Texte intégralFrom many sides the future of the world of work is expected to evolve strongly, when not heavily worrying, due to a series of sudden changes that are pouring from the world of school and university to the world of work. The four evolutionary axes worldwide are considered: • demographic evolution (mass immigration, unbalanced growth of skills and geographical level, aging) • evolution of the world of work (instability, reconfiguration of organizations, robotization, new emerging jobs, VUCA) • globalization (global competition for products, services and workers, emerging economies) • technology (rapid development, digital divide) Young people who could enter the world of work in 2030, if they will only attend the minimum compulsory course of 10 years, will start school in the scolar period 2019-20, while if they graduated, they started schooling in 2016, or in 2011 if they will obtain a master's degree. The school, in addition to a series of methodological updates to be addressed, has the prerogative of having to anticipate the future. A question then arises spontaneously: how can high school, at the dawn of 2020, train graduates who will be released in 2030? The aim of the research is therefore to take stock of the importance and demand for skills, with a focus on transversal skills, on the part of entities in the world of work, particularly in Italy and Europe. Subsequently the epistemological bases of competence development and the indications in this sense formulated at world, European and national level are analyzed, continuing with an ex-cursus on the didactic methods suitable for their development, analyzing their functionality in the subsequent employability of the students. Finally, the focus is on the educational methodology of the Alternanza Scuola Lavoro (ASL), made compulsory by law 107/2015 and modified in the 2018 finance law in "Paths for Soft Skills and Guidance". On a statistical level we want to verify if the alternating school work contributes to the development of some soft skills, in particular those grouped in the macro-competence of enterpreneurship, or represents a useless waste of time (time-school) and energy for its organization , as supported by a sector of the teaching staff and parents, through the proposal of a questionnaire to the students of the 3 ^ classes of the secondary school of each order.

Resumo: O tema deste trabalho é o estudo da problemática da pedagogia das competências e sua relação com a educação para o trabalho em duas instituições do Centro Estadual de Educação Tecnológica Paula Souza de nível técnico profissionalizante no Estado de São Paulo. Apresenta-se a evolução do ensino técnico profissionalizante no Brasil, desde a Colônia até os dias atuais, perpassando pelos diferentes momentos econômicos, sociais e políticos do Brasil. As políticas públicas e propostas pedagógicas implementadas para ensino técnico profissionalizante também foram alvo de discussão para elaboração deste trabalho. No decorrer do trabalho, foram desenvolvidas pesquisas com docentes, coordenadores, gestores e foram aplicados questionários aos discentes das duas escolas técnicas profissionalizantes. As argumentações aqui apresentadas basearam-se nas políticas públicas educacionais do ensino profissional de nível técnico, seus pressupostos teóricos e os questionamentos relativos as novas exigências de formação, capacitação e qualificação do trabalhador demandado pelo mercado de trabalho atual, em constante processo de transformação. Ressalta-se que os cursos técnicos profissionalizantes estudados não proporcionam aos seus alunos, integralmente, a formação com conhecimentos básicos, habilidades e competências. Constata-se, ao final do trabalho que há pouca adesão, ás vezes ignorância, e em muitos casos resistência à aceitação da pedagogia das competências por parte de docentes, assim como há a falta de compreensão dos discentes do que seja ser formado por competências. Este é o desafio político e pedagógico a ser enfrentado
Abstract: The subject of this work is the study of the problem of the pedagogy of the competences and its relationship with the work education in two vocational technical level institutions at the Public Center of Technological Education Paula Souza in São Paulo. This work shows the evolution of the vocational technical teaching in Brazil, since the Colony period until the current days, going by different Brazilian economical, social and political moments. The public politics and proposed pedagogic implemented for vocational technical teaching were also discussed during the elaboration of this work. Along this work, it was done research with teachers, coordinators, managers and they were applied questionnaires to the discentes of the two vocational technical schools. The arguments here presented were based on the education public politics of the professional teaching of technical level, their theoretical presuppositions and the relative questions for the new formation demands, training and the worker's qualification disputed by the current work market in constant changing process. It is stood out that the vocational technical courses studied don't provide to their students, integrally, the formation with basic knowledge, abilities and competences. There is little adhesion, sometimes ignorance, and in many cases resistance to the acceptance of the pedagogy of the competences on the part of teachers, as well as lack of understanding on the part of the discentes on what is to be formed for competences. This is the political and pedagogic challenge to be faced.

Texte intégralIs there an actual possibility, for Italy, to develop an educational dual system like the German one? Would this possibility be economically affordable? Could it be positively welcomed by Italian schools and VET institutions? What pedagogical basis on? And what about the legal ones? Collected and reviewed a valuable amount of literary contributions, this essay tries to answer the above questions, with particular regard about the Italian productive and educational systems, characterized by small and medium enterprises and, on the educational side, by a quite deep tendency to avoid contacts between schools and companies. The literature review focuses on three aspects. First, the economic advantages in implementing systems of dual education, particularly in the legal framework of the apprenticeship and in small and medium businesses. Second, the points of view of legal and pedagogical researches on the issues of: school-and-work integrated education, dual systems, apprenticeship, and school-and-work alternating training, presented together with statistical studies about the diffusion of such working-educational schemes in Italy. Third, the process of assessing and validating skills developed in the mentioned contexts. Within the body of the essay, then, the three main results of the examined studies are presented. First, there is no evidence against a successful implementation of a dual educational system in Italy; contrariwise, it would be a favorable opportunity for companies, youth, educational institutions, and the social texture in general. Second, the Italian regulation allows a fully and properly structured activation of dual educational system routes. Furthermore, considering the reviewed pedagogical studies, the literature and the debate seems mature enough to be able to advise how to orientate formative plans and programs, taking into particular account the – not always unjustified – critical voices and the replies about the most relevant issues. Third, there is the strong possibility that a properly functioning process of skills assessment and validation can be the corner stone of such dual educational system courses, synthesizing the acquisition of knowledge and abilities to be spent both in the education system and in the labor market. One last chapter, finally, is devoted to the presentation of a case study: the dual educational system experimented by the Fondazione A. Badoni of Lecco (Lombardy, Italy), which, exploiting also the legal framework of the newly reformed apprenticeship for school students, allows its participants to obtain a VET diploma working two or three days a week in manufacturing companies and attending a VET school for the rest of the week.
