The monograph is devoted to the place and role of ecology and environmental safety in ensuring sustainable socio-economic development of society. In the conditions of the forced transition of the economies of the leading countries of the world from an industrial type to a new formation of a green economy aimed at ensuring the preservation of ecological systems and the maximum reduction of damage to the biodiversity of ecological systems, the Russian Federation faces the task of forming a new course of socio-economic development of society focused on the preservation of natural potential and ecology at a level normal for the maintenance of the vital activity of society, flora and fauna in the foreseeable future and in the long term. The role and importance of environmental safety in the system of ensuring the economic security of the state are outlined, the concept of the ideology of "Global Commons" in ensuring sustainable socio-economic development of society is considered, the problems and prospects of the implementation of the program "Green Course of Russia" are analyzed, special aspects of environmental audit, accounting and control, damage assessment in the field of ecology are investigated. Special attention is paid to the forecast of the dynamics of key environmental indicators for the medium term. The main directions of increasing the effectiveness of the mechanism for ensuring environmental safety in a market economy are proposed. Ecological and biodiversity-based monitoring has been marked by an appalling lack of effectiveness and lack of success in Australia for more than 40 years, despite the billions of dollars that are invested in biodiversity conservation annually. What can be done to rectify this situation? This book tackles many aspects of the problem of biodiversity monitoring. It arose from a major workshop held at The Australian National University in February 2011, attended by leaders in the science, policy-making and management arenas of biodiversity conservation. The diversity of participants was deliberate – successful biodiversity monitoring is dependent on partnerships among people with different kinds of expertise. Chapter contributors examine what has led to successful monitoring, the key problems with biodiversity monitoring and practical solutions to those problems. By capturing critical insights into successes, failures and solutions, the authors provide high-level guidance for important initiatives such as the National Biodiversity Strategy, similar kinds of conservation initiatives in state government agencies, as well as non-government organisations that aim to improve conservation outcomes in Australia. Ultimately, the authors hope to considerably improve the quality and effectiveness of biodiversity monitoring in Australia, and to arrest the decline of biodiversity.

Australia’s experience in community-based environmental repair is unique in the world, with no shortage of analysis by bureaucrats, academics and environmentalists. This collection of 17 case studies gives a view from ground level. It includes heroic accounts of families who changed their way of farming and their relationship to the land so significantly they found they could stop hand-feeding stock during a drought and see the bush coming back. It describes the experience with ‘bush tenders’, which were oversubscribed, as farmers competed with each other for stewardship payments to manage their grazing lands for endangered ground-nesting birds as well as beef and wool. And it tells of a group of wheat growers who plant patches of grassland for beneficial insects that save them tens of thousands of dollars a year in pesticide bills. The case studies arose from a meeting of 250 farmers, foresters and fishers from all Australian states, who met in Launceston as guests of the community group Tamar Natural Resource Management to reflect on the question: ‘Is it possible to be good environmental managers and prosper in our businesses?’ As well as tales of environmental hope, there are also messages about the limits of duty of care, the need to share the costs of achieving society’s expectations, and the possibility of learning from unlikely places. Biodiversity: Integrating Conservation and Production includes the seven ‘Tamar Principles’, distilled by the delegates from the meeting for those on the front line.

The world’s oceans constitute a single, interconnected planetary system, and their effective protection, therefore, demands an integrated approach. Yet, the decentralized nature of the international legal order means that the challenges for coordination are immense. Chapter 10 explains the difficulties of developing a coherent and comprehensive legal framework for the protection of the marine environment, with a particular focus on the challenges of promoting multipurpose marine protected areas in light of the proliferation of sectoral regulatory regimes. The chapter then assesses the possible mechanisms for promoting coordination between relevant treaties. Both top-down global coordination of environmental protection and bottom-up cooperation are considered. The prospects for this issue to be addressed through the ongoing negotiations on a new legally binding instrument for the conservation of marine biodiversity in areas beyond national jurisdiction are also taken into account.

This chapter critically evaluates the likelihood that planet Earth will cross one or more global environmental tipping points, resulting in a degraded state that would be difficult to reverse. Ecological tipping points occur when components of a system change rapidly due an initial forcing that is amplified by positive feedbacks, resulting in a regime shift. The chapter examines the evidence in support of biological and geophysical boundaries that clearly delimit a “safe operating space” for people and biodiversity. For individual ecosystems, abrupt state transitions have been documented. However, apart from the climate system, there is scant evidence (or theoretical justification) to support the view that global aggregates like biodiversity, chemical cycles, or resource extraction have planetary thresholds that define the boundaries of a global safe operating space. Acknowledging the absence of clear evidence for thresholds or boundaries at the global level does not diminish the seriousness of anthropogenic impacts. It does, however, imply that local-scale mitigation actions will be most effective.

Mediterranean-type climate (MTC) regions are highlighted in several global analyses of conservation risk and priorities. These regions have undergone high levels of habitat conversion and yet of all terrestrial biomes they have the second lowest level of land protection. With transformation pressures set to continue (Chapter 8), planning for a sustainable conservation future in MTC regions is therefore essential. Conservation activities are represented by a variety of philosophies and motives, partially driven by the underlying differences in transformation drivers and sociopolitical contexts across MTC regions. These activities include investment in, and best-practice management of, protected areas (land sparing), an interdisciplinary focus on integrated management of production landscapes (land sharing; stewardship), as well as ecological restoration to increase habitat, improve connectivity, and provide a hedge against the impacts of future climate change. These responses need to be applied in a strategic, synergistic manner to minimize future biodiversity loss.
