From its formation, the American federal government partnered with private organizations to accomplish state goals. With little formal organizational capacity, the American state relied on the resources and credibility of private organizations. This thesis investigates the success of public-private partnerships in American state-building. By looking at alternative enforcement mechanisms, this thesis adds to theories of state-building and private power. The American experience helps us conceive a more nuanced perspective on state formation that recognizes the state’s varying tools rather than focusing solely on the development of formal organizational capacity. The questions driving this thesis are: How can public-private partnerships expand state capacity? Are there systematic differences in the outcomes and purposes of partnerships based on the branch of government – whether legislative, presidential, bureaucratic, or judicial – that mediates the partnership? My case studies examine the use of partnerships in the early state’s interactions with American Indian tribes. The cases put these general questions into more focus by examining if these partnerships expanded state capacity to dictate the terms of engagement and the content of racial orders. When these partnerships expand capacity, I explore the ways in which this state goal is accomplished. However, I remain acutely aware of the potential for partnerships to both fail to build capacity or become merely means to service a private interest.

Despite Russia's foreign agent law and a plethora of literature on the deterioration of Russia's civil society, there is a scarcity of research about the breakthroughs and transformation of Russian-and-American (RA) nongovernmental organization (NGO) partnerships. Accordingly, the research goal of this qualitative case study was to explore the tenets of servant leadership theory exhibited by foreign aid organizations for the restoration of RA NGO partnerships. The research questions addressed the influence and dominance of servant leadership tenets within United States Agency for International Development (USAID) and its collaborating agencies. A content analysis was conducted using online publicly available data such as annual reports from foreign aid organizations, newspaper articles, fact sheets, recorded interviews, and blogs. Data were deductively coded around the servant leadership attributes: (a) listening, (b) healing, (c) awareness, (d) empathy, (e) foresight, (f) conceptualization, (g) stewardship, (h) persuasion, (i) commitment to the growth of people, and (j) building community. Content analysis findings revealed that some servant leadership tenets (e.g., building community, commitment to the growth of people) were more dominant than others among USAID and its collaborating agencies; however, there was insufficient evidence to conclude that servant leadership had a dominant effect on the restoration of RA NGO partnerships. The implications for positive social change include recommendations involving governmental agencies, NGOs, and nonpartisan groups with understanding and adopting the principles of servant leadership for the restoration of RA NGO partnerships to assist Russian civil society with embedding principles of democratic governance.

At a critical time in educational transformation, NCLB incorporated the notion that parents would assume power and engage with schools around this monumental shift for accountability concerning the success of all students. Now the Every Student Succeeds Act, which reauthorized the Elementary and Secondary Education Act, upholds this task and calls for parent and family engagement in district and school improvement processes and the development of parent and family engagement policies. Traditional notions of parental engagement have rarely addressed partnerships for educational reform and policy change (Cooper, 2009). Furthermore, narratives regarding parents of color are dominated by a deficit discourse of what families “lack,” described as, “empty vessels” that need to be “filled” with knowledge to be able to engage in schools like their White middle-class counterparts (Lightfoot, 2004).

This qualitative study examines a counternarrative definition of parental engagement according to Latino parents in a particular community in which White privilege contributes to and perpetuates the marginalization and continued exclusion of particular groups. I employed a critical race methodology to focus on the lived experience of Latino families through counterstory that challenges the dominant narrative created and sustained by White privilege and traditional White educational discourse.

Findings in this study centered on Latino families’ limited access to the school, school programs, and institutional knowledge and power; systemic barriers maintained by White privilege; the cultural funds of knowledge and expertise of Latino parents as educators and advocates; a critique of the system from participants’ perspectives; and recommendations participants had for change in current practice. Through the findings, major implications for practice surfaced, including an examination and elimination of systemic barriers, the use of counterstory to disrupt deficit narratives of families of color, and educators’ and educational leaders’ utilization of practices to structure venues for authentic dialogue for reform.

Despite the passage of the Patient Protection and Affordable Care Act (PPACA) in 2010, the Centers for Disease Control and Prevention identified persistent disparities in health care resources as the primary causes of mortality among minority populations. An underexplored resource for affected African American populations is the church, which is not a recognized stakeholder in the implementation of current health care policy. The purpose of this phenomenological case study was to gather perspectives from African American parishioners who lacked sufficient health care insurance on the roles the church could play. Qualitative data management software was used to organize the data (transcripts of interviews) for coding. The purposeful sample of 12 church attendees came from urban, suburban, and rural African American churches. The Andersen behavioral model and Hochbaum's health belief model were used as the conceptual framework for thematic analysis of health care disparities. Kingdon's multiple-stream framework provided theoretical grounds for policy development and revision. Key findings revealed several interrelated health care disparity themes: the significance of insurance coverages, premium costs, financial barriers, family and personal issues, empowerment strategies, religious beliefs, and roles the church could play in promoting quality community health. The study has implications for positive social change: The results include guidance for the development of a bipartisan health care policy that includes the church as a stakeholder. A- partnership between the church and the legislators of health care reform could be a catalyst for improved metrics, trust, accountability, transparency, and opportunities to create tailored health care interventions and thus help alleviate societal health crises.

A strong partnership between a school and the surrounding community leads to school success. Schools can be more successful with community involvement and engagement than if functioning in isolation. Community engagement leads to greater academic achievement of students. Utilizing qualitative case study methods, this study focused on the perspective of school and community partners on building relationships. The purpose of this study was to describe and explain selected participants' perspectives on how a school builds partnerships with the community. I studied the relationship between an elementary school and community partners that have been in existence for at least three years to better understand each participant's view of the partnership. The social constructivism theoretical framework was used to better understand how effective partnerships are built and maintained. As the researcher, my goal was to study the diverse significance the participants had established for their contribution in school and community partnerships based on their subjective experiences. Specifically, with this study I attempted to answer these questions: 1) What are the characteristics of a collaborative relationship between a school and the surrounding community that are essential in order to build partnerships that meet the goals of each participant involved? 2) What are the roles of the school leader, support staff, and community members in building relationships between the school and the community? I also aimed at determining how the school's leadership directly relates to and affects the partnership building process between the school and the community partners. Three major themes emerged as a result of the data gathered. Building a solid infrastructure emerged as the foundation of strong partnership between the school and the community. Adhering to mandated policy, focusing on student centered goals, and working within systems were vital elements of building a solid infrastructure. Defining clear roles also emerged as instrumental. The roles of the principal, school staff, and community were clearly defined. Demonstrating collaborative character traits emerged as a third theme that was necessary to build a positive relationship. The meaning that the community partners and school staff have put on building relationships became apparent. Fostering authentic community engagement in communities that leads to expected outcomes for all stakeholders involved is most productive when schools and community members work together.

Extant literature identified the value of innovative firm behavior for organizational success for manufacturers and service providers (Christensen, 1998; Damanpour, 1991; de Brentani, 1993; Easingwood, 1986; Schumpeter, 1939; Senge, 1994). Increasing complexity of consumer markets, information technologies and an economic environment that forces organizations to rethink their business strategies are especially characteristic for service providers, making the development of new services an essential, but also risky task. A series of organizational conditions, such as a formalized new products/service development process, managerial support for innovation and a culture that encourages innovation were identified as critical for the successful development of innovations. Little research, however, has been done to understand the role of partners for the development of new service, and in particular to evaluate which aspects of new service development benefit the most from partner involvement. To understand the link between organizational settings for innovation and inter-organizational relationships in the new service development process, this study incorporates three areas of research: innovation, supply chain management and inter-organizational relationships. This study was framed within tourism destinations, especially destination marketing organizations (DMOs). They are responsible to market and develop a destination and, due to their role as information intermediaries, their need to collaborate with destination businesses to deliver a seamless tourism experience. This study consists of two major phases. First, a national study among the population of American DMOs was conducted to identify the extent of innovation, the drivers of partner integration in new service development as well as their impact on new services. Second, the value of organizational innovation settings on partnership integration was identified. Study results provide insight into the current status of innovation development and partner integration in the new service development process. The results also indicate that the nature of DMOs was changing from pure marketing organizations to management organizations that actively participate in destination development through innovation. In this study innovation was measured by three core elements: orientation towards demand, strategic and corporate fit as well as newness. DMOs do collaborate with partners to develop new tourism products and services. Partner integration was driven by top management support, as well as a strategic and long-term perspective towards partnerships. Furthermore, partner integration was found to have a positive effect on the strategic and corporate fit as well as market orientation. Lastly, DMOs that organize for the development of new services were found to achieve a more positive effect on innovation. This study concluded that organizations strategically need to engage in inter-organizational relationships with the goal to incorporate partners in the new service development process. Furthermore, organizational strategies towards innovation are critical as they enable the organization to achieve better results. Partnerships, thus, are critical for innovation, whereby innovation can be programmed given that it is supported through organizational settings.

Les Partenariats Publics Privés (PPPs) peuvent être un outil efficace pour optimiser et moderniser la commande publique dans un contexte où les besoins en investissement public ne cessent d’accroître. Les fréquences importantes de renégociation et les difficultés à estimer correctement les revenus futurs demeurent un défi majeur lors de la structuration financière des PPPs. Ce travail propose d’incorporer des clauses financières flexibles afin de remédier à ce problème. L’approche développée se base sur les théories d’options réelles et d’optimisation multi-objectif. Dans un premier temps, une méthodologie adéquate pour la gestion des risques est développée. La volatilité du projet est déterminée par le biais de la simulation de Monte Carlo et un déflateur stochastique est introduit afin de conduire les différentes valorisations d’options sous la probabilité historique. Ce travail développe dans un second temps, quatre formes de flexibilité qui permettent de réajuster l'équilibre financier du projet, si le revenu est insuffisant. Enfin une approche d’optimisation multi-objectif est développée afin de permettre de visualiser les différents compromis auxquels l’introduction de la flexibilité donne lieu
Public private partnerships can be a solution to the dilemma of how to do more with less available funds that public entities are constantly financing in the last decades. If implemented properly, Public Private Partnerships can contribute to the modernization of public service provision and can constitute efficient vehicles for the delivery of optimal value for money. The high incidence of renegotiation as well as the difficulty of accurately predicting the future demand on the projects is a matter of concern when it comes to the financial structuring of Public Private Partnerships. This work proposes a real-option- based optimization framework to boost the financial viability of the projects. This is done by introducing flexible financial clauses. First, an adequate framework for risk management, where volatility is derived by Monte Carlo simulation and the valuation is made without switching to the risk neutral measure, is presented. Four families of flexible clauses are, afterwards, investigated. Such clauses are triggerred, if the revenue level of the projet is not sufficient to guarnatee its financiel viability. Finally, this work develops a multi-objective optimization approach in order to assess the different trade-offs that the introduction of flexibility leads to. The proposed optimization problem is solved via multi-objective evolutionary algorithms

This dissertation as an exploratory study examines the characteristics of the students of a charter school participating in a partnership with a university located in an improving low socioeconomic environment in the northeastern U.S., which has been dedicated to providing educational opportunities to the underserved. This dissertation also discerns the configuration, processes, goals, future, and challenges of a charter network as it relates to a partnership. In addition, this dissertation aims to provide the following: some understanding to the phenomenon (for example, changes/present key issues in higher education) at hand; insight regarding structural factors which may or may not be impediments for the students; to discover if the goals and objectives set forth within the partnership could serve as a model to address affordability and access. This exploratory study on the partnership supports the continuation of investigation into the effectiveness of direct university-charter school partnerships.

La transparence, la semi-transparence, la translucidité ou encore la personnalité fiscale sont autant d’images fiscales formant le paradigme français de la fiscalité internationale des sociétés de personnes, en ce sens que ces images sont mobilisées pour poser et répondre aux problématiques relatives à l’imposition française du revenu réalisé sous la forme d’une société de personnes en situation d’extranéité. Par ce recours aux images fiscales, la conception française de la fiscalité internationale des sociétés de personnes distingue les sociétés de personnes de droit français de celles de droit étranger. D’une part, les sociétés de personnes de droit français, réputées semi-transparentes et disposant d’une personnalité fiscale distincte de leurs associés, sont considérées comme les sujets d’une imposition pourtant assumée par leurs associés. Sur ce fondement, ces sociétés sont qualifiées de résident au sens des conventions visant à éliminer les doubles impositions. Les règles conventionnelles de territorialité sont alors appliquées au niveau de la société et non à celui de leurs associés. D’autre part, le droit fiscal français accepte de recevoir la transparence fiscale des sociétés de personnes étrangère pour appliquer les conventions fiscales à leurs associés. Il en résulte une conception française de la fiscalité internationale des sociétés de personnes difficilement compréhensible, non seulement au regard de celle pratiquée par les droits étrangers, mais également au regard du droit interne. En se détachant du recours constant aux images fiscales pour se concentrer sur une étude des textes français, britannique et américain, la conception française de la fiscalité internationale des sociétés de personnes peut être écartée. Par cette étude critique des images fiscales, l’altérité véhiculée par les images fiscales entre les sociétés de personnes de droit français et les partnerships de droits anglais, écossais et américain peut être dépassée au profit d’une unité (Partie 1). Celle-ci renverse les fondements de la conception française de la fiscalité internationale des sociétés de personnes et offre alors la perspective de son renouvellement (Partie 2)
Transparency, semi-transparency, translucency or fiscal personality are tax images used as a paradigm in the French conception of partnerships in international tax law, in that those images are used to think and resolve the issues raised by the taxation, in France, of international partnerships. Based on those images, the French conception of international taxation of partnership distinguishes between local partnerships and foreign partnerships. On the one hand, local partnerships are said to be semi-transparent or translucent and to have a fiscal personality distinct from their partners. Thusly, local partnerships are construed as the subject of a tax that is yet paid by the partners. Consequently, local partnerships are qualified as resident for the purpose of the bilateral conventions and the foreign partners cannot claim the application of the treaty. On the other hand, the recognition of the transparency of foreign partnerships is accepted in French tax law so the partners may claim the stipulations of the bilateral convention. This conception of international taxation of partnerships, founded on a dual approach of partnerships, is isolated from the taxation known in others countries and lacks coherence in the view of the French tax law. With a critical study of tax images in the light of the British law and the American law, this conception may be challenged. The comparison between French partnerships and British and American partnerships permits to overcome the otherness suggested by the resort of tax images, and to demonstrate instead the unity among those entities (Part 1). Once it has been ascertained, this unity challenges the foundation of the French conception of international taxation of partnership and allows the prospect of its renewal (Part 2)

The impetus for the recognition of the need for legal partners in healthcare came from Boston City Hospital in 1993. The hospital provided care to the largest uninsured and underinsured population in the New England states. The pediatric patients were noted by Dr. Barry Zuckerman to have difficulty in recovering from medical illnesses. He linked their inability to improve their health to poor housing, food insecurity, and basic social determinants of health. His hiring of a part-time lawyer led to a national movement for the development of medical-legal partnerships. The American Bar Association, the National Center for Medical-Legal Partnerships at George Washington University in Washington, DC and the American Academy of Pediatrics formed the first national medical-legal partnership in 2007. Joint resolutions were passed for members to become partners with the other professional colleagues to “address the legal and social issues affecting patient health and well-being.” The American Bar Association resolution led to the creation of the Medical-Legal Partnership Pro Bono Project. In 2015, the East Tennessee State University College of Nursing nurse-led community health center was awarded a small grant from the National Nurse Centers Consortium to participate in the development of a medical-legal partnership. The health center is staffed by Nurse Practitioners who provide health care for the underserved in northeast Tennessee. The patients are diverse and include homeless, migrants, residents of public housing, uninsured, and underinsured. Partnering with the Tennessee Justice Center in Nashville, Tennessee, the nurse-led medical legal partnership improved lives of pediatric patients, adults, pregnant women across the state, and advocacy rights for those who cannot speak for themselves.

The social purpose of American higher education is a question that has frequently surfaced. The Atlanta showing of the Without Sanctuary: Lynching Photography In America Exhibit provided a unique opportunity for an institution of higher education, a government agency, and private citizens to collaborate on a reconciliatory project related to the social justice issue of lynching. The role of higher education has varied over the course of history, but the foundation for this study was laid when higher education institutions first developed an interconnectedness with the communities in which they resided, with higher education serving in a key capacity in the development and training of community leaders. This case study was designed to examine how Emory University, a private, prestigious, Southern research university, collaborated with external entities to provide educational opportunities for members of the Atlanta community to engage in discourse related to the lynchings that occurred in the United States from the 1870s to the 1960s. The case study method allowed for the exploration of complex social conditions from multidimensional perspectives. Interviews of individuals involved with the Exhibit and Emory University as well as document analysis were used to investigate the problem. The partnership was examined through a social justice framework, allowing for a full examination of the process and the outcome of the partnership in relation to the treatment of the subject matter. As a result of this study, a greater understanding of the role institutions of higher education can have in reconciliatory acts related to racial oppression and social injustice is provided.

This study has been primarily concerned with the pattern of economic development and the role of the multinational corporations (MNC's) in that process in the Kingdom of Saudi Arabia. Two contrasting theoretical frameworks were adopted to assess the pattern of economic development followed in the Kingdom of Saudi Arabia from 1970 through 1983. The first theoretical perspective is the neoclassical approach to economic development which postulates that the productive resources at the disposal of a country and the institutions developed to guide the prudent use of them are paramount to a balanced development. On the other hand, Hymer's contrasting perspective is based on the Law of Uneven Development. Essentially, Hymer claimed that inequality is built into the growth mechanisms of the present day world capitalist economic system that shapes the international economy through the agency of the multinational corporations. Therefore, any involvement by the MNC's is necessarily hierarchical, and characterized by dominance and dependence as well as wealth and poverty, particularly between the industrial countries of Western Europe and North America and the less developed countries in the Third World societies. Ironically, the Saudi Arabian case shows that Hymer's Law of Uneven Development is questionable. First, instead of the location of a country in the international economic system as the determinant of high standards and even development, the natural endowment translated into surplus capital must be viewed as the key to that process. Second, Saudi Arabian surplus capital was aided by foreign technologies, especially from multinationals based in the United States. In this connection, the MNC's played a positive role through their supplies of skilled manpower and efficient technologies to transform the desert of Saudi Arabia into a world class center of modern infrastructures and industrial complexes. Thus, the intervention of the multinationals in Saudi Arabian economic development has led to a situation of shared benefits; in which the interests of both the host country and the transnational enterprises have been well served. Finally, the Saudi Arabian experience demonstrates that it is possible for the parent country, the host country and the multinationals as parties to the investment process to adjust to each other with mutual trust instead of conflict and confrontation which had characterized many Third World countries' and multinationals' dealings in recent years.

This study explores how great powers not allied with the United States formulate their grand strategies in a unipolar international system. Specifically, it analyzes the strategies China and Russia have developed to deal with U.S. hegemony by examining how Moscow and Beijing have responded to American intervention in Central Asia. The study argues that China and Russia have adopted a soft balancing strategy of to indirectly balance the United States at the regional level. This strategy uses normative capabilities such as soft power, alternative institutions and regionalization to offset the overwhelming material hardware of the hegemon. The theoretical and methodological approach of this dissertation is neoclassical realism. Chinese and Russian balancing efforts against the United States are based on their domestic dynamics as well as systemic constraints. Neoclassical realism provides a bridge between the internal characteristics of states and the environment which those states are situated. Because China and Russia do not have the hardware (military or economic power) to directly challenge the United States, they must resort to their software (soft power and norms) to indirectly counter American preferences and set the agenda to obtain their own interests. Neoclassical realism maintains that soft power is an extension of hard power and a reflection of the internal makeup of states. The dissertation uses the heuristic case study method to demonstrate the efficacy of soft balancing. Such case studies help to facilitate theory construction and are not necessarily the demonstrable final say on how states behave under given contexts. Nevertheless, it finds that China and Russia have increased their soft power to counterbalance the United States in certain regions of the world, Central Asia in particular. The conclusion explains how soft balancing can be integrated into the overall balance-of-power framework to explain Chinese and Russian responses to U.S. hegemony. It also suggests that an analysis of norms and soft power should be integrated into the study of grand strategy, including both foreign policy and military doctrine.

Off-grid renewable energy technologies have great potential for achieving sustainable energy for all, yet their diffusion in the Global South has proven difficult. While multi-stakeholder partnerships have come to be seen as vehicles for overcoming these difficulties, little is known about the inter-organisational relationships that constitute them. An exploratory study of these partnerships provides opportunities for theorising the role of multi-stakeholder partnerships in path creation. This transdisciplinary study investigates the (inter-)organisational challenges faced by organisations that seek to create pathways to sustainable energy access for rural populations in Honduras, El Salvador and Nicaragua. An extended case study of partnerships involving local non-governmental organisations and social enterprises aims to develop a better understanding of the opportunities and limitations of such partnerships. A constructivist research strategy and relational framework guide an investigation of pathway creation as a social process accomplished by hybrid organisations that are embedded in relationships with one another and in a wider selection environment. This study shows that the configuration, quality and strength of inter-organisational relationships – and the way in which partnerships align incentives and visions, and approach knowledge gaps – can determine their potential. The micro-level enquiry into how local renewable energy organisations navigate an organisational environment shaped by partnerships leads to the development of novel methods for mapping inter-organisational partnerships and networks. Based on a comparative analysis of the relational embeddedness of four Central American renewable energy organisations, the study presents insights into how these organisations adopt hybrid operational models, and use hybrid relationships, to address (inter-)organisational challenges of pathway creation in a selection environment characterised by a blurring of sectoral boundaries. These findings inform a framework for hybrid organising as a cross-level phenomenon, which lends itself to an extension of theorising on path(way) creation as an embedded (inter-)organisational process.

A religious revival movement occurred in the Union Army during the American Civil War (1861-1865). The revivals began to appear with some regularity at the end of 1862 and continued until the end of the conflict. Union soldiers also widely adopted Protestant evangelical values during this time of religious enthusiasm. Two groups in particular played a pivotal, yet often unheralded, role in the substantial growth of religious fervor among northern soldiers during the Civil War: Union military chaplains and the United States Christian Commission. The thesis of this work is that Union chaplains and the United States Christian Commission developed a close and effective wartime partnership that significantly facilitated their ability to promote Protestant evangelical Christianity among Union soldiers during the Civil War. This wartime association substantially aided their efforts to advance their theological and moral views among the troops. Union chaplains and Commission representatives gained considerable influence over the army’s spiritual and moral environment during the war and were primarily responsible for initiating the widespread revivals that occurred within the Union Army. Although they began the conflict as two distinct organizations, Union chaplains and the Christian Commission collaborated with increasing frequency as the war progressed. Their affiliation brought a number of advantages to each organization and significantly increased their ability to promote their evangelical beliefs with the soldiers. This dissertation contributes to studies on religion and the Civil War by analyzing the religious leadership provided by Union chaplains and the Christian Commission and explains how they shaped the Union Army’s religious environment during the war.

In 2011, representatives from the Multnomah County Health Departments and several Native-serving organizations came together to address substance-exposed pregnancies among urban Native Americans in Portland, Oregon. From these partnerships, the Future Generations Collaborative was formed representing a significant shift toward community-led maternal child health research and planning. Additionally, the Future Generations Collaborative adopted a historical trauma-informed community based participatory research and planning process. This is particularly significant considering government agencies' role in colonization within Native communities. The purpose of this case study is to explore partnerships between government agencies and the Portland Native community within the Future Generations Collaborative. Given the profound influence of historical trauma in Native communities, this paper addresses how the partnerships between government agencies and the Portland Native community pose distinct opportunities, challenges, and implications. Drawing from FGC members' lived experiences and an interdisciplinary body of research, I develop a theoretical model for explaining the government's role in creating and sustaining historical trauma within Native communities. This analysis provides critical context for examining the impact of historical trauma on the relationships between government agencies and the Portland Native community within the FGC. By entering methodological discussions of Native-specific community-based participatory research, this study also addresses how the use of a trauma-informed research and planning model affects the relationships between government agencies and the Portland Native community within the FGC.

During the last decade there has been a renewed focus on improving the instruction of children at risk for not learning to read well and ways to effectively involve their parents to enhance their children's reading achievement. This focus has particularly centered on how programs of school, family, and community partnerships can be organized to improve schools and enable all families to support children's reading and literacy skills (Epstein et al, 2002-2009). This study examined the extent to which the reading achievement of African American male learners improves with school, family, and community partnerships. The sample consisted of fourth grade African American males from the Tidewater region of Virginia who were enrolled in Title 1 schools that participate in the National Network of School Partnerships. The goal of this study was to examine the relationship between school, family, and community partnerships and the reading achievement of the African American male. Second, the study identified which type of parental involvement significantly influenced the reading achievement of African American males. Third, the study identified parental involvement activities that significantly influenced the reading achievement of the African American male learner. Teachers and administrators were surveyed using an instrument adapted from Epstein's School, Family, and Community Partnership Survey, The Virginia Standards of Learning reading and language arts assessments provided data for reading achievement of fourth grade African American males. Data analysis revealed no significant differences in promising practices and the reading achievement of fourth grade African American males. An ANOVA showed a significant difference between principals and teachers in their ratings of the importance of Type 6 activities, collaborating with the community. A correlation was found between Type 3 parental involvement activities of volunteering and the reading achievement of fourth grade African American males. An ANOVA showed a significant difference between principals and teachers in their ratings of Teacher Reports of School Program Type 4 (Learning at Home). Significant differences were found between principals and teachers in their ratings of Teacher Reports of Total School Program to Involve Families. A correlation between teacher estimates of parents' involvement and the mean SOL English score for African American male fourth grade students was found.

Nonprofits, including cultural organizations, are increasingly relying upon fees for service as part of their operating budgets. Arts organizations have taken an increasingly prominent role in arts education starting with federal budget cuts in the 1960s and 1970s. There is a lack of data on the effects of partnering with schools on nonprofit arts organizations as well as the effects of government contracting on nonprofits.This study consists of an email/internet survey to determine how contracting with schools to provide arts activities affects nonprofit arts agency independence, vendorism, bureaucratization, costs, and artistic quality. The survey was pilot tested with 22 leaders of arts organizations. The survey was emailed to a random sample of 680 leaders of American nonprofit arts organizations identified as art museums; ballet; dance; music; music groups, bands and ensembles; opera; singing choral; symphony orchestras; theaters; and visual arts organizations. Responses were gathered from 280 respondents for a 41% response rate. The researcher analyzed the data using frequencies, cross tabulations, logistic regression, and linear regression.This study reveals limited negative effects on arts organizations of partnering with schools. The major findings of this study support Lester Salamon's (1995) theory that bureaucratization is among the most likely effects of government contracting on nonprofits, and a study of nonprofits by Patricia Hughes and William Luksetich (2004) indicating that greater reliance on private funding does not divert funding fiom program service delivery. Organizations that partner with schools have greater odds of being affected by rules and regulations compared to those that do not partner with schools, but these rules seem to fall within acceptable limits for arts organizations of the types studied.Earning higher levels of income from school partnerships does not make arts organizations less likely to advocate for arts education, change artistic direction or offer significantly different programs, or impose unreimbursed costs.This study does not support Bruno Frey's (2003) Crowding Theory of the effect of external rewards on creativity. More collaborative types of school activity had no effect on organizational creativity in this study. However, enhanced artistic growth appears to be an important positive effect of school partnerships.

This applied anthropology study, guided by a feminist perspective and in particular, Black Feminist Thought is an outgrowth of an evaluation study of the Partnership for Peace Program (PFP) in Grenada, West Indies. The PFP is a Caribbean-specific model that was built into a sixteen-week cycle program by the United Nations Entity for Gender Equality and Empowerment of Women (UNWomen). Since 2005, the PFP has been geared towards Grenadian men, who have used violence against women to express their masculine identities. PFP focuses exclusively on rehabilitating male perpetrators with a goal to protect the human rights of women. This research evaluated the PFP program, using qualitative and quantitative methods to measure the program's impact based on the behavioral changes that male participants adopted to avoid violence against women. Furthermore, this study investigated the relationship between masculine identities and domestic violence, exploring the significance of violence actions as markers of Grenadian masculinities. The findings presented show the impact of the PFP on the lives of PFP men, the women associated with the PFP men and the PFP stakeholders. The results illustrate the socio-ecological nature of violence and the power leverages that enact gendered messages for Grenadian men and women. Those entities were used to establish some theoretical understandings about Caribbean Violence.

Although collaboration between school psychologists and community-based mental health professionals is essential in the provision of comprehensive and effective mental health services for youth with intensive mental health needs, youth may not receive the full benefit of these coordinated efforts, as collaboration may not occur as often as it should. This study investigated the frequency of communication and collaboration between school- and community-based professionals, the purposes and methods of communication, and the benefits and barriers to collaboration. Survey data from 80 members of the Florida Association of School Psychologists were collected and analyzed. Forty-three percent of school psychologists reported communicating and collaborating with community-based mental health professionals between one and four times a year. Findings indicated that school psychologists prefer to communicate through phone calls, written reports, and face-to-face discussion; they also perceive these methods of communication to be most effective. Barriers to collaboration included limited accessibility of community professionals and lack of time to collaborate. A significant relationship was found in communication frequency and number of professional development hours received related to mental health. Implications of these findings are discussed in relation to developing strategies for practitioners and trainers of school psychologists aimed at optimizing the mental health of youth.

It is possible that the economic condition of Europe after the global financial crisis of 2008-2009 prompted idea of trade liberalization. This diploma thesis deals with the Transatlantic Trade and Investment Partnership (TTIP), a proposed free trade agreement between the European Union and the United States of America. Main goal of the thesis is to provide economic evaluation of the deal, and to assess the claim that TTIP would be beneficial for the European Union member states. Main used method is a theoretical analysis supplemented by regression analysis. The theoretical part is focused on basic economic principles of international trade and related concepts. Main tools used to assess this agreement are described in more detail as well. The analytical part deals with economic linkages between the two regions, with emphasis on the development and current status of non-tariff barriers to trade. The thesis also contains a summary of potential benefits and risks. Finally, a potential impact of TTIP on the Czech Republic and the issue of Brexit is presented. The European Union and the United States of America are linked by strong economic ties. However, trade barriers between those two entities still exist and hamper international trade. The analysis indicates that if the contract was to be impactful and significant, it must focus on a substantial reduction of bilateral non-tariff barriers to trade. This implies that TTIP could interfere with sectoral regulations. In addition, it is not certain that achieved revenues would be automatically higher than costs given the number of perceived risks. Panel data gravity models are used to quantify the potential impact of trade liberalization on export of goods of the EU28 countries to the USA. Significant elimination of trade barriers could increase EU exports to the USA by more than 20%.

Dans ce cadre, toutes les organisations régionales d’intégration économique situées dans cette zone géographique, et non pas uniquement le MERCOSUR, apparaissent comme des partenaires importants. Le changement obéit autant à des contraintes externes qu’à une stratégie extérieure. Dans le domaine des échanges commerciaux, le but déclaré est d’atteindre « une libéralisation mutuelle des échanges » sur une base équitable et mutuellement profitable tout en défendant certaines valeurs communes. Cependant, le cadre juridique longtemps en vigueur s’est avéré inadapté à l’avènement d’une ambition économique et politique d’une telle ampleur. Par conséquent, l’Union européenne se trouve confrontée au défi de réformer les cadres juridiques de ses relations avec les organisations régionales d’intégration économique d’Amérique latine et des Caraïbes. Since 1999, the European Union began a new competitive approach in its relationships with Latin America and the Caribbean. In this respect, the first step has been made in the European Union-Latin America and Caribbean’ Summit [Rio Summit (1999)] with the launch of a new partnership called “Strategic Partnership”. In this context, all organisations of regional economic integration – not only the MERCOSUR the most competitive one – are considered as important partners. The change is due to external constraints as well as an external strategy. In the field of commercial exchanges, the goal is to attempt “mutual liberalisation of exchanges” on a fair and mutually profitable basis, defending at the same time “common values”. However, the traditional legal framework of the relations is obviously unsuitable for such an ambitious economic and political project. So, from a legal aspect, the European Union is confronted with the challenge of reforming the contractual frameworks of its relations with regional economic integrations in Latin America and in the Caribbean. Desde 1999, la Unión Europea instauró un nuevo enfoque en sus relaciones con América Latina y el Caribe. En este enfoque llamado “estratégico”, todas las organiza-ciones comarcales de integración económicas ubicadas en esta zona geográfica y no úni-camente el MERCOSUR, se pueden ver como interlocutores importantes. La primera cumbre Unión Europea /América latina/Caribe (cumbre de Rio) es una fecha importante en la evolución de las relaciones gracias al lanzamiento “de la colaboración estratégica”. En lo que toca a los intercambios comerciales, la meta declarada es alcanzar una “liberalización mutual de los intercambios” a partir de una base equitativa y mutualmente provechosa de-fendiendo a la vez ciertos valores comunes. Sin embargo, el marco jurídico en vigor durante una larga temporada se ha reve-lado inadecuado para el advenimiento de una ambición económica y política de esta impor-tancia. Por consiguiente, la Unión Europea se enfrenta hoy en día al desafío jurídico de la renovación del marco convencional de sus relaciones con las organizaciones de integración económica de América Latina y del Caribe. El asunto se refiere a un análisis de las rela-ciones exteriores de la Unión Europea desde el punto de vista de los desafíos jurídicos. Utilizamos el análisis sistémico para poner de relieve los factores explicativos de la evolu-ción y de la reestructuración actuales de los instrumentos jurídicos de las relaciones entre la Unión Europea y América-Latina Caribe

Au milieu des années 90, des changements de scénarios à la fois nationaux et internationaux ont conduit au développement d’un nouveau partenariat euro-latino-américain, fondé sur de nouveaux outils contractuels. Le Mexique et le Chili furent les premiers pays émergents de la région à bénéficier de cette rénovation contractuelle : cette rénovation est le sujet de cette thèse ; son but est de déterminer la nature juridique du point de vue du droit communautaire des accords Euro-Mexicain et Euro-Chilien, signés respectivement en 1997 et 2002, dans la mesure où ceux-ci ont cassé la tradition euro-latino-américaine de ne signer que des accords non préférentiels; ils inauguraient ainsi une nouvelle et ambitieuse étape dans ces relations. L’analyse du contenu de ces accords basés sur des valeurs et intérêts communs, démontre leur nature associative et révèle l’essence et la portée de ces relations qui sont devenues la base du nouveau modèle d’alliance stratégique au niveau international
From the mid 90’s, changes in both internal and international scenarios led to a development of strategic Euro-Latino-American partnerships paving the way for new contractual tools. Mexico and Chile were the first emerging countries to benefit from this contractual renovation herewith the subject of this thesis which will seek to determine the juridical nature from the European Community Law point of view of the euro-Mexican and euro-Chilean agreements, signed respectively in 1997 and 2002 seeing as these broke the euro-Latino-American tradition of only signing non-preferential agreements, thus opening the way for a new and ambitious future for the relations between the parties. The content analysis of these agreements which are based on mutual values and interests demonstrates the associative nature as well as the essence and the scope of these relations which became the base of a new model of strategic alliances on the international level
