Two topics receiving much attention in design of forest policy and management in Nepal are conservation of biodiversity and participation of forest-local people. Government officials, forest users and development workers are all involved in shaping policy for the management of forest for biodiversity and other values. It is therefore crucial to understand the different viewpoints about biodiversity among these stakeholders. This paper is derived from a broad case study on the views of various stakeholders in community forestry in Nepal, but is focused on understanding the views of policy-level government officials in regards to biodiversity conservation. Using a grounded theory approach, qualitative data were collected on two field visits in 2002–2003 to the study area. The results of interviews with officials indicate diverse perspectives in interpreting biodiversity conservation. These include perceptions of forest users' understanding about diversity, and strong beliefs about definition of biodiversity and about dependence of users on forest for their livelihood. Implications of the results include an obvious need for better understanding by staff at various levels of government and other agencies involved in community forestry, of the different concepts and views held about biodiversity conservation. A broader understanding among officials of biodiversity and deeper knowledge of other's views on biodiversity conservation could help in designing and implementing policies and programs in the context of community forest management. PurposeThis research seeks to explain how a national government becomes capable of constructing an account of its biodiversity performance that is aimed at enabling formulation of policy in pursuit of SDG 15: Life on Land.Design/methodology/approachThe research examines a case study of the construction of the UK government's annual biodiversity report. The case is analysed to explain the process of framing a space in which the SDG-15 challenge of halting biodiversity loss is rendered calculable, such that the government can see and understand its own performance in relation to this challenge.FindingsThe construction of UK government's annual biodiversity report relies upon data collected through non-governmental conservation efforts, statistical expertise of a small project group within the government and a governmental structure that drives ongoing evolution of the indicators as actors strive to make these useful for policy formulation.Originality/valueThe analysis problematises the SDG approach to accounting for sustainable development, whereby performance indicators have been centrally agreed and universally imposed upon all signatory governments. The analysis suggests that capacity-building efforts for national governments may need to be broader than that envisaged by the 2030 Agenda for Sustainable Development.

The continued growth of human populations and of per capita consumption have resulted in unsustainable exploitation of Earth’s biological diversity, exacerbated by climate change, ocean acidification, and other anthropogenic environmental impacts. We argue that effective conservation of biodiversity is essential for human survival and the maintenance of ecosystem processes. Despite some conservation successes (especially at local scales) and increasing public and government interest in living sustainably, biodiversity continues to decline. Moving beyond 2010, successful conservation approaches need to be reinforced and adequately financed. In addition, however, more radical changes are required that recognize biodiversity as a global public good, that integrate biodiversity conservation into policies and decision frameworks for resource production and consumption, and that focus on wider institutional and societal changes to enable more effective implementation of policy.

Federal and provincial governments of Canada recently signed onto a Pan-Canadian Approach to Transforming Species at Risk Conservation. The approach is based on collaboration among jurisdictions and stakeholders to enhance multiple species and ecosystem-based conservation in selected biodiversity hot spots. In this review paper, we focus on one of the biodiversity hot spots—the South of the Divide area in the province of Saskatchewan—to propose appropriate mechanisms to incentivize stewardship on agricultural Crown lands. Through a focused review and synthesis of empirical studies, we propose a range of policy instruments and incentives that can help deliver multi-species at risk conservation on Crown agricultural lands in Saskatchewan. We outline a range of policy instruments and incentives that are relevant to conservation on Crown agricultural lands and argue that a portfolio of options will have the greatest social acceptability. More germane is the need to foster collaboration between the government of Saskatchewan, other provincial/territorial governments, and the federal government, nongovernmental organizations, and land managers. Such collaboration is critical for enhanced decision-making and institutional change that reflects the urgent call for creating awareness of species at risk policies, building trust, and leveraging the local knowledge of land managers for conservation.

Purpose – The purpose of this paper is to critically explore the historical background and current approach of the most common statutory instrument to maintain green landscapes in private residential gardens in cities and townships in suburban New South Wales (NSW), Australia. Design/methodology/approach – The narrative presents a transdisciplinary study. While its emphasis is on law and town planning, it also encompasses local government and legal history while touching upon environmental management and ecological science. This panoply of areas reflects the sheer complexity of the topic. While the presentation is initially descriptive, it moves on to a critique of the NSW Government's recent statutory approach. Findings – The paper demands that further attention must be paid to improving the design and architecture of statutory plans and underlying policies to not only improve urban biodiversity but also retain, as far as practicable, the visual beauty of the suburban landscape. This means reliance on local government to devise their own acceptable approaches. Flexibility rather than rigidity is warranted. Originality/value – The amount of scholarly material on this topic is relatively rare. The majority of information relies on excellent on-ground research and experience on the part of local experts, namely council employees and consultants. Academic and practical material must be drawn together to improve biodiversity conservation at both the local and regional spheres.

It is now just a bit more than six months to the inaugural meeting of the Australasian region of SCB ?The Biodiversity Extinction Crisis, a Pacific and Australasian Response?, which will be held July 10?12 2007 at the University of New South Wales, Sydney. This conference faces the major problems for biodiversity conservation in our region, existing and potential solutions and links to the global biodiversity initiatives. There will be five major themes: (I) Regional challenges (particular issues for our part of the world); (2) Managing threatening processess of universal importance; (3) Case studies of conservation in action, including biodiversity monitoring and assessment; (4) Conservation science and policy; and, (5) Conservation science and the community (non-government organizations, indigenous people). With Australian governments finally awakening to the reality of global warming and its consequences for Australasia, this meeting has the potential to make a significant impact on regional conservation. The IUCN (International Union for Conservation of Nature) as international system for biodiversity conservation stated that all botanical garden should conserve endangered biodiversity. In this context, the IUCN publish the IUCN’s Red List every year; in the year 2021 for example only around 35,765 species or 28% out of 75% conserved in ex-situ conservation or botanical garden. Indonesia has been developed further the notion through Presidential Decree No. 93/2011 that accommodated Target 8 of the Global Strategy for Plant Conservation (GSPC). Target 8 stated that at least 75 per cent of threatened plant species in ex- situ collections, preferably in the country of origin, and at least 20 percent available for recovery and restoration programs. From previous study, two out of six botanical gardens managed by the Government implemented the Target varied. Therefore, it is necessary to evaluate others including The Cibinong Science Center Botanical Garden (CSCBG). The study used qualitative method combined with policy approach through interview and observation with Miles and Hubermen approach for analysis. The result shows that the Gardens has not accommodated the policy yet, however the Garden has introduced technology with more than 6.000 species equipped with barcode. The collection is mainly Indonesia tropical plants specifically flora at lowland. Therefore, to strengthening policy of ex-situ conservation in the CSBG needs further policies: (a) coordination among and within related actors, (b) integration of biodiversity conservation into socio-economic sectors, (c) adequacy and sufficiency of funds, and (d) governance and stakeholder participation.

Reflections on the history of and prognosis for reversing biodiversity in Aotearoa New Zealand are provided from the perspective of a 40-year involvement in terrestrial ecology and its interface with central and local government policy development and implementation. The emerging favourable policy framework, continuing growth of iwi-and community-led conservation, and a shift to regional-scale restoration give cause for optimism. But reversal of biodiversity decline over still greater areas is required, alongside an in-perpetuity commitment to management that enhances indigenous biodiversity.

The unique biodiversity of the Sundarbans is threatened by a number of factors, many of which are the direct or indirect result of market failures. Past governmental interventions aiming at protecting biodiversity have been ineffective, while other government efforts have directly or indirectly led to ecosystem degradation. In order to address these challenges, new governmental interventions are needed, particularly those that have the potential to mitigate market failures and address policy failures. This paper discusses how institutional and market failures, particularly the failure to capture the value of biodiversity as a 'public good', are the key drivers of biodiversity loss in the Sundarbans region of India. It argues that policy interventions to address these failures, as well as other measures that foster the development of markets that recognize the economic value of biodiversity, are a crucial tool for conserving and promoting the sustainable use of the Sundarbans' biodiversity. After describing the study area, a novel integrative development model, the potential for sustainable provision of private, public goods, and ecosystem services and the factors threatening them, the paper concludes with four policy suggestions that may assist in enabling biodiversity conservation and sustainable use in the Sundarbans.

From 22 to 25 May, the Conservation Forum of the European Association of Zoos and Aquaria was a venue for discussing conservation research, education and interventions, from the scale of villages to global policy.

The problem of biodiversity loss has been raised as a significant global issue for several years. There have been many significant attempts to cooperate at an international level. The Convention on Biological Diversity (CBD) was launched as a mechanism for multinational cooperation for global biodiversity conservation at international policy level among the signatory parties. Despite the formulation of the CBD, biodiversity policy has suffered in its framework, institution and practices. Biodiversity has continued being destroyed at a rapid rate. Previous research on biodiversity policy evaluation studied only some parts of the policy cycle but did not point out the strengths and weaknesses clearly leading to difficulties in holistic policy cycle of both formulation and implementation. This thesis evaluates effectiveness of biodiversity policy in Thailand as a signatory nation of CBD, principally in Indo-Burma and Sundaland biodiversity hotspots. They are important as a reservoir of the richest but most threatened plants and animals. While biosphere reserve has been established to allow locals utilising biodiversity as well as conservation, biodiversity threats have continuously been found. The policy was formulated and implemented to conserve them. The research was conducted to address this gap by thoroughly investigating the policy cycle in the development, implementation and evaluation of biodiversity policy, which truly reflecting political, socio-economic, cultural and environmental contexts. Thailand was taken as a case study and within this, three culturally diverse geographic locations were selected: North, Northeast and South biosphere reserves reflecting different ecosystems and cultures. This offered a detailed and complex analysis of development and implementation of the biodiversity policy throughout Thailand. An inductive approach and qualitative methods were applied using in-depth semi-structured and unstructured interviews with policy makers, decision makers, as well as focus groups with local stakeholders through the application of culturally sensitive policy evaluation methods. The findings suggested that biodiversity policy implementation failed in Thailand and policy formulation had a low level of participation from the locals. Local stakeholders demonstrated little engagement with the need for biodiversity information from the government. Bureaucrats, decision makers and policy developers also shared little enthusiasm for initiating effective policy. It is important that awareness raising and education enhancement, particularly with children so that they will learn from early age. At local level, the policy must be carefully implemented to engage local stakeholders in biodiversity conservation. It is significant that biodiversity policy will be effective if it applies a bottom-up approach and requires grassroots participation. The recommendations for biodiversity policy, in the long term, the government should take into account local views towards national policy and bring this to the international level to achieve sustainable biodiversity conservation. Thus, it offers new insights into the success or failure of biodiversity policy in developing countries that was affected by cultural factors which must be taken into account during the entire policy cycle by the international community.

The Kruger National Park (KNP) management has recently made considerable progress in enacting new policies to address biodiversity conservation and management challenges. However, the interlinkages among the new policies to support biodiversity conservation and management have not been evaluated, particularly the principles and approaches, and how these interact in terms of policy decision-making at the economic and political levels. This study seeks to evaluate the interlinkages among the new policies and how they affect one another, as an avenue to promote a more integrated and comprehensive policy implementation. These policies include the tourism policy, the elephant management policy, and the water provision policy. At policy-making level, the integration of these three policies enhances the possibilities for balancing and controlling the pressures exerted on environmental resources. At the implementation level, it offers a framework for the coordination of the interventions of the policies in space so as to recognise and capitalize on their synergies. Given the inevitably multifarious and departmentalized nature of policy formulation in the KNP, there is a need for the analysis of interlinkages amongst policies. The conceptual framework underpinning this study derives much from Briassoulis’ (2004) policy integration. The research utilizes both qualitative and quantitative research methods, and focuses on selected camp sites within the Park. The findings indicate that current procedures for tourism policy-making and implementation are weak, and little is done by way of impact assessment. This has been attributed to the lack of capacity at the KNP. The findings also reconfirm that policy-making is too fragmented. As a result, policy coordination and cooperation among park managers is weak. This study suggests that an environmental policy integration approach can lead to improved policy-making and implementation. Informed by the data collected from interviews, questionnaires and document analyses, a management framework has been developed to demonstrate how an integrated approach to Environmental Policy Integration (EPI) or management can help sustain the practice of wildlife tourism and support biodiversity conservation. It is concluded that greater realisation of integrated policy-making and implementation in the KNP can be achieved by establishing a formal coordinating office. However, a special feature of KNP policy-making is its widespread consultation system that can provide a fertile ground for enhancing EPI.

The cooperation of developing countries is commonly assumed to be essential for the establishment of effective regimes to manage global environmental interdependence. Yet their policies and perceptions have been inadequately studied. This thesis seeks to partially fill this gap in the literature with a detailed analysis of Indian policy on global environmental issues. It examines the cases of ozone depletion, climate change, and loss of biodiversity, and discusses developments up to the 1992 Earth Summit. The study addresses four broad questions about Indian policy: the process of policy making; the character of Indian interests and preferences; the nature and evolution of India's bargaining strategy; and the outcome of international negotiations for India. It reveals a complex picture of continuity and change in Indian policy. It demonstrates the enduring importance of traditions and values such as the "poverty is the greatest polluter" orthodoxy and the concepts of sovereignty, equity and Third World solidarity. It also highlights the impact of perceptions of vulnerability in relation to the North. It argues that Indian policy did not reflect purely powermaximising goals; policy makers were sometimes uncertain about where India's interests precisely lay, and felt constrained both by economic weakness and by the recognition of the mutual interest of all states in global environmental protection. This was reflected in the moderation in India's bargaining strategy. The Indian case suggests that developing countries did not regard their cooperation in the resolution of global environmental issues purely as a bargaining chip with which to extract concessions from the North. Still less did they perceive these issues as providing an opportunity to pose a macro-challenge to the North, linking agendas across issue areas. Instead, their goals reflected perceptions of constraints and mutual interests in bargaining with the North. Their bargaining strategy thus tended to be moderate and flexible, unlike the confrontational approach of the 1970s.

This thesis examines the influence of contemporary approaches to biodiversity conservation on conceptions of state sovereignty over natural resources. Traditional approaches to state sovereignty have emphasized the right of states to exploit natural resources. Contemporary approaches to biodiversity conservation, however, have given rise to a more flexible and dynamic understanding of state sovereignty over natural resources: one encompassing sovereign rights of exploitation along with corresponding conservation responsibilities. Founded upon this premise, the thesis focuses on the emergence of a 'balanced' approach to state sovereignty over natural resources and examines its effects on the role of states in managing natural resources. While addressing it as the basis of the emergence of the recognition of a duty of environmental protection, inter alia, in the form of biodiversity conservation and sustainable use of biological resources, the author suggests that the balanced approach to state sovereignty has been instrumental in redefining the role of states, and the role of the sovereignty principle itself in achieving the goal of biodiversity conservation.

This thesis comprises a critical review of the role of Local Government in the conservation of biological diversity (or ‘biodiversity’). Whilst the vast majority of the text relates to NSW, much of the broader commentary may extend to other Australian jurisdictions. The nub of the thesis is that despite the rhetoric in key documents – including the National Strategy for the Conservation of Australia’s Biological Diversity, the NSW Biodiversity Strategy, the National Local Government Biodiversity Strategy and various plans and policies made at the municipal level – the outlook is grim without fundamental policy, legal and fiscal change. The topic is huge but crucial to any person concerned about the mammoth decline of biodiversity in Australia. Whilst being intrinsically transdisciplinary in nature, the thesis attempts to contribute to the ‘new production of knowledge’.¹ It raises issues, problems, ideas and recommendations. The work is based on: • A literary search until 2001. The long gap between this date and thesis submission is due to a severe illness suffered by the author, which arose in late Dec 2001.² • Empirical research into: o nine 1998/1999 ‘state of environment’ reports prepared for by councils located roughly in or around the ‘NSW South-western Slopes’ bioregion that is recognised for the extremely limited extent of remnant native vegetation; o conservation related clauses in all gazetted ‘comprehensive’ Local Environmental Plans - i.e. those applying to entire Local Government areas - prepared by councils between 1995 and 2000 inclusively and which remain in force; • Personal discussion with various officials and onlookers directly involved in, or concerned about, biodiversity conservation at the municipal level. Brief summaries of each chapter are provided herein. The introduction initiates discussion on (i) the meaning of ‘biodiversity’, including its shift from a scientific concept to a populist expression, (ii) the position of councils in Australian government and (iii) the significance of biodiversity conservation at the local sphere. It also introduces two related concepts that are met throughout the thesis, which arguably erode council conservation capability: Local Government’s ‘historical and cultural baggage’ and the ‘ratepayer ideology’. The following three chapters provide the ‘historical and institutional’ context. Chapter Two focuses on changing societal perspectives towards the biophysical environment, together with resultant statutory and environmental trends that have paralleled the advancement of Local Government. Chapter Three traces the history of NSW Local Government, demonstrating its entrenchment in the political landscape. It examines major changes, especially functional expansion and managerial reform. Chapter Four scrutinises a particular aspect of municipal experience, namely top-down and bottom-up cooperation between neighbouring councils. This chapter adds consideration of state appointed regional bodies that may arguably sideline Local Government. The regional context is fundamental to environmental management due to the inappropriateness of many council boundaries. The next three chapters concentrate on legislative and financial detail. Chapter Five reviews the Local Government Act 1993 (NSW), which provides wide service powers, limited regulatory opportunity and special requirements for council-owned land. Chapter Six explores the land-use planning system under the Environmental Planning and Assessment Act 1979 (NSW), especially the ongoing influence of its urban background. It raises the perennial influence of ‘developmentalism’ in the determination of applications for development, which directly benefits property interests. Recent statutory change, especially in relation to ‘threatened species’ law, may do little more than support informed habitat destruction. A closely related matter is funding, as discussed throughout Chapter Seven. The issue goes beyond insufficiency. It is argued that Local Government’s primary financial source - i.e. rating, a property tax - works against biodiversity conservation. Not only is there no policy rationale to support rating in the conservation context but the system can provide a ‘perverse incentive’ to rural landholders to clear their lands. This problem is exacerbated by the type of valuation and differential rates. The system demands major overhaul, including consideration of increased conditional Commonwealth funding. The following two chapters relate to attitudes towards the biophysical environment that are popular amongst the general community. Chapter Eight considers the provision of vegetated, passive recreational open space whilst Chapter Nine deals with securing and enhancing local amenity. These approaches, however, can be directly inconsistent with biodiversity conservation. Parochial ‘green’ desires of local constituents can lead to environmental damage. Notwithstanding this, Chapter Ten provides some impressive examples of Local Government supporting biodiversity conservation. But these are isolated and rely on committed individuals. Whilst the pervasive prospect throughout this thesis is one of gloom, the concluding chapter builds on previous discussion by presenting ideas and recommendations to improve the role of Local Government in conserving biodiversity. It emphasises the need for regional approaches, improved funding mechanisms and fresh visions. Councils with bigger areas, supported by community structures to maintain ‘grass roots’ public participation, together with massive change to Local Government funding, may provide a desirable path for municipal reform and retention of Australia’s precious biodiversity. The law discussed throughout this work stands at 1 Jan 2003. Major changes since then are noted in the Postscript.¹ See ch 1 at 2.² On 31 Dec 2001, after hospitalisation for 9 days, the author was diagnosed as suffering from a malignant brain tumour, known as astrocytoma. It was removed in 2002, followed by heavy radiotherapy and chemotherapy, and a long period of torpor during which I lived the life a cat, sleeping for over twelve hours per day. I returned to this thesis in July 2002, then spending about 30 minutes per day which expanded over time, and recommenced part-time academic work in 2003. I am now convinced that I have left the cancer behind, being one of the fortunate 20% of astrocytoma sufferers to survive, supported by a medical team of professional excellence.

This study evaluates the effectiveness of the ecological ICMS (ICMS-e) in the Brazilian Amazon, an intragovernmental transfer for incentivizing biodiversity conservation. Tax funds are passed from state governments to municipalities in proportion to the amount of protected area within their borders; biological reserves, sustainable use areas, and indigenous lands are all considered. Econometric analysis using a fixed effects model found that the policy had little positive effect on increasing protected areas compared to the significant negative influence of poor land tenure, agricultural influences, and lack of monitoring for illegal deforestation. However, the policy may increase municipal governments' acceptance of and support for protected areas, especially if combined with institutional support.

AbstractWicked problems and robust debates abound in environmental policy at local, national and global levels. Over several decades, governments have responded with policies to mitigate industrial pollution, slow the rapid depletion of scarce natural resources and protect biodiversity and ecological systems. The precautionary principle has been invoked to seek thorough assessment of environmental risks before approving economic development projects and technological innovations that might damage ecological assets and human health. Scientific researchers and community groups have lobbied for strong measures to protect biodiversity and promote resilient eco-systems. Resistance to reform has generally been led by conservative parties, corporate media networks and large business firms in traditional industry sectors. Policies for environmental protection have been developed by most national governments, in conjunction with international agreements that encourage collective action. The toolkit of policy instruments has expanded, including regulatory standards and market-based incentives. The role of scientific expertise in providing policy advice on environmental issues has been vital, but controversial. The chapter explores how science interacts with other sources of knowledge and opinion among practitioners and stakeholders. Climate change policy is analysed as an example of interconnected wicked problems, along with brief references to other environmental issues.

Two major aims of the previous basic plan (1. conservation of water quality, 2. conservation of natural landscape) were reformed to broaden four new major aims (1. conservation and restoration of coastal environment, 2. conservation and appropriate management of water quality, 3. conservation of natural and cultural landscapes, 4. sustainable utilization of fish resources) in the revised basic plan. Historically, environmental management policy of the Seto Inland Sea had firstly made emphasis on water pollution control such as total pollution load control (TPLC). However, this kind of passive conservation policy is gradually being sifted recently to active conservation such as Satoumi which includes restoration of biodiversity, biological productivity, habitat and well balanced nutrient cycle between land and sea. Holistic approaches such as integrated coastal management (ICM), ecosystem-based management (EBM) and adaptive management were incorporated into new policy in Japan. These clear changes of management policies of the Seto Inland Sea will make change more detailed policy of every related prefecture and hence will promote Satoumi activities in near future.

“Sustainable Development” is now a widely accepted concept, yet there are surprisingly few concrete examples of it in practice. The pipeline industry operates at broad landscape and regional levels, and now has the opportunity to provide a strong lead in showcasing how society can benefit from major new energy pipelines while not significantly compromising natural and cultural values. To achieve this requires adoption of a fundamental proactive, ecosystem-based principle — the “Conservation First Principle”. In Canada this principle, first stated by Hummel [1], is that “there should be no new or expanded large-scale industrial development until a network of protected areas is reserved which adequately represents the natural region(s) affected by that development”. This approach is not new (e.g., the 1992 commitment by all levels of Canada’s governments to complete such protected areas networks), but it is more urgently needed now in an energy-rich frontier nation like Canada to truly safeguard our natural and cultural values while developing new energy corridors. It is a precautionary approach, akin to an insurance policy we would all be familiar with at a personal level. By identifying key natural habitats in each natural region (areas of similar bio-physical characteristics — there are 486 terrestrial natural regions in Canada), and using sophisticated GIS-based gap analysis, working with local communities, industry and governments, a network of protected areas can be identified and then reserved for legal protection. This network then adequately protects a representative sample of habitats, biodiversity and ecosystem processes in each natural region before or simultaneous with development proposals and approvals. The development of natural gas reserves in the Mackenzie Valley provides all stakeholders with a timely high-profile opportunity to showcase this balanced approach. The NWT’s Protected Areas Strategy provides the widely-supported community-led process to identify and then reserve key cultural and ecological areas in tandem with gas pipeline development. Investors, industry, governments, local communities and the general public all seek the greater certainty and security that such advance planning and balancing provides. The knowledge that certain key areas are off-limits to future development, and that other areas (the largest portion of each natural region) are assigned for sensitive industrial development, sets the stage for a more secure, stable future, in which all values are accommodated satisfactorily. In the push for greater energy security, the pipeline and oil and gas industry should now embrace the Conservation First Principle in energy developments across Canada’s lands and oceans, most immediately as it plans for a major gas pipeline in the Mackenzie Valley.

Faced with growing environmental threats, governments and the international community have sought ways to halt biodiversity loss and ecosystem degradation and realize global climate and development priorities. Today, expanding the global network of protected areas is a key approach for achieving the goals of the Convention on Biological Diversity (CBD), the 2030 Agenda for Sustainable Development, and the Paris Agreement on climate change. But human pressure is increasing in and around protected areas, and far from improving the lives of those affected by the growing number of conservation initiatives, land and forest sequestration through “fortress” conservation approaches is creating chronic patterns of abuse and human-rights violations. In a context where many protected areas are underfunded and therefore limited in their capacity to deliver climate or biodiversity outcomes, the push for still more and even larger parks and conservation areas only stands to exacerbate the existing funding gap and the potential for injustice. Yet, despite widespread poverty and insecure resource rights, evidence shows that Indigenous Peoples and local communities are nevertheless spending their limited resources on conservation efforts and achieving outcomes that are at least equivalent to those of government-funded protected areas. As this brief shows, there is an urgent need to replace the fortress-conservation model with rights-based approaches to both improve conservation outcomes and end human-rights abuses committed in the name of conservation.

Marine Protected Areas (MPAs) are widely used as place-based protective measures for restoring and safeguarding marine biodiversity. When ecological connectivity is taken into account during design and management, the results can lead to more effective and resilient MPAs and MPA networks. This publication provides 13 ‘Rules of Thumb’ to support more consistent efforts by MPA managers and marine conservation professionals to implement connectivity conservation and better measure progress towards global conservation targets. These purpose-built tools are intended to inform more effective management and protection of oceans and coasts by covering a diversity of science and policy issues. They can also be used to progress system-based marine conservation as an essential component of national, transboundary, and global policies that establish greater connectivity across borders and at larger scales.

This deliverable presents results from a workshop that explored how oceanbased NETs should be governed to best confront these challenges and integrate international climate targets as well as global goals for ocean and biodiversity conservation, in addition to global ambitions towards sustainable development. The workshop is part of research undertaken by Task 2.2 to assess how ocean-based NETs are addressed by the current global ocean governance framework and develop governance scenarios and recommendations to policy makers for a “good governance” of NETs in the ocean.

Highly imperiled Oregon white oak ecosystems are a regional conservation priority of numerous organizations, including Oregon Metro, a regional government serving over one million people in the Portland area. Previously dominant systems in the Pacific Northwest, upland prairie and oak woodlands are now experiencing significant threat, with only 2% remaining in the Willamette Valley in small fragments (Hulse et al. 2002). These fragments are of high conservation value because of the rich biodiversity they support, including rare and endemic species, such as Delphinium leucophaeum (Oregon Department of Agriculture, 2020). Since 2010, Metro scientists and volunteers have collected phenology data on approximately 140 species of forbs and graminoids in regional oak prairie and woodlands. Phenology is the study of life-stage events in plants and animals, such as budbreak and senescence in flowering plants, and widely acknowledged as a sensitive indicator of environmental change (Parmesan 2007). Indeed, shifts in plant phenology have been observed over the last few decades as a result of climate change (Parmesan 2006). In oak systems, these changes have profound implications for plant community composition and diversity, as well as trophic interactions and general ecosystem function (Willis 2008). While the original intent of Metro’s phenology data-collection was to track long-term phenology trends, limitations in data collection methods have made such analysis difficult. Rather, these data are currently used to inform seasonal management decisions on Metro properties, such as when to collect seed for propagation and when to spray herbicide to control invasive species. Metro is now interested in fine-tuning their data-collection methods to better capture long-term phenology trends to guide future conservation strategies. Addressing the regional and global conservation issues of our time will require unprecedented collaboration. Phenology data collected on Metro properties is not only an important asset for Metro’s conservation plan, but holds potential to support broader research on a larger scale. As a leader in urban conservation, Metro is poised to make a meaningful scientific contribution by sharing phenology data with regional and national organizations. Data-sharing will benefit the common goal of conservation and create avenues for collaboration with other scientists and conservation practitioners (Rosemartin 2013). In order to support Metro’s ongoing conservation efforts in Oregon white oak systems, I have implemented a three-part master’s project. Part one of the project examines Metro’s previously collected phenology data, providing descriptive statistics and assessing the strengths and weaknesses of the methods by which the data were collected. Part two makes recommendations for improving future phenology data-collection methods, and includes recommendations for datasharing with regional and national organizations. Part three is a collection of scientific vouchers documenting key plant species in varying phases of phenology for Metro’s teaching herbarium. The purpose of these vouchers is to provide a visual tool for Metro staff and volunteers who rely on plant identification to carry out aspects of their job in plant conservation. Each component of this project addresses specific aspects of Metro’s conservation program, from day-to-day management concerns to long-term scientific inquiry.

Marine protected areas (MPAs) are increasingly established worldwide to protect and restore degraded ecosystems. However, the level of protection varies among MPAs and has been found to affect the outcome of the closure. In no-take zones (NTZs), no fishing or extraction of marine organisms is allowed. The EU Commission recently committed to protect 30% of European waters by 2030 through the updated Biodiversity Strategy. Importantly, one third of these 30% should be of strict protection. Exactly what is meant by strict protection is not entirely clear, but fishing would likely have to be fully or largely prohibited in these areas. This new target for strictly protected areas highlights the need to evaluate the ecological effects of NTZs, particularly in regions like northern Europe where such evaluations are scarce. The Swedish NTZs made up approximately two thirds of the total areal extent of NTZs in Europe a decade ago. Given that these areas have been closed for at least 10 years and can provide insights into long-term effects of NTZs on fish and ecosystems, they are of broad interest in light of the new 10% strict protection by 2030 commitment by EU member states. In total, eight NTZs in Swedish coastal and offshore waters were evaluated in the current report, with respect to primarily the responses of focal species for the conservation measure, but in some of the areas also ecosystem responses. Five of the NTZs were established in 2009-2011, as part of a government commission, while the other three had been established earlier. The results of the evaluations are presented in a synthesis and also in separate, more detailed chapters for each of the eight NTZs. Overall, the results suggest that NTZs can increase abundances and biomasses of fish and decapod crustaceans, given that the closed areas are strategically placed and of an appropriate size in relation to the life cycle of the focal species. A meta-regression of the effects on focal species of the NTZs showed that CPUE was on average 2.6 times higher after three years of protection, and 3.8 times higher than in the fished reference areas after six years of protection. The proportion of old and large individuals increased in most NTZs, and thereby also the reproductive potential of populations. The increase in abundance of large predatory fish also likely contributed to restoring ecosystem functions, such as top-down control. These effects appeared after a 5-year period and in many cases remained and continued to increase in the longer term (>10 years). In the two areas where cod was the focal species of the NTZs, positive responses were weak, likely as an effect of long-term past, and in the Kattegat still present, recruitment overfishing. In the Baltic Sea, predation by grey seal and cormorant was in some cases so high that it likely counteracted the positive effects of removing fisheries and led to stock declines in the NTZs. In most cases, the introduction of the NTZs has likely decreased the total fishing effort rather than displacing it to adjacent areas. In the Kattegat NTZ, however, the purpose was explicitly to displace an unselective coastal mixed bottom-trawl fishery targeting Norway lobster and flatfish to areas where the bycatches of mature cod were smaller. In two areas that were reopened to fishing after 5 years, the positive effects of the NTZs on fish stocks eroded quickly to pre-closure levels despite that the areas remained closed during the spawning period, highlighting that permanent closures may be necessary to maintain positive effects. We conclude from the Swedish case studies that NTZs may well function as a complement to other fisheries management measures, such as catch, effort and gear regulations. The experiences from the current evaluation show that NTZs can be an important tool for fisheries management especially for local coastal fish populations and areas with mixed fisheries, as well as in cases where there is a need to counteract adverse ecosystem effects of fishing. NTZs are also needed as reference for marine environmental management, and for understanding the effects of fishing on fish populations and other ecosystem components in relation to other pressures. MPAs where the protection of both fish and their habitats is combined may be an important instrument for ecosystembased management, where the recovery of large predatory fish may lead to a restoration of important ecosystem functions and contribute to improving decayed habitats. With the new Biodiversity Strategy, EUs level of ambition for marine conservation increases significantly, with the goal of 30% of coastal and marine waters protected by 2030, and, importantly, one third of these areas being strictly protected. From a conservation perspective, rare, sensitive and/or charismatic species or habitats are often in focus when designating MPAs, and displacement of fisheries is then considered an unwanted side effect. However, if the establishment of strictly protected areas also aims to rebuild fish stocks, these MPAs should be placed in heavily fished areas and designed to protect depleted populations by accounting for their home ranges to generate positive outcomes. Thus, extensive displacement of fisheries is required to reach benefits for depleted populations, and need to be accounted for e.g. by specific regulations outside the strictly protected areas. These new extensive EU goals for MPA establishment pose a challenge for management, but at the same time offer an opportunity to bridge the current gap between conservation and fisheries management.
