Il Transit Oriented Development (tod) è un modello di pianificazione urbana e territoriale che prevede la concentrazione, attorno alle stazioni del trasporto pubblico, di aree con densità medio alta, mixité e accessibilità pedonale e ciclabile. Nato negli anni '90 negli Stati Uniti e poi diffusosi in tutto il mondo, è applicato prevalentemente a scala urbana, ma esprime le sue maggiori potenzialità alla scala metropolitana o regionale. In Italia, le Città metropolitane, cui compete la pianificazione dei trasporti e della mobilità, possono essere promotrici di questo approccio. L'articolo, a partire da un'analisi dei piani metropolitani, riporta i casi di Bologna, Milano e Torino, che hanno prestato attenzione a questo modello, e propone alcune questioni per un'agenda di ricerca.

L’indagine nel sito architettonico-archeologico che fu antico teatro romano sul mare poi trasformatoin ninfeo - erroneamente denominato Tomba di Agrippina - intende affidare alla dimensioneastratta e conoscitiva della rappresentazione la restituzione dei significati del manufatto come‘presenza preziosa’ nel paesaggio urbano di Bacoli. L’approccio di indagine, avvicinandosialla insita dimensione metaprogettuale del rilievo, si propone di suggerire linee di indirizzo permirate strategie di rigenerazione del patrimonio culturale flegreo, laddove l’espansione urbana nonpianificata ci restituisce una mappa territoriale priva di segni di connessione tra le attuali zoneurbanizzate e i resti dei pregevoli manufatti antichi. Diffusamente, e in particolare nel caso inesame, i ritrovamenti archeologici rivelano problematiche compenetrazioni con l’edilizia moderna.I preziosi reperti, spesso ancora parzialmente interrati o inagibili, esigono decisioni e interventidi integrazione che facciano riferimento alle peculiarità territoriali e che, confermandone le azionidi tutela, consentano nuove forme di accessibilità ai siti, attivabili attraverso operazioni dirappresentazione digitale del patrimonio che implementino livelli di fruizione alternativi allavisita diretta.Muovendo da questa esigenza, l’orientamento metodologico della ricerca è inteso ad assumerela digitalizzazione dei processi in ogni fase di lavoro. OBIETTIVO DELLO STUDIO Scopo della presente indagine è descrivere le procedure regionali per l’accesso ai nuovi farmaci, con specifico focus sui trattamenti per il diabete, e quindi per i farmaci in fascia A a distribuzione territoriale. DISEGNO E METODI Le informazioni sono state derivate dai documenti ufficiali delle singole Regioni e, laddove tali documenti non fossero disponibili, da una indagine condotta fra addetti ai lavori (settore clinico e farmaceutico). Gli aspetti indagati riguardavano: chi sia in carico dell’inoltro della richiesta alla commissione regionale/centro acquisti, esistenza di un prontuario terapeutico regionale (PTR), esistenza di una commissione PTR, presenza di un diabetologo nella commissione, canale di distribuzione del farmaco (modalità diretta, per conto, convenzionata), necessità di inserimento del prodotto in un sito web per la prescrizione. RISULTATI Esistono marcate difformità regionali nell’accesso ai nuovi farmaci a distribuzione territoriale e le procedure regionali presentano livelli diversi di complessità, richiedendo un tempo variabile da un mese a oltre un anno. Un PTR è presente in 10 Regioni e in via di deliberazione in una ulteriore regione. L’inserimento nel PTR è vincolante per l’accesso al farmaco in 7 Regioni. I tempi di attivazione della distribuzione attraverso le farmacie territoriali, in assenza della quale l’accesso al farmaco può essere difficoltoso per i cittadini che vivono a distanza dal centro di distribuzione, risultano estremamente variabili, potendo oscillare fra 1-2 mesi e oltre 12 mesi. Infine, in 7 Regioni il prodotto deve essere inserito su un sito web per consentirne la prescrizione. Il tempo per l’inserimento varia da pochi giorni fino a 3 mesi. CONCLUSIONI Risulta evidente la necessità di superare le disparità evidenziate attraverso una omogeneizzazione delle procedure regionali di accesso ai nuovi farmaci. Questo può avvenire utilizzando come modello di riferimento quelle Regioni che hanno adottato procedure più snelle e modalità distributive che possano venire incontro alle esigenze dei pazienti. A valle dell'esperienza condotta con gli strumenti multisettoriali complessi (Pirp), nel 2008 la Regione Puglia si e` dotata di una legge regionale sulla rigenerazione urbana. A partire da questo strumento normativo e utilizzando risorse europee (PO Fesr 2007- 2013, Por Fesr- Fse 2014-2020), rispettivamente nel 2011 e nel 2017 e` stato dato il via alla prima e alla seconda stagione della rigenerazione urbana, orientata in entrambi i casi sia alla scala urbana che terri-toriale. Dopo circa 15 anni di esperienza acquisita sul tema, nell'attesa che si concludano le operazioni riferite ai finanziamenti stanziati nel 2017 e siano noti i dati ufficiali, delineando gli aspetti più significativi e rilevanti di queste due stagioni della rigenerazione pugliese, il lavoro tenta di avanzare alcune riflessioni, problematizzando le questioni irrisolte e delineando prospettive per l'azione. Si vuole cosi` provare a verificare se le politiche urbane innovative pre-pandemiche che hanno cercato di lavorare nel solco della sostenibilità urbana siano state in grado di anticipare le risposte rispondendo alle sfide poste dai rischi globali, valorizzando i temi del radicamento territoriale, della accessibilità, della inclusione delle comunità.

Diversity and inclusion refer to removing physical, psychological, and frequently even digital barriers in order to make websites easier to use. Through the creation of new digital systems well suited for a high degree of comprehension and accessible from the physical point of view, a place must be useful from the cognitive point of view of the mind in order to be accessible without too many obstacles. The case under consideration suggests the investigation of a region with important historical significance through the development of a digital archive with a view to valorization. The present attention for the city of Giugliano in Campania has been on the breakdown of rural cultural groupings that could instead serve as recollections of a distant past filled with traditions and history. It is vital to photographically and technologically recreate such rural areas that serve as excellent witnesses of customs and culture to establish a digital repository of documented memory that everyone may easily access despite diversity. This contribution takes a look not only at what steps need to be taken in the area of diversity and inclusion, but also at the century-old debate that opposes science and theology. The dialogue between these two very contemporary issues can and must coexist through the relationship and union of new technologies and the inclusion of all members of the community in broad social and cultural spheres.

The article considers the problems of transport accessibility of peripheral territories, including rural ones. Transport accessibility is positioned by the author as one of the factors of territorial loyalty of the population of these territories. The author provides a methodological approach to assessing the transport accessibility of a territory from the perspective of bus communication between its center and the nearest cities, analyzes the results of assessing transport accessibility of 25 rural districts of the Altai Territory. In addition, the author gives a definition of the phenomenon of territorial loyalty, the measurement of which is proposed to be carried out using two indicators: the coefficients of migration and natural population growth of the territory. The article presents an assessment of the territorial loyalty of the population of the considered regions of the Altai Territory based on statistics from 2017 and 2018. The main conclusions of the article are based on the results of a correlation analysis of the relationship between indicators of transport accessibility and territorial loyalty.

This paper contributes to the ongoing debates on the relationship between municipality size and non-electoral citizen participation at the local level. We use the data from Lithuania as a case of strongly consolidated local government structures. We discuss three main points. First, our focus is on the limited question of how municipality size affects the intensity of citizens’ non-electoral participation in local decision-making, taking into account citizens’ participatory capacities, contact with municipal authorities and local agents, and municipal performance evaluations. Second, we consider the specificity of the territorial rescaling policy agenda in Lithuania, which is characterised by the long-term direction of the territorial consolidation process. Third, representative population survey data serve as a reasonable platform for testing the hypothesis on the relationship between different citizen participatory practices and municipality size. We assumed that citizen perceptions of municipal problem-solving capacities, local government accessibility, and assessment of local government performance could vary in municipalities of different size. We also expected to find significant correlation between citizen assessment of municipal performance, local government accessibility (varying by local contact activity), and citizen perception of municipal problem-solving capacities by producing statistical clusters of citizen participatory capacity types. The limitations of quantitative statistical approaches constitute a barrier to explaining the subjective perceptions of local citizens hold about their non-electoral participatory behaviour. Our conclusions demonstrate that the perceived potential of non-electoral democratic participation capacities is relatively limited in both small and large Lithuanian municipalities. Nevertheless, the findings indicate that citizens in large municipalities are more likely to establish local contact activity and have better perceptions of municipal problem-solving capacities than those in small municipalities.

Aim. To assess the territorial accessibility of primary health care (PHC) to the rural population in the Orenburg region. Methods. Statistical, monographic, organizational experiment research methods were applied. Statistical processing was carried out by using the Statistica 10.0 software. Basic statistics were calculated (arithmetic mean, weighted arithmetic mean). All parameters were checked by using ShapiroWilk, KolmogorovSmirnov and Lilliefors tests for normal distribution. The parametric method of statistics (Student's t-test) was used. Results. The assessment of the territorial accessibility of primary medical health care to the population of the Orenburg region was carried out using the methodology developed by us for calculating the criteria for the accessibility of primary medical health care to the rural population Rating of medical organizations according to the criterion of territorial accessibility of primary medical care to the rural population. The use the methodology allows making management decisions regarding the territorial planning of primary health care for the rural population in the selection of problem areas with low accessibility of primary medical care. In the Orenburg region, there are the following problems: different levels of accessibility of primary health care with a variety of distance up to 30 km and different population sizes in settlements create difficulties in organizing the provision of primary health care; remoteness from the regional center up to 300 km forms a personnel deficit. Conclusion. Application of the methodology Rating of medical organizations according to the criterion of territorial accessibility of primary medical care to the rural population in the Orenburg region has allowed the development of the following recommendations for making management decisions at the regional level: (1) prioritization of territories for priority measures to ensure the availability help; (2) selection of the form of primary health care organization for the timely medical care provision to the population; (3) the formation of competition among medical organizations in the ranking of the availability of primary health care.

AbstractTerritorial cohesion, despite its initial ambiguity, has been successfully implemented in national and regional policies across the EU. However, its operationalisation on the local level remains a major challenge. This paper asks whether pedestrian accessibility of services and public transport nodes can be used as a measure of territorial cohesion at the local level. The presented research was conducted in 2016–19 in five neighbourhoods in Poland representing various settlement contexts: large cities, mediumsized towns and suburban areas. It adapted particular indicators of territorial cohesion established by ESPON to the neighbourhood scale. The highest levels of territorial cohesion expressed by users’ satisfaction were achieved in a neighbourhood in a medium-sized town, whereas in geographical terms, territorial cohesion reached higher levels in large cities. Despite those differences, the proposed research method based on pedestrian accessibility offers quantifiable and comparable results on territorial cohesion on the neighbourhood level.

Introduction. This article is devoted to the problem of determining the territorial (pedestrian) accessibility of stopping points in large cities, which is one of the indicators of the quality of transport services for the population.The aim of the study is to develop a methodology for determining the territorial (pedestrian) accessibility of stopping points of a large city with a thousand or more stopping points, based on publicly available data. The cause of the study was the dificulty of solving this problem, due to the large number of both stopping points and residential facilities, the straightforwardness of the shortest pedestrian approach, the lack of detailed instructions for performing calculations, etc. Based on the review of Russian and foreign scientific sources, approaches to determining the territorial accessibility of stopping points were considered, taking into account various additional parameters, such as the number of routes passing through a stopping point, the intensity of passenger exchange, the availability of socially significant objects, etc. The existing difficulties and peculiarities in determining the availability of stopping points for individual and multi-apartment residential buildings are given. In the framework of the System-wide measures for the development of road facilities federal project and the Safe and high-quality roads national project when preparing an application for the purchase of passenger transport rolling stock for Omsk, the authors carried out scientific and practical work, as a result, a methodology has been developed to overcome some difficulties in determining the transport accessibility of stopping points in a large city by using a partially automated approach at its individual stages.Materials and methods. In particular, tools such as Yandex Map Designer, Table Excel Editor, Xtools Add-in for Excel, QGIS program, Macro in Excel using JavaScript API and HTTP geocoder were used.Results. The calculation of territorial accessibility of stopping points using the developed methodology was carried out for Omsk. The application of this technique allows to reduce labour intensity of calculations up to 10 times. Discussion. The discussion of the results presented guidelines for further improvement of the developed methodology

Background: Canadians with disabilities make up nearly a quarter of the population yet faced barriers in accessing information about COVID-19 testing accessibility across the country. Objective: This study aimed to understand the availability of accessibility information for COVID-19 testing sites in Canada. To date, no known studies have evaluated the availability of accessibility information online.Methods: An environmental scan of COVID-19 testing websites was conducted (1) nationally through the provincial/territorial websites for COVID-19 testing and (2) in Ontario, where there was individual location information. Data on key accessibility features were extracted from the website to simulate the user experience of booking a COVID-19 test during March 2021. Results: All provinces and territories provided minimal accessibility information on their provincial or territorial COVID-19 testing websites. Only Ontario included accessibility information for individual testing locations. Out of 170 individual testing locations in Ontario, few had information about accessibility, with only 8.2% listing at least 3 of the 5 key accessibility features measured on their websites.Conclusions: This study demonstrates that, more than a year into the pandemic, there existed a clear lack of accessibility information for testing locations for Canadians with disabilities.

Purpose After the occurrence of natural disasters, the rapid and accurate delivery of geo-afforestation is the key to emergency rescue and is the fundamental solution to the “last mile” problem. It provides technical support for the territorial rapid and accurate delivery. The paper aims to discuss this issue. Design/methodology/approach Through literature and theoretical research, combined with the research experience of scholars, the qualitative research method is adopted. The paper establishes a three-dimensional analysis framework, including disaster predictability, resource availability and transport accessibility, and proposes the integrated delivery triangular technical framework, including integrated monitoring analysis, the territorial virtual public storage and transportation. Findings Based on the analysis of the factors affecting the effectiveness of emergency delivery, the paper establishes a three-dimensional analysis framework, including disaster predictability, resource availability and transport accessibility, and proposes the integrated delivery triangular technical framework, including integrated monitoring analysis, the territorial virtual public storage and transportation. The triangular technical characteristics and functions of emergency delivery are studied, providing theoretical basis and technical support for effective rescue and emergency planning. Originality/value The territorial emergency delivery refers to the process of rapid and accurate delivery without relying on external territorial supplies. The habits influence the sustainability of our cities in terms of mobility in our daily lives. The main objective of this study is to achieve a sustainable mobility model from a new approach. This new approach differs from the traditional mobility management model, which focuses on a single department in charge of vehicle traffic that develops models based on surveys. In this research, geoprocessing techniques and spatial analysis tools have been applied to the positioning of taxi vehicles. The interdependence between taxis and other urban public transport has been proven through this analysis. It should be noted that this study shows that the mobility pattern of the taxi service in a medium-sized city is influenced by quantitative variables of a very diverse nature, such as population, infrastructure and means of transportation. In this way, taxi mobility is explained as a function of pedestrian accessibility to other means of transport. The multiple regression models obtained show a high R2 (around 0.9), demonstrating that access to other modes of transport significantly impacts the mobility of the taxi service.

GIS technologies allow an analyzis of large data sets at the lowest cost. To date, when forming a network of secondary schools, almost no geographic information systems have been used. GIS plays a special role in the study of transport and walking accessibility to GSEI. The article analyzes the theoretical, methodological and practical problems of using geographic information systems in studies of walking accessibility to general secondary schools of Chernivtsi city territorial community and describes the general secondary education institutions of the studied community. Based on geoinformation systems developed in Open Route Service and QGIS, the areas of the community with the best and worst walking accessibility to secondary schools were identified, which is certainly of great practical importance in creating pivotal institutions, their service zone and overcoming the problem of overcrowding in some schools. The most convenient location of the general secondary education institutions of Chernivtsi city territorial community was observed in the central part of the city, as well as in microdistricts Prospect and Boulevard, where there is a fairly dense arrangement of general secondary education institutions. There are also areas in the community that are outside the 2-kilometer walking accessibility zone and require transportation for students. Such areas are the Shantsi, Tsetsyno and Slobidka and Rohizna microdistricts, which have a cottage type accommodations. In general, most of the community is within walking accessibility. An important aspect of the location of GSEI is the availability indicator, which ranges 0.2 to 0.81. The average rate of accessibility to GSEI in the Chernivtsi city territorial community is 0.65. It should be noted that in the community there is a relevant problem of providing students with places in GSEI in those areas, where today the construction of new residential areas is actively carried out, while educational institutions are not expanding and not being built.

Accessibility is an important property of geoheritage sites (geosites), which is commonly considered in their assessment. A new method, which refers partly to previous developments, is proposed to assess this property semiquantitatively. Inner (on-site) and outer accessibility are distinguished, and each is measured depending on the opportunities to reach unique geological features. Distant visibility and entrance fees/required permissions are also taken into account. On the basis of the scores, three grades of geosite accessibility (excellent, moderate, and low) are delineated. The proposed method is applied to 15 geosites of Mountainous Adygeya (southwestern Russia), and the outcomes prove its efficacy. This application also helps to establish within-site and territorial spatial heterogeneity of geosite accessibility and to propose some managerial implications.

This paper aims to discover why and how accessibility is fundamental to sustainable local development in heritage settings. We discussed the dimensions and variables of accessibility that control the development. Correspondingly, we proposed an interpretative framework for sustainable development planning and management of low urbanized spatial settings and accessibility for the Iglesiente Geo-mining heritage in Sardinia (Italy). The Iglesiente area is affected by a deep post-mining crisis that is reflected in poor socioeconomic conditions and an evident space oriented set of problems (a disorder in landscape matrix, low readability of space, scarce infrastructure and low accessibility). To revert negative trends of space-related problems, the paper proposes a theoretical model acting as an anticipatory landscape planning tool. The model copes with the context-specific problems in combination with theoretical findings. It acts at various scales through the definition of boundaries and variables of the internal and external environment, providing the territorial matrix of equity and cohesion. Furthermore, we argued the limitation and advantages of the model to its implementation capacity for the Geo-mining heritage and low-urbanized spatial settings. The empirical findings from an ongoing project about accessibility to territorial knowledge and services in the Iglesiente area, currently in progress, allow us to test and adjust the methodological framework in the next steps.

Cet article porte sur une de ses facettes, celle de l’accessibilité structurelle du territoire en transport collectif à travers la construction d’un indicateur multicritère (croisement de critères de temps, d’intensité des relations et de pénibilité des déplacements). L’enjeu est d’estimer plus finement des potentiels d’accessibilité en transport collectif (approche méthodologique) et d’interpréter (approche opérationnelle) les (dés)équilibres d’accès aux pôles d’excellence dans le territoire métropolitain lillois. Les résultats fournis par l’outil de calcul de l’accessibilité multimodale MUSLIW, développé au CETE Nord-Picardie, permettent de mettre en débat les politiques stratégiques de la Communauté urbaine de Lille Métropole (LMCU) dans une optique d’aide à la décision. La démarche élaborée dans cet article est mise en perspective avec la méthode anglo-saxonne Public Transport Accessibility Level (PTAL) utilisée dans la planification stratégique au Royaume-Uni. The objective of this work is to evaluate the accessibility of European municipalities by air transport. We focus on travels that typically require the use of air transport by computing the quickest paths between any pair of municipalities separated by more than 500 km. The total travel time includes three components: i) travel by car or High Speed Train to reach the origin airport, ii) travel by air from the origin airport to the destination airport, including waiting times when no direct flight is available and iii) travel by car or High Speed Train from the destination airport to the municipality of destination. For each territorial unit, we calculate the population-weighted average travel time to reach any other municipality in Europe.

Territory quality and site fidelity were assessed for male sea otters ( Enhydra lutris (L., 1758)) in Simpson Bay, Prince William Sound, Alaska, during the summer months (May–August) from 2003 to 2006. Territory quality was coded with a score of 0–2 for four attributes: territory size, shoreline enclosure, territory accessibility, and number of females observed feeding in each territory. Total quality scores ranged from 0.14 to 1.96 (0.9 ± 0.61, mean ± SD), with the highest quality territories having large areas, moderate to little shoreline enclosure, high accessibility, and many foraging females. A total of 13.1 km2 (62.5%) of Simpson Bay was occupied at least once by a territorial male during the 4-year study, and 7.9 km2 (37.5%) was never occupied by a territorial male. There were 7 ± 2.4 (mean ± SD) territorial males in Simpson Bay each year. Five males maintained territories for two consecutive years, with their respective territories having a 16%–34% overlap between years, indicating that repeat territory holders returned to the same area. The number of territorial sea otters, the size of territories, and whether or not a sea otter was a repeat territory holder did not significantly influence the size or quality of male territories.

Agricultural agglomeration processes as the basis of administrative-territorial division are considered. The research of scientists on rural agglomeration processes is analyzed. A critical analysis of existing agglomeration processes has been carried out. The concepts of financially conditioned agglomeration processes and systemically conditioned agglomeration processes are proposed. The inevitable appearance of socially and economically dead territories within the framework of financially conditioned agglomeration processes with the further destruction of existing social groups is shown. The world agglomeration processes, federal agglomeration processes, regional agglomeration processes, municipal agglomeration processes are highlighted. The concept of socio-economic benefits of space is proposed. The possibility of the existence of beneficial social and economic relations with respect to a certain space is shown. The necessity of searching for beneficial social and economic relations to solve the problem of socially and economically dead territories has been established. The main task of the state, society and science is to find the most favorable social and economic relations of this space for the social system as a whole. The possibility of agglomeration of social and economic relations is shown. The concept of the basic territory (space) is given as a space of agricultural production relations, defined through agricultural communication accessibility and agricultural agglomeration processes. The schemes of administrative-territorial reform for the formation of administrative-territorial division in the context of the concept of socio-economic benefits of space are proposed.

Abstract The increase of accessibility is one of the most important strategies to achieve territorial cohesion and slow down depopulation processes in rural areas. Accessibility is a wide concept with a range of interpretations. When it comes to rural areas, usual accessibility measures introducing proximity and ease of physical connection could lead to misinterpretations and a lack of knowledge for rural areas. This study proposes an accessibility analysis based on connection and function of one of the most depopulated territories in inland Spain: the province of Guadalajara (NUTS-3) which constitutes an interesting case-study because its proximity to the Spanish capital city (Madrid) and the integration of part of the province on its dynamics and economic processes. Results show different rural accessibility levels useful for public policies and decision making on infrastructures. In addition, the accessibility model suggested can be applied in other depopulated rural areas of Europe.

Rural territories are worse equipped than urban ones in terms of accessibility to services and opportunities, due to their scattered development and peripheral character. Increasing cuts to loss-making services in traditional public transport contributed to increased social inequality and marginality, in so doing undermining the livability of rural communities. In this light, improving accessibility is an essential prerequisite for the sustainable development of rural areas. Whereas demand responsive transport solutions are often seen as a panacea in circumstances where traditional services are not viable, their implementation is more challenging than it may seem, due to the potential barriers intrinsically related to the differential socioeconomic, cultural, and institutional features of places. Furthermore, enhancing transport offer is only one side of the multifaceted prism of rural accessibility, and the institution of effective multi-level and multi-sector governance mechanisms is a precondition to approach the mentioned challenges under a more comprehensive perspective. Drawing on the results of the European Territorial Observatory Network (ESPON) Urban-Rural Connectivity in Non-Metropolitan Areas (URRUC) project, the paper sheds light on this issue, exploring the accessibility challenges of rural areas and proposing a multilayer policy approach aimed at supporting decision-makers in improving rural accessibility across Europe.

Accessibility plays a major role in achieving sustainable transport, and therefore urban and regional sustainability. The urban public transport system promotes mobility and realizes a large part of urban movements. Moreover, improving accessibility in order to promote sustainable transport requires the application of new concepts and indicators as a powerful tool in the process of creating a balanced urban transport system. In this regard, one of the main goals of this research is to present an overview of the relevant accessibility indicators and assessment of accessibility in regional Cross-Border Cooperation (CBC) in order to transcendence challenges and obstacles for sustainable transportation in these regions along of Portuguese-Spanish border. This paper focuses on the accessibility of cross-border cooperation scenarios along the border regions of Alto Alentejo (Portugal) and Badajoz (Spain) where the Case Study Research Method (CSR) made it possible to recognize accessibility as a key factor in territorial success. Also, accessibility analysis can assess improvements as well as regional imbalances. In addition, this methodology can be used to identify missing links, which requires new investments enabling long-term sustainability.

The issues of transformation of municipal formations from the standpoint of quality and accessibility of municipal services have been considered. The study on the example of the unification of rural settlements of the Republic of Bashkortostan has been carried out. It has been analysed whether the unification of municipal formations will affect the provision of social services by municipal institutions. It has been established that the enlargement of rural settlements will slightly affect the accessibility of municipal services provided by municipal institutions. The need and consequences of the unification of municipal formations from the point of view of the financial capabilities of local governments to tackle issues of local importance also have been assessed. It has been determined that the unification of rural settlements can to some extent solve the problem of reducing administrative costs and increasing the financing of other issues of local importance. However, the solution of the problems of accessibility and quality of municipal services should be implemented not only by administrative methods through the enlargement of municipalities, but also using the tools of inter-municipal cooperation.

AbstractA key issue in socio-economic geography is to understand how regional and social polarisation shapes the territorial organisation of society. We argue that effects of polarisation are not translated simply and straightforwardly in a whole region, but vary to a large extent with respect to different types of accessibility areas. We applied the time-accessibility framework to classify a territory into urban, peri-urban, rural, and remote rural areas at a national and regional scale. Subsequently, we computed comparative indicators for this territorial classification, measuring three dimensions of peripherality for a period of thirty years. The analysis illustrates how polarisation and peripheralisation works at a detailed spatial level. A case study of the Ústí region shows re-polarisation and bi-polarisation of the region in its path from socialist urbanisation in the 1980s to regional peripheralisation in 2011. The use of the time-accessibility framework allows to assess regional changes within long-term and broader changes of core-periphery relations at national level and thus allows for a better understanding of the different nature of socialist and post-socialist peripheries. Finally, the article offers methodical procedures and tools allowing for a comparable research of polarisation and peripheralisation. Thus, it is responding to the call for more comparative research of peripheral areas in Europe.

The key factor in moving towards a more sustainable travel model is based on improving mobility, especially in rural areas that share territorial dynamics with urban areas and are connected by a daily flow of inhabitants. The purpose of this article is to carry out a diagnosis of the daily mobility patterns of the inhabitants of a number of rural municipalities, with the aim of promoting sustainability and mitigating the phenomenon of territorial depopulation in future local planning policies. The research methodology is based on the use of revealed preference surveys together with accessibility analysis using GIS tools, allowing for an in-depth knowledge of the mobility patterns of the municipalities in the area under analysis. In this respect, the reference parameters in terms of territorial accessibility are determined by applying the network analysis procedure to basic public services. The results reflect the existence of an unbalanced modal split with a preponderance of private vehicle use (regardless of the destination or the reason for the journey). In addition, a very weak inter-municipal connection dynamic is observed. There is a knowledge gap in the verification of the long-term suitability of sustainable measures in rural areas implemented after the development of mobility plans (in order to assess their effectiveness).

The scope of this paper is to conceptualise a data-based research framework for the role of creative networks in cultural exchange. Participation in culture measured as audience per 1000 residents and expenditures on culture-related activities were analysed in relation to such territorial assets as accessibility to creative infrastructure, the economic status of residents, the governance networks of civil society, and cultural capital. The results indicate how accessibility, governance networks, and cultural capital contribute to participation measured via audience indicators while a low poverty rate has explanatory value with respect to expenditures on culture.

This paper examines the market for motorcycle taxi services in Bangkok, Thailand, in terms of economic rent and the effects of such rent on fares. Three sources of monopoly rent in motorcycle taxi services are identified. Locational rent is attributed to the level of accessibility that is specific to the location of a motorcycle taxi stand. Such locations are limited in terms of accessibility, with few locations that can be substituted with another. The quota rent is arbitrarily created by rent-seeking activities, that is, by setting a quota on the number of operators in each location. Territorial rent is created by restricting the service area for each operator group. Depending on the behavior of the so-called influential people, the monopoly can be either enforced or eroded. A regression analysis of fare data provides evidence that supports the hypothesis of locational and territorial rents. Locational rent decreases as a motorcycle taxi stand is located farther away from a rail transit station. Motorcycle taxi groups with demarcated territories command a fare premium, which may indicate territorial rent. Some stands enjoy a degree of monopoly where there are limited substitute feeder transport modes; stands located near bus stops also command a fare premium because of accessibility. This situation implies that bus services do not compete with motorcycle taxis but provide complementary services. The additional economic rent created by new transit systems is unfairly captured by operator groups and influential people. It is suggested that a competitive market be created for motorcycle taxi services, with value-capture measures that are intended to create a more efficient and fairer feeder transport system.

Accessibility represents a key element in strengthening developed regions in terms of investment in transportation infrastructure. Accessibility is also an equity indicator to measure the ease with which a specific location achieves desired outcomes as well as the spillover effect; traditionally, these effects have been analyzed with econometric and engineering techniques, rather than from the perspective of geographical studies. The purpose of this research is to measure the spillover effects and the territorial cohesion of Infrastructure Regional Planning (PRI) for the Latin American metropolitan area of Concepción (MAC), Chile. To meet this purpose, locational and network efficiency indicators of spatial accessibility were calculated using network analysis in GIS. The results showed that the improvements differ according to the accessibility indicator employed; however, they generally showed benefits in consolidated urban centers and corridors near investment and industrial areas. In contrast, more distant and rural areas presented limited and irregular benefits.

The public private partnership model in Colombia has been the main vehicle to promote the development of transportation infrastructure during the last 20 years. Currently, the national government is developing the Fourth Public Private Partnership Road Program (4G) with a total investment of COP$53B (US$26,530) in 2013 and an average total length of 7,601 km (4,723 mi). In the development of this paper it will be quantified how 4G projects will change accessibility, goods transportation costs, and territorial cohesion in a future scenario when the road network will be finished. This goal will be supported by the creation of a database design in the geographic information system taking into account economic and technical characteristics to evaluate the accessibility and a generalized transport cost function ([Formula: see text]) in each link covering the whole road network, as well as gross domestic product (GDP) in each project region. As a result, it is important to note that 4G projects will represent an important change and positive impact in variables of corridors in the national road network. Even if the results show that some regions will receive benefits, this research also shows that some regions will not present changes in accessibility, [Formula: see text], and territorial cohesion because the 4G corridors do not cover the whole country, but the advantages in some regions will encourage the country’s competitiveness, which could not be reality without the support of private participation. Finally, this research provides enough insight to outline a new program that could enhance accessibility, [Formula: see text], and GDP in the regions.

Territorial cohesion is of main interest in the EU and its member state Germany. It should lead to a reduction of disparities between different stats of development and is closely related to the accessibility to Service of General (SGI) in different areas. The investigated area in this article is characterized by the end of coal fired power generation by the Coal-Phase-out act. In this article the accessibility to SGI is discussed. Additionally, the accessibility to specific SGI is investigated with a special view to the southern rural parts of the Rhenish coal-mining area. It is outlined that the provision to SGIs is high near to agglomerations and decreases in rural parts. This can also be observed for broadband expansion, while the access to internet allows a higher accessibility to SGIs for different analysed indicators. This research is used to establish a regional development strategy to maintain equal living conditions for the entire region.

The paper considers the current condition and problems of territorial planning of extra-urban transport in Russia. The paper analyzes the key parameters of improving the transport system of Russia as one of the most important elements of the economic system. The main social and economic requirements for documents of territorial planning of transport in Russia at the regional level are contained in the regional standards of urban planning design. They set the time limits for maximum transport accessibility from places where people live to places where important social and economic objects and service institutions are located. The paper provides examples of the most important promising projects in the construction of extra-urban transport infrastructure. Similarities and differences between general layouts and master plans in terms of territorial planning of transport infrastructure are shown. The problems of planning transport systems of urban agglomerations are considered. Recommendations are given for changing the methodology of territorial planning of extra-urban transport in Russia.
