- The article analyses the most recent reforms of Italian regionalism using the theory of competitive federalism as opposed to cooperative federalism. Although new competitive dynamics are developing with main reference to asymmetrical regionalism and fiscal federalism, the article shows the coexistence of competitive and cooperative institutional arrangements. Taking a comparative perspective the case of Italy portrays similarities to those of Germany and Spain: German cooperative federalism is more and more challenged by the developing of competitive dynamics between the Western and Eastern Länder as well as Spanish competitive regionalism is opening up to intergovernmental cooperation to assure policy coordination. As a whole the article provides an analytical framework to guide future empirical research.

Globalisation has intensified competition between countries and businesses for resources, investments, markets and profits. Participants seek whatever competitive edge they can identify to their advantage. In recent decades, countries have sought to use international economic agreements (IEAs) as a method of accentuating their competitiveness. IEAs seek to confer on the contracting countries unique advantages to the exclusion of others. The practice has proliferated remarkably since the 1990s. Some scholars have decried the trend, arguing that it is inhibitive of aspirations for globalised (or multilateralised) regimes that apply uniformly across all countries. This article argues that while regionalism has the potential to impede globalisation of laws in some areas, it can facilitate globalisation in others. For instance, a global legal regime for international investment may be evolving from bilateral and regional treaties, and regional implementation of international legal instruments (ILIs) may hasten global international commercial laws.

This article addresses the extent to which metropolitan regions have continued to fragment and grown more disparate. We ask, why have comprehensive institutions not taken root to mitigate metropolitan fragmentation and how can we better understand its persistence? We call attention to the insufficiently understood and integrative role of public authorities as functional for fragmented metropolises and their continued splintering. That functionality is explained by a “regional paradox,” which states that centrifugal forces from autonomous, competitive local governments push against metropolitan integration while centripetal pressures for regional policy coherence pull toward it. The result is the embodiment of both tendencies in what we call fragmented regionalism—a condition where local autonomy is largely left intact while public authorities are able to manage selective regional pressures. We find that metropolitan regions have become more fragmented and more unequal. This pattern is concomitant with public authority spending, which has favored the most advantaged metropolises.

This essay attempts to examine the prospect of ASEAN integration in the age of anti-globalization by understanding ASEAN as a compartmentalized regionalism. It argues that discussions on the prospect of ASEAN are actually discussions on the trajectories of two separate regional projects: economic regionalism and political security regionalism. It must be noted that we often have difficulties separating the two because their evolution has so far been marked by centripetal movement towards liberal tradition in the two regional projects. However, since we are entering the age of anti-globalization, this is changing. To make an educated guess on the future of ASEAN regionalism(s), I argue that we should focus our attention to three main indicators: (1) Structural: will the international system be cooperative or competitive multipolar system? (2) National elite orientation: will the liberal elites and technocracy in ASEAN countries remain liberal, or will nationalist elites take charge?; and (3) Public sentiment: how big is the positive or negative sentiment towards economic liberalization?

East Asia and East Asian regionalism have gained greater attention. Given this, what makes this region and who determines its shape are very important questions, which are, in turn, highly relevant to questions of regional leadership. This thesis thus aims to examine and explain the nature of Sino-Japanese regional leadership and explore its impacts on the shape of the East Asia region and East Asian regionalism. It does so particularly with reference to the CMI and regional organisation-building from the APT to the EAS. The thesis explores two key themes. First, it seeks to bridge a gap in the study of East Asian regionalism in particular and East Asia in general by focusing on the dynamics of Sino-Japanese leadership competition. There is still a lack of a dedicated study to examine the dynamics of regional leadership in the region and its impact on the East Asia region and East Asian regionalism. It addresses why regional powers assert regional leadership and how their assertions of regional leadership change their interests and behaviours with regard to regional cooperation. By doing so, it can help better comprehend the interests and strategies of China and Japan and their impacts on the shape of East Asian regionalism. Secondly, this thesis aims to fill in a gap in the study of global or regional leadership by developing a constructivist analytical tool to define leadership and examine the dynamics of leadership. It highlights that neither the realist and liberal approaches to international leadership nor the emerging literature on regional powers provides a good analytical tool to conceptualise regional leadership and to examine the dynamics of regional leadership competition. It argues that some insights of constructivism help to better comprehend the dynamics of regional leadership.

This dissertation addresses two important questions: what constitutes regionalist party success and what factors explain this success? Regionalist parties are political parties that compete within a confined geographic region and focus on gaining greater political autonomy. This differentiates them from mainstream parties who prefer to emphasize traditional left-right political issues and compete across the entire country. I argue that to better understand the electoral outcomes of these parties, their results need a more nuanced categorization: breakthrough, failure, and persistence. Breakthrough occurs when a party has a large surge in support. Electoral failure happens when a party suffers a precipitous decline in vote shares, diminishing its political relevance. Persistence results when a party replicates its previous electoral outcome with minimal change. I used a supply-side and demand-side theoretical framing to consider the influences on regionalist party outcomes. Demand-side or “bottom-up” based theories state that political parties are primarily responsive organizations that adapt to changes in public attitudes. Thus, they must respond and closely align with the social, cultural, and economic positions of the public. I hypothesized, however, that supply-side factors best explain a regionalist party’s fate. Supply-side or “top-down” theories maintain factors outside of public demand can shape elections. These include institutional arrangements and party strategies, such as the positions the parties take and salience they give to particular issues. In this framework, the choices parties make can impact citizens’ voting. To explain breakthrough, failure, and persistence, I found three factors most relevant: the emphasis mainstream parties put on issues related to regional autonomy compared to left-right issues, the positions mainstream parties take on decentralizing power, and the positions that regionalist parties adopt regarding regional autonomy. When all of these align favorably in an election a party is more likely to breakthrough. In instances where all of them align unfavorably the probability of failure increases. Persistence is most probable when one or two of the factors is beneficial, but not all of them. I analyzed these questions using a mixed-methods approach that included multiple regression analyses and case studies of eight different elections in Scotland.

This essay maps and analyze the dynamic interaction between the regional and municipal levels. This is based on the case of Region Jönköpings län. The thesis is a qualitative document study that will focus on he municipalities and the region as unitary public actors and their public policy in the development area. The study material is public documents of the municipalities and the region that relates to municipl/regional development.  The essay is based on previous research dealing with New regionalism, Rescaling, Re-territorialization, the Competition state (konkurrensstaten) and New Public Governance. In addition, previous research also handles unity as a factor for regional development and local/regional conditions. Based on these, the study's theoretical approaches and frameworks have constructed and formed the basis of the interpretations for the study's issues.  The conclusions of the study are that the dynamics, attitudes and interactions between the region and its municipalities takes place in a complex system where ach actor's conditions, objectivies and ambitions determine how they view themselves, each other and the region as a whole. The conditions can include anything from the geographical situation, demographics, business composition and communications with the rest of the region. In addition, the municipalities' efforts to be competitive, attractive and distinctive can be linked to the societal developments of the past decades. It is about the impact explained by New regionalism, New Public Governance and the Competition state on the local/regional landscape within which the municipalities and the region reside, as well as creating a landscape where several actors, on several levels, share the same commitments, responsibilities and powers. Which gives us a complex game between regional unity and leadership, and a municipal effort to be singular.

This research aims to focus on the basis of the freedom of competition in the constitutional systems. On one hand, the thesis reconstructs the antitrust role in the constitutional framework and, on the other hand, it investigates the relationship between the antitrust enforcement and the interests of the community and of the private citizen, as a consumer. Competition is a rule of neutralization of the power and the choice of the market structure is an expression of the correlation between power and liberty. The need for a balance between authority and liberty was the reason of the adoption of the Sherman Act in the United States of America. In order to analyze the relationship between power and liberty - besides the cultural, institutional and judicial evolution of the competition in the Italian constitutional system - the thesis develops the history of the adoption of the Sherman Act. The US experience is shaped by the role of the competition regulation as an instrument of public policy and the protection of the individual fundamental rights, under a substantial and procedural perspective, through the claim of class actions: a feature also recently introduced in Italy. The thesis starts with the analysis of the introduction of the freedom of competition in Italy, from the efforts of the Constitutional framers up to the recent reform motion of Art. 41 of the Italian Constitution. Art. 41 represents the basis of the competition, even if it explicitly refers just to the freedom of economic initiative. On this aspect, the thesis thoroughly studies the relevant doctrine on the issue, and examines the Italian developments since accession to the European Economic Community and the adoption of the statute n. 287/1990. The statement of the principle of competition in the Italian constitutional structure is also the result of the long route run by the Italian Constitutional Court. For a long time, the Court considered the competition as a fact, consequent to the enforcement of the freedom of economic initiative. Step by step, the Court attributed a constitutional value to the competition. Moreover, the Court played an important role in the settlement of the boundaries between Regions and State on the legislative regulation of the competition. Indeed, the competition, as a principle intended for the neutralization of power, shows the influence of the antitrust model on the development of a democratic legal system. Therefore, in the last part of the thesis there is a comparative analysis between United States of America and Italy on some issues, having a special purport on the antitrust systems under a public law point of view, id est: the relationship between information pluralism and freedom of competition, the relationship between competition and consumer, the competition policies in the federal and in the regional system, and the repercussions of the competition model in the democratic legal system.

Through a long-term development we can find the role of the state in Taiwan dominant the process economic. The economic growth of Taiwan thrives under the impetus of the state. During the recent twenty years, The state has propelled the high-technological industry to the utmost, and science parks have sprouted up around Taiwan in order to obtain the greatest benefit under the cluster effect, a condition that can be proved from the past statistics that the economic contribution brought by science parks was quite enormous, and at the same time a lot of opportunities in employment were offered. Taichung Science Park, established in 2002, can be proclaimed as the rapidest developed science park in Taiwan. However, the economic tsunami happening in the second half year of 2008, causing a myriad of employees to have unpaid leaves, devastated Taiwan’s most self-complacent high-technological industry, and in the past half year of 2009 we even heard that the DRAM (Dynamic Random Access Memory) manufacturers called for financial aids from our government, but the capital cavity is too gigantic to mend, a phenomenon reflecting the problems of Taiwan’s high-technological industry. This paper would like to discuss, as a semi-peripheral country, how to promote our economic development and what kind of role our government should play through the capitalistic phenomenon and theory. Further, this paper would also probe into the risk of the government-dominated economic through theoretical aspects and the past developing process.

With the emergence of the competitive rationality in regional politics, the content of which is characterized by new regionalism, the Swedish regions are strongly associated with the mandate to assist the government in economic growth policy. The political content is adapted to enable regions to compete in markets and drive growth processes as successfully as possible. This is what previous research has largely focused on. This means that regional perspectives rarely reflect research in relation to different growth themes, although regions are complex and ambiguous phenomena. At the same time, the stipulative governance of the regions is rarely studied in national-regional research contexts. Therefore, I have chosen to review regional attractiveness that represents the regional location in attractive growth contexts. At the same time, my ambition is to introduce attractiveness in the decision-making context, that is how attractiveness emerges from the national growth policy. The purpose of the study is to analyze the political power. As a theoretical delimitation, I use Richard Florida's theory of the creative class. The starting point is to theoretically develop a reasoning about how attractiveness within regions can be understood by the important actors whose participation is absolutely crucial for the regions' development work according to the organization of the political mandate. My analysis shows how the obvious framing of the competitive rationality in national politics formulates how the regions develop attractiveness within the regional locations. The overall goal of the analyzed regions is to be attractive in a way that attracts growth and creates the conditions for players to be able to establish themselves within the site. In the same context, regions beyond growth policy are secondary to my analysis and attractiveness seems to rather help to reinforce inequalities between regional places. In this perspective, other and conflicting regional perspectives should be highlighted and discussed.

Este proyecto tiene como propósito realizar una extensión de la plataforma “Training Center UFPS” (https://trainingcenter.cloud.ufps.edu.co), con el fin de llevar la programación competitiva a nivel de colegios. Para así establecer una preparación temprana y lograr obtener mejores resultados en las competencias locales, nacionales y regionales, y también con el ánimo de despertar el interés por la programación en los estudiantes de bachillerato de la ciudad de Cúcuta. Para lograr tal fin se planea seguir la metodología usada los últimos años por el grupo de estudio de Programación Competitiva, perteneciente al semillero SILUX (Semillero de Investigación de Software Libre y Linux), del programa de Ingeniería de Sistemas de la Universidad Francisco de Paula Santander. Integrando a la plataforma un nuevo lenguaje de programación, como estrategia para generar motivación y despertar interés por la Programación Competitiva en los estudiantes de bachillerato de los colegios de la ciudad de Cúcuta.

El origen del presente estudio se encuentra en la necesidad de formular planes y acciones que fomenten la recuperación o revitalización del centro comercial de la Ciudad de Concepción, capital de la Región del Bío Bío, con especial énfasis en diseñar líneas de emprendimiento para las PYMES comercial y de servicios. Esto ha sido detonado por las falencias actuales que presenta la actividad comercial en el centro de la ciudad, debilidades relativas con respecto a otros centros comerciales en aspectos de infraestructura, seguridad, atractivo y otros, las cuales no le permiten brindar servicios acordes a las nuevas demandas y expectativas de sus usuarios, ya sean comerciantes, público, inversionistas, turistas, residentes y la comunidad en general. Todo esto incentivó a que el Gobierno Regional, en conjunto con INNOVA Bío Bío y la Cámara de Comercio, Turismo y Servicios de Concepción, llevaran a cabo este estudio, en el cual INNOVA Bío Bío es la contraparte técnica y financiera; y la Universidad del Bío- Bío, el organismo ejecutor. El objetivo general del proyecto es la identificación y validación de planes de acciones públicos y privados para la recuperación en los ámbitos del emprendimiento de la actividad comercial, cultural y turística, particularmente de las PYMES, para el centro de la ciudad de Concepción. El estudio consiste en la recopilación y análisis de información de diagnóstico, estudios e investigaciones de mercado, planificación estratégica, georreferenciación de información y análisis de experiencias internacionales en este ámbito, todo lo cual soporta la formulación de programas, acciones y proyectos específicos, que puedan ser abordados por organismos públicos y privados en forma coordinada. Lo anterior ha sido complementado con una fuerte participación política y ciudadana, expresada en talleres con los gobiernos regionales, provinciales y comunales, con los operadores públicos y privados del centro y con representantes de la comunidad. El trabajo técnico ha sido orientado por una mesa de trabajo conformada por personeros del Gobierno Regional, la Municipalidad de Concepción, INNOVA Bío Bío, la Cámara de Comercio, Servicios y Turismo, y actores relevantes de la actividad comercial local. Los resultados del estudio se refieren a un diagnóstico urbano-comercial del centro de Concepción, un estudio de mercado, información georreferenciada en un sistema de información geográfica, la visión, misión y lineamientos estratégicos para el centro comercial y un plan de marketing que contiene un conjunto de programas y acciones que favorezcan una actividad comercial eficiente en este centro. El presente trabajo fue desarrollado en el marco del proyecto INNOVA Bío Bío (código 06 PC S4 31L10) “Recuperación del Centro Comercial de la ciudad de Concepción”, originado en la necesidad de formular planes y acciones que fomenten la revitalización y competitividad del centro comercial de la ciudad de Concepción, Región del Biobío, Chile, con especial énfasis en el diseño de planes de emprendimiento para las PYMES comercial y de servicios. Este trabajo fue realizado por la Universidad del Bío-Bío y actuaron como contraparte técnica el Gobierno Regional, la Ilustre Municipalidad de Concepción y la Cámara de Comercio, Servicios y Turismo de Concepción. La metodología de trabajo consistió en realizar un diagnostico estratégico del área comercial, un estudio de mercado, un proceso de planificación estratégica y un plan de programas y proyectos, soportado por un sistema de información geográfico y mediante un trabajo participativo con la comunidad y aplicando experiencias internacionales.
