L'obiettivo di questa tesi è seguire le esperienze di vita al tempo dell'emergenza climatica e come, nelle situazioni particolari della città di Milano, si cerca di rispondere ad essa. Per seguire queste risposte in termini empirici abbiamo dato priorità a diversi spazi - tra il 2018 e il 2021 - in cui si sono sperimentate nuove socialità aperte a un'agenzia più che umana: la foresta urbana, l'attivismo climatico e le pratiche di rigenerazione sono state considerate come risposte particolari alle sfide climatiche attuali. La nostra tesi mostra che è necessario osservare le particolarità di queste risposte, senza assumere che ci sia un consenso su come il cambiamento climatico possa essere generato come un problema comune. Le diverse modalità di risposta evidenziano l'esistenza di situazioni problematiche in cui molteplici aspetti della vita collettiva urbana sono messi in discussione e criticati. I conflitti che emergono non possono essere considerati esclusivamente in termini di eccezionalismo umano, in quanto mostrano che esistono modi divergenti di generare questa agenzia più che umana nei progetti e nelle pratiche politiche.
The aim of this thesis is to follow the experiences of living at the time of climate emergence and how, in the particular situations of the city of Milan, one seeks to respond to it. To follow these responses in empirical terms we prioritized different spaces - between 2018 and 2021 - where new socialites were experienced that were open to a more-than-human agency: the urban forest, climate activism and regeneration practices were considered as particular responses to current climate challenges . Our thesis shows that it is necessary to observe the particularities of these responses, without assuming that there is a consensus about how climate change can be generated as a common problem. The different modalities of response highlight the existence of problematic situations where multiple aspects of collective urban life are questioned and criticized. The conflicts that emerge cannot be considered exclusively in terms of human exceptionalism as they show that there exists divergent ways of generating this more-than-human agency in political projects and practices.

This research project was based on the concepts of positive psychology and Appreciative Inquiry as a model to encourage students to become self-motivated lifelong learners. Students were given the opportunity to explore and reflect on their personal strengths and learn ways to excel in their educational careers by using their strengths in their daily lives. Classroom activities focused on positive results and remarks instead of focusing on the negative and poor choices that were made.

This study focuses on the process that individuals who have migrated to Sweden go through when joining the Swedish Democrats (SD), a nationalistic and anti-immigration party. SDs history is filled with Racism and violence, since the parties remodelling in 1988, where the party removed its more extremist and violent grouping, SD have become the third largest political party in Sweden. Through the classic outsider theories of Elias (1999) and Becker (2006) this study is driven to explore a new theoretical view on the process of role and organizational change. By looking at what pushes the individuals away from their former organizational belonging and what pulls them towards SD, this study will try and understand the thought process and decision making of the group, immigrants in SD, around the time before and during their organizational change. As a secondary point to this paper the respondent’s sense of identity and belonging to SD will be studied. How has their change to SD affected their identity as a group and how do other groups affect them when they (SD) are trying to establish their identity. The research behind this paper is based on interviews with individuals that have migrated to Sweden and are public members of the Swedish Democrats.

In the late nineteenth and early twentieth centuries the members of the woman’s suffrage movement in the United States and Britain looked to soften their hard masculine image given to them by the press and to increase participation in the cause. They found that by including theatrical performances and benefits at meetings, and hosting tea socials afterwards, they could motivate many women to join without alienating or threatening men. This study looks at how tea socials and theatrical performances were used subversively to recruit new members, to debate ideas, and to disseminate information about the cause. Playwrights wrote plays that examined the questions and issues surrounding this movement, and upstart, female-operated theatre groups and social clubs presented these plays to the public, allowing the debate to reach a wider audience. Actresses themselves joined clubs to increase their presence in society, to help out other actresses, and to find political agency.

The monograph traces the history of the formation of active learning, which in modern conditions, both in Russia and in world practice, is considered as the main means of improving the quality of education. The characteristics of theories and methods of active learning are given, the conditions and causes of their occurrence are described, their development is traced from a historical perspective. The development of active pedagogy is considered in the context of the confrontation between active and reproductive approaches to learning, which has taken place throughout the history of mankind. AbstractSocial integration of refugees is a major challenge for any country that hosts sizable refugee communities. Recently, Turkey has joined the ranks of such countries as it was transformed to become the country with the highest number of refugees in the world through an inflow of over 3.6 million mostly young and uneducated asylum-seekers from Syria in a matter of a few years. This chapter presents a critical analysis of the Turkish adult education (AE) sector by applying the concept of active participatory citizenship in the context of the current refugee crisis with a focus on its role in helping this vulnerable community to become active members of the society. This chapter argues that AE and Lifelong Learning (LLL) programs have the potential to empower Syrian refugees in such a way to make them into active members, contributing social, economic and cultural ways in Turkish society. To make its arguments, the chapter firstly provides a brief analysis of Turkey’s reform agenda in the field of AE since 1990s. By drawing on selected statistics it highlights the shortcomings in Turkey with respect to developing sustainable and gender sensitive AE programs, especially for young adults. Secondly, it investigates the major legal and institutional developments in Turkey since the first wave of the refugees entering to Turkey after beginning of the Syrian Civil War in 2011. Lastly, it will provide an analysis of how new AE programs for refugees are designed, which are characterised by a holistic view of social inclusion and target specific groups of refugees under the pressure of multiple vulnerabilities.

AbstractDenmark, Sweden and Finland are Nordic welfare states that historically have put a high value on both basic and adult education. Citizens should have equal opportunities to participate in education and society. Adult education has been a topical means to include citizens in active societal participation. This has been realised by providing special support for those in need. Currently, the dominance of neo-liberal market economies has challenged this educational ideology, and adult education has increasingly become reduced to only one of its functions, that of employability. Besides formal education, even informal learning has been harnessed for developing and maintaining work-related skills. Budget cuts have affected adult education while resources have increased on guidance and counselling, transition from basic to upper secondary education, education for the low-skilled and continuing training for workforce. Drawing on the history and present challenges this chapter discusses the possibilities to strengthen social inclusion through adult education. In the focus are groups that are at risk of staying outside the education society. The consequences of unfinished basic education and recently the educational needs of migrants and asylum seekers have revealed the largely unattended challenges of young adults and the vulnerability involved in comparison to the relatively high educated mainstream population. Our research focusing on social inclusion of vulnerable groups through differentiated support activities provides space to discuss, how adult education may regain its leading role in enhancing equal opportunities towards active political, social and economic participation in the Nordic societies.

AbstractInternational organisations (IOs) have long been vibrant actors that influence global governance and transnational diffusion processes of social policies. IOs use a variety of mechanisms to influence international spheres and national policy-making processes. A few are able to distribute financial resources and implement projects, which directly affect people’s lives, and they may also (re)direct national social policies. Many other IOs active in global social policy rather exert soft governance and act as regionally or globally active think tanks that develop and diffuse ideas and norms about social policy issues. Moreover, such IO-induced norms may also become global norms and affect not only member states but all states. This chapter provides a brief overview about current research on IOs in the domain of social policies.

In integrated optical space switches waveguide crossings, i.e. crossovers, become a serious issue as the network size increases. One of the most important features in designing waveguide crossings is crosstalk, which is closely related with the intersection angle between the two waveguides. In particular, crossovers imperfections along with switching elements imperfections allow that delayed replicas of the data signal reach the selected output, leading to multipath crosstalk. This phenomena has already been analysed for the Benes and dilated Benes architecture [1], but the influence of crossovers imperfections was neglected. In this paper, the influence of this interference on an Active Splitter / Active Combiner (AS/AC) architecture is considered and analysed. A relevant feature of this architecture comes from the fact that neglecting crossovers imperfections this structure becomes free of multipath crosstalk.

As the students subjectively handle the class material, their comprehension and retention improves. In the classroom, teachers commonly prompt actively learning through a verbal cue such as, “We are now going to break into groups.” This forces the student to switch from a receptive mental state to an active mental state. We theorize that this verbal, short duration transition from lecture to active learning, especially in large classroom settings, is not sufficient to make this transition quickly and thus limits how active students are in the active learning session. In this paper we present a technique and exploratory study results for cueing active learning through a representative icon in a visual lecture presentation. This cue enables the students to mentally prepare themselves for actively learning during a more passive part of the lecture. The results of our exploratory study demonstrate that the cued active learning did not conclusively correlate with average student performance, but that it did show a decrease in the standard deviation of performance, thereby demonstrating an improvement in the comprehension of the students that were more likely to perform lower than average. The results of this study will be used to conduct a more formal study including direct measurement of lecture participation by students.

Abstract Acoustic noise has become an increasingly important problem, especially in industrial societies. The main reason being the increase in usage of machines in virtually all aspects of our lives, higher population densities, and concerns about the health consequences of exposure to acoustic noise. Passive noise control methods work well for relatively high frequency noise, but become progressively more expensive and less effective as one considers control of lower frequency noise. Development and implementation of an adaptive active noise controller is presented.

Abstract Research in dynamic vibration absorbers has yielded several fundamental designs. Among these are the tuned dynamic absorber, the Lanchester damper, and the impact damper. These designs utilize certain combinations of passive mechanical elements (springs and dampers) to reduce the vibrational amplitude of a system. However, with recent advances in motion sensing and actuating, the design of vibration absorbers that utilize actively actuated elements has become more attractive. This paper develops the theory for using a damped dynamic vibration absorber with an active control element to reduce the vibrational amplitude of a lumped mass system. A control law consisting of a linear combination of velocity and acceleration of the main mass is developed for the active element A closed-form solution is presented for the absorber tuning equation, and numerical methods are used to generate performance curves.

Following the release of a China–Russia joint statement in February 2022, analysts have argued that the two countries have become strategically aligned. While both share security concerns and even use similar terminology on ‘active defence’, the manner in which they address these concerns and operationalize these concepts is not the same—at least not yet. When applied to nuclear deterrence, the Chinese version of active defence suggests retaliatory action against a nuclear attack while the Russian version indicates pre-emption in the face of either non-nuclear or nuclear aggression. In terms of space, while both are jointly pursuing a treaty on non-weaponization, China’s defence white papers tend towards a brief and vague mention of challenges, as opposed to Russia’s pervasive concerns over an attack in its military doctrines. Thus, while there is similarity between the two countries, there remain notable differences. This paper explores China’s and Russia’s most recent official documents and statements on their respective nuclear and space postures, combined with some corresponding technological advances. It then makes recommendations to European Union member states on topics that could be addressed in future strategic stability talks that include either one or both countries.

Viet Nam’s new National Financial Inclusion Strategy issued on 22 January 2020, sets out targets for promoting financial inclusion by 2025. Achieving these targets requires considerable support from the microfinance sector as well as other stakeholders in the finance sector. This paper emphasizes the need to prioritize regulatory reform for microfinance development. Otherwise, the microfinance sector in Viet Nam could remain nonprofit rather commercial—making it difficult for the sector to attract wholesale funding. Aside from helping achieve the National Financial Inclusion Strategy, regulatory reform in the microfinance sector can also enable Viet Nam to become more active, prominent, and competitive on a regional level along with its neighbors in Asia.

The article deals with the problems of using adaptive cloud-based learning systems (ACLS) in the modern high-tech educational environment and expanding access to them as tools of educational and research activity at higher education pedagogical institutions in Ukraine. The conceptual apparatus of cloud-based adaptive learning systems application and design is considered; their main characteristics are revealed; the ways of their pedagogical application are described. The experience of Institute of Information Technologies and Learning Tools of NAES of Ukraine on designing and applying of the cloud-based learning and research environment is outlined. The results of the survey of 31 higher education pedagogical institutions on using ACLS are presented. It is established that in the near future ACLS will become the driving force behind the development of new pedagogy, new strategies for personalizing education, and expanding opportunities for active learning.

For more than two decades, the international development community has advocated that establishing school-based management committees to involve communities to monitor and hold teachers, principals, and district government officials accountable would improve state schooling in developing countries; yet the evidence to sustain this claim to date remains questionable. Considering the case of Pratham, the largest education NGO in India, which is widely recognised as having developed a successful model to improve learning outcomes among children in state schools and is known for doing it through active community engagement, this paper questions whether the current development thinking on best modes of engaging communities to improve learning outcomes in state schools needs fresh thinking. The paper questions the validity of the two central assumptions underpinning the school-based management model: that better-informed communities will become involved in education activities with some mobilisation and training; and that engaged communities will be able to hold to account front-line state officials, starting with teachers and principals and moving on to the district government officials. Pratham’s experience shows that dissemination of information about benefits of education does not automatically result in community engagement; instead, people are motivated to become involved on the basis of individual-based incentives. Equally, it shows that for a community to influence the actions of front-line staff, it is important to develop a co-operative and supportive relationship, instead of focusing on accountability. Pratham’s experience thus shows that there is much scope for fresh thinking within the international development community on how to engage communities in developing countries in improving learning outcomes in state schools.

Monilinia fructicola causes brown rot blossom blight and fruit rot in stone fruits. Immature fruit are highly resistant to brown rot but can become infected. These infections typically remain superficial and quiescent until they become active upon maturation of the fruit. High levels of chlorogenic acid (CGA) and related compounds occur in the peel of immature fruit but these levels decline during ripening. CGA inhibits cutinase expression, a putative virulence factor, with little or no effect on spore germination or hyphal growth. To better understand the regulation of cutinase expression by fruit phenolics, we examined the effect of CGA, caffeic acid (CA) and related compounds on the redox potential of the growth medium and intracellular glutathione (GSH) levels. The presence of CA in the medium initially lowered the electrochemical redox potential of the medium, increased GSH levels and inhibited cutinase expression. Conidia germinated in the presence of CA, CGA, or GSH produced fewer appressoria and had elongated germ tubes compared to the controls. These results suggest that host redox compounds can regulate fungal infectivity. In order to genetically manipulate this fungus, a transformation system using Agrobacterium was developed. The binary transformation vector, pPTGFPH, was constructed from the plasmid pCT74, carrying green fluorescent protein (GFP) driven by the ToxA promoter of Pyrenophora tritici-repentis and hygromycin B phosphotransferase (hph) under control of the trpC promoter of from Aspergillus nidulans, and the binary vector pCB403.2, carrying neomycin phosphotransferase (nptII) between the T-DNA borders. Macroconidia of M. fructicola were coincubated with A. tumefaciens strain LBA 4404(pPTGFPH) on media containing acetosyringone for two days. Hygromycin- and G418-resistant M. fructicola transformants were selected while inhibiting A. tumefaciens with cefotaxime. Transformants expressing GFP fluoresced brightly, and were formed with high efficiency and frequency of T-DNA integration frequency. The use of these transformants for in situ studies on stone fruit tissues is discussed.

West African women are frequently absent from discussions of community security, despite their substantial contributions to local defense. Women are often viewed primarily as beneficiaries of attempts to reduce local violence, such that their roles in community-based security are typically overlooked. Yet women’s participation in CBAGs holds important implications for the national security of conflict-affected states. Understanding women’s participation in community-based armed groups matters for successful demobilization, disarmament, and reintegration programs and for states’ implementation of the global Women, Peace, and Security agenda, particularly gendered security sector reform. That women have been active—and in some cases instrumental— in establishing and maintaining local security can serve as a point of reference for states seeking to integrate more women into security institutions. Moreover, since CBAG politics are often governed by local norms and practices, understanding how women have become integrated into these local security structures can suggest means of achieving gendered security sector reform that are consistent with and respectful of local customs. This policy note briefly outlines and expounds upon some of the main insights of the author’s recent study on women’s participation in West African CBAGs. It proposes a set of considerations for states and stakeholders to structure efforts around gendered security sector reform.

Peculiar features of digital environment include: integration of ICTs; use of local and global networks and resources; support and development of qualitatively new technologies of information processing; active use of modern means, methods and forms of teaching in the educational process. The organization of activities in terms of digital learning environment provides appropriate changes in the interaction between subjects of the educational process. Today, means and technologies of the information and communication networks (ICNs), in particular the Internet, which custom and operational-procedural properties were changed at the initial stage from closed local to open ones at present, become widespread. The development of ICNs (from closed local to open ones) changes the typology of learning environments. The following models of learning environments, which widely use ICT and ICN tools (with basic features that characterize them) are distinguished: using the local communication network for presentation of educational information; using the local communication network and open network resources; using open network resources; for independent use of open network resources directly in the classroom by a student; for use of open network resources by a student in the process of independent learning activity; for use by a student educational resources, specially created by a teacher, as well as resources of an open networks in his independent learning activity.

House flies (Muscadomestica) are global pests of animal agriculture, causing major annoyance, carrying pathogens among production facilities and humans and thus have profound impacts on animal comfort and productivity. Successful fly control requires an integrated pest management (IPM) approach that includes elements of manure management, mass trapping, biological control, and selective insecticide use. Insecticidal control of house flies has become increasingly difficult due to the rapidity with which resistance develops, even to new active ingredients. Global climate change poses additional challenges, as the efficacy of natural enemies is uncertain under the higher temperatures that are predicted to become more commonplace in the future. The two major objectives of this research project were: 1) to develop a cost-effective autodissemination application method of Pyriproxifen (PPF), an insect growth regulator, for controlling house flies; 2) to study the effect of increasing temperatures on the interactions between house flies and their principal natural enemies. First, we collected several wild house fly populations in both countries and established that most of them are susceptible to PPF, although one population in each country showed initial signs of PPF-resistance. An important finding is that the efficacy of PPF is substantially reduced when applied in cows’ manure. We also found that PPF is compatible with several common species of parasitoids that attack the house fly, thus PPF can be used in IPM programs. Next, we tried to develop “baited stations” in which house flies will collect PPF on their bodies and then deliver and deposit it in their oviposition sites (= autodissemination). The concept showed potential in lab experiments and in outdoor cages trials, but under field conditions the station models we tested were not effective enough. We thus tested a somewhat different approach – to actively release a small proportion of PPF-treated flies. This approach showed positive results in laboratory experiments and awaits further field experiments. On the second topic, we performed two experimental sets: 1) we collected house flies and their parasitoids from hot temperature and mild temperature areas in both countries and, by measuring some fitness parameters we tested whether the ones collected from hot areas are better adapted to BARD Report - Project 4701 Page 2 of 16 heat. The results showed very little differences between the populations, both of flies and parasitoids. 2) A “fast evolution” experiment, in which we reared house flies for 20 generations under increasing temperatures. Also here, we found no evidence for heat adaptation. In summary, pyriproxyfen proved to be a highly effective insect growth regulator for house flies that is compatible with it’s natural enemies. Although our autodissemination stations yielded disappointing results, we documented the proportion of flies in a population that must be exposed to PPF to achieve effective fly control. Both the flies and their principal parasitoids show no evidence for local adaptation to high temperatures. This is an encouraging finding for biological control, as our hypothesis was that the fly would be adapting faster to high temperatures than the parasitoids. BARD Report - Project 4701 Page 3 of 16

1 Introduction 1.1 The urgency of industrial decarbonization The last few years have seen several of the world’s largest carbon dioxide-emitting countries and leading heavy industry companies committing to mid-century net-zero targets (Buckley 2021; Denyer and Kashiwagi 2020; McCurry 2020; Myers 2020). Consequently, the discussion on economy-wide transition to net-zero is accelerating, with focus shifting from “if” to “when” and “how”, even for heavy industry sectors like steel, cement and chemicals. This makes it increasingly urgent to analyse not just whether it is technologically feasible to decarbonize heavy industry, but also investigate issues more directly related to practical implementation. This includes site-specific planning, infrastructure availability, and consultation with local authorities and other stakeholders. Many of the latter considerations are formalized as part of the permitting processes that are an essential vehicle to ensure that industrial interests are balanced against interests of society at large. However, doing this balancing act can turn out to be very complicated and associated with uncertainties as to their outcome, as well as being demanding in resources and time. At the same time, to ensure broad buy-in and support from society, the investments needed must be implemented in a way that takes a broad spectrum of sustainability concerns into account, not just climate change mitigation. A key question is if and how permitting processes can run more smoothly and efficiently while still ensuring inclusive consultations, fair procedures and adherence to legal certainty. This policy brief discusses this question from the starting point of Swedish conditions, but many of the points raised will be relevant for a broader international discussion on taking industrial decarbonization to implementation. 1.2 Industrial transition and permitting processes in Sweden Decarbonization of the industrial sector in Sweden essentially entails a relatively small number of investment projects in the cement, steel, petrochemical and refinery sectors, where the vast majority of carbon emissions are concentrated (Karltorp et al. 2019; Nykvist et al. 2020). However, while few in number, the size of these investments means that their implementation will by necessity become relevant to many other parts of society. In connection with the increasing focus on how to implement industrial decarbonization in Sweden, discussions about permitting processes have been brought higher up on the agenda. While there has been an active discussion on permitting processes in Sweden for quite some time, it has primarily been focused on aspects related to mining and wind power (Larsen et al. 2017; Raitio et al. 2020). The last few years have, however, focused increasingly on industrial projects, in particular related to a proposed – though eventually cancelled – expansion of an oil refinery in the southwestern part of the country (Blad 2020). In terms of political discussions, both the governmental initiative Fossil-free Sweden (2020) and the Swedish Climate Policy Council (2020) emphasize that permitting processes need to become faster in order for Sweden’s industrial transition to be implemented in line with the time plan set by the 2017 Swedish Climate Act. Business representatives and organizations are also voicing concerns about the slow speed of permitting (Balanskommissionen 2019; Jacke 2018). At the same time, criticism has been raised that much of the environmental damage done in Sweden comes from activities conducted within limits set by environmental permits, which could be a flaw in the system (Malmaeus and Lindblom 2019). Finally, recent public inquiries have also discussed permitting processes.

The verification problem for action logic programs with non-terminating behaviour is in general undecidable. In this paper, we consider a restricted setting in which the problem becomes decidable. On the one hand, we abstract from the actual execution sequences of a non-terminating program by considering infinite sequences of actions defined by a Büchi automaton. On the other hand, we assume that the logic underlying our action formalism is a decidable description logic rather than full first-order predicate logic.
