Agency theory studies the impact of and remedies to asymmetrically distributed information in principal-agent relations. Yet, it does so in a surprisingly binary manner: It assumes the principal to be perfectly knowledgeable of some pieces of information (such as the agent’s risk aversion), while others (such as the agent’s true effort exerted) are considered to be perfectly private information of the agent. Agency theory thus makes highly asymmetrical assumptions about the knowledge of principals and agents, largely neglecting the role of individual differences in the human capacity to read other people’s desires, intentions, knowledge, and beliefs-that is, to have an imperfect theory of someone else’s mind. This study explores the implications of instilling agency theory with a more realistic account of this (bounded) human capacity.

Social media users fracture into tribes, but social media ecosystems are globally interconnected technically, socially, culturally, and economically. At the crossroads, Huatong Sun, author of Cross-Cultural Technology Design, presents theory, method, and case studies to uncover the global interconnectedness of social media design and reorient universal design standards. Centering on the dynamics between structure and agency, Sun draws on practices theories and transnational fieldwork and articulates a critical design approach. The culturally localized user engagement and empowerment (CLUE2, or CLUE-squared) framework extends from situated activity to social practice and connects macro institutions with micro interactions to redress asymmetrical relations in everyday life. Why were Japanese users not crazed about Facebook? Would Twitter have been more successful than its copycat Weibo in China if not banned? How did mobilities and value propositions play out in the competition of WhatsApp, WeChat, LINE, and KakaoTalk for global growth? Illustrating the cultural entanglement with a relational view of design, Sun provides three provocative accounts of cross-cultural social media design and use. It shows show how variationist research may provide empirically based tests of pragmatic hypotheses, contribute to discussions of meaning-in-use, and identify facts of language use that challenge key ideas in the field of pragmatics, such as the speaker as rational message designer. The chapter notes the asymmetrical relationship between the fields of pragmatics and variationist sociolinguistics. It also cites the lack of statistical analysis in much of pragmatics.

This chapter explores the systemic problems that plague provision-dependent investment protection reforms in CETA, TTIP, and other recent EU FTAs. The authors suggest that the current international investment system’s asymmetrical structure precludes effective reforms because reforms that ‘level the playing field’ between state and investor run counter to the logic of a system designed with the purpose of protecting investors and investments, not states. The authors suggest that a new symmetrical international investment dispute settlement structure may provide a more convincing answer to calls for reform. After beginning with a background on the necessity of and problems with ‘vagueness’ in law (both generally and in the international investment system), the chapter analyses the most prominent reforms and reform proposals in the current international investment landscape. The chapter elucidates several of the structural problems that plague these current reform proposals and demonstrates that a symmetrical approach could alleviate these problems.

The Palmaz XL stent (Cordis) is a stainless-steel stent designed to be manually mounted on a balloon. Cautious mounting is warranted to avoid potential mal-deployment of the stent. Several mounting techniques are utilized. This chapter delineates the following three mounting techniques to achieve an accurate deployment of the Palmaz stent: use of a second balloon during deployment, use of a long delivery balloon, and use of an asymmetrically mounted stent and long delivery sheath to prevent distal herniation of the Palmaz stent. All three techniques can be used with most Palmaz stent deployments. These techniques are useful for both thoracic and abdominal aortic interventions.

This chapter starts by analysing three major problems of the current international monetary system: the asymmetric-adjustment problem, dependence on the monetary policy of the main reserve-issuing country, and the large demand for self-insurance by developing countries. It then explores two basic alternatives to reform the system: one route would involve a fully-fledged multi-currency reserve system; the alternative route would be to design an architecture based on the IMF’s Special Drawing Rights (SDRs), the world’s only truly global reserve asset. These two alternative routes could be mixed in a number of ways, and in fact their complementary use may be the only possible way forward. Under such a mixed system, SDRs would become a major global reserve asset and the source of financing for IMF lending, but national/regional currencies would continue to be used as international means of payment and stores of value.

Particularly after expelling al-Shabaab’s main forces from Mogadishu in August 2011, AMISOM began to pursue stabilization programmes. But it struggled in large part because Somalia’s asymmetric threat environment made any stabilization initiatives extremely difficult, AMISOM was never designed or equipped to be a force that operated in this type of situation, and its local partners proved rather ineffective. Hence, while AMISOM achieved some notable military successes including recovering dozens of settlements from al-Shabaab, it was unable to consistently deliver on the governance dimension of its stabilization agenda. This chapter analyses these issues by first summarizing the evolution of AMISOM’s stabilization agenda and then identifying ten challenges that bedevilled its efforts in this area. The concluding section identifies nine lessons from AMISOM’s experience in Somalia that might help in designing more effective stabilization operations elsewhere.

Major powers have immense resources at their disposal, while minor powers are assumed to avoid wars and power politics due to structural and material constraints. This provokes the question why do some minor powers nonetheless decide to militarily engage their vastly stronger opponents, particularly major powers? Inspired by several theoretical insights, this book proposes a more complex framework of minor powers in interstate asymmetric conflict. It analyses five conditions highlighted by previous studies: domestic crisis, foreign support, window of opportunity, anomalous beliefs, and regime stability. The theoretical framework works well with a mixed-methods approach, a medium-N research design (Qualitative Comparative Analysis), and three case studies: Iraq (1990), Moldova (1992), and Serbia (1999). The book finds that by looking through the lenses of multiple theories, one can observe a more nuanced relationship how different conditions interact in impacting minor powers’ decisions. Ultimately, minor powers militarily engage major powers when facing a more important domestic crisis and when they also believe that they have a window of opportunity or support from another major power in order to constrain major powers’ capability and resolve. Looking at the current conflict in Syria, there are important policy implications given the observation that minor powers do and will continue to challenge major powers in the future.

Democracy needs to be defended, and intelligence is the first line of defence. However, the liberal-democratic norm of limited state intervention in the lives of citizens means that security and accountability are in tension insofar as their first principles are diametrically opposed: whereas openness and transparency are hallmarks of democratic governance, operational secrecy—in relation to other states, to democratic society, and to other parts of government—is the essence of intelligence tradecraft. Intelligence accountability reconciles democracy and security through transparent standards, guidelines, legal frameworks, executive directives, and international law. Evolving executive, legislative, judicial, and bureaucratic mechanisms for intelligence oversight and review have become a distinct feature of democratic regimes. Over recent decades legislative and judicial components have been added to complement administrative and executive accountability. Using a most-similar systems design to compare intelligence accountability in the United States, the United Kingdom, Canada, Australia, and New Zealand, this book expands compliance as the sine qua non of intelligence to gauge effectiveness, efficiency, and innovation across the intelligence community. In the context of changing technology and threat vectors that have significantly affected, altered, and expanded the role, powers, and capabilities of intelligence, this book compares the institutions, composition, practices, characteristics, and cultures of intelligence accountability systems across the world’s oldest and most powerful intelligence alliance. In an asymmetric struggle against unprincipled adversaries, accountability has to reassure a sceptical public that the intelligence and security community plays by the same rules that democracies are committed to defend.
