ASTM International publishes many standards specifically about microscopes and using microscopy. The value of these standards falls into three distinct categories. First, they can be a quick tutorial on how to perform some operation. E 1508, "Standard Guide to Quantitative Analysis by EDS" is only eight pages long and falls into this category. Second, they can be used to standardize a test and reporting method. The methods described in E 1382, "Standard Test Methods for Determining Grain Size by Semiautomatic and Automatic Image Analysis" are examples of procedures that have been agreed upon for many years.

In 1982, the American Society for Testing and Materials (ASTM) adopted consensus standards for direct-normal and hemispherical (“global”) tilted solar terrestrial spectra (ASTM E891/E892/G159). These standard spectra were intended to evaluate photovoltaic (PV) device performance and other solar-related applications. The International Standards Organization (ISO) and International Electrotechnical Commission (IEC) adopted these spectra as spectral standards ISO 9845-1 and IEC 60904-3. Additional information and more accurately representative spectra are needed by today’s PV community. Modern terrestrial spectral radiation models, knowledge of atmospheric physics, and measured radiometric quantities are applied to develop new reference spectra under consideration by ASTM.

Abstract The material properties of the additive manufactured composite structures are usually done following international standards, that show some difference dimensionally. This study focuses on the impact-induced on the tensile properties of the 3D printed continuous carbon fiber reinforced composite part due to the standards applied for sample preparation. The specimens were fabricated by Markforged® Mark two 3D printing machine using carbon fiber as reinforcement and Onyx® as matrix material based on ASTM D638 and ASTM D3039-D3039M standards. The experimental results revealed that the specimens fabricated based on ASTM D638 showed a premature failure at the location where the straight gauge section of the specimen ends, and the curved transition regions begin due to stress concentration. The tests based on ASTM D3039-3039M standard showed better tensile strength and less stress concentration compared to ASTM D638. Fracture test with SEM reveals fiber breakage, debonding, and fiber pullout, which created cavities and voids between layers as the reasons for the tensile failure.

There have been two different CTOD calculations, geometric CTOD calculation in BS7448 and J-based conversion in ASTM E1290 since the ASTM International revised E1290 in 2002, and it is useful to transform one CTOD into the other CTOD. In this study, analytical and experimental investigations into the ratio of ASTM E1290-CTOD to BS7448-CTOD were carried out, and two ratios of ASTM-CTOD to BS-CTOD, R1 and R2, were characterised in terms of cleavage cracking. These two characteristic CTOD ratios are helpful in simply transforming one critical CTOD to the other.

The 2021 International Building Code (IBC) includes pressure-based metrics as the field acoustical standards for conformance. These include normalized noise isolation class (NNIC) and normalized impact sound rating (NISR) (ASTM E336-20 and ASTM E1007-21, ASTM International; 2021 International Building Code, Section 1206, International Code Council). Pressure-based metrics were intentionally used in lieu of power based metrics. The authors here address why pressure-based metrics are more appropriate than power-based metrics for field verification, following from previous work [LoVerde and Dong, “Field impact insulation testing: Inadequacy of existing normalization methods and proposal for new ratings analogous to those for airborne noise reduction,” JASA 118, 638 (2005); LoVerde, Dong, and Rawlings, “Sound pressure-based ratings for evaluation of in situ sound isolation,” Denver (2022)]. Furthermore, the authors shall present the application of these metrics as they pertain to Building Code requirements. This paper will include and present code interpretation as it relates to sample size and evaluation for compliance as it relates to Building Code and sampling of systems for acceptance.

Writing a thesis is like writing a story book, this book is a story of the 17-year-old Asia-Europe Meeting (ASEM). It serves as a case-study of inter-regionalism, one of the newest cooperative mechanism in today’s international arena. Among a variety of cooperative frameworks, namely, multilateral global governance, effective multilateralism, regionalism, regionalisation, inter-regionalism is much less explored. This research determines how the rise of inter-regionalism influences the actors in the international arena and vice-versa. The key actors in inter-regionalism and their interaction are explored. Existing studies in the field of inter-regionalism in general and on the ASEM process in particular have been theory-led. There is a significant deficit of empirically-driven research in the field. In order to comprehensively understand inter-regionalism and the ASEM process, this research incorporates a substantial empirical focus. An unprecedented array of primary data is used. A variety of quantitative and qualitative data collection and analysis methods are employed to generate this unique and comprehensive empirical analysis of ASEM. Ultimately, this thesis demonstrates the persistent state-centrism and lack of actorness of regions and regional organisations as independent actors in the ASEM process. Nation-state remains the primary actor in inter-regionalism; yet, they turn to bilateralism when more concrete cooperation or affairs have to be handled. The proliferation of sideline meetings, although as by-product, becomes one of ASEM’s key added-value to international relations. The empirical analysis also finds that inter-regional fora like ASEM offer participants regular information and views updates and promote socialisation among government officials in the official track and among the involved individual from civil society in the unofficial track.

The dissertation discusses the application of “Agreement on Subsidy and Countervailing Measures (ASCM)” of WTO to non-market economies (NMEs).  The difficulties of application of ASCM to NMEs mainly lie in two basic questions.  The first is how to separate the subsidy and government involvement in a NME.  The second is how perfect the market has to be in order to qualify as a benchmark to calculate subsidy margins. By focusing on WTO rules and substantial WTO cases, this dissertation analyzes the difficulties in application of ASCM to NMEs from seven perspectives in legal practice.  They are: (1) whether subsidies in public utility enterprises in China are actionable, because such subsidies as upstream subsidies pass benefits to export-oriented enterprises? (2) whether subsidies may continue after privatisation of state-owned companies? (3) whether the loans provided by state-owned banks in China are subsidies? (4) whether it is fair to evaluate the subsidies margins of the land use rights in China by using out-of-country benchmark? (5) tax-incentive subsidies in China; (6) the calculation of a subsidy margin in NMEs; and (7) whether currency manipulation constitutes a subsidy? The dissertation finds that the difficulties of application of ASCM to NMEs are due to a number of reasons.  First, the deficiencies of ASCM cannot explain the application of ASCM to NMEs; second, if applicable to NMEs, there are difficulties in defining a subsidy in NMEs and in calculating a subsidy margin in NMEs; third, the non-unification of assessment of a NME results in unfairness to China which faces different standards of evaluating a NME.  Even though China has been a market economy in some countries’ view, it is difficult to be recognised as a market economy by all countries.

Wichtige Merkmale dieser Formen des Kleinbergbaus sind ein hoher Beschäftigungsgrad, eine geringe Technisierung und Mechanisierung aller Arbeiten, sowie ein niedriger Kapitaleinsatz. Diese Bergbauaktivitäten sind vor allem in Entwicklungs- und Schwellenländern auf den Kontinenten Mittel- und Südamerika, Afrika und Asien verbreitet. Der informelle und illegale Kleinbergbau ist Lebensgrundlage für weltweit ca. 15 Mio. Menschen, die in diesem Sektor direkt beschäftigt und etwa 100 Mio. die indirekt davon abhängig sind. Neben der positiven Tatsache, dass der Kleinbergbau ein wichtiger Wirtschaftsfaktor ist sowie Beschäftigung und Wertschöpfung schafft, sind mit ihm erhebliche negative soziale und ökologische Auswirkungen verbunden. Artisanal and small-scale gold mining (ASGM) continues to grow in more than 70 countries in the developing world, creating thriving local rural economies but also causing significant environmental contamination and health issues, with one particularly problematic issue involving the use of mercury in the gold extraction process. With the advent of the United Nations Minamata Convention on Mercury in 2009, a legally binding treaty aimed at reducing and where feasible eliminating mercury use, countries with significant ASGM populations require solutions for this sector. In April 2014, a mixed-methods rapid appraisal study was carried out over a three week period in the gold mining region of Kedougou, Senegal. During this time 80 structured interviews, 120 household surveys, physical measurements, observations and numerous informal interviews were utilized in conjunction with a comparative data analysis in order to create a national inventory of the ASGM sector for Senegal, to explore the sector’s socio-economic contribution to rural development in Senegal, and to provide a basis for discussing policy approaches needed to improve the sector. The results of this study show a thriving ASGM sector composed of approximately 67,000 people, producing an estimated 4.5 tonnes of gold per year and releasing approximately 5.2 tonnes of mercury into the environment. The methodologies used to create these estimates also provide in-depth information that illustrates an ASGM sector that is highly inter-connected with customary tenure practices and traditional agrarian livelihoods, and that is important for rural inhabitants in Senegal and other countries. This information can be utilized by the Senegalese and other governments to inform the policies that are being developed for the ASGM sector as they implement the obligations created by the Minimata Convention.

When ASM (Advanced Semiconductor Materials), a semiconductor equipments manufacturer, founded in the early 1980, the company was motivated by the founder to involve both Front End (so-called Wafer Processing) and Back End (so-called Packaging process) equipments manufacturing to diverse it’s business risk, and intend to become a great company to provide a complete IC manufacturing solution in the industry. However, the comprehensive semiconductor processes evolved, the differentiation of innovative technology and lack of the ability to manage a multinational company in global base, resulting of the performance of both Front End and Back End companies in the group varied in a very wide gap, in terms of management, innovation efficiencies and market share, hence, the strategy of ASM utilized has pushed the cooperate value toward the negative trend. This case study intend to evaluate what kind of possible strategies ASM can take to increase or to reflect it’s real value in the market, and enable it’s sustainability in the long run.

In 1982, the American Society for Testing and Materials (ASTM) adopted consensus standard direct-normal and global-tilted solar terrestrial spectra (ASTM E891/E892). These standard spectra were intended to evaluate photovoltaic (PV) device performance and other solar-related applications. The International Standards Organization (ISO) and International Electrotechnical Commission (IEC) adopted these spectra as spectral standards ISO 9845-1 and IEC 60904-3. Additional information and more accurately representative spectra are needed by today’s PV community. Modern terrestrial spectral radiation models, knowledge of atmospheric physics, and measured radiometric quantities are applied to develop new reference spectra for consideration by ASTM.

An update is presented of the activities of the American Society for Testing and Materials (ASTM) Committee C-28 on Advanced Ceramics. Since its inception in 1986, this committee, which has five standard producing subcommittees, has written and published over 32 consensus standards. These standards are concerned with mechanical testing of monolithic and composite ceramics, nondestructive examination, statistical analysis and design, powder characterization, quantitative microscopy, fractography, and terminology. These standards ensure optimum material behavior with physical and mechanical property reproducibility, component reliability, and well-defined methods of data treatment and material analysis for both monolithic and composite materials. Committee C-28 continues to sponsor technical symposia and to cooperate in the development of international standards. An update of recent and current activities as well as possible new areas of standardization work will be presented.

The metallurgical background of advanced ferritic steels must be considered during every stage of fabrication, including during forming operations, such as cold bending, because they can negatively affect the high temperature properties of the material if they are not performed properly. In this work, the results of a broad cold bending program carried out on ASTM Grades T23, T91 and T92 tubes are presented: the microstructure and the mechanical properties at extrados and intrados positions were investigated and compared with properties of unbent materials. Creep properties were assessed by means of specimens directly machined from extrados and intrados of real bends. This paper aims to integrate the International Codes for cold bending with recommendations for proper post bending heat treatments, in order to obtain a final component with the desired microstructure and mechanical properties, including optimum creep resistance.

Uniaxial tensile tests were conducted on American Society for Testing Materials International (ASTM) A992 and A572 Grade 50 steels at increasing strain rates to determine the material strength properties of structural members subjected to dynamic loadings. The increase in dynamic yield strength and ultimate tensile strength was determined to update design criteria within UFC 3-340-02, which are currently limited to ASTM A36 and A514 steels. The proposed updates will provide the necessary information required to design blast-resistant structures utilizing modern-day structural steels. The dynamic material properties determined by high-rate tensile tests were compared to static values obtained from ASTM E8 standard tensile tests. The comparisons were used to calculate dynamic increase factors (DIFs) for each steel at strain rates from 2E-3 to 2E0 inch/inch/second. The experiments revealed that the A992 steel exhibited an increase in yield strength up to 45% and ultimate tensile strength up to 20% as strain rate increased over the range tested. The A572-50 steel exhibited a similar increase in yield strength up to 35% and ultimate tensile strength up to 20%. The DIF design curves developed during this research will allow engineers to more efficiently design structural steel components of hardened structures for the protection of our nation’s critical infrastructure.

This report is a literature review of several non-metallic material systems often used as alter-natives to steel pipelines. The pipeline systems reviewed are high density polyethylene (HDPE), fiberglass reinforced plastic (FRP), flexible composite and thermoplastic liners. This report is not intended to be a detailed guide or design manual on the use of the referenced materials for pipeline applications, rather an overall evaluation on the current state of these systems. Significant industry literature and documentation already exists on the design, manufacturing, installation, and operation of these pipelines. This information currently resides in pipe manufacturer's manuals and various industry standards and guides published by organizations such as ASTM International (ASTM), American Petroleum Institute (API) American Water Works Association (AWWA), and International Organization for Standardization (ISO). In Canada, the oil and gas industry pipeline code, CSA Z662-2015 (Canadian Standards Association, 2015). Users should frequently consult the manufacturers of the pipe products in use or under consideration for use for clarification and suggestions regarding the best practices, considerations and applications of the materials in question. In addition, pipeline operators should be aware of the applicable regulatory requirements in the jurisdictions they are operating within.

Magnesium anodes are provided to the corrosion control industry by a number of domestic and international manufacturers and distributors. Due to the difficulty and time involved in performance testing, anode composition is commonly the only criterion used for quality control by the end users. However, experience has shown that compliance of the anode chemical composition with the ASTM B843 Standard Specification for Magnesium Alloy Anodes for Cathodic Protection can be misleading and does not always differentiate between the anodes of different quality. Thousands of magnesium anodes are produced annually and provided by a number of suppliers to the corrosion control industry. Though the composition of the anodes from the various sources is comparable, the performance of the magnesium anodes is often radically different. Many of these materials have been shown to meet the compositional and potential specifications, and yet have had measured efficiencies as low as 7%. The objectives of this project were: (1) to develop quality and performance standards determined by laboratory tests and field exposures. The project included testing a variety of anodes submitted by the manufacturers/distributors and the end users, representing all spectrum of the ASTM G97 Standard Test Method-based efficiency values; the anodes were characterized with respect to the Anode source, manufacturing process, macrostructure, chemical composition, anode type (standard/H-1 family /AZ63 family versus high-potential), and microstructure. Other investigations comprised assessment of the ASTM G97 Standard Test Method parameters that were most likely to make the most significant impact on the resulting anode efficiency values, e.g., testing environment (standard testing solution and saturated backfill), and current density (the low 1/10th of the standard'), the ASTM G97 standard, and the high (10X standard) values). Testing in saturated backfill was used for a comparison between the laboratory- and the field-based efficiencies.

The aerospace industry is beginning to grapple with the reality of certifying electric aircraft (EA), signaling the maturing of the field. Many players are ramping up their activities to respond to imminent technical, safety, and regulatory requirements. While there are gaps in EA knowledge as well as the processes for certifying them, some leading standards development organizations (SDOs) such as SAE International, ASTM International, and RTCA—ably supported by representatives from regulatory agencies—are stepping in to address many of these issues. Of special importance are the new rule changes in the normal category (14 CFR Part 23, Amendment 64) that shift from a prescriptive philosophy to “performance-based rules.” Regarding system knowledge, there has been a trend in the use electrical energy to power systems that have long employed mechanical hydraulics. In the new EA paradigm, these components will be employed at criticality levels not previously witnessed in conventional aircraft, calling for a specific set of certification demands. Unsettled Issues Regarding the Certification of Electric Aircraft tackles the certification challenges faced by EA manufacturers in both the small (normal) and large (transport) categories, addressing technical, business, and process issues.
