Abstract In recent decades, the popularity of Australian Aboriginal dot painting overseas has exploded, with works by some of Australia's leading artists selling for millions of dollars at auction, as well as featuring in major international exhibitions like the Venice Biennale and documenta. While this carries with it the risk of Aboriginal art and culture becoming diluted or commodified, this essay explores the origins and use of the ‘dotting’ typical of much Australian Aboriginal art of the Western and Central Deserts of Australia, as well as Aboriginal dot painting's circulation internationally, to consider how Aboriginal art's entry into the global art world might also represent an act of Indigenous self-determination. By leveraging the Western fascination with the ‘secret/sacred’ content often assumed to be hidden by these dots, Aboriginal artists have been able to generate an international market for their works. While Aboriginal communities remain among the most economically disadvantaged in Australia, Aboriginal art nevertheless provides a critical means by which Indigenous communities can support themselves, and, more importantly, operates as a form of cultural preservation and a tool by which Aboriginal peoples can assert their sovereignty.

This study presents Aboriginal artists' perspectives on the study of Native art in the school curriculum. The case study is a naturalistic inquiry that employs ethnographic techniques to interview nine Saskatchewan artists, five females and four males. Overall, the artists agree on having Native art content in school programs, especially for Native students. All the artists believe that Aboriginal peoples should be involved in the definition and presentation of their art in the school curriculum. The artists show that content, and materials, may or may not be traditional. The artists prefer an observing and modelling approach to teaching bead and leather work, and to teaching drawing and painting. The male artists, primarily, support a research approach for studying the vast, diverse, and complex art of indigenous peoples. As well as learning about the art, the artists stress learning from the art including history, ecology, and about art from a non-Western perspective. The words, stories, and views of all the artists emphasize that art is a dynamic part of Aboriginal peoples' lives and cultures; one which they are willing to explain and share. Native art is a rich resource for school curriculum. It is a resource that must be and can be shaped by Aboriginal peoples.

British Columbia is home to 34 different Indigenous languages, most of which are in danger of losing fluency due to the combined effects of introduced diseases and assimilationist Indian Residential Schools. The Haida language, or Xaad Kil (pronounced “haad kill”), is considered critically endangered with only 9 elderly fluent speakers left. Many Haida believe that revitalizing Xaad Kil is important for keeping their culture alive: they see Xaad Kil as a cultural keystone that keeps worldview, artistic expression, food gathering, dances, stories, and songs integrated together as a unified whole. Xaad Kil also helps assert Aboriginal land rights: identification of traditional place names demonstrates use and occupation of lands since time immemorial. Xaad Kil names of medicinal plants and foods also contain important environmental information. Indigenous communities are adopting a range of strategies to revitalize their languages, including: master-apprentice programs, early childhood immersion programs, and technological approaches such as audio databases, language apps, and social media projects like Haidawood. Learning Xaad Kil can be a challenge: there are limited resources and often language learners are overwhelmed with obstacles. Haidawood helps make Haida language learning fun by bringing Haida stories to life using the power of stop motion animation and embracing an “aesthetic of accessibility” that creates beautiful art out of readily available materials, including carved puppet faces and sets made from cardboard. Haidawood seeks to help revitalize the Haida language, facilitate inter-cultural understanding, and inspire other communities to preserve and share their own stories.

Northern British Columbia (BC) and Alberta are sparsely populated forested lands under provincial jurisdiction (also known as Crown land) which are under intensive oil & gas exploration and pipeline development. Local Aboriginal people continue to implement traditional practices that maintain viable land and productive ecosystems by annual rotation of trap lines, hunting and gathering areas and similar activities. Aboriginal people can exert tremendous influence on pipeline projects through various means. Regulators and enlightened pipeline companies recognize the value of assessing traditional knowledge that has been collected over generations and passed down from the Elders to contribute to final routing, siting and project design identifying effects on environmental resources and traditional land and resource use and developing mitigation opportunities. Traditional knowledge includes experiential and secondary knowledge as well as accepted scientific research in the context of environmental assessments. Robust applications consider sources from all land users while being mindful of the intricacies inherent with Aboriginal engagement in order to gather substantive input for projects on Crown land. This paper explores the contribution of Aboriginal Traditional Ecological Knowledge (TEK) in the environmental assessment process on selected case studies involving recent natural gas pipeline projects in northern BC and Alberta from a balanced perspective. It also describes the evolution of a program developed by the author from its initial emphasis on Traditional Land Use (TLU) studies to the present day application of TLU studies, and TEK studies, focusing on lessons learned and regulatory and engagement challenges and successes.

This paper discusses a program of work undertaken by RMIT University, Australia, to embed Aboriginal and Torres Strait Islander perspectives in curriculum in both its Australian and off-shore campuses. It takes a first step in the consideration of the complexities that arise when First Peoples’ knowledge systems and cultural practices are exported—and frequently collide—with the idea of the global. It does this through a consideration of ‘place’, place being so vital to Indigenous cultures. While the paper is case specific, its discussion of how to frame the significance of place in the context of higher education and understanding how this might translate globally has relevance for all education institutions wishing to create inclusive education environments.

How does the communication of information affect the pipeline industry? People are becoming more aware of the pipeline industry and how it may affect individuals and landowners in the future. Corporations are producing commuications tools to alleviate the lack of knowledge and the hidden value of energy pipelines. This case study examines two projects: “Passing through Edson” examines a winter pipeline construction job in Edson, Alberta. The story is told by the people on the job. We examine the environmental issues, economic impact, Native employment, and winter construction techniques. The “Boy Chief” video examines the impact of an archaeological dig on the prairies. In this program we have insight into the aboriginal history of the area and how the pipeline company is helping people learn more about the Native way of life. The paper examine how communication tools like these, allow employees access to information when communicating to stakeholders.

Decision-making on modern pipeline projects is subject to a broader and more complex range of influences and risk drivers than ever before. Issues such as new and tightening regulations, public health and safety, construction constraints, water constraints, arctic geotechnical issues, carbon management, Aboriginal interests and increased stakeholder participation all impact the lifecycle costs and benefits of pipeline project options. These are in addition to the more traditional issues that need to be addressed, which include point of origin, terminus location, routing, volumetric sizing and expansion scenarios. Superior decisions may be achieved on pipeline projects by the application of a structured triple-bottom line risk assessment at the front end of project planning. By adopting a broader view of the impacts of project operations, optimized solutions can be identified and proven, ultimately leading to a more profitable and lower risk commercial operation.

The article examines the materials of archaeological excavations of iconic family sites on the complexes of archaeological sites Toropovo-7 and Toropovo-7A located in the valley of the middle reaches of the Kasma river in Kuznetsk Prisalairye. Descriptions of the objects and, in part, the results of their excavations are given. Archaeological objects that were found during the excavation of these unique objects and the architectonics of earthen structures are investigated. For individual finds of ceramic utensils, the results of comparative analysis are given, which makes it possible to date the objects under study during the developed Middle Ages and correlate them with the circle of antiquities of the Shandin archaeological culture. Mapping indicates that family cult sites are currently known on the territory of the Kuznetsk basin only in the valley of the middle reaches of the river Kasma. These circumstances allow us to hypothesize that these objects are ethnic markers for the population of this local territory in the developed Middle Ages.

Although the catchment - the topographically defined edge where “all rainfall… drains naturally … or is directed to by human intervention towards … the catchment outlet [which may be immediately a creek, but ultimately is the ocean] ” – is the most significant boundary for ecological function of landscapes, Raxworthy has argued that property boundaries and land tenure make it such that “landscape pattern is as much an emergent quality of capitalism as it is propensity[y] of [the landscape.” Despite its role in establishing the pattern of the landscape, landscape architects tend to treat property boundary as a given that is almost invisible when every act they do reacts to it in some way, necessitating, Raxworthy continues, a theorising of land tenure in landscape architecture. I hope to continue Raxworthy’s project in this paper by examining the celebrated model of contemporary land titling – the Torrens System – in its place of origination – Adelaide – and explore the relationship between landscape, people and land titling. Two of the things Adelaide is most famous for might seem complimentary but are actually contradictory: the Torrens System of title (which Atkinson, quoting Greg Taylor, calls ““South Australia’s most successful intellectual export.”” ) and the first successful determination Native Title in a capital city of Australia. Developed by Robert Richard Torrens, the “Real Property Act (1858)” (which subsequently became known as Torrens Title, or the Torrens System) and “simplify[ied] the Laws relating to the transfer and encumbrance of freehold and other interests in land,” by creating a centralised registration system of actual land ownership, rather than simply deeds, removing potentials for contestation. In the developing world the Torrens System has been a very important tool in helping secure land title in post-colonial countries “[becoming] the norm in both Anglophone and Francophone colonial Africa,” yet, as Leonie Kelleher has argued, the Torrens System effectively eclipsed the previous sovereignty of Aboriginal people in the very place of its creation.

In the third volume (卷, juan) of an 18th-century woodblock publication Images of Tributaries of the Ruling Qing Dynasty (Huang Qing zhi gong tu, 皇清职贡图), among others non-Han ethnic groups, there are thirteen illustrations of Taiwan’s indigenous peoples, including a brief description of their costumes, disposition, and customs. This volume contains illustrations of various types of Taiwanese “barbaric” natives that reveal a great deal about Qing imaginative conception of savagery. They are classified both by administrative divisions and by categories of civilized (熟番) and uncivilized (生番) depending on their adoption of Chinese culture. The entries begin with the civilized savages of Taiwan county, then south to Fengshan county, and then north to Zhuluo county, Zhanghua county, and finally Danshui sub prefecture. The submitted uncivilized savages follow again in sequence from south to north. Last are the uncivilized savages of the inner mountains. The illustrations thus proceed from the most civilized one through increasing degrees of savagery. In each of the thirteen pictures, the differences between the savage figures and civilized figures are emphasized. The depictions of the physical appearances of the civilized and uncivilized savages can demonstrate their relative levels of civilization. The Qing Dynasty’s ethnographical description, which recorded the social culture of the historical tribes, now became particularly valuable because of the lack of a great amount of information on the indigenous tribes of Taiwan. It is quite necessary to study the society, traditions and cultural features of Taiwanese indigenous people in different periods, especially after their integration into the Qing Empire. Huang Qing zhi gong tu is regarded as a very important source for a detailed investigation of different ethnical types of peoples who inhabited the island of Taiwan. We have to analyze the history of aboriginal culture alongside Chinese culture to gain a more rounded insight into the culture and history of Taiwan.

Assessment and development of pipeline projects in northern Canada, such as the proposed Mackenzie Valley gas pipeline (MGP), are hampered by a lack of baseline terrain geoscience information including drift thickness, sediment type, presence of massive ground ice, and the availability of granular aggregate resources. Clearly there is a need by Industry, Regulators, Aboriginal groups, and others, to understand the nature and character of near-surface earth materials, in order that pipeline proposals can be properly developed, evaluated, and when approved, proceed with the greatest degree of environmental sustainability and economic efficiency. While numerous field-based reports and surficial geology maps have been prepared for the MGP, there are long stretches along the proposed route for which little near-surface geoscience information is available. This is even more apt for areas outside the defined MGP corridor, where the likelihood of tie-in and gathering pipeline systems exist. Drillers’ logs, recorded during auger drilling of seismic shotholes, represent a virtually untapped resource of regional baseline geoscience information. The Geological Survey of Canada recently produced a digital archive of 76,000 shothole records from the Northwest Territories and Yukon, which had originally been collected on file cards in response to the 1970’s MGP proposal. Released in 2007 as a freely downloadable Open File report (#5465), the archive provides users with an Access database of drillers’ logs and derivative GIS maps in which shapefiles of drift isopach thickness, potential granular aggregate resources, geohazards, permafrost and ground ice occurrences, and muskeg thickness can be opened, viewed, and queried, or otherwise incorporated into GIS platforms of the user’s choice. Realizing the amount of additional archival shothole information held by Industry, and the great utility of bringing this forth in a public database and derivative GIS, a subsequent project has focused on capturing and integrating additional data. Receiving near-universal support by the Petroleum Industry, a Version 2 of the database and GIS is currently being assembled, and is scheduled for release in 2009 with some quarter million individual shothole drillers’ records. This presentation highlights the nature, character and distribution of shothole drillers’ logs in northern Canada. It also reviews the derived GIS layers, and how this baseline geoscience information can be beneficially utilized by the Pipeline and related infrastructure development industries, particularly as it may apply to focusing future field studies. It also serves as a key reference tool for those assessing pipeline development proposals.

13 uranium mines operated in the South Alligator Valley of Australia’s Northern Territory between 1953 and 1963. At the end of operations the mines, and associated infrastructure, were simply abandoned. As this activity preceded environmental legislation by about 15 years there was neither any obligation, nor attempt, at remediation. In the 1980s it was decided that the whole area should become an extension of the adjacent World Heritage, Kakadu National Park. As a result the Commonwealth Government made an inventory of the abandoned mines and associated facilities in 1986. This established the size and scope of the liability and formed the framework for a possible future remediation project. The initial program for the reduction of physical and radiological hazards at each of the identified sites was formulated in 1989 and the works took place from 1990 to 1992. But even at this time, as throughout much of the valley’s history, little attention was being paid to the long term aspirations of traditional land owners. The traditional Aboriginal owners, the Gunlom Land Trust, were granted freehold Native Title to the area in 1996. They immediately leased the land back to the Commonwealth Government so it would remain a part of Kakadu National Park, but under joint management. One condition of the lease required that all evidence of former mining activity be remediated by 2015. The consultation, and subsequent planning processes, for a final remediation program began in 1997. A plan was agreed in 2003 and, after funding was granted in 2005, works implementation commenced in 2007. An earlier paper described the planning and consultation stages, experience involving the cleaning up of remant uranium mill tailings and other mining residues; and the successful implementation of the initial remediation works. This paper deals with the final planning and design processes to complete the remediation programme, which is due to occur in 2009. The issues of final containment design and long term stewardship are addressed in the paper as well as some comments on lessons learned through the life of the project.

Coffs Harbour on the north coast of NSW is a highway city sandwiched between the Great Dividing Range and the Pacific Ocean. For thousands of years it was the traditional land of the numerous Gumbaynggirr peoples. Tourism now appears to be the major industry, supplanting agriculture and timber getting, while a large service sector has grown up around a sizable retirement community. It is major holiday destination. Located further away from the coast in the midst of a dairy farming community, Bellingen has become a centre of alternative culture which relies heavily on a variety of festivals activated by energetic tree changers and numerous professionals who have relocated from Sydney. Both communities rely on the visitor economy and there have been considerable changes to how local government in this region approach strategic planning for arts and culture. The newly built Coffs Harbour Education Campus (CHEC) is an experiment in encouraging cross pollination between innovative businesses and education and incorporates TAFE NSW, Coffs Harbour Senior College and Southern Cross University as well as the Coffs Harbour Technology Park and Coffs Harbour Innovation Centre all on one site. The 250 seat Jetty Memorial Theatre is the main theatre in Coffs Harbour for local and touring productions while local halls and converted theatres are the mainstay of smaller communities in the region. As peak body Arts Mid North Coast reports, there is a good record of successful arts related events which range across all genres of music, art, sculpture, Aboriginal culture, street art, literature and even busking and opera. These are mainly managed by passionate local volunteers.

This Evidence Snapshot aims to summarise the current and emerging evidence regarding early detection of breast cancer in Aboriginal and Torres Strait Islander women and its impact on cancer stage at diagnosis and mortality. Gaps were found in the evidence regarding impact, but evidence was found regarding incidence, participation, and mortality. Aboriginal and Torres Strait Islander women over 60 were found to have higher incidence of breast cancer than non-indigenous women, and overall Aboriginal and Torres Strait Islander women were found to have lower screening participation rates. Regarding treatment and outcomes, the included studies varied considerably in terms of treatment, but the evidence showed that Aboriginal and Torres Strait Islander women are approximately twice as likely to die from breast cancer than non-indigenous women.

This review aimed to identify promising models for transfer of care initiatives in Australia that have been designed and implemented with an Aboriginal perspective to meet the needs of Aboriginal communities. These initiatives aim to improve transfer of care for Aboriginal patients to and from hospital care and back to primary care (GP and community). The reviews findings are reported under: studies focusing on transfer of care, studies focusing on care pathways, and early intervention principles. Specific programs focusing on different health conditions are summarised, and barriers and facilitators to success were identified and included. The review was commissioned by the Agency for Clinical Innovation who have identified improving transfer of care for Aboriginal people as a priority to improve health outcomes for Aboriginal people.

It then looks to the history of small community scale standalone systems. Finally, it examines locally adapted approaches to benefit sharing in remote utility owned networks. In doing so this paper foregrounds the importance of Aboriginal agency. It identifies Aboriginal decision making and economic inclusion as being key to policy and project development in the 'scaling up' of a transition to renewable energy resources in the North-West.

In this 2021 Nulungu Reconciliation lecture, Dr Robert Isaacs AM OAM will explore the meaning of reconciliation and the lessons of his personal journey in two worlds. As part of the Stolen Generation, and born at the dawn of the formal Aboriginal Rights Movement, this lecture outlines the changing social attitudes through the eyes of the lived experience and the evolving national policy framework that has sought to manage, then heal, the wounds that divided a nation. Aspirations of self-determination, assimilation and reconciliation are investigated to unpack the intent versus the outcome, and why the deep challenges not only still exist, but in some locations the divide is growing. The Kimberley is an Aboriginal rights location of global relevance with Noonkanbah at the beating heart. The Kimberley now has 93 percent of the land determined through Native Title yet the Kimberley is home to extreme disadvantage, abuse and hopelessness. Our government agencies are working “nine-to-five” but our youth, by their own declaration, are committing suicide out of official government hours. The theme of the Kimberley underpins this lecture. This is the journey of a man that was of two worlds but now walks with the story of five - the child of the Bibilmum Noongar language group and the boy that was stolen. The man that became a policy leader and the father of a Yawuru-Bibilmum-Noongar family and the proud great-grandson that finally saw the recognition of the courageous act of saving fifty shipwrecked survivors in 1876.

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

This Rapid Evidence Scan was commissioned to identify diabetes programs for Aboriginal people with a focus on education, early identification, treatment, self-management, foot care, amputation and other complications of diabetes. Rapid, but systematic searches were undertaken of peer reviewed and grey literature. The included literature reported on a range of health and service outcomes and looked at multiple aspects of diabetes care, it also included patient and staff perspectives. Programs found in the peer reviewed literature were categorised as case management and care coordination, foot care, diabetes education, diabetes care, early identification, point of care HbA1c testing, and diabetes self management. Further specific programs were identified through the grey literature searches.

This Evidence Check Review, commissioned by the Cancer Institute NSW, reviewed recent evidence relating to cancer care for Aboriginal and Torres Strait Islander (ATSI) peoples and Indigenous peoples from New Zealand and Canada. It aimed to identify barriers to accessing screening, diagnosis, treatment, and management; and effective approaches and interventions for improving access to and coordination of care. The review identifies a number of barriers and summarises effective approaches to improving care. It includes identified strategies and models, and presents a set of key considerations and principles that should be at the forefront of all efforts, policies and initiatives to improve cancer outcomes for ATSI Australians.
