This research paper aims to shed light on the theoretical perspectives and operational approaches adopted by the Palestinian civil society organization in connection with the peacebuilding and reconciliation process in the Palestinian context. The research question is what are the different moves, debates, and initiatives taken by the Palestinian civil society organizations to put an end to the conflict? Why could not they succeed or produce tangible results in fulfilling this goal? The first part of the paper considers debates, contexts, and developments of civil society organizations, in general, and Palestine, in particular, as well as their roles on political, national, cultural, and developmental levels. Civil society deepens its peaceful intervention in many developed and developing countries to build domestic peace and achieve reconciliation, along with other tasks and duties. Palestine’s case is not an exception but a unique case since the independent sovereign state of Palestine does not exist on the ground. The second part aims to deeply analyze the roles of civil society in the reconciliation process and to assess why this process failed to produce fruitful results until now. To use narrative methodologies, the paper collects primary data through structured interviews and the focus group. Interviews were conducted with the cadres and activists in the Palestinian civil society and other professionals and experts in this field. The last part concludes that civil society, especially among the youth, is necessary for reconciliation not only between Israeli and Palestinians but also within the Palestinians as well. Palestinian society is geographically separated and politically fragmented. This is attributed to partisan affiliation and alignment, absence of conceptual and professional framework of civil society, unethical approach of Palestinian political leaders, and unconstitutional political institutions. Such polarization and division have created political antagonism within elites and between factions. The broad objective of this research is to investigate the legitimacy crisis in Palestine, the current political dilemma in the Palestinian Authority, and the public response to the situation. The research introduces direct and thorough understanding of the developing political context surrounding these issues; taking into consideration that growing deficit in legitimacy could create potentially dire consequences, particularly if present trends on the ground continue. The research promotes an analytical perspective based on legitimacy theory and exploring recent public opinion polls.

Why are there variances in young people’s civic and political participation in the aftermath of the Arab Uprisings, and what are the implications of these types of participatory modes on authoritarian rule in the region? Based on quantitative and qualitative fieldwork from five countries in the Middle East – Egypt, Palestine, Morocco, Tunisia and Lebanon – this paper demonstrates that young people in the region are increasingly drawn to independent and unconventional forms of participation to varying degrees, depending on each country’s authoritarian structure and institutional arrangements. Though the rise of unconventional participation is a manifestation of the presence of a vibrant Arab street, these participatory modes lead to civil society’s weakness and fragmentation. This adds to the volatility of new civic and political actors and provides the regimes with more authoritarian strategies for resilience.

Reports by UN-affiliated institutions, human rights organizations, academic researchers, and individual community members, as well as Palestine's Environment Quality Authority (EQA), point to the continuing transfer to the West Bank of hazardous wastes from inside Israel, and by illegal Israeli settlement industries operating in the occupied Palestinian territory (oPt). Such transfers occur in contravention of the Geneva Conventions and of binding multilateral environmental agreements such as the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, to which both Israel and Palestine are party. This article argues that despite inherent limitations, there are opportunities for leveraging the Basel Convention to hold accountable perpetrators, given the severe environmental, health, and human rights consequences of the uncontrolled movement and disposal of waste on the Palestinian population in the oPt. To date, such opportunities have remained largely unexplored both in academia and by broader sectors of civil society.

Civil society organisations in East Jerusalem play a crucial role in protecting Palestinian cultural heritage in the Old City of Jerusalem by providing grassroots support and enhancing the steadfastness of East Jerusalem's Palestinian residents. In critically engaging with the Palestine National Authority's (PNA's) definition of the role of culture, this article seeks to provide the first comprehensive assessment of this civil society mobilisation. After breaking new ground by demonstrating how Jerusalemite university students perceive Palestinian identity, it concludes by asserting that the forging of an active collaboration between the PNA, Jerusalemite students and minority communities could bolster the frontline defense of vulnerable cultural heritage against further Zionist remodeling of Jerusalem's ‘one giant house’. This essay by a prominent Israeli activist grows out of concern that advocacy efforts in support of the Palestinian cause have remained stuck at the protest-informational stage of combating disparate manifestations of the occupation. What is needed, the author argues, is a strategy to mobilize the vast range of civil society groups——Palestinian, Israeli, and international——to forge an effective lobbying and advocacy force that can lend the Palestinian leadership public support and a measure of parity with Israel. Intended as a starting point for debate, the essay explores the possibilities of a ““middle range”” strategy that would articulate the essential ““red line”” elements crucial to any just and sustainable settlement, provide a coordinated strategy of advocacy, and explore a range of ““endgames,”” including a regional approach to resolving the conflict if the ““two-state solution”” is found to be impossible because of irreversible ““facts on the ground.””

The process for developing social policies in the Palestinian Territories has undergone several changes in recent years. Most recently, the Palestinian National Authority (PNA) formally adopted the partnership approach whereby policies are developed with participation by the civil society sector and international donor organizations. However, it is unclear whether these partnerships have been realized as little is known about the power relationships between PNA and these other parties. Using a qualitative case study design, data were collected through semi-structured interviews with 16 Palestinian ministry officials and a review of archival materials. The findings confirmed that Palestinian agencies, civil sector organizations, and international donor organizations are now helping formulate anti-poverty policies. However, the partnerships are far from balanced or equal. Due to strained relationships with the PNA characterized by tension, conflict, and competition, the influence of the civil society sector remains modest. Conversely, international donor organizations continue to exert extraordinary influence on the policy-making process through financial and technical assistance. Implications for policy and future research are discussed.

Abstract Human rights are indivisible and are considered as the basis of enjoyment of civil, political, economic, social, and cultural rights. It also ensures safe environment to exercise these rights through sustaining civil peace under the rule of law. Therefore, the researcher utilised the historical and analytical descriptive approaches. The findings confirm: first, that civil peace is a fundamental pillar of sustainable development of societies. Second, civil peace in Palestine is at its worst and at risk. In addition to this, the consequences of the collapse of civil peace in Palestinian society will have serious repercussions on the Palestinian cause. The researcher then reached a number of recommendations to restore civil peace in Palestinian society, some of which are: First, to renounce the culture of violence that sowed hatred and revenge among younger generations. Next, to invite the Supreme Council of the Judiciary to develop judges' skills and legal expertise. Then, to call on judges to expedite the disposition of cases before them to ensure fairness of the justice system. Finally, to call on the Palestinian legislature to codify the relationship between tribal customary law and the rule of law. En tant que concept théorique, la construction de l'Etat a connu un intérêt accru durant les dernières décennies avec le nombre croissant de sociétés touchées par des conflits. Cependant, le point focal de notre thèse n'est pas tant les théories abstraites de la construction de l'Etat que son histoire et ses aspects pratiques en conjonction et/ou à l'intersection de l'évolution de la SC et des ONG. The richness of the contribution of CS and NGOs to Palestine on its history, their contribution to state-building efforts and the provision of social services among other things, and the search of an alternative solution to the flawed two-state solution to the conflict – governed the choice of the topic of my dissertation “CS & State-Building: Past Trends, Current Dilemmas and Future Challenges Faced by NGOs”.As a theoretical concept, state-building has gained prominence during the past decades with the growing number of conflict-affected societies. Yet, the focus of our dissertation was not so much on abstract theories of state-building as on its history and practicality in conjunction and/or in intersection with the evolution of CS & NGOs. The perspective on state-building as promoted by the OECD entitled “Concepts and Dilemmas of State-Building in Fragile Situations” impregnates both the rationale and the methodology of our research

This thesis looks in depth at the efforts of Palestinian NGOs to build 'civil society' during the period after the transfer of power from Israeli occupation to Palestinian National Authority (PNA) in 1993 till 1998. The process of building civil society is shown in the thesis to be understood differently by NGOs, the PNA and international donors in the functions that it involves and the position that NGOs ought to occupy within the Palestinian community. Drawing on the civil society literature, a working definition of the process of building civil society is developed for the purposes of the study which emphasises three dimensions: (i) NGO efforts to gain public influence either by influencing public debate, rights and duties or public policies; (ii) NGO attempts to strengthen community solidarity and (iii) NGO work to promote democratic organisational practices within their own organisations. A set of four NGO case studies was collected and the data analysed with reference to social theory literature, drawing in particular on Bourdieu's concepts of habitus, field and capital. It was found that a set of internal and external obstacles limited NGO efforts to build civil society. These included lack of support from the PNA, the continuation of Israeli occupation in different forms and lack of interest in the community. These obstacles reduced the ability of NGOs to realise this role effectively. Of the three dimensions of the process of building civil society it was only the second one - that of strengthening community solidarity - that NGOs focused on as a way of combating the difficult economic circumstances that Palestinian Territories were experiencing. The thesis concludes that Palestinian NGOs had the potential to build civil society but they needed more appropriate external and internal circumstances to be entrusted with carrying out this role.

The thesis is related to transnational social movements’ production of knowledge. Particularly, the research investigates the developed norms and pathways of a Palestinian-transnational movement (the Boycott, Divestment and Sanctions movement- The BDS movement) during its formation period. The thesis reviews major social movement theories (i.e. Sidney Tarrow and Margeret Sikkink). While benefiting from major aspects of these theories, the thesis discovers that the researched movement suggests major deviations from these theories. Hence, the thesis mobilizes other literature, particularly of Pierre Bourdieu, to better account for cultural and social dimensions. This choice is enforced by the presence of academics that form a pillar in the movement. Yet, the thesis mobilizes together diverse dimensions from social movement literature, sociology and history (i.e. the historical trajectory of individual and collective actors), and with a constant check with the case itself. The methodological choice of the research goes back and forth between theories and the case (abductive methodology). Two chapters of the thesis are dedicated to the agency of the Palestinian actors in addition to interactions inside the field of power in Palestine. Another two chapters discuss transnational relations with a focus on European actors. Specific cases are chosen from interactions with Belgian and British actors. Moreover, interactions in three transnational fora are discussed.The research concludes that this transnational movement infuses diverse norms from different experiences and regions while adhering to universal norms such as comprehensive human rights. Moreover, the movement follows diverse pathways that include a Palestinian emergence, a Global Southern path and through the North. And these pathways enforce the adherence of the movement to specific norms. Such findings diverge from “Euro-centric” approaches in discussed social movements’ literature in the thesis. The research finally discusses other literature more relevant to the case (i.e. by Amitav Acharya), which argues that local actors try to protect their norms from abuse by central forces, and they do not only import norms but also diffuse new norms. The thesis ends up with questions for further research on the patterns of norms diffusion.

Les organisations non gouvernementales palestiniennes (ONG) ont été créées dans les années 80 afin de soutenir la population palestinienne. Les partis politiques étant interdits par les autorités israéliennes, ces associations ont été très tôt politisées. La création d'un centre politique national, sous la forme de l'Autorité Palestinienne, a rejeté les ONG, jusque là très puissantes et presque les seules en charge de l'aide aux Palestiniens, dans la périphérie. Depuis 1994, et surtout depuis le début de la deuxième Intifada, ces ONG ont adopté de nouvelles stratégies. PARC (Palestinian Agricultural Relief Committees), créée en 1983 par la Parti communiste s'est développée sur l'aide aux agriculteurs et sur le maintien des terres sous contrôle palestinien. Cette ONG a acquis une telle envergure, via la création de comités de femmes, d'agriculteurs ou de jeunes, qu'elle concurrence le Ministère de l'agriculture dans la mise en place de politiques nationales et a un accès privilégié aux donateurs internationaux. De plus, elle a su, tout en ayant un répertoire discursif moderne, utiliser les ressources de pouvoir traditionnelles afin d'asseoir son pouvoir. Depuis récemment, elle utilise ses réseaux au sein de la population palestinienne afin de rentrer sur la scène politique palestinienne. Cette recherche vise à démontrer que la construction d'un centre politique n'est pas figée, mais est au contraire en perpétuelle évolution. Le rôle des ONG et des bailleurs de fonds, tout comme le rôle de la puissance occupante qu'est Israël sont de première importance dans la définition d'un national palestinien.

The dissertation explores international aid given by western donor agencies to Palestinian NGOs earmarked as civil society promotion. It aims to study the discourse of civil society at work, and the impact of die use of the concept of civil society both by donor agencies and recipient Palestinian organizations. The research is based on a variety of interviews with about 40 donor agencies (governmental, multilateral or non-governmental) and as many Palestinian NGOs. It explores the conditions under which NGOs have been seen as decisive actors for the support and the fostering of a stronger civil society. It analyses the (funding) mechanisms that bring donors and NGOs to work together, their interplay, and the ideational impact that the production of knowledge around ‘civil society’ has on both actors. The first part of the dissertation consists in a theoretical discussion as to why should international actors support civil society abroad, and explores the potential tension between external aid and civil society as one of the domestic venues for the definition o f autonomy. It explores various explanations of the alleged difficulties of Arab societies to develop their own civil society. It will contrast three ideal-typical conceptions of civil society in the Arab worlds - those of Sa’ad Eddin Ibrahim, Burhan Ghalioum and Azmi Bishara. The second part is a study of the historical evolutions of the categories ‘donors' and ‘NGOs'. Some emerging trends in providing funds to NGOs abroad and to civil society support will be matched with a study of associational life in Palestine since the beginning of the 20th century. The third part analyses the products of ‘civil society at work* in the past ten years. Since there has been historically a rich civil society in Palestine, it is interesting to explore the transformations caused by the massive influx of aid for civil society promotion. The two contrasting cases consist of service-oriented NGOs (active in the field o f health — older NGOs) and of value-oriented NGOs (active in the field of human rights and democracy — younger NGOs). We will look at the evolution of the interplay between international donors and these two sets of NGOs, which are increasingly dependent on agenda and funds coming from abroad. The final chapter argues that the discourse o f ‘civil society’, as promoted by international donors, as articulated and re-appropriated by local NGOs, has a triple exclusionary power. First, in political terms because of the various interpretations o f civil society in terms of political engagement; second, in sociological terms, because of the formation of a privileged middle-class; and third, in philosophical terms because o f the re-enforcement of artificial divisions such as the 'West' and the ‘Arabs' and between civil(ised) and non-civil societies.

of Ph.D. thesis: Middle Eastern Conflict in the French Public Space (2000-2010) Václav Nekvapil, 2013 The main objective of the thesis is to analyse and typologise French social discourse on the Israeli-Palestinian conflict based on a reflection of certain opinions, interests, stances and values associated with today's Jewishness and Jewish diasporic identity. The research also contains an analysis of the official political-diplomatic discourse of both Presidents Jacques Chirac and Nicolas Sarkozy. Based on the methodology of typologisation and critical discourse analysis, we distinguish three basic positions related to the debate on the abovementioned topics in the years 2000- 2010: republican, anti-imperialist and neoconservative. The thesis elaborates on attitudes of presidents of the French Fifth Republic towards Israel and how their policies have been perceived by the Jewish community. The community as such is also a matter of the research: its changing religiosity, demography, immigration of Nord African Jewry and the attitude towards Zionism and the State of Israel.
