Texte intégralThis thesis focuses the missionary presence in the Democratic Republic of Congo under the Belgian rule towards the end of the Sixth Century. We seek to understand bow this Church came to be financially dependent by looking at the different causes or exogenous and endogenous as well as the roots of this phenomenon within the context of the colonial policy. From the beginning, it has received State subsidies and enjoyed other significant advantages including large tracts of land. Ever since the native hierarchy has taken over, i.e. as from the decolonization, this Church has been unable to support itself and has been obliged constantly seek external aid from western financial bodies in order to meet its needs. But in the light of the current western sociocultural context (decline of religious practices, financial crises worldwide ... ) such a financial extraversion is no longer comforting. Ali things considered, long accustomed as it was to be assisted, this Congolese Church now needs to develop a new course of action through which it will be able to find other means of self-support for its survival. The objective of this work is to show that there is potential at band, namely the mobilization and the rational management of the human and economic resources available, the cost-effectiveness of the production facilities inherited from the missionaries, but resting on a favourable national sociopolitical and economic environment and a change in the attitude of the parties involved

Texte intégralHigher education grants constitute a key provision of the education policy in France intended to ensure equal student access to various fields in higher education. These scholarships are divided into several types, cover about 38 % of the student population enrolled in higher education, and are mainly allocated according to the socio-economic situation of the student and the student family. In 2011, the state budget for social action for students was more than 5.4 billion Euros, with approximately 1.8 billion Euros in funding directed to scholarships in higher education. Among the various funding components, financial aid has witnessed the most increase in its share in recent years. This research aims to analyze the system of higher education grants in France based on social criteria, through a detailed study of the population of students who applied for a grant between 1999 and 2009. With the European context moving towards the 'economy of knowledge', with the national context giving priority to higher education, and following the establishment of a fundamental reform of the higher education grants system in Fa1l2008. This research analyzes the evolution of the funding granting policy since 1999 vis-a-vis the stated objectives. The work introduces a new approach for evaluating the decision of granting a scholarship. It analyzes in detail the changes that occurred after the implementation of the 2008 reform and examines their impact on the above decision making, and on the population of students receiving a scholarship. Finally, it offers a framework to steer the granting mechanism based on a set of indicators constructed in the context of this research

Texte intégralThe Multilateral organizations are entities that grant financing to public entities such as Reform Support Programs or State Technical Assistance Projects. These programs or projects of the State develop multiple activities for the strengthening of capacities, improvement of the infrastructure and technical assistance to multiple entities of the Public Sector. The foundation of the project is based on the lack of a computer tool that efficiently controls and manages the administrative and financial information of a technical assistance project, work currently developed in spreadsheets. Therefore, the proposed solution is to develop and implement a tool that facilitates the management of technical assistance projects and supports the operation of its processes. The module applied to the administrative and financial control of Projects to be implemented, known by its acronym MACA, is intended to be a computer application that manages and manages projects financed through cooperating sources such as the Inter-American Development Bank, the World Bank, among others. The development of the computer project begins with the identification of the processes that involve the management of a technical assistance project of the State, as well as the identification of needs by the user area, transformed into system requirements and grouped into use cases. During the process of analysis, design and construction of the solution, the RUP methodology and the PMBOK project management guide have been used. The computer system will be initially implemented in the Technical Assistance Project "Improvement of Public Territorial Investment Management" (Territorial Project) and replicated to various projects of reform or technical assistance of the Public Sector.

Texte intégralThis work presents a reflection about Social Protection Systems. The central idea is that recent reforms of such systems is affected by processes of financialisation. On the one hand, becuase private financial intermediaries play an increasingly growing role in social security by means of the management of pensions and obligatory health insurance. On the other hand, because the targeting of public spending on the poor seeks to reduce social expenditure in order to allow macro-adjustments. However, this second objective is not achieved, and on the contrary social spending increases, mainly as a result of the fiscal cost of privatisation of social security, of the political negotiation of reform, and of the increase in the demand for social assistance as a result of the deterioration of the social condition of the population. Chapter 4 presents an empirical validation of these claims for the case of Colombia. To legitimate the reform, two key concepts are appealed to: insurance and the fight against poverty. For the first, financial intermediaries are promoted for pensions and health insurance, where social rights are reduced to rights regulated by a contract with a private provider (contractual rights). For the second, assistential rights are promoted, in which social rights are replaced by basic needs. Social rights are now classified as costs that undermine the international insertion of the economy in a globalised world

Texte intégralThe Second World War had completely severed the relations between France and Peru. Throughout the Golden Age of Capitalism, however, France managed to re-establish a considerable position within the Peruvian economy. Thanks to an active economic diplomacy and the various efforts of private and public companies, France became a notable partner in technical cooperation and played, henceforth, an important role in the Peruvian programmes of industrialisation and modernisation. This thesis deals with the evolution and structure of the economic relations between France and Peru from 1945 to 1975. Combining macro- and microeconomic methods, it equally investigates the bilateral trade relations as well as the domains of finance, industry and technical cooperation. The study analyses the strategies and performances of French companies in Peruvian large-scale projects considering their successes as well as their limits. In this way, the thesis presents a nuanced view on a subject, which has never been studied before. It contributes in an innovative way to the research on the relations between Europe and Latin America and between the Global North and South

Texte intégralAs an economic and political actor on the international scene, the European Union (EU) promotes its values and interests through various instruments. The EU with its institutions is the second largest donor of development aid to third countries. Since 2000 in the context of development and aid reforms, the EU has been affirming its external action while increasing its aid.By proposing a synthetic vision with an interdisciplinary and systemic approach, this thesis draws up the evolutions of and reviews the EU aid to Ukraine for the period 1991-2015. In this perspective, the EU aid is examined as a whole, including development aid above € 3,9bn and economic aid above € 8,47bn. The political (European Neighborhood Policy) and contractual framework for the EU-Ukraine cooperation mainly define aid developments. To a lesser extent, the reforms of the framework for development and aid effectiveness, as well as the EU's economic policy influence these developments, essentially in terms of aid modalities.This analysis furthers the understanding of the prospects for the EU aid to Ukraine by demonstrating that these are part of an increased use of innovative financing (blending loan-grant) and are inseparable from more effective use of the limited budgetary resources. Beyond financing, the EU could strengthen cooperation with the EIB by increasing the ceiling of the External Lending Mandate and by easing the terms of sub-sovereign lending and improve donor coordination in Ukraine through an ad hoc mechanism

Texte intégralIn the last two decades, many academics have studied factors that have an impact on the generosity level of minimum income protection in OECD countries. Studies have shown, for example, that benefit generosity was positively linked with high GDP, a high level of centralisation of social assistance schemes, and the presence of universal social insurance programs. Likewise, in recent years, academics have shown a rising interest about the budgetary approach based on beneficiaries’ needs as a mean of determining the minimum social assistance benefit level. However, no important study has verified if the use of reference budgets for determining and adjusting social assistance benefits was correlated with a high or low benefits level. This correlation is what this paper attempts to ascertain. The main conclusion of this research is that the simple use of reference budgets is not directly linked with a high level of benefit generosity. However, if a state uses a budgetary model that allows to achieve a decent and reasonable standard of living, it is very probable that the generosity of assistance to the able-bodied poor will be high. The case of Quebec shows moreover that the use of a reference budget aiming to reach a minimum level of subsistence can contribute to a decrease of benefit generosity. The Swedish case, however, demonstrates that the use of a reference budget allowing a decent living standard and social participation has influenced positively the generosity of social assistance benefits. This study also shows that political and economic concerns and pressures have had important, and generally negative, impacts on the generosity level of social assistance benefits over time.
