In the past decades, the reduction of unemployment has been one of the crucial areas of social policies of the EU Member States because it is a key to economic growth and development. Taking into consideration the fast-changing labour market needs and the rapid transformation of labour relations, European public employment services are continuously creating new measures of active employment, with the aim to assist as many unemployed beneficiaries as possible and to swiftly re-integrate them into the labour markets. The main goal of active labour market programs is to make the matching process more efficient and to increase the number of successful matches of job vacancies and job seekers. Referring to examples of selected active employment measures in Croatia, Sweden and Denmark, this paper provides a comparative analysis of active labour market measures. The paper is divided into four sections. Section 1 provides an overview of measures to reduce unemployment; section 2 outlines the purpose of active labour market measures; section 3 provides a comparative analysis of five active labour market programs in Croatia, Denmark and Sweden, and a brief description of new activation strategies during Covid-19 in Croatia. The conclusion is that the creation of impactful social policies for employment substantially rests on conducting comprehensive analysis of the impact of active labour market measures from the perspective of new employment opportunities and the acquisition of new skills, as well as the analysis of the level of social inclusion of jobseekers.

Under the heading of flexicurity, Danish labour market activation policies are receiving international attention because of their perceived ability both to curb unemployment and to boost employment. Indeed, the objectives, target groups and design of activation policy have undergone a remarkable transformation over the past fifteen years. From the initial curbing of unemployment among the insured unemployed through standard activation offers, the aim today is also to increase labour supply among non-economic active groups using individually tailored programmes. Danish activation policies thus embrace not only active labour market policies but also social and integration policies. Despite widespread popularity and belief in the positive effects of activation, little is actually known about its overall impact on the Danish economy.

The article explores the evolution of active and passive labour market policies in the Russian Federation from the 1990s to nowadays, highlighting the roles of the federal center and the regions in its implementation. The study was based on descriptive and institutional analysis, as well as content analysis of regional employment programs. The results have shown that decentralization was applied only to an active labour market policy. At the same time the most ambitious goals were continued to be reached with additional organizational and financial support from the centre.

European labour markets are increasingly divided between insiders in full-time permanent employment and outsiders in precarious work or unemployment. Using quantitative as well as qualitative methods, this thesis investigates the determinants and consequences of labour market policies that target these outsiders in three separate papers. The first paper looks at Active Labour Market Policies (ALMPs) that target the unemployed. It shows that left and right-wing parties choose different types of ALMPs depending on the policy and the welfare regime in which the party is located. These findings reconcile the conflicting theoretical expectations from the Power Resource approach and the insider-outsider theory. The second paper considers the regulation and protection of the temporary work sector. It solves the puzzle of temporary re-regulation in France, which contrasts with most other European countries that have deregulated temporary work. Permanent workers are adversely affected by the expansion of temporary work in France because of general skills and low wage coordination. The interests of temporary and permanent workers for re-regulation therefore overlap in France and left governments have an incentive to re-regulate the sector. The third paper then investigates what determines inequality between median and bottom income workers. It shows that non-inclusive economic coordination increases inequality in the absence of compensating institutions such as minimum wage regulation. The deregulation of temporary work as well as spending on employment incentives and rehabilitation also has adverse effects on inequality. Thus, policies that target outsiders have important economic effects on the rest of the workforce. Three broader contributions can be identified. First, welfare state policies may not always be in the interests of labour, so left parties may not always promote them. Second, the interests of insiders and outsiders are not necessarily at odds. Third, economic coordination may not be conducive to egalitarianism where it is not inclusive.

The present analysis sets out to analyse the current situation of active labour market policies addressing disabled people. Methodologically, the thesis is a mixed-method, comparative social policy research study. With its layered analysis, it aims to identify how states can better promote the employment of disabled people in the open labour market. Initially, the factors behind better employment outcomes were investigated. This was, later, followed by investigation of individual level interpretations and experiences in the face of ALMPs addressing disabled people. The results of the present thesis indicate that centralisation of assessment structures, timely vocational rehabilitation; availability of flexible working options and access to education; built environment and transport systems have potential to promote employment of disabled people after controlling for the factors. Prolonged and strong support system and access to training opportunities may also contribute. Still, any governance style that harms ‘the rights and responsibilities equilibrium’ in favour of the state inherently possesses the potential to produce a reaction at the individual level, even if the person has benefited from it. While individual-level characteristics as a group appeared to explain most of the variation, the effect of country-level policy factors as a group on employment outcomes are more difficult to observe. Thus, when delivering policies targeting the integration of disabled people, it is crucial to take a non-deterministic policy approach where the perspectives of direct stakeholders taken into consideration substantially. Combination of activation focus with protection systems could be a better strategy in transforming the employment situation of disabled people.

The dissertation has the goal of providing a better understanding on the effectiveness of specific active labour market policies that aim at integration of young and older workers. The first Chapter evaluates the effectiveness of the 2003 reform of the Italian apprenticeship regime is assessed. This reform raised the age-eligibility and revised the training component. The different timing of the implementation of the reform in the Italian regions and sectors is exploited. To estimate the ATT of the apprentices in the reformed regime (compared to the old regime), the Covariate Balancing Propensity Score estimator is implemented (CBPS - Imai and Ratkovic, 2014) employing a large set of covariates. The inflow sample of about 18,000 apprentices hired in 2007 is drawn from administrative data of the Social Security Institutions (INPS). Four years after hiring, the reform induced an increase in the transition rate to permanent jobs in the same firm and boosted the average wage of the apprentices. Finally, by a DiD estimator on the LFS, it is found that the higher diffusion of the apprenticeship among the youth becoming eligible is offset by a reduction of other temporary jobs. The research related to the second and the third Chapters assesses the effectiveness of Belgian federal policies to boost the employment rate of the older population. In this research we rely on an endogenous stratified sample of administrative data containing about 244,000 individuals (aged between 52 and 61 years old in 2002) with their employment history since 1957. The second Chapter assesses the impact of a Belgian employers’ Social Security Contributions reduction for workers older than 58. The analysis is performed on multiple repeated cross-sections even if panel data are available, to account for age-varying confounding factors. We use a CDiD estimator (Heckman et al., 1997) and when needed a trend-adjusted version of it (Wolfers, 2006). To facilitate the integration of endogenous sampling weights in this estimator, we implement it as an Inverse Probability Weighting (IPW) estimator, which we extend to allow for multiple cross-sections in the before and after periods. We find small positive short-run impacts on working time and larger ones on the employment rate, but only for employees at high risk of leaving to early retirement. The wage is not affected. In a Cost-Benefit-Analysis, we estimate that during the 1.25 years after its introduction the subsidy imposed a net monthly cost of 330€ per saved job to Society. Had the subsidy been targeted to sectors where early retirement schemes are widely used, Society would instead have gained 2,080€ per saved job. The third Chapter evaluates the impact of the Belgian part-time Time-Credit scheme for older workers. The policy measure allows older workers to reduce their working time by 20% (or 50%) with the goal of postponing their retirement decision and possibly improve their work-life balance. Workers receive a lump-sum in-work benefit of about € 215 (€ 385), granting an average income replacement of 90% (66%) of the full-time wage. We assess the ATT on the survival in employment and we control for selection on observable (IPW) by using their whole employment history. As control units can enter the treatment in later periods, we take into account the dynamic treatment selection (Vikström, 2014). Our estimates indicate a positive employment effect in the short-run followed by a negative impact after four years with insignificant health effects. The policy does not pass the Cost-Benefit-Analysis test.

Il presente lavoro svolge un'analisi teorica e pratica del modello di flexicurity proponendosi di individuare nuovi approcci normativi e strumenti pratici per il suo aggiornamento. Il lavoro è idealmente strutturato in tre parti. All'interno della prima sezione del lavoro, viene svolto uno studio preliminare del modello teorico di flexicurity, e un'analisi della successiva adattazione e attuazione all'interno del livello istituzionale eurounitario. All'interno della seconda sezione vengono analizzate le applicazioni pratiche del modello di flexicurity su due fragenti connessi con le transizioni occupazionali: da un lato la flessibilità in uscita, dall'altro i modelli di politiche attive del lavoro e gli attori istituzionali coinvolti. Nell'analisi di tali frangenti vengono evidenziati potenziali attriti sussistenti tra l'attuazione pratica del modello di flexicurtiy e la grammatica dei diritti sociali riconosciuti a livello sovranazionale. All'interno della terza, e ultima, sezione del lavoro si individua il "capability approach" ,elaborato da Amartya Sen, come criterio normativo di revisione del modello di flexicurity, e nel reddito minimo garantito uno degli strumenti necessari per raggiungere coerentemente tale aggiornamento.

This thesis explores the lived experiences of 28 young people in seven locations in the North-East of England who were unemployed and engaging with aspects of Active Labour Market Policies (ALMPs) between 2012 and 2014. The research set out to give young people who were directly affected by these Active Labour Market Policies, particularly in the context of shifting levels of support for young unemployed people and increasing conditionality and sanctions associated to benefits, a voice about how this was impacting on them. The research adopted a qualitative longitudinal multi-case study approach. The findings document the young people’s barriers to employment and their related perspectives and experiences of the JobCentre Plus in particular as an interface of the government’s ALMPs. It was found that corrective methods to unemployment kept churning these young people between being off benefits, albeit short-term, and back on again as new claimants. It was not a simple case of young people choosing not to work; there was an inter-play between structure and agency. The structure of place and institutions that interacted with these young people shaped the choices the young people chose or were able to make. Here the research argues that the structure of agency needs to be addressed in order to tackle youth unemployment.

Contrary to passive benefits, ALMPs are intended to reskill individuals and require their ‘active’ participation to facilitate reinstatement into the labour market. In this thesis, I investigate how ALMPs do not remain a mere symbolic political message but become something which significantly helps individuals and benefits society. In particular, the thesis tries to raise the understanding of the economic and social effects of the law reflected in: i) the promotion of targeted reforms, ii) the evolution of labour market instruments embraced or disregarded by lawmakers, and iii) the existence of an identity in the labour market which has a social dynamic. First, I study the effect of participating in a European active labour market policy aimed at fighting youth inactivity; namely, the recent Youth Guarantee. Then, I use text analysis to illustrate how the progressive emergence of an ALMP approach in the law corresponds, over time, to the rising success of policymakers in fighting unemployment and preventing the NEET emergency. Finally, I exploit experimental methods to demonstrate that occupationally inactive individuals may deviate from standard social norms, such as working, and therefore may avoid participating in job training, due to negative peer pressure from their sub-cultural group of reference. In conclusion, this thesis sheds new light on the economic, institutional, and social implications of an active labour market policy approach by showing that measures to fight occupational inactivity can be effective insofar as we consider their framing; namely, their target, their institutional framework, and their societal role.

The impact of the Covid-19 pandemic on the world of work has been both devastating and far-reaching. In order to reduce the unemployment rate, it is necessary to increase motivation and incentives to look for a job, to improve readiness for work and help to find a suitable job, as well as to expand employment opportunities. Public employment services have become an important point for jobseekers, giving workers and employers access to a number of passive and active labour market support mechanisms. Active labour market policies are a key tool through which welfare states seek to improve the employment prospects of the unemployed. Ongoing monitoring and evaluation of the impact of active labour market policies and programs are needed to strengthen the effectiveness and efficiency of policies in responding to the needs of different groups. Poverty and social exclusion are often associated with unemployment, but being employed is not always sufficient to provide decent living conditions for workers and their families. The ‘low-wage’ workers similarly as unemployed are often associated with an image of men and women struggling to support their families and living at risk of poverty and social exclusion. Dealing with the social stratification engendered from the employment status of workers in the post-transition countries represents a challenging task for the academics and policymakers. The aim of the paper is to assess the determinants of poverty in North Macedonia from the point of view of employment status, particularly the differences between low-paid and unemployed workers. We assess the factors affecting the probability of at-risk-of poverty status by estimating a logit model on cross-section data separately for employed and unemployed persons in 2015. The analysis draws from an examination of micro data from the Survey on Income and Living Conditions (SILC) whose main scope is to enable the compilation of statistics on income distribution, as well as indicators of monetary poverty. Besides other personal and household characteristics, being low-paid appears as the most important factor for at-risk-of poverty status among employed persons, while the low work intensity is the most responsible factor for at-risk-of poverty status among unemployed persons. In addition, our analysis reveals that the social transfers do not satisfactorily cover these categories, which assumes that we need a much broader arsenal of respective policy measures aiming to reduce poverty among the vulnerable labour market segments. The proposed policy recommendations cover the following areas: education and training, active labour market policies, unionisation and collective bargaining, wage subsidies and taxation and statutory minimum wage.

The contribution for graduate practice is one of the measures of active labour market policy in Slovakia aimed at gaining first job experience and contacts for young school-graduates. The main aim of the study is a counterfactual impact evaluation of this contribution on the employability of its participants. The evaluation is aimed at the period 2015-2017 and realized using the real database of 12,953 treated eligible participants of Graduate practice and 83,907 non-treated controls. For the evaluation, propensity score matching was used, where the propensity scores were estimated by the method of Classification and Regression Trees. The results of the study show that treated individuals were employed on average 3 months longer and had an average salary of € 216.76 higher than non-treated during the 24-months impact period after the intervention.

Our modern society that is based on innovation is ever more quickly developing. Further and further more, one policy measures and actions are not sufficient in ones ability to solve emerging problems and the resulting challenges. Modern solutions require an inter-sectoral approach and coordination of different policy actors and systematic action. The aim of this article is to show the impact of youth policy as a separate policy area on employment policy, specifically in the Lithuanian labor market. The article focuses on the category of 15–29 year-old inactive youth. The article analyzes individual specific measures of youth policy which affect young people’s ability to integrate and reintegrate into the labor market, best practices from different European Union countries are revised too. The article aims to have an inter-sectoral lens in its outlook and methodology. Inter-sectoral interaction should be perceived as the most effective element in its ability to solve labor market problems of this particular case; particularly through the integration of youth policy measures and the employment policy field. The article analyzes the Lithuanian situation beginning with the start of the Youth Guarantee initiative in Lithuania. The final section of the article identifies conclusions and provides recommendations.

The reforms in education are determinated by the requirements of the socio-economical development adapted to the labour market, the existing possibilities, the economical conditions, the development of education sciences and educational policy and to the managerial skills in the field of education. Teachers need to be appropiate and adapted to the needs of society and to the learners, and to have basic behaviors specific to the learning- educational activity. The course and laboratory activities must have the role of presenting the ways of inciting of interest and curiosity for the studied disciplines and of opening new communication channels. The new didactics of cognitivist type, the didactics of learning specific intellect capabilities or that based on the multiple intelligence theory represent large leaps in the field of teaching. The new content of the learning can no longer be developed within the limits of the traditional learning practice, producing the transformation of the teachers in the designing curriculum specialists. The work presents aspects regarding the active and interactive learning, the interactive teaching-learning methods and their importance in the study of environmental protection disciplines. The modern didactics places the student at the center of the learning process, participating to the own training, and the teacher has the role of design, organize, lead and correct the work itself, in order to develop the intelligence and the learning of the appropiate conduct. The modern methods: the lecture, the teaching demonstration, the problem-solving, the experiment, the brainstorming, the double entry journal, the SINELG, the gallery tour, the cube, the snowball, the mosaic, are considered relevant in making the education reform, to place the student at the center of the learning process. For each method are presented examples in the study of the environmental disciplines.

The increase in longevity and the gradual and accelerated aging of the world population are trends that highlight the needto pay attention to the peculiarities inherent to elderly citizens. The return or permanence of the elderly in the labor market often conditions them to a marginal job position, that is, retired still active or self-employed, since when the elderly is absorbed by the formal market, it is common that he accepts reduced wages and no work records, a fact that justifies the option of many elderly workers to work on their own in informality. On the other hand, the best opportunities to keep a job after retirement or re-entering the labor market belong to the more qualified elderly, with a higher level of education and, above all, to those who do not have manual labor activities. Thus, the objective of this research is to analyze the dynamics of performance of the elderly in the formal labor market, from the perspective of the level of education. Therefore, the methodological procedures used in the research will be of a qualitative and quantitative approach, from the point of view of the objectives, it is presented as an exploratory and descriptive research, as technical procedures it is presented as bibliographical, from the data collection of the Continuous PNAD, in the period between 2012 and 2020. This study hopes to understand the different aspects of the elderly in the Brazilian labor market, in addition to raising theoretical data that may allow the formulation of public policy proposals and the participation of public and private initiatives in projects for the insertion of the elderly into the labor market

This paper assesses whether the expansion of online job vacancies leads to a more efficient labor market. We provide compelling evidence that the increase in online job vacancy penetration in Colombia has had an enhancing effect on the labor market's efficiency by making it easier for firms to find workers to fill their job openings. An estimation of the Beveridge Curve (unemployment to vacancies relationship), a well-established theoretical development from search models, concludes that policies that increase online vacancy posting enhance efficiency. We implement a differences in differences design to take advantage of a regulation, which mandates that all authorized online vacancy providers report any online vacancy to the Public Employment Service in Colombia. We find that sub-segments of the labor market with a relevant fraction of their vacancies posted online, presented on average nearly 15% lower vacancy rate for a given unemployment rate. Therefore, for these sub-segments, the Beveridge curve shifted inwards due to efficiency enhancements. These findings support active search policies to reduce information barriers, which reduce the odds of firms and workers finding one other in the labor market. Policies as those implemented by the Public Employment Service in Colombia seem to be beneficial.

Agriculture is widely promoted as the only economic sector capable of providing employment to the millions of rural Africans entering the labour market in the coming decades. Two competing visions vie for attention. The first is of innovative, entrepreneurial youth driving rural transformation; the second is of agriculture providing young people with little more than survival opportunities. Between these two visions are the young people themselves, actively building their livelihoods, which most often include some engagement with agriculture. Policy interventions need to better consider how young people engage with the rural economy and how they imagine their futures.

To promote access to skills development among indigenous populations, education planners require knowledge both about the regions challenges and about policies that hold promise. In this study, we map the state of skill development of indigenous children, youth and adults throughout Latin America and the Caribbean (LAC). Based on LAC census data and tests administered at the regional and national levels, as well as prior studies, we identify the main challenges to skills development among LACs indigenous peoples at the five life stagesinfancy/early childhood, childhood and preadolescence, adolescence, young adulthood, and adulthood. We also summarize evidence-based policies and programs that address access and achievement gaps between indigenous and nonindigenous children, youth, and adultsgaps that affect the development of lifelong skills and participation in the labor market. Based on the analysis, we highlight lessons learned and recommend lines of action.

New technological trends, such as digitization, artificial intelligence and robotics, have the power to drastically increase economic output but may also displace workers. In this paper we assess the risk of automation for female and male workers in four Latin American countries Bolivia, Chile, Colombia and El Salvador. Our study is the first to apply a task-based approach with a gender perspective in this region. Our main findings indicate that men are more likely than women to perform tasks linked to the skills of the future, such as STEM (science, technology, engineering and mathematics), information and communications technology, management and communication, and creative problem-solving tasks. Women thus have a higher average risk of automation, and 21% of women vs. 19% of men are at high risk (probability of automation greater than 70%). The differential impacts of the new technological trends for women and men must be assessed in order to guide the policy-making process to prepare workers for the future. Action should be taken to prevent digital transformation from worsening existing gender inequalities in the labor market.
