Texte intégralThis dissertation, Transformational Innovation (TI) in the U.S. Department of Defense (U.S. DoD) Acquisitions, is a qualitative case study. The topic is viewed through a social constructivist lens and designed to understand the contemporary real-life experiences of U.S. DoD acquisition professionals in meeting the challenge of the Better Buying Power initiative. This initiative, Better Buying Power, asks U.S. DoD acquisition professionals to create innovative business processes designed to increase the effectiveness and best value of U.S. DoD acquisition activities. The researcher examined observed illustrations of TI and the accompanying instances of transformational or transactional leadership. Transformational leadership (TL) can be characterized by idealized influence/charisma, inspirational motivation, intellectual consideration and stimulation, and individualized consideration. In contrast, transactional leadership is a method whereby goals and tasks are assigned to employees who are motivated by rewards and punishments and must do as the manager says or face the consequences. The data gathered from this research effort are centered on two areas, transformational leadership in the U.S. DoD acquisitions workforce, and transformational innovation within the U.S. DoD acquisitions workforce. Several themes emerged from the study: there were few examples of transformational leadership; there were few examples of transformational innovation; there were many examples of transactional leadership, the U.S. DoD is still primarily transactional; and change in the U.S. DoD is directive. The results of the study add to the literature surrounding TL and TI and offer insight into the effects of transformational leadership on transformational innovation.

Texte intégralThe formation for governance and organization of municipal rescue services have changed over the last 40 years where mergers and unions are now a common phenomenon. The phenomenon seems to be descended from the American manufacturing industry at the end of the 1900 century where the phenomenon also seems to have spread to the municipal rescue service where the trend according to the Swedish Association of Local Authorities and Regions (2015) points to a continued development of unions in municipal rescue services. The interesting thing is that the opportunity to form municipal associations has been in law since 1919 but it took 75 years before mergers became an interesting form of organization for municipal rescue services.The purpose of the essay is, with the help of qualitative interviews, to try to understand and to highlight what underlying reasons could have been to decide to form a joint Rescue Service Association within the three municipal emergency services Helsingborg, Ängelholm and Örkelljunga. The study is at the intersection of organizational theory as well as decision-making theoretical perspectives with a focus on literature that connects organizations with its environment, decision-making in complex situations and motivations for decisions in public context. The theoretical frame of reference is based on institutional theory, domain theory and garbage-can theory.The result of the essay has resulted in three common reasons for the formation of the union which has been thematized to expected development, better quality and efficiency and develop collaboration, while two deviant causes have been thematized to predetermined and breaking of tradition. The main result is the interpretation that the merger and the union formation within Skåne nordväst have taken place due to a desire for gaining success and the willingness to improve the efficiency within the organization. A conclusion can then be interpreted that the association of Civil Protection Skåne Nordväst has mainly been run as a modernization work to dismantle an old organizational form with intent to replace it with a newer and more legitimate organizational form.The study contributes knowledge to research that considers the emergency services in a broader context, and specifically from an organizational theory perspective, with the hope of inspiring further studies of rescue services from an organization theory perspective.

The purpose of this MBA project is to determine how best to collect empirical data regarding the current state of services acquisition management of the installation level within the Department of Defense and conduct an initial analysis of collected data. The project designed a web-based, self-administered, cross-sectional survey using SurveyMonkey, a web-based survey engine. The survey's pilot test was conducted between mid-October and early November 2007 and obtained a 50 percent response rate. Of the respondents, 60 percent was Army, 20 percent was Marine Corps, and 20 percent Air Force. The pilot test captured valuable data which was analyzed; however improvements to the core survey maay generate a higher response rate and provide a clearer picture of the current state of services acquisition management at the installation level within the Department of Defense. The results of this project will support on-going research in the area of services acquisition management.

Texte intégralThe current Department of Defense (DOD) multiyear acquisition process is too costly and takes far too long for weapon systems to be developed. To help the DOD address this challenge a model was developed that will mature and transition technology into formal system development. The team utilized a tailored systems engineering strategy, including requirements analysis, functional architecting, modeling, simulation, and risk analysis when developing the Technology Development System (TDS) model. The TDS is based on risk assessment, detailed planning, and early system prototyping in order to successfully proceed into formal system development with proven technologies. This model was developed with the intent that it be extendable to all program offices within the DOD. The TDS leveraged attributes and known best practices from doctrinal sources combined into a step-by-step development process. The context surrounding successful prototyping still lacks the proper knowledge-based approach needed to make the effort worthwhile. The architecture, model, and simulation together provide the traceability, validation, and system requirements to define system entry criteria, accurately plan and conduct technology maturation, and reduce the cost and technical risk associated with early system development within the DOD acquisition life cycle.

Texte intégralRisk management has been proven to be a valuable tool to identify and mitigate risks early in the program life-cycle. Modernization and communication advances have recently changed the commercial economy from national to global. Companies are starting to venture into new partnerships with foreign companies. However, there has also been an increase in business corruption, like Fannie Mac and Enron, which has raised skepticism in entering new partnerships. Industry is addressing this fact by no longer exclusively depending on science as the determining factor in risk assessment and starting to include trust as a factor in risk management. Qualitative measurements are being analyzed in attempted to address these uncertainties by incorporating trust into the risk management process. The purpose of this paper was to determine whether it was feasible and advantageous to incorporate trust into the risk management process for Department of Defense (DOD) acquisition. The premise of this research was that there were hidden risk factors attributed to qualitative measures that were not being identified in current DOD risk management processes. A preliminary conclusion of this thesis is that trust is a valuable factor in the risk assessment process that can help identify qualitative risk elements.
