may be the development of a risk-oriented methodology of control in e-commerce.

Electronic information systems that take advantage of new technological developments on the Web are a key towards fulfilling the mission of the extension educator; i.e., to help individuals, families and communities put research-based knowledge to work in improving their lives. Webpages are one key to achieving this goal, but vertical searches using search engines are tedious and inefficient. There is a need for a) rapid and easy access to verifiable information databases and b) the coordination of good information resources that are already available on the Web in an horizontal format. NurseryWeb was developed as an open information resource within a frames environment that enables users to gather information about a variety of nursery-related material; e.g., cultural information, diagnostic criteria for disease and pest identification, data on integrated pest management and marketing data. In addition, a password-protected communication resource within the page provides nurserymen with conferencing and direct email connections to nursery extension specialists through WebChat™, as well as providing time-sensitive data, alerts, and links to professional organizations. A number of critical issues remain unresolved—e.g., the integrity of information links, data and picture copyright issues, and software support. Nonetheless, the ease of use, availability of information in remote areas at relatively low cost, and 24-hr access assures that this type of information provision will become dominant in the future.

The industrial 3D mesh model (3DMM) plays a significant part in engineering and computer aided designing field. Thus, protecting copyright of 3DMM is one of the major research problems that require significant attention. Further, the industries started outsourcing its 3DMM to cloud computing (CC) environment. For preserving privacy, the 3DMM are encrypted and stored on cloud computing environment. Thus, building efficient data masking of encrypted 3DMM is considered to be efficient solution for masking information of 3DMM. First, using the secret key, the original 3DMM is encrypted. Second without procuring any prior information of original 3DMM it is conceivable mask information on encrypted 3D mesh models. Third, the original 3DMM are reconstructed by extracting masked information. The existing masking methods are not efficient in providing high information masking capacity in reversible manner and are not robust. For overcoming research issues, this work models an efficient data masking (EDM) method that is reversible nature. Experiment outcome shows the EDM for 3DMM attain better performance in terms of peak signal-to-noise ratio (PSNR) and root mean squared error (RMSE) over existing data masking methods. Thus, the EDM model brings good tradeoffs between achieving high data masking capacity with good reconstruction quality of 3DMM.

With the improvement of software copyright protection awareness, code obfuscation technology plays a crucial role in protecting key code segments. As the obfuscation technology becomes more and more complex and diverse, it has spawned a large number of malware variants, which make it easy to evade the detection of anti-virus software. Malicious code detection mainly depends on binary code similarity analysis. However, the existing software analysis technologies are difficult to deal with the growing complex obfuscation technologies. To solve this problem, this paper proposes a new obfuscation-resilient program analysis method, which is based on the data flow transformation relationship of the intermediate representation and the graph network model. In our approach, we first construct the data transformation graph based on LLVM IR. Then, we design a novel intermediate language representation model based on graph networks, named DFSGraph, to learn the data flow semantics from DTG. DFSGraph can detect the similarity of obfuscated code by extracting the semantic information of program data flow without deobfuscation. Extensive experiments prove that our approach is more accurate than existing deobfuscation tools when searching for similar functions from obfuscated code.

In becoming a signatory to the World Intellectual Property Organization (WIPO) Treaties, Canada has undertaken the obligation to provide protection against the circumvention of technological measures designed to protect copyright works. While on its face the obligation appears simple, in reality it brings about an intersection of policy, law and technology; a complex situation with far reaching repercussions. The U.S., a co-signatory to the WIPO Treaties, responded to this tension by enacting the Digital Milennium Copyright Act (DMCA), which heavily regulated circumvention technology and garnered wide-spread criticism. Critics labeled the law as unpredictable and overbroad legislation, which has chilled free speech, violated fair use, stifled research and study and encouraged monopolies by eliminating competition. Drawing largely on the U.S. experience, this thesis aims to suggest a possible route for Canada to take when fulfilling its own obligations under the WIPO. It will begin with a review of the relevant provisions of the Treaties to determine the extent of Canada's obligation. It will then examine Canada's proposal papers and the responses of its citizens to the questioned posed regarding future anti-circumvention legislation. It will also examine the DMCA in detail and attempt to distil its flaws. Finally, it will investigate the extent of the need for new anti-circumvention legislation in Canada by examining Canada's existing laws dealing with the protection of technology measures. Such process will provide evidence that Canada has, to a large extent, complied with its obligations under the WIPO while maintaining the delicate balance between the stakeholders of copyright law. Thus while new anti-circumvention legislation may still be in order, Canada has the latitude to craft a law that fully recognizes the rights of all stakeholders in the copyright equation and is consistent with its own copyright policies.

This dissertation examines the phenomenon of book digitization and the legal challenges for the creation of digital libraries. It explores whether the current copyright framework supports libraries in the digital era as they strive to remain the institutional guardians of our literary treasures. The thesis hypothesis is that the current framework is unsuccessful or inadequate in supporting libraries. To test this hypothesis and identify the legal inefficacies the dissertation examines context, i.e. the history and rationale for applying copyright rules to books and libraries, the copyright rules as applied to libraries before and after digitization was possible, various digitization projects and the practical challenges that digitization brought about, and, the relevant litigation which has started on both sides of the Atlantic covering over a decade now. Furthermore, the thesis explores normative directions of copyright rules, including their exceptions, applicable to libraries in the digital era. It ultimately proposes that among various players claiming this role, libraries, given their institutional functions and capabilities, should be attributed rights to digitization and a favorable legal framework for providing access to digital material.

Digitisation had a profound impact on the creation, reproduction, and dissemination of works protected by copyright. Works in digital format are vulnerable to infringement, and technological protection measures are accordingly applied as protection. Technological protection measures can, however, easily be circumvented, and additional legal protection against circumvention was needed. Article 11 of the WIPO Copyright Treaty (the WCT) obliges Member States to provide adequate legal protection against the circumvention of technological measures applied to works protected by copyright. Contracting parties must refine the provisions of Article 11 and provide for exceptions on the prohibition. Article 11 does not specify whether it pertains to only certain types of technological measures, nor does it prohibit the trafficking in circumvention devices. The United States implemented the provisions of Article 11 of the WCT through the Digital Millennium Copyright Act of 1998 (the DMCA). Section 1201 of the DMCA prohibits the circumvention of technological measures. It is detailed and relates to two categories of technological measures - access control and copy control. It prohibits not only the act of circumvention, but also the trafficking in circumvention devices. Article 6 of the EC Directive on the Harmonisation of Certain Aspects of Copyright and Related Rights in the Information Society of 2001 implements Article 11 of the WCT. Article 6 seeks to protect Aeffective technological measures@. It prohibits both the act of circumvention and circumvention devices. Although Article 11 of the WCT is silent on the issue of access control, it seems as if the international trend is to provide legal protection to access controls, thus indirectly creating a right to control access. South Africa has not yet implemented Article 11 of the WCT. The South African Copyright Act of 1979 does not protect technological protection measures. The Electronic Communications and Transactions Act of 2002 (the ECT Act) provides protection against the circumvention of technological protection measures applied to digital data. The definition of Adata@ is such that it could include protected works. If applied to protected works, the anti-circumvention provisions of the ECT Act would be detrimental to user privileges. As developing country, it seems to be in South Africa's best interest to the implement the provisions of Article 11 in such a manner that it still allows users access to and legitimate use of works protected by copyright.

Copyright is essentially the right of the rightsholder of an original work to prohibit others from making or distributing unauthorised copies of his or her work. More specifically for this dissertation, when an end user deals with digital content, one of the aims of copyright becomes the balancing of the conflicting interests in ‘exclusivity’ on the one hand, and in ‘access to information’ on the other. Exclusivity is achieved by the rightsholders through technological protection measures to protect their commercial interests. Access to information is achieved where works are available to the general public without payment and technological protection measures and where the digital content is not directly marketed for commercial gain. Exclusivity and access to information are two conflicting cultures surrounding copyright in the digital era. It is submitted that unless we find a socio-economic-legal way for the dynamic coexistence of these two conflicting cultures by means of fair dealing, the culture of exclusivity will eventually dominate fair access to information. The transient nature of digital content means that rightsholders have little or no control over their works once the end user has obtained a legal digital copy of the work. The right ‘to prohibit’ end users from copying and distributing unauthorised copies is, therefore, largely meaningless unless a legal or other solution can be found to discourage end users from the unauthorised reproduction and distribution of unauthorised copies of the work. Currently, technological protection measures are used to manage such digital rights because legal permissions within the doctrine of fair dealing for works in printed (analogue) format are inadequate. It is, however, submitted that a legal solution to discourage end users from copying and distributing unauthorised copies rests on two pillars. Firstly, the solution must be embedded in state-of-the-art digital rights management systems and secondly the business model used by publishers, and academic publishers in particular, should change fundamentally from a business-to-consumer model to a business-to-business model. Empirical evidence shows that the printing of e-content will continue to be relevant far into the future. Therefore, the management of fair dealing to allow for the printing of digital content will become increasingly important at educational institutions that use e-books as prescribed course material. It is submitted that although the origination cost of print editions and e-books correspond, the relatively high retail price of e-books appears to be based on the fact that academic publishers of digital content do not have the legal or digital rights management tools to manage the challenges arising from the fair dealing doctrine. The observation that academic publishers are reluctant to grant collecting societies mandates to manage the distribution of digital content, and/or the right to manage the authorised reproduction (printing) of the digital content, supports this hypothesis. Ultimately, with technologies at our disposal, the fair use of content in digital and print format can be achieved because it should simply be cheaper to comply with copyright laws than to make unauthorised digital or printed copies of content that our society desperately needs to make South Africa a winning nation.

The Internet has been lauded as an open and free platform from which one is able to engage with, and share large amounts of information (Stallman, 1997). As one witnesses the shift from analogue media to digitalism, so too is it possible to note a change in cultural practices of media consumers. Users of the media can now be viewed as “prosumers”, producing as well as consuming media products (Marshall, 2004). Digital media users have been given the ability to engineer their own unique media experiences, especially within the realms of the Internet. However, this process has seemingly led to mass copyright infringement as Internet users appropriate various movies, music, television programmes, photographs and animations in order to create such an experience. The art of digital mashing in particular, has been deemed an explicit exploitation of intellectual property rights as it re-cuts, re-mixes and re-broadcasts popular media in a number of alternative ways. YouTube especially has been at the forefront of the copyright furore surrounding digital mash-ups because it allows online users the facility to post and share these video clips freely with other online users. While YouTube claims that they do not promote the illegal use of copyrighted material, they simultaneously acknowledge that they do not actively patrol that which is posted on their website. As such, copyright infringement appears seemingly rife as users share their own versions of popular media through the art of digital mashing. This dissertation however, explores the concept that the creation of mash-ups is not undermining intellectual property rights, but instead produces a new avenue from which culture can emerge. It highlights how Internet users are utilising the culture which surrounds them in an attempt to navigate the new social structures of the online, subsequently arguing that mash-ups are an important element of defining a new postmodern culture, and that the traditional copyright laws of analogue need to be modified in order to secure the development of new and emerging societal structures.

Résumé :
The key principles of managing digital rights (DRM) of access to electronic documents applicable to book trade and library services are discussed. Digital document types and popular e-book formats where DRM-systems are applicable, are analyzed. The significance of DRM systems standardization, their friendliness to users and e-book rightsholders, is substantiated. The key provisions of international standards implemented this year to regulate typology of copyright security tools as well as DRM systems characteristics based on data coding, are examined. The most popular commercial solutions for DRM systems are reviewed; non-commercial international Readium project is described. The project is aimed at designing and developing software modules to integrate standard DRM technology into automated information systems, including library AIS.

Résumé :
The National Library of Romania shares digital resources, providing access to knowledge and cultural heritage, through three online platforms. These are: a) The Traditional Virtual Catalog for the books published before 1993. It is the virtual image of the traditional catalog which is organized alphabetically by author name in the appropriate folders physical drawers. 1,600,000 sheets are structured in 1600 folders, and a folder contains on average 1,000 sheets scanned catalog. Book-to-Book Platform, a crowd-cataloguing tool, provides both search and retrieval of bibliographic information in virtual catalog of books traditionally published before 1993 and the possibility to learn and contribute voluntarily in the development of the catalog by creating associated metadata catalog sheets scanned. Book-to-Book is a collaborative project.Through specialized internships and specialized seminars in National Library of Romania, students from Faculty of Letters are better prepared for integration in labor market, achieving skills and abilities, a good level of professional preparation The platform and database was designed by the students from the Techical University Bucuresti. The online catalog web component is offered determined by the integrated library system, Aleph and contains bibliographic informations about documents in the library collections since 1993: books, periodicals, multimedia documents, periodical articles culture. In the online catalog, defined by logical databases, The doctoral theses Referential, which provides access to online content thereof (by digitizing paper or archiving electronic content of CD attached by author) and digital library for blind (project Sound of pages) that disabled users have access to requested digitized works. It is comprised of digital collections created by digitizing special collections of documents in the National Library of Romania, organized by themes or after events. Currently includes the following collections: Historical Archive, Incunabula, Old Romanian books and bibliophile, Potographs of personalities, romanian illustrated postcards, picture postcards, manuscripts, old maps, musical scores, albums with engravings, exlibris, japanese prints, drawings Romanian etc. These collections are the result of research on copyright of items. The metadata and the thumbnails of the digital collections was harvested via OAI-PMH protocol and published in Europeana, keeping the source of the original URL and a digital objects, after a careful analysis of the metadata and a data migration process. Accessible at http://digitool.bibnat.ro/R . Databases have grown steadily and have become e-learning tools for some categories of users. The systems provide open resources, learning and navigating tutorials and contribute to the knowledgeable and creative society.
