Texte intégralThis thesis has two purposes. The first is a contribution to theory, to advance in the knowledge of organizational climate and organizational equilibrium in a public sector context. With regards to the first topic, the starting point is that Italy is very oriented to introducing new reforms but often weak in their implementation. Furthermore, the public management literature does not seem to analyze in depth the issues related to values, culture and climate in order to better understand their effective implementation. So we aim at analyzing implemention gap of public reform through the concept of climate for innovation, in relation to implementation effectiveness of Information and Communication Technologies (ICT). With regards to the second topic, we propose the concept of organizational equilibrium in relation with the concept of climate. There are evidences of indirect link between the two constructs, derived for example from social exchange theory and leader-member exchange. So we develop the idea that organizational climate can be used as a proxy to evaluate organizational equilibrium. The second is a contribution to practice where research project is realized (with a practitioners audience) to support the general management, to better understand organizational problems and decide how to solve it, trough an organizational climate analisys.

Texte intégralNatural biodiversity is an important source for humans since ancient times. However, biodiversity is experiencing a dramatic decline and many species are at extinction risk. Climate change and human activity are the main drivers of non-sustainable landscape conservation and management. The opportunity to dampen climate change effects is provided by indigenous species, domesticated in local contexts but are little investigated. In this framework, this PhD thesis aims at developing strategies to valorise natural biodiversity, considering different integrative scientific aspects. The first objective of this thesis is the rediscovery of a traditional African legume, Vigna unguiculata (L.) Walp., and assess its adaptability to stressful conditions typically caused by climate change or undemanding agricultural practices. Moreover, the research for bioactive compounds is an added value to give consciousness of the species potential. For this purpose, exploration of genetic diversity of known legume bioactive compounds, the Bowman-Birk protease inhibitors (BBIs) and appraisal of their nutraceutical properties are the second objectives of the project. A multidisciplinary experimental overview has been applied by integrating different approaches to create a coherent workflow. The demonstration of Vigna unguiculata L. as suitable species for climate change was carried out with a field experiment and subsequent laboratory analyses to evaluate production parameters and metabolic features. The genetic diversity of this species was explored through molecular biology techniques and in silico computational and phylogenetic analyses. The nutraceutical features were established by biochemical procedures and cellular biology by testing compounds on different ageing and cancer models. From the point of view of cultivation needs, it is possible to consider V. unguiculata (L.) Walp. as undemanding in terms of water demand and agronomic practices. This makes this legume suitable for conservation agriculture practices in developing countries and where climate change is having a dramatic impact on indigenous crop. This legume is also an important resource of essential macronutrients and to enhance this species and promote its cultivation globally, we also wanted to focus on the presence of bioactive molecules with direct action on humans. The genetic exploration considered almost 200 accessions and found 13 isoforms of BBI were identified in different wild and cultivated accessions, distributed in the African continent and in other areas of the world. Furthermore, we managed to develop an extraction and purification procedure to isolate single isoforms and characterise them. Our data suggest that V. unguiculata BBIs possess a great natural genetic and biochemical diversity. Moreover, the demonstration of BBI-related bioactivities on different models makes them very promising as a high-value natural compound for human wellbeing. The direct action on different tumour cell lines suggests a possible therapeutic application also in synergy with some drugs (i.e. Cetuximab). This opens opportunities for future research on similar related species and genera, and on the analyses to evaluate the most effective isoforms also in in vivo systems. In conclusion, this PhD project demonstrates that i) bioprospection of local species directed to the search for bioactive molecules represents an important lever for safeguarding; ii) the knowledge of evolution and diversification of the plants of interest is a tool to improve bioprospecting actions and identify molecular variants of bioactive compounds; iii) analyses of functional efficacy of bioactive compounds in in vitro and in vivo systems is a fundamental step to dedicate scientific research to the enhancement of biodiversity in an operational context. This is an essential phase to stimulate private investors and businesses to bring economic and social value and biodiversity conservation.

Texte intégralTo what extent do the increasingly widespread, pervasive and dramatic impacts of climate change, jeopardise the resilience of the universally recognised human rights system? This research aims to discuss climate change challenges and what legal instruments are currently available to guarantee the full protection of fundamental rights in the new climate-altered context. The anthropogenic nature of climate change is a fundamental ground of this research: the relevance of the climate emergency in the current global scenario is in fact documented by decades of scientific evidence and series of accredited data, systematised and disseminated by research entities and international organisations. The review of the large number of available reports and the selection of the most relevant and accredited data constitute the skeleton of solid evidence on which this research is based. Since The Limits to Growth Report in 1972, countless publications have highlighted the dangers posed by the environmental incompatibility of the economic model with the full protection of human rights. Climate change emphasizes such incompatibility and increasingly threatens the enjoyment of most fundamental rights, including the right to life, health, a healthy environment, food, clean water and self-determination. International organisations, including the UN Human Rights Council, have affirmed and recognised that climate impacts have direct and indirect implications on the effective enjoyment of universal rights. For at least two decades, the United Nations, through its agencies, bodies and activities, have been trying to induce member states to coordinate and multiply their efforts to combat climate change to guarantee the protection of climate-related rights. Following the evolution of the human right to a healthy environment, the doctrinal discussion that arose around the emerging need for protection has been oriented towards the reinterpretation of existing cases in the light of current climate profiles. Alongside this effort of re-signification and specification, the push, coming from many sources, for the recognition of a specific "human right to a safe climate" appears very relevant. The theoretical register through which the analytical reading of the process of affirmation of the new demands is presented is that of Political Ecology, which provides an integrated approach to the reading of environmental issues, using elements of analysis borrowed from sociological and anthropological studies, political science, economics and legal science. Such perspective responds to the need to highlight the connections between political, social and economic factors and ecological challenges, paying particular attention to the effects of environmental threats in terms of justice, discrimination, socio-economic impoverishment and the role of social actors. This relationship is particularly relevant for the full understanding of the climate change phenomenon (both in terms of asymmetry of responsibilities and asymmetry of impacts) and for the identification of effective responses to counter the multiple social implications of global warming. The same kind of integrated perspective between environment, rights, vulnerability, social, political and economic factors, although with different origins and aims in principle, has led to the affirmation of the paradigm of first Environmental Justice and then Climate Justice. These notions are based on the observation of an unequal distribution of environmental and climate risks and impacts - which systematically penalises the most vulnerable sectors of the world's population with greater severity - and constitute the theoretical reference for this study. From a more strictly legal point of view, in addition to the reconstruction of the main stages of the international debate on the relationship between human beings and the environment, this research traces the path that led from the affirmation of the concept of sustainable development to the possibility of legally qualifying - and defend in court - the rights of future generations. The focal point of the excursus is the examination - with particular reference to the documents drawn up by UN bodies (Human Rights Council, General Assembly, Special Rapporteurs' Reports, etc.) - of the stratified links between climate change and the protection of human rights, as well as the existence and configurability of a human right to a stable and safe climate. The legal foundations, the contents and the potential in terms of effectiveness of the protection of such a right are widely argued in this study. The declination of the link between human rights and climate change through the recognition of a specific human right to a safe climate becomes stronger also in the light of the importance assumed by the judicial route to climate justice. In the last decade, legal actions in the climate field have become a tool for claiming and asserting the protection of individuals and communities from the impacts of climate change, used by civil society with increasing frequency and capillarity. The aforementioned scientific evidence shows that a drastic and rapid reduction in greenhouse gas (GHG) emissions is essential to avoid an irreversible imbalance in the climate system and to avert the consequences that ensue. Despite the international instruments in place and the existing national regulations, GHG emissions’ reduction has not yet taken place, a sign of the widespread inertia that is incompatible with a timely reversal of climate change. Consequently, this type of legal dispute aims to involve judicial bodies by calling on judges to play an active role in combating global warming. The examination of the theoretical orientations and the in-depth study of the different legal approaches and cultures from the vast and constantly evolving field of climate litigation, carried out by means of an extensive international cases study, traces a comprehensive overview of the new legal field, highlighting its relevance, trends, challenges, legal issues and perspectives. The rethinking of the role of law as a function of the containment of uncertainties about the future posed by climate change appears to be a central perspective to which this study aims to contribute; the basic question to be addressed is whether in a legal system capable of fully reflecting the scope of such urgency, climate inaction can be considered a violation of human rights and with what consequences. In a multi-dimensional climate governance system, climate litigation stands as a new and useful element and constitutes a valuable tool for the realisation of Climate Justice.

Texte intégralRisulta ormai evidente come il cambiamento climatico in atto stia avendo un forte impatto sull’ecosistema alpino. Le popolazioni animali, ed in particolare su gli erbivori possono essere influenzati direttamente, delle variazioni delle temperature ambientali, e indirettamente, dalle alterazioni nella distribuzione e nelle fasi fenologiche della vegetazione. La comprensione delle strategie comportamentali, utilizzate dagli animali per rispondere al cambiamento climatico è particolarmente rilevante per valutare la loro vulnerabilità a tali modifiche, permettendo così di sviluppare azioni di gestione e conservazione efficaci. Questa tesi esamina come le femmine di stambecco Capra ibex (prese come specie modello specializzata all’ambiente alpino di alta quota) variano il loro comportamento spaziale e i ritmi di attività in risposta ai cambiamenti ambientali e climatici, nonché ai vincoli riproduttivi durante il periodo primaverile e estivo. Per raggiungere gli obiettivi della mia tesi, ho utilizzato le localizzazioni raccolte attraverso collari GPS e i dati di attività del sensore di movimento posizionato sui collari di 22 femmine monitorate dal 2010 al 2016 nel massiccio della Marmolada (Alpi nord-orientali). Ho analizzato le variazioni a diverse scale temporali (annuale, intra - stagionale e oraria) del comportamento spaziale e dei pattern di attività delle femmine di stambecco in relazione ai cambiamenti nella disponibilità delle risorse trofiche - produttività (NDVI) e green-up (?NDVI) della vegetazione -, della temperatura ambientale e all’uso dei diversi tipi di habitat. Inoltre, ho valutato il comportamento anti-predatorio confrontato l'uso delle aree di rifugio delle femmine a diverso stato riproduttivo. I risultati dimostrano come le femmine di stambecco abbiano variato l'uso dello spazio, della selezione degli habitat e dei ritmi di attività, in un meccanismo di trade-off, per soddisfare diverse esigenze fisiologiche in risposta alla variazione delle condizioni ambientali, climatiche e al loro stato riproduttivo. Durante la stagione primaverile e estiva le femmine di stambecco hanno risposto al gradiente altitudinale della produttività della vegetazione con uno spostamento verso le quote più alte, per sfruttare la vegetazione nei primi stadi fenologici. Allo stesso tempo, hanno evitato lo stress termico e hanno mantenuto costante l'attività di alimentazione regolando, a scala giornaliera, i ritmi di attività e gli spostamenti altitudinali. Lo studio ha premesso di descrivere come la variazione circadiana e stagionale dell’uso dei diversi tipi di habitat rappresenti una strategia ottimale di uso dello spazio, minimizzando lo stress termico e massimizzando l'acquisizione delle risorse trofiche. Inoltre è stato messo in luce come, durante il periodo riproduttivo le femmine con il piccolo modifichino il loro comportamento spaziale e l’attività di alimentazione, variando altresì l’uso dell’habitat in risposta all'aumento delle esigenze energetiche e delle necessità di protezione dei piccoli, nonché la loro minore capacità di locomozione. I risultati hanno dimostrato come strategie comportamentali che agiscono a diverse scale rappresentano un modo efficace per ottimizzare le esigenze di termoregolazione, l'acquisizione di risorse alimentari e per ridurre il rischio di predazione. Questa tesi arricchisce le conoscenze sull'influenza delle risorse trofiche, del clima e dei vincoli riproduttivi sulle strategie e tattiche comportamentali delle femmine di stambecco. Essa rappresenta il primo tentativo per questa specie, secondo le mie conoscenze, di descrivere queste risposte comportamentali come parte di un complesso trade-off che si verifica a diverse scale temporali, evidenziando una presenza di plasticità comportamentale nelle femmine di stambecco. Tale plasticità comportamentale potrebbe consentire a questa specie di tamponare le variazioni ambientali associate agli attuali cambiamenti climatici.
