This dissertation, Transformational Innovation (TI) in the U.S. Department of Defense (U.S. DoD) Acquisitions, is a qualitative case study. The topic is viewed through a social constructivist lens and designed to understand the contemporary real-life experiences of U.S. DoD acquisition professionals in meeting the challenge of the Better Buying Power initiative. This initiative, Better Buying Power, asks U.S. DoD acquisition professionals to create innovative business processes designed to increase the effectiveness and best value of U.S. DoD acquisition activities. The researcher examined observed illustrations of TI and the accompanying instances of transformational or transactional leadership. Transformational leadership (TL) can be characterized by idealized influence/charisma, inspirational motivation, intellectual consideration and stimulation, and individualized consideration. In contrast, transactional leadership is a method whereby goals and tasks are assigned to employees who are motivated by rewards and punishments and must do as the manager says or face the consequences. The data gathered from this research effort are centered on two areas, transformational leadership in the U.S. DoD acquisitions workforce, and transformational innovation within the U.S. DoD acquisitions workforce. Several themes emerged from the study: there were few examples of transformational leadership; there were few examples of transformational innovation; there were many examples of transactional leadership, the U.S. DoD is still primarily transactional; and change in the U.S. DoD is directive. The results of the study add to the literature surrounding TL and TI and offer insight into the effects of transformational leadership on transformational innovation.

Development and implementation of a 21st century Marine Corps information technology (IT) roadmap may comprise a "tipping point" for future warfighting effectiveness. This thesis begins the basis for a framework for an information technology strategic roadmap for the United States Marine Corps. This thesis depicts how current acquisition programs align to current IT strategies. A premise, based on the theoretical foundation of general systems theory is that the alignment of multiple IT strategic plans, roadmaps and strategies positively affects system effectiveness. IT strategies are identified and compiled from Department of Defense (DoD), Department of the Navy (DoN), and United States Marine Corps (USMC) overarching strategic documents. Major acquisition programs for the DoD, DoN, and USMC are selected and summarized. These selected current acquisition programs are related to the identified IT strategies from the DoD, DoN, and USMC overarching strategic documents in terms of their interrelationships or alignment. Based on the research, this thesis provides recommendations to current acquisition programs to better align with the current direction of the DoD, DoN, and USMC IT strategy, and future research opportunities.

Résumé :
A global epidemic of metamorphosed, conglomerated health care systems changed the face of public health care organizations. The problem is, public health care organizations merge into new systems, but the culture for each merged organization has not been formed under the new system. Public administrators, health care workers and the Department of Health and Human Services are affected when there are issues in health care behavioral practices and performance outcomes. Research found that employee motivation is hard to achieve when there are issues within the internal structure of a new system. Using Herzberg's motivation-hygiene and Tajfel and Turner's social identity theories as the foundation, the purpose of this correlational study was to examine the statistical relationship between growth opportunities, organizational culture, monetary compensation and employee motivation. Secondary data were used from a sample of 3,033 health care workers from 2 English hospitals in the United Kingdom. The data were examined using Point-Biserial Correlation Coefficient model statistical t test. The study's results concluded that growth opportunities, organizational culture, and monetary compensation significantly correlate with employee motivation. Recommendations included implementing systematic changes to the internal organizational structure by identifying and developing effective strategies to improve internal organizational practices and performance outcomes. Further research is needed for demographic comparisons. The study affects social change by informing the Department of Health and Human Services, health care organizations and public health administrators of various strategies that can be used to improve internal organizational practices performance outcomes.

Formerna för styrning och organisering av kommunal räddningstjänst har under de senaste 40 åren förändrats där sammanslagningar och förbundsbildningar har blivit ett vanligt förekommande fenomen. Fenomenet verkar härstamma från den amerikanska tillverkningsindustrin i slutet av 1800-talet och nu tycks fenomenet även kommit till den kommunala räddningstjänsten. Trenden har enligt Sveriges Kommuner och Landsting (2015) pekat mot en fortsatt utveckling av förbundsbildningar inom kommunal räddningstjänst. Det intressanta är att möjligheten att kunna bilda kommunalförbund har funnits i lag sedan 1919 men det dröjde 75 år innan sammanslagningar blev en intressant organisationsform för kommunala räddningstjänster.Uppsatsens syfte är att, med hjälp av kvalitativa intervjuer, försöka förstå samt belysa vad eller vilka orsaker som kunde varit bakomliggande beslutet att bilda ett gemensamt räddningstjänstförbund för de tre kommunerna Helsingborg, Ängelholm och Örkelljunga. Studien anses befinna sig i skärningspunkten mellan organisationsteoretiska samt beslutsteoretiska perspektiv med fokus på litteratur som kopplar samman organisationer med dess omgivning, beslutsfattande i komplexa situationer samt motiv till beslut i offentlig kontext. Den teoretiska referensramen utgår från nyinstitutionell teori, domänteori och garbage-can teori.Uppsatsen har resulterat i tre gemensamma orsaker till förbundsbildningen som tematiserats till förväntad utveckling, bättre kvalité och effektivitet samt utveckla samverkan medan två avvikande orsaker har tematiserat till förutbestämt och bryta tradition. Det som främst framkommer är att tolkningen av sammanslagningen och förbundsbildningen inom Skåne nordväst har skett på grund av en strävan efter framgång samt viljan att effektivisera verksamheten. En slutsats kan det då tolkas som att förbundsbildningen av Räddningstjänsten Skåne Nordväst har främst drivits som ett moderniseringsarbete, för att avveckla en gammal organisationsform i syfte att ersätta den med en nyare och legitimare organisationsform.Kunskapsmässigt bidrar studien till forskning som betraktar räddningstjänsten i ett större sammanhang, och specifikt utifrån ett organisationsteoretiskt perspektiv med förhoppningen att inspirera till ytterligare studier av räddningstjänsten ur ett organisationsteoretiskt perspektiv.
The formation for governance and organization of municipal rescue services have changed over the last 40 years where mergers and unions are now a common phenomenon. The phenomenon seems to be descended from the American manufacturing industry at the end of the 1900 century where the phenomenon also seems to have spread to the municipal rescue service where the trend according to the Swedish Association of Local Authorities and Regions (2015) points to a continued development of unions in municipal rescue services. The interesting thing is that the opportunity to form municipal associations has been in law since 1919 but it took 75 years before mergers became an interesting form of organization for municipal rescue services.The purpose of the essay is, with the help of qualitative interviews, to try to understand and to highlight what underlying reasons could have been to decide to form a joint Rescue Service Association within the three municipal emergency services Helsingborg, Ängelholm and Örkelljunga. The study is at the intersection of organizational theory as well as decision-making theoretical perspectives with a focus on literature that connects organizations with its environment, decision-making in complex situations and motivations for decisions in public context. The theoretical frame of reference is based on institutional theory, domain theory and garbage-can theory.The result of the essay has resulted in three common reasons for the formation of the union which has been thematized to expected development, better quality and efficiency and develop collaboration, while two deviant causes have been thematized to predetermined and breaking of tradition. The main result is the interpretation that the merger and the union formation within Skåne nordväst have taken place due to a desire for gaining success and the willingness to improve the efficiency within the organization. A conclusion can then be interpreted that the association of Civil Protection Skåne Nordväst has mainly been run as a modernization work to dismantle an old organizational form with intent to replace it with a newer and more legitimate organizational form.The study contributes knowledge to research that considers the emergency services in a broader context, and specifically from an organizational theory perspective, with the hope of inspiring further studies of rescue services from an organization theory perspective.

MBA Professional Report
The purpose of this MBA project is to determine how best to collect empirical data regarding the current state of services acquisition management of the installation level within the Department of Defense and conduct an initial analysis of collected data. The project designed a web-based, self-administered, cross-sectional survey using SurveyMonkey, a web-based survey engine. The survey's pilot test was conducted between mid-October and early November 2007 and obtained a 50 percent response rate. Of the respondents, 60 percent was Army, 20 percent was Marine Corps, and 20 percent Air Force. The pilot test captured valuable data which was analyzed; however improvements to the core survey maay generate a higher response rate and provide a clearer picture of the current state of services acquisition management at the installation level within the Department of Defense. The results of this project will support on-going research in the area of services acquisition management.

The current Department of Defense (DOD) multiyear acquisition process is too costly and takes far too long for weapon systems to be developed. To help the DOD address this challenge a model was developed that will mature and transition technology into formal system development. The team utilized a tailored systems engineering strategy, including requirements analysis, functional architecting, modeling, simulation, and risk analysis when developing the Technology Development System (TDS) model. The TDS is based on risk assessment, detailed planning, and early system prototyping in order to successfully proceed into formal system development with proven technologies. This model was developed with the intent that it be extendable to all program offices within the DOD. The TDS leveraged attributes and known best practices from doctrinal sources combined into a step-by-step development process. The context surrounding successful prototyping still lacks the proper knowledge-based approach needed to make the effort worthwhile. The architecture, model, and simulation together provide the traceability, validation, and system requirements to define system entry criteria, accurately plan and conduct technology maturation, and reduce the cost and technical risk associated with early system development within the DOD acquisition life cycle.

Risk management has been proven to be a valuable tool to identify and mitigate risks early in the program life-cycle. Modernization and communication advances have recently changed the commercial economy from national to global. Companies are starting to venture into new partnerships with foreign companies. However, there has also been an increase in business corruption, like Fannie Mac and Enron, which has raised skepticism in entering new partnerships. Industry is addressing this fact by no longer exclusively depending on science as the determining factor in risk assessment and starting to include trust as a factor in risk management. Qualitative measurements are being analyzed in attempted to address these uncertainties by incorporating trust into the risk management process. The purpose of this paper was to determine whether it was feasible and advantageous to incorporate trust into the risk management process for Department of Defense (DOD) acquisition. The premise of this research was that there were hidden risk factors attributed to qualitative measures that were not being identified in current DOD risk management processes. A preliminary conclusion of this thesis is that trust is a valuable factor in the risk assessment process that can help identify qualitative risk elements.

In 2015, private sector Department of Defense (DoD) contractors experienced decreasing profit margins by approximately 8% and an increase in estimated costs of approximately 250%. The purpose of this multicase study was to explore strategies used by business leaders of private sector contractors for DoD capacity-building projects to accurately estimate program costs to improve profitability. The target population for this study was business leaders of DoD capacity-building program contractors with successful experience improving cost-estimation processes and strategies in Southeast Asia and the former Soviet Union. The conceptual framework for this study was business process quality management with a supporting framework of game theory. The data collection process comprised semistructured virtual interviews and a review of government and corporate documents. The data analysis process consisted of compiling data, disassembling data, reassembling data into groups and themes, and interpreting data, including methodological triangulation. Through data analysis, 5 themes were identified: enhanced customer relationships, increasing ability to innovate, improved project awareness, acquisition policy and political environments, and identification of labor rates and pricing. The implications for social change include the potential for DoD private industry business leaders to develop business strategies that result in improved profitability, creating opportunities to increase local economic impact and wage scales for local employees, higher levels of employment, and increased local technical knowledge.

Leveraging current and future International Cooperation opportunities, such as Foreign Military Sales and Cooperative Programs throughout the entire Department of Defense System Acquisition Framework could contribute to and enhance the systems acquired domestically and create additional Foreign Military Sales opportunities. Historically, International Cooperation is not considered in the acquisition process until sometime around initial operational capability or full operational capability. Considering International Cooperation earlier in the acquisition process may prove beneficial to the domestic side if Department of Defense systems can be developed and acquired to accommodate our foreign partner’s interoperability requirements and releaseability restrictions. The overall outcome of this study will be to identify the various entry points in the acquisition framework for International Cooperation and how that will benefit or deter the domestic program offices system acquisition efforts. Our research and analysis will focus on examples of various levels of effort that have been required to go back and retrofit a system to make it available to Foreign Military Sales and then identify where it could have been done more efficiently if considered earlier in the framework.

Department of Defense (DOD) Development Test and Evaluation (DT&E) activities for new acquisitions account for a large portion of time and money during the Engineering and Manufacturing Development Phase. DOD Program Management Office test personnel develop test schedules manually using time estimates and heuristic subject matter expert advice for each test to forecast the overall time and costs associated with a developed course of action. These manually constructed schedules take weeks to develop via many planning iterations to construct an acceptable, but not necessarily feasible or optimal solution. Ultimately, these forecast schedules and duration estimates can be inaccurate, and may result in schedule delays and/or cost overruns. This thesis presents an optimization and simulation model as a decision support tool to improve current DT&E scheduling. We represent this resource-constrained scheduling problem as an integer linear program, and develop set enumeration reduction techniques, as well as a cascade method to reduce solve times. The proposed model, unlike current manual scheduling techniques, suggests schedules that are feasible, nearly optimal, and are produced quickly for effective analysis of alternatives.

The purpose of this MBA Project is to discuss the use of the coordinative acquisition tool, which supports Defense Acquisition Performance Assessment (DAPA) recommendations calling for more streamlined acquisition architecture. Specifically, we conduct an analysis of the coordinative acquisition strategy as presented by Dr. Joseph P. Avery in his January 2006 presentation entitled, "Coordinative Acquisition Strategies; Hyperswift Response to the Warfighter" as an acquisition tool used outside of the Federal Acquisition Regulation (FAR). We compare this method to DoD Directive 5000.1, DAPA, and other acquisition policies calling for acquisition cycle-time reduction and for a more simplified acquisition architecture. We also conduct a case study on the Rapid Identification Friend or Foe (RIFF) test kit prototype and develop lessons learned as it relates to DoD-wide implementation of coordinative acquisition as a viable streamlined acquisition tool for rapid acquisition of immature technologies necessary for warfighter support. We also discuss interviews with Government and industry representatives at all levels in order to better explore legal and ethical considerations of coordinative acquisition. Feedback from these interviews provides useful insight into industry's actual willingness to accept this form of acquisition for future projects within the DoD.

This thesis presents a comparison and analysis of two Department of Defense (DoD) acquisition methods: the formal acquisition process and the Advanced Concept Technology Demonstration (ACTD). Both processes can be and are used by DoD to acquire information technology (IT), but while DoD has utilized the formal acquisition process for 30 years, the ACTD process is only 6 years old, and was specifically designed to improve upon the standard acquisition process (when applied to IT). By describing and studying the events surrounding, actors participating in, and results of one ACTD, this thesis will determine what lessons-learned can be applied to the standard acquisition process. While the ACTD and acquisition processes share some similarities in their management and funding, there are also significant differences. For example, ACTDs gain approval through a completely different process than acquisitions, and are subjected to less bureaucratic oversight. The recommendations provided in this thesis indicate that, based upon the experiences of the real-life ACTD sampled, the ACTD process does represent an improvement upon the standard acquisition process, specifically when the standard process is utilized to acquire IT.

The United States Department of Defense (DoD) loses billions of dollars annually on cancelled or failed acquisition programs. Several DoD acquisition studies, Office of Management and Budget Studies, Government Accountability Office Reports, as well as other studies highlight the disturbing fact, of a plethora of programs that fail to meet full operational requirement capabilities, and therefore, are eventually cancelled. In these cases, the DoD loses billions of investment dollars without any return. Scholars, program managers, and systems engineers posit that there are a host of factors that influence whether a program is cancelled or allowed to continue. They include, but are not limited to political pressures, cost overruns, schedule overruns, and performance shortfalls.

The research here aims to add to the body of knowledge of systems engineering, program management, and the factors that influence acquisition program terminations within the United States Department of Defense (DoD). Specifically, this research surveyed the United States DoD acquisition program managers, defense industry program managers, and defense industry consultants, to evaluate and analyze the key program factors that influence DoD acquisition program terminations. The research also conducted a comparison of different attributes that would lead to project failure amongst various groups. This research used relatively important weight calculations and a chi-squared distribution analysis in order to compare the differences between DoD acquisition program managers, defense industry program managers, and defense industry consultants, with regards to the factors that lead to DoD acquisition program terminations. This research aims to further answer several interrelated research questions, in order to identify the factors that have the greatest influence on program and project cancellation from the expert’s perspective, and capture any significant differences between DoD program managers, DoD industry personnel, and DoD consultants. The research questions include the following:

1) Are there any statistically significant differences between what DoD program managers, DoD industry personnel, and DoD consultants personnel think influence program cancellation? 2) Are there statistically significant differences of the various DoD acquisition program factors between what DoD program managers, DoD industry personnel, and DoD consultants personnel think influence program cancellation?

An exhaustive literature review identified 11 critical factors that were associated with program management for examination. For this study, the examination and methodology used were the Relative Importance Weight technique, to analyze the attributes and factors. RIW methodology consisted of conducting a survey to identify and evaluate the relative importance of the signi?cant factors influencing program termination. Respondents of this survey included the following groups: 1) DoD program and project managers, 2) DoD Industry personnel, and 3) DoD consultants. The outcomes of this research serve three primary purposes: 1) identify the Relative Importance Weight of DoD acquisition program factors that influence program termination, 2) fulfill a system’s engineering and program management’s knowledge gap, by understanding and identifying the most critical factors within the unique DoD acquisition program management system, and 3) serve as a spring board for future research for DoD program management. The results of this research indicate that a statistically significant difference does not exist between the three groups with relative importance of 11 program management factors.

Non-developmental Items (NDI) acquisition programs are enjoying popular support as faster, cheaper alternatives to full-scale development programs. Unfortunately, DOD policy with respect to risk management in NDI programs is lacking. Tailoring DOD risk management policy to support NDI program management leaves the program manager (PM) much guess-work. A NDI PM's risk management program cannot reasonably benefit from DOD risk management guidance, procedures, and risk management tools because they are oriented to developmental program risks and risk management practices. Missing is any explicit consideration of the unique risks and risk management requirements in NDI programs. NDI PMs need more explicit guidance in policy and instruction regarding NDI risk management in the streamlined, accelerated NDI environment. This need is brought out in a case study of the Forward Area Air Defense Sensors Product Office which attempts to implement sound risk management into its NDI products without the benefit of definitive NDI risk identification, assessment, or response policy material. A lesson learned is the need for a published Risk Management Plan as the source of NDI risk management program decisions and actions. Specific recommendations are contained for inclusion in DOD policy with respect to NDI risk management

The organizational change of the Swedish police force has become the victim of massive criticism due to the negative results that have continued since 2015. After the organization experienced a structural change that was something between a merger and an acquisition the operational results have continued to decline. One aspect that has been left out of the discussion has been the organizational identity change of the police. Previous research on organizational identity have been very interested in structural organizational changes and have found a vast number of results in different contexts. Identity ambiguity, who are we as an organization, have been present in many cases. Weakened legitimacy claims and changed operational activities have been noticed in many as well. This is studied with a qualitative methodology and an inductive research approach. Information from nine interviews with current and former members of the Västerås police department make up the data that is analysed. What is discovered is the emergence of frustration as an organizational characteristic. This is experienced through all levels of the organization and has resulted in superfluity and resignations.

The empirical survey of Xhosa amongst Standard 10 pupils in Cape Education Department Schools (CED) sought to verify or negate two central concerns which surf aced in a pilot study of five Western Cape schools. This thesis contends that little has changed throughout South Africa's colonial and apartheid history with regard to the status of African languages within South Africa and particularly in CED schools. The second contention is that various factors, including the lack of second language expertise and contact with mother tongue speakers, continue to undermine the potential development of pupils' communicative competence in Xhosa. Separate questionnaires which included categorical and open ended questions were posted to Xhosa-teachers, Standard 10 non-mother tongue Xhosa pupils and their parents. The Xhosa teachers administered the questionnaires. There was an 80% response from the total population of CED schools offering Xhosa. The number of subjects included 169 Xhosa pupils, 154 parents and 26 Xhosa teachers. STATGRAPHICS and BMDP were the statistical packages used in the analysis. Chi-Squared tests with the Yates correction for continuity were used to compare frequencies between categorical variables. ANOVA and t-tests were used with continuous variables. Findings indicated the deteriorating status of Xhosa in schools. The low number of CED schools ( 13. 0%) offering Xhosa and a 0. 5% growth rate in Standard 10 pupils doing Xhosa between 1988 and 1991 are an indication of this. The lack of encouragement and support for Xhosa from schools and the CED, coupled with problematic subject choice options, the Xhosa syllabus and the examination system, has affected the status of Xhosa and the motivation of pupils adversely. In the survey, pupils had low communicative competence in Xhosa levels of perceived due to the lack of informal, natural acquisition environments and the over- emphasis of grammatical aspects in the classroom and in examinations. Furthermore, the lack of quality primary and secondary education based on negatively affected pupils' second language theory has attitudes, motivation and communicative competence levels in Xhosa. The recognition of the importance of African languages in a future non-racial South Africa in the current language debate has highlighted the contradiction that exists today. This contradiction necessitates the urgent re-assessment of language and education policies, strategies and teaching methodologies in order to uplift the status of African languages and improve the levels of competence in the target language amongst school pupils.

The focus of this thesis is on the acquisition of major capital equipment within Australia's defence system. For the purposes of this analysis, major capital equipment constitute selected projects with a total value of at least $200 million. The projects selected for examination are from each of the three arms of the military service. These projects are: the Royal Australian Air Force's BLACKHAWK helicopters, the Army's PERENTIE vehicles, and the Royal Australian Navy's Australian FFG-7 FRIGATES. These projects were chosen because they share similar planning and management related characteristics. They represent substantial public sector investments. The technology used in each of the systems is available 'off-the-shelf but the way in which the systems were ultimately assembled and produced are uniquely Australian: this adaptation and local innovation involved developmental work. Since each of these projects is almost complete, a comprehensive analysis of the project has been possible. The study of these particular projects provides the basis for a comparative analysis of the acquisition of major defence projects, and facilitates the development of project planning and management 'lessons'. Since current Australian public (and private) sector policies seek to maximise the use of leading edge technology by adapting it to meet specific local requirements; the examination of these three projects provides an objective determination of the validity of such policies.

The purpose of this dissertation was to explore the application of open innovation theory concepts and practices employed in private industry to the federal public sector, specifically the Department of Defense (DoD) Defense Acquisition Management System (DAMS). This study considered using open innovation to improve the DoD’s ability to move innovative products and services through the DAMS faster, at a lower cost, while continuing to meet performance requirements for the DoD’s end-users. The theoretical lens was focused around the core concept of open innovation: collaboration with external parties, principally customers, and the acquisition, integration, and application of knowledge from external parties to improve innovation performance. The study also considered improved performance from the perspective of what the DoD, as the primary customer in the ecosystem, could do to raise the capacity of its supporting industrial base. Furthermore, the study considered the importance, use, and alignment of several secondary enablers that are needed to improve the probability of successfully implementing open innovation, including leadership and governance, culture, intellectual property and legal issues, funding, and technology. The study examined four propositions identified in the literature review and used realist synthesis in combination with the context, intervention, mechanism, and outcomes model to determine their validity. In the synthesis, the study identified four major findings that served to validate each of the propositions, essentially supporting the overall proposition that, as the primary customer in the ecosystem, the DoD’s effective use of collaboration with industry throughout the process and its provision of the right type of information earlier in the process resulted in better innovation performance for everyone in the ecosystem.

Some major defense acquisition programs (MDAPs) are cancelled while others are not. The research evaluates earned value (EV) data reported by 12 cancelled MDAPs and compares it to the EV data reported by 12 MDAPs that had significant cost overruns yet were not cancelled (referred to as troubled programs). The study investigates whether there are differences in the key EV metrics reported for cancelled and troubled but not cancelled programs and seeks to develop a model that captures the probability of cancellation based on EV information. The thesis hypothesizes that cancelled programs would have more unfavorable cumulative cost and schedule variances, greater cost growth in the estimate at completion (EAC), and more disparity between the contractor and program manager cost estimates. Mann-Whitney tests were used to identify significant differences in EV metrics between the two groups and a probit model was used to further explore the relationship between EV information and the probability of program cancellation. The Mann Whitney and probit results, viewed together, suggest that early cost growth in a program may be an indicator of program cancellation. The thesis also suggests ways to improve EAC using probabilistic methods, including quantifying the level of cost risk associated with the EAC.

For more than a half century, the United States government has been acquiring and launching satellites. However, throughout these years, there has been a shift in the space systems acquisitions model, from acquiring greater quantities but less complex satellites, to fewer quantities but drastically more complex individualized satellites. Within the past two decades, when a new satellite was to be built, whether as part of an existing generation of satellites or the first of its kind, it appeared that the acquisition process starts over from the beginning as if it was the first time building a satellite. This shift in the model has resulted in these individualized systems being extremely costly and taking a long time to be produced. The acquisition of the Defense Departments Weather Satellites is one such example. This author asserts that effective systems acquisition requires a system engineering-inspired approach. The result of systems engineering guidance is to synthesize general principles from case studies. Therefore, this thesis researched the history of some Air Force Space acquisitions programs, current factors affecting the way systems are acquired, and new approaches (Fast, Inexpensive, Simple, Tiny [FIST], and Evolutionary Acquisition for Space Efficiency [EASE]) that are intended to remedy the aforementioned problems. In addition, Toyotas process for producing new vehicles models was also reviewed. These three approaches were then applied to the Defense Departments Weather Satellite program to develop recommendations for its follow-on programs acquisition strategy.

MBA Professional Report
The purpose of this MBA report is to determine how the Department of Defense (DoD) manages and oversees medical services acquisition. In April 2009, the Market Research Analyst reported that the DoD is set to spend $47 billion in healthcare in 2010. Our analysis delves into the medical services procurement practices as well as the surveillance and training measures for the Army, Navy, and Air Force. To accomplish this objective, an online pilot survey was developed to address the current state of medical services acquisition management. The pilot survey gathered empirical data from military organizations responsible for the management and oversight of Federal Service Code Q, medical services. The pilot survey was conducted from October 26 to November 6, 2009 and obtained an 85% response rate. The results show the Services all use personal and non-personal medical services contracts, and the majority of the contracts are fixed-price. Additionally, the majority of Medical Contracting Commands identified manning shortfalls, healthcare provider salary cap issues, and shortage of trained and experienced contracting personnel as challenges in contracting for medical services. The findings of this MBA report will support on-going research in the area of services acquisition management.

Despite being a mandated requirement, the U.S. Government Accountability Office found a lack of guidance across the Department of Defense for conducting analysis of alternatives which contributed to significant cost, schedule, and performance problems for Defense acquisition programs. In 2008 ninety-six major weapon system programs were reviewed and findings showed cost growths of $296 billion, average program delays of twenty-two months, and the delivery of fewer systems with reduced capabilities. Without specific guidance and criteria for how analysis of alternatives should be conducted the Department of Defense will continue to struggle to make informed trade-offs and start executable programs. This praxis presents a decision support system that enables decision makers to analyze cost, schedule, and performance ratings for multi criteria decision analysis problems. The decision support system provides interactive visualization tools that allow decision makers to execute sensitivity and uncertainty analyses, analyze the decision problem from multiple stakeholder-specific viewpoints, and synthesize results in a meaningful way. Although the primary motivation of this praxis is to fill the gap identified by the U.S. Government Accountability Office, the decision support system presented in this praxis can be modified and applied across multiple domains.

Earned value management is a project management tool that integrates project scope with cost, schedule, and performance elements for optimum project planning and control. Earned value management is required by the Department of Defense for cost and incentive type contracts equal or greater than $20 million as part of a comprehensive approach to improving critical acquisitions. It is used to forecast the programs schedule performance using cost-based indicators but not time-based indicators. Earned value management has been used since the early 1960s as a program management tool, but is viewed by some professionals as incomplete when predicting schedule performance values. An extension of earned value management, called earned schedule, was introduced in 2003 as a tool to more accurately estimate schedule performance using time indicators that is lacking in traditional earned value management estimates. Earned schedule uses standard earned value management performance indicator values and time-based equations to depict the schedule performance. This research project measured the accuracy of earned value and earned schedule final duration forecast methods by analyzing four U.S. Army Chemical Materials Agency programs.

Secondary schools under the jurisdiction of the Cape Education Department (CED) have, over the past 10 years, been acquiring computer equipment without a national policy on educational computing in South Africa, and within only broad parameters provided by their department. The aim of this study was to determine the present status of educational computing in these schools. A literature survey on educational computing was undertaken and a number of international and local 'computers-in-schools' initiatives were elucidated. A field survey, involving all CED secondary schools (239), was initiated by sending questionnaires to principals of these schools - a return rate of 89% was achieved. The results of the research revealed that most CED secondary schools have already acquired computer facilities. The role of pressure groups such as teachers, parents, business sector etc together with other factors that might have influenced schools in acquiring their computer facilities was also investigated. The investigation also revealed where and how these facilities are being utilised: most schools use their computers for administrative functions, with the computer-as-a-tool for teachers and pupils also fast gaining ground. Computer-assisted learning activities, where the computer is integrated with subject curricula, are however still limited. The extent of both teachers' formal training in educational computing and their familiarity with different software applications were also determined. Schools were also required to indicate the areas where they experience problems in getting teachers and pupils more involved in 'computers-in-education' activities. The present educational computing position in secondary schools of the CED will have to serve as a foundation for the department's CISR Project embarked upon in 1991.

Supply Chain Management is an aspect of the procurement process which focuses on addressing the needs of both the service provider and the end user. It has a constitutional status which enables it to contribute towards addressing past discriminatory practices. It assists in correcting the imbalances of the past in the procurement of goods and services for government. Section 217(1) of the Constitution of the Republic of South Africa (Act 108 of 1996) specifies that procurement must be fair, equitable, transparent, competitive and cost effective. Accountability is the most critical element in improving financial management in the public sector. The objective of the study was to highlight the need for accountability in Public Finance Management. Additionally, it was intended to assess the respective roles of the various processes involved in the acquisition of goods and services with the goal of enhancing accountability in the Eastern Cape Department of Safety and Liaison in Bhisho. The study was conducted at the Head Office of the Supply Chain Management Section and the district offices with officials who are responsible for the procurement of goods and services. In order to achieve the objectives of the research, a survey was conducted using the qualitative method to ensure greater understanding and reliability. Convenience sampling was applied as it allowed the researcher to select the sample that was convenient. Moreover, it made it easier to reach the available participants. Data was gathered by means of face-to-face interviews for the Head Office respondents and telephonic interviews for the respondents of the district offices. The study concluded with recommendations emanating from the research findings that are meant to assist in improving accountability in Supply Chain Management within the Eastern Cape Department of Safety and Liaison.
