Texte intégralMilitia institutions affect the strategic choice of decision-makers. They create financial and organizational interests that modify the preferences of the militia leadership. The modified preferences increase the win-set of militia leaders at the negotiating table. Militia institutions also change the decision-making context. Institutions unleash three dynamics that decrease a militia's ability to withstand fluctuations in the military balance of forces. Institutions can lead to factionalism, increased visibility (and hence vulnerability to attack), and strains in relations with patrons.
Using the logic of two-level games, I argue that leaders evaluate peace settlements with an eye on two boards. Externally, they evaluate their position vis-a-vis other protagonists in the conflict. Internally, leaders are concerned with their positions in power. Institutionalization results in a tension between "raison de la revolution" (ideological motivations) and "raison d'institution" (institutional preservation). Embattled leaders who increasingly find it difficult to withstand changes in the balance of forces find that their institutional interests are better preserved by peace. They agree to compromise on their ideological preferences thus opening a window of opportunity for the attainment of sustainable peace settlements.
Employing the comparative case-study method, the dissertation examines the attitudes of the Lebanese Forces and the Bosnian Serbs respectively toward conflict-resolution schemes that sought to bring the Lebanese and Bosnian civil wars to an end.
By focusing on leaders' incentives to settle, the research allows us to predict a priori which settlements are more sustainable. Theoretically, it refines the concept of "ripeness" for negotiations by specifying both its intra-communal and its extra-communal dimensions. In terms of practical policy implications, the research argues that militias are prime candidates for the role of spoilers. Thus, it is important not only to understand their incentives to settle but also to craft peace agreements that give even such radical factions a vested interest in peace.

Texte intégralFredsprocesser har varit långsamma med att erkänna kvinnor, vilket senare har återspeglats i det politiska landskapet i samhället efter en konflikt. Forskare menar på att tiden efter en konflikt många gånger utgör en större utmaning för kvinnor än för män, eftersom de är mer sårbara och ofta möter olika former av våld i hemmet samt utesluts från de formella fredsprocesserna. Det här är fallet för Bosnien och Hercegovina, som fortfarande står inför svårigheter både socialt, politiskt och ekonomiskt på grund av inbördeskriget i början av 1990-talet. Landet står exempelvis inför stora ekonomiska svårigheter, vilket har bidragit till den höga arbetslösheten som särskilt drabbar kvinnor och ungdomar. Mot bakgrund av det här undersöker studien, som baseras på åtta kvalitativa semi-strukturerade intervjuer, hur unga kvinnor med högre utbildning i Bosnien och Hercegovina upplever sitt deltagande i det post-konfliktsamhälle som de lever i, hur deras framtidssyn ser ut och hur de förhåller sig till den nuvarande genusordningen. Genom tematisk analys och användningen av ett teoretiskt ramverk relaterat till “Konflikt, genus, etnicitet och post-konfliktrekonstruktion” och ”genusordning” analyserades deras erfarenheter. Resultatet av studien visar att de unga kvinnorna upplevde att de kunde delta i samhället men också att de kände vissa hinder, relaterade till politik och de traditionella könsrollerna som finns i samhället. Samtidigt var de ungas syn på framtiden relativt positiv, då de ansåg att det fanns många möjligheter för dem att uppfylla sina drömmar eftersom de hade studerat. Många av dem ville stanna i Bosnien och Hercegovina. Miljön som är i ett post-konfliktsamhälle påverkar hela befolkningen dock är unga kvinnor extra utsatta, då de också är påverkade av den regerande genusordningen. Den nuvarande patriarkala genusordningen som ofta kulminerar i ett post-konfliktsamhälle begränsar de unga kvinnornas deltagande, vilket påverkar deras tankar om framtiden. Dock, genom sitt deltagande och agerande i samhället sätter de sig emot den plats som de har tilldelats i genusordningen.

Texte intégralPrevious research on post-conflict elections has found several criteria important in determining if an area is ready to hold elections and whether or not it is likely to succeed. Although rarely ranked in any determination of importance, several concepts are present in most post-conflict election research. Additionally, there is not an agreed set of standard criteria upon which success can be assumed. When researching the post-conflict election literature two questions arise: (1) is there a set of criteria established to determine if an area is ready to conduct post-conflict elections, and (2) do all criteria need to be present in order to ensure successful post-conflict elections? Most research agrees on common criteria but highlights or researches one dominant criterion, to which is then often attributed to the success of an election. This is found in Krishna Kumar’s focus on international assistance (Kumar, 1998), Staffan Lindberg’s attribution of success to repetition of the election process (Lindberg, 2006), Paul Collier’s focus on per capita income (Collier, 2009), and Marie-Soleil Frere’s research on post-conflict elections and the media (Frere, 2011). When reviewing multiple research sources, it is likely several factors at various times and in various elections will be credited with being the single source criterion for success. This kind of past research is well supported and conclusively argued, but still fails to provide a scope of understanding outside of a single event. In other words, it is case specific and not comparatively applicable across cases. Although this thesis does not intend to “McDonaldize” (Ritzer, 2009) the process of democratization, it does propose to define a common set of criteria necessary, even if in varying degrees, to conduct successful elections in post-conflict environments.
