In 1936 the founders of PAX aimed at 'resistance to modern warfare on grounds of traditional morality'. Believing that 'just war' criteria could no longer be met, they called themselves pacifists. Although most members were Roman Catholic Pax did not claim to be a 'Catholic society' because the RC Church at that time took an opposing view, particularly of conscientious objection. Church authorities attempted to censor Pax literature and instructed clergy to resign from the society. Pax supported conscientious objectors during the Second World War. When membership declined afterwards it continued to publish the Pax Bulletin and to provide a forum where Catholics could debate theological and practical questions of war and peace. By the 1960s Pax had gained some distinguished sponsors and a branch in the United States - support which enabled it to influence debate at the Second Vatican Council in 1965. The Council endorsed the right to conscientious objection. In 1971 Pax merged with Pax Christi, the international Catholic peace organisation which began in France in 1944/45. This is the first detailed historical study of the Roman Catholic element in the British peace movement. The story of Pax demonstrates the part that even a small pressure group can play in changing public opinion through patient work. Eventually, despite apathy and opposition, Pax helped bring the RC Church to a recognition of the right to conscientious objection and played a crucial role in the development of a more widespread peace movement within the Church

This thesis explores how war reporting on Australian television has been dramatically reshaped over the last 40 years, particularly by new technologies. Specifically, it seeks to answer these questions: 1. How did differing cultural, social, political and professional contexts, available technology and battlefield experience affect the attitudes, editorial content and narrative forms of two generations of television correspondents - in Vietnam and Iraq respectively? 2. How did technological and other industry changes over the 30 years between Vietnam and Iraq reshape the power relationship between the war correspondent in the field and his news producers and managers? What impact did these changes have on the resulting screened coverage? What are the longer-term implications for journalism and for audiences?

This research examines the history and structure of the Urdu press discourse on Pakistan-US relations since the 1971 War in order to understand its perceptions of US betrayal. Two of the most popular Urdu newspapers in Pakistan have been studied with reference to three alleged cases of US betrayal. These are: the US failure in the 1971 War to provide sufficient military support to Pakistan to prevent its disintegration; US opposition to Pakistan's nuclear program and ignoring of the security concerns of its ally in the 1970s, 1980s, and 1990s; and the unilateral US operation conducted on 2 May 2011 targeting Osama bin Laden which violated Pakistan’s sovereignty. The Urdu press has not only been identifying examples of US betrayal of Pakistan since the 1971 War, but also has developed a structure for that discourse. The dominant voices of the discourse generally argue that the US not only betrays but also conspires against Pakistan's security. The discourse offers certain modalities of US conspiracy, such as pressurising tactics like sanctions and attaching conditions onto economic and military aid to Pakistan, or interfering in Pakistan's domestic affairs through diplomatic or undiplomatic means. Further, US conspiracy and betrayal is also rationalised by mainly offering three types of causes. First, it is argued that the US betrays Pakistan in order to pursue its own strategic interests in South Asia. Second, it is argued that the US is a hegemonic, capitalistic force, which conspires against Pakistan in collaboration with the Pakistani ruling elite and betrays it in order to protect its own material interests. Third, it is argued that the US is an anti-Islamic force, which conspires against and repeatedly betrays a Muslim country. Interviews with some of the prominent journalists and politicians conducted for this research also identified some excluded voices within Pakistan which did not agree with this discourse of a US politics of betrayal. Thus, this study analyses the history of the Urdu press discourse which contributes to the social construction of the idea of a US politics of betrayal, but in so doing, it also builds understanding of its structure, and helps to rationalise the perception of a US politics of betrayal since the 1971 War.

This thesis investigates UK-US relations with regard to the South Asian Crisis of 1971. Through a focus on an understudied point of disagreement within the relationship between Prime Minister Edward Heath and President Richard Nixon, the thesis sheds further light on Anglo-American relations in the early 1970s. Through analysis of archival documents on both sides of the Atlantic, this thesis contributes to the growing revisionist literature that has moved away from a focus upon Heath’s pro-Europeanism as the cause of problems in the Anglo-American relationship at the time. Rather, a more nuanced approach that also investigates the impact of the secretive foreign policymaking style of the Nixon White House is taken into account. The thesis reveals the issues in communication and differences of interests that, in December 1971, led the UK and US delegations at the UN Security Council to tacitly advocate for opposite sides of a hot war in South Asia. The thesis assesses the effect that these heated disagreements had upon the Anglo-American relationship going into 1972 and 1973.

The aim of this thesis is to examine the relationship between the Royal Australian Air Force (RAAF) and the Royal Australian Navy (RAN) regarding the operation of aircraft from ships of the RAN and from RAAF shore bases. The effects of the separate intellectual development of maritime doctrine in the RAAF and RAN, and the efforts of the two Australian services to transfer theory into practice will be considered in the pre- (and post) World War II period, with due consideration of the experience of the services in both wars. The thesis will also discuss the problems that were faced by the RAAF and RAN to develop mutually acceptable operational procedures to enable the efficient use of aircraft in a maritime setting. The influence and effect on RAAF and RAN doctrine and equipment procurement, as a result of the special relationships that developed between the Air Force and Navy of Australia and Britain will be critically examined. A similar approach to the post war US/Australian relationship, and its effect on the Australian services, will also be critically examined. The thesis being propounded is that the development of a unique Australian maritime policy was retarded due to a combination of the relationship with Britain and the United States, lack of suitable equipment, lack of clear operational concepts in both the RAAF and RAN and the parochial attitude of the most senior commanders of both Services. The study has been based on Department of Navy, Department of Air and Department of Defence documents held in the National Archives of Australia in Canberra and Melbourne. In addition, relevant documents from the Admiralty and Air Ministry related to the development of naval aviation on RAN vessels during World War I, the attitude of the RAF toward the deployment of RAAF units to Singapore, and the negotiations that resulted in the procurement of HMA Ships Sydney and Melbourne, have been perused. Wartime operational records of the RAAF have been examined to obtain data to enable a critical study to be made of the RAAF anti-submarine campaign, torpedo bomber operations and the maritime campaign undertaken from bases in North Western Area during World War II. The influence of the commander of the United States 5th Air Force has also been incorporated in the discussion. The research uncovered procedural and operational variations between the two Services, the diversion of key elements from Australian command and the priority given to the American line of advance that resulted in Australian operations being given a secondary, supportive, status. A conclusion reached as a result of this research has been that the development of a unique Australian maritime aerial capability was restricted by the requirement of Britain to deploy flying units to Singapore in 1940. Similarly, the pressure exerted on the RAN by the Admiralty to purchase the Light Fleet Carriers in the late 1940s was more in the interests of the RN and British foreign policy than that of the RAN. Overall, the relationship with the Britain and the United States masked the real weakness in Australia???s maritime operations and retarded its development.

Mortality rates in developing countries have shown a rapidly declining trend since the end of World War II. Countries like Malaysia, Taiwan, Mauritius, Jamaica, and Mexico have increased life expectancy at birth at an average of over a year annually between the 1940's and 1960's (Gwatkin, 1980:616). There appeared to be special causes; probably due to control of endemic disease. Many developing countries have recorded life expectancy gains three or more times as great as those achieved in Western Europe at a comparable stage in its mortality transition (Gwatkin, 1980:616).

Fourteen South African films made between 1971 and 1988, and dealing with the Border War, are examined. The focus of this examination is on the ways in which films were used to persuade the white public to accept the legitimacy of the Border War. The period under examination is one during which the Apartheid government moved South African society ever closer to what has been termed a 'garrison state'. Rather than following the approach indicated by the notion of 'film as history', the current work attempts to use films as sources of data to explicate the nature of the ideological manipulation at stake in each case.

The Donovan Report (1965-1968) is often seen as one of the great failures in the overall attempt to deal with the thorny problem of the contentious nature of industrial relations in post-war Britain. This thesis re-examines that report and subsequent governmental responses, using numerous sources, many of which have barely been used by previous authors, in order to establish where it all went wrong. Such an examination is important to inform future governments on some of the problems of trying to legislate on industrial relations matters. This thesis addresses the central question addressed by the Report – the validity of employing legislation to deal with the problems within industrial relations, asking what contribution had legislation made to the ordering of industrial relations in the past, and what lessons future governments could take from that? Why did both the Labour Governments under Harold Wilson and the Conservative Government under Edward Heath choose to go beyond Donovan in their attempts to alter the role of the state in industrial relations Finally, could the Industrial Relations Act 1971, had it survived, have been to the benefit of trade unions in time? This thesis suggests that legislation had an important role to play in the ordering of industrial relations, and that collective bargaining alone, although effective in many areas, was unable to address issues which had wider implications, such as those relating to health and safety or the reconciliation of differences due to the laws’ interference with trade unions’ rights to defend their members and their own collective rights. Both the Labour and Conservative Governments chose to go beyond the measures proposed by Donovan because economic and political necessity demanded a greater measure of control over strike action. However, the inquiry had undoubtedly focused the debate on whether or not legislation could ever be the most appropriate tool for controlling industrial relations, and therefore acted as a catalyst for the reforms that followed. The Industrial Relations Act 1971 failed to bring about the hoped-for industrial peace. Its repeal in 1974, however, did nothing to prevent further rises in strikes after 1974. Piecemeal legislation in the 1980s and 1990s did bring about a greater level of industrial peace, but this suggests that it was not legislation per se that was the wrong strategy for controlling industrial relations, but rather the method and pace of implementation. Other means of maintaining industrial peace were experimented with and could have been successful if the political will had been there and the unions and employers had engaged more fully,but the seeds had been sown for legislative control and it was impossible to hold back the tide of restrictive legislation which followed these early forays into the concept of law as a means of controlling industrial relations. The Donovan Report did indeed represent the thin end of the legal wedge and opened the floodgates to the many enactments designed to control and emasculate the trade union movement which the Conservative governments of the 1980s and early 1990s were able to introduce. The collective failures of the Donovan Report, In Place of Strife and the Industrial Relations Act to bring about industrial peace were, however, only indicative that legislation was not the most appropriate means of achieving this goal at this particular point in time. Alternative attempts to reduce strikes and engage trade unions in closer working relationships with employers and their associations, and with the government, did meet with some success in the 1970s and may be usefully attempted again in the future. This will, however, depend on whether government is able to keep an open mind on the utility, or perhaps futility, of legislative controls such as those attempted in the years between 1965 and 1975.

'Victoria per Mentum : Psychological Operations Conducted by the Australian Army in Phuoc Tuy Province South Vietnam 1965-1971' examines the Australian Army's conduct of psychological operations from 1965 to 1971 in South Vietnam. The study traces the first instances of psychological warfare in 1965, aided by the Americans, through to the establishment of 1 Psychological Operations Unit in April 1970 until November 1971, when Australians withdrew from South Vietnam. Most soldiers in the unit had no training in the art or practice of psychological warfare. Successes in the American sponsored South Vietnam amnesty program (Chieu Hoi) mirrored the success on the battlefield by Australian fighting soldiers. Psychological Warfare is a non-lethal weapon which has a multiplier effect on the enemy in the battle space. The inability to effectively demonstrate conclusively the effects of successful psychological warfare operations added to uncertainty and scepticism over the weapon's potential and actual impact on the battlefield. Conventional military leaders rejected psychological warfare as 'paper bullets' that had little or no place in a military focused agenda - shoot, blast bomb, fragment, kill and capture to defeat the enemy. Propaganda and counter-propaganda are examined to demonstrate how these effects influenced each side. The study examines difficulties the Australian 1 Psychological Operations Unit encountered when trying to provide demonstrable and tangible indicators, which meant that when forces to choose between leaflets, loudspeakers and firepower, combat leaders chose firepower. The result was that psychological warfare proved successful only in a limited tactical sense but never created the type of operational or strategic success sought by traditional weapons proponents.

Comme nombre de cités industrielles Firminy (Loire) est au sortir de la seconde guerre mondiale une ville où insalubrité et surpeuplement règnent. Les amitiés tissées dans les réseaux de résistance, la recherche d’un terrain propice aux expériences amènent un ancien ministre de la Reconstruction, Eugène Claudius-Petit, déjà député, à briguer le poste de maire. Elu en 1953, il lance très rapidement une vaste opération de rénovation et de restructuration de la cité. Alors que les grands ensembles fleurissent dans les banlieues des grandes villes, il impulse un programme de ce type dans une cité de 25 000 habitants. Il fait appel à une équipe resserrée d’amis architectes, Roux, Sive, Delfante pour concevoir un nouveau quartier suivant les idées de la Charte d’Athènes, Firminy-Vert. Opération de secteur industrialisé, le chantier est aussi un modèle d’industrialisation et de préfabrication. La construction de plus de 1000 logements est lancée et a pour ambition d’offrir aux locataires une nouvelle manière d’habiter génératrice d’une nouvelle société. Architecture, urbanisme, sont mis au service d’une renaissance de la cité. Bâtissant un quartier ils incluent dans le projet des équipements collectifs : écoles, commerces, stade et même une maison de la Culture. Le Corbusier est invité et conçoit pour cette cité une Maison de la Culture, un stade, une unité d’habitation et une église dont le chantier, étalé sur plus de 30 ans, vient de connaître son achèvement offrant à la cité une reconnaissance patrimoniale internationale. La communauté rêvée et attendue dans cet habitat moderne laisse place à la communauté réelle qui s’approprie et transforme ce quartier trop souvent oublié
Firminy a small mining community in the outskirts of Saint-Etienne (France) at the end of WW2 is no different from most industrial cities, the stigma of poverty, human misery, overcrowded and unplanned developments are everywhere. Eugene Claudius Petit, in charge of the post war country rebuilding effort will leverage its connections with the best town planners and Architects to launched some new architectural and planning developments in Firminy, a City were he has been elected mayor in 1953. The renewal and redevelopment endeavor is mimicking in a city of just 25 thousand inhabitants, the projects that at a much broader scale flourish throughout the continent. But the project is also sticking by Eugene Claudius Petit to recruit the best architects and town planner of the time. Roux, Selfante and Sive will help red-define the entire city based on the 95-point program of the Athens chart. Firminy-Vert will also prove to be the perfect model and case study for new building methods experiments and the use of prefabricated element in particular. One thousand accomodations are completed, offering as much useful amenities as possible is a key element in order to create a new way of living, even a new sense of community and society. Architects, town planners are working together to rebuild, regenerate, hoping for a complete Renaissance. Public amenities such as a sport center, a cultural and communities center, a church (which as just been completed 30 years after the ground breaking and give the opportunity for this now coherent development to be world heritage. The idealistic community comes to live translated into a very real community that generates life in a neighborhood too often undervalued and almost forgotten

Writers of fiction have long since relied on love, romance, and desire to drive the plots of their work, yet some postcolonial authors use romance and interpersonal relationships to illustrate the larger political and social forces that affect their relatively marginalized experiences in a global context. To illustrate this literary strategy, I have chosen to discuss four novels written in the twenty-first century by Pakistani authors: Tbe Reluctant Fundamentalist by Mohsin Hamid, Trespassing by Uzma Aslam Khan, The Wasted Vigil by Nadeem Aslam, and Burnt Shadows by Kamila Shamsie. With the geographical origin of these writers as a common starting place from which to compare and contrast their perspectives on global politics, their understandings of gender, and their perceptions of how the public and the private constitute and intersect each other, I will use postcolonial theory to dissect the treatment of romance in their respective novels.

Membres de l'élite de la Banque du commerce extérieur de l'URSS et de la Banque d'Etat, ils dirigeaient les filiales à Paris, Londres, Singapour, Zurich et Beyrouth parmi d'autres... Située à la croisée de la sociohistoire financière et de la sociologie des élites et des professions, cette investigation puise dans les archives des banques soviétiques et les récits de vie pour comprendre l'identité professionnelle et sociale particulière de ces banquiers. This thesis looks at the networks and careers of Soviet capitalist bankers to analyze how global finance interacted with Cold War- and Russian financial history. Part of the elite of the Bank of Foreign Trade of the USSR and of the Soviet State bank, these bankers managed Soviet-owned commercial banks in the West in Paris, London, Singapore, Zurich and Beirut among other financial hubs. Competing with top western financial institutions, they practiced capitalist finance decades before perestroika reforms. At the crossroads of financial socio-history and the sociology of elites and occupations, this investigation draws on the archives of Soviet banks and life stories to understand the particular professional and social identity of these bankers. Despite the adoption of many sociablities characteristic of transnational banking elites, they maintained a strong but ambiguous allegiance to Moscow, centered on their role as defenders of Soviet financial interests on global markets. The anthropological concept of liminality explains why a prosopography of 140 post-Soviet careers shows that they became technocratic managers rather than owners of new Russian banks. The concept of "financial statecraft" in the name of "economic security" serves as a reading grid to explain these trajectories and offers a key to understanding contemporary Russian international finance

This thesis is a history of protest practice in Australia during the ‘long 1960s’. It begins with the coordinated protests against nuclear proliferation in the eastern states in 1961 and 1962, and ends with the Vietnam Moratorium Campaigns. It examines the intersections between anti-war and anti-conscription protest, the anti-nuclear campaigns of the early 1960s, and the anti-Apartheid protests that emerged during the 1971 South African rugby team tour of Australia. Rather than offering a history of Australian activism as an organisational network or monolithic, homogenous ‘movement,’ it treats protest as an exercise in political meaning-making, and traces the development of protest practice over time. This focus contests the characterisation of the arrival of the New Left in Australia after 1966 as a watershed or moment of rupture, and draws out long-term continuities in Australian activism. It also provides for an analysis of the transnational influences on Australian protesters without falling into the contemporary trap of labelling protest derivative. This methodological approach reveals that Australian protesters in the Vietnam epoch shifted between two major ideological explanations for their protest. One framed protest as a representative activity on behalf of an imagined Australian public, on behalf of whom protesters critiqued government policy and held the government to account. Protest organisations attempted to position themselves as representatives of the public, and used public opinion to legitimate their ideas. By contrast, liberalism’s concentration on individual sovereign rights especially nourished anti-conscription activists, whose protests made much of the principle of non-interference in the private lives of citizens as a foundational model of citizenship. This thesis will chart the development and evolution of these two explanations of protest, their interactions and fusions. Through their careful articulation of protest as a democratic process and an individual right, and their sustained presence in public conversations about commitment and conscription, Australian protesters helped to change the meaning of the Vietnam War in Australian public political life.

This research aims to illuminate how and why war challenges the limits of poetic representation, through an analysis of non-combatant poetry of the Second World War. It is motivated by the question: how can one portray, represent, or talk about war? Literature on war poetry tends to concentrate on the combatant poets of the First World War, or their influence, while literature on the Second World War tends to focus on prose as the only expression of literary war experience. With a historicist approach, this thesis advances our understanding of both the Second World War, and our inherited notions of 'war poetry,' by parsing its historiography, and investigating the role critical appraisals have played in marginalising this area of poetic response. This thesis examines four poets as case studies in this field of research-W.H. Auden, Louis MacNeice, Dylan Thomas, and Stevie Smith-and evaluates them on both their individual explorations of poetic tone, faith systems, linguistic innovations, subversive performativity, and their collective trajectory towards a commitment to represent the war in their poetry. The findings from this research illustrate how too many critical appraisals have minimised or misrepresented Second World War poetry, and how the poets responded with a self-reflexivity that bespoke a deeper concern with how war is remembered and represented. The significance of these findings is breaking down the notion of objective fact in poetic representations of war, which are ineluctably subjective texts. These findings also offer insight into the 'failure' of poetry to represent war as a necessary part of war representation and prompt a rethinking of who has the 'right' experience-or simply the right-to talk about war.

This thesis examines the influences on and evolution of the Irish Republican Army‘s guerrilla war strategy between 1917 and 1921. Utilizing newspapers, government documents, and memoirs of participants, this study highlights the role of propaganda and political concerns in waging an insurgency. It argues that while tactical innovation took place in the field, IRA General Headquarters imposed policy and directed the conflict with a concern for the political results of military action. While implementing strategies necessary to effective conflict of the war, this Headquarters staff was unable to reconcile a disjointed and overburdened command structure, leading its disintegration after the conflict.

The Lebanese civil war is, undoubtedly, one of the most protracted civil wars that have ever been witnessed in the last two decades. Many interventions have occurred in Lebanon and most of them were the subject of discussion and legal analysis. Of all these intervention, the Syrian intervention has attracted no academic or scholarly attention whatsoever. It is the main concern of the present thesis to discuss the Lebanese civil war and the legality of the Syrian intervention under the rules of international law. It specifically and exclusively focuses on the Syrian intervention during the years 1975-1976. In evaluating the Syrian intervention, of necessity, the thesis discuses in the first and second chapters the norm of non-intervention, the definition of intervention, and the attitudes and practices of the Superpowers towards the norm of non-intervention. Moreover, it provides a thorough review of the history of Lebanon, the causes of the conflict, and the legal nature of the conflict. Having identified the nature of the Lebanese conflict, the rest of the thesis deals with the legality of the Syrian intervention under the rules of international law which are applicable to internal conflict. The discussion of Syrian intervention is dealt with from four legal perspectives: intervention under the rebel's invitation; humanitarian intervention; Lebanese government's invitation, and the effect of invitation on the Lebanese right to self-determination; and finally the legitimization of Syrian intervention through its inclusion in the peace keeping force of the Arab League. The out come of the discussion establishes the illegality of the Syrian intervention and the ineffectiveness of regional organizations, namely the Arab League, in responding to civil war. It also proves that, so long as the norm of non -intervention is not respected by powerful states, small states will be encouraged to break the norm and undertake intervention; and unless the international community responds positively to the norm of non-intervention, anarchy will be the prevailing norm with serious implications for the survival of mankind in the era of nuclear weapons.

The dissertation undertakes an analysis of the dramatic literature engendered by the Vietnam War in the 1960s and 1970s, and illustrates how the dramas of that period reflect the stresses and anxieties that assailed contemporary American society. It investigates the formative influences on the drama, the various styles in which it emerged, and the recurring themes and motifs. The thesis proceeds from the premise that the events of the 1960s fractured American society in a manner unknown since the Civil War. It demonstrates that the social, political, and intellectual divisiveness that characterized the society was interpreted in the theatre by dramatic metaphors of fragmentation of the individual and collective psyche, and that this fragmentation was reflected in characters who experienced a collective and individual sense of loss of cultural identity, cohesion and continuity. Included in the examination of the drama is a description of how the social upheaval of the period influenced playwrights to undertake a reassessment of American values and ethics, and to interpret in dramatic form the nature of the trauma of Vietnam for American society. The study includes a discussion of how individual and collective reality is based on cultural conditioning, and how the challenging of cultural myth in an extra-cultural milieu.

This thesis maps out the development of virtual and networked warfare, from the anti-Soviet Afghan insurgency through to the 1991, Gulf War and the ongoing violence of the `war on terror'. I demonstrate that we have seen two parallel developments over the past few decades: the US has become able to dominate the fighting of large-scale, high-tech virtual wars, and opponents of US-led forces are able to deploy techniques of networked warfare that US-led forces cannot effectively combat. It is therefore the case that US-led `successes' in the major combat operations phases of Operation Enduring Freedom and Operation Iraqi Freedom are being followed by a US-led failure to deal with the networked warfare of Afghan, Iraqi and other insurgent groups. This thesis investigates the policy impact of these developments, and their broader ethical and political implications. I demonstrate that - if we are to ameliorate the ongoing bloodshed in Afghanistan and Iraq, and avoid carrying out additional military interventions that generate networked opposition to which we do not have an effective response- there is a real need for an ethical engagemenwt ith others,a nd for more effective participation in the ideational aspects of conflict.

This dissertation examines the role of the Federal Reserve System in the formation and conduct of American foreign relations between the Second World War and the Korean War. Specifically, it seeks to understand why Fed officials willingly subordinated monetary policy to the priorities of war finance during the former conflict, but actively fought for greater policy autonomy during the latter. Using a constructivist bureaucratic politics approach it examines how American central bankers understood the economic and political implications of both domestic and international policy developments. Drawing upon the perceived lessons of the interwar years, Fed officials believed that economic prosperity was a critical feature of a stable and peaceful international system. At the same time, however, they believed the situation was more complicated than a simplistic causal relationship whereby greater domestic growth resulted in greater international peace and prosperity. Instead, central bankers recognized that events in either the domestic or international political or economic arenas, if improperly handled, threatened to upset the delicate balance between prosperity and peace. The belief in these fundamental interconnections, while often not explicitly expressed, provided a coherent and logical guide to Fed policy, during the era, informing many of its internal debates and positions.
