Downtown areas across Canada have been deteriorating physically and economically due to a number of factors such as age, suburban growth, and shopping centre development. Downtown revitalization programs were created in response to this deterioration. In the last decade millions of dollars have been spent, by all levels of government and the private sector in an attempt to achieve revitalization. More than five hundred revitalization projects have been undertaken. However, few project evaluations have been completed. Project evaluation is necessary to determine which program components are effective, to clarify goals and to provide accountability. The purpose of this thesis is to develop improvements in downtown revitalization project evaluation concepts and tools. Interviews with administrators from five downtown revitalization programs revealed that most projects cannot be evaluated at present because the majority of administrators have yet to identify performance measures. The few evaluations that do exist were not adequately controlled and do not provide compelling evidence that any economic changes that occurred can be attributed to the revitalization project. This thesis focuses on two research objectives. The first is to identify performance measures and methods of data collection. This in turn, requires an examination of program goals and components. The methods exployed to collect this information included: a review of academic literature on downtown revitalization and evaluation methodology; a review of agency literature and current evaluations for five Canadian revitalization programs; interviews with program administrators; and a survey o-f program clients and administrators. The second objective o-f this thesis responds to the need -for assessing the effectiveness o-f program components. Municipal officials and business representatives in one hundred and eleven Canadian communities which undertook revitalization projects were surveyed in order to determine current revitalization practices and client perspectives on which program components are effective. Their opinions and recommendations provide an interim answer, to be revised as more evaluations are undertaken. The survey findings indicate that the typical approach to downtown revitalization has broadened beyond physical improvements to include promotional activities and organizational development. However, respondents identified the need for further assistance in the initial planning process and the development of marketing plans. Recommendations for improvements to the revitalization programs in this study are proposed in order to address these needs. In addition, the survey results reveal how program administrators and clients prioritize goals and which performance measures they prefer. Finally, the input from the surveys, the literature review, the interviews and the author's experience in the field are used to determine a descriptive framework for downtown revitalization project evaluation. Performance measures, data sources, and collection methods are specified. The importance of using a systematic approach to evaluation, as well as collecting data for control groups is stressed. This evaluation framework is intended to assist program administrators and community groups interested in evaluating downtown revitalization projects.

"Transitional neighborhoods" had been traditionally viewed as areas that do not have much value to the urban fabric. Given that popular opinion, how have some of these neighborhoods survived the Central Business District expansion and Urban Renewal? Bay Village in Boston, Massachusetts is a prime example of a neighborhood that has withstood the development pressures of the downtown. In this thesis, I will examine how this neighborhood has survived and how the process of neighborhood preservation has conflicted and compromised with downtown interests. I will also examine how the neighborhood interests are viewed in today's development climate and what the affects have been on development processes and form.

The largest focus of redevelopment in Rockford, Illinois is downtown, which it should be. However, without the successful redevelopment of surrounding business districts, the neighborhoods surrounding downtown cannot redevelop, ultimately hindering the successful redevelopment of downtown itself. Probably the most important of these districts to the overall health of the City and downtown Rockford is the 7th Street Business District. The 7th Street Business District is adjacent to downtown and one of the largest business districts in the City. This project is the creation of a business district plan for the 7th Street business district in Rockford, Illinois. It is intended to be a real world exercise and the end result will be a usable plan. This creative project will look at programs and documents such as Main Street USA, Smart Growth, neighborhood plans and local resources to create a unique neighborhood planning process that will work best for the business district.

The objective of this creative project is to investigate the process and principles of designing within and for the downtowns of small, Midwestern towns of the United States. The main focus is the definition of urban character and identity of “place”, as well as exploring ways to preserve and enhance the character and the identity of these downtowns. It uses Greensburg, Indiana as a case study to illustrate possible implementation of these processes and principles.With its focus on urban character and “identity of place”, this study investigates the different characteristics that exist in downtown Greensburg, and applies established urban design principles in order to preserve the town’s historic character while improving its vitality.This study generates beautification and development guidelines, as well as recommendations that will help in process of the redevelopment of downtown Greensburg. This study also offers examples of how these guidelines can be applied in different local contexts, and buildings in the downtown.

The intent of my thesis is to find a way to integrate a large big-box retailer into a community in such a way that it benefits the community as a whole. This must be accomplished within the parameters that mark the store as a viable option for the parent company as well. This ideal must be approached from the philosophy that box stores are a large part of the current American way of life and to let them grow unchecked will signal the inevitable death of downtown retail districts as more and more business gets sucked to the super-stores and the areas immediately surrounding them. To do this we will need to find what benefits a box-store can add to a community and further research and rethink the typically negative aspects of these retail giants to find a way to incorporate them into our downtown shopping districts, without destroying their original feel. With this thesis, it is my intent to create a viable model that allows box stores to act as anchors and catalysts for a downtown area (either existing or built) rather than its death knell. To do this I will be rethinking a number of design strategies with the seamless integration of community and big-box retail in mind. To this end, I will not be acting to simply find a way to add a box-store and its typical trappings to the end of historic downtown street, but rather to find away to integrate a set of large box stores into a downtown community in such a way that benefits the citizens of that community on every designable level. I will be challenging not only the typical design strategies of a box store, but those of a typical downtown community as well. Seven major design strategies will be looked at during this project, they are: 1. Design for a diversity of use and users 2. Design a safe and secure streetscape that will encourage use. 3. Design a streetscape that accommodates pedestrians as equals with vehicle traffic. 4. Design a destination, not just a path. 5. Design it well. 6. Balance supply with demand. 7. Use aesthetics as an integration tool. With these design strategies, a box store can become an integral part of a downtown community ... or at least a much better alternative to the rampant sprawl that occurs with their current implementation strategy.

Central Business Area Revitalization Planning theory and practice has evolved from a concern with physical revitalization to an emphasis on a comprehensive approach which includes areas such as housing and recreation, which had not in most past cases been viewed as relevant to the undertaking. The current thinking views all aspects of town planning as inter-related and approaches the task in a holistic manner. The methodologies utilized in Planning for Central Business Area Revitalization have evolved as well. Detached consultant planning, which included little or no public involvement and which produced inflexible plans which outlined the way to revitalization, has evolved to a flexible, dynamic approach, which involves those responsible for implementation at all stages of planning; thereby, reflecting their beliefs, attitudes and values and having high probability of implementation. Successful efforts to revitalize the central business areas of rural towns require an informed leader who will function as an educator, and a planning and design process which leads to implementation through its participant centered, incremental, multiple objective approach.

Portland and Seattle are often considered to be divergent in character, partly because civic leadership in each city has a different vision. The adoption of contrasting downtown core plans, projects, and policies in each city allows us an opportunity to understand the nature of each city's regime. As defined by Elkin, an urban regime is the community's governing coalition, those who exercise public authority in a legal sense and those private actors able to act collectively and bring concerted influence to bear. The time frame for this study begins with the first modern planning document, the 1972 City of Portland Downtown Plan. During this period, both central business districts were transformed, simultaneously losing some retail, commercial and industrial functions while gaining further control of regional economies. Portland perfected the entrepreneurial urban regime. The linkage among the land use alliance (property owners, investors and private professionals); the bureaucracy; and politicians was established by the success of the 1972 Downtown Plan. There is little conflict in Portland. Systemic bias is masked by overly extensive citizen involvement processes; city subsidies and grants which influence activists' positions; and use of tax increment money to hire consultants who reinforce the business point of view. Seattle never perfected the entrepreneurial regime. The business community was fractured into conservatives and progressive camps. Also, the bureaucracy was caught in the Mayoral-Council crossfire. There is great controversy in Seattle. The prodevelopment decisions are still made but activist groups can successfully make it to the ballot box. Primary sources of information included planning studies; reports; memoranda; minutes of meetings; resolutions; budgets; and activists' printed materials. Participants in each city were interviewed. Secondary sources of information included articles, and census materials.

A significant problem for small cities is a lack of a sense of community. In some multicultural cities, land use in such categories as residential, commercial, industrial and educational forms separate uses or locations. Such segregation leads ultimately to a city stagnation which eliminates the essential life of vibrant and healthy cities. People commute from zone to zone only when necessary. Each territory is connected by automobile. Therefore, there is no interrelation which can cause discontinuity and fragmentation. The business zones are vacant at night because nobody lives there. People in the residential zones have few public facilities and places for diverse activities outside their houses within an intimate distance. Nevertheless, to eliminate segregation is not an answer. Each function improves when segregated at a certain level, but it also requires a close interaction with the other functions in order to maintain its vibrancy.

The tension in Nairobi between the desired modernization of the city and the ongoing "un-modern" activity of street vending is replicated in many cities in developing countries, often pitting the city's local government and formal businesses against street vendors. However, informal sector activities, such as street vending, provide sustenance for many citizens and contribute substantially to the economy. Therefore, for these cities to truly develop economically, it has become critical to understand how the local government, formal businesses and street vendors can work together. In Nairobi's Central Business District, while on the surface the cat-and-mouse game still continues between the two sides over the tug-of-war for "modern" streets, a growing space for dialogue between the different parties is emerging. This dialogue space has brought street vendors in touch with policy-makers for the first time. This thesis explores the factors that have led to this growing space.

Four associations emerge as key elements in linking the street vendors to the discourse on policy; one city-level formal business association, Nairobi Central Business District Association (NCBDA), one city-level street vendors' association, Nairobi Informal Sector Confederation (NISCOF), one national level formal business association, Kenya Private Sector Alliance (KEPSA), and one taxpayers' association, the National Taxpayers' Association. Through these associations, two non-conventional conduits emerge through which street vendors express their needs: alliances with growth coalitions and the growing pertinence of the tax discourse in Kenya. While it is still early yet to determine the long term effectiveness of this space for dialogue, its emergence signals a positive change in the direction of the discourse regarding street vendors. It also shows that linkages between formal and informal businesses can go beyond economic terms, to include advocacy and other civic support.

The decline in patronage, decrease in building density, and loss in property values suffered by Downtown Muncie, Indiana is a result of competition from shopping malls. This deterioration will continue unless there is a concerted effort by citizens, property owners, and the city to promote commercial revitalization of this area.The National Trust for Historic Preservation's Main Street Center suggest that communities can achieve commercial revitalization through a four part program which combines organization, design, promotion, and economic restructuring. Mary Jo Ruccio of the National Development Council, suggests that commercial revitalization cannot be successful unless the approach includes a comprehensive plan that addresses a downtown's unique problems.In order to create a functional commercial revitalization strategy for Muncie's downtown, the commercial district's history was reviewed, the existing buildings were surveyed, published historic preservation plans and commercial revitalization plans ware reviewed, and a variety of funding sources were studied. These efforts led to the development of a commercial revitalization strategy that is patterned after the Main Street Center's program. A major component of this strategy is the Downtown Commercial Revitalization Network that is recommended to act as a steering committee for a Downtown Development Director whose sole purpose is to direct downtown revitalization. The strategy recommends residential adaptive-use of the second stories in downtown buildings to promote economic development, and to preserve the historic structures. Low-interest loans with design standards are recommended to provide funds to create this housing stock without damaging the historic fabric. This will supply downtown with regular customers, thus strengthening existing establishments, creating the need for new businesses downtown, and diversifying the economic base.This strategy can be applied to the current downtown revitalization efforts by the City of Muncie. The ideas and general theories can also be applied by small Indiana towns which suffer from economic problems. A comprehensive plan that is tailored specifically for a downtown which account for the organization, design, economic, and promotion needs of downtown will set the course for successful commercial revitalization.

Downtown Indianapolis, as other American cities is involved in economic revitalization in order to be able to compete with rapid suburban expansion. This revitalization effort seeks to attract more people to the city core.Downtown economic development is integrally related to the urban space revitalization. Since the beginning of cities, open spaces have been regarded as an important public amenity for providing quality urban environments. Open space provides the life of community and a place for human activity.As an entertainment center, Indianapolis can not just develop new sophisticated buildings, it needs also to comprehensively revitalize the open spaces. This project is an effort to demonstrate how urban environments located in the core area that have easy access, security, and comfort and also are joyful and attractive place for its citizen and guests.In this creative project, the designer/planner proposes an open space improvementconcept and program that can be implemented in the south-western section of downtown Indianapolis. The concepts derived m analyzing the potentials and assets that exist in the area today and responding to known future developments.The major goals of thesis project are:1 . Strengthening the pedestrian loop through out the project area in order to create a continuity of pedestrian spaces.2. Creating a pedestrian mall along five blocks of Illinois Street as a major effortto provide a pedestrian oriented environment.3. Creating a pedestrian corridor to connect the Circle Center Mall complex withthe Hoosier Dome and Convention Center.All planning and design concepts that are recommended in this project will reinforce the assets that already exist. The recommendations proposed within are meant to serve as "idea pieces" to aid in the planning and design of revitalization of downtown Indianapolis.

This project reveals the potential for new connections and an enhanced sense of place identity to serve as catalysts for the revitalization of the derelict urban environment. Gateway Park in Gary, Indiana was chosen for the project site and has been redesigned and expanded in order to bridge the gap between downtown Gary and the Indiana Dunes National Lakeshore. Particular attention has been paid to connecting the project site to proposed regional greenway systems while illustrating the natural and cultural heritage of Gary. Additionally, the project site has been designed to fit within the framework of Northwest Indiana's Marquette Plan and transit-oriented development vision, while incorporating diverse programming to attract a wide variety of site users. The final design proposal rests on a historiography of the project site, a literature review investigating place identity and 'placemaking,' a study of relevant precedent projects, and extensive inventory, analysis, and concept development.

ENGLISH ABSTRACT: The problem of parking has been with mankind almost from the day that the first carriage was invented. Everyone that owns a motor car knows competing for a parking space in a town centre can be frustrating. This study sets out to explain the phenomenon of parking and attempts to discover how the demand and supply of parking interacts with one another. Parking demand and supply needs to be balanced by policy makers in local governments. Local govemments are in a unique position in laying down guidelines for the provision of parking. These guidelines can influence and direct the way in which parking is supplied in the central business district. A better understanding of parking demand was attained through examining parking behaviour in the central business district of Paarl. The demand for parking was measured and conclusions drawn regarding on-street and off-street parking provision. In-lieu parking fees were found to be a viable alternative to providing parking in the central business district. The minimum parking standards for Paarl were examined and the conclusion arrived at showed that the standards need to be revised. The standards seem to be too high if compared to the current supply of parking in the central business area. The main recommendations made in this study are that further parking survey studies . need to be conducted to forecast the demand for parking in the central business area over the short- to medium term. The Municipality of Paarl should adopt a comprehensive parking policy that guides and manages the provision of parking in the central business district. This policy should be continually adapted and updated to keep track with the changing nature of transport modes and behaviour.
AFRIKAANSE OPSOMMING: Parkering as 'n probleem is saam met die mensdom al vandat die eerste trekkar ontwikkel is. Elke motoreienaar weet dat dit baie frustrerend kan wees om parkeerplek in die dorpskern te soek. Die studie ondersoek die fenomeen van parkering en poog om te ondek hoe die vraag en aanbod van parkering by mekaar inskakel. Dit is die taak van beleidsmakers in plaaslike owerhede om parkeervraag en -aanbod te balanseer. Plaaslike owerhede is in 'n unieke posisie as dit kom by die ontwerp en implementering van regulasies oor parkeervoorsiening. Hierdie regulasies beïnvloed en lei die manier waaarop parkering in die sentrale sakekern voorsien word. 'n Beter begrip van parkeervraag is verkry deur parkeergedrag in die sentrale sakekern van die Paarl te ondersoek. Die vraag na parkering is gemeet oor 'n sekere tydperk en gevolgtrekkings oor op-straatse en af-straatse parkeervoorsiening is gemaak. Parkeervoorsieningsfooie in plaas van parkeerplekvoorsiening word gesien as 'n goeie alternatief om te sorg dat genoegsame parkeerplekke beskikbaar is in die sentrale kern. Die minimum parkeerstandaarde vir Paarl is ook ondersoek en die gevolgtrekking is gemaak dat hierdie standaarde hersien moet word. Die standaarde kom voor as te hoog as dit vergelyk word met die huidige vraag na parkering in die sentrale sakekern. Die hoof aanbevelings wat in hierdie studie gemaak is sluit in dat verdere parkeerstudies gedoen moet word om die vraag na parkering te kan vooruitskat. Die vooruitskattings moet oor die kort- tot mediumtermyn geskied om te voorkom dat die data relevansie verloor. Paarl Munisipaliteit moet ook 'n omvattende parkeerbeleid wat die voorsiening en beheer van parkering defineer en lei daarstel. Die beleid moet gereeld verander en aangepas word om tred te hou met veranderings in vervoermodusse en parkeergedrag.

The Shopping Garden provides an image for the city in which it is located; it becomes a meeting place or center for various activities that improve the physical and social environment.One of the most important ideas is to add more natural elements, such as natural lighting, ventilation, and natural views into the shopping environment. The concept of "garden" takes the traditional Chinese garden as a reference point, with its philosophy of the relation between man and nature. The idea of divided green spaces and courtyards can be seen in the roof and terraces of the Shopping Garden.Functionally and conceptually, this project suggests how an urban type shopping center can compliment or enrich its urban context and how it could be developed.

This proposal is a catalogue of considerable contextual issues that inform the architect about values, environmental qualities, and principles, found within existing building structures of an American downtown. It is the intention of this collection to help the architect considering a broader range of ideas in a new single building to be designed, with the intent of improving foremost the public quality of a future building in the downtown.The main architectural questions embrace the definition of the contextual influences, dimensional and non-dimensional, and the clarification what type of influences remain under the control of the architect.It is my overall premise that buildings in downtown are indeed of "higher quality" when they reflect the surrounding rules, i.e., when the architects, clients and any other powerful participants of the building enterprise know about the additional ideas that have been established around the proposed site. The downtown is often the oldest part of a city where first housing, first trade, growth, and the idea of neighborhood had its roots, where it all began. I specify downtown still as the traditional center of a community, a center, not defined so much geographically or architecturally as it is socially.How can a future best building become a piece of the existing downtown environment as an ideal. Is there such an ideal answer? Or is the downtown itself a conglomerate of random individual and uncompromising Inventions?What is the basic language, the common traits that all buildings in downtown shareMarkus Vogel, May 1997•What parts of a building are of importance in becoming a part of downtown and what reasons can we identify for attaching importance to those parts?What generates form, use and expression in downtown buildings which we consider as being a successful part of the place.Out of these questions, a catalog of influences will be presented, a reference framework of 21 issues, notions, and contextual influences, divided into dimensional and non-dimensional influences. Each of the influences analyses a single aspect out of the pool of qualities of downtown buildings. The consideration of non-dimensional contextual influences without any obvious visual dimensions such as contextual symbolism, questions of aesthetics, and behavioral aspects is of special importance. In defining the references the following set of questions serve as a guideline:A) Why are the notions important and where are they coming from?B) How can we look at them in downtown Indianapolis?C) What are the related suggestions and implications for a design study?The research includes visual, graphical and oral analysis whereby downtown Indianapolis serves as an example and as a resource city. The target groups includes senior students of architecture, architects and the community, or any other public client involved in design decisions or design reviews which supervise new developments in downtown.It is the position of this paper that only a consideration of all contextual influences together in one building may create what utopists could consider an ideal building. Aware of this heavily difficult ideal, an overview on those constraints that are not sufficiently under the control of the architect will be given in order to clarify the dualism between the ideal outcome and realistic possibilities. This proposal is therefore the creation of a methodology which defines questions and issues rather than providing the answers, describing final design implications.In conclusion, I assume that the belief and the application of such a contextual framework is characteristic of those people interested in particular and individualistic design responses rather than those individuals preferring universal and broad rules honoring all kinds of manifestoes that can be found in the pluralistic mishmash of present day's architectural theories.

ENGLISH ABSTRACT: According to certain writers urban regeneration as an idea encapsulates both the perception of city decline (in local economies, in the use of land and buildings, in the equality of the environment and social life) and the hope of renewal, reversing trends in order to find a new basis for economic growth and social wellbeing. Rebuilding the city, clearing away obsolete buildings and vacant sites, and producing new building forms and designs symbolised the renewal in action. But urban regeneration also has different components or evolution criteria like, the major strategy (the focus of the renewal project), an economic focus, a social content, a physical emphasis or an environmental approach. The economic change that occurred in cities throughout the world in the past decade, has been paralleled not only by the physical reshaping of the city, but it has been accompanied by institutional restructuring (the rise of new firms, new working practices and relationships designed to exploit new market opportunities). The physical, economic, social and cultural projects launched through the process of urban regeneration, reconstruct the economic, socio-cultural, political-institutional and physicalenvironmental fabric of cities. It battles urban decay and redevelop the city to such a extend that it brings back the original appeal of the city, which lured people to the central city for decades. But not all urban renewal projects are aimed at the inner city; some are launched in a much wider context and would focus on blighted or previously disadvantaged and marginalised areas. Renewal projects in Cape Town and elsewhere in South Africa in cities like Durban and Johannesburg are still ongoing and form an important part of rebuilding cities of modem South Africa. It is however important to remember that not all urban renewal projects proved to be a success, some do fail. In the Cape Town Metropole and the Central City local government has neglected many areas for much too long. Recent efforts to restore the beauty of Cape Town and really address the urban challenges that arose from the Apartheid legacy shows a commitment from the Cape Town Municipality to create a much more liveable and economic viable urban environment. This study investigated the City of Cape Town Municipality's approach towards urban regeneration in the Central Business District and other specific business nodes. A literature review gave an intellectual background to the study and helped to build a logical framework. Secondary analysis helped define the goal of the study and qualitative field research assisted the investigation through direct observation and semi-structured interviewing. The study did not aim to prove that every urban renewal project that was launched was aimed at eradicating the problems associated with the Apartheid City. An important factor to take in account is that different business areas (The Victoria and Alfred Waterfront) and nodes (The Wetton-Landsdowne Phillipi Corridor), the focus of this study, make use of different redevelopment strategies. This study focused on how and why some work and must be built upon, and delivered critique on why some failed and should convert to a more successful renewal approach. The study concluded that the City of Cape Town's approach towards urban regeneration do compare positively with redevelopment strategies followed in other parts of the world such as America and Britain. The study tried to show the direction urban regeneration could take for the future, based on an evaluation of urban regeneration evolution criteria namely: • The major strategy and orientation and key actors and stakeholders. • The economic focus. • The social content. • The physical emphasis.
AFRIKAANSE OPSOMMING: Stedelike vernuwmg omvat beide die konsep stedelike verval (met betrekking tot plaaslike ekonomieë, die fisiese gebruik van grond en gebou en wat betref die kwaliteit van die omgewing) en die hoop van vernuwing of herontwikkeling, met die idee om die rigting van strategie te verander sodat 'n nuwe basis vir ekonomiese groei en sosiale welstand gevind kan word. Die herontwikkeling of opbou van die stad beteken nie net die verwydering van nuttelose en ongebruikte geboue en vakante grond nie. Stedelike hernuwing het verskeie komponenete of evolusie kriteria, soos die hoof strategie (die fokus van die hernuwingsprogram), 'n ekonomiese fokus, 'n sosiale inhoud, 'n fisiese klem of 'n omgewingsbenadering. Since the early 1960s the government of the Kingdom of Saudi Arabia (KSA) has had several urban development strategies that have been designed to spearhead development through the deployment of internationally recognised architects and urban planners. The adoption of this strategy has opened debate on the paradigm shift away from restrictive planning regulations at both national and regional levels. The process has enabled foreign policies and ideas based on internationalisation to drive the new urban centre developments in Saudi cities including Riyadh and Dammam. In 2008, this key shift saw the traditional restrictive urban development strategies, which prescribed – among other things – the number of storeys a building could have, being replaced by a strategy permitting an unlimited number of storeys. This dissertation examines the role played by international firms of architects and developers in shaping how architecture is practised in the Kingdom. The process has led to the adoption of modern architectural styles and has advanced a modernised planning approach, whereby traditional architectural structures and the use of local materials have gradually been replaced by modern styles, high-tech buildings and the use of new foreign materials, causing the loss of historic buildings throughout the country. This is seen by many to constitute an injury to national culture and could lead to cultural conflicts that may be exacerbated by the possible importation of planning principles and regulations. A chronological review of internationalisation and how international architectural practices have been mobilised to work in the KSA reveals the impact of this process on the Kingdom’s urban development. While this may be desired by the authorities, it has been argued that the process does not seem to provide any clear strategy for the implementation of the desired sustainable urban centre development in the KSA. Hence, in the absence of clear directives, international architectural firms operate their own set of sustainability criteria to deliver the desired urban centres in the Kingdom. There has been little or no research into the mobilisation of international firms and foreign policies, nor into the impact of internationalisation on the development of planning codes, the modernisation of urban centres and the sustainability approach espoused by the KSA’s planning development strategy. This study investigates the impact of the participation of international firms in Saudi Arabia’s urban development. Government planning regulations and master plans are reviewed and a case study is conducted to identify the factors behind the engagement of international firms in the delivery of two capital projects: the King Abdullah Financial District in Riyadh and the Central Business District in Dammam. The study also explores the concept of sustainability and the engagement of foreign firms from the perspectives of various stakeholders through face-to-face interviews and a structured questionnaire. It establishes how the role of internationalisation as a driver of policy mobility has impacted on the new sustainable urban centres and in addition, how internationalisation has been operationalised through the notion of sustainability. Although planning codes and regulations may have been developed with good intent by the international firms concerned, their implementation has not yielded the desired result of delivering sustainable urban centres in the KSA. Thus, there is a conflict between a rapid urban development which seeks to integrate historical and traditional contexts on one hand, and the continual import and impact of globalised morphologies on the other. This leads to clear demarcations in urban evolution, making this conflict one of the key characteristics of emerging urban centres in the KSA.

There were two starting points for this Creative Project. First, the idea of integrating photography in the design process, not only as a means of later documentation, but as a creative tool. This is a relatively new and unexplored field, thus few resources about the topic could be found. However, I was sure that this unique approach to design was worth exploration and decided to pursue it.The other idea came from research on revitalization of downtown areas which was triggered by my initial confusion and reorientation in a different culture where so ma-iv of the characteristics of urbanity were missing that I was so used to. The changes that have occurred in America's historic centers today are usually considered unavoidable and have resulted in a lifeless downtown area that seems to be the normal status. I believe that this is not just the decay of an important district of the town but, more importantly, the total loss of communication on a human level where the spatial demands of the automobile have become more important than human interaction.With those two ideas in mind I was searching for a site that would fit both. I have been living in Muncie. Indiana, long enough to understand the daily routine of the town, and the search for ideas that would lead to a change here was constantly on my grind. After some research on the entire downtown area I found an appropriate site and developed a proposal that integrates both my ideas and creates a vision of what could be.
