Vengono criticate le posizioni dell'antipsichiatria cosě come sono state espresse negli anni 1960-70 soprattutto da Ronald Laing, David Cooper e Franco Basaglia, e viene evidenziata la loro natura conservatrice riguardo alla genesi e alla cura dei disturbi mentali. Vengono anche criticate la teoria delle etichette di Ullmann e Krasner e la teoria della devianza di Talcott Parsons, che in genere vengono considerate opposte alle posizioni dell'antipsichiatria ma che in realtŕ condividono la stessa concezione dell'uomo e della societŕ. I RINVENIMENTI DELL'ETÀ DEL BRONZO E DEL FERRO DA IL PIZZO (NEPI, VT): I RISULTATI DELLA RICOGNIZIONE INTENSIVA DEL 2000Questo articolo presenta i rinvenimenti protostorici documentati durante la ricognizione in località Il Pizzo (Nepi, VT) nel marzo 2000, come parte della ricognizione di Nepi, all'interno del più ampio Tiber Valley Project. La ricognizione intensiva del sito ha previsto l'utilizzo di rilevamenti tradizionali, della ricognizione con stazione totale, della raccolta complessiva di superficie lungo un transetto longitudinale sul promontorio e della raccolta aggiuntiva sui pendii. Sono stati identificati 161 frammenti di ceramica protostorica; 31 dei quali possono essere datati precisamente. Molti di questi sono attribuibili al Bronzo Finale. Due frammenti sono indubbiamente del Bronzo Medio e sette o otto potrebbero essere datati all'età del ferro. Nessun reperto è attribuibile con certezza al Bronzo Recente. Il materiale dell'età del bronzo è compatibile dal punto di vista funzionale con le attività domestiche, mentre quello dell'età del ferro suggerisce una provenienza da un'area funeraria. I dati cronologici permettono di ipotizzare che l'area rappresenti il nucleo di un insediamento a continuità di vita dal Bronzo Medio a quello Finale, seguito da un possibile iato nel Bronzo Recente e ripresa di uso nell'età del ferro, probabilmente come un'area funeraria.

This article discusses towns in the inner areas affected by depopulation. It starts with a broad introduction to illustrate the critical issues that threaten their very existence, but also their potential and hope, and the planning capabilities that sometimes characterise the communities that inhabit them. It then describes a methodology which outlines sustainable local development processes based on knowledge, safeguarding and enhancing the cultural heritage (tangible and intangible; natural and anthropic). The aim is to contribute ideas and substantial proposals to improve the quality of life of the inhabitants of villages in the inner areas, creating new work opportunities linked to cultural and experiential tourism, strengthening the local identity and social networks. This methodology was tested as part of a research project – The Diaspora as a Resource for the Knowledge, Preservation and Enhancement of the Lesser Known Cultural Sites in Albania – carried out from 1 May 2019 to 31 July 2020 by the Interdepartmental Research Unit Florence Accessibility Lab of the University of Florence on behalf of the International Organization for Migration- IOM (the United Nations agency for migration). Members of the Albanian diaspora in Italy (university students and young architects and researchers) were part of the working group of the research, which focused on five Albanian villages situated from the north to the south of the country. Questo articolo tratta dei paesi delle aree interne interessati dal fenomeno dello spopolamento. L’articolo si apre con un’ampia introduzione finalizzata ad illustrare le criticità che minacciano la loro stessa esistenza, ma anche le potenzialità e le speranze che esprimono e le progettualità che talvolta caratterizzano le comunità che li abitano. Successivamente è descritta una metodologia volta a delineare processi di sviluppo locale sostenibile basati sulla conoscenza, salvaguardia e valorizzazione del patrimonio culturale (tangibile e intangibile; naturale e an- tropico). L’obiettivo è quello di offrire un contributo di idee e di proposte concrete volto a migliorare la qualità della vita degli abitanti dei paesi delle aree interne, creando nuove opportunità di lavoro legate al turismo culturale e di esperienza, rafforzando l’identità locale e le reti sociali. Questa metodologia è stata testata nell’ambito di una ricerca – The Diaspora as a Resource for the Knowledge, Preservation and Enhancement of the Lesser Known Cultural Sites in Albania – svolta dal 1° maggio 2019 al 31 luglio 2020 dall’Unità di Ricerca Interdipartimentale Florence Accessibility Lab dell’Università di Firenze per conto dell’International Organization for Migration- IOM (l’Agenzia delle Nazioni Unite per la migrazione). Nel gruppo di lavoro della ricerca, incentrata su cinque villaggi albanesi situati da sud a nord del Paese, hanno prestato il loro lavoro membri della diaspora albanese in Italia (studenti universitari, giovani architetti e ricercatori).

Photoelectron (PE) spectra of two stable carbenes 7 and 8 have been recorded and the spectra have been interpreted with the aid of eigenvalues and eigenvectors taken from Becke3LYP calculations. For the carbene series 6-8, the lone pair on the carbene carbon atom is the HOMO. The first adiabatic ionization potential (IP) of eight electronically quite different carbenes has been calculated using semiempirical PM3 and ab initio HF, Becke3LYP, and Becke3PW91 methods (3-21G(*) and 6-31+G* basis sets) as well as the CBS-4 model. For the first vertical IP, the HAM/3, Becke3LYP, and Becke3PW91 methods have been employed. CBS-4 and DFT calculations show excellent agreement with experimental values. Considering both accuracy and speed, the method of choice for the prediction of first ionization potentials of carbenes seems to be Becke3LYP/6-31+G*//Becke3LYP/3-21G(*).Key words: carbenes, electronic structure, first ionization potential, photoelectron spectroscopy, quantum chemical calculations.

In small rings, strain energy is believed to be dominated by bond angles (Baeyer strain). However, it was found (Dill et al.) that, in bicyclobutane, bridgehead substitution effects on strain energy range from +10 to -30 kcal. Ab initio computations at the 6-31G and 6-31+G* levels have shown that the deformation caused by the bridgehead substitution is minimal and so are its energetic consequences.Key words: bicyclobutane, strain energy, geometry distortion.

Peu après l’accouchement de son cinquième enfant ma soeur a consulté son gynécologue. Elle sentait une masse dans son sein et était inquiète. Il l’a rassuré. Elle l’a cru. On était en Espagne, dans les années 80. Ma soeur était avocate et mère de famille. Une femme très occupée. Elle a fait confiance à son docteur. C’était un mauvais docteur. 15 ans plus tard elle mourrait de cachexie cancéreuse après d’innombrables radiothérapies, chimiothérapies, examens diagnostiques et complications en tout genre, entourée de ses enfants et dans la souffrance.Quand on est médecin praticien soi-même et qu’on travaille avec ce souvenir on est très sensibilisé et on cherche par tous les moyens d’éviter à ses propres patients de vivre un calvaire aussi affreux. J’étais très organisé dans ma pratique professionnelle. Nous apprenions aux femmes l’autopalpation, nous avions un échéancier pour les prévenir de faire leur mammographie de dépistage et nous étions satisfaits de trouver de temps en temps un cancer peu évolué, gardant l’impression d’avoir sauvé un patiente qui nous le rendait bien.La Belgique n’a pas de système de santé organisé et le dépistage se faisait et se fait encore de façon pittoresque et épisodique. L’état ou les hôpitaux ou quelques médecins de famille organisés lancent des campagnes qui sensibilisent toujours les mêmes femmes et en « sauvent » quelques-unes, fiers d’avoir mis en place un système de médecine dit préventive.Ce système ne prévient rien du tout et le taux de mortalité par cancer du sein n’a pas changé pendant toutes ses années. On recrute plus tôt, allongeant la période de conscience de la présence du mal. Les cancers fulgurants tuent toujours aussi vite et nous laissent démunis.Dans son article “Principios Éticos y Prevención Cuaternaria: ¿es posible no proteger el ejercicio del principio de autonomía?” le confrère Pizzanelli fait état d’un projet de dépistage systématique dont son pays, l’Uruguay, envisage de se doter, avec une contrainte d’obligation et de risque de perdre l’emploi pour les femmes qui le refuserait.Au moment où dans le monde entier, des voix s’élèvent contre le dépistage de masse, ou les médecins généralistes tentent de s’organiser pour identifier et accompagner les femmes porteuses de risque, des politiques, certainement emportés par leur désir de bien faire et probablement seulement de faire, proposent de mettre en place un système coercitif et obsolète. Cette attitude est politiquement risquée, éthiquement injustifiable et scientifiquement dépassée.Politiquement risquée parce qu’elle va engager des sommes importantes du budget de la santé dans une suffusion administrative (prévenir, en santé publique, c’est d’abord organiser) et dans des investissements majeurs pour du matériel couteux. En même temps s’installera un climat de contrôle et de suspicion qui ne peut que nuire à la convivialité d’une société.Ethiquement injustifiée parce que la maladie et la mort sont de l’ordre de l’intime et du symbolique et que la décision d’examiner un corps pour le savoir ou non malade n’appartient qu’à la personne elle-même et non à la société. Contrôler le corps est une main mise inacceptable sur le devenir humain et revient à assimiler la maladie à une tache ou une faute que le corps social s’autorise à châtier.Scientifiquement obsolète parce qu’on sait maintenant que le soi-disant dépistage ne met à jour que des cancers lents, qui n’auraient probablement pas tué la personne et qui rate les cancers rapides qui eux sont de toute façon mortels. Cette attitude repose sur une croyance d’après-guerre et son vocabulaire militaire. Combattre le cancer et croire qu’en arrivant plus tôt on pouvait le vaincre a été le leitmotiv de toutes les campagnes de masse depuis lors.On sait maintenant que les humains vivent avec le cancer, qu’ils arrivent parfois à s’en défendre et qu’ils ne meurent pas tous. On sait aussi que certaines femmes sont plus à risque que d’autres et qu’une écoute attentive et un relevé minutieux de leur histoire familiale permet de dégager des groupes à risque qu’il est bon de conseiller. Mais investir dans la communication n’a pas la même visibilité ni le même rendement qu’investir dans la technologie et il faudra beaucoup de courage aux politiques pour décider d’investir dans un système de première ligne performant et bien géré qui permettra de mettre la connaissance des grands nombres au sein des consultations individuelles des acteurs de soins primaires.Le Dr Pizzanelli est un collègue courageux. Il dit tout haut ce que beaucoup pensent tout bas et il doit être soutenu, pas ses pairs d’abord dans son pays, et par tous les collègues du monde qui pensent que la science c’est aussi cultiver le doute et se méfier de ses propres erreurs.

Experimental solubilities are reported at 25.0°C for phenanthrene dissolved in 41 different organic nonelectrolyte solvents containing ether, carbonyl, hydroxy, chloro, amino, ester, methyl and tert-butyl functional groups. Results of these measurements are used to test the applications and limitations of expressions derived from Mobile Order theory. For the 31 solvents for which predictions could be made, computations show that Mobile Order theory does provide fairly reasonable estimates of the saturation mole fraction solubilities. Average absolute deviation between predicted and observed values is 41.3% (excluding acetonitrile). In comparison, the average absolute deviation is 1610% when ideal solution behavior is assumed. Also reported are experimental solubilities at 26°C for pyrene dissolved in 1-hexanol, 1-heptanol, ethylbenzene, aniline, and 2-butanone.Key words: phenanthrene solubilities, organic nonelectrolyte solvents, solubility predictions.

Abstract Article 31(1) of the Convention on the Rights of the Child (CRC) provides all children, everywhere, with the right to play. The CRC is the most widely ratified international human rights treaty, yet children’s right to play is considered ‘the forgotten right’. The widespread State inaction to fulfil this right could be partly due to continued uncertainty about how to define play. This Article argues for the application a large body of recent research with the group most qualified to determine whether activities are play or not: young children. This research demonstrates that choice and autonomy are two universal and essential indicia for an activity to be experienced as play. The Article contends that the fulfilment of young children’s right to play would significantly increase if early childhood education and care (ECEC) institutions within States utilised these two indicia within daily programmed activities and in ECEC policies.

AbstractEach right has a corresponding duty. The African Children's Charter, under article 31, imposes a range of duties on children. Understandably, it could become contentious when an instrument on the rights and welfare of children expressly imposes duties on them. After setting the platform for discussion by highlighting international experiences and outlining the African concept of human rights, this article critically examines and attempts to clarify the precise meaning, content, conditions of compliance and application of those duties for children. By way of conclusion, it suggests that article 31 represents a valuable addition to the international human rights agenda, and that a purposeful interpretation of its constituent parts reveals that children should be required to play a role at family, community, national and continental levels, in accordance with their age and maturity as they grow up, as part and parcel of their heritage, empowerment and developing citizenship.

The right to receive education equally under Article 31 (1) of the Constitution is to realize equality in the field of education, and the Constitution ensures equal opportunity for education for all citizens. In the cases of 2016Hun-Ma649 and 2019Hun-Ma212, it was judged whether or not arbitrary discrimination in the standard for college application was treated as an infringement of the right to receive education. However, equality in the field of education guaranteed by Article 31 (1) of the Constitution means fair distribution of resources for the education which are necessary for human growth, and is different from the meaning of prohibition of discrimination in the ‘opportunity’ itself to specific education. Article 31 (1) of the Constitution means that all citizens should have equal access to education, and that the state is obligated to provide necessary educational facilities and systems to the extent that the state's financial ability regardless of various social and economic reasons of its citizens. Therefore, the right to receive education equally under Article 31 (1) of the Constitution is one of the basic social rights, and the purpose is to realize a fair and just society by allowing all citizens to be equally provided with educational conditions or educational environments to develop their abilities. In the cases mentioned, the Court regarded the right to receive education equally as a freedom. However, It is difficult to justify in constitutional theory that the right to receive education equally can be the basis for state authority and the limiting norm of state authority at the same time. This article studies and explains logically that the right to equal education of Article 31 (1) of the Constitution guarantees fair distribution of resources for the education which are necessary for human growth by the state, and it is possible only when the state provides practical educational conditions or educational environments equally to all citizens.

Skin inflammation often evokes pruritus, which is the major subjective symptom in many inflammatory skin diseases such as atopic dermatitis and prurigo nodularis. Pruritus or itch is a specific sensation found only in the skin. Recent studies have stressed the pivotal role played by interleukin-31 (IL-31) in the sensation of pruritus. IL-31 is produced by various cells including T helper 2 cells, macrophages, dendritic cells and eosinophils. IL-31 signals via a heterodimeric receptor composed of IL-31 receptor A (IL-31RA) and oncostatin M receptor β. Recent clinical trials have shown that the anti-IL-31RA antibody nemolizumab can successfully decrease pruritus in patients with atopic dermatitis and prurigo nodularis. The IL-31 pathway and pruritic skin are highlighted in this review article.

AbstractThe Diversification and expansion of International Law has sparked a series of debates on the present status and future of International Law; even more so, since the ILC decided to tackle the issue of fragmentation. One of the areas of research and controversy has been Article 31(3)(c) of the Vienna Convention on the Law of Treaties which, arguably, enshrines the principle of systemic integration. The aim of this article is to explore the evolution of Article 31(3)(c) from its first inception by the forefathers of international law up to the finalization of the text of the Vienna Convention on the Law of Treaties. By mapping the critical arguments in the three main fora of debate (i.e the Institut de Droit International, the International Law Commission and the Vienna Conference on the Law of treaties) what arises is a series of conclusions with respect to certain aspects of Article 31(3)(c) as well as certain recurring themes in the nature and progress of the discussions. All of the above will show that the drafting history of Article 31(3)(c) seems to suggest that the relevant provision was meant to serve a purpose expressed more concisely by the symbol of Ouroboros rather than of a mere "master-key" to the house of International Law.

Several texts in Mark’s Gospel are routinely cited as being geographically problematic: e.g. 5:1; 6:45; 7:31; 10:1; 11:1. The present article looks specifically at 7:31. I argue that this text is not geographically problematic but actually (ironically) suggests that the evangelist had an excellent grasp of the roads of first century Palestine as well as its regional boundaries and demographics. Properly exposited, the text could have important implications for the authorship of Mark’s Gospel and, hence, the Gospel’s historical reliability. It could also have important implications as to the geographical reach of Jesus’ ministry—both in Mark’s Gospel and in actual history—as well its impact on the so-called “Gentile mission”, which became such an important emphasis in the early Church.

The text of the papyrus is then inspected and classified based on the manner of transmission and the textual quality it reflects.

Solid-state 31P NMR spectra of two phosphite- and 17 phosphine-substituted cobaloximes have been acquired under conditions of magic-angle spinning (MAS) and cross polarization (CP) at two applied magnetic fields. In the majority of cases, eight-peak multiplets are observed in the 31P CPMAS NMR spectra, arising from one-bond indirect spin-spin coupling to cobalt (spin S = 7/2). The spacings between adjacent peaks gradually increase or decrease from low to high frequency, due to the presence of residual dipolar coupling between the cobalt and phosphorus nuclei. Values of 1J(59Co,31P) were estimated from the spacing between the central peaks of the eight-peak multiplets. For the phosphine-substituted cobaloximes, values of 1J(59Co,31P) range from 225 to 372 Hz, while in the phosphite derivatives this coupling is considerably larger, from 420 to 615 Hz. From comparison with cobaloximes for which the cobalt nuclear quadrupole coupling interaction is fully characterized, the residual dipolar shift, d, and sense of the 31P NMR spectrum can be utilized to infer the electric field gradient (EFG) orientations at the cobalt nucleus in cobaloximes for which such data are unavailable. The magnitudes of 1J(59Co,31P) and d, as well as the sense of the spectra, are shown to be dependent upon the nature of the axially-substituted ligands. Phosphorus-31 CPMAS NMR spectra of several cobaloximes exhibit broad peak shapes at room temperature. Variable-temperature 31P NMR experiments reveal that the cobalt nucleus is effectively self-decoupled at room temperature; however, splittings due to 1J(59Co,31P) were observed in spectra acquired at low temperatures.Key words: solid-state 31P NMR, 59Co-31P spin-spin coupling constants, 59Co electric field gradient tensors, cobaloximes.

Tax treaty interpretation is the cornerstone for the correct application of a convention. Due to its undeniable importance it is vital to know how to approach the intricate world of tax treaty interpretation. The objective of this article is to understand the interaction between Article 31 of the Vienna Convention on the Law of Treaties (VCLT) and Article 3(2) of the Organisation for Economic Co-operation and Development Model Convention (OECDMC), the way they interact and when to apply each of them, with special reference to the concept of ‘context’ which is used in both articles. The article addresses the nature and scope of the subject of interpretation, the interpretation rule in the VCLT and in Article 3(2) of the OECDMC. It further deals with the interaction between these two sets of rules, structuring their relationship in scenarios. The conclusion provides a brief overview of the main findings together with proposals on how to deal with some issues and a final statement that pursues for the enrichment of the research on tax treaty interpretation. There is no part of the law of treaties which the text-writer approaches with more trepidation than the question of interpretation
