Questo saggio ha come oggetto di riflessione i conflitti ambientali, i nuovi soggetti politici che ne sono protagonisti e le visioni collettive che paiono centrarsi in maniera inedita sulla cattiva gestione delle risorse locali e sui conseguenti rischi per la salute pubblica. Nuovi soggetti politici appunto (comitati, associazioni, movimenti) che operano l'articolazione fra discorsi scientifici (dati sull'inquinamento, previsioni ecc.) e discorsi politici (orientamenti valoriali e dibattiti sulle decisioni da prendere per il futuro). A partire da alcuni casi di studio (la questione dei rifiuti in Campania, quella degli inceneritori in Emilia Romagna) l'articolo conduce una breve analisi sulle forme argomentative adottate da questi gruppi, sulle modalitÀ di intendere il rapporto con le istituzioni democratiche e con la scienza (con amministratori e\o con esperti), sui processi interni di leadership e sull'idea di ‘rivolta' da condurre.

Dalla pubblicazione della GCP europea (1991) vi è stato un progressivo spostamento dal primario interesse per la protezione dei diritti del soggetto, verso la garanzia formale della completezza dei dati, a torto confusa con la “credibilità”. Ciò causa conflitti e ritardi nell'approvazione etica e sembra dovuto allo scollamento fra i criteri di stesura dei protocolli nelle aziende farmaceutiche o i criteri con cui alcune autorità sanitarie emettono raccomandazioni per l'esecuzione di studi clinici, ed i criteri secondo i quali i CdE dovrebbero valutare il protocollo per garantire una reale protezione dei diritti del soggetto: conformità con la legge civile e penale; compatibilità con la pratica terapeutica e con l'etica e la deontologia medica; adeguatezza alla condizione culturale, etica, morale e religiosa localmente prevalente; rispetto dei principi di uguale opportunità e giustizia per l'accesso allo studio. La GCP e le altre raccomandazioni sono considerate solo in questo contesto. Non sono invece considerati criteri interni allo sponsor (SOPs), né eventuali diversi criteri applicabili in altre sedi. Si suggerisce quindi a sponsor e autorità sanitarie di incorporare tali considerazioni in protocolli e raccomandazioni; di ricordare che la ricerca clinica è soprattutto un atto terapeutico; che non necessariamente un protocollo deve essere identico dappertutto, purché ne sia rispettata l'integrità. Gli elementi non chiave devono essere considerati suscettibili di adattamento secondo le specifiche caratteristiche locali. Ciò suggerisce di limitare il processo in atto di centralizzazione delle procedure di stesura e approvazione etica dei protocolli, lasciando maggiore autonomia alle realtà operative locali.

I partiti politici che si ispirano ai valori del liberalismo, della democrazia e del socialismo non riescono più a concepire un progetto di lungo periodo per i propri concittadini e per l’umanità. Dopo il crollo del Muro di Berlino, grandi e piccole potenze hanno avviato una sordida lotta per la supremazia mondiale, alimentando conflitti locali e globali, e il ritorno del nazionalismo come ideologia dominante. In questo saggio si intende mostrare che la tesi sulla “fine delle ideologie” è infondata: le ideologie tradizionali sono incapaci di progettare un futuro di progresso perché subiscono passivamente l’ideologia della sovranità assoluta degli stati e della guerra giusta per difendere gli interessi nazionali. Il futuro dell’umanità è minacciato da una nuova corsa agli armamenti nucleari e convenzionali, ai quali i governi dedicano immense risorse, che dovrebbero invece servire per salvare il Pianeta dal surriscaldamento climatico, dallo sterminio della vita animale e vegetale e dalle pandemie. La via intrapresa dai popoli europei, con la costruzione della prima Unione sovranazionale della storia, dovrebbe ispirare anche le politiche necessarie per la costruzione di un ordine mondiale fondato sulla cooperazione pacifica tra stati e l’avvio di politiche che si propongano di consentire ai cittadini del mondo di godere dei medesimi diritti di libertà e solidarietà che, seppure imperfettamente, si sono realizzati in Europa. Il progresso dell’umanità è un’utopia positiva che può diventare realtà.

Crop farmers and cattle herders' conflict have remained the most prevailing resource-use conflict in Girei Local Government Area of Adamawa State. Social and economic factors confined to inflame violent conflicts. The competition between these two Agricultural land user-groups threats the means of survival in the study area. The study describes the socioeconomic characteristics of farmers and herders and determines the causes of conflict in the study area. Primary data collected using structured questionnaire were subjected to simple percentages and chi-square analysis. The study revealed that the major causes of conflict in the study area are the crop damage by cattle, and lawlessness in the society. The findings also revealed that loss of expected yield, loss of cattle and loss of human lives and properties are the major effects of conflict. The study also concludes that the conflicts sometimes spread and lead to ethnic clashes and armed robbery. Therefore, it is in the interest of the state to address the genuine needs of herders and crop farmers since these two provides employment for almost all the rural people. In order to put an end to this conflict, it is therefore recommended that strange faces identified should be reported and leaders should preach the implications of conflict in the society. Le conflit entre les agriculteurs et les éleveurs de bétail pose un grand problème qui est le plus répandu dans la région du gouvernement local de Girei, dans l'État d'Adamawa. Les facteurs sociaux et économiques servent à enflammer des conflits violents. La concurrence entre ces deux groupes d'usagers des terres agricoles menace les moyens de survie dans la zone d'étude. L'étude décrit les caractéristiques socio-économiques des agriculteurs et des éleveurs et détermine les causes des conflits dans la zone d'étude. Les données primaires collectées à l'aide d'un questionnaire structuré ont été soumises à des pourcentages simples et à une analyse du chi carré. L'étude a révélé que les principales causes de conflit dans la zone d'étude sont les dommages causés aux cultures par le bétail et l'anarchie dans la société. Les résultats ont également révélé que la perte de rendement, la perte de bétail et lacperte de vies humaines et de propriétés sont les principaux effets du conflit. L'étude conclutcégalement que les conflits se propagent parfois et conduisent à des affrontements ethniquescet des vols à main armée. Il est donc dans l'intérêt de l'État de répondre aux besoins réels descéleveurs et des agriculteurs, car ces deux moyens fournissent des emplois à presque tous lescruraux. Afin de mettre un terme à ce conflit, il est donc recommandé de signaler les visagescétranges identifiés et les dirigeants devraient sensibiliser aux implications des conflits danscla société.

Resumo:Este artigo pretende contribuir, de uma perspectiva antropológica, ao estudo de mediação de conflitos como sensibilidade legal local e particular e uma forma específica de administração de conflitos. As características mais marcantes do processo de formação deste campo na Argentina, que envolve um conjunto heterogêneo e, ao mesmo tempo, poroso de agentes judiciais, atores políticos, fundações e agências internacionais, são descritas, em primeiro lugar, a partir de fontes documentais, entrevistas e textos especializados. Em seguida, a partir de duas questões etnográficas sobre as experiências de mediação em contextos locais, apresentamos a diversidade de formas que a mediação de conflitos pode assumir. Do mesmo modo, pudemos perceber a heterogeneidade de procedimentos, conceitos e critérios de tratamento do conflito e as dimensões específicas e comuns em torno do conceito de mediação comunitária e de mediação penal. O trabalho de campo permitiu observar que a mediação se afirma a partir dos esforços dos atores institucionais em seu trabalho cotidiano em se opor e se diferenciarem de outras concepções e universos institucionais. Além disso, foi possível observar a grande sobreposição e porosidade entre informalidade e burocratização, mediação e administração de conflitos, que transbordam o campo judiciário ou a ele permanecem presas.Palavras-Chave: mediação de conflitos; campo; sensibilidade legal; administração de conflitos. ***Resumen:El presente artículo busca contribuir, desde una perspectiva antropológica, al estudio de la Mediación como sensibilidad legal particular y forma específica de administración de conflictos. Se describe en primer término, a partir de fuentes documentales, entrevistas y textos especializados, los rasgos más sobresalientes del proceso de conformación de este campo en Argentina, que involucra un conjunto heterogéneo y a la vez poroso de actores judiciales, políticos, fundaciones y organismos internacionales. En un segundo momento, a partir de presentar un recorte de dos indagaciones etnográficas sobre experiencias de mediación concretas en escenarios locales, se muestra la diversidad de formas que ésta puede asumir, dando cuenta de la heterogeneidad de procedimientos, conceptos y criterios de tratamiento del conflicto, y lo particular y común que rodea al concepto de mediación comunitaria y penal. En tanto campo, la mediación se afirma a partir de los esfuerzos de actores institucionales concretos en su trabajo cotidiano de oponerse y diferenciarse de otras concepciones y universos institucionales, y sin embargo lo que observamos es la gran imbricación y porosidad entre informalidad y burocratización, mediación y administración, lo que desborda lo judicial y lo que queda atrapado allí.Palabras clave: mediación de conflictos; campo; sensibilidad legal; administración de conflictos ***Abstract:This article seeks to contribute, from an anthropological perspective, the study of conflict mediation as a particular legal sensibility and as a specific form of conflict management. From documentary sources, interviews and specialized texts on this subject, the salient features of the mediation forming process in Argentina is described. It involves an heterogeneous, yet porous group of judicial actors, politicians, foundations, international agencies. Secondly, taking into consideration two ethnographic issues on experiences in mediation in local scenerios, we show the diversity that this may assume. Accordingly, we show heterogeneity procedures, concepts and criteria of conflict treatment. We also consider particular as well as common concepts that support communal and criminal mediation. In field work we have observed that conflict mediation is consolidated through the efforts of institutional actors in their daily work to oppose and to differentiate themselves from other concepts and institutional universes. Nevertheless, what we see is a large overlap and porosity between informality and bureaucratization in mediation management that goes beyond the judicial field and of what remains trapped in it.Key words: mediation of conflicts; field; legal sensibility; conflict management.

ABSTRACT This study to aim carry through a theoretical analysis on the power conflicts in the human relations, in the organizations and, particularly its implications in the relations among health professionals, stimulating the revision of attitudes on the profession exercise, aiming at patient’s satisfaction with the professional and better quality of the interaction profissional/patient. Relationship models profissional/patient was emphasized and the trend of humanization of the service given in the health units. Amongst others analyses, we showed the conflict is a fact in any interpersonal relationship and, in the work place, it is a natural and expected phenomenon that, when administered constructively, can strengthen the relations. The work environment without the creativity and the progress resulting from the conflicts is boring. The ignored conflict has a tendency to aggravate. Soon, it is suggested they take steps and when the positive confrontation is used, be administed. Descriptors: conflicts; power; health; professional; patient; hospital.RESUMOFoi objetivo desse estudo realizar uma análise teórica sobre os conflitos de poder nas relações humanas, nas organizações e, particularmente, suas implicações nas relações entre profissionais de saúde, estimulando a revisão de atitudes durante o exercício da profissão, visando à satisfação do paciente com o profissional e melhor qualidade da interação profissional/paciente. Enfatizou-se modelos de relacionamento profissional/paciente e a tendência de humanização do serviço prestado em unidades de saúde. Percebeu-se que o conflito é um fato em qualquer relação interpessoal e, no local de trabalho, é um fenômeno natural e esperado que, quando administrado construtivamente, pode fortalecer as relações interpessoais. O ambiente de trabalho sem a criatividade e o progresso decorrentes dos conflitos é entediante e pouco criativo. Logo, sugere-se que medidas sejam tomadas e a confrontação positiva, seja administrada. Descritores: conflitos; poder; profissionais; saúde; paciente; hospital.RESUMENEl objetivo de este estudio fue realizar un análisis teórico sobre los conflictos de poder en las relaciones humanas en las organizaciones, y particularmente sus implicancias en las relaciones entre los profesionales de salud; estimulando una revisión de actitudes durante el ejercicio de la profesión, teniendo como objetivo la satisfacción del paciente con el profesional y mejor calidad de interacción profesional/paciente. Se enfatizaron modelos de relacionamiento profesional/paciente y la tendencia de humanización del servicio prestado en las unidades de salud. Se encontró que el conflicto es un hecho en cualquier relación interpersonal y en el lugar de trabajo, es un fenómeno natural y esperado que, cuando es administrado de manera constructiva, puede fortalecer las relaciones. El ambiente del trabajo sin la creatividad y el transcurrir de los conflictos es tedioso y poco creativo. Sugiriéndose que medidas sean tomadas y la confrontación positiva sea administrada. The expansion of renewable energy infrastructure comes with increasing conflicts at local level that significantly impede the expansion of renewable energy in Germany and impact the realization of national and international climate goals. In some conflicts, rural communities are torn apart and social relations strained beyond the energy conflict. Other projects are realized with no or only minor disruption. To researchers, project developers and local politicians alike, it seems unpredictable as to which way local energy conflicts evolve. Thus, the paper aims to shed light on conflict dynamics and identifies a number of aspects that influence local energy conflicts. The paper applies a conflict theoretical perspective on local energy conflicts. Rather than identifying energy conflicts as a sign of dysfunctionality, conflicts are seen as an important element of a democratic society struggling to find the best way through the transformation towards decarbonization. Based on qualitative research on local energy conflicts in five German municipalities the paper analyzes aspects that encourage constructive conflicts and aspects that impede such developments. With reference to Dahrendorf’s conditions of conflict the categories of energy conflicts are systematized within an analytical framework according to conditions of organization, conflict and change. These categories and aspects are embedded in specific local conditions, making conflicts on the one hand typical and on the other very specific. They are also entry points for dealing constructively with the conflicts.

Ethnic, religious, race, and cultural diversity, as well as a large number of populations, are a treasure and strength for the Indonesian people, but on the other hand, it can be potential social conflicts that jeopardize the national integrity. Local wisdom which lived generations by generations and owned by the various local community is a social asset that can be empowered in social conflict resolution. Local wisdom plays an important role, not only preventing social conflict but also providing breakthroughs to resolve conflicts that occurred. Law Number 7 of 2012 concerning Social Conflicts Resolution which reflects the principles of local wisdom, it should be more empower those principles into reality. This empowerment can be done by actualizing the values and institutionalize of local wisdom in social conflict resolution that is implemented at the stages of conflict prevention, termination of the conflict, and restoration of post-conflict.

Ce papier sur les espaces naturels protégés, s’inscrit dans un contexte national et international où les thématiques environnementales occupent une place de plus en plus importante dans les débats sociaux et les préoccupations politiques. Élément incontournable de la gestion des ressources naturelles, de l’aménagement des territoires et du développement durable, les espaces protégés traduisent des représentations très variables du rapport des sociétés à leur espace de vie. Ils sont les révélateurs des différences entre des modes concurrents de gouvernance des territoires. La méthodologie repose sur une recherche bibliographique et sur des enquêtes administrées par guides d’entretiens et par questionnaires. Les résultats permettent de comprendre les jeux et les stratégies d’acteurs en cours pour le contrôle et l’exploitation des ressources de l’aire protégée, mais également leur déclinaison ou leur transcription en plusieurs conflits latents ou ouverts et non au seul conflit ouvert de la crise casamançaise. Ils montrent également que le parc n’est pas à l’origine des conflits sur la scène locale, mais qu’il constitue un cadre qui facilite leur éclosion et leur lecture. Des recommandations sont enfin proposées sur des formes alternatives de gouvernance susceptibles d’apaiser ou de réguler les conflits autour du Parc. This paper on protected natural areas falls within national and international context where environmental themes occupy an increasingly important place in social debates and political concerns. An essential element in the management of natural resources, regional planning and sustainable development, protected areas reflect very variable representations of the relationship of societies to their living space. They reveal the differences between competing modes of territorial governance. The methodology is based on bibliographic research and on surveys administered by interview guides and questionnaires. The results make it possible to understand the games and the strategies of actors in progress for the control and the exploitation of the resources of the protected area, but also their variation or their transcription in several latent or open conflicts and not only to the open conflict of the Casamance crisis. They also show that the park is not at the origin of conflicts on the local scene, but that it constitutes a framework which facilitates their hatching and their interpretation. Recommendations are finally proposed on alternative forms of governance likely to appease or regulate conflicts around the Park.

ResumenDesde la implementación del sistema económico neoliberal en Chile, la agroindustria comercial de exportación se ha extendido en zonas limitadas de agua, requiriéndose embalses que han perjudicado a comunidades. Este trabajo se adscribe en la historia ambiental, rama de la disciplina histórica que devela la relación dinámica entre el hombre y el medioambiente que ha sido habitado, explotado y significado. La presente entrega analiza el conflicto entre autoridades estatales y pobladores afectados por procesos de erradicación y relocalización, en el Valle del Elqui durante la construcción del Embalse Puclaro. Este conflicto se evidenció en los contradictorios discursos realizados por autoridades y dirigentes vecinales, en las dispares formas de acción colectiva de los pobladores, y en las compensaciones recibidas y graves problemas que sufrieron los afectados. “A Perceção dos Conflitos no Local de Trabalho – Será uma Ameaça ou uma Oportunidade para os Colaboradores?” – Um Estudo de Caso Conflitos, embora o termo nos remeta para situações indesejadas, possuem duas maneiras de o encarar. Uma ameaça, que encara o conflito como algo prejudicial, devendo ser evitado, e outra como oportunidade, como possibilidade de aprendizagem e enriquecimento em termos pessoais e profissionais. Assim os efeitos dos conflitos podem ser construtivos ou negativos, dependendo contudo da forma como os mesmos são encarados e administrados. Com esta investigação pretende-se contribuir para o reconhecimento desta temática ao nível organizacional, pelo que procuraremos estudar e compreender o modo como os colaboradores da organização percecionam os conflitos, se existe falta de comunicação, ou se esta é eficaz, o que acham do tipo de liderança, do tipo de clima organizacional e se os conflitos normalmente percecionados são com os colegas ou com as chefias. Com base nestes vetores, desenvolvemos um estudo empírico em que no total participaram 174 colaboradores, tendo sido aplicado o questionário ROCI-II (Rahim Organizational Conflict Inventory-II); Abstract: "The Perception of Conflict at Work - Is it a Threat or an Opportunity for Employees?” - A Case Study A Conflicts, although the term conflict refers us to an unwanted situation, there are two ways of facing with it. On the one hand, it can be a threat, facing the conflict as something harmful that should be avoided; on the other hand, as an opportunity, as it can provide a possibility of learning and enrichment in personal and professional terms. Thus the effects of conflicts can be negative or constructive, depending on how they are faced and managed. With this research we intend to contribute to the recognition of this issue at the organizational level, therefore we will try to study and give a better understanding of the way the employees of the organization perceive conflicts, if there is lack of communication, or if this is effective, what they think of the type of leadership, of the organizational climate, and if according to their opinion conflicts are usually with colleagues or supervisors. Based on these vectors, we have developed an empirical study in which 174 employees have participated and applied the ROCI-II questionnaire (Rahim Organizational Conflict Inventory-II).

Previous civil war analyses have approached conflict as a single category with limited exceptions, and this thesis project assesses whether differentiating conflicts by their type and intensity using a local-level geo-referenced analytical approach produces differing results for sub-groups of conflicts. The conflicts are divided into 1) governmental hostilities, where the aim of the armed non-state group is to capture the state, and 2) territorial hostilities, where the aim of the armed non-state group is to capture increased autonomy or secession for a territorial claim. The conflicts are also differentiated by intensity into 1) low-intensity conflicts, with fewer than 1000 battle-related deaths per year, and 2) civil wars, with 1000 or more battle-related deaths per year. The results demonstrate that conflicts with differing insurgent goals and intensities of battle are correlated with markedly different factors. There are three factors – local population density, change in local rainfall, and statewide GDP growth – that are significant to both governmental and territorial hostilities but have opposite signs for the two sets. Only one variable – Polity IV scores – showed a consistently significant correlation for governmental and territorial hostilities. There are no factors that are significant to both low-intensity conflict and higher-intensity civil war. These findings suggest that approaching all conflicts as a single class, particularly at the local level, may not reveal significant differences in factors correlated with conflict. Modeling of local conflict will require differentiation of conflicts into salient sub-groups. For policymakers and practitioners, this research suggests that there is not a one-size-fits-all approach for conflict prevention but that strategies need to be targeted to specific types of conflict.

The waves of modernity linked to the regional development projects in the low part of São Francisco river have not so far meant the rising of social justice and citizenship for local communities, there arising rather a picture of environmental deterioration, social inequalities and subjects living in risk situation. For these artisanal fishers, who have been practicing the extractivism of aroeira (Schinus terebenthifolius Raddi) for eight years, the species has become an income source, as well as a goal of industries located in Espirito Santo which export and process its fruit, the so-called pink pepper . This research aimed to analyse the socioenvironmental aspects related to the process starting with extractivism and leading up to the transformation in pink pepper in the low parto of São Francisco river, describing the extractivist process prevailing there; it unveils the socioeconomic importance of aroeira extractivism for the artisanal fishers in the region; it identifies the production chain of aoreira in the low part of São Francisco river and tipifies the socioenvironmental conflicts originating in the extractivism of aroeira in the low part of São Francisco river. It is a case study with a qualitative focus whose data analysis is based in hermeneutics from pre interpretation by subjects to the reinterpretation of researcher, combining multiple theoretical, methodological and data approaches, and participation methods alike. The research found out that pink pepper is especially used in food and cosmetics industry, being production chiefly exported to European Union, United States, Canada and Argentina. Such demand causes an unceasing search for new areas of natural occurrence of the species. In this case, it has been integrated into the production chain the municipalities of the low part of São Francisco river: Santana do São Francisco Saúde and Brejo Grande counties Brejão dos Negros county, Pacatuba, Ilha das Flores, in Sergipe, and Piaçabuçu Peba and Sudene counties, in Alagoas. On one hand, the results of intentional extractivism and corporate practice are socioenvironmental conflicts involving different subjects . On the other hand, the pressure on resources leads to environmental degradation, a negative externality stemming from not following technical guidelines, causing areas which should be preserved to become environmentally unsustainable. In exporting markets, pink pepper reaches up to US$ 14/18 while the extractivist gets R$ 1,50 per kilo. In this context, capitalistic structural relations only partially pervades subjects´social life, including them in the production process while alienate them from that of capital growth, a result of economic rationality which turns nature into merchandise. Poverty is a strong factor behind environmental degradation, which causes socioenvironmental conflicts in the low part of São Francisco river (SE/AL). For extractivist fishers such a practice comes as an alternative to family income, which is accepted because of the lack of opportunities to provide for family needs in face of failing fishing in the region. Thus, aroeira (Schinus terebenthifolius Raddi) could be part of a proposal of sustainable development for the region. Especially so if one considers the immense poverty prevailing in the collecting areas, where new managing practices have been introduced which include the participation of local communities so as to improve surviving conditions.
As ondas modernizadoras relacionadas aos projetos de desenvolvimento regional no Baixo São Francisco não resultaram em justiça social e cidadania para as comunidades locais, existindo um quadro de desigualdades sociais, degradação ambiental e atores em situação de risco social. A exemplo dos pescadores artesanais, que há oito anos praticam o extrativismo da aroeira (Schinus terebenthifolius Raddi), espécie nativa que por uma demanda das indústrias processadoras-exportadora desse fruto, a pimenta-rosa , localizadas no estado do Espírito Santo tornou-se uma alternativa de renda às comunidades locais. Esta pesquisa teve como objetivos: analisar os aspectos socioambientais envolvidos do extrativismo até a transformação em pimenta-rosa a partir do Baixo São Francisco SE/AL, descrevendo o processo extrativista preponderante no local; conhecer a importância sócio-econômica do extrativismo da aroeira para os pescadores artesanais da região; identificar a cadeia produtiva da aroeira a partir do Baixo São Francisco SE/AL e tipificar os conflitos socioambientais envolvidos no extrativismo da aroeira no Baixo São Francisco. Trata-se de um estudo de caso com enfoque qualitativo, cuja análise dos dados orientou-se na hermenêutica a partir da pré-interpretação dos atores para uma reintrepretação do pesquisador, combinando múltiplas perspectivas teóricas, metodológica e de dados, juntamente com métodos participativos. A pesquisa identificou que a pimentarosa destina-se a indústria de alimentos com o uso especialmente na culinária e na indústria de cosmético, com a produção voltada aos países da União Européia, Estados Unidos, Canadá e Argentina. Dessa demanda resulta, a constante procura por novas áreas de ocorrência natural da espécie como, nesse caso, integrou-se a cadeia produtiva dos municípios do Baixo São Francisco SE/AL: Santana do São Francisco - povoado Saúde, Brejo Grande povoado Brejão dos Negros, Pacatuba, Ilha das Flores, em Sergipe e; Piaçabuçu povoado Sudene e Peba, em Alagoas. Por um lado, os resultados da ação intencional da prática extrativista e empresarial têm conseqüências como os conflitos de natureza socioambiental (de uso dos recursos naturais) entre diversos atores envolvidos. Por outro, a pressão sobre o recurso gera degradação ambiental, uma externalidade negativa por não seguir orientações técnicas, tornando-se não sustentável ambientalmente em áreas que devem estar sendo preservadas. No extrativismo e comercialização a pimenta-rosa no mercado exterior alcança o preço em dólar de US$ 14/18kg e o extrativista recebe por essa atividade o valor de R$1,50/kg. Nesse contexto, as relações estruturais do capitalismo penetram de forma parcial em circunstâncias da vida social dos atores, incluindo-os no processo de produção de mercadoria e excluindo-os do processo de ampliação do capital na racionalidade econômica que avança sobre elementos da natureza para torná-los mercadoria. A condição de pobreza é uma grande aliada da degradação ambiental que gera os conflitos socioambientais no Baixo São Francisco (SE/AL). Para os pescadores-extrativistas essa prática se apresenta como uma alternativa de complementação à renda familiar, cuja adesão decorre da ausência de oportunidades para garantir a sobrevivência, diante do declínio da pesca na região. Portanto, a aroeira (Schinus terebenthifolius Raddi) poderia fazer parte de uma proposta de desenvolvimento sustentável para essa região. Sobretudo, diante das condições paupérrimas das populações nos locais de coleta e gestão até então ausente, envolvendo a participação das comunidades locais como parceiras, visando melhorar as condições de sobrevivência.

Water is one of the most precious but least valued common property resource. Efficient ways of water resources management are vital to socio-economic development and the overall feat of societal stability. However, water conflicts have further exacerbated the access to water especially in low-income developing countries. Most notably, little attention has been given to studying water conflicts at the local level when compared to international water conflicts. As a result, there is insufficient information and theory on the exponentially increasing number of local water conflicts. In the Middle East, water was a tool for military purposes; in Asia disputes over water occur due to development-related activities, whilst in Africa, control over water resources has been the root cause of many conflicts affecting millions of vulnerable communities. This research investigates the nature, causes and dimensions of local water conflicts in the context of low-income developing countries based on the Afar region, which is located in the Awash Trans-regional River Basin of Ethiopia. The research suggests a new multidimensional approach for pre-identification, early warning services and local water conflict neutralization. This approach also introduces preparedness techniques, which play a significant role in reducing potential risks and tensions that trigger local water conflicts between communities sharing the same water resources. The study further proposes a policy guideline matrix that would serve as a technique for reducing local water conflicts by providing new ways of thinking about the links between sustainable developments, local water conflict management and strategic partnerships. The research is implemented through the process of designing a framework based on essential theoretical and practical findings supported by survey data of 134 household representatives of local communities and 26 institutions, together with 22 interviews. The introduced multipurpose framework is based on five fundamental parameters, namely: contribution to Sustainable Development, Information, Preparedness, Tolerance Capacity and Interaction (DIPTI). The research proposes the Sparkling Effects of Conflict , a new approach in understanding and predicting the coverage of the effects of conflicts other than the primary conflicting parties and conflict location. In addition, two pillars of the conceptual frameworks emerged from the findings. First, the WEC (Water, Early Warning and Conflict) information pyramid, a framework designed to indicate the core components of local WEC-related information identification and management. Second, the Pillars of Conflict Pyramid, the simplest conceptual framework, easily helps to pre-identify the effects of local water conflicts with certain limitations. Besides, the study addressed six additional conflict neutralization and resolution inputs that incorporate the significance of the participation of women and other vulnerable members of communities. These findings also highlight the advantage of co-existence between useful traditional and modern practices in neutralizing conflicts. Overall, the study will assist local people, policy and decision makers and institutions in low-income developing countries with a similar context to that of the study area.

Research objects are Yano-no-shō, a Japanese shōen in Harima, and western Alpine territories between the Ossola valley and Valais. A particular attention is placed on the local élites' active involvement in local conflicts, in the political action in which people of various origine encountered, and in the dynamics of the development of local political culture.This situation offered articulated logics of peace, as a base of legitimization of their actions in the middle of intense conflictuality.

Les Ndengese occupent avec les Ikolombe, Isolu et Yaelima, la région qui est devenue le Territoire administratif de Dekese dans la cuvette centrale de la R.D.Congo. Cette thèse ne prétend être qu’une simple introduction à l’étude de la société ndengese. Elle est une perspective micro-politique inscrite dans la longue durée pour comprendre les institutions et les pratiques politiques, en intégrant les dimensions des idéologies et de la culture. Elle a été sensible à l’enchevêtrement des logiques sociales et aux « jeux d’échelles » pour analyser les phénomènes sociaux transversaux en y croisant situations, langages et époques différentes (précoloniale, coloniale et postcoloniale). Fondée sur des sources variées, elle a bénéficié des apports de plusieurs disciplines afin de cerner les différentes manifestations du politique. Anthropologie et histoire en constituent l’épine dorsale.

C’est essentiellement un mode de lecture du fait politique, les chefferies à travers les âges: conditions d’émergence et d’institutionnalisation, sources de légitimité, supports territoriaux et symboliques, fonctionnement réel, enjeux et conflits. L’analyse de tels processus a nécessité la prise en compte de la dispersion des idées politiques dans les institutions sociales et familiales, la religion, la littérature, l’art et l’économie. On n’a pas négligé pourtant, leurs liens à l’ordre social et les rapports avec les structures politico-administratives étatiques dans lesquelles les chefferies sont enchâssées. Cette dissertation a combiné deux grandes perspectives du pouvoir politique :symbolique et sociologique. Dans la perspective symbolique renouvelée, une des entrées principales a été celle de la « mise en scène » du pouvoir, dans des contextes variés, pour assurer sa légitimité. A été ainsi mis en exergue le concept de « traditions », renvoyant aux analyses de Hobsbawm et Ranger (1983). Cette perspective de l’ethnologie classique du pouvoir politique a été complétée par celle de la sociologie politique davantage tournée vers la « domination » au sens wébérien, les enjeux et relation de pouvoir, ainsi que l’étude des comportements des acteurs :stratégies et tactiques individuelles et collectives. On s’est intéressé aux dynamiques politiques locales produites à travers l’interaction entre les facteurs internes et externes, et aux modalités de réception, d’interprétation et d’appropriation afin d’y lire un peu de « sens ». En cela, cette thèse est « une anthropologie des mondes contemporains » (Augé 1994) avec un arrière-fond historique important. Elle a privilégié l’analyse des interactions aussi bien rituelles qu’administratives. Ces regards croisés du pouvoir politique local ont ainsi permis d’articuler ce qu’Olivier de Sardan (2005) appelle « ethnographie classique et socio-anthropologie des espaces publics en Afrique ».

As mudanças verificadas no panorama mundial, intensificadas nas duas últimas décadas do século passado, têm sido as principais responsáveis pelas transformações nas estruturas sociais, económicas e tecnológicas. As teorias sobre o desenvolvimento económico e social, que a Sociologia e a Economia, construíram pacientemente durante décadas necessitam cada vez mais de ser reequacionadas, uma vez que até as velhas nações industrializadas devem ser vistas como estando em vias de desenvolvimento. Tais situações levaram à necessidade de se proceder a novas formas de mobili-zação do potencial humano, que se distinguem dos modos anteriores de pensar o desen-volvimento e, que podem ser corporizadas a partir de um conjunto iniciativas locais. Essas formas de acção e de modernização do tecido económico, de requalifica-ção dos espaços urbanos, dos programas de formação profissional, da inserção das regiões marginalizadas na estratégia global do Estado passam a deter um lugar de máxi-ma importância nas estratégias de cada País e de cada Região. Perante este conjunto de questões de carácter económico e social, pareceu importante proceder-se à construção de um objecto teórico que incidisse sobre a análise das estratégias dos actores locais perante os desafios impostos por uma sociedade que se apresenta cada vez mais globalizada. O objecto empírico deste estudo recaiu sobre o município de Palmela através da análise da estratégia dos seus actores e os desafios estratégicos que lhes são lançados. Procurou-se assim dar conta de uma possível articulação entre essas estratégias, o planeamento urbanístico e o desenvolvimento local. Os processos de desenvolvimento observados quer no município de Palmela, quer nos restantes municípios que constituem a Península de Setúbal. não se produziram de forma linear. Ao proceder a uma proposta de acção virada para as questões do desenvolvimen-to local toma-se necessário detectar as representações que os actores locais estabelecem, em torno desse mesmo desenvolvimento à escala da sociedade local. Os desafios estratégicos apresentam-se no município de Palmela como resulta-dos das estratégias produzidas pelos actores localizados, ou com influência local, onde se dá a confrontação de interesses e de lógicas contraditórias.### Abstract - Changes occurred, world-widely, during the last two decades of the last century have generated modifications in the social, economical and technological structures being observed. Theories on the economical and social development built, peacefully, by Sociol-ogy and Economy for several decades, have to be more and more re-equated, once, even the old industrialized nations should be considered on the way to development. It raises, then the need of proceeding with new methods of manpower mobiliza-tion, different from the former ways of thinking on development, which may he materi-alized starting from the local initiatives. Those acting and up-dating systems of the economical tissue, in addition to the urban areas classification, the professional training programmes, the inclusion of the despising areas in the global strategy of State, as well as the support to the people, so-ciality discriminated, become to own a position of greatest importance in the strategies of each Country and Area. In view of this set of subjects, from economical and social nature, it seemed im-portant to proceed to the building of a theorical object based on the analysis of the local dynamics of development in Palmela: perspectives and strategies of the local and social actors. The empiric object of this research was the municipality of Palmela through the analysis of the actors strategies. Being so, the intention was to report an eventual relation among those dynamics, the local development and the urbanism. The development methods observed, not only in the municipality of Palmela, but also in the remaining ones of Setúbal Peninsula were not created in a linear way. By making a proposal of action forwarded to the subjects of a local develop-ment, it is necessary to detect the representations performed by the local actors in turn of this very same development according to the local society. Nevertheless any kind of homogenous category is found among the new social actors, but a variety of social strengths is ascertained creating a great number of actors. The Strategical Challenges verified in the municipality of Palmela present themselves as results of strategies created by the established actors or with local influence, where in-terests and contradictor logics are brought face to face. Conflicts between engineers and technicians in maintenance departments of hotels can be impacted on both individual and organizational performance either constructively or destructively. Generally, the destructive impacts of conflicts on organizational performance are severe than constructive impacts. Therefore, understanding the nature of the major conflicts between engineers and technicians in maintenance departments is significant to provide high- quality maintenance services within hotel facilities to deliver the best hospitality services to foreign and local guests. Thus, this study aimed to investigate the nature of existing major conflicts between engineers and technicians in the maintenance departments of Sri Lankan hotel facilities. A qualitative approach was adopted by using the case study research strategy (five nr of cases) and empirical data was collected via two expert interviews in each case, and document review within selected cases. Manual content analysis was used to analyze the data. The findings of this study revealed that 13 existence major conflicts between engineers and technicians in maintenance departments of Sri Lankan hotel facilities were based on seven conflict categories with comparing the literature findings.

En l'àmbit de la pilota valenciana s'assisteix a un escenari en què la gestió de la pràctica obeeix a interessos particulars i no a l'expressió d'un conflicte o a la denúncia de la desigualtat. La classe hegemònica valenciana ha fet una política institucional en què s'ha apropiat de les emocions i els afectes. A través d'una pràctica tradicional ha articulat un discurs que dota als valencians d'història i identitat. La pilota en el trinquet tradicional és, de fet, una pràctica cultural que encarna una resistència al canvi cultural. Aliè a les revolucions burgeses és una pràctica subalterna contrahegemònica que tensiona el debat institucional sobre la pràctica sense voler erigir-se com una institució a l'ús. Ultra això, roman com una pràctica en què la vessant tradicional, cultural i local preval per damunt de l'esportivització completa. Si el neolliberalisme ha trobat en l'esport l'escenari perfecte per plasmar el seu poder hegemònic, les institucions públiques valencianes han cercat un consens a fi d'esportificar aquest joc arrossegat en la lluita per adaptar-s'hi o morir, per mirar el present i afrontar el futur, és a dir, han intentat sotmetre la pràctica a una domesticació segons els canons esportius. D'aquesta manera es tempta la capacitat de renunciar a allò que fa aquesta pràctica diferent. S'ha entès el paradigma globalitzador com una relació de poder simètrica en una escala micro local-macro global i no s'ha considerat que la relació pot ser asimètrica i que, per tant, podria contemplar un canvi polèmic i conflictiu en què sentiments i emocions formen part d'aquesta política, si més no, tenint en compte que el desencant ha emergit entren els agents que configuren la pràctica arran d'aquestes decisions i que els conats de rebel·lia i inconformisme han estat eliminats quan els agents han intentat empoderar el canvi. La fraternitat i l'empatia amb els poder fàctics han estat els sentiments naturalitzats de manera que no s'atisbe cap element conflictiu i qüestionable a fi d'evitar incomodar i fer resorgir el conflicte. S'ha optat per amagar-ne d'altres com la resignació. Així, en un col·lectiu que, històricament, ha estat estigmatitzat per la ideologia hegemònica hi ha una desafecció cap a les institucions democràtiques valencianes que són vistes com alienes i contraproduents.

Germany has decided to fundamentally transform its whole energy system. The transformation requires numerous infrastructure projects that are conflict-prone [1]. To handle conflicts, involved companies are expected to use legally prescribed public participation procedures (formal) as well as non-legally binding participation processes (informal). Public participation can occur on three intensity levels: information, consultation, and cooperation [2]. Little research has been done on how conflict communication can be used at different participation levels. This paper aims on a deeper understanding of how conflict communication formats are perceived by people living in so-called energy regions, i.e., regions undergoing an intensive energy transformation. It focuses on how they retrospectively evaluate their potential for conflict management, and what recommendations they derive from this knowledge.This paper presents selected outcomes of a study conducted in the large-scale project ENSURE, funded by the German Federal Ministry of Education and Research. The project aims on solutions for the German energy transition. The study combines in-depth interview and pre-questionnaire. The literature-based interview guideline covers two question complexes: (1) background, remit, and experience, (2) conflict communication (occurrence of conflict; conflict triggers and resolutions; potential of communication formats; quality criteria; challenges of distance conditions). In the pre-questionnaire, respondents were asked to rate the potential of formats of participation levels for conflict management (1 = very suitable; 6 = not suitable at all). For each level, formats frequently named in the literature were given [3]. In the in-depth interviews, participants were asked to comment on their ratings. In addition, they were asked to recall two infrastructure projects they had experience with and indicate which formats had been used particularly well or poorly? The participants were contacted using a stakeholder list provided by the project consortium. The participants (n=12; nine male, three female) live in the federate state Schleswig-Holstein and have experience with infrastructure projects in the energy and/or mobility sector. All are well-informed about the region. Most of them (n=8) are involved in environmental protection organizations or in local politics, e.g., in regional development committees. Interviews were conducted digitally in 2021. The data were anonymized, transcribed, analyzed qualitatively (two coders; overall categories: 247) as well as quantitatively.Conflict communication formats were mostly used on the information level. The best ratings are given to consultation level formats (Ø = 2.2). At the information level, information events are rated as most suitable (Ø = 1.3). At consultation level, resource-intensive personal talks with those affected are recommended (Ø = 1.3). Respondents favor integrating levels of participation and formats, e.g., consultation processes as part of information events. At cooperation level, mediation is best rated (Ø = 1.9). The respondents address factors influencing the suitability of formats for conflict management. Some formats are strongly topic-dependent, e.g., an expert hearing is particularly suitable if a topic generates fears. Other factors are the target group, the local context (city/rural) or the setting (private/public). Competition has been claimed to be a very liberal economic tool where market players are meant to be free in arranging their technologies, production and sales on a particular market. In this paper we are developing a new hypothetical of the functioning of market economies which are in a global sense and considering new markets very different and specific. All the global powers, whose centre of influence might change in time, are trying to gain a bigger share regarding raw materials and potential markets. In post-conflicts societies and in particular in our case study of Kosovo and Serbia we can see the more clear market interests of all local, regional and global powers. The research of post-conflict societies is providing us with some answers regarding the possible future developments in certain societies and regions. The EU made Brussels Agreements in Kosovo has managed to establish new enterprises as a solution of a political compromise where energy, telecommunication and natural resources played a key role. The Washington Agreement has liberalized the infrastructure achievements but in some aspects limited the use of energy and telecommunication infrastructure from certain sources. In this sense we can observe the limited capacity of competition rules application in post-conflict societies and in particular Kosovo in this case. These agreements have therefore limited the influence of economic, strategic and energy related influence from main USA competitors which have not been named in the agreements, but are well known. In both agreements it is visible how economic activities and cooperation is encouraged with various non-economic incentives. Competition is accordingly more of a political will than an economic reality for some in post-conflict societies. The introduction of various companies into the Kosovo legal framework and their control by Serbia is an obvious tool how natural resources could be shared for a benefit of citizens where conflict is resolved using free market and competition rules.

Abstract If education is unanimously recognized as a powerful and impactful tool for social advancement, its use in global affairs as a major component has not yet been fully acknowledged. The current world state, with multiplying challenges amidst a global crisis - caused by the fallouts of an unmanageable pandemic - exposed the limits of multilateralism, undermining international cohesion already struggling over geopolitical rivalries and bursting territorial conflicts. Growing gaps between citizens and governing bodies are threatening the very essence of democracy, the quintessence of people representation, the act of being a citizen. If such struggles arise even within states’ borders, needless to say, building a global citizenship feeling of belonging may prove difficult, requiring exceptional efforts and a strong driver, such as education, leaning on an innovative approach. Peacebuilding through education to global citizenship is one of the pillars of the United Nations 2030 Agenda. In this regard this work is directly relevant to the Sustainable Development Goal 4.7 (Education for sustainable development and global citizenship, and the promotion of a culture of peace and non-violence), an indicator building a basis for decision-making and institutional frameworks, reflecting on citizen political involvement on a local/global level, leaning on the tryptic pattern of foundation/adaptation/integration. GCED could be one of the strongest peace advancement tools to think globally and act locally, by integrating emotional intelligence, creating a common shared value, tackling climate change and gender equity, as women are often in the frontline of rising challenges. This work will investigate and analyze the paradigms of GCED in peacebuilding using a cross-national analysis within the framework of digital humanities and peace studies research fields. Las ciudades latinoamericanas se caracterizan por fuertes procesos de crecimiento urbano y de profundización de la pobreza, reforzando el patrón de segregación residencial. Esto prefigura un contexto de reiteradas violaciones al derecho a la ciudad. A partir de la supremacía del mercado este fenómeno cobra relevancia tras su profundización, representando una de las condiciones de inequidad social y reproducción de la pobreza urbana. Esta situación acaba cristalizando en reiterados focos de conflictos sociales y urbanos que atentan contra la gobernabilidad local del territorio. En Córdoba (Argentina) el nivel de conflictividad urbana ha ido incrementándose. En este sentido, el proyecto que se desarrolla prevé identificar, caracterizar y georeferenciar conflictos urbanos existentes en la ciudad a partir de la identificación de variables urbanas, ambientales y sociopolíticas relevantes en su determinación. Además pretende comprender las representaciones y prácticas de los distintos agentes involucrados respecto de las mismas y de las políticas públicas asociadas. Latin American cities are characterized by strong urban growth processes and deepening poverty, reinforcing the pattern of residential segregation. This foreshadows a context of repeated violations of the right to the city. From market supremacy this phenomenon becomes relevant after its deepening, representing one of the conditions of reproduction of social inequality and urban poverty. This situation ends in repeated outbreaks of social conflicts that threaten urban and local governance of the territory. In Cordoba (Argentina) the level of urban conflict has been increasing. In this sense, the project aims to identify, characterize and georeference urban conflicts in the city from identifying relevant urban, environmental and sociopolitical variables in its determination. It also aims to understand the representations and practices of the various agencies involved regarding the same and the related public policies.

Many of the most pressing conflicts across sub-Saharan Africa today—including violent extremism, sexual and gender-based violence, pastoralist/farmer conflicts, and criminal banditry—are shaped by local, community-level drivers. Despite these local drivers, however, international peacebuilding approaches often ignore or neglect bottom-up, grassroots strategies for addressing them. Often, international efforts to contribute to the prevention and management of local conflicts depend heavily on large-scale, expensive, and external interventions like peacekeepers, while under-investing in or by-passing traditional/customary mechanisms and resources that uphold locally defined values of peace, tolerance, solidarity, and respect. Recognizing that these traditional and customary practices themselves sometimes have their own legacies of violence and inequality, this policy note emphasizes the possibility of combining aspects of traditional peacebuilding mechanisms with international conflict management approaches to harness the benefits of both.

This SIPRI Insights Paper examines the domestic and external factors at play in Libya, Syria and Yemen and their impact on negotiating post-war peaceful settlements and shaping prospective social contracts.The paper’s argument is two-fold. Firstly, policymaking must move beyond a static approach to understanding these conflicts. Despite apparent stalemates, the three countries should be approached as ever-evolving simmering conflicts. Secondly, policymakers have to move below the national level in order to achieve various forms of localized social peace. Given the nature of these conflicts and the varied sub-national segmentation, the analysis concludes that community-level social and political covenants may offer a first building block towards nationwide social contracts and sustainable conflict resolution.The role of external actors, particularly the European Union (EU), is critical in paving the way for these local-level dialogues and negotiations in Libya, Syria and Yemen. In short, external powers, including the EU, should adopt policies that push for long-term resolution to achieve post-conflict stabilization rather than the opportunistic taking of sides.

The paper is devoted to terminological, typological and discursive dimension of concepts describing modern conflicts. Historical development of concept “war” is retraced including four generations of warfare. Difficulties in establishing a methodological framework for analyzing the media coverage of military conflicts are analyzed and an interdisciplinary approach to the media coverage of military conflicts is proposed. This enables the integration of different theories - international relations, conflict studies, political communication and journalism. Two dimensions of the Russian-Ukrainian military conflict (physical and discursive) are desribed. In the physical dimension, the conflict is localized. The discursive dimension of the conflict is implemented at the global, interstate (Russian-Ukrainian) and local (intra-Ukrainian) levels. Discursive understanding of the Russian-Ukrainian military conflict was investigated on local level. The object of analysis was coverage of the conflict in 4 Ukrainian online news portals. The need of new methodological approaches to analysis of the relationship between the media and security issues is emphasized.

The post-liberation peacebuilding in South Sudan, which largely drew from liberal peace theory, was employed between 2005 (after the signing of the Comprehensive Peace Agreement (CPA) and before the referendum, secession, and independence in 2011) and December 2013 (when it imploded into a civil conflict) and proved insufficient to sustain the fragile peace that briefly existed after the country’s secession from Sudan. After a protracted conflict lasting almost half a decade and the presence of multiple peace actors, the lack of a comprehensive and coordinated peacebuilding strategy proved detrimental. This failure is partly due to poor coordination between stakeholders and lack of local/domestic legitimacy, leading to insufficient peacebuilding and an aggravation of the 2013 conflict. Over the years, liberal peacebuilding strategies, which emphasize formal institution-building and statebuilding in fragile and conflict-affected environments, continue to produce mixed to poor results and fragile peace. This decline has resulted in the shifting of discourses and operations within peacebuilding, a paradigm shift that pays greater attention to localization and the local context in the conceptualization of peacebuilding objectives and strategies. This transformation promotes local ownership and inclusivity in peace processes and their dividends. The dialogue on inclusive peace has thus gained momentum, bearing a need to fully engage both states and societies in this process. The “local” in peacebuilding forms an important resource when solving root causes of conflicts, as in South Sudan, by improving awareness of the cultural and historical diversity in a given context.

Atrocity prevention refers to activities to prevent atrocity crimes against civilians. These include genocide, war crimes, crimes against humanity and ethnic cleansing, and can take place in both conflict and non-conflict settings. This points to the need to prioritise and implement atrocity prevention specifically, and not just as part of conflict prevention efforts. Atrocity prevention interventions are broadly of two types: operational (short-term responses) and structural (addressing underlying causes/drivers). These encompass a wide range of approaches including: acting locally (with local actors taking the lead in prevention activities); tackling hate speech, and promoting an independent and strong media; documenting human rights violations, and prosecuting and punishing those responsible (establishing rule of law). The international community should prioritise atrocity prevention, but work in a united manner, take a comprehensive approach, and give the lead to local actors. Atrocity crimes generally develop in a process over time, and risk factors can be identified; these traits make atrocity prevention possible. This rapid review looks at the concept of atrocity prevention, how it is distinct from conflict prevention, the different approaches taken to atrocity prevention, and the lessons learned from these. The review draws on a mixture of academic and grey literature, in particular reports produced by international development organisations such as the United Nations (UN) and USAID. The literature was largely gender-blind (with the exception of conflict-related sexual violence) and disability-blind.

There exists is a broad range of academic and grey literature that looks at non-conflict interventions and its impact on de-escalation of conflict and reduction of violence. There seems to be little in relation to the acceptance of negotiations. Of this literature there are a few studies of high quality, that demonstrate a clear connection between the intervention and reduction in violence or conflict. This report focuses on those studies and, in particular, those related to protracted conflict and involving local actors. The report aims to Identify literature which shows how non-conflict (eg. humanitarian, environmental) interventions have impacted on the de-escalation of conflict and acceptance of negotiations with focus on contexts of protracted, multi-actor conflicts and the role of local conflict actors. It entails a detailed summary of these studies, followed by an annotated bibliography of the studies.

Drawing on an extensive literature review and four case studies from leading examples of post-conflict local peacebuilding in sub-Saharan Africa, this report argues that the “local” in local peacebuilding is best defined as local knowledge of conflict drivers and dynamics and locally defined, contextually specific definitions of peace. This does not necessarily mean working through or empowering “traditional” actors and institutions (a highly contested category, in any case). Nor should it mean a narrow focus on subnational conflict drivers and peace actors to the detriment of assessing how national and international dynamics shape local peace challenges (and vice versa). International donors and peace actors are most successful when they operate with a keen awareness that all potential peacebuilding actors (national and local actors, but also external donors, "experts," and implementers) have their own agendas and that peacebuilding efforts that work at the sub-national level and engage local actors are not automatically endowed with legitimacy and community buy-in just because of their "localness." International actors must also be flexible and open to partnering with a wide range of local actors, including those that don’t meet preconceived international expectations about what an effective local partner looks like (often, old, male, and "traditional").

This research report is a case study of women’s participation in community-based armed groups (CBAGs) in Kenya. It examines: the diversity of women’s motivations to participate in community-based armed groups in Kenya; women’s roles and agency within community-based armed groups, communal conflicts, as well as community security and peacebuilding structures; and gender dynamics in conflict ecosystems, including social perceptions about women’s engagement in conflict. This case study contributes to the literature on women and CBAGs by examining the variations in their engagement across a single country, based on diverse local contexts. Data collection sites for the study included 1) the capital city, Nairobi; 2) Isiolo County; 3) Marsabit County; 4) Mombasa County; and 5) Bungoma County. Together, these sites provide insight into local conflict dynamics in rural and urban areas; on country borders and on the coast; and in communities with ethnic polarization, land conflicts, criminal gangs, and histories of violent extremism and secessionist movements. The Kenyan research team employed a qualitative approach to data collection through key informant interviews (KIIs), focus group discussions (FGDs), and the use of secondary source data. The findings show that there is no single template for understanding women’s engagement with CBAGs; instead, women’s motivations and roles within these groups are varied and highly contextual, just as with the motivations and roles of men. This study demonstrates the utility of context-specific analyses at the sub-national level to capture the range of women’s participation in and engagement with CBAGs and their greater contributions to the local security landscape.

This Helpdesk Report is part mapping of the mediation and peacebuilding actors in Tunisia and part review of the available literature. There are a host of governmental and non-governmental organisations (NGOs) that are involved in the mediation of conflicts and peacebuilding, both in formal and informal ways. There is overlap in the principles and goals of peacebuilding and mediation; many organisations conduct both practices, intermingling them. Local, regional, national and international actors have applied mediation and peacebuilding to many different types of conflict in the past decade in Tunisia, involving varied parties. The case studies included in this rapid review cover conflicts relating to labour and the economy, the environment, basic services, constitutional/political disputes, and women’s rights. They involve local communities, the unemployed national and regional trade unions, civil society organisations (CSOs), national utility and mineral companies, and political parties.
