The monograph presents the developed theoretical provisions, methodological and scientific-practical recommendations on the management of the formation of soft skills competencies demanded in the modern economy of university graduates. The concept of management of the formation of competencies of university graduates is substantiated. The method of forming a model of competencies of university graduates developed and tested by the authors is considered. The developed organizational model of management of the formation of competencies of university graduates in demand in the modern economy on the basis of coordination of actions of interested parties is presented. Methodological and scientific-practical tools for managing the formation of graduates' competencies allow assessing the formation of competencies, forming motivation for the development of competencies with the participation of graduates who have been in the profession, building individual trajectories of competence formation. Conceptual and methodological provisions and conclusions develop existing scientific approaches to the management of the formation of competencies of university graduates. For students, undergraduates, postgraduates, doctoral students, researchers studying and conducting research in the field of personnel management, as well as for the teaching staff of universities and practitioners working with the personnel of modern organizations.

The monograph is devoted to the methodology of material and technical support of railway transport. According to the types of activities, the nature of the material and technical resources used, technologies, means and management systems, Russian railways belong to the category of high-tech industries that must have high quality and technical level, reliability and technological efficiency in operation. For this reason, the logistics system itself, both in structure and in the algorithm of the functions performed as a whole, needs a serious improvement in the quality of its work. The economic situation in Russia requires a revision of the principles and mechanisms of management based on the corporate model of supply chain management, focused on logistics knowledge. In the difficult economic conditions of the current decade, it is necessary to improve the quality of the supply organization of enterprises and structural divisions of railway transport, directly related to the implementation of the process approach, the advantage of which is a more detailed regulation of management actions and their mutual coordination. In order to increase the efficiency of its activities and develop the management system, Russian Railways is developing a lean production system aimed at further expanding the implementation of the principles of customer orientation, ideology and corporate culture. At the present time, the solution of many issues is impossible without a cybernetic approach to the formulation of problems of material and technical support and logistics analysis of information technologies, to the implementation of the developed algorithms and models of development strategies and concepts for improving the business processes of the production system. The management strategy, or the general plan for the implementation of activities for the management of material resources, is based on a fundamental assessment of the alignment and correlation of forces and factors operating in the economic and political field, taking into account the impact on the specific form of the management strategy. The materials will be useful to the heads and specialists of the directorates of the MTO, CDZs and can be used in the scientific research of bachelors, masters and postgraduates interested in the economics of railway transport and supply logistics.

Although work on depoliticization arises most frequently from the literature on governance as a function of the differentiated polity, it also has resonance with that on multilevel governance (MLG). This indicates a distinction between ‘two types’ of MLG: from forms of territorialized federal governance and from more ad hoc actions of delegated governance. Setting the literature on arena-shifting within a framework inspired by the MLG literature on the European Union demonstrates that depoliticization may be fostered at the nexus of different types of policy devolution, due to the functional interdependence between policy fields. The fundamental argument of this chapter is that depoliticization assumes intention on the part of key actors to effect strategies of depoliticization, and this assumption is problematic. The example of monetary and fiscal governance is (re)used to demonstrate the strategic interactions between territorialized and a-territorialized forms of policy governance and the problems that arise between the two.

This publication is part of an effort coordinated by PAHO to support Member States in multihazard preparedness, and includes: early warning system strengthening; threat characterization; activation and deactivation procedure definition; and institutional coordination. It engages different disciplines and recognizes the importance of intersectoral collaboration to respond to heat-health risks. It aims to bring awareness of the impacts of heat on the health of people of the Americas to public health decisionmakers, and thereby strengthen health service provision.

This book provides a comprehensive and practically oriented account of EU competition procedure and the European Commission’s role in enforcement, coordination, and policy-making, from the perspective of EU enforcers. It explains the Commission’s approach to each aspect of enforcement: its investigatory practices and powers, interactions with parties under investigation and third parties, compliance with fundamental rights, process by which it adopts decisions, and application of sanctions and remedies for anticompetitive conduct. Publication and judicial review of Commission decisions is also be discussed. In particular, the book provides a complete view of the Commission’s role in enforcement and coordination at the international level. Following the implementation of the Damages Directive, the book examines cooperation between the Commission and national courts, with regard to the increasing role of private enforcement actions. It emphasises the importance of cooperation between the Commission and national competition authorities (NCAs) of the Member States and consider the impact of the forthcoming Directive on empowerment of NCAs (‘ECN+’), as well as the Commission’s engagement with NCAs in third countries and the instruments which facilitate this.
