The prime minister of Japan (日本国内閣総理大臣, Nihon-koku naikaku sōridaijin, or shushō (首相)) (informally referred to as the PMOJ) is head of the government of Japan, the chief executive of the National Cabinet and the commander-in-chief of the Armed Forces of Japan; he is appointed by the emperor of Japan after being designated by the National Diet and must enjoy the confidence of the House of Representatives to remain in office. He is the head of the Cabinet and appoints and dismisses the other ministers of state. The literal translation of the Japanese name for the office is Minister for the Comprehensive Administration of (or the Presidency over) the Cabinet. The current prime minister of Japan is Yoshihide Suga. On 14 September 2020, he was elected to the presidency of the governing Liberal Democratic Party (LDP). After being confirmed in the Diet, he received an invitation from Emperor Naruhito to form a government as the new prime minister, and took office on 16 September 2020. Japan's parliament has elected Yoshihide Suga as the country's new prime minister, following the surprise resignation of Shinzo Abe. After winning the leadership of the governing party earlier this week, Wednesday's vote confirms the former chief cabinet secretary's new position. It happened because the needed of political interest for Japan.

In Belgium, as in most countries, each Minister or Secretary is assisted by a limited number of trusted collaborators who constitute the Ministerial Office («Cabinet», «Kabinet») .The article is an attempt to shed a light on the Chief Ministerial Officer («Chef de Cabinet», «Kabinetschef») who is the closest collaborator of the Minister.In order to show the role of the Chief Ministerial Officer, the article first describes the tasks, powers and composition of the Ministerial Office to proceed to a more extensive analysis of the functions, the appointment of the Chief Ministerial Officer, and the question whether he can exercise executive power.The most important tasks of the Chief Ministerial Officer are: organization and coordination of the Office and its activities, acting as a «Liaison-Officer» with the Minister, passing on of information, exercising of a form of internal, political and administrative control.The article closes with some more personal remarks, pointing out a few guidelines which a Chief Ministerial Office, should keep in mind.

AbstractOver the past seventy-five years, the UN secretary-general has come to occupy a highly visible position in world politics. While the UN Charter describes the post merely as the “chief administrative officer” of the organization, today it is widely recognized that the secretary-general also plays a central role in political matters. What makes the role of the UN secretary-general special? Where does the office's authority come from? As part of the special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay looks back at the tenures of previous UN secretaries-general and applies ideas from sociological institutionalism to argue that the UN secretary-general holds the position of a “guardian” of the UN Charter. The UN secretary-general, more than anyone else within the UN system, represents the UN overall. From this flows great responsibilities and challenges, as the UN secretary-general is often expected to step in when other parts of the UN are unable or unwilling to act, and to take the blame when things go wrong. But this special position also endows the office with a substantial degree of authority, which future holders of the office can use to shape policies and mobilize support as the UN seeks to address urgent global challenges.

Really, in the past, business organization and some governmental establishments have little or no idea of the duties of professional secretary in their sectors. Actually some executives fail to distinguish between the Professional Secretary and a mere Copytypist, due to the fact, that both staff are given common place in general office or typing pool. The executives are flocked with numerous opinions that professional secretary is a mere typist staff in the services, as such fails to provide modern equipment and facilities for his/her efficient duties. Inwardly, many people look at secretaries as “drop-outs” or those who cannot advance to secondary education. Other staff ridicule, disrespect both female and male secretaries for -reasons due to the way the Chief Executives treat them. However, the defamatory idea or opinion that secretary belongs to the less privileged has dropped due to better understanding in educational system. They are beginning to realize that Secretary is live wire of any organization. In fact, the earlier they realize this fact, the better for the future development of Nigeria companies. Therefore, this paper seeks to discuss the relevance of secretarial training and the need of the employers in the Nigeria labour market.

Purpose This paper aims to present the outcomes from 40 one-to-one semi-structured interviews and 12 focus group sessions with company secretaries, chairmen, CEOs, chief financial officer (CFOs), senior independent director (SIDs) and NEDs, about the role of the company secretary. Design/methodology/approach Lukes’ (1974, 2005) third dimension of power is engaged in thematic analysis of this strategic leadership role and its contribution to Board effectiveness. Findings The findings identify “discretionary capacity” as being critical to effective role contribution. Research limitations/implications Whilst the inquiry included international participants, e.g. multi-national Board members and company secretaries, it was conducted within the UK. Practical implications Having a range of discretion is particularly necessary at this time, when the new governance regime is broadening its demands on the role of the company secretary to interact with wider stakeholders. Social implications Better Board effectiveness is critical to broader sustainability of business in society. Originality/value An emergent model of the company secretary role is offered as a tool for building discretionary capacity, based on key technical, commercial and social characteristics, in their contexts – understood together as “Breadth” and “Majesty”. Breadth establishes a competency, whereas majesty, the refined high-level social qualities. This study concludes that the company secretary role is highly dependent on the preferences of the chairman, in enabling them to make an effective contribution to the Board.

Seventy-five years after the creation of the United Nations at the Dumbarton Oaks conference, the secretary-general has become the de facto figurehead of the world organization and the office-holder is expected to take a proactive role in a whole range of global issues. Yet it remains unclear what powers the Allied planners intended for the secretary-general. By examining the discussions that took place on this issue before, during and after Dumbarton Oaks this article argues that despite the seemingly innocuous provisions relating to the secretary-general enshrined in the Charter of the United Nations, the office-holder was never intended to simply be a chief administrator. What is more, the first Secretary-General, Trygve Lie, controversially sought to resolve a number of issues that came before the United Nations, most notably the Korean War. The second half of this article thus demonstrates that while Lie did test the parameters of his office to the limits during the Korean conflict, none of his actions exceeded the powers granted to the secretary-general. Moreover, Lie’s role during the Korean War set the tone for his successor, Dag Hammarskjold, who is usually seen as the most proactive secretary-general to date.

The timing proved to be perfect as earlier on the day of the interview (16th July 2004), the Secretary of State for Health, John Reid, announced the Government's plans for NHS dentistry and NHS Dentistry: Delivering Change. The chief inspiration behind its foundation was Thomas Radcliffe, earl of Sussex, and it is clear from his writings on the subject that he believed some special office of this kind was needed if the policy of reestablishing English government in Ireland was to be implemented successfully.

Chandrasekhar Reddy, is a powerful account of a journey from fear to fearlessness, from subjugation to assertion and from being no one to becoming a revered exemplary civil servant. Authored by the former IAS officer Kaki Madhava Rao, the book explores the inner mechanism of the civil service at the ground level and casts light on micro policies and governance. Rao was a 1962 batch Indian Administrative Service (IAS) officer who superannuated as Chief Secretary of Andhra Pradesh. He also served as a Director at the Reserve Bank of India and as a member of the Board for Financial Supervision. He was born in 1939, in Pedamaddali village in the Krishna district of Andhra Pradesh. Village Secretary beam is a device that helps the Village Head of Government in the field of orderly administration and development as well as service and community empowerment. As Village Secretary, whose main task is to regulate and manage the financial administration and secretarial affairs inside the container structure of village government organizations, as well as helping the task of village head in governance, social services and rural development. The purpose of this study was to determine the role of Village Secretary Assisting the Head of the Village as well as the constraints. This study leads to the village secretary function to assist the village chief in village governance.this study is a descriptive study with a qualitative approach that describes the phenomenon of the field an then analyzing the facts. The data used is more dominant secondary data fitted with interviews and observations and research was conducted in the village and the Sembahe Baru village office. Based on the analysis of all sources of Informants collected in accordance with the needs of research, the role of the secretary of the village in the village head here helps researchers can conclude from the research that has been good enough role in helping chief Secretary Rural village in Sembahe Baru village.

Dr. Michael A. Middleton is Deputy Chancellor of the University of Missouri–Columbia. He is an expert in civil rights and employment discrimination and served as lead counsel for plaintiffs in the St. Louis metropolitan school desegregation litigation. Dr. Middleton previously served as director of the St. Louis District Office of the U.S. Equal Employment Opportunity Commission (EEOC). He was also an associate general counsel at the EEOC in Washington, DC for three years. During this time, he managed the commission's national litigation program and supervised 250 attorneys at 22 district offices in federal court litigation activities. He has held several other high-level government positions, including deputy assistant secretary of education at the U.S. Department of Education; director of the Office of Systemic Programs at the EEOC; and assistant deputy director of the Office for Civil Rights at the Department of Health, Education, and Welfare. As deputy chief counsel and director of the Government Employment Project for the Lawyers’ Committee for Civil Rights Under Law in the early 1970s, Middleton handled civil rights litigation focusing on voting rights and government employment throughout the South. He began his career as a trial attorney for the U.S. Department of Justice Civil Rights Division, where he actively litigated several major employment discrimination cases in the federal courts across the country. On February 15, 2013, we sat down with Dr. Middleton to discuss the history, current status, and future of school desegregation.

Sokaraja Lor is a village located in Sokaraja Subdistrict, Banyumas Regency, Central Java Province led directly by the Village Chief. The Village Head is also assisted by the village device consisting of the Village Secretary, Head of Affairs, and Section Head with duties in accordance with their respective fields. As one of the elements of government organizers, the village government has a duty to organize government affairs, community, and village development. Office activities or work related to the management of letters, storage, and documents are called archiving. Recording of incoming and outgoing mail archives at Sokaraja Lor Village Office is still done manually, which is recorded in the ledger and then stored in the storage cabinet. However, stored mail archives are sometimes lost because the borrowed letters are not recorded by the officer. The purpose of this research is to apply the management of mail archives from manual systems into website-based information systems by utilizing information technology to facilitate and assist the work in managing, searching, or inputting. The method used is the waterfall, which is also called a linear sequential model (sequential linear) or classic life cycle. The results of this study are a website system that is expected to improve administrative performance in terms of managing incoming and outgoing mail so that the process of filing letters and mail search becomes easier and faster.

At the beginning of the twentieth century, land purchase in Ireland conducted in compliance with the land-purchase acts passed by the British government between 1881 and 1896 had ground to a virtual standstill. The numbers within the landlord class who wished to sell had been exhausted, yet tenants were anxious for a comprehensive land-purchase measure. The Wyndham Land Act was introduced in the House of Commons on 25 March 1903. The act – the pinnacle of George Wyndham's term of office as chief secretary of Ireland – was hailed as one of the most important pieces of social legislation since the Act of Union.

In the last decades, the legal industry has experienced a global paradigm shift in the delivery model for legal services. This new model, known as legal process outsourcing (LPO), transfers the work of attorneys, paralegals and other legal professionals to external vendors located domestically and overseas. Legal outsourcing (both onshore and offshore) is transforming law practice as law firms and corporate legal departments seek to minimize costs, increase flexibility and expand their in-house capabilities. In this new decade, we have to prepare, with the legal services outsourcing, that we will become more sophisticated, with higher value of legal work, at higher level of quality and speed, and dramatically lower cost. In the Article authors deal with the process of the transformation of legal service into a legal good and point on some dilemmas during that process. This paper argues that outsourcing ultimately will have a positive effect on the legal profession and development of the quality of legal services. In the second part of the paper authors also stress out some information about different possibilities, how to organize virtual law firms for low budget legal services in the Slovenian case and also include some information about the possibility how to organize corporate governance in companies through the corporate secretary as outsourcing, because the corporate secretary is the chief governance officer and provides leadership for the corporation to implement a high level of corporate governance.

The study aims to find out the solving method for problems in the thematic tourist village of Mulyaharja and designing the development of thematic tourism village model based on a community empowerment approach. This study is qualitative with an action research method. There are five respondents, i.e. chief of the village office, secretary of the village office, manager of the thematic tourist village, leader of mature farmer group and chief of youth group organization. This study was undertaken from February, 2018 to September, 2019. The generated outcomes are a solving problem method as solving steps chart, which consists of an explanation of the problem, solving and progress report each aspect, institutional, vision, activity, amenities, accesbility and entrepreneurship aspect. Furthermore, the model designed for development of thematic tourist village based on community empowerment is a circle with series of steps of eleven steps that connected each other and continuity. The series of steps are 1) choosing the candidate of partner village; 2) deciding the category of tourist village; 3) executing the MoU; 4) determining the program targets; 5) identifying the potentials of tourist village; 6) managing the empowerment programs; 7) implementing the assistance programs; 8) directing the college resources; 9) promoting the outcome of program; 10) evaluating the program and 11) mapping the stakeholder based on their proactive involvements. Price, the head of military intelligence in Ireland, were upstairs in Nathan’s office discussing whether or not known agitators should be deported under the Defence of the Realm Act (DORA). This somewhat ironic scenario, which raises questions about the state of British intelligence in Ireland, has proved very attractive to historians working on this period. Some, such as Leon Ó Broin in his classics Dublin Castle and the 1916 rising: the story of Sir Matthew Nathan (1966) and The chief secretary: Augustine Birrell in Ireland (1969), have attempted to defend the actions of the civil government. Eunan O’Halpin, a more recent historian of political and military intelligence in Ireland, chooses to take the idea of British intelligence in Ireland as something of an oxymoron. Focusing on the fact that the Easter Rising was ‘permitted’ to occur, he lays the blame for such poor intelligence work on four factors: the political danger faced by British officials who risked alienating parliamentarians if they struck at advanced nationalists; legal difficulties in getting Irish juries to convict people for political crimes; failure of the intelligence branches of the Royal Irish Constabulary and Dublin Metropolitan Police to collect effective information from suspects; and finally, the personality of Augustine Birrell, who, as his wife slowly went insane and began to die of a brain tumour between 1912 and 1915, rather understandably lost interest in his official duties as chief secretary.

A week is a long time in politics and Charles Clarke has been in post for some time as Home Secretary after the unplanned departure of David Blunkett. Blunkett had seen through radical police reforms but his departure was not because of serious issues like policy. Clarke has continued to pursue the police reform agenda and this article covers the direction of Labour government policy in its second term and specifically key legal developments in David Blunkett's final year as Home Secretary. These include the outcome of his dispute with Humberside Police Authority over its refusal to comply with the suspension of its Chief Constable. The Independent Police Complaints Commission has started work in this time and its early impact is reviewed. There have also been significant reports into: policing in London (the Morris Inquiry); policing and police complaints by the Commission for Racial Equality; and Police Disciplinary Arrangements for the Home Office. The article considers the general problem of litigiousness regarding police complaints and also highlights issues of accountability relating to national police work and European cooperation in light of the creation of the Serious Organised Crime Agency.

This paper is a historical review of known epidemics that have afflicted Fijians since European contact in the late 1700s, with particular attention to the devastations caused by the measles epidemic of 1875 and the influenza pandemic in 1918. The impact of these outbreaks is documented in numerous archival sources, including government records, the ‘Proceedings of the Council of Chiefs, the Colonial Secretary’s Office (CSO) files, the Fiji Times, and a report of the Royal Commission to investigate ‘the decrease of the native population’ (1896). The paper argues that despite changing historical contexts and epidemiological circumstances, official responses to disease in Fiji were underscored by assumptions of European superiority and power that ignored how non-Europeans viewed Western medicine with suspicion and colonial rules as contradictory.

At the beginning of the twentieth century, as the Irish language revival movement gathered pace, Conradh na Gaeilge encouraged those who were keen to promote the language to use the Irish version of their names as much as possible, including painting their name and address in Irish on carts, and a number of prosecutions were taken under the Summary Jurisdiction (Ireland) Act 1851. Most famously, Patrick Pearse represented Niall Mac Giolla Bhrighde in 1905 in a case stated to the court of King’s Bench. Pearse went on to represent Domhnall Ua Buachalla in a similar but less well-known case the following year. Drawing on files from the Chief Secretary’s Office in Dublin Castle and digitised contemporaneous newspaper reports, this article provides an overview of the names in Irish on carts cases, which began in 1893, peaked in 1905 and died off after 1906, and finds that, post-partition, there were at least three similar prosecutions in Northern Ireland.

This research is a qualitative research with descriptive research type and uses the case study methode. The sample in this study was the village head, secretary or public relations office of Watudandang village chief to determine the sample of researchers using purposive sampling techniques. Researchers collected data with in-depth interviews with public relations and the public who were using administrative services at the Watudandang village heads office. Watudandang village head as a triangulation of resources about the public relations work system and public relations strategy to enhance the positive image of administrative services. The analysis results obtained by researches that the work system implemented by the Watudandang village heads public relations office is structurally forming the village apparaturs and forming the cultural task of the village apparaturs called the pamong blok. Depth of the strategy that is used by the public relations of strategic is strategy that do public relations office of the village Watudandang the management of strategic. The strategy currently carried out by the Watudandang village heads public relations office is to approach the community by socualizing in very government program for the village. This causes the informations obtained by the community to be uneven, so researches provide advice to the Watudandang village heads public relations office to develop a service communications network to community by utilizing village website. Sir Ralph Riley was a leader in UK science. He rose to hold the office of Secretary (Chief Executive) and Deputy Chairman of the Agriculture and Food Research Council (now the Biotechnology and Biological Sciences Research Council) after having gained a substantial reputation in plant genetics, and cereal crop cytogenetics in particular. His wisdom and experience were widely recognized at home and abroad, including in developing countries where the needs for more food from enhanced agricultural productivity are so great. In the UK his vision in genetics led to the establishment of major national research programmes in molecular and cell biology in agricultural contexts, actions that put the UK in the forefront of these subjects. When he died at the age of nearly 75 years he was still serving the agricultural research programmes for the world's poor with his enthusiasm and beliefs that improved crop production grows from high-quality, multidisciplinary research.

Abstract This article investigates the opposition, both within and without the British cabinet, to Curzon's handling of relations with France and Germany in the early nineteen‐twenties, opposition which came to a head in the form of a conspiracy to remove him as Foreign Secretary in October 1923. The chief conspirators are identified as the editor of the Morning Post, a senior Foreign Office official—and Lord Derby. The relationship to this conspiracy of the French premier and of several British cabinet ministers, including the prime minister, Baldwin, is a major theme. How Curzon survived, with the help of French documents intercepted by the British intelligence agencies, is part of the conclusion. The article adds to what is known of the making of British foreign policy at this time, and is largely based upon material in the papers of H.A. Gwynne and in the archive of the Morning Post newspaper which has not been utilized by anyone else.

In National Federation of Independent Business v. Katherine Sebelius, Secretary of Health and Human Services, Case No. 11393, the Supreme Court of the United States affirmed most of the 2010 Affordable Care Act (ACA). In holding the ACA as valid (constitutional), Chief Justice Roberts reasoned that the taxing power in the U.S. Constitution was the reason that the law was enforceable. Although a strong dissent on such reasoning was written by four other Justices, Roberts also wrote that laws are entrusted to our nations elected leaders, who can be thrown out of office if the people disagree with them. [1]Roberts also wrote that the Commerce Clause in the U.S. Constitution did not give Congress authority to pass the ACA. Moreover, Congress could not impose unfunded mandates on the States to expand Medicaid. In so writing, Roberts disposed of the chief arguments of those in favor of the law and provided a bone to those who opposed it. But, by then holding that Congress taxing power was sufficient to uphold the law, Roberts ignored the Federal Anti-Injunction statute and called into question the ability of the Supreme Court to hold a law passed by Congress entirely unconstitutional. By writing that, in effect, the Court should defer to Acts of Congress, Roberts attempted a finesse first exercised by Chief Justice John Marshall in Marbury v. Madison in 1803. While it may seem as if he intended to demonstrate the same legal adroitness of Marbury, instead he deferred to the wishes of Congress, going through legal gymnastics to uphold a law that many scholars saw as indefensible, and damaged the power of the Supreme Court given to it in Article III immeasurably.

The Goldwater Nichols Act of 1986 was the most comprehensive and important defense reorganization legislation since its initial establishment in 1947. It has administrated the way the United States has organized, planned, and conducted military operations for the last thirty years. Despite this, a strong opposition movement organized primarily by Navy Secretary John F. Lehman, almost endangred the adoption of the mentioned above law. This opposition also included members of the Joint Chiefs of Staff, prominent Senators and Congressman, and Secretary of Defense Casper Weinberger. A ten year retrospective of the Act’s passage at the National Defense University (NDU) in 1999 detailed its six most significant achievements. The Chairman of the Joint Chiefs of Staff, as an individual, was designated the principal military advisor to the President and other senior officials. The Chairman was assigned new responsibilities in the areas of strategic planning, logistics, net assessments, joint doctrine, and joint programs and budgets. A Vice Chairman position, outranking the other chiefs was created to assist the Chairman and act as the Chairman in his or her absence. The Joint Staff was expanded beyond 400 members and placed directly under the control of the Chairman. The power and influence of the deployed unified commanders was also increased by providing them authority over subordinate commands in their areas of responsibility, especially regarding joint training, force organization, and force employment. Finally, the Joint Specialty Officer program was mandated. This program was designed to ensure the services assigned some of their highest quality officers to joint duty.”1 Nearly all in attendance at the 1999 NDU event concluded that passage of the legislation was a universal good. The subject of the article is the influence of international US military campaigns on the adoption of Goldwater-Nichols Act. This article tends to examine the background which led to the adoption of Goldwater Nichols Act, the opposition of the Marines and Navy against the aforementioned Act. The goal is to analyze the main changes brought in by the Goldwater-Nichols Act and their impact on the development of the US military. The phenomena concern “Joint Forces” and the increase of effective cooperation between the departments. The key provisions, which strengthened the position of the Secretary of Defense and outlined its role in the chain of command, will be evaluated. The shape of religious media communication changed dramatically because of the opportunities given by digital media and by the process of the secularization, structural changes in religious organizations, and the challenge enabled by the huge loss of credibility in the eyes of the world. We can observe certain dynamics in the professional approach of official Catholic media, especially those based in the Vatican. Its on-line project Vatican News has provided news service since 2017, now in almost forty languages. In the spirit of continuing the reform of the Roman curia, for which the founding of Secretary for Communication (now dicastery) was the “pilot” area, Pope Francis appointed the first layperson to lead any office of curia in 2018, and journalist Paolo Ruffini became the prefect. A few months later, one of most famous experts on the Vatican, also a lay person, journalist Andrea Tornielli, became editorial chief of the Dicastery for Communication. Other personal changes continued soon. The goal of this article is to analyse the initiative that Ruffini and Tornielli took in their office during six months after their appointment. The quantitative content analysis of both their Twitter accounts, closely connected with the newscast produced by Vatican News, is the scientific method used in this paper. There were detected new journalistic genres in the social media space (e.g., short video, editorial, story), vast popularity of Pope Francis, and success of his own Twitter activity (he obtained even tens of thousands of followers) or, contrarily, the omission and inconsistency when introducing uneasy themes (abuse crisis in the Catholic Church, ecology or economy) to the public. There was also the surprising realization that Ruffini is more popular in the Twitter milieu than Tornielli.

The research was conducted to ascertain and analyze (1) the Ethics of Bureaucracy in Oublic Services in Tilango Sub-district Office (2) the inhibiting factors of the ethics of Bureaucracy in Public Service in Tilango Sub-district Office. The research used a qualitative research method. Data collected by using interview, documentation and observation method. Fifteen informants consisted of Tilango Sub-district Chief, Sub-district Secretary, Head of Goverment Section, Head of Social Welfare Section, Head of PMD Section, civil servants, and service recipient communities in Tilango Sub-district Office were determined purposively to be the source of data and information needed. The results of the research indicated that in general the Ethics of Bureaucratic in Tilango Sub-district Office was quite good. This can be seen based on aspects that were indicators of the Ethical Assesment of the Bureaucracy of the state civil apparatus in aspects of discipline, empathy, loyalty, responsibility and obedience and honesty. The results of the interviews indicated that these inditaors were consisdered quite good, only constrained by minor violations commited by state civil apparatus in the form of violations of working hours detremined by the Government. In addition, violations in the form of absences were also carried out by small portion of the state civil apparatus caused by personal problems. The aspect of loyalty and obedience was a very important indicator in the world of work with the level of violations commited, the aspect of loyalty was an absolute thing to be believed and carried out by state civil apparatus loyalty to their work. These things caused the level of loyalty and obedience from state civil apparatus to be very good. Aspects of responsibility and honesty, according to the results of the study found a positive response to the responsibility of state civil apparatus for their work. It can be used as an indicator to show that the Ethics of Bureaucratic in Tilango Sub-district Office was very good, with the high level of honesty of state civil apparatus showed that they had a great sense of responsibility towards their assigned tasks.

The study is a descriptive qualitative. It is conducted at the Computer Control Engineering Program of Polytechnic Madiun. The respondents in this study are the Chairman, staff, and students of Computer Control Engineering Program. The main data collection tools by means of interviews and documentation. It was developed by the researcher himself and validity tested by triangulation techniques. The results of this study concluded: 1) control program engineering studies led by the chief together with the secretary program, and assisted by the administrative staff. The academic administrations are student planning card, attendance list, class scheduling, semester reporting, the final semester result reporting, and final project schedule, 2) generally the academic administrative services do not fulfill the students satisfactory, such as administrative room less extensive, administrative officer less responsive in providing some services and not in line with a predetermined schedule, but the level of student resistance remains high.

Before then, cost-effectiveness analysis, benefit-cost analysis, and systems analysis had no established home in the federal government. In 1961, Robert McNamara appointed Hitch to be the Comptroller of the Department of Defense and invited Hitch to carry out his vision he described as “Programming and Systems Analysis.” Programming became the Planning, Programming, Budgeting System (PPBS) and the Five-Year Defense Program that linked strategies to forces to budgets. Systems Analysis assisted the Secretary to make choices of weapon systems and strategies. In 1965, Hitch returned to California and ultimately became President of the university. McNamara wanted Systems Analysis to report directly to him, and on his recommendation, President Lyndon Johnson appointed me Assistant Secretary for Systems Analysis. In 1966, the President directed that all departments in the executive branch establish offices based on the Systems Analysis model. In 1967, Henry S. Rowen became President of the RAND Corporation. He broadened RAND’s scope beyond the military to include Health Services, education, urban problems including homelessness, ethics in scientific research, and climate research. In 1970, Rowen led the establishment of the Pardee RAND Graduate School, offering a doctoral degree in Public Policy Analysis to extend widely the application of the RAND Systems Analysis approach to many fields.

The purpose of the study is to examine the impact of corporate governance mechanisms on the financial performance of listed industrial companies in Oman. As the main research method, panel data regression analysis was used to analyze data from 36 Omani industrial companies, listed on the Muscat Stock Exchange for the period 2017–2021. Three regression models were developed using three dependent variables (Return on Assets, Return on Equity, Return on Sales), seven independent variables (Board Size, Independent and Non-executive Board Members, Board Meeting, Chief Executive Officer, Dummy variable for Board Change, Dummy variable for the Secretary on the Board, Dummy variable for Internal Auditor), and two control variables (Leverage, Size of the company). According to the research results, a negative influence of the Board Size and Dummy variable for the presence of the Secretary on the Board on the Return on Assets indicator at 10% and 5% significance level was found; moreover, there is a positive influence of Leverage and Size of the company at the 1% and 5% significance level on Return of Assets. Although, none of the independent variables used has a significant impact on the Return on Equity indicator. Return on Sales is significantly affected only by two control variables, i.e., a negative impact of Leverage at the 10% significance level and a positive impact of the Size of the company at the 10% significance level. The results obtained in the study indicate the imperfection of the corporate governance mechanisms implemented by Omani industrial companies in the field of ensuring financial efficiency.

This research intends to prove social conflict in the novel Ke Hujung Usia (2018) by A. Rahman C.M. based on Lewis A. Coser's Functional Conflict Theory, which places conflict as an indicator of a healthy relationship in the social structure. The conflicts presented between characters in the novel include clashes involving Tuk Aki, Tuan Guru Haji Munir, District Office officials, Rasol (the Political Secretary of the Chief Minister), and Umar, who represents the students at Pondok Haji Hamid, and others. The conflicts between the characters have a positive influence on the integration, consensus and strength of the in-group among the students, and on the position of Tuk Aki himself, as the administrator of the centre of religious education. Based on Coser's theory, conflict is not negative because the clashes of out-group are normal due to the positive impact on the strength of social structure. Thus, Coser rejected the argument that absence of conflict is an indicator of the strength and stability of a relationship. Based on the thought of Coser, the conflict between Tuk Aki and the out-group help to strengthen structural relations, in addition to enhancing the integration of the students who are led by Umar. The social group consensus exists because there is two-way communication in the conflict, and because Tuk Aki plays the role of the safety valve to control the conflict.

This study aims to determine the effect of community participation, transparency, accountability, quality of human resources, utulization of information technology and the implementation of internal control system on village financial management. This research was conducted in the village of Kampar Regency. The population in this study were village officials who worked at the village office in Kampar District, amounting to 242 villages. This study used purposive sampling. The number of samples in this study were 150 respondents, from each village 5 respondents would be taken with the criteria of the Village Head, Village Secretary, Head of Finance, Section Chief and BPD. The test was carried out using SPSS 25.0 for Windows and Microsoft Excel 2010. The results of this study indicate that: (1) Community participation influences the effectiveness of village financial management with a regression coefficient of 0.000; (2) Transparency influences the effectiveness of village financial management with a regression coefficient of 0.005; (3) Accountability influences the effectiveness of village financial management with a regression coefficient of 0.043; (4) The quality of human resources influences the effectiveness of village financial management with a regression coefficient of 0.011; (5) The use of information technology influences the effectiveness of village financial management with a regression coefficient of 0.003; (6) The application of an internal control system influences the effectiveness of village financial management with a regression coefficient of 0.000.

BOSDA is a program of lampung provincial government in the form of direct funding to the Secondary Education Unit both public and private in the city of Bandar Lampung where the amount of grants received in schools is calculated based on the number of students unable to each school and the unit cost (Unit Cost) assistance. According to Lampung Governor Regulation Number 29 Year 2017 concerning Technical Guidelines for Operational Assistance of Lampung Provincial Schools in 2017. Schools that received Bosda Assistance in Lampung Province are Bandar Lampung City, West Lampung Regency, North Lampung Regency and Way Kanan Regency. Researchers want to find out the implementation of BOSDA policy in SMA Negeri 16 Bandar Lampung, because in the pre-survey stage there is some disagreement between the residence and the income of parents of BOSDA recipient students. The purpose of this research is to find out the implementation of BOSDA policy and to know the factors that hinder BOSDA in SMA Negeri 16 Bandar Lampung. The research method used is descriptive qualitative with data collection techniques derived from observation, documentation and based on the results of in-depth interviews. The results of this study were described using Charles O. jones toeri namely 1). The organization has an organizational structure issued in accordance with the Decree of the Provincial Education Office ranging from supervisors, persons in charge, chief executives, secretaries, treasurers and survey teams, 2) Inteprertasi the school conducts socialization of the implementation of BOSDA with the announcement and dissemination of information to the community directly, so that the implementation and implementation of BOSDA can be heard by the community directly, 3) Application that the implementation of BOSDA in accordance with technical guidelines and verify prospective BOSDA students with home surveys , facilities owned, parental work, ownership of KIP cards, as well as information from neighbors around the house, BOSDA funds expenditure is also issued according to the RKS submitted to the Provincial Education Office. Bosda implementation is in response by students is very good but needs to be added again quota while the inhibition factor is the disbursement of funds at the end of the semester makes the school have to find loan funds to finance students BOSDA

In October 1989, the Naval Sea Systems Command (NAVSEA) conducted the Ship Design for Producibility Workshop with broad participation from the Navy, shipbuilders, ship design agents, and academia. The Workshop was one of NAVSEA's first Total Quality Leadership (TQL) initiatives and was subsequently expanded by NAVSEA's Chief Engineer (CHENG) and the Deputy Assistant Secretary of the Navy (DASN) for Ships into the Ship Design, Acquisition, and Construction (DAC) Process Improvement Project. In addition, the National Shipbuilding Research Program (NSRP) initiated a number of thrusts in concurrent engineering and increased throughput. The authors describe one of these major process improvement initiatives, NAVSEA's 3-D "Product Model" Strategy to extend throughout the enterprise-wide process of warship development a primary focus on the bridge between ship design and shipbuilding. The Workshop and subsequent process improvement initiatives have had a profound impact on the naval ship design process. Yet, as reported to Congress in 2002 by the Secretary of the Navy, the unbudgeted cost growth and increased cycle times for detail design of new warships have "reached an untenable level." This necessitated the October 2004 ASN (RDA) policy memorandum on integrated digital data environment (IDDE). To realize transformational innovations in our ship designs, as well as transformational innovations in the entire warship development process, the National Naval Responsibility in Naval Engineering (NNRNE) was recently established by the Navy. To support NNR-NE the Office of Naval Research (ONR) and the Naval Sea Systems Command (NAVSEA) created the Center for Innovation in Ship Design (CISD). A summary of some recent CISD Innovation Cells and how CISD can contribute to breaking down the existing organizational cultures and institutionalizing a collaborative product development environment are also discussed. As we begin a new century, it is appropriate that our naval ship design and shipbuilding community review its progress, look at the crosscut principles of leading change, determine what it takes to bring about dramatic cultural transformation, and discuss the critical need for Navy, shipbuilder, design agent, and academia leadership to continue developing a new collaborative product development environment that fosters a sea change in the whole naval ship development process.

The article focuses on the career and activities of Johann Adam Lachowitz. In December 1707, the Commander of Pétervárad (present day Петроварадин (Petrovaradin) in Serbia) nominated him as the head of a committee which met with the Ottoman commissaries on the border between the Habsburg and the Ottoman Empire. The committee was created to negotiate in the case of 55 Muslim and Greek merchants who were murdered in Kecskemét on April 3, 1707. The negotiations took almost one and a half years and were his last completed assignment. He died a few months later, just after the consensus was reached in May 1709. Lachowitz did not have a violent death, but one can assume that the deplorable living conditions he had to endure his whole life, might have largely contributed to his indisposition and subsequent death. This paper shall provide an insight into these living conditions. The research on the career of the Turkish interpreter, later the Chief interpreter and then the secretary, can further enrich the academic narratives about the lives, services and office advancements of the lower officials in the Habsburg diplomatic organization. The interpreters (in the presented case, the interpreters of Oriental languages (dragomen)) assisted both courts with their services, which were arduous and often required personal sacrifices. They were the backbone of all the diplomatic structures in the Sublime Porte, in Vienna and on the Habsburg–Ottoman border as well. The outbreak of conflicts, the process of peace making and the corroboration of peace treaties were dependant on their contributions. Even though they were not soldiers, they nevertheless risked their lives while serving in an especially influential part of the Habsburg state structure.

In the Spring of 1927 a major European crisis was developing in the Balkans It concerned the rivalry between Mussolini?s Italy and the Kingdom of the Serbs, Croats and Slovenes over Albania in which, though a small and backward country, both Rome and Belgrade claimed to have legitimate political and security interests. At the time, the Italo-Yugoslav crisis was seen by many observers as containing the potential of turning into a war the Italian government in particular insisting that Belgrade was engaged in military preparations in order to launch an invasion of Albania. An important factor that made the Italo-Yugoslav rivalry over Albania possible in the first place was the country?s perennial political instability. Thus the crisis attracted considerable attention in Europe. Given the fact that France and Italy experienced strained relations, and that the Weimar Germany had only recently returned to the mainstream of the affairs of Europe following the treaties of Locarno, it was Great Britain that emerged as the chief player in attempts to defuse the emergency. Historians have paid relatively little attention to this, by now largely forgotten, episode in the diplomatic history of interwar Europe. The existing literature, however mistakenly tends to interpret the efforts of Great Britain as favoring the Italian claims in Albania. This article, which makes extensive use of primary sources from the Foreign Office, demonstrates that Foreign Secretary Sir Austen Chamberlain and all his relevant officials handled the crisis in an even-handed manner throughout and that, at times, if London exhibited any sympathy and understanding at all for either side, it was towards Belgrade rather than Rome.

He served on the Board of the California Housing Finance Agency, and also secured an extensive city planning background, having worked with Sedway/Cooke and Associates. Among his major responsibilities was directing a comprehensive study for the City and County of San Francisco incorporating economic and fiscal considerations, land use planning, transportation systems, and housing requirements for downtown San Francisco. Following this earlier period of his life, Mr Collins was Chairman and President of WDG Ventures, Inc. and Managing General Partner of WDG Ventures, Ltd which comprise the WDGV family of companies, all of which are engaged in the investment and development of commercial and residential real estate. He has also directed business development, corporate and equity finance and access to capital markets for the companies and affiliated partnerships.

Effective inventory management plays a pivotal role in the overall performance and functionality of systems across various sectors. In the context of electoral systems, where precision, efficiency, and transparency are paramount, the management of inventory, including the planning, tracking, and control of resources, is of utmost importance. Therefore, the study sought to determine the role of inventory management practices on the performance of electoral systems in Kenya. The research design that was used in this study was a longitudinal research design. The population for this study consisted of 373 Commission Secretary/Chief Executive Officer (CS/CEO), Deputy Commission Secretary (DCS), Directors, Managers, County Election Managers, and Constituency Election Coordinators within 290 constituencies of Kenya's August 2017 election. A total of 373 respondents were used as the sample size for the study. Data was used as primary and secondary. While self-administered questionnaire and interview guide were used to collect primary data, the study reviewed the previous evaluation reports to seek the secondary data on General election performance. The data was collected and then analyzed by both descriptive and inferential statistical tools. Being that the study dealt with the relationship study, the study therefore used a regression model as a tool of analysis and the results that were generated were presented in the form of tables. The results of this study benefited policy makers, managers, administrators, citizens all whole, researchers, consultants, scholars, and trainers involved in Election Administration. This study tested the null hypotheses that inventory management practices had no significant role in the performance of electoral systems in Kenya. Pragmatism paradigm approach and mixed method research were adopted in this study. The questionnaire tested both validity and reliability. Quantitative and qualitative techniques were used to analyze the collected data with the assistance of Statistical Package for Social Sciences (SPSS) software version 25. Multiple regression and correlation analysis were carried out. The regression analysis results demonstrated a strong and significant role of inventory management practices on the performance of electoral systems. The R-squared values indicated that approximately 79% of the variation in electoral system performance was explained by inventory management practices. The adjusted R-squared value of 0.788 accounted for the number of predictors in the model. In conclusion, the study reveals that efficient inventory management practices significantly influence the performance of electoral systems in Kenya, emphasizing the need for standardized handling, storage, and transportation processes, the adoption of technology-driven monitoring systems, centralized inventory management, just-in-time approaches, regular cycle counting, and continuous improvement efforts. However, there remains unexplained variance in performance, warranting further investigation to identify additional influential factors. Additionally, future research should extend its focus to other countries in the East African region to comprehensively assess inventory management practices and their impact on electoral system performance

Elections are becoming democracy's bedrock. Even before the great development of African states were created, antagonists attempted to corrupt, undermine, or otherwise disrupt democracy by seeking to subvert elections. The threats on the electoral process are as old as the vote itself: from adversarial governments, terrorist organizations, strikers for the Boss Tweed vote, people who try to wreak havoc hence the survival of democracy demands for the protection of elections. As a consequence, after the 90s Election Administration in African nations, the tendency of some individuals to impede elections has not changed, mentioning a number of electoral fraud cases in the history of African States. In recent years, some of the tactics of such attempts to overthrow democracy have become distinct. Attacks that exploit vulnerabilities in digital networks today improve conventional approaches and have become an increasingly successful strategy. Therefore, the study sought to determine the role of Logistics planning practices on the performance of electoral systems in Kenya. The research design that was used in this study was a longitudinal research design. The results revealed a moderate positive correlation (R = 0.565) between logistics planning and electoral system performance, with approximately 31.9% of the variance explained by logistic planning. The consequences of these findings are relevant for electoral authorities and policymakers that aim to improve the dependability, participation rate, uniformity, and trustworthiness of election systems through the use of strategic logistical planning. The study's findings on the significance of logistics planning strategies in Kenyan electoral systems suggest recommendations for improvement, including implementing robust logistics planning procedures to optimize resource allocation and minimize delays, prioritizing voter-friendly environments at polling locations, establishing a responsive logistical communication system, and developing cost-effective logistics planning approaches. Additionally, the study indicates a need for further research to identify additional factors influencing electoral system performance and to assess logistics management practices in different contexts, such as the East African region, for a more comprehensive analysis
