From the late Sixties on, industrial development in Italy evolved through the spread of small and medium sized firms, aggregated in district networks, with an elevated propensity to enterprise and the marked presence of owner-families. Installed within the local systems, the industrial districts tended to simulate large-scale industry exploiting lower costs generated by factors that were not only economic. The districts are characterised in terms of territorial location (above all the thriving areas of the North-east and Centre) and sector, since they are concentrated in the "4 As" (clothing-fashion, home-decor, agri-foodstuffs, automation-mechanics), with some overlapping with "Made in Italy". How can this model be assessed? This is the crucial question in the debate on the condition and prospects of the Italian productive system between the supporters of its capacity to adapt and the critics of economic dwarfism. A dispassionate judgement suggests that the prospects of "small is beautiful" have been superseded, but that the "declinist" view, that sees only the dangers of globalisation and the IT revolution for our SMEs is risky. The concept of irreversible crisis that prevails at present is limiting, both because it is not easy either to "invent", or to copy, a model of industrialisation, and because there is space for a strategic repositioning of the district enterprises. The book develops considerations in this direction, showing how an evolution of the district model is possible, focusing on: gains in productivity, scope economies (through diversification and expansion of the range of products), flexibility of organisation, capacity to meld tradition and innovation aiming at product quality, dimensional growth of the enterprises, new forms of financing, active presence on the international markets and valorisation of the resources of the territory. It is hence necessary to reactivate the behavioural functions of the entrepreneurs.

The monograph presents an approach to solving the problem of increasing the throughput and processing capacity of seaports in conditions of limiting their territorial dislocation and increasing the unevenness of external and internal cargo flows. The basis of the approach is the proposed system of the main parameters of the dry port and the methodology of simulation modeling of the functioning of the system "seaport - dry port". The material is illustrated with examples of the implementation of the developed approach, including model scenarios of multi-agent optimization of the parameters of the system under study. The proposed approach and the developed methodology can be used to justify management decisions on the balanced development of transport and logistics infrastructure of the regions hosting sea and dry ports. It is intended for specialists of transport and logistics companies, engineering and technical workers engaged in solving problems in the field of logistics, supply chain management and transport infrastructure design. This chapter focuses on subnational policy challenges in Bolivia and on the important victories achieved by neoliberal challengers located in the country’s most powerful department: Santa Cruz. The first half of the chapter traces the strength of Santa Cruz’s neoliberal policy regime to the economic elites who invested heavily in local institutional capacity beginning in the 1950s. When this policy regime came under attack with the rise of President Evo Morales in 2005, local elites grouped together in the Pro-Santa Cruz Committee, and, led by Governor Rubén Costas, successfully maintained it by broadening its internal support coalition. The second half of the chapter explains how neoliberals in Santa Cruz also forced Morales to accept meaningful changes in his preferred, statist national policy regime, an outcome explained by the department’s structural leverage as a producer of foodstuffs and by the coalition Costas built with opposition governors in other eastern departments.

The final chapter concludes the book in two ways. First, it summarizes the central claim that structural significance, institutional capacity, and coalitional dynamics together explain whether subnational officials can advance successful subnational policy challenges. This part of the chapter also assesses the more general theoretical implications of the research findings for each causal variable (structure, capacity, and coalitions). Whereas most of the book examines how decentralization has empowered territorial actors to shape ideological conflicts, the second half of the conclusion reverses this focus by exploring how ideological conflict over the market also shapes territorial outcomes, most significantly through the redistribution of authority and resources between levels of government. The chapter ends with representative examples of recentralization in Ecuador, Bolivia, and Peru; these show how ideological conflict over the market has led national governments in each country to recentralize authority and resources in the attempt to undercut subnational policy challenges.

The purpose of the book on integrated urban planning (IUP) is to present ongoing research from the universities involved in the project Creating the Network of Knowledge Labs for Sustainable and Resilient Environments (KLABS). Although sustainability and resilience have been largely explored in many complex social-ecological systems, they have only recently been applied in the context of cities. Both concepts are useful when seeking an integrated approach to urban planning as they help to look at the city as an interconnected, multi-dimensional system. Analysing the sustainability and the resilience of urban systems involves looking at environmental, social and economic aspects, as well as at those related to technology, culture and institutional structures. Sustainability, resilience as well as integrated urban development are all focused on process. Their objectives are typically defined around the ongoing operation of the process and they can change during the time. Therefore, building a sustainable and resilient city is a collective endeavor that is about mindsets just as much as about physical structures and their operation, where capacity to anticipate and plan for the future, to learn and to adapt are paramount. The papers published in this book show that the recent and current research in those institutions focuses on the directions of development of IUP, the processes that support sustainable and resilient use of natural resources and their application in the Western Balkan and some other European countries. Each essay aims to provide an overview of key aspects of the research topic. The division of the book into three parts - directions, resources and territories - underlines how the challenges that the contemporary city poses can be dealt with more effectively by integrating different paradigms, concepts and trends of urban development and governance; taking into account the numerous problems linked to the availability and exploitation of the main natural and non-natural resources; and looking at the city and the territory as systems in constant transformation, not reducible within rigid dichotomies such as urban/rural, dense/sprawled, formal/informal, etc.

This chapter argues that, while ideological conflicts over the market in Peru have taken on a sharply territorial logic since the country’s neoliberal turn in 1990, subnational resistance to neoliberalism has been ineffective in the two dimensions conceptualized in this book. According to the argument developed in the first half of the chapter, capacity and coalitional constraints have undermined regional presidents in their attempts to build distinctive subnational policy regimes, including attempted uses of regional zoning authority to regulate mining in ways that would deviate from neoliberalism. The second half of the chapter then demonstrates how structural and coalitional constraints have negatively affected efforts by subnational officials to contest neoliberalism as the dominant national policy regime. Instead, a succession of Peruvian Presidents, including Alejandro Toledo, Alán García, and Ollanta Humala, have been able to overcome territorial resistance and defend the neoliberal reforms introduced in the 1990s by Alberto Fujimori.

This chapter examines the impact of climate change and ocean acidification on the oceans and their implications for the international law of the sea. In particular, it assesses the implications of rising sea levels for territorial sea baselines, the seawards extent of maritime zones, and maritime boundaries. It also considers the restrictions placed by the UN Nations Convention on the Law of the Sea (LOSC) upon States in pursuing climate mitigation and adaptation policies, such as attempts to ‘engineer’ the global climate by artificially enhancing the capacity of the oceans to draw CO2 from the atmosphere. The chapter analyzes the role of the LOSC, alongside other treaty regimes, in addressing the serious threat of ocean acidification.

India seeks to create a virtuous circle by which engagement with India China will mitigate the consequences of the capacity gap between India and China and will provide India with the economic, military and political resources necessary to alter the Asian power structure in its favour.

This chapter describes the evolution of collaborative mental health care in Canada over the past 15 years, and the ways in which integrated care is becoming an increasingly integral part of Canada’s provincial and territorial healthcare services. It explores the underlying principles and models that can be found across the country. There is a particular emphasis on three things: (1) changes any mental health service can make to improve collaboration, (2) programs to increase the mental health skills and capacity of primary care, and (3) the integration of mental health services within primary care.A program in Hamilton, Ontario, has successfully integrated mental health counselors and psychiatrists into the offices of 170 family physicians across a city of 500,000 people for the past 20 years. The authors present data from the program’s evaluation, as well as key lessons learned and advice for other programs looking to set up similar models.

Separatism has been on the rise across the world since the end of the Cold War, dividing countries through political strife, ethnic conflict, and civil war, and redrawing the political map. This book examines the role transnational mafias play in the success and failure of separatist movements, challenging conventional wisdom about the interrelation of organized crime with peacebuilding, nationalism, and state making. The book demonstrates how globalized mafias shape the politics of borders in torn states, shedding critical light on an autonomous nonstate actor that has been largely sidelined by considerations of geopolitics, state-centered agency, and ethnonationalism. Blending extensive archival sleuthing and original ethnographic data with insights from sociology and other disciplines, the book argues that organized crime can be a fateful determinant of state capacity, separatist success, and ethnic conflict. Putting mafias at the center of global processes of separatism and territorial consolidation, the book raises vital questions and urges reconsideration of a host of separatist cases in West Africa, the Middle East, and East Europe.

Se reglamentó en el año 2010 y recién en 2018 el Municipio de Olavarría fue el primero en adherir mediante una ordenanza. El LAyHS y el Ministerio de Ciencia Tecnología e Innovación usan un Convenio con la UNLP para crear un Programa de Eficiencia Energética en el Hábitat Construido que contiene una capacitación acreditada junto a tutores docentes de la universidad para capacitar a miles de arquitectos, ingenieros y técnicos bonaerenses. Este libro es el primer tomo de una serie de tres que abarca la capacitación. Contiene una introducción a las construcciones sustentables en el territorio provincial aunque posible de ser utilizado en otras provincias de la Argentina. Se muestran y debaten casos de aplicación de la ley.

After the 1994 Oslo Accords, Palestinians were hopeful that an end to the Israeli occupation was within reach, and that a state would be theirs by 1999. With this promise, international powers became increasingly involved in Palestinian politics, and many shadows of statehood arose in the territories. Today, however, no state has emerged, and the occupation has become more entrenched. Concurrently, the Palestinian Authority has become increasingly authoritarian, and Palestinians ever more polarised and demobilised. Palestine is not unique in this: international involvement, and its disruptive effects, have been a constant across the contemporary Arab world. This book argues that internationally backed authoritarianism has an effect on society itself, not just on regime-level dynamics. It explains how the Oslo paradigm has demobilised Palestinians in a way that direct Israeli occupation, for many years, failed to do. Using a multi-method approach including interviews, historical analysis, and cutting-edge experimental data, Dana El Kurd reveals how international involvement has insulated Palestinian elites from the public, and strengthened their ability to engage in authoritarian practices. In turn, those practices have had profound effects on society, including crippling levels of polarisation and a weakened capacity for collective action.

The fact that we know the end points of formal colonial rule may lead us to forget that, for those involved, the process appeared less determined and more contingent. It is deceptively easy to trip over the supposed ‘milestone’ of the Second World War, ascribing undue influence to a failing capacity or will to rule among the colonial powers themselves. Such generalizations leave no room for agency among colonized peoples themselves and dismiss both rulers and ruled as essentially homogenous, almost preprogrammed to behave stereotypically as reactionaries or revolutionaries. Recognizing these interpretive problems, political analysts of European decolonization are now more divided over the extent to which the Second World War prefigured the end of European colonial rule. Much of the evidence for a strong causal link is powerful. By 1950 the geopolitical maps of eastern, southern, and western Asia were markedly less colonial. The justificatory language for empire was also different, evidence of the turn towards a technocratic administrative style that would soon become the norm in much of the global South. If basic political rights were frequently denied within dependent territories, a stronger accent on improved living standards gave imperial powers something with which to muffle the rising chorus of transnational criticism against colonial abuses. For all that, the concept of the Second World War as a watershed in the end of empires should not be accepted uncritically. This chapter explores the reasons why.

Si la herramienta de política pública habilitó unos itinerarios posibles, en lo cotidiano, el amor por el/la otro/a y la profunda convicción por la educación inclusiva vinieron muchas veces a llenar de contenido –no sin dificultades– esos recorridos. Mientras, los discursos de los poderes hegemónicos buscaban echar por tierra todos estos esfuerzos, bajo ligeras denuncias de que no se alcanzaba una calidad educativa pensada en base a criterios del mercado. Este fue el marco de la llegada del Plan Nacional de Inclusión Digital Educativa (PNIDE), lanzado a principios de 2015 por el Ministerio de Educación de la Nación. Lograda la cobertura de netbooks en los establecimientos, esta iniciativa buscó sumar a ese desafío de hacer que las computadoras sean un aporte genuino a la educación. Y no lo hizo de cualquier forma, sino desde un “acompañamiento situado”, que consistió en enviar a las escuelas equipos para capacitar y ayudar a los planteles docentes a planificar y trabajar con los y las más jóvenes. Como este libro lo demuestra, se trató de una política pública que tenía una mirada sobre la inclusión digital en relación con las experiencias que concretamente sucedían en el territorio. Que estaba dispuesta a apostar por el compromiso, la formación y el trabajo conjunto como única forma posible de construcción de la inclusión y la calidad educativa para todos/as y con todos/as.

It is no secret that the world has a COVID-19 vaccine problem. The majority of vaccination doses have been administered in Europe and North America, whilst many poorer counties have vaccinated less than 1% of their entire population. In light of the new variants presenting health risks, countries such as South Africa and India have proposed that the World Trade Organisation temporarily waive intellectual property rights for COVID-19 vaccines to help increase the production of vaccines. The world’s economic powerhouses such as U.S., Britain and the European Union vetoed the idea, submitting that intellectual property rights are important for ensuring continued innovation. They are of the opinion that waiving such rights would not result in increased production. The question therefore stands if these are only two options: either patents remain unchanged, or patents are disregarded. An alternative, and perhaps a middle ground is that of compulsory licensing. Although a seemingly good option, it presents its own problems. For instance, patents are territorial and grant the patent holder a monopoly for a limited time of 20 years. However, based on public needs – including health emergencies, a government can allow others to make the product, usually with a fair royalty, or fee, paid to the patent owner. However, this ends at the border. Article 31 of the WTO’s Agreement on Trade-Related Aspects of Intellectual Property Law, or TRIPS, limit compulsory licenses primarily to domestic production and use. This is also limited to companies within the territory, producing products primarily for export. This of course would make the whole point of such compulsory licenses redundant, since the countries producing such vaccines are not the countries that do not have access to them. The other problem with the COVID-19 vaccine is that the technologies used in producing such vaccines are complex and involve numerous patents, trade secrets and know-how. A compulsory licensing system would need to address not just patents but also the related intellectual property in question. To successfully expand vaccine production, countries need a moderately smooth structure to allow a country such as India, to grant a single, blanket license allowing companies to produce vaccines develop by the U.S. or European companies for export to all countries that lack their own manufacturing capacity. The proposed WTO waiver of intellectual property rights seeks to address the need of improved vaccine production, but it may be little too far stressed. Compulsory licensing would smooth the way for the expansion of vaccine manufacturing whilst at the same time still compensating the right holders.

L’archeologia dell’infanzia è un campo di ricerca molto attuale nel quadro internazionale degli studi dedicati all’antichità e negli anni più recenti ha visto una crescita considerevole anche grazie all’approccio interdisciplinare che arricchisce le indagini archeologiche di prospettive complementari, prime fra tutte quella dell’antropologia fisica e culturale. Il mondo infantile resta tuttavia molto difficile da analizzare per la scarsa visibilità che i bambini hanno in termini archeologici, a causa della fragilità dei resti ossei e della limitata evidenza sul piano sociale e culturale. Occorre allora adottare specifiche metodologie di indagine, capaci di fare emergere le tracce di una componente delle comunità antiche tanto significativa, quanto poco rappresentata a livello funerario. La attenta lettura contestuale dei dati riferibili ai bambini è il necessario presupposto per approdare a corrette ipotesi ricostruttive sulla percezione che ogni popolo aveva dell’infanzia. L’opera affronta il tema per la prima volta in modo sistematico e organico, mappando il fenomeno delle sepolture infantili nell’Italia del primo millennio a.C. Trenta saggi, scritti da circa sessanta studiosi, rendono questo volume la più aggiornata e completa raccolta di dati e di studi sull’archeologia dell’infanzia della penisola nell’età preromana. L’attenzione è rivolta non solo all’ambito sepolcrale, certamente il più ricco di informazioni, ma anche a quelli abitativo e santuariale molto meno noti, per ottenere un quadro conoscitivo il più possibile esteso e articolato. Dopo alcuni saggi che introducono alla riflessione teorica sviluppatasi attorno al tema, la prima parte dell’opera è dedicata ad un caso studio del mondo etrusco, oggetto di un recente progetto multidisciplinare; la seconda parte comprende numerosi contributi sull’Etruria, un territorio per il quale mancava finora una visione d’insieme su tutti i principali centri; la terza parte raccoglie saggi sulle popolazioni dell’Italia antica, offrendo uno straordinario sguardo sul mosaico di culture; infine un saggio finale, che delinea le coordinate culturali e antropologiche del fenomeno, valorizza la ricchezza e la complessità dell’opera. BIRTH costituisce il più completo strumento di conoscenza e di analisi del comportamento dei popoli dell’Italia antica nel trattamento funerario del bambino.
