Purpose This paper aims to explore recent trends of how Web 2.0 applications were used in 75 academic libraries in Asia through their library websites. Design/methodology/approach The Times Higher Education Asia University Rankings 2016 was considered for this study and out of 200 top universities ranked, 75 universities were selected for data collection. Using a multi-method approach, this study evaluated key design elements, library service platforms and website content of each academic library website, examining their site features, Web 2.0 types and applications. The criteria for selecting the websites were first the website was in English and second had Web 2.0 applications integrated into the main website. For the ranking of websites, a library web service index was developed, benchmarking from these groups – resource discovery tools, Web 2.0 applications, e-resources, mobile applications, library guides, digital reference services and digital inclusion – as indicators. Findings The authors found that over two-thirds of Asian university libraries have deployed one or more Web 2.0 applications, though their popularity and implementation vary greatly. Most widely used Web 2.0 applications are Facebook (61.3 per cent), RSS (53.3 per cent), Twitter (46.7 per cent) and YouTube (37.3 per cent). Instant messaging (5.3 per cent) and podcasting (4 per cent) were least applied. With an average of 44 per cent, the diffusion rate of Web information is moderately high among the majority of the Asian university libraries. Originality/value Many studies explored Web 2.0 applications from developed countries. However, this study attempts evaluating the use of Web 2.0 applications through content, sites and features of academic libraries in Asia, from developing countries perspective.

Purpose – Institutional repositories constitute an integral part of present day digital libraries allowing global access to scholarly publications and provides an opportunity for future research enhancement and long term preservation of information. Electronic theses and dissertations (ETDs) represent a growing segment of available content in institutional repositories where they contribute to the impact and ranking of their institutions. The present study traces the growth and development of online e-theses repositories in Asia within the broader framework of open access. Design/methodology/approach – The present study tries to discover the composition of ETD repositories in Asia based on the seven key parameters, i.e. country, types, language, disciplines, software, content types and repository policies. To achieve the stated objectives, the ETD repositories developed by Asian countries were identified by selecting the database of OpenDOAR (Directory of Open Access Repositories) and the retrieved data were thoroughly analyzed for the necessary information. Findings – Theses and dissertations are considered an important part of information resources in any institution. They are often the only source of research work. Unfortunately, access to these valuable unpublished resources is often restricted to parent institution only. The authors found that ETD repositories are addressing this problem by making institutional knowledge available online and thereby not only increasing its visibility and use, but also making them contribute to the impact and ranking of their institutions. Asian countries are beginning to embrace the idea of digitizing, archiving and making their theses and dissertations available online. The study found that more than half of all IRs listed in the directory of OpenDOAR contain ETDs. ETD system is growing fast in some Asian countries. However, the number of universities having e-theses repositories is meager considering the large number of quality academic and research institutions across Asian countries. Practical implications – The paper argues that ETD repositories not only benefit students and institutions by enhancing education and expanding research, but also by increasing a university’s visibility and use and thereby contributing to the impact and ranking of its parent institutions. Originality/value – The study hopes to heighten awareness of research being conducted in Asia and its contribution to a global knowledge base. Some of the suggestions to improve the existing conditions and strengthen the growth rate of ETDs in Asia are also presented.

The paper presents the results of a study of the modern cultural policy of the Turkic-speaking countries of Central Asia. Having studied the regulatory framework of the countries of Central Asia regarding the issues of cultural construction and language policy, the author identifies the achievements and problem areas of the Turkic-speaking countries of Central Asia in the development of education, theatrical art, museum and library work. The study used interdisciplinary and cultural approaches and methods of content analysis of legal documents, official websites of various ministries of the countries under study, statistical and archival documents that are in the public domain. The theoretical basis of the study was the scientific works of domestic and foreign authors: Borishpolets K. P., Vakhtina N. B., Raikova G. A., Saparova N. D., Tsai I. K., Khalmuradov R. I., Tsyryapkina Yu. N., et al. The empirical basis of the study was personal observations obtained in Kazakhstan in connection with conducting master classes and working as a member of the jury of student competitions, interviews with students from Central Asian countries studying at the Adyghe State University, as well as materials from the Internet resources of the countries of Central Asia.

French interest in India and neighbouring regions dates back to the 17th century. Oriental studies developed as a distinct discipline through the 19th century, stimulated in France by French colonial activities in Indochina, and culminating at the end of the century in the emergence of Oriental art and archaeology as a subject in its own right. The Commission Archéologique de l’Indochine was established in 1898, and became the Ecole Francaise d’Extrême-Orient (EFEO) in 1901 with responsibility for listing and protecting antiquities in the French colonies; its library in Paris constitutes a major resource. France’s relationship with Afghanistan facilitated French archaeological activities in that country until 1975; archaeological finds enabled the Musée Guimet to extend its scope and to become a museum of Asiatic art, and its library became and remains the major library in Paris so far as Asian art is concerned. The library of the Ecole du Louvre supports courses on Asian art, while the Bibliothèque Nationale and such libraries as the Bibliothèque Forney also contain valuable collections. Photographic collections in some of these institutions have not been so well looked after as books, and their condition is a matter of concern. Unpublished archival materials are also held in some of the same institutions. The resources of a number of smaller, specialised institutes are currently being brought together in a new building under the name ‘Institute d’Asie du Collège de France’, while some other collections are being linked with the library of the EFEO to create a ‘Bibliothèque d’Asie’. Meanwhile it remains to be seen whether the new Bibliothèque Nationale des Arts will include the arts of Asia within its scope. No library in France has responsibility for modern Indian art. A Review of: Chua, A. Y. K., & Goh, D. H. (2010). A study of Web 2.0 applications in library websites. Library & Information Science Research, 32(3), 203-211. Objective – To determine the prevalence and use of web 2.0 applications in library websites and to determine whether or not their presence enhances the quality of the sites. Design – Content analysis. Setting – Public and academic libraries in North America, Europe, and Asia. Subjects – A total of 120 academic and public library websites in English. Methods – This study identified and selected library websites from academic and public libraries using a combination of directories, ratings reports, and ranking lists from three geographic regions. Over a four-month period in 2009, three coders conducted a three-step content analysis of the selected library websites. This analysis was conducted after having established inter-coder reliability using Cohen’s Kappa and analytic procedure familiarity, using a randomly selected pilot set of 30 library websites. The remaining 90 websites were evenly distributed among the three coders for analysis. They determined whether web 2.0 applications were present, examined how those applications were used, and gave an overall appraisal of website quality. Coders inspected library website links, conducted site searches, used search engines, and searched within major social networking sites to determine the presence of web 2.0 applications. A quality framework classification scheme was used during coding to identify how the web 2.0 applications were being used within library websites. This framework was established around four dimensions of library services: information acquisition (blogs and wikis), information dissemination (Rich Site Summary, or “RSS”), information organization (social tagging), and information sharing (social networking and instant messaging). A five-point Likert scale was also used in concert with a website quality evaluation framework to assess the quality of the library websites. This framework included three aspects of website quality: system quality, information quality, and service quality. A combination of statistical techniques such as Chi-square analysis, Cramer’s V, analysis of variance, Tukey’s statistic, and multiple regression were then used to analyze the findings. Main Results – Web 2.0 applications have been adopted by libraries across North America, Europe, and Asia. The most popular web 2.0 applications were blogs (56.6%), RSS (50%), and instant messaging services (46.6%) while less prevalent were social networking services (20%), wikis (16.6%), and social tagging applications (16.6%). The extent of libraries’ adoption of web 2.0 applications also varied according to region. North American libraries used all web 2.0 applications most consistently and were more attuned to heavier users, particularly with regard to information sharing applications (e.g., instant messaging, social networking). European libraries lagged behind those in Asia in embracing information acquisition applications (e.g., blogs, wikis) but were comparable to other regions. Social networking services and instant messaging were strongly associated with region; RSS, blogs, and social tagging showed moderate to moderately strong associations; and only wikis did not demonstrate a statistically significant association with region. This study also identified how web 2.0 applications were being used. Blogs were used to generate interest, engage users, and endear users to library personnel, while wikis culled resources from users thematically. RSS feeds communicated news, events or resource updates, and were also used in combination with library blogs. Social tagging invited users to save, organize, and share information, while some websites used librarian-generated tags for search and discovery or included them as tag clouds in library blogs. Instant messaging was used to assist users synchronously during scheduled timeslots; meanwhile, social networking sites offered alternate channels to communicate and build connections with users. The authors found a relationship between website quality and the presence of web 2.0 applications based on the criteria presented in their quality evaluation framework. Applications facilitating information sharing (i.e., social networks and instant messaging) had a stronger influence on a website’s overall quality than those being used for information acquisition and dissemination (i.e., RSS, wikis, and blogs). Web 2.0 applications among academic and public libraries shared a similar level of presence on the library websites; therefore, the type of library is not associated with the quality of the library website. North American websites tended to be higher in quality than European or Asian library websites, and differences in quality between European and Asian sites were insignificant. Conclusion – This study reveals that libraries in various geographic regions adopt web 2.0 applications differently. Web 2.0 applications in library websites enhance users’ experience with library resources and support their interests. Library websites are implementing web 2.0 applications in a myriad of ways, including using these applications in concert with one another to increase user engagement. The presence of web 2.0 applications strongly affects service quality but only weakly influences information quality.

In recent decades, the scope of library activities has changed. In addition to providing traditional resources and services, today libraries themselves are becoming developers of digital content and providers of access to electronic content. The user base of libraries is also undergoing significant changes: there are changing the user generations, employment trends, areas of interest and habits. Realizing that marketing activities can increase user loyalty, form public opinion about both — a particular institution and libraries in general, increase the visibility of library resources and enlarge market share, the most active specialists are adapting marketing to the conditions of libraries operation. In 2019, there was organized the study on the websites of libraries in Russia, Australia, the United States and Canada, Western and Eastern Europe, Latin America, as well as in a number of countries in South and South-East Asia in order to identify the main trends in the organization of library promotion in the Internet environment. There were considered the websites of public, national, University and academic libraries. Library websites were analysed for the use of 10 most common tools in Internet marketing, such as: the transition to a modern web site design, effective linking with social networks, marketing in social networks (Social Media Marketing, SMM), the use of banner advertising, the availability of subscription to e-mailing, the publication of press and post releases, the presence of a blog in the library domain, the availability of content evaluation and sharing tools in social networks. The study conclusion was the identification of trends in the development of library sites over a large area and the compilation of heat maps, which clearly demonstrate such trends, where the libraries of the countries of North America, Australia and Northern Europe showed greater consistency with the parameters selected for the study; Central and Southern Europe, Russia and part of the countries of Latin America are in the transition zone, and the least compliance are found in the countries of South Asia. The most common means of promotion is the publication of press and post releases. Among the least used marketing technologies are blogs in the library domain, embedded video and Internet broadcasts, as well as work on optimizing sites for an audience from social networks.

There are two points of departure for this chapter. At one level, the chapter explores how the Institute for Housing and Urban Development (IHS) library responded by adjusting the services it provides to its immediate constituency, together the with Erasmus University Rotterdam (EUR) University Library, with a rapid shift to e-books. At another level, the IHS library has also responded to the COVID-19 situation, by providing information to a much wider audience, targeting particularly Africa, Asia, and Latin America by collating information on the social, economic, and environmental impact of COVID-19 in the urban areas of emerging economies. The majority of the institute's participants come from such countries, where a lack of resources increases these countries' vulnerability to the onslaught of the pandemic. The IHS library's contribution the institute's COVID-19 Resource Hub (see https://www.ihs.nl/en/resources/covid-19-resource-hub) is briefly described in the second part of the chapter.

The steps in the formation of the related GSDL South Asia Network, the tasks assigned to the institutions in the SAARC countries, and the plan of work are mentioned. The role and contributions of the participating institutions and the organizations at the international level and in different countries is also briefly described. Further developmental work needed and problems to be solved as identified from the work done on user-interfaces in Indian languages are highlighted.

The Learning Resource Centre (LRC) of ESF King George V School (KGV) decided to enhance the awareness of students' use of electronic databases and e-books. This study explores how LRC promotes electronic resources to students effectively. The authors use the honeycomb marketing model and RACE planning framework to develop a strategy for organizing outreach and training activities to promote its e-resources. This study explores two strategies: using social media to stimulate students' involvement and interaction and advocating teacher-library collaboration. This study provides insights to school libraries on developing strategic plans for promoting their digital collections. Scant articles focus on promoting electronic resources in school libraries, especially international secondary schools in Asia.

Wikipedia uses collaborative models of content creation and fosters a culture of collaboration. Understanding how it works and mastering editing skills often calls for partnerships between different members of the university community. Library-faculty Wikipedia-centered collaboration can open new opportunities to develop information and media literacy, student agency, and civic participation. This chapter shares faculty and librarians’ experience with using Wikipedia as a teaching tool as part of an initial pilot project aimed at using open educational resources. The library-faculty team from the American University of Central Asia worked together to use Wikipedia as a tool for collaborative learning and civic participation among students in sociology classes.

While the rest of the world discusses how Library and Information Studies (LIS) can best cope with the emerging trends in technology and global information platforms, there are parts of the world that do not offer LIS programs. This chapter provides insights on the development of LIS qualification that recognizes the needs of librarians in Vanuatu. The Ni-Vanuatu competency index serves as a reference for the skills required to deliver services and resources to their clients. The importance of having a functional program that integrates the uniqueness of Vanuatu's cultural diversity and indigenous knowledge is the primary discussion for this chapter. It is too early to discuss the steps for meeting the criteria for the qualifications framework as the program is not in place. Still, the focus of what kind of LIS Education suits Ni-Vanuatu librarians is the beginning of the conversation.

The Library of Congress houses more than 164 million items in various formats, languages, and subjects. Found among its treasures are the international collections. The Library's four area studies divisions—African and Middle Eastern (AMED), Asian, European, and Hispanic—reading rooms provide access to many of these resources. In 2016, the four area studies divisions launched a collaborative social media program to encourage the use of the library's international collections by domestic and global online audiences. The program adopted the 4 Corners of the World blog and the Library of Congress International Collections Facebook page as interactive social media tools. This chapter will examine the interdivisional initiative through its purpose, target audience, content focus, platform selection, management and operation, audience interaction, and current status. Next, the chapter will discuss challenges and opportunities facing the four divisions. Finally, the chapter will offer recommendations for other libraries that are interested in establishing a similar program.

It is a byword of the study of academic research that disciplines mean differences. The series of studies underway at Ithaka S+R (with library partners) shows how scholars and scientists understand “Changing Research Practices.” The project’s goal is to guide libraries toward the most fruitful forms of support for research, enhancing the scholarly workflow according to disciplinary routines and innovations. Launched in 2012, nine reports have been published thus far, with others planned or anticipated. The disciplines range from history to public health, from chemistry to Asian Studies. The interview-based studies show how scholars manage their methods, and the opportunities and obstacles they face as the availability of resources in several media expand and research technologies evolve. The Ithaka S+R studies represent a unique collective portrait of scholars at work, loyal to research conventions but encountering new tools for inquiry. The reports help us understand how disciplinary habits shape expectations and experience, and what might be done to serve scholars working at change in research practices, particularly the introduction of new technologies. The reports are seen against the backdrop of views among library leaders and librarians themselves about the evolution of the liaison role, including how it can be fitted to the needs of scholars in an evolving research environment.

Building a digital language archive requires a number of steps to ensure collecting, describing, preserving, and providing access to language data in effective and efficient ways. The Computational Resource for South Asian Languages (CoRSAL) group has partnered with the University of North Texas (UNT) Digital Library to build a series of interconnected digital collections that leverage existing UNT technical and metadata infrastructure to provide access to data from and for various language communities. This article introduces the reader to the background of this project and discusses some of the important for representing language materials areas where UNT metadata has needed flexibility to better fit the needs of intended audiences. These areas include a workflow for standardized language representation (the Language field), defining roles for persons related to the item (Creator and Contributor fields), and representing interconnections between related items (the Relation field). Although further work is needed to improve language data representation in the CoRSAL digital language archive, we believe the model adopted by our team and lessons learned could benefit others in the language archiving community.

Abstract Indonesia has become a net-oil importer since 2004 as the growing internal demand exceeds Indonesia's oil production. As many fields go into mature phase and combined with other challenges, the national oil production in the last decade has been decreasing from 945 MBOPD to 745 MBOPD with a decline rate of 3-5% per year. Thus, the contribution of the oil and gas sector to the state revenues has also shown a downward trend from 21% in 2010 to only 9.2% in 2019. However, oil production is still strategically important for the national economy. It is important for economic value creation, power generation, transportation, and industries as most of the archipelago's infrastructures are still based on fossil energy. If no effort is made to increase production, the country will be fully dependent on crude oil imports, which poses a threat to national energy security. It is therefore in the nation's great interest to enhance oil production, minimizing the deficit gap between export and import. Several key strategies may be considered to achieve this ambitious target. These strategies can be categorized into the following: 1) People and high performing organization; 2) Exploration, as critical factor for future production; 3) Improved oil recovery (including enhanced oil recovery) technologies, to grow production from the maturing fields; 4) Fast track and simplified project to develop small field discoveries; 5) Strong collaboration between government, industry, academia, and professional associations; and 6)Cost conscious culture. The derivatives of the above-mentioned strategies are among others: standardized resource data management, open source & digitalized geoscience data library, reimbursement system for exploration costs, near field/infrastructure exploration, new play concept, cluster license collaboration, infill wells campaign, multilateral wells, waterflooding, gas injection, stimulation and hydraulic fracturing campaign, well interventions, EOR screening, perfect-well optimization, standardize subsea and/or topside production system, digitalization, and attractive fiscal and regulation that encourages not only the ‘big operator’ to participate in the petroleum sector. The foundation of these strategies should be the legal certainty and effective & proactive bureaucracy. Above all, it is also important to emphasize the common ground of having early HSE involvement as part of the solution. In this paper, the authors would like to contribute in sharing the knowledge, technology and perspectives to all petroleum industry professionals in Indonesia based on the authors exposure in the Norwegian petroleum activities. The paper will also review the strategies, short term and long-term opportunities that may inspire Indonesian petroleum authorities and industry in transforming the ambition into action to achieve the national production target of 1 MMBOPD and 12 BCFD gas by 2030.
