With Franklin Roosevelt in the White House, the Democratic Party gained a firm grip on the American electorate. This finding is based on an examination of close to 200 polls that probed party identifications, beginning in 1937; all but a few were conducted by the Gallup Organization, albeit without any resonance in the press or the halls of academe. In a manner of speaking, FDR made America safe for Democrats. At the same time, according to polls conducted in real time, key groups of the fabled New Deal coalition were less conspicuous than has been widely believed. In the big cities, in the working class, in union households, and among Jewish as well as black Americans, Republicans and Independents combined outnumbered Democrats. Other than among Americans on relief, the Democratic Party enjoyed overwhelming support in only two sizeable groups in real-time polls in the Roosevelt era. They happened to be the same groups that Democrats had been counting on long before the New Deal and the Depression: the white South and Catholics.

This chapter defines how “diaspora” is interpreted throughout the book and for multiple generations belonging to a diaspora, as well as what “utilization of diaspora” means. A contribution in the chapter is the theorizing about the plethora of ways in which host states utilize diasporas (i.e., creation of the organization, funding, granting of a platform, etc.). The chapter proceeds to propose a typology of how host states utilize diasporas to advance foreign policy agendas, with examples from Africa, Asia, Europe, and North and South America. The central contribution of the book, presented in the chapter, is the four-factor theoretical model for the circumstances under which host governments utilize diasporas. The model explains the dynamics of this previously systematically unexamined phenomenon, and it draws on insights from political science and sociology, including the literatures on diaspora, ethnic lobbies, and transnationalism. The chapter elaborates on the model and on its qualitative measurements.

Using striking examples of imprisonment in different continents and cultures Prisons of the World raises fundamental questions about the manner in which governments and societies (mis)use prison as a response to a wide range of fundamental social, economic and political issues. It describes the mistreatment of women prisoners in North America and the United Kingdom and of elderly prisoners in Japan, the intractable influence of gangs in Latin America, the legacy of colonialism in South Africa and the Caribbean and the continuing influence of the Gulag system in many countries of the former Soviet Union. The book discusses the work of international bodies such as the Committee for the Prevention of Torture in Europe, the involvement of the Inter American Court of Human Rights in the Caribbean and of court interventions in respect of the excessive use of solitary confinement in Canada and the United States. There is also a description of the author’s involvement in a unique instance of prison monitoring to resolve a violent dispute between Israel and the Palestinian Authority. The book concludes by offering some positive pointers for the future. In the medium term many of the resources which are currently invested in the demand led imprisonment industry could be transferred to initiatives such as those which are known as Justice Reinvestment and in the longer term radical change could be achieved through use of the Human Development model.

The Andean Pact was founded in 1969 to build a common market in South America. Andean leaders copied the institutional and treaty design of the European Community, and in the 1970s, member states decided to add a tribunal, again turning to the European Community as its model. Since its first ruling in 1987, the Andean Tribunal of Justice (ATJ) has exercised authority over the countries which are members of the Andean Community: Bolivia, Colombia, Ecuador, and Peru (formerly also Venezuela). It is now the third most active international court in the world, used by governments and private actors to protect their rights and interests in the region. This book investigates how a region with weak legal institutions developed an effective international rule of law, why the ATJ was able to induce widespread respect for Andean intellectual property rules but not other areas governed by regional integration rules, and what the ATJ's experience means for comparable international courts. It also assesses the Andean experience in order to reconsider the European Community system, exploring why the law and politics of integration in Europe and the Andes followed different trajectories. Finally, it provides a detailed analysis of the key factors associated with effective supranational adjudication. This book collects together previously published material by two leading interdisciplinary scholars of international law and politics, and is enhanced by three original chapters further reflecting on the Andean legal order.
