According to the literature, parliamentary scrutiny is either used by the opposition to control the government or by a coalition partner to control the leading minister. Yet, neither the opposition alone nor individual governing parties alone can muster a parliamentary majority to adopt recommendations, resolutions or statements. Therefore, we ask which parties coalesce in co-sponsoring such joint position papers on European Union policy proposals and why. Tying in with the existing literature, we offer three explanations. Firstly, position papers are co-sponsored by so-called ‘policy coalitions’, a group of parties that hold similar preferences on the policy under discussion. Secondly, governing parties form coalitions which support their minister’s position vis-à-vis his or her international partners in Brussels. Thirdly, party groups co-sponsor position papers to counterbalance the leading minister’s deviation from the floor median.On the empirical side, we study the statements issued by committees of the Finnish Eduskunta and recommendations adopted by committees of the German Bundestag over a period of 10 years. Though having similarly strong parliaments, the two countries are characterized by very different types of coalition governments. These differences are mirrored in the observed co-sponsorship patterns.

The European Trade Union Confederation (ETUC) represents some 45 million trade union members from eighty-nine national trade union confederations and ten European Industry Federations from thirty-nine countries. In 2019, ETUC entered its forty-sixth year and marked its fourteenth quadrennial Congress in Vienna where delegates intervened to shape the work plan and direction of the organisation for the coming four years and to elect a new Executive Committee. This article takes stock of ETUC’s background and primary activities and considers whether ETUC enhances the power and influence of its members, despite the challenging environment in which trade unions in Europe reside in the 21st century. In so doing, the article assesses the strengths, weaknesses, opportunities and threats facing the organisation, which remains the largest civil society organisation in Europe.

It was found that today Ukraine is not ready to introduce a decentralized system due to shortcomings in budget planning and non-transparency of public financial management. In case of its introduction in the management system of EU funds of Ukraine, it is advisable to develop a preparatory stage for a decentralized management system of EU assistance resources, which will ensure an independent audit of Ukraine's external assistance management system. Based on the results of the audit, it is necessary to determine the responsible state institution that will carry out the overall coordination of the decentralized system in the subsequent stages of its implementation. An urgent challenge for modern Ukraine is the ability to develop a national research and innovation strategy in line with the best EU models. To date, Ukraine lacks a comprehensive systemic vision for the development of science, technology and innovation, and dialogue with civil society and the expert community is somewhat of a formality. The plans and proposals submitted by the Ministry of Education and Science and the Ministry of Economic Development, Trade and Agriculture need to be properly coordinated. After all, such inconsistency of actions of government structures is also reflected in the quality and effectiveness of the legislation of Ukraine, increases the time of adoption of laws in the Verkhovna Rada. In this regard, cooperation between the three committees in particular needs to be significantly improved, namely: the Committee on Education and Science, the Committee on Informatization and Communications and the Committee on Industrial Policy and Entrepreneurship. Promoting cooperation and integration with the European Union will allow the citizens of the respective partner countries to adapt European values faster, increase people's awareness of the experience and prospects of EU countries, and significantly strengthen their self-identification as Europeans. The importance of the role of the Eastern Partnership in security issues for both the EU and the countries participating in the Eastern Partnership should be emphasized. ObjectivePaediatric clinical trials are often conducted as multinational trials. Informed consent or assent is part of the ethics committee approval for clinical trials. The consent requirements vary between countries due to national laws and regulations, which are not harmonised in Europe. These discrepancies can present challenges for paediatric clinical trials. The aim of this study was to assemble these consent and assent requirements across the European Economic Area. The collated national requirements have not been publicly available before, despite a real need for this data.MethodsNational consent and assent requirements for paediatric clinical trials were analysed and collated for 25 European Union Member States and 2 European Free Trade Association countries until the end of 2014. The data were retrieved from existing databases and through communication with the competent authorities and selected ethics committees. Results from a literature search for international or national guidelines, declarations and conventions and academic societies' publications served as comparison material.ResultsConsent and assent requirements are heterogeneous across these countries. We compiled our findings in ‘The Informed Consent and Assent Tool Kit’, a table including 27 national consent and assent requirements listed by individual country.ConclusionsWide variation in paediatric consents and assents presents challenges for multinational paediatric trials in Europe. The toolkit is available for all those involved in paediatric clinical trials and ethics committees, providing a new platform for proactive feedback on informed consent requirements, and may finally lead to a needed harmonisation process, including uniform standards accepted across Europe.

Abstract. The evaluation criteria to measure the efficiency of a state’s economic policy in terms of integration processes in the European Union were determined in the Europe 2020 Strategy endorsed by the European Council in June 2010. According to the Strategy, the European Union has committed to seek progress in the fields of employment, investment in R&D, climate change and energy, education, and poverty reduction. With a view to assessing the economic impact of the above commitments by the European Union vis-a-vis small European Union countries, this article provides an evaluation of the three objectives of the Europe 2020 Strategy – employment, education, and investment in R&D – and their impact on the economic growth in smaller countries of the European Union.This article concludes that many of the smaller European Union countries choose not to be ambitious enough in their national objectives of employment, education, and investment in R&D areas under the Europe 2020 Strategy and, during the 2011–2020 period, they show on average a 4.8% lower annual GDP growth than it could potentially be, i.e. they abandon far-reaching ambitious targets.Key words: economic policy, small European Union countries, Europe 2020 Strategy, employment, education, R&D

In the last quarter century, since the university is the main source of the human resources required by the knowledge society, structural and functional restructuring efforts of the university institution have been increasing to strengthen the positive impact on economic growth and social development through education and research activities. Today, the Anglo-Saxon and the Far East countries have the most successful university examples in this context; European universities come second in performance, although there are tremendous differences among member countries. Being a candidate for the European Union membership and as a member of the Council of Europe as the first signatory states of the Cultural Convention; implementation of reforms in the European Higher Education Area is obligatory for Turkey. In this study, an organizational and operating model has been developed in line with the European university reform agenda. CoHE's university approach which focuses on thematic and regional development has also been taken into consideration. Five innovations can be mentioned in terms of organizational and functional configuration of the model: (i) Profile of graduate and mission of the new generation university in the fields of education, research and community services, (ii) Policy development and implementation offices, (iii) University ecosystem consultation and steering committee and other committees and boards, (iv) Concept courses and branded courses, (v) Recognition of prior learning, (vi) Coop-education and solution partnerships.

Problem setting. In spite of the presence of numerous conventions, treaties and organizations in the world today, the issue of security is still a very acute issue for the world community. There are many reasons for this: the presence of nuclear powers, serious disputes between countries that are justly considered world leaders, the existence of numerous local conflicts and wars of a more global nature across the globe. These and other factors are pushing states around the world to allocate budget funds to ensure effective security policies. Given today’s realities, one can trace the tendency of several countries to pool their own efforts and resources to pursue a common security policy. The European Union is one of the clearest examples of this behavior. This intergovernmental organization is committed to maintaining peace, diplomacy, trade and development around the world. The EU also promotes cooperation with neighboring countries through the European Neighborhood Policy. Target research. The aim of the research is to study the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. Analysis of recent research and publication. Many domestic and foreign scholars, including B. Tonro, T. Christiansen, S. Morsch, G. Mackenstein, and others. The institutional basis of foreign and security policy is analyzed in detail by J. Peterson, questions related to the European Union’s security policy. M. Shackleton. K. Gill, M. Smith and others study the general features of the development of a common EU security policy. Some contribution to the study of various problems related to European and Euro-Atlantic integration has been made by such national scientists as V. Govorukh, I. Gritsyak, G. Nemyrya, L. Prokopenko, O. Rudik, V. Streltsov, O. Tragniuk, I. Shumlyaeva, I. Yakovyuk and others. Article’s main body. The article examines the emergence and development of the European Union’s security policy from the date of the Brussels Covenant to the present. Particular attention is paid to the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. A study of the officially adopted five-year global foreign and security policy of the EU is being done to improve stability in Europe and beyond, analyzing EU conflict resolution and crisis management activities. Conclusions and prospect of development. In view of the above, it can be concluded that the EU’s foreign and security policy institutional framework is an extensive system in which all the constituencies are endowed with a certain range of general and specific powers and are called upon to cooperate with one another to achieve a common goal. It cannot be said that such close cooperation puts pressure on Member States. Yes, a Member State has the right to refrain from voting for any decision that requires unanimity and such abstention will not prevent the above decision being taken. In this case, the mechanism of so-called “constructive retention” is triggered: the abstaining country is not obliged to comply with the decision, however, accepts the fact that it is binding on other Member States and takes this into account when concluding treaties, which should not contradict the said decision.

In this paper we researched European Union starting with the Agreement from Maastrich from year 1992, even though the European Union has a long traditional history and its origin is founded on regulations of economical integrations in Europe beginning from the 1950’s through the Roman treaty from year 1957 and the forming of the European Union Committee in year 1965. Further we follow her expansion and introduction of the European economic and monetary policy, to last, the joining perspective of Croatia. According to the Agreement from Maastrich, European Union lies on three posts: 1) Legal-political and regulative post, 2) Economical post, where the forming of European economical and monetary policy is in the first plan, especially the introducing of Euro as the unique European currency, 3) Post of Mutual foreign security policy within European Union. In that context we need to highlight the research conducted here and in European Union, including the world, regarding development of European Union and its economical, legal, political and cultural, as well as foreign diplomatic results, which are all perspectives of European Union. All the scientists and researches which were involved in exploring the development of EU with its modern tendencies and development perspective, agree that extraordinary results are achieved regards to economical, legal, political, foreign-security and diplomatic views, even tough many repercussions exist in progress of some particular members and within the EU as a whole. The biggest controversy arises in the perspective and expanding of European Union regarding ratification of the Constitution of EU from particular country members, but especially after the referendum was refused from two European countries, France and Netherlands. According to some estimates, the Constitution of EU would have difficulty to be adopted in Switzerland and some other Scandinavian countries, but also in Great Britain and other very developed countries. However the European Community and European Union were developing and expanding towards third European countries, regardless of Constitutional non-existence, where we can assume that if and when the Constitution of EU will be ratified, the EU will further develop as one of the most modern communities. This will enable economical development, especially development of European business, unique European market and free trade of goods and services, market of financial capital and labour market in free movement of labour. Being that EU has become one of the most largest dominating markets in the world, it offers a possibility to all new members to divide labour by using modern knowledge and high technology which insure economical, social and political prosperity. This results to forming a society of European countries which will guarantee all rights and freedom of development for all nations and ethnic groups. As well as, all European countries with somewhat less sovereignty, but in international relations will be stronger and significant, not only in sense of economics, but also in politics and military diplomatic relations. Therefore, Croatia has no choice and perspective if she does not join the European Union till year 2010, but until than it needs to create its strategy of economical and scientific-technological development, including demographic development, which will insure equal progress of Croatia as an equal member of European Union.

The article deals with the main activities of the National Union of Journalists of Ukraine. The authors note that the National Union of Journalists of Ukraine is engaged in vigorous cooperation with international organizations, the primary objective being to protect the rights of journalists and ensure the physical safety of journalists in the country. The European Federation of Journalists and the International Federation of Journalists have been the essential partners for many years. The authors state that for the first time, the governing bodies of the European Federation of Journalists included Ukrainians, namely Serhii Tomilenko, who has joined the European Federation of Journalists Executive Committee. The latter is the largest journalistic organization in Europe consisting of 70 journalistic associations and unions from 44 countries. The article emphasizes the international support of the persecuted Ukrainian journalists. The authors mention that the National Union of Journalists of Ukraine called for the presidential candidates and Ukrainian political forces (prior to the presidential and parliamentary elections) to sign a ‘Declaration in Defence of Freedom of Expression’. The International Federation of Journalists supported the call. If elected President and to the Parliament, they will have to comply with 7 basic principles. The authors note that there is also expertise-sharing and cooperation with journalists from other countries. A survey carried out within Member States of the European Union and Norway shows that in all but two countries national surveillance of microorganisms resistant to antibiotics existed in December 2000. In Italy, Ireland and Scotland, the systems were set up very recently (respectively in 1998, 1999 and 1999). Moreover, excepting of Ireland and Scotland, all countries have a national system for data collection on the consumption of antibiotics, namely since 2000 in Austria, Italy and Luxembourg. Several of these systems were set up after 1998 when the recommendations of the European conference ‘The Microbial Threat’ held in Copenhague were published. In addition, a certain number of other measures have been undertaken since then: education campaigns to the population in England and Wales, in Ireland or in France, creation of committees specifically in charge of consumption surveillance in Italy or of the prevention of resistance in Belgium or in Ireland, publications of recommendations on the good use of antibiotics in Austria and in Finland, etc.

The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

In the last few decades the European Union (EU) and its members have emphasized the importance of human rights and the need to improve human rights conditions in Third World countries. In this research project, I attempted to find out whether the European Union and its members practice what they preach by giving precedence to countries that respect human rights through their Official Development Assistance (ODA) program. Furthermore, I tried to analyze whether European integration occurs at the foreign policy level through aid allocation. Based on the literatures on political conditionality and on the relationship between human rights and foreign aid allocation, I expected that all EU members promote principles of good governance by rewarding countries that protect the human rights of their citizens. I conducted a cross-sectional time-series selection model over all recipients of ODA for each of the twelve members for which I have data, the European Commission, and the aggregate EU disbursements from 1979 to 1998.

AbstractThis study does not claim to exhaust all the abundant comparative legal issues. Therefore, it has been limited to discussing the penal provisions of eight European countries, without going into detailed considerations on issues related to e.g. form of offences committed or the liability of legal persons. The overarching intention was to present as diverse regulations as possible.All countries whose regulations were discussed have signed and ratified the Convention on Cybercrime and are members (except United Kingdom) of the European Union, which resulted in their obligation to implement Framework Decision 2005/222 on attacks against information systems, and the need to adapt their regulations to the provisions of Directive 2013/40, which has replaced this decision.

AbstractUnder current European Union regulations, CAR-T cell therapies fall under the advanced therapy medicinal products (ATMPs) framework. ATMPs represent a category of medicinal products defined in EU Regulation 1394/2007 and subdivided into four categories, of which autologous or allogeneic CAR-T cells, among other therapies, are considered gene therapy medicinal products (GTMPs). ATMPs are subject to a centralized evaluation framework whereby one authorization is valid for all countries in the EU led by the European Medicines Agency’s Committee for Advanced Therapies (CAT). The framework includes different regulatory pathways for bringing ATMPs from clinical trials to market authorization, and the regulatory pathway taken will depend on a product’s characteristics and the target patient population. In 2018, two chimeric antigen receptor (CAR) T cell therapies, Yescarta and Kymriah, completed their authorization process via the priority medicines PRIME scheme to Marketing Authorization (Detela and Lodge 2019).

The economic results of many dynamically developing European countries largely depend on the availability of mineral raw materials. For this reason, securing their supplies from import must be supported by a committed foreign policy as well as a sustainable raw materials policy in the field of their obtaining from domestic sources, both from mineral deposits, as well as secondary and waste sources. Raw material security must be based on the diversification of supply sources and minimizing supply risks. The results of analyses show that the European Union relies heavily on imported raw materials, especially in industries recognized as strategic (renewable Energy - wind & PV; grids, Li-ion batteries (LIB), electric vehicles (EVs), Robotics and defense). Moreover, most of the import sources are countries with high or very high risk of supply. Recently, these risks are higher due to unstable political situation in Eastern Europe. Taking into account above, the European Union should consider the possibility of further development of its own mining industry, based on its own resources. The raw material potential of European countries is significant, but recently problems related to the possibility of launching new mining projects have been increasing. Social, environmental and spatial conditions play a decisive role. In this context, particular attention should be paid to the properly implemented policy of mineral deposits safeguarding which provides access to primary sources of raw materials (deposits), thus reducing dependence from unstable import sources.

The right to disconnect refers to a worker's right to be able to disconnect from work and refrain from engaging in work-related electronic communication, like emails and other messages, during non-work hours and holidays. The Latvian Labor Law does not directly determine the right to disconnect from digital devices, however, such rights arise from certain legal norms. Examples of the provisions of the Labor Law relate to the general rules on rest periods and breaks in work. The recent research results of remote work during Covid-19 pandemic conducted by the author show that for 69.3% of respondents working remotely possibility to disconnect from digital devices outside working hours (when the assigned work tasks have been completed) is extremely crucial. If the rights to disconnect are not explicitly regulated, the risk of disbalance between work and private life is at stake. The increase in workload during the emergency caused by COVID-19 was indicated by 42.7% of respondents in Latvia. That shows that another problem of lack of regulation of rights to disconnect could be unpaid overtime. The research shows that 14.7% of respondents were not paid for overtime work when working from home. The practice shows a critical need for sustainable and predictable changes in the legal system to protect employees’ rights and thus ensure stable employment in general in Latvia. It was also recently decided by Employment Committee MEPs that EU countries must ensure that workers are able to exercise the right to disconnect effectively. Some of the member states in the European Union have recently implemented the right into their legal system (Portugal, Spain, France), but each member state takes a different approach. That means that discussion is no longer if there is a need to implement the “right to disconnect” in national legal acts, but how to implement the right efficiently not only at a national level but at the EU level as well.The goal of the research is to provide an in-depth analysis of the legal status of the “right to disconnect” in the legal system of the European Union and Latvia. In order to reach the goal, the author is using various scientific research methods. The paper is based on a quantitative research method and analytical, comparative, case law analysis method to provide valid conclusions on the current role of the “right to disconnect” in Latvia and the European Union. The author also offers recommendations on how to implement the “right to disconnect” efficiently to avoid violation of employees’ rights and ensure a sustainable work environment.In the result, the author has concluded that the biggest impediment of the employee's right to disconnect is the lack of clear legislative preconditions that would encourage businesses to preserve employees' freedom to disconnect, resulting in a more sustainable working environment - both in the office and remotely.Finally, the author concludes that there is a need to adjust regulation in Latvia to meet the needs of widespread use of remote work. The author also concludes that a significant role to protect employees’ right to disconnect is for governmental authorities to explain the right to disconnect to employees and employers.

The environmental management system should be considered as part of the overall management system. This involves looking at the organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining environmental policy. Basic principles and requirements of the environmental management system are aimed at identifying, researching, controlling and reviewing the factors influencing the environment, which allow businesses and public organizations to formulate policies and objectives aimed at protection of the environment. By introducing an environmental management system, organizations simultaneously declare, declare their commitment and guarantee to society as a whole that they are genuinely committed to solving environmental problems. European environmental policy is based on the principle of precautionary measures, preventive action and the elimination of pollution at source, as well as on the principle of "polluter pays". The European Union has the power to take action on all matters of environmental policy such as air and water pollution, waste management and climate change. Although some powers are limited as a result of the principle of subsidiarity and the requirement for unanimous agreement in the Council on fiscal issues, issues related to urban and spatial planning, land use, quantitative management of water resources, choice of energy sources and the structure of energy supply. The purpose of this article is to present specific features of environmental management policy and its impact on regional development in developing countries.

For more than 5 years now, Working Group 22 of Technical Committee 188 of the International Stan­dards Organization (ISO) has been developing a standard for the assessment and categorization of the stability of pleasure craft with a length up to 24 m. This work became necessary when the European Union decided to issue a Directive on Pleasure Craft, facilitating the export and import of pleasure craft to and from the various countries comprising the European Union. All newly-built pleasure craft up to 24 m in length, to be marketed in the Euro­pean Union, must comply with the stability standard being developed, and some 50 other ISO standards, covering all aspects of structure, materials, equipment, etc, as of June 1998. To support the work of Working Group 22, The Netherlands carried out a comprehensive study for Part 2 of ISO 12217, covering the stability of mono-hull sailing craft. Together with the French, Swedish and UK delegates, this work finally lead to the development of a single stability index. Wor­king Group 22, in September 1996, unanimously agreed to adopt this concept for the assessment and categorization of the stability of mono-hull sailing vessels. This paper gives a description of some of the work that was carried out by the Netherlands in this regard and gives a description of the single STability Index (STIX) concept and the way the STIX value is determined from the various stability and buoyancy properties of sailing vessels.

European Groupings of Territorial Cooperation (EGTCs) were set up to facilitate cross-border, transnational and interregional cooperation between Member States or their regional and local authorities. EGTCs enable these partners to implement joint projects, share expertise and improve coordination of spatial planning. Unlike the older cooperation structures which governed cross-border, transnational and interregional cooperation before 2007, the European Grouping of Territorial Cooperation is a legal entity and as such, will enable regional and local authorities from different European states, to set up cooperation groupings with a legal personality. The contribution deals with an analysis of European Grouping of Territorial Cooperation, new form of cross-border cooperation in the European Union. The main objective of the submitted contribution is to analyse historical development of this cooperation between years 2008–2022, based on own research and study of relevant Committee of Regions documents (for example EGTC Monitoring Report). The assessment of the EGTC can be described as a comparative time and space analysis, because different units are being compared not just in time, but also from the point of view of their geographical location. The contribution discussed the growing relevance of the EGTC as instrument of regional development, uneven development in individual countries (Hungary, France, Slovakia x Scandinavia, the Baltic States, Great Britain and Ireland), terminological problems and validity of EGTC databases.

AbstractThe urgency for developing a circular economy is growing, and more and more companies and organisations are concerned with the importance of adapting their business to fit a changing economy. However, many analyses on the circular economy are still rather abstract and there is a lack of understanding about what circularity would mean for specific industries. This insufficient insight especially seems to be apparent in the building and construction sector. Besides, the building and construction sector is responsible for a major part of energy use and emissions. To tackle the issue of insufficient insight into the business consequences of circular devlopments, further research is necessary. Therefore, we propose to collaborate on a research project that aims to provide a more detailed level of analysis. The goal is to identify drivers and barriers to make better use of materials in the building and construction sector. This further research would benefit from an international collaboration between universities of applied sciences and industry from different European countries. This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

The Ukraine war has added to the pressure to address the links between the environment, natural resource management and conflict. This SIPRI Research Policy Paper assesses the priorities of selected European Union (EU) member states regarding climate-related security risks, explores their strategies for pursuing these at EU level and identifies steps for further action. It finds that the appetite to tackle climate-related security risks at EU level is mixed. While maintaining the operational efficiency of the military is a red line, concentrating efforts on research, development and peacekeeping is acceptable even to countries that do not prioritize climate insecurity in their policies. Country strategies for pursuing such efforts involve spotlighting climate security during their respective rotating Council presidencies, working closely with the European External Action Service and the European Commission, and collaborating with like-minded member states. The paper recommends additional steps for action but in order to make effective adjustments to EU processes, climate security will need greater prominence on the EU agenda.

This SIPRI Research Policy Paper identifies European Union (EU) member states’ efforts to address climate-related security risks in the short to medium term and suggests entry points for further action. Even countries making visible attempts to mainstream the linkages between climate and security are falling short of pursuing a comprehensive approach. Among the ongoing initiatives that might bear fruit in one to three years are: appointing climate security advisers; climate proofing peacebuilding and conflict proofing climate action; investing in early warning and risk mapping; reassessing climate financing and development aid; and building up the operational resilience of the military. Strengthening such efforts would involve: incorporating climate insecurity into foreign and security policy dialogues; increasing conflict-sensitive climate adaptation finance; sensitization to climate change and conflict; and improving the operationalization of early warning. To remain credible, EU member states must advance their climate security initiatives and close the gap between rhetoric and practice.

This paper employs a panel data econometric approach in order to empirically ascertain the role of the phenomenon of financialisation in the deceleration of labour productivity in the European Union (EU) countries from 1980 to 2019. During that time, the EU countries suffered a huge structural transformation based on Reaganomics and Thatcherism and their financial systems have experienced strong liberalisation and deregulation, which have contributed to poor evolution of labour productivity and have revived fears around a new ‘secular stagnation’ in the era of financialisation. Grounded in post-Keynesian literature, the slowdown of labour productivity in the majority of developed economies in the last decades cannot be separated from the phenomenon of financialisation, which has occurred through four different channels, namely the weak economic performance, the decline in the labour income share, the increase in personal income inequality, and strengthening of the degree of financialisation. Our findings confirm that lagged labour productivity, economic performance, and labour income share have a positive impact on labour productivity in the EU countries, while personal income inequality and the degree of financialisation impact it negatively. Our findings also reveal that labour productivity in the EU countries in the last decades would have grown more if there had been a stronger economic performance, a smaller decline (or even a rise) of the labour income share, a smaller increase (or even a decrease) of personal income inequality, and a weakening of the degree of financialisation.
