Résumé :
The aim of this article is to present and comment briefly on the tendencies and changes that have occurred in the organization of the Chilean industrial sector during the 1970-80s. First of all, it must be borne in mind that this was one of the most unstable periods in Chilean economic development, due both to the profound political changes that have taken place in the country and to the great instability of the international economy. These situations have affected the structure of the industrial sector in such a way that it is impossible to analyze it exclusively in terms of the performance of traditional indicators, such as production, employment, productivity, trade, and so forth. The transformation of the system of economic organization in Chile has brought about radical changes in the international insertion of the economy, the price system, the distribution of income, the structure of property, and the relations between the state and the private sector, which cannot be disregarded in an analysis of this nature.

Résumé :
Using data collected during field research in Italy on the reorganization of the auto industry, the author analyzes recent changes in Italian industrial relations. Based on this case study, he argues for a new approach to comparative industrial relations research and theory. Instead of treating national systems as the basic unit of analysis and searching for macro-institutional features as the key dimensions to use in constructing comparative typologies of industrial relations systems, the author develops an approach focusing on micro-level developments and the politics of strategic choice to explain variation within nations. Two factors appear to be crucial in explaining this variation: local socioeconomic conditions that shape the strategies of unions and management in firms undergoing adjustment, and the choices unions make in reallocating responsibilities between local and national structures.

Résumé :
Using empirical data drawn from multiple sources, including interview material, the author examines Spanish trade unions' responses to the reorganization of Spain's economy and changes in the structure of industrial production in the 1980s and 1990s. She argues that Spanish unions, though not in a strong position compared to unions in other Western European countries, avoided a crisis situation by designing flexible strategies and redefining some aspects of Spain's industrial relations institutions. This quick adjustment was possible, the author argues, because the organizations, institutions, and strategies requiring change were not deeply ingrained, given the short history of democratic politics in Spain.

Résumé :
Presented is an analysis of results of industrial economic development of Soviet Russia in the period of industrialization. The relevance of the research topic is explained by the fact that in modern conditions there are tendencies to change various aspects of society in the conditions of the state and legal superstructure. One of their determining factors is the processes of globalization and integration, which entail, first of all, the need to reorganize the socio-economic national models of society. Thus, in order to smooth, balanced and harmonized reform of the state and legal superstructure at the national and supranational levels of legal regulation of public relations, a detailed historical and legal analysis of the accumulated experience of building and implementing state management of economic relations and processes in the conditions of various socio-economic formations and national political and legal regimes. In this regard, one can draw attention to the significant successes in the socialist reorganization of agriculture during the NEP period, which caused tremendous changes in the life of the country. There is a radical reorganization of the economic formation and the nature of the organization of economic ties and relations. Deprived of their production base, the former exploiters have not disappeared from life, but their social and legal status has changed. Many former exploiters went to work in enterprises and institutions, penetrated into collective and state farms. Some of them joined the ranks of declassed elements. The purpose of the study is to conduct a comprehensive historical and legal analysis of the results of the economic development of Soviet Russia during the NEP period. Tasks: historical and legal analysis of the characteristic features of the NEP as a necessary component of building economic ties and relations in a new state formation; assessment of the results of the economic development of the Soviet-type state in the context of the new economic policy. Methodology. To achieve the stated goal when considering the stated problem, in this article, such methods of scientific knowledge of reality as analysis and synthesis, as well as dialectical, logical, historical, systemic methods were used. The results of the work are that the author attempted a comprehensive historical and legal study of the features of building economic ties in the conditions of the NEP, which can contribute to further scientific understanding of this problem. In the second half of 1929, the development of the countryside underwent a transformation from a capitalist system to a socialist one, the essence of which consisted in a change in production relations, in the abolition of private ownership of the means of production and in the establishment of cooperative-collective farm property. The change in production relations in the countryside proceeded along two lines: the confiscation of the means of production from the kulaks and their voluntary socialization from the working peasantry. Such a revolution in the socio-economic structure of the countryside proceeded as a decisive elimination of internal capitalism.

Résumé :
The 13th IIRA World Congress held in Berlin on 8-12 September 2003 attracted participants from all over the world. In the course of five days a wide range of topics relating to the changing profile of industrial relations was covered. Due to the large number of papers, we focus here only on the contributions presented during the plenary sessions. The conference was opened with a speech by Professor Manfred Weiss, president of the IIRA Association, who drew attention to the variety of challenges industrial relations face today, underlining the need for scientific and practical discussion that could be of a great use for the all the parties concerned. During pre-congress the problems of codetermination in Germany were addressed by Jörg Sydow (Chairman of the German Industrial Relations Association), Nikolaus Simon (Director of the Hans-Böckler Foundation), Otto Jacobi (Laboratorium Europa), Walther Müller-Jentsch (Ruhr-University Bochum, Germany), Hansjörg Weitbrecht (University of Heidelberg, Germany), Michael Fichter, (Organizing Committee, GIRA), followed by visits to leading German companies.

Résumé :
Hugh Clegg’s riposte to the 1977 Bullock Report on Industrial Democracy was one of seven papers published from a conference on the subject in April that year. His contribution has to be seen against his long-standing views (expressed, for example, in 1951 and 1960) on industrial democracy which he saw in practical terms as free trade unions conducting collective bargaining. On the Donovan Commission (1965-68), he supported the majority opposition to recommending even voluntary schemes for worker directors. In 1977 he regarded worker directors as irrelevant to the urgent, practical task of reforming British industrial relations. For Clegg, continental versions of industrial democracy worked where there was already a successful prior industrial relations system, developed through workplace and industry institutional practices over decades. One new, top-level initiative could not create that.

Résumé :
The study of industrial relations management has been a long-neglected aspect of the Australian scene. Recent changes in the balance of power on the shop floor in the aftermath of prolonged recession in the metal and engineering industry, however, make such neglect an expensive luxury. This article looks at four aspects of management t strategy: the labour relations management function, relations with the unions at the workplace, attitudes to employee involvement, and attitudes to the employment relationship. The suggestion, in the light of secondary evidence and a series of fourteen case studies in the Victorian and New South Wales metal industry, is that three variables are important in helping to explain the direction that labour relations management has taken in recent years. These are the 'labour threat: the reorganization of production methods, and changes to the legal and institutional framework. It was found that management in those plants in which exposure to these three environmental pressures was similar responded with fairly similar labour relations management practices, suggesting that there may indeed be a link between the key variables.

Résumé :
The author reviews evidence that the bargaining structure is becoming more decentralized in Sweden, Australia, the former West Germany, Italy, the United Kingdom, and the United States, although in somewhat different degrees and ways from country to country. He then examines the various hypotheses that have been offered to explain this significant trend. Shifts in bargaining power, as well as the diversification of corporate and worker interests, have played a part in this change, he concludes, but work reorganization has been more influential still. He also explores how the roles of central unions and corporate industrial relations staffs are challenged by bargaining structure decentralization, and discusses the research gaps on this subject that need to be filled.

Résumé :
The location selection mechanism and effect of industrial transfer have been widely considered in academia, but the influence of institutional factors on cross-regional industrial transfer and regional differences still need further investigation. Based on theories of economic geography as well as new economic geography (NEG) and its’ institutional transformation, this paper studies the form, mechanism, and effect of the “core–periphery” regional relationship between the Pearl River Delta (PRD) and non-Pearl River Delta (NPRD) areas in Guangdong Province from the micro perspective of industrial spatial organization. Based on a case study on the change of the cross-regional production spatial organization of ceramics enterprises between Foshan and Qingyuan, it is found that after three rounds of spatial reorganization, the production spatial organization of Foshan’s and Qingyuan’s ceramics industries has changed significantly, forming a multifactory, multilocation production spatial structure and regional production network, which further drives to form the regional functional division of “core–periphery”. Institution factors, especially environmental regulation and industrial transfer institutional arrangements, have become an important driving force for the current industrial transfer, but its impact on regional relations is still not a decisive factor. The path locking of the “core–periphery” mode has not been fundamentally broken through. Although the form of spatial inequality has greatly changed, in fact, it produces a new form of inequality. The economic, geographical, and political theoretical framework from the micro-perspective of enterprises will provide a possible theoretical explanation for the phenomenon of “pollution moving to the West, high-tech industry moving to the East, industrial output gathering to the East” in China.

- STMicroelectronics is a global leader in designing, manufacturing and delivering semiconductor solutions across the spectrum of microelectronics applications. This contribution analyses the restructuring process that affected the Agrate Brianza site, in Lombardy (Italy) between May 2005 and November 2007, as a case of local governance of global dynamics, essentially based on industrial relations without any intervention of local or public authorities. The chapter is structured in three parts: a company presentation, the analysis of the restructuring process and some considerations about the innovative practices explained by the case-study. These innovative practices allowed the Agrate site, not only to transform the restructuring announced at headquarters level as a downsizing into a vast internal reorganization, but also to increase its competitiveness.

About ten years ago Deepak Nayyar, an Indian economist, lamented on the sluggishness of industrial growth in India, which at the time had persisted for more than ten years, since the rate of industrial growth dropped sharply from an average annual rate of 7.7% during the period 1951–1965 to an average rate of only 3.6% during the decade 1965–1975. Seven years later, at a conference on industrialisation in East and Southeast Asia held at the Australian National University, Canberra, Professor Deepak Lai, a distinguished Indian economist teaching at University College, London, and a consultant to the World Bank, expressed a similar disappointment, describing the absolute level of industrialisation in India as well its contribution to per capita growth as disappointing, even dismal compared with the rapid industrial growth of the four East Asian newly-industrialising countries (NICs), namely South Korea, Taiwan, Hong Kong, and Singapore.

Résumé :
Geographical migration, intercultural and inter-civilizational interactions are not the only phenomena of the last decade of the XX century. The search for knowledge and the spread of the teachings of Allah (Christianity, Islam or Buddhism) and the search for livelihoods are among the reasons that trade and migration inevitably lead people to interact with one another. Wars and political arrogance, aimed at expanding the borders of the empire, and the constant attempt to rule the world are another factor in the reorganization of power to create global alliances. Given this, we can say that globalization is not a new phenomenon. After the Industrial Revolution and the rise of world capitalism, with the advent of lighter and faster communications, transport and other infrastructure, relations between the peoples of the world, cultural dialogue, interaction have grown and become more and more new every year. began to happen. To get an idea of the main features of modernization, it is necessary to refer to the experience of industrial societies in Europe and North America. Historical, scientific and technological progress has played a key role in the transformation of traditional European feudal society into a modern capitalist society. As a result of this progress, developing on the basis of pragmatism, the relations between new social classes, individuals and groups were reorganized, which underwent significant changes.

At the April 1977 Premiers' Conference Malcolm Fraser secured unanimous agreement from the premiers to call for a voluntary three-month freeze of wages and prices. The freeze was never implemented. It offrcially ended in May when the Arbitration Commission awarded a national wage case increase of 1.9 per cent in line with its wage indexation principles. This paper examines the economic and political context in which the Premiers' Conference took place, the interactions between the federal government and unions—particularly the role played by ACTU President Bob Hawke—and the Arbitration Commission's reasons for rejecting the wages side of the freeze.

Résumé :
Global liberalization is driving a ‘logic of participation’, for firms and unions alike. Economic pressures drive managers to innovate across a range of possibilities, from outsourcing and union busting to work reorganization and labor-management partnership. Those same pressures, reflected largely through the strategic choices of employers, also force unions to innovate - from concession bargaining and cooperation to coalition building and international solidarity. Because employers are increasingly tempted by strategies that seek to weaken or marginalize unions, sustained participation for unions arguably requires a new period of activist mobilization. This article explores one significant component of renewed labor mobilization: union coalition building. Based on a case study of coalition efforts in the United States between the United Steelworkers and the Sierra Club from 1999-2004, concepts and causal linkages are suggested for broader analysis. Research findings presented here indicate the following causal processes at work: union strategies, defining moments and spillover combine to drive coalition building processes that include events, campaigns and institution building - ranging from local to national and global levels. Beyond this US-based case, a framework for cross-national comparative analysis is also suggested.

Résumé :
Since Kazakhstan gained independence, transformation of land relations in agriculture has been inextricably linked with waves of privatization and introduction of market principles of management. The goal is to study the impact of institutional changes on the process of reforming land resources in agricultural sector of the republic. The methods are based on materials from domestic and foreign analytical reviews, scientific publications, regulations relating to the land issue, and program strategic documents. Quantitative and graphical methods were used to analyze the consequences of institutional reforms in agro-industrial complex in terms of property reorganization, land use, and contribution of agricultural production to the country's GDP. Results - it is substantiated that the breakup of production, logistics and other necessary connections in the first years of Kazakhstan’s independence became a difficult test for agriculture and the loss of significant investments in the gross domestic product by this industry. Modern reality required building new market rules, regulated by the state within the framework of laws. The main stages of regulatory changes that influenced land legal relations in agricultural sector are given. The consequences of past reforms related to the land issue are presented, problems and challenges facing the development of agro-industrial complex of the republic are identified, and recommendations are offered to improve the current situation. Conclusions - it should be understood that the quality of adopted regulations reflecting property rights, including land legislation, directly affects socio-economic and environmental situation, which shows the importance of the institutional system for the economic development of the country, formation of effective socio-economic structure of agricultural sector.

Résumé :
The main theoretical approaches to the formation of a system of the indicators that determine the generation of economic value added, as the main indicator that reflects the efficiency of the economic entity and its reorganization, are considered. To determine the factors that have the greatest impact on the generation of economic value added, a provisional list of the most used indicators (both dynamic and static) applied to assess and analyze the performance of activity of an economic entity is comprised. Among the indicators are identified those that are correlation-independent (key), based on the generation of a reliable sample when calculating the efficiency and performance of economic entities in the industrial sector. On this grounds, a simulation modeling was performed, which results were indicated feedback paths, covering the key characteristics of the activity of economic entity. It is determined that the factors, influencing the generation of value added the most, are related to ensuring financial stability, efficiency of return on investment, the structure of fixed assets, the structure of financing the activities of the economic entity. The carried out analysis of the identified relations helped to allocate the key factors, which have the greatest impact on the efficiency of activities, and, accordingly, determine the directions of reorganization of the economic entity. Making use of this approach allows to determine at the empirical level the most appropriate combinations of management technologies with the financial and economic instrumentarium for carrying out a reorganization of the economic entity and forecasting the consequences of their application. The necessity of using the indicator of economic value added as a target criterion for assessing the operation and development of an economic entity is proved.

Résumé :
Industrial jurisprudence is an ideology to study the perspective and perception of those legislators who give the shape to be a labour legislation for governing the relation of workmen and employers. It is correctly said by Mahatma Ganghi that industry is the joint venture of workmen and employers. In the Hospital Mazdoor Sabha1 case the triple test theory introduced and it was reiterated and set up in the case of Banglore Water Supply2. In both cases the cooperation of workmen is made essential part to be any industry. The industrial jurisprudence provides the thinking to make the labour laws accordingly. When the laissez faire theory wiped out and placed the welfare state, workers has become the integral part of any industry. With this view the state made the labour legislation for governing the relation of workmen and employers. It has been felt by most of the country of world that there must be apply tripartism; it means state will interfere with the labour regulations to settle the both relations. For this purpose state made the various laws, which are existed. In June 1998the International Conference proposed the fundamental labour policy for the World. Certain points of hose policy are existed in Indian labour jurisprudence. First, freedom of association, second, right to collective bargaining, third, elimination of all forms of forced or compulsory labour, fourth abolition of child labour and fifth, elimination of discrimination in respect of employment and occupation. Industrial jurisprudence is more dynamic for industrial governance. With this ideology, the State utilizes the modus operandi accordance with the need of regulation for harmonious relation between employers and employees. When the Constitution of India commenced the concept of social justice gave the pace to the welfare labour legislation. The outcome of concept, the social assurance and social assistance are also prevalent with the ideology of social justice. It is the spirit of the Constitution. Now, it is being expected that there will be dynamic change in industrial jurisprudence by introducing the new economic policy for the upliftment of industry as well as labours. It not need to be panic the new exit policy will destroy the fundamental rights of the workers.
