The monograph reflects the results of a comparative political science study of new increasing models of voter turnout and the abolition of qualifying characteristics of the participation of certain groups of the population in elections in Russia and abroad in the framework of solving the problem of low voter turnout. The use of qualification characteristics and the reduction of restrictive voter turnout models make it possible to increase the number of voters in elections and prevent a decrease in voter turnout. In 2020 they have become even more actively used in elections of all types. The most popular of them are postal voting, remote electronic voting, multi-day voting, and lowering the age of voters. However, in Russia, the abolition of the voting qualification for people with mental problems, foreigners, convicts is not considered as an opportunity to increase voter turnout in elections. The solution to the problem of low voter turnout is expressed in the confidence of the population in the current political and legal institution of elections, and on the part of the state - in the ordering of ways to strengthen it. For a wide range of readers interested in increasing voter turnout. It can be useful for students, postgraduates and teachers of political science universities and faculties.

FDR owed his reelection in both 1940 and 1944 to wartime conditions, breeching the two-term tradition dating back to the time of George Washington. War in Europe virtually turned the 1940 presidential contest into a wartime election, although the United States was still technically at peace. The American electorate deemed it more important to keep the commander in chief than observe the third-term taboo. Responses to a hypothetical polling question show that FDR would have lost in 1940 if no war had been going on; in 1944 he would have lost if the war had been over. Each time voters also expressed more confidence in him than in his challengers to lead the nation in time of war. In contrast, the White House party has lost wartime elections under presidents Truman, Johnson, and George W. Bush.

Chapter 6 analyzes how Schmitt applied his state and constitutional theory to Weimar. It shows Schmitt theorized a “counter-constitution” that entrenched liberal basic rights absolutely against democratic amendment procedures. It challenges the belief that Schmitt was a “relentlessly” illiberal thinker. This chapter analyzes how Schmitt applied his thought to Weimar in opposition to the prevailing positivist interpretation of the constitution, which held that it committed above all to democratic equal chance. Schmitt argued that the “absolute” commitments of a liberal democratic constitution like Weimar’s could only be coherently located in basic liberty rights. This chapter also analyzes the institutions and mechanisms Schmitt theorized to guarantee these basic liberty rights, especially against democratic subversion. They include entrenchment of basic constitutional commitments, party bans, a “positive” vote of no confidence, and a stronger federal state. It concludes by analyzing Schmitt’s reflections on the improvements the Bonn Grundgesetz made to the Weimar Constitution.

Chapter 2 provides an overview of the legal and political integrity issues raised in the 2016 elections. It begins by describing the now normal voting wars between the hyperpolarized parties, lawsuits aimed at shaping the rules for the registration of voters, the conduct of voting, and the counting of ballots. Restrictive voting laws have increased in number and severity in many states with Republican legislatures, and the judiciary itself often divides along partisan lines in determining controversial laws’ legality. The chapter then turns to the troubling escalation in the wars, from candidate Donald Trump’s unsubstantiated claims of fraud and election rigging to Russian (and other) meddling, the rise of “fake news,” and problems with vote-counting machinery and election administration. It concludes by considering the role that governmental and nongovernmental institutions can play in protecting American election administration from internal and external threats and restoring confidence in elections.

This chapter examines the role that the concept of political culture plays in comparative politics. In particular, it considers how the political culture field increases our understanding of the social roots of democracy and how these roots are transforming through cultural change. In analysing the inspirational forces of democracy, key propositions of the political culture approach are compared with those of the political economy approach. The chapter first provides and overview of cultural differences around the world before tracing the historical roots of the political culture concept. The flaws in the American electoral process have become increasingly apparent in recent years. The contemporary tipping point in public awareness occurred during the 2000 election count, and concern deepened due to several major problems observed in the 2016 campaign, worsening party polarization, and corroding public trust in the legitimacy of the outcome. To gather evidence about the quality of elections around the world, in 2012 the Electoral Integrity Project was established as an independent research project based at Harvard and Sydney universities. The results show that experts rated American elections as the worst among all Western democracies. Without reform, these problems risk damaging the legitimacy of American elections—further weakening public confidence in political parties, Congress, and the U.S. government, depressing voter turnout, and exacerbating the risks of mass protests. This book describes several major challenges observed during the 2016 U.S. elections arising from deepening party polarization over basic voting procedures, the serious risks of hacking and weak cyber-security, the consequences of deregulating campaign spending, and lack of professional and impartial electoral management. This book outlines the core concept and measure of electoral integrity, the key yardstick used to evaluate free and fair elections. Evidence from expert and mass surveys demonstrate the extent of problems in American elections. The book shows how these challenges could be addressed through several practical steps designed to improve electoral procedures and practices. If implemented, the reforms will advance free and fair elections, and liberal democracy, at home and abroad.
